ICBC is asking regulators to approve a 5.2 per cent increase in basic auto insurance rates. The public auto insurer said the rate hike would cost the average customer an extra $40 per year if approved by the B.C. Utilities Commission (BCUC). The rate hike is to take effect Nov. 1 on an interim basis while the BCUC reviews the application. A previously approved 5.2 per cent rate hike that took effect in 2013-14 means drivers will soon be paying 10.4 per cent more than they did in 2012 for basic coverage. ICBC blamed the latest increase on a continued rise in injury claims costs paid to crash victims for pain and suffering, future care and lost wages. Bodily injury claims hit $1.9 billion in 2013, up $73 million from 2012 and by more than $500 million from five years earlier. Legal and medical costs are also up. Drivers’ rapidly growing use of cellphones and other personal electronic devices behind the wheel is one of the factors ICBC cited for the rise in injury claims. Distracted driving is the second leading cause of fatal car crashes in B.C. – killing 88 people a year – and is the leading cause of rear-end crashes that often cause injuries, spokesman Adam Grossman said. A new campaign against distracted driving is to roll out in September.

Surrey school officials are not optimistic parents will receive a last-minute reprieve. In a letter to parents this week, superintendent Jordan Tinney encourages them to “begin to make alternate arrangements for the care of their children.” “While we continue to hope for a resolution at the bargaining table, a deal does not appear to be likely this week,” Tinney writes. He notes that if a deal is reached in the days ahead, “there is still time for schools to open on Sept. 2.” The final week of the summer holiday opened Sunday with a demand in Kamloops from B.C. Teachers Federation (BCTF) president Jim Iker for an immediate start to mediation. No formal bargaining dates are scheduled, but Iker, Education Minister Peter Fassbender and government negotiator Peter Cameron were to meet Wednesday afternoon in Victoria, raising hopes for some

it’s her friends.” When the strike triggered an early end to the 2013-2014 school year, Tasha – who attends the School for the Deaf in Burnaby – was “just a mess,” Goriak said. “I’ve just been sick the whole summer, worried about what am I going to do.” Goriak said many caregivers are nervous about taking on a deaf child – or any child with special needs – and school has been a blessing for the family. “I rely on the school,” she said. “All our children need school… but for my younger daughter, so much more is at stake.” Goriak said she has enlisted family and a friend to help out, “but it’s going to be tough” if the strike continues. She knows other parents of special-needs children who are in a similar position. While both sides blame the other for the gulf between positions, Goriak said she is firmly backing teachers, based on her experience in the school system. “The teachers are just stretched so far,” she said. “I would like to see the government step up, do the right thing by parents.” The province says the teachers’ pay and benefits demands remain far in excess of settlements reached with
other public sector unions. Teachers, meanwhile, accuse the government of insisting on preconditions to talks that would unravel the union’s past court victories over the province on the stripping of contract terms on class size and special needs support. The province is appealing the latest court ruling against it. Also gaining prominence in recent days has been an opt-out clause that the government has tabled that would allow either side to terminate a new collective agreement if it dislikes the ultimate court outcome from either the B.C. Court of Appeal or the Supreme Court of Canada. An education ministry spokesman said he was surprised it has become an issue now. It was disclosed in midJune by government negotiators who pitched it as a “pragmatic and creative” way to give the union comfort it wouldn’t be handed a massive defeat in court and could therefore shelve those issues and negotiate an interim agreement while the appeal proceeds. But a BCTF spokesman said it’s the province not teachers who want an escape hatch, adding it suggests the government fears it will lose in court again and is seeking to block that outcome. Teachers are planning a mass rally outside the premier’s Vancouver cabinet offices on Sept. 5.

Cran said he doesn’t “give a damn” about ICBC and government claims the yearly dividends to the province come only from the optional side and don’t affect basic rates. “We see it a as one corporation,” he said. “As long as they’re stealing our money by the million by transferring it into government revenues ... we are being gouged as a public.” Cran called it a stealth tax on people who drive vehicles that is “absolutely disgraceful.”

Two arrested after violent cell phone store robbery â–ś CLERK WAS
SLASHED WHEN HE CONFRONTED SUSPECTS

 Police are recommending charges against two young people after a robbery at a mobile phone store this week. On Tuesday at just before 6 p.m., Mounties received a call of a robbery at the store in the 18600-block of Fraser Highway. Two suspects entered the store and forced the clerk into the back room before making off with merchandise and money. During the course of the robbery, the clerk got into a scrap with
one of the suspects and received minor slash wounds to his arm. He was taken to hospital with minor injuries. Witness information allowed police to track the suspect vehicle to the 14200-block of 64 Avenue. Officers stopped the car and arrested two suspects without incident. Charges of robbery and assault with a weapon are being recommended against the two suspects, aged 20 and 16, from Surrey. Police warn that confronting a suspect during a robbery is

A former mayor and Surrey councillor is backing Barinder Rasode in her bid to become mayor. Bob Bose, who served on Surrey council for 28 years, said until recently, he was waiting for a dark horse candidate to come forward and run for mayor. That candidacy didn’t materialize. Bose is now saying he will back Rasode, who has not yet officially declared her intention to run for the centre chair, but told The Leader in April she will run for mayor. Bose said he’s drawn to Rasode’s position on wards. Even though mayoral candidate Doug McCallum made wards part of his platform, Bose questions his sincerity. Bose pushed for wards for some time, and says he only got support from Couns. Judy Villeneuve and Rasode. McCallum, Bose said, opposed the idea. Bose also likes how Rasode has been working with the community. “She’s the one member of council that’s made a concerted effort to network with community,” Bose said. “And that’s constant with the idea of advancing the ward system.” Rasode said getting the support of Bose is “huge” for her. “It’s not only big news, I cannot express how happy and proud I am that he would lend his name to mine,” Rasode said. “It means a lot.” Bose is also planning to support his nephew
Mike Bose, who has declared he will run for council this November. “He’d be a good council member, he’s got a fire in his belly,” Bose said. As to the possibility of running for council again himself, Bose says he’s ruled that out. “I absolutely would not, I’m into another phase of my life and it doesn’t include going backwards,” Bose said. The election will be held Nov. 15. Political watchers believe campaigns will ramp up as September begins.

Ganging up on police Cuts to special police units will eventually mean an increase in organized crime in B.C., and Surrey will be one of the cities most affected. The province has cut $4.2 million from the Combined Forces Special Enforcement Unit (CFSEU) and Provincial Major Crime program, slicing a total of 25 investigators from the Outlaw Motorcycle Gang squad and the major crimes’ missing persons and unsolved homicide team. While spending on policing has to be managed, and policing needs change constantly, it is far too soon to cut back on enforcement which is targeting organized crime. While a number of gang kingpins are in jail, most are either awaiting trial or in the midst of trials. The activities of their gangs continue. There is money to be made. The Surrey Six trial is still underway. That particular trial has exposed the way that gang members think. Their thinking goes: Anyone who is part of a rival gang doesn’t deserve to live, nor in fact do any innocent bystanders who happen to be somewhere near where an execution takes place. Surrey had a large number of murders last year. Not all of them were gang-related, but
many were drug-related. Sometimes low-level drug dealers who aren’t part of gangs are taken out by someone bent on retribution. The provincial cabinet, which ultimately made the decision to cut money from these policing units, needs to think back to the early months of 2009, when a wave of gangland slayings was underway. Several took place in Surrey. People were terrified of going to certain locations, given that the crimes often took place in broad daylight. It was pretty obvious that police had no idea of what was coming next. Several rival gangs were busy shooting at each other. One morning in February, 2009, Nicole Alemy, a woman associated with a gangster, was murdered while driving in Surrey. A fouryear-old child was in the back of her vehicle at the time. Many other shooting incidents took place in Surrey in those few months. In the first quarter of 2009, more than 20 people were killed and another 40 were wounded in this vicious turf war. Some of those crimes have been solved, but the turf war is far from over. It is precisely because of
special policing units such as the ones that are being cut back that police were able to get more of a handle on the situation. Surrey RCMP says, because it has a large force, it can absorb the activities of units that are facing cuts. That may be the case, but as has been proven many times, these crimes are not territorial. They take place in many jurisdictions, and combined units which can easily operate anywhere are far more effective. Several Surrey politicians have suggested that these cuts will hurt. They are correct. The police officers who are being moved to other units won’t be the ones suffering. It will be the average people who get caught in middle of turf wars between gangsters, and it will be the young people who get caught up in what they think is a glamorous lifestyle. Only when it is too late do they realize what they have signed up for – an early grave, beatings, bodily injuries or, in some cases, significant time in jail.

As we approach November’s municipal election, it is important that we start preparing now as voters. While the process of voting and casting your ballot may only take a few minutes, the actual process of making an informed decision of choosing your desired candidates to lead the city for the next four years should be an educated and extensive process of research and reflection. The candidates you choose for mayor, councillors, and school board trustees should reflect your values and the direction in which you wish to see your city go. It seems that often, the time and effort required for a well-functioning democracy is underestimated. Democracy depends on the true engagement of individuals like you and I. This can be
reflected through the questions that we ask of our candidates and the research that we do on critical issues affecting our community. On election day, we should select the name on the ballot based on who we think can help our city progress. Furthermore, we should continue to exercise our political engagement even after we have cast our ballots, so that we can hold our elected officials accountable for the promises they made prior to being elected. For future elections, let’s all commit to making an informed decision at the ballot box. In fact, I would suggest discussing political matters with your family and friends and making this conversation a part of your dinner table. You can also infuse the political and
civic spirit in youth by discussing these topics with your children and understanding their viewpoints on the social issues occurring around us. Youth will also realize that social studies are not confined solely to a textbook or classroom setting but are to be applied in real-world contexts. It is vital that political and social issues are discussed with one’s family and friends so that these matters are not seen in an isolated manner or in a context where they are separated from our everyday life. Discussing them will allow us to discover the links between the issues facing our city, related to topics such as crime and poverty reduction, public transportation, electoral reform

Recently I was admitted into the emergency department of Surrey Memorial Hospital with a potentially dangerous condition. Upon plunking down my Care Card and answering a few questions, I was immediately admitted into the new facility. Four nurses pounced upon me, taking off my sandals, socks, and shirt, sticking a thermometer under my tongue, hooking me up to electronic monitors, checking my blood pressure and taking blood samples, all in a matter of minutes. They kept me comfortable, answered my questions and even gave me a cordless phone so I could call my wife. I was
really impressed by the quick response and professionalism of the staff. Later, when I asked for some lunch, in short order I got good soup, macaroni and broccoli, yogurt, orange juice and a TV remote so I could watch one of my favourite programs. I truly received the royal treatment and was thinking about the limited, inadequate facilities and treatment in West Africa for the ebola victims. What makes me deserve such good care and no bill to bankrupt me like the U.S. system? I’m so thankful for our health care system, although it has some flaws and limitations. It is extremely sad news that so far teachers’ demands are not satisfied but kids’ educational problems are amplified. Seriously, no one wants to see our children’s prime time to acquire knowledge deprived for any reasons. If kids remain away for a long period from the classroom and educational environment, then they easily loosen up the grip of study power. Their academic concentration and co-ordination is also interrupted. Sooner or later government has to bring a decision, so why so much delay in making a decision? Delay is dangerous. Everybody is anxiously waiting the moment to come when the teachers’ strike is over.

Paying to cross the Golden Ears and Port Mann Bridges will become simpler for drivers starting Monday (Sept. 1). On that day, drivers will begin to receive one TReO bill for both bridges. The new TReO combined bill means one less bill for drivers to pay and guarantees eligible customers the best rate on both bridges. Until now, drivers who were registered for the Golden Ears Bridge, owned by TransLink, had to have transponders in their vehicles to get the lowest rates. The current lowest rate on the Golden Ears Bridge for passenger cars is $3.05, and registered drivers without transponders have been paying $3.60. Those rates were increased on July 15.
Port Mann Bridge passenger car drivers pay $3 per crossing if they have a TReO decal. Most TReO customers are already set for combined billing. All they need is a TReO account, a payment method on file, and a TReO decal installed in their car and they’ll start seeing their Golden Ears crossings show up on their TReO bill in September. Anyone missing any of these things can contact TReO to register, update their account or order a decal.
Golden Ears Bridge drivers will be able to manage their crossings through their TReO account. Their trips will be listed by bridge and by vehicle so it’s easy to see when and where they crossed. The toll systems on the Port Mann Bridge and the Golden Ears Bridge have worked together since the new Port Mann opened in December 2012, but combined billing aims to add simplicity and convenience for drivers. Combined billing is a new and efficient way to reconcile tolls
between TReO and Quickpass and keeps operating costs low for both organizations. Each bridge will continue to have different toll rates, vehicle classifications and promotions. Drivers who receive a Golden Ears bill from Quickpass will pay their bill to Quickpass. Drivers who receive a new TReO combined bill with crossings for both bridges will pay their tolls to TReO. he long-established pattern in road safety statistics showing summer as the season of the most crashes, fatalities, and injuries is an unpleasant reality. Last week, Road Rules looked at the possible causes—more traffic and less concern about risk, given that it is, after all, the season of ideal road conditions. Death and injury on the roads, environmental impact from internal combustion engines, a car manufacturer’s ‘cost is everything’ approach to the design of critical components—with these topics regularly headlining car news, and repeated announcements of the end of our collective fascination with the car, all invite the response “no surprise”. But recent events on California’s Monterey peninsula also prompt a ‘not quite so fast’ comment. Summer is also the season of the ‘Show and Shine’ and nothing quite recalls the magic of the automobile than a line-up of lovingly detailed automobiles sparkling in the summer sunshine. And with the showiest and shiniest ‘show and shine’ of them all, namely the 64th Pebble Beach Concours d’Elegance which took place on Sunday August 17, 2014 and launched a record-setting week —$400 million of car auction sales, up 28% over 2013 sales, clearly, some vestiges of that old magic have more than lingered. First, some background on the Pebble Beach Concours d’Elegance. Held annually on the third Sunday in August, about 200 of the most prized collector cars and
motorcycles in the world roll onto the eighteenth fairway of the famed Pebble Beach Golf Links. What began years ago as a small social event combined with a road race through the pine and cypress forests of Pebble Beach, has grown into the topranked collector car competition attracting competitors and car enthusiasts from around the world. The Concours self-describes as “not a contest of speed, but of elegance. Automobiles and motorcycles are judged for their historical accuracy, their technical merit and their style—and the best garner reward and recognition.” The 2014 show surprised with its Best in Show winner, a 1954 Ferrari 375 MM Coupe once owned by filmmaker Roberto Rossellini. This was the first Ferrari to win this prestigious title and the first postwar car to win Pebble Beach Concours in its modern incarnation (post-1968). Whether cause or effect, the Ferraris were also the darlings of the Monterey car auctions, fetching nine of the ten top prices paid. At the Bonhams Auction in Monterey, a 1962 Ferrari GTO sold for $38 million, “a record for a car bought at auction (eclipsing the previous mark of just under $29 million for a Mercedes-Benz W196 Formula 1 Racing Single-Seater).” At the RM auction on August 16, a 1964 Ferrari GTB/C Speciale earned $26.4 million, the fourth-highest price ever at auction. And at the Gooding and Co. Auction, a ‘61 Ferrari 250 GT SWB California Spider sold for $15.2 million. Two Surrey man have been fined for failing to file tax returns. Curtis Mark Kutney and Louie Karl Kardosi both appeared in separate cases Aug. 25, in Surrey Provincial Court after pleading guilty to failing file income tax returns. Kutney pled guilty to failing to file personal income taxes for 2009 to 2011. He also pled guilty to failing to file corporate income tax returns for 2010 to 2012 and information returns for 2009 and 2011 for Kutney Construction and Management Ltd. Kardosi pled guilty to failing to file the 2009 and 2010 corporate income tax returns for 540894 B.C. Ltd. and was fined $6,000. Kutney was fined $1,000 per count for a total of $9,000. He has six months to pay the fine. When taxpayers are convicted of failing to file tax returns, in addition to any fines imposed by the courts, they must still file the returns and pay the full amount of taxes owing, plus interest owed, as well as any civil penalties that may be assessed by the Canada Revenue Agency (CRA). For many new home buyers in the Lower Mainland, utilizing the Internet has never been more important. It’s now possible to conduct hours of research and ensure you know exactly what you’re looking for and can afford before purchasing, as well as which features of your new home will fit your lifestyle and allow the home to keep its value down the road.
“The extensive online research conducted by homebuyers is highly evident,” says Intergulf Development Group Vice President Shaadi Faris. “Buyers are coming to us with knowledge of how the purchase process works, and having their priorities firmly established.” Faris has seen this play out at Intergulf ’s Burnaby condominium project The Park Metrotown, where potential buyers have been coming into the presentation centre and

asking questions that used to only be asked by investors and real estate professionals. “They are aware of market trends, know what specific features and dimensions they are looking for, and have firm figures in mind,” says Faris. “Our marketing efforts now speak to strata fees and unit prices in dollars per square foot, and point out all the features that will impact the buyer’s investment, including the location of the parking stalls and storage lockers.” While the younger buyer is leading the way regarding the use of digital media, Faris points out that there are buyers of all ages using technology to research their potential home. Google recently teamed up with the U.S.-based National Association of Realtors to conduct a study looking at how important digital media was to home buyers. The study found that 90 per cent of homebuyers search online before and during the buying process.
