Lake Country’s ArtWalk is the single biggest art show in the Okanagan Valley and one of the biggest in the province with hundreds of Okanagan artists displaying thousands of original pieces of work over its two days. A multi-media experience, ArtWalk had its humble beginnings in a Lake Country holiday resort some 21 years ago and has grown into an essential art show that motivates local artists to create original works and take them to the masses. When Michael Kiss moved to the Okanagan after growing up in small town Saskatchewan, he wasn’t sure what his future would hold. But as an young emerging artist enrolled in UBC Okanagan’s visual arts program, Kiss knew he wanted to make a career using his creativity. What kind of artist he would become, and what kind of community he would find in the Okanagan Valley, was another question. “Growing up in Saskatchewan in a small community it wasn’t the most open to the arts,” says Kiss, a week before he will debut several works at the Lake Country ArtWalk, Sept. 6 and 7. “Out here it’s fan-

tastic. There are tons of people to talk to and I’ve been in contact with lots of other artists. People are fairly open about being in the arts community. It’s a great place.” Kiss is a visual artist, working with stone, metal and bronze to create works based on natural elements that, when combined with the sharp lines of geometry, create an abstract piece. Heading into his fourth year at UBC Okanagan, Kiss is bringing mythology into his latest works, such as the unfinished stone carving called Yggdrasil—the tree of life—which ac-

ology is where the god’s live. “It’s a contrast of imagery,” explains Kiss. “I like to combine images and play with nature. Natural imagery, organics but also using geometry, the hard lines of urban design. “What I’m trying to do with this sculpture is abstract it slightly so it can speak to more people.” At 21, Kiss’ artistic endeavours are just beginning; his career is in front of him; his creations evolving all the time. This year he will take another step towards art as a career. He will display as many as 20 of his original artworks at the Lake Country ArtWalk, the biggest art show he has been accepted to and

the number one art show in the Okanagan. Last year he was like thousands of other art lovers as he took in ArtWalk as a patron. This year he will be alongside some 300 other artists, laying his work out for the public to consume and possibly purchase. “I’m excited,” he says. “I’ve put a lot of time and effort into these pieces. I’m excited to get feedback from the public. “When you are in university, you know the people who are viewing your work, other students and professors. But you don’t know the public, you don’t know what they will say. You get a greater view of what people think of your work and that’s exciting.”

Seniors’ Centre

Once again this year there has been a change in socities dealing with senior programs. Last year Lake Country Health Planning did not want to host the meal program for seniors so the LCSC took it over because it did not seem right that residents of Lake Country go without a program that has been in the community for approx. 30 years. We wish to thank those that have made this program a success. Thanks to the merchants that have supplied their support in many ways. This program was in some cases the only outing some seniors had. This year LCHP is giving up Prime Time; it feels it does not meet their mandate. It is a good question as to whether it does or not. So once again the LCSC will be taking the program over effective Sept. 8 at 1pm and it will be called “Prime Entertainment”. The same format will apply with a few changes that will hopefully make it a bit more special. Come on out and help us make this change happen. Future is bright for artists and ArtWalk ARTWALK FROM A1 not show the same piece of work they’ve shown in previous years. It forces the creation of new works of art and has led to a strong development of creative skill in the valley, according to organizer Sharon McCoubrey. “Many artists come back to us and tell us that when the show is over they get back to work to create new things,” McCoubrey says. “They go back and do whatever it takes to develop their work for next year.” This year the Lake Country ArtWalk is expecting 300 artists and thousands of original artworks set up in four major venues all within walking distance of each other: Lake Country’s municipal hall, Memorial Hall, the Lake Country Art Gallery and at George Elliot High School. But it was not always such a huge event. The ArtWalk actually began as a way for the owners of Holiday Park resort in Lake Country to show off a private art collection. “The owners of the Holiday Park resort had local art displayed

in their sales’ room and would put on a public event,” says McCoubrey of the ArtWalk’s modest beginnings in 1994. “It grew over the first five years to the point where the people that lived in the resort thought it was getting too big. “When Holiday Park said they couldn’t do it anymore, Lake Country had just built the community complex at the high school. And it’s just kept growing since then.” So after enjoying solid growth in its first five years at Holiday Park, the ArtWalk became a true community event in Lake Country in 1999 and it really took off. The event is put on by a volunteer community group headed by McCoubrey. Despite the length of the event and its growth, McCoubrey and the other organizers have kept the admission low, hoping to continue to help the arts community along the way. Admission has always been just two dollars. “We’re not about making money, if we can meet our expenses and put on a good event we are happy,” she says. “We’ve kept our prices low enough to have it

affordable for families and seniors and so everyone can come and experience it.” McCoubrvey says the ArtWalk has always been about developing artists, especially those in the Okanagan Valley. Rare is it that an artist is accepted to show work who is from outside of the valley. “We’ve always kept our mandate to support the artists of the Okanagan Valley,” says McCoubrey. “I’m always surprised at application time how many people are first time applicants. “It’s a good event where the artists can be exposed to potential customers and also use it to make connections with other artists.” This year the ArtWalk has also jumped into the charity business and has partnered with Soles4Souls. After celebrating its 20th anniversary last year, McCoubrey says the group wanted to look forward to the next decade and came up with the slogan A Step Forward. Along with the two dollar admission, the public is asked to bring a gently used pair of shoes that will be donated to

the charitable group. “Every year we organize it around a different theme,” she says. “This year is the first year in the next decade so it’s a step forward. We want people to bring shoes in and we are going to build a mountain of shoes. It’s a little extra fun and we hope people get behind it.” ••• A step forward is what young artist Michael Kiss will be taking when he puts 20 of his best works into the ArtWalk. He is keeping some of his early works out of his first show and his latest pieces are being worked on for his final year of studies. “A lot of my early pieces I haven’t put into the show,” he says. “But I have a wide range of stuff…some sculptures, some prints and some wood working. I’m pretty excited and a little nervous. Ruts in road to farmland changes T he month-long Agricultural Land Commission consultation closed Aug. 22, and the B.C. government is compiling the feedback received from a province-wide tour and invitation to comment. I can’t tell you much about the official input. The consultation sessions were by invitation only, with no media was allowed, and the submissions via website are also not public. I reached Agriculture Minister [Kelowna Lake-Country MLA] Norm Letnick as he was traveling around B.C. with his camper van, conducting his own meetings with farmers. He’s not saying much either, except that a summary of the findings should be made public in September as the government considers new regulations. The aim of this exercise is to consider relaxing rules around second-

Also under consideration is allowing breweries and distilleries, as wine and cider production are now allowed, and relaxing rules to permit more offfarm products to be sold from farms. Letnick defended the 30-day summer consultation as adequate. It’s based on 11 questions developed with staff, farm groups and local government. He’s also

not counting how many emails were stacked up by proponents or critics. “I’m not conducting a plebiscite,” Letnick said. “What I’m trying to do is come up with the best balance of recommendations to make to government that can hold their own based on the idea and the potential positive and negative consequences.” NDP agriculture critic Lana Popham was more forthcoming. She was invited to the formal sessions, and also won’t talk about them directly. But she’s not backing away from her criticisms. The government is proposing to bypass the Agricultural Land Commission for several kinds of decisions, including subdivision for family use or into properties of 160 acres or more. “I think the general idea was that people trust the ALC to make that decision, and it should still go through the commission,” Popham said.

“Actually the commission has been making those decisions anyway, and I think they’ve been quite fair when somebody applies.” She said farmers also aren’t sold on the notion of easing the rules for secondary businesses. “You will already find situations where there’s, let’s say a welding shop or something like that attached to somebody’s residence who lives on ALR land,” Popham said. “That sort of stuff has been allowed, but it’s always had to go through the ALC or some sort of process that’s been in place. This leaves that process out, and so I think that’s the problem people are having.” She noted that nonfarm activities have a way of growing until they become the main business. A reader who attended the Kelowna session said even winery operators aren’t thrilled about the proposal to enlarge retail space and al-

low sales of wine or beer not made on site. He said “not one” participant there liked the idea of increasing industrial activity such as food processing or retailing. And he agreed with Popham that the ALC is doing a good job with subdivision applications. Popham also clarified the situation with the leased craft gin distillery on her own Vancouver Island farm. It started as a winery, and the conversion needed only local government approval because the production facility was already considered and taxed as light industrial. Victoria Gin has been a model for the government’s push to allow distilleries, breweries or meaderies on farmland. Given the B.C. balled. Not because those acts are associated with Africans but because many religions use light as a metaphor for the holy. Almost inevitably, then, negative actions get portrayed as dark or black. The metaphor spills over too easily into racism. Tragically, words that we use unthinkingly today perpetuate prejudices against groups who have struggled—sometimes successfully—in escaping from their social ghettos.

I know, I know, you’re protesting that those things happened long ago. We don’t think of 5the Welsh and the Roma that way anymore. Perhaps not. But language changes even more glacially than social attitudes. An acquaintance was astonished, recently, to hear someone claim that she had jewed a thousand dollars off the price of a car. Yes, that’s based on the stereotype of Jews as sharp bargainers. You might note that all of these terms describe marginalized people, people relegated to the fringes of an otherwise white, male, and Christian society. If you think I’m being unfair, consider how rarely you hear terms related to whites, males, or Christians used as epithets. I’ve never heard anyone called a “fatherf***er,” for example. No one gets “white-mailed” over personal indiscretions, or “Christed” in a stock trade. Swear words, yes; personal insults, no. When Helen Reddy sang “I am woman,” when Stokely Carmichael declared “Black is beautiful,” they took a courageous step. They deliberately used a societal put-down as a rallying cry. Women and Africans

seem to have been particularly vulnerable to verbal denigration. The British Scrabble Players’ dictionary lists more than 160 pejorative names for women that may be used in games. Even those include nothing more offensive than “bitch” or “whore.” The dictionary has no comparable list for men. The only insult I can think of that’s exclusive to males is to call someone a prick. A language blog by someone called Dr. Goodword states flatly, “Prejudice against women is a flagrant characteristic of the English vocabulary.” Times do change. It’s no longer acceptable to refer to black people as ‘niggers’ or Negroes. (Those n-words have become so taboo that some websites even replace the Spanish word for the colour black with asterisks!) But we still refer to villains as black-hearted. People get blackmailed. Members may be black-

[Councillor’s Report: District Administration Suffered From Over-staffing and Under-utilization, Aug. 13 Lake Country Calendar.] Their restructure plan that Councillor Dickie supported, (and I use the word “plan” loosely) is short on data and prudent justification for the costly changes that we, the taxpayer, must now fund. He also failed to mention that the consultant had a conflict of interest with the district yet the majority of council blindly followed the administrator’s recommendations which amount to nothing short of a devious hatchet job. Councillor Dickie tries to argue that the staff level in the Building Department should be determined using an annual average of appointments when in reality one has to provide sufficient manpower during the busy construction season and scale it back in the off-season. The whole program is funded entirely by building permit fees and there are sufficient funds to cover the cost of three inspectors to meet current demand, yet the district is making builders wait unnecessarily for

monitor his work afterwards. Sorry Councillor Dickie, but you got rid of the wrong guy. Councillor Dickie also states that Mr. Banmen, the director of finance, resigned without telling us that actually he was “constructively dismissed” through a planned demotion by the administrator and council. As taxpayers, we should all be concerned when our chief financial officer resigns in the face of fiscal stupidity on the part of his masters. The people involved in creating the organizational structure were previous councils who thought carefully about what needed to be created to get the job done. The organization was always changing to meet the needs of the district. They used care, good judgement and fiscal responsibility to protect the taxpayer and they did not waste money. Those are traits that this reckless mayor, administrator and most of council do not possess. Previous councils established a sound base for future councils to build upon but this council wastes money like a bunch of drunken sailors. Meanwhile the district administrator spends $60,000 on personal expenses courtesy of the taxpayer and we cannot even get a new door at the seniors centre because the district leadership says there is no money. I guess they are sticking it to the seniors as well. We will never agree with every decision that a council makes but $1 million wasted by this council on an invalid process is a huge wakeup call for us. At election time, help bring back fiscal responsibility to our community by voting the guilty parties from office. They obviously don’t value our money. Randall Rose, Winfield

CN Rail is in the prod cess of abandoning the nearly 50 kilometre stretch of railway and as part of the abandonment process has offered the line to first the federal and the provincial governments. However, neither level of government purchased the line and now CN Rail will try to negotiate with municipal governments to offload the railway. The fact the two senior levels of government did not reach a deal wasn’t a surprise to the Okanagan Rail Trail Initiative and in fact the volunteer group says they are giving a potential trail a better than even chance of becoming a reality. “We actually didn’t expect the federal or provincial governments to purchase the right of way,” said Brad Clements, a director for the rail trail group. e “We know there is a strong appetite for preserving the corridor at the municipal level and , d

Today we give it an 80 per cent chance.” With the rail line out of use and CN looking to sell it to government, Clements and a group of individuals began lobbying for a trail to link the communities of Kelowna, Lake Country, Coldstream and Vernon. The Okanagan Indian Band (OIB) is also involved in the process and is claiming parts of the trail as traditional First Nations land. Clements says having the OIB involved in the process is integral to its success. “The Okanagan Indian Band is a key partner in this process as the right of way also passes through two of their reservation properties,” said Clements. “This is just part of the process of turning this rail line into a trail. We respect their current situation and will support them in finding a solution.” Reports have the asking price for CN Rail to

sell the line as high as $50 million. Local governments from all of the municipalities have joined forces to try and make the trail a reality and Clements says the asking price is just the start of talks. “It’s just that, an asking price,” he said. “The price will be unreason-

ably high. I would suspect the municipalities will in turn offer an unreasonably low first offer. The real work will begin after that. We know that both parties wish to see this deal work so I would think they will both work to actively find a solution.”

Pharmacy loyalty rewards upheld in B.C. court JEFF NAGEL A ban on issuing loyalty reward points and other incentives on prescription drug purchases was struck down earlier this summer in B.C. Supreme Court.

It’s a victory for major grocery store chains that filed the court challenge as well as point-collecting shoppers and a defeat for the College of Pharmacists of B.C., which imposed the ban. The college had

College officials also argued insured patients who don’t pay out of pocket might keep refilling a prescription after they no longer need it just to collect more points and the unneeded drugs may be abused or diverted to the illegal drug trade. But Justice Christopher Hinkson’s ruling found the college’s bylaws blocking all incentives were “unreasonable” and too broad. “Their net effect is harmful to the public interest in obtaining pharmacy services and prescriptions at the lowest price,” his ruling says. Hinkson said the claims of pharmacy college board directors defied common sense. “The concern that

customers will overspend on their drug and device needs in order to collect the rewards offered is illogical,” he found. “The cost of the drugs or devices to customers will invariably exceed the value of the rewards offered.” The judge noted the ruling doesn’t stop the college from drafting a new bylaw to more reasonably address its concerns. The College of Pharmacists of B.C. said it has made no decisions on what steps it might take next. The court challenge was filed by companies that operate Canada Safeway and Thrifty Foods. The ban also lost in the court of public opinion—the college received 14,000 emails mostly opposing the ban.

Home gardens that have been left for a while have a lot to teach us I t sure is easy to tell which plants are resistant to dry conditions and which ones are not by observing properties that have been abandoned for awhile. The first thing to go, of course, is the lawn with its shallow root system. Almost coinciding with this is the demise of several herbaceous border plants including ligularia, astilbe and delphinium. After a few weeks of no water, you will see several shrubs wilting including azaleas and rhododendrons. While some of these can recover if caught in time, the one plant that is finished once it turns

the drought corner is the cedar. There is no wonder we are gradually turning away from our beloved cedar hedges, instead planting more drought tolerant species. Once a cedar has begun to show signs of lack of water, it is often

impossible to turn it around, to regain its previously healthy state. Another cedar problem is often individual plants in a hedge will die here and there, and it is very difficult to establish individual new ones in a mature hedge. On the other hand, I find it very interesting and helpful in my quest for plant knowledge to recognize plants that do just fine after a property has been vacated and there is no irrigation for a time. Some plants that one would think need lots of moisture are doing just fine such as the Hibiscus syriacus or Rose Of Sharon. The tropical Hibis-

cus rosa sinensis, which we enjoy as a house plant, tends to need lots of water. So I’ve always thought the same would go for the hardy one we plant in the garden. But I have noticed them this year in several vacant properties still thriving despite the lack of water. I also keep an inquisitive eye on a Japanese tree peony doing quite well where it gets very little water other than rain.
