Ready readies to aid education dispute Accredited mediator to monitor teacher-government talks Carole Rooney Free Press

The British Columbia Teachers’ Federation (BCTF) and the B.C. Public School Employers’ Association (BCPSEA), which are mired in a deadlock over the public teacher contract, have persuaded Vince Ready to monitor the current bargaining situation towards potential mediation. Education Minister Peter Fassbender had agreed on June 20 to accept mediation from Vince Ready, shortly after Ready helped resolve an ongoing dispute between truck drivers and Port Metro Vancouver. This agreement followed a request for mediation by the BCTF, but at that time, Ready was unavailable. Then, B.C. Supreme Court Justice Stephen Kelleher was asked

to mediate, but he declined on July 2, citing that the two sides remained too far apart on the contract issues for mediation to be successful. Discussions continued over the summer between BCTF president Jim Iker and BCPSEA chief negotiator Peter Cameron, leading up to a face-to-face session of the two bargaining teams on Aug. 8. A joint press release from the two parties states that following the session, they asked Ready to consider engaging with them in “exploratory talks.” Ready met with the two parties separately on Aug. 13, but committed only to monitoring the situation, and then to resume exploratory talks or commence full mediation when he believes it will be productive, the

It’s an encouraging development – to know there is at least a step forward being made." - Tanya Guenther release explains. The BCTF and BCPSEA have agreed to refrain from speaking publicly about the situation pending further discussions with Ready. School District #27 chair Tanya Guenther says the trustees have not yet discussed the issue, but she is personally pleased to see this “positive” movement in the ongoing impasse between teachers and government. “It’s an encouraging development

– to know there is at least a step forward being made. Whether there will continue to be steps forward, we’ll have to wait and see.” Guenther says she remains hopeful a negotiated settlement can be reached by September and students can start school as planned. The school board chair adds that, in general, she sees mediation as a useful option to have when difficulties arise in reaching an agreement between the teachers’ union and the province’s negotiators. “It can be beneficial to help them resolve the items, and to help them come to an agreement. “Just like everyone, I am anxiously awaiting a resolution to this round of negotiations and my ultimate wish is that students can be back in school.”

T

he South Cariboo Theatre now sports a brand new mural, thanks to the combined efforts of the 100 Mile House Mural Society and the Lone Butte Historical Society (LBHA). This historic-themed mural depicts some area ranchers driving cattle to the Lone Butte Stockyards, in a bygone era of shipping livestock via the Pacific Great Eastern (PGE) railway. It was painted by Williams Lake artist Dwayne Davis, who based his work upon a series of original, historic photographs. The main snapshot he used shows an anonymous area rancher on horseback in the foreground, with more riders partly visible in the dust behind him, driving cattle through Lone Butte to the stockyard. Pulling from another photo, Davis added the period element of a Union 76 gas pump, to tie his image to the era and to help depict downtown Lone Butte. Historical society representatives Al and Gayle Jones say it was a common scene from the 1920s

It also collected other donations and held a dance and silent auction to help fund their portion, she explains. Mural society member Ruth Peterson says the group was pleased to see the final Lone Butte installation come to fruition, and is grateful to all its community sponsors. The mural society funded the balance of the murals from its annual grants as well as private and corporate donations, Ruth explains. Ruth says she originally pitched the Lone Butte theme idea because she admires the historical society members for all their hard work to preserve history. “I said, ‘why don’t we do some murals on Lone Butte? That will help draw people out here’, and support you guys and your community.” The new stockyards mural graces the east-facing wall of the theatre at the side parking lot.

BAND WAGES Under the First Nations Financial Transparency Act, First Nations leaders had until July 29 to make public the salaries and expenses of their chiefs and councillors for the last fiscal year. Canim Lake Band Chief/CEO Mike Archie was paid $60,952 plus expenses of $10,544, while its councillors each earned $9,000 in wages plus expenses ranging from $1,431 to $3,885, according to the official website at www.aadnc-aandc. gc.ca.

CRD GRANTS Applications for next year’s grants for assistance are being accepted by the Cariboo Regional District (CRD) until Sept. 30. Non-profit organizations that provide a benefit and/or service to the community and need financial assistance for a special project or event may qualify for a grant. Application forms are available online at www.cariboord.bc.ca, and at the CRD office located in the South Cariboo Rec. Centre at 175 Airport Rd.

The 70 Mile House Safety and Speed Reduction Committee (70MHSSRC) is circulating a petition requesting the Ministry of Transportation and Infrastructure (MOTI) work with the community to develop and implement infrastructure that will allow safe highway access and travel within the 2.5-kilometre highway corridor of the community. In the meantime, the committee would like the MOTI to reduce the speed limit through 70 Mile House from 100 km/h to 70 km/h until a safe infrastructure is in place. Committee member Tom Grantham says the desire for a speed reduction for high-

way safety has been a long, ongoing process, and has involved many community members over the years. “There have been many meetings, letters and petitions generated, with little results, which has increased the frustration levels of the local residents who are involved.” He adds a small group of concerned residents recently formed the 70MHSSRC, which gave the MOTI an interest group to work with. Grantham notes the summer of 2013, and now 2014, saw huge traffic volume, both commercial and private, with many disruptions to traffic flows due to the construction and

the completion of the four lanes north of 70 Mile. Local observations indicate vehicles coming off the four lane heading south are not prepared for the congestion of the two lane and the local traffic of 70 Mile House, he says, adding it has given rise to increased safety concerns of local residents and those who have to travel on the highway. There have been a number of motor-vehicle incidents within this 2.5-km. corridor in the past, he notes, and nobody wants to see any more. “With increased mining, oil exploration, construction and other economic development

Power loss leaves coffeedeprived customers

Carole Rooney Free Press

A series of lightning strikes are likely the cause of widespread power outages early on Aug. 15 that closed some businesses and left many folks grumbling about missing their morning coffee. BC Hydro representative Dave Mosure says lightning appears to have struck and ignited a power pole at Keene Road south of 100 Mile House, which left 2,254 customers without power beginning at 6:10 a.m. This outage affected much of the town and also extended to 93 Mile, Sheridan Lake, Lone Butte and 70 Mile House. Firefighters from 100 Mile House Fire-Rescue were called out when witnesses reported the burning pole about 8:30 a.m., and the crew arrived shortly afterward to find a smoking, damaged pole. Most customers had the power back on by 11:42 a.m., except for 50 resi-

dences in the 93 Mile area (near the pole-top fire), where the service was off until 3 p.m. Mosure notes those homes would have been in a smaller isolation point within which BC Hydro crews could perform repairs and replacements at the power pole. BC Hydro recorded another weather-caused outage, also believed to be from lightning, that left power off for 2,876 customers located from just north of Exeter Station Road to 108 Mile Ranch from 1:51 a.m. to 4:54 a.m., Mosure says. “We were tracking weather, there was lightning in the area and we did have customer reports of lightning, which would have tripped a re-closer.” Mosure explains most of the outages in both cases, aside from the pole repairs, were simply a matter of crews attending and flipping the re-closer reset at each point of isolation, which is why the power came on in different increments.

to the north and south of us, there are a large number of commercial trucks and local logging trucks that use this route on a daily basis.” The North Bonaparte Road turnoff, which is the main access the 70 Mile General Store and post office, is a busy intersection with vehicles turning off or onto the highway. Grantham notes there are 16 residential and business access roads that come directly onto Highway 97 in the 2.5km stretch, and many are located with limited visibility. If traffic is going 100 km/h – coupled with winter driving conditions – the stopping distance for light vehicles and heavy commercial vehicles is just not enough to avoid a collision, he says. “Residents of the area entering and exiting the highway at North Bonaparte Road, the subdivision accesses and private driveways would very much

appreciate all vehicles travelling through this corridor to reduce their speed to increase the safety for everyone. There is too much to lose and nothing to gain should we have a major highway catastrophe due to higher speed when it can be avoided by just slowing down.” Grantham says the MOTI worked with the 70MHSSC by installing new electronic signs and newly designed yellow “suggested” 70 km/h speed signs in December 2013. The electronic signs were temporary (when not being used at construction sites), but the 70 km/h suggested speed signs remain. The MOTI has indicated it is developing draft engineering plans that may help address the community’s safety concerns within the 2.5km corridor, he adds, but there is no concept for doing a regulated 70 km/h speed limit. Grantham says it is hoped the petition will gain the attention of Transportation Minister Todd Stone, so the community’s concerns can be addressed.

ICBC begins refunding overcharged customers today

Carole Rooney Free Press

Customers of ICBC who were overcharged for vehicle insurance since 2008 can expect to find a reimbursement cheque in the mail. Letters and refund cheques begin going out today (Aug. 20) to ICBC optional insurance customers with incorrect vehicle descriptions. The letters will be sent to the 441,000 customers who either overpaid or underpaid, the latter of which will not be billed for the error, as promised by Transportation Minister Todd Stone. Stone had responded to media in April that he was “angry” to learn about the massive mistake that totals about $38 million in overcharges, and another $53 million in undercharges that lost revenue for the Crown corporation. Since April, two independent external reviews requested by ICBC’s directors checked 24 million individual optional insurance transactions and examined the impacts of incorrect vehicle descriptions. Now that those are completed, ICBC will begin refunding customers who were financially impacted by an incorrect vehicle description during the past six years. “We sincerely apologize for any inconvenience this has caused

our valued customers,” states an ICBC release. The average refund for a personal customer is approximately $18 per year, so over the six years, results in an average cheque of $108. Customers who underpaid will be sent a letter only. Some customers will also be contacted individually to get more information on their vehicle to ensure its description is correct, in cases where ICBC’s information gained from the vehicle manufacturer is limited. ICBC also indicates the issue is “very complex” and that it is committed to ensuring accurate information is on file for all customers’ vehicle descriptions prior to launching a new computer system it has planned for next year. Meanwhile, a new system for updating vehicle descriptions has

now been installed with updated technology that automatically identifies the vehicle’s description using the vehicle identification number provided by the vehicle’s manufacturer. While ICBC says “significant work” has been done to ensure the letters and all applicable refunds are correct, there is a process in place to handle individual customer concerns. If a customer has additional information to provide or questions about their letter they can call ICBC toll-free at 1-866-506-0030, which pledges their issues will be resolved on a priority basis as quickly as possible. If a customer is not satisfied with the response to their concerns, they can also write to ICBC Fairness Commissioner Peter Burns, Q.C. More information is online www.icbc.com.

Fall Fair jam-packed two day – Sept. 5-6. “This is a really exciting year for the Fall Fair,” says Kimberly VanceLundsbye, community programs and events coordinator with Canlan Ice Sports. “We wanted to shake things up. “We want to give the community what the community wants. The community wants

One inquest for two fatal explosions

The BC Coroners Service has announced it will hold a single public inquest into the deaths of four workers who died in two sawmill explosions in 2012. Chief coroner Lisa Lapointe will preside over the inquest into the deaths that occurred as a result of the explosions at the Babine Forest Products mill in Burns Lake and the Lakeland mill in Prince George. The inquest will take place in Prince George beginning March 2, 2015. Robert Luggi Jr., 45, and Carl Charlie, 42, were killed in the Burns Lake explosion. Alan Little, 43, and Glenn Roche, 46, died as a result of the Lakeland mill blast. Lapointe says the decision to hold a single inquest had been made following a careful review of the information surrounding the tragic events. Evidence relating to the specific circumstances of each death will be heard. The BC Coroners Service believes a single proceeding will allow for the most effective examination of key questions and provide the best opportunity for a jury to consider meaningful recommendations to prevent future deaths in similar circumstances, Lapointe explains. She notes the BC Coroners Service recognizes the importance of ensuring access to the proceedings for Burns Lake residents, and is working closely with Court Services to arrange for broadcast of the inquest to that community in real time.

entertainment and more reasons to come out to the Fall Fair.” A new attraction this year is the West Coast Lumberjack Show, while professional bull riding returns to the 100 Mile Outriders Grounds with wild horse racing and barrel racing. “It’s bigger and better than ever – in two days,” Vance-Lundsbye says. “We haven’t had anything like that [Lumberjack Show] before. It’s a huge thing for people to come out to on Saturday.” Chainsaw carving, axe throwing, springboard chop, tree climbing, the Jack ‘n Jill cross-cut and the hot saw race are all part of the interactive West Coast Lumberjack Show, which runs three times on Sept. 6. The Professional Bull Riders event starts at 6 p.m. on Sept. 5, and 1 p.m. on Sept. 6. It was popular with specta-

tors last year and will see some of British Columbia’s best bull riders and bucking bulls, supplied by local stock contractors C-Plus, of 150 Mile, and Diamond D, of 100 Mile. The South Cariboo Farmers’ Market is setting up shop from 10 a.m. to 2 p.m. on Sept. 6. Uncle Chris the clown is entertaining children and families on Sept. 5. The Kamloops clown was a big hit with youngsters at Lone Butte Rocks. Special guest speakers on Sept. 6 include Rod Endacott and Don Bassermann. Endacott is a longtime farmer and landscaper and is giving a talk on sustainable agriculture. Bassermann, chair of the Omineca Beetle Action Coalition, will share his passion for urban farming and talk about local food production. Also on the event

Reduce speed limit

0 Mile House and area residents would like to see the speed limit reduced along a 2.5-kilometre stretch of Highway 97 that runs through their community. Currently, the speed limit is 100 kilometres per hour (km/h) and folks would like to see it reduced to 70 km/h for safety reasons. Noting there have been accidents in that particular corridor in the past, residents fear not only for their personal safety, but also for motorists travelling through the community. There are long sweeping curves at the south end of the community and for motorists heading north there is a short distance before the traffic congestion where North Bonaparte Road intersects Highway 97. This intersection serves as an entrance to the business centre of the community. On the west side, there is the motel and cafe, but there is no left-turn lane. The east bound exit, which has a short right-turn lane, leads to the general store, post office and pub. It also provides the entrance to the nearby cottages and provincial parks, so there is a lot of congestion with motorhomes and trucks hauling trailers carrying boats, ATVs and the like. Folks wanting to turn on to the highway from either side of the intersection are faced with waiting patiently until there is no traffic in sight or trying to gauge how much time they have to turn before a vehicle bears down on them at 100 km/h. At the north end of the 2.5-km stretch, traffic travelling south has to merge into one lane from two lanes and often there are races to get ahead of slowmoving traffic with vehicles going well over the 100 km/h limit. Furthermore, there are 16 residential and business accesses that connect directly with Highway 97 in that 2.5-km two-lane stretch of road – most of them have limited visibility. It’s especially dangerous in the winter when folks are trying to either turn on to or off of the highway. Local residents have formed a committee and met with the Ministry of Highways and Infrastructure (MOTI) in hopes of getting changes. They have been told MOTI is developing draft engineering plans that may help address the residents safety concerns, but reducing the speed limit is not in the plans. The residents are circulating a petition to grab Transportation Minister Todd Stone’s attention. A speed reduction would be the best and cheapest option – it would only add 35 seconds to the motorists’ time to get through that 2.5 kilometre stretch at 70 km/h. Widening the highway shoulders to provide safer accesses for residents and businesses would help, and an amber light at the North Bonaparte Road intersection is a must.

Here's your bill for "free health care" ‘Free’ health care isn’t free, it’s paid through general taxes

“D

on’t touch my free health care,” is a common refrain from defenders of the status quo whenever anyone broaches the topic of reforming Canada’s health-care system. While politicians and interest groups no doubt share a portion of the blame for perpetuating the myth of a zero-dollar price tag for health care in Canada, their ability to carry public opinion with them stems from the murky manner in which health care is funded. Individuals and families never see a bill for medical services, are not subject to any level of cost-sharing, and only pay a small so-called “premium” for health insurance (in provinces that impose them) that in no way represent the true cost. The truth of the matter is that Canadians actually pay a substantial amount for

and-a-half times faster than average incomes during the previous decade. This is clearly an unsustainable trend that will only be exacerbated by the aging baby boomers in the future. Unfortunately, for all the money spent, international statistics suggest that Canadians are not receiving commensurate value in return. But the comparison of such broad aggregated data is another story for another time. Ultimately, it comes down to Canadian individuals and families to assess whether they receive good value for their money based on their own personal experiences and bank accounts. But first they must know how much their “free” health care really costs them. Bacchus Barua and Milagros Palacios are economists at the Fraser Institute.

Recent ban on private health insurance appreciated To the editor: Recently, the Alberta Court of Queen’s Bench decision to uphold the province’s ban on private health insurance for medically necessary services is good news for Alberta, and for all Canadians. The court was not persuaded that wait times in Alberta are linked to the province’s ban on private insurance that duplicates what is covered under Medicare. A similar, much broader, con-

stitutional challenge to Medicare is scheduled to go to trial in BC Supreme Court this September. The case is driven by Dr. Brian Day, owner of the Vancouverbased Cambie Surgery Centre, a for-profit surgical clinic known for unlawfully billing patients for health-care services. Dr. Day is seeking to strike down British Columbia’s rules that protect fair and equal access to care by prohibiting doctors from charging

patients extra for services already covered under our provincial insurance plan. He’s also taking aim at B.C.’s ban on duplicate private health insurance. If Dr. Day wins in B.C., those laws will inevitably be struck across Canada, undermining our entire universal public health-care system. Similarly to arguments made by the plaintiff in the Alberta case, Dr. Day argues that wait times

Pool telephone survey concerns noted To the editor: If a telephone survey is conducted as planned (to determine if there's enough interest in building a pool in 100 Mile House), the persons and any other entities involved in contracting and conducting of those survey services need to ensure all the documentation involved is in order and not just a situation involving hearsay. And those persons should be aware that it may be subject to a legal challenge. The names of the persons spoken to in the survey, whether they are the actual property owner, the property address, the assessed value of the property and the actual document filled out during the survey for each property may all be called into question. Furthermore, if a referendum is held without ensuring a public hearing is held before a referendum, so property owners, like myself, are able to openly and publicly discuss the issues involved, this

will be taken to a provincial and federal level as a start. This is not an issue that property owners are going to permit themselves to be steam-rolled on. Please be advised that in addition to the comments I’ve made above, I am formerly requesting the Cariboo Regional District (CRD) ensures a public hearing will be scheduled, well advertised and will be conducted prior to any referendum being held to deal with the pool proposal, borrowing money for it, and the taxation on property owners that would be involved. The issue of excessive tax increases to fund a pool is not something the CRD should be pushing to referendum without actually hearing from those concerned in a public forum, and to do so, would be irresponsible on the part of all those involved. Larry Badke 100 Mile House

would improve by striking down Medicare laws. But evidence from Canada, Australia, New Zealand, Europe and the UK shows the opposite: a two-tier system leads to longer wait times and worse health outcomes. Only those who can afford to pay have shorter wait times when they buy their way to the front of the line. Everyone else waits longer because doctors can only treat one patient at a time.

I’m encouraged to see last week’s Alberta court decision and hope for a similar outcome in B.C. this fall. Canada does not need health reform through an end-run in the courts, driven by for-profit clinic owners. We need evidence-based improvements in the public system to reduce wait times for elective surgeries for everyone. Rick Turner, co-chair BC Health Coalition

Farm consultation a farce, industry benefits

To the editor: Re: Farm changes a great leap forward (B.C. Views, Aug. 13). Tom Fletcher’s opinions are not shared by any farmers I know. The British Columbia government’s post-facto “public consultation process” is farcical given that Bill 24, which amends the Agricultural Land Commission Act, was passed this May. An authentic public consultation process should have been multi-year and provincewide, and not invitation-only meetings and a one-monthlong token public feedback process, which highlight yet again the magnitude of our democratic deficit.

Fletcher’s analogy to Mao Tse-tung’s Great Leap Forward is apt, however, given B.C.’s democratic deficit and because Mao’s vision gave rise to China’s Great Famine, resulting in tens of millions of deaths. The Great Leap Forward has been defined as “a very expensive disaster.” British Columbians will also pay a high price for the B.C. Liberal scheme to drastically change the Agricultural Land Reserve, as our food insecurity will increase and farm land will be even more polluted. The “farming” activities proposed by the B.C. Liberals will reduce the land available to grow food. Alcohol has very limited nutritional value. The B.C. Liberals’ continued

support for industrial agriculture, one of the world’s biggest causes of greenhouse gas emissions, combined with fracking, oil development and anaerobic digesters will further pollute farmland. Manure from organic farms is worth far more as fertilizer than as fodder for anaerobic digesters; only conventional farmers would seek to use their contaminated manure to generate power. The B.C. Liberals need to remember that we all eat, including their buddies in the petroleum and the liquor sectors. Louise Taylor Grand Forks

oday, I’ll attempt to cut through the speculation and fearmongering that have swirled around the Mount Polley mine dam breach and tell you what’s really known. As Black Press and our local publication the Williams Lake Tribune reported before and after the incident, the mine reopened in 2005 after a four-year shutdown and was expanding its operation, including the tailings pond. Rising metal prices helped put 380 unionized employees plus management back to work. Most are now working on rebuilding the tailings dam and cleaning up the spill site. Imperial Metals applied earlier this summer for an increase in water discharge, and was waiting for B.C. Liberal government approval at the time of the Aug. 4 dam breach. This was to be the second amendment to a water-release permit issued when the mine started up in 1997. It has had a surplus of water due to rain and snow accumulation since it opened (under an NDP government, for those who want to

It may be months before inspectors and geotechnical engineers can determine the cause of the breach, which occurred with the water level 2.5 metres below the top of the dam, well within permit specifications. Either the design of the earthworks was not adequate, or it was not adequately followed. TV crews have packed up and left, after sucking out the initial drama and retailing every sensational claim they could find. Tourism operators are pleading with people not to turn their backs on the region after that influx of visitors. Professional environmentalists are now exploiting Mount Polley as part of their campaign to de-industrialize British Columbia. A key propaganda tool is a single picture of a salmon with skin removed from part of its dorsal region. No such fish has been produced, and a single rainbow trout collected the day of the spill is the only confirmed aquatic casualty. Tom Fletcher is legislature reporter and columnist for Black Press. the province Vernon casino altercation sparks taser arrest VERNON - A reported disturbance at Lake City Casino Aug. 15 ended with an arrest later on in downtown Vernon. RCMP officers were dispatched to the casino at 11:20 p.m. following a report of a patron with a weapon. “Our officers attended and learned there was a minor altercation with a couple of people there,” said Vernon RCMP spokesperson Gord Molendyk. “The male suspect who was seen with the weapon left the area before police arrived.” Witnesses told the officers that the suspect was headed to a bar downtown, so police went to the area and located a vehicle believed associated to the suspect. “A few minutes later, the 32-year-old suspect returned to the car where he was arrested for possession of a weapon,” said Molendyk, adding that a taser was located on the ground next to a wheel of his vehicle. Children accused of setting fire to school SALMON ARM - Three children, ages 10, 8 and 6, have been identified by the Salmon Arm RCMP as the ones responsible for setting a fire in a classroom of South Broadview School on Sunday. At 1:30 p.m. on Sunday, Aug. 17, crews from Salmon Arm Fire Department's Hall 2 were dispatched to the school. The 911 caller advised fire dispatch that a window had been broken in the school and she could see fire inside, which prompted the fire department to enhance their response to include firefighters from Hall 3 and rescue apparatus. "Upon arrival our I.C. (incident commander) confirmed smoke and fire showing on a West side classroom and that bystanders were attempting to extinguish fire," said Salmon Arm Fire Chief Brad Shirley. RCMP report a windows had been broken and burning material had been thrown inside. Staff Sgt. Kevin Keane of the Salmon Arm RCMP reports that police investigation quickly identified the three children believed to be responsible for the arson and vandalism.

No, based on past history. Neither side puts the children first. Government wants to look good and teachers want unrealistic wages.

No. Both sides are being unfair and both are too stubborn to compromise.

No. I think the two sides remain too far apart this late in the summer for that to happen.

We hope so, but we have our children in a private Christian school so are unaffected. But a lot of people are, and it is tough for them. Just get it done.

Head-on collision occurred during passing attempt

Around 5:39 p.m. on Aug. 15, 100 Mile House RCMP were called to a head-on collision involving two vehicles in the 4000 Block of Canim-Hendrix Lake Road near Forest Grove. It was learned through witnesses at scene that a passenger car travelling west attempted to pass another vehicle and collided with an east bound SUV head on. There were four occupants in the passenger vehicle and two in the SUV. Three male occupants inside the passenger car were injured. The male driver of the SUV also suffered injuries. The driver of the passenger car fled the scene on foot into a wooded area. A police dog from Williams Lake attended and assisted in the search for the female who was also suspected of being injured. South Cariboo Search and Rescue assistance was also requested. Cell phone contact was made with the female several hours after she left the scene and she agreed to walk out to the roadway. The female was spotted by an on duty paramedic near Buffalo Creek Road. She was subsequently arrested for failing to remain at the scene of an accident, and was then taken to 100 Mile District General Hospital to determine if she had possible head injuries. Three ambulance units attended the scene as well as Forest Grove Volunteer Fire Department and 100 Mile House Fire-Rescue. A male passenger had to be extricated from the passenger car. An air ambulance helicopter from Kamloops attended and landed in a nearby ranch property. The male, who suffered head and back injuries, was transported to Royal Columbian Hospital in Kamloops. The other two male occupants from the car, who suffered head

The driver of the SUV was also taken to 100 Mile District General Hospital where he received treatment for shoulder injuries. The driver of the passenger car was released by police at the hospital. Police are continuing to investigate the incident and will be seeking criminal charges against the female driver who is a resident of the 100 Mile House area. Alcohol is believed to be a factor in the collision. It is also believed that seat belts were not being worn at the time by occupants in the pas-

senger car, which also likely led to more serious injuries as a result. The highway was

blocked in both lanes for approximately two hours. Traffic was re-routed through

Mount Polley Breach doesn’t impact business Despite the tragic breach of the Mount Polley mine tailings pond on Aug. 4, the Central Cariboo Chilcotin Coast Tourism Association (CCCTA) reports that tourism operators in that area are forging ahead with plans for their summer guests. The tailings pond dam breach resulted in a precautionary water use ban, which has since been lifted. CCCTA chief executive officer Amy Thacker notes that all of the tourism businesses on Quesnel

Lake and certainly throughout the entire Cariboo remain open and fully operational. CCCTA board chair Pat Corbett, who owns The Hills Health Ranch, notes the breach impacts a relatively small area of the Cariboo region and there is no reason to disrupt any travel plans to the Cariboo Chilcotin Coast. The Cariboo Regional District has current information on its CRD website at www.cariboord.ca or call 250-398-5581.

Sloan, 19, a crafty West Kelowna forward, tallied 19 goals and 22 assists in 50 regular season games for the Wranglers last season. Suidy, 20, is from Langley. He’s listed at 6 feet 3 and 190 pounds. He scored 26 goals and earned 19 assists in 41 games for the Posse in 2013/14.

T

he course, the weather, the meal and the prizes, all were ace for the inaugural 108 Senior Men’s Open, says 108 Golf Resort head professional Andy Wahnschaff. The tournament saw 48 golfers competing in two-man teams. At the end of day, local partners Jim Laird and Greg Aiken, and Tony Morete and Chris Stevens, held the overall low net and low gross scorecards, respectively. Golfers came from Hope, Kelowna, Kamloops, Cache Creek, Barrier, and as far away as Seattle for the tourney. Ron Thurston and Ron Tonts shot second lowest net, while Eric Ohlund and Jeff Kendy shot second lowest gross.

Bill Graham and Gary Desjardine were third low net. Rick Lunsted and Al Smeds were fourth low net. Al Sidor and Jack Rausch were in fifth spot. In sixth were John Kuharski and Jamie Crellin. Rounding out the seventh and eighth low-net spots were pairs Fred Roath and Gordon Daily, and Theo Wiering and Larry Watrich. Skill events were also held. Long drive on No. 2 was Stevens. Long drive on No. 7 was Lunsted. Closest-to-the-pin (KP) shooters were Craig Meredith and Tom Lund. Paul Martin made the longest putt on No. 9 Longest drive on No. 16 was James Seeley, while Desjardine punched the longest drive on No. 17.

Meredith shot the KP on No. 12 and Al Jakel was closest on No. 15. Crellin made the longest putt on No. 18. Longest drive – travel distance – was Dan Ham, from Seattle. The putting contest winner was Martin, while Aiken and John Martin won the 50/50. “We offered some guys options next year if we want to change the format at all, and it was pretty much unanimous to keep it exactly the way the day was,” says Wahnschaff. “I think that says something right there.” He adds the event was “an overwhelming success,” while thanking sponsors and mentioning the “tremendous support from our local community.”

Wranglers lasso local talent

Free Press

The red and blue lines still look fresh on the new ice at the South Cariboo Rec. Centre, but the 100 Mile House Wranglers have already made their first big play of the season. Coach Dale “Duner” Hladun committed a roster spot to 108 Mile Ranch skater Micky Turner on Aug. 11. For the last two seasons, Turner, 20, played in the United States for the Bellingham Blazers, the 2013/14 champions of the Northern Pacific Hockey League (NPHL) based in Washington and Oregon. The for-

ward tallied 50 points in 36 regular season games, while adding some clutch points in the playoffs. The level of play in the NPHL is comparable to the Kootenay International Junior Hockey League (KIJHL), but there are far less teams in the NPHL, Turner explains. He hopes his last year of junior hockey, skating for the top team in his hometown, is a good one. “I think it will be pretty exciting playing in front of all my friends and family. Coming out every night and playing for everyone, it will be nice.” Turner is listed at 5 feet 8, 160 pounds, on the Blazers’ website. Announcing the acquisition of a local veteran is a pretty good start

to the pre-season, coach Duner says. “I think it’s important to have 20-year-old men who are character people. It helps off the ice, it helps in the dressing room, and Micky is such a good guy, and respected. He’d be important for us. For me, it’s a no-brainer to have him involved in our club.” On the ice, Turner is a well-built and strong skater, the coach says. “He’s not intimidated out there. He’ll probably be valuable killing penalties. He’s got the speed.” Duner is replacing former coach/ general manager Doug Rogers, who guided the Wranglers to a record of 23-21-0-8 and a second round playoff berth last season in the club’s

inaugural year. The Wranglers start the 2014/15 season on the road. The Wranglers play the Grand Forks Border Bruins on Sept. 12, the Beaver Valley Nitehawks on Sept. 13, and the Spokane Braves on Sept. 14. The Wranglers host the Summerland Steam on Sept. 19 in their home opener at 7 p.m. at the South Cariboo Rec. Centre in 100 Mile House. The local club plays exhibition games against the Chase Heat on Sept. 5-6; against the Kelowna Chiefs in Chase on Sept. 6; against the Kamloops Storm in Williams Continued on A21

The Sandhill Lea Ranch Sheepdog Trial is set for Aug. 30-31 where herding dogs and handlers from around the province are leading sheep through an international sheepdog style course. Spectators are invited to attend the annual event on Abel Lake Road, located 10 kilometres west of 105 Mile via Tatton Road, north of 100 Mile. Attendance is free – but no pets – from 7:30 a.m. to 5 p.m. For more information, contact, Lynn or Lorne at 250-791-5300.

WRANGLER NATION The 100 Mile House Wranglers’ organization is looking to fill volunteer positions for the 2014/15 season. The Junior B hockey club needs volunteers for merchandise and ticket sales, scorekeepers, time and shot clock operators, penalty box keepers, bartenders and security. Anyone interested can contact Sandy Craig at 250-945-4902 or e-mail sandy.craig @bmo.com Billet families are also needed. Riders demonstrate skill, strategy Twenty-nine horse and rider teams tackled the trails at The Hills Health Ranch at the 108 Mile for the Cariboo Plateau Competitive Trail Ride, Aug. 8-9. The trails were chosen by ride manager Joanne Macaluso of Green Lake. Riders came from around the province and had three distance levels to choose from: 17 miles, 27.5 miles or 43.5 miles. The idea of this type of horseback riding

competition, held at the Hills Health Ranch for the last five years, is to complete the distance within a certain range of time, and finish with a horse that looked as good as did when it started. “It is all about conditioning, pacing your horse properly for the distance that you have chosen to compete in, horsemanship skills and strategy,” Macaluso explains. “Each horse is presented to the veteri-

narian at a pre-ride vet check on the first day. We want to make sure they are in shape to start the ride on the second day. How the horse is scored at the vet check gives the veterinarian a base from which to compare the horse’s condition as it changes during the competition on the second day.” The horse begins with 300 points, and can lose points for high pulse and respiration, cuts, swellings and lameness, Macaluso adds. “Points can also be deducted if they finish before or after their range of completion time. At the end of the day, the horses with the highest number of points out of 300 are the ones that will place high.”

Dr. Ross Hawkes, who owns the Williams Lake Veterinary Hospital, has been judging the event for five years. “He was kept very busy over the two days, judging a variety of horse breeds, which included Arabians, Quarter horses, Warmbloods, Paints and several types of gaited horses,” says ride secretary Pat Hayward. “It is not often you can find a veterinarian who can handle all the different types of horses and riders with such skill. He certainly made their competition experience a positive one, and ride management’s too. We are very grateful to have him.” The event would not be possible without the support from a dedi-

New twists for ice skaters Ice skaters will soon be lacing up for the 100 Mile House & District Figure Skating Club. The local club is offering a few new program options this season, including a school geared toward hockey players. LaVerne Howard, who has close to 50 years of coaching experience, is running the CanPower Skate program, which runs from Sept. 15 to Dec. 1 and will help skaters improve their speed and agility. A lot of parents were asking for this type of program, and it’s geared for anyone who plays hockey. PreCanSkate, which starts Sept. 8, is another new program the club is offering. It’s for new skaters, and new coach Alyssa Lindberg, 19, will be running it. Lindberg has been figure skating since she was five years old and has experience in past years mentoring students in the CanSkate program, which starts Sept. 9.

Alyssa Lindberg, left, and LaVerne Howard will be on the ice at the South Cariboo Rec. Centre coaching local figure skaters when the 100 Mile House & District Figure Skating Club season starts in the coming weeks.

“You have the freedom to be creative,” she says of the appeal of figure skating. Lindberg adds she’s excited to be starting out as an official coach. The StarSkate program for competitive figure skaters is also offered by the club, which is hosting a summer skate for all levels at the South Cariboo Rec. Centre in 100 Mile House from Aug. 25 to 29, where people can also stop by and register for the season. For more information, contact the club at 100milefigureskat ingclub @ gmail.com,

phone 250-395-1842, or visit their booth at the South Cariboo Fall Fair, Sept. 5-6. There are many options for beginner and advanced skaters to choose from, organizer Nancy Lundquist says, adding the club is planning a carnival at the end of the season that will feature a high-level, competitive skater showcased alongside club members. “The kids absolutely love it,” Lundquist adds. “It’s like a little play. “Everybody will have their own dances, their own routines. It’s all about the local skaters.”

Is there an alternative to bleach for killing mold?

Many types of mold-removal products may damage plants, but safe alternatives to bleach are available. Mold appears on wood, aluminum siding, vinyl siding, brick, stone and most any exterior surface. Homeowners must kill mold to effectively remove it, and strong disinfectant liquids often make the best mold killers. Common household cleaners include vinegar, lemon juice and salt. Tea tree oil also works well. Vinegar Mold Removal: Common white distilled vinegar kills 82 percent of mold. Pour white distilled vinegar directly in a spray bottle and spray vinegar directly on the moldy surface. Bond recommends allowing the vinegar to set on the mold if the smell is tolerable. Typically the smell of vinegar dissipates in a few hours due to evaporation. Once the mold is dead, warm, soapy water usually washes the home exterior surface clean. Excess vinegar or soap may damage plants immediately surrounding the area being cleaned. Homeowners should apply vinegar and soap sparingly in multiple cleanings rather than soaking soil and plant roots with vinegar and soap. Lemon Juice Mold Removal: Using undiluted lemon juice for home mold cleaning. Lemon juice, one of the strongest citric acids, works best when applied with a spray bottle or sponge and allowed to set. The acid in lemon juice kills mold and allows for easy cleanup with warm, soapy water. Homeowners should use lemon juice sparingly. Another common mold removal remedy involving lemon juice calls for a single cup of both lemon juice and table salt diluted in a gallon of hot water. Apply the solution with a spray bottle or sponge, allow it to set and rinse with warm soapy water as well. Undiluted lemon juice typically works better than most lemon juice mixtures. Tea Tree Oil: Tea tree oil works for a variety of home and health needs. Combine 2 teaspoons tea tree oil with two cups of water in a spray bottle. Shake the mixture well and spray directly on mold. Tea tree oil does not need rinsing, but any dirt or residue left washes away with warm soapy water. Tea tree oil is more expensive than other natural remedies for mold removal, but a little oil cleans large areas of mold and mildew.

This is a flagship program for Junior B hockey. I kind of feel the pressure to live up to all the hype.” Turner was asked what a successful season would look like to him. “The team coming together and winning games and having fun,” he replies. “That’s pretty much all there is to it.”

Obituaries

By Tom Fletcher

The B.C. Liberal government is spending $3.5 million a day to fight forest fires around the province, with the total for the year past $106 million and headed higher. The government is bracing for bills that could reach $250 million by the end of the summer, depending on weather and the number of fires that threaten homes. British Columbia has brought in firefighters from Ontario, Alberta and New Brunswick, and issued several evacuation orders by the mid-point of the summer season. Finance Minister Mike de Jong asked for B.C. residents to take all possible precautions and observe campfire bans through August. About 40 per cent of B.C. forest fires are human caused, with most of the rest started by lightning strikes. Forest fire spending is already approaching totals for the last two years. Highs in the past decade are $382 million in 2009 and $371 million in 2003, when fires damaged Kelowna and Barriere. “The possibility of the fire season consuming a quarter billion tax dollars is real,” de Jong said. “While there is no issue about spending the money, it has to come from somewhere, so that’s a cost item that’s looking like it will be considerably more than what had been hoped for.”

CECIL

Lillian Jane May 20, 1924 – Aug. 10, 2014

Lillian Cecil passed away peacefully in the early morning of August 10th with her daughter Marina by her side. Lillian was born to Roy and Marie Johnson in Milwaukee, Wisconsin. She lived in a lively home which included her grandparents and 3 siblings. Lillian had music in her soul and pursued this love all her life. As a young woman, Lillian, along with her parents and grandparents met Lloyd Arthur Meeker, the founder of the Emissaries, a non denominational spiritual organization. In time she moved to the headquarters in Colorado and made her home there. Lillian met Martin Cecil and in 1954 they were married in Kamloops, BC. and 100 Mile House became her new home and her home base for the rest of her life, even though travel became their middle name! Along side Martin, who became the leader of the Emissaries, Lillian’s vitality and vision were inspirational in that international program. Many people were deeply blessed and profoundly influenced by her in many ways from music to nutrition to life coaching. Over the years Lillian was a mother not only to her own children and Lloyd and Kathy Meeker’s children after their tragic death, but was a mother figure to many people, and in later years, following Martin’s death in 1988, she spent much of her time with family and close friends. Lillian is predeceased by her husband Martin, her daughters Sharon Call and Janine Cecil, her grandson Dylan Castonguay and granddaughter Angela Cecil and her brother Bob Johnson. She is survived by her daughter Marina Cecil, stepson Michael Cecil and the 3 children of Lloyd and Kathy Meeker: Nancy Rose Meeker, Lloyd Meeker and Helen Meeker-Groves, and her sisters Jeanne Stabler and Carolyn Schultz, and her grandchildren, Anthony Cecil, Majessa Castonguay - De Los Santos, Rebecca Keil, Ben Vorstermans, Stephan Vorstermans and Lloyd James Meeker and great grandchildren, Siena Cecil, Morgan Keil, Mason and Dutch De Los Santos. There will be a memorial service to celebrate Lillian’s life on Saturday, August 30th at 2 pm in the Martin Exeter Hall followed by high tea in the Valley Room in 100 Mile House. Lillian’s love for music and flowers will fill the celebration of her life. Lillian’s family would like to thank the wonderful and caring staff at Fischer Place, which was home in her later years. Forever in our hearts and memories, we say good bye to Lillian/mom/gramma, we will miss you in our lives. 100 Mile Funeral Service Ltd. entrusted with the arrangements. 250-395-3243 Condolences can be sent to the family care of 100milefuneralservice@gmail.com

Hitchhiking through paradise Free Press

Gabor Tolnai of Innsbruck, Austria passed through 100 Mile House recently, en route to begin a bicontinental hitchhiking journey from Alaska to Argentina. From there, he may continue on to the South Pole – if he can “hitch” a free ride across the Southern Ocean to Antarctica. Tolnai got a good start when he caught a no-cost lift across the Atlantic Ocean last fall. He departed from Girona, Spain on Sept. 2, 2013 and hitched across the Mediterranean on a ship from Gibraltar to the Canary Islands. “A big wave hit us, so we had to go to [Morocco], where they could not repair us, so then we went to Dakar, Senegal. “The boat, when it was sinking, was an adventure. It was a bit

scary, but I was calm because ... I didn’t want my last minutes in life to be in panic.” After repairs, the same ship took him westward across the

Atlantic to Barbados. Tolnai said he caught another free boat lift to Florida, and then hitchhiked westward on the highways following his only steadfast

rules – he’ll only walk or hitchhike, and won’t pay for accommodation. The point of making this journey is to show people hitchhiking is still a good, low-cost, alternative way to see the world, he explained.

Austrian traveller journeys through the Americas

From A26

The pair stayed with Ismail’s relatives in Vancouver for three weeks in May, and volunteered on an organic farm on Vancouver Island, he noted. Tolnai said his trip highlights so far are crossing the Atlantic and getting to know a lot of generous strangers, many of whom gave him a meal and accommodation. These included Joe and Patti Caissie of 100 Mile House, who picked up the couple in Clinton, hosted them for five days and gave them a guided tour of Lone Butte and Green Lake. Noting they wanted to get to Alaska in time to experience 24-hour day-light, he said they planned build a shelter and camp for a month. Then, Tolnai and Ismail will set out onto the Pan-American Highway at Prudhoe Bay (Deadhorse, Alaska) to hitch

Burdeyney caught biggest trout at derby DEKA DISTRICT

Sept. 4 at 7 p.m. The purpose of the meeting is to attract new volunteers. Those who have been involved for well over 10 years are wearing out and new blood is needed. Anyone who is interested in maintaining the status of BLCCS should attend this very important meeting.

Diana Forster 250 593-2155

Henry Burdeyney reeled in the big one, a 23 lb. 4 oz. lake trout, at Deka Lake & District Volunteer Fire Department’s 31st Annual Fishing Derby on Aug. 3. Henry was thrilled to win not only first laker prize, but also the Don and Marion Traill Trophy for largest lake trout. But, then there was the one that “got away.” Well, it didn’t actually get away, but it did arrive eight minutes too late for official weighin. Staff weighed it anyway for the fisher's benefit and it turned out to be half a pound heavier than Henry’s. The fisher, Larry Holcroft of Langley, took it all in stride, noting he had a picture of it anyway and it made a great fish tale!

Popular acts taking Garlic Fest stage

Elvis impersonator headlining South Cariboo Garlic Festival

While it is known as a stinkin' good time, the entertainment lineup at the South Cariboo Garlic Festival doesn't stink one bit. The 15th anniversary celebration of the South Cariboo Garlic Festival is Aug. 23-24. Entertainment will feature the hugely popular Elvis (Steve Elliott), as well as musical groups Point Blank and the Amber Brown Band; singers Emaline Delapaix and Candace Copley; and family entertainer Mat Duffus. Elliot, an Elvis impersonator, is back in the building this year, performing both days.

Along with a number of local musical acts, Elvis impersonator Steve Elliott is set to rock the South Cariboo Garlic Festival on Aug. 23-24.

The King of Rock 'n Roll Show is slated for Aug. 23, while his Gospel Show is set for Aug. 24. Point Blank features local musicians Shayne Cowie and Pete Thorne. The pair, both guitar players, performs older, classic tunes, with acoustic versions of songs from bands like ZZ Top, Steve Earl, John Cougar Mellencamp and Cat Stevens. Duffus is from Penticton. He performs at a variety of festivals and other family-oriented events around British Columbia, providing a fun entertainment experience for all ages. His style of music includes originals, acoustic folk, pop, blues, country, lively listening music, and songs from the 0s to the present. Delapaix is an Austrian singer, composer and musician who lives between rural Western Canada and Germany. She writes folk pop for piano, acoustic guitar and harp, and also loves a lot of Scandinavian music, invoking the weather like storms and warm sunsets. NT

Copley is well-known in the Cariboo. The Lac la Hache resident is a singer-songwriter, former Cariboo Idol, and performs regularly at the South Cariboo Farmers' Market in 100 Mile House. She recently made a regional run in CBC Music's Searchlight contest, a nation-wide contest looking for Canada's best up-and-coming musical acts. Admission is $5 for adults/students and covers both days and all the entertainment, while children aged 12 years and under are free. Complimentary day parking is available, including for RVs. Overnight parking is not allowed for security reasons. The Garlic Festival, on grounds located on Highway 97 near Lac la Hache, strictly enforces a "No Pets" policy. A large tent will be set up for some shade. Visit www.garlicfestival.ca to view details on the vendors, entertainers, schedules and more general information.

stations around the lake, picking up one playing card at each. People paddled, rowed, walked or cycled the loop. Bob, paddling with Fran, collected four aces in his tour for first place. I arrived to find the barbecue humming under the expert hands of Tim Wasilieff and Harvey Ostroff, with folks lining up for their hamburgers and hotdogs along tables laden with salads, buns and other delights. The children were busy with the water slide run by the firefighters who kept it continuously watered using their venerable engine. The slide was so well graded, and so fast, that some of the older “kids” couldn’t resist. After the eats, there was a “crazy hat contest,” also organized by Donna, a bake sale run by Helen Kellington, and a silent auction boasting 77 items arranged by Marilyn Hamilton. Harvey Ostroff MCed the drawing of the winning tickets. Bev McWilliams came up lucky four times with dinners at local restau-

rants; Nancy Oike won a green sculpture Harvey named ‘Three Frogs Looking Up’; Terri Sobo rode away on a new bicycle; and Merv Venos closed the draw with a veritable pile of new goodies at his feet. Peter thanked all who helped. Their hard work earned more than $2,500. People news Bev Lees is still celebrating the June 21 arrival of Gracie May Lees, her first grandchild, daughter of son Chris and his wife Kelly. That’s all for now. Until next time, here’s wishing you many blessings.

Question of the Week With the exception of Alberta and Quebec, drivers across Canada can be served with an Immediate Roadside Prohibition (IRP) if they blow 0.05 mg/100ml at the roadside. Should those two provinces fall into line with other provinces? Go to DrivewayCanada.ca to submit your answer. QUESTION

OF THE WEEK!

Safety Tip: There are many ways to show courtesy behind the wheel, including allowing space for other drivers to change lanes or manouevre. Driver courtesy is contagious, so wave at the next driver who lets you merge in front of them – they may just pay it forward to another driver.
