What to do? Parents getting creative on how to keep their children busy during teacher job action Devon MacKenzie News staff
Parents in the Saanich School District who would normally be preparing for the first week of school are instead getting creative with ideas on how to keep their children engaged during teacher job action. Alice Bacon and John Carswell, who have a son entering Grade 6 at Bayside Middle School, have started to think about ways they can ensure their child is doing something to keep his mind engaged. “I think we are in a somewhat unique position because we are both self employed so we have a slightly flexible schedule but it is still difficult to plan for what you don’t know,” Bacon explained of the uncertainty on when school may start again. “Right now we’re going on the assumption that they’re not going back on Tuesday but that could change anytime so you just don’t know.” Bacon said even things like buying school supplies have been put on hold for now. “It is tough because we want to return to a sense of routine and schedule. It’s essential for parents and kids to have that stability. Normally this final week of August is spent getting back into the routine and it’s really hard, especially for a child who is transitioning to

All we can do is use the resources we have at our disposal,” Bacon continued. “We can work together and expose them to things that have some value and to make the most of our friendships and community.” Bacon said many parents are echoing a sense of disbelief that the job action has gone on as long as it has.
“I really just think it’s extraordinary things have gone on as long as they have. We are lucky in our circumstance that we are slightly flexible with our work schedules. I can’t imagine what people who have inflexible work schedules will do. Teachers and administrators in the Saanich School District are planning for the next couple of weeks of uncertainty should teacher job action continue said Dr. Keven Elder this week.
Elder, the Superintendent of Schools for SD63, said he remains optimistic that school will continue as planned next week but that the district is also preparing for the worst. “We’re all hoping for both parties to see the wisdom in mediation
and have that occur and have a settlement in hand that’s fair for teachers and good for the system. But we also know there is the possibility we will go into the weekend without a collective agreement in place in which case we won’t be in a place to

Elder said that no matter when an agreement is reached, teachers and administration will need a full day to prepare to have students in the school. “The main planning issue in front of us right now is in relation to timing of return which will determine how we start the school year. “No matter what the situation, we would need a full day to prepare for the students’ return. Skanks said with teachers having been out of work since June, the STA is starting to see some of its members struggle financially. “We’ve been lucky that many teachers who are able to donate have, and we’ve raised
about $6,000 that we turned into Smile Cards for Thrifty Foods so those struggling can at least afford groceries. “We have about 500 teachers in the district, give or take, and so far about 40 have needed help for basics like groceries. We have teachers working at grocery stores, commercial fishing, cab driving, just to fill the gap. VANCOUVER — B.C. students are just days away from the scheduled start of a new school year but there’s little sign of a break in the teachers strike that has dragged on through the summer. The final week of summer holiday opened Sunday with a demand in Kamloops from B.C. Teachers Federation president Jim Iker for an immediate start to mediation. No formal bargaining dates are scheduled, but Iker, Education
Minister Peter Fassbender and government negotiator Peter Cameron were to meet Wednesday afternoon in Victoria, raising hopes for some movement. Teachers have also stepped up picketing as both sides prepare for the strike to stretch into September. A mass rally outside the premier’s Vancouver cabinet offices is also set for Sept. 5. Veteran mediator Vince Ready is monitoring the talks and has indicated he will step into full mediation if it would be productive to do so. Both sides blame the other for
a gulf between positions that’s too wide for Ready to attempt to bridge. The province says the teachers’ pay and benefits demands remain far in excess of settlements reached with other public sector unions. Teachers, meanwhile, accuse the government of insisting on preconditions to talks that would unravel the union’s past court victories over the province on the stripping of contract terms on class size and special needs support. New challenges for aquarium’s director Alison Barratt faces new challenges at Shaw Ocean Discovery Centre Steven Heywood News staff
A
lison Barratt is well into the first year of her tenure as executive director of the Shaw Ocean Discovery Centre, bringing her passion for the ocean to Sidney from Monterey, California. Barratt was named executive director back in March and started the job on March 29. She replaced former executive director Angus Matthews, who was also one of the founders of the aquarium of the Salish Sea. Barratt has been working in marine conservation since 2000 and her last position before coming to Sidney was an interpreter at the Monterey Bay Aquarium where she trained their volunteer guides. “I’ve always had a passion for wildlife and the ocean,” she said, noting she especially loves Orca, dolphins and the California Sea Otter. In the mid-1990s, Barratt said she was traveling in California and fell in love with the wildlife there. she started by volunteering at the aquarium in Monterey Bay as a researcher in its sea otter conservation program, but said she didn’t just focus on that. “I thought that at that time I was going to go back to school to be a scientist. But I wanted to be able to reach people in their own language.” So, she became an aquarium interpreter. Her career soon took her back to her native United Kingdom to work for the Royal Society for the Protection of Birds. She held a position with a focus on sea birds, notably the albatross. She also worked for Sea Web, a seafood choices program that educated restau-

the chance then to see what the Shaw Ocean Discovery Centre was all about. “I was very impressed with the staff and the quality of the exhibits,” she said. “It was a place where I thought I’d like to live and work.” So, after six years in California, when the executive director’s job in Sidney came up, she said she threw her hat into the ring. Five months in, Barratt is facing new challenges at the SODC, including changing its business model to increase its revenue from grants and donations and try to maintain funding from the Town of Sidney. she also wants to ensure the aquarium remains a valuable member of the community. “We offer a world-class experience,” she said of the Centre. “It’s also fun and educational. This is at the heart of what we do.” The Centre is a public, nonprofit organization, a society run by a board. Education is a big part of what they do, Barratt said, as well as offering a unique visitor experience. “It is an attraction, yes,” she continued. “So, it has to be a quality one. If people learn something along the way, then so much the better.” Barratt said she hopes to play a role in ensuring the aquarium is in Sidney for the long haul — helping ensure they can feed the fish and ensure a great experience for their visitors — which will have topped 500,000 in this, the SODC’s fifth year of operation. The province is appealing the latest court ruling against it. Also gaining prominence in recent days has been an opt-out clause that the government has tabled that would allow either side to terminate a new collective agreement if it dislikes the ultimate court outcome from either the B.C. Court of Appeal or the Supreme Court of Canada. An education ministry spokesman said he was surprised it has become an issue now. It was disclosed in mid-June by government negotiators who pitched it as a “pragmatic and creative” way to give the union comfort it wouldn’t be handed a massive defeat in court and could therefore shelve those issues and negotiate an interim agreement while the appeal proceeds. But a BCTF spokesman said it’s the province not teachers who want an escape hatch, adding it suggests the government fears it will lose in court again and is seeking to block that outcome. He credited BCTF members on Twitter for bringing the clause into public focus. The Liberal government has promised to pay parents $40 a day for each child under 13 who misses school if the strike continues. Various organizations and businesses are scaling up their

The province also promised Tuesday to cover supported child development costs for inschool hours for special needs children now accessing services. Fassbender on Monday reiterated the government’s position that it has no desire to legislate
the teachers back to work. The lump sum payouts to parents following the end of the strike will consume all of the $12 million a day in strike savings the government would have amassed going forward. Parents can sign up for the payments at bcparentinfo.ca, a government-created website that seeks to prepare parents for an ongoing strike this fall.

• A benefits package will be made available to the next slate of councillors after the November 15 municipal election. The benefits program has been available to councillors for years, said Andrew Hicik, Director of Corporate Services and requires a minimum of three councillors to sign up. Hicik said the financial impact of the program depends on the number of councillors who sign up adding none have, so far.
• The Town gave its approval for the sublease of 9851 Seaport Place with LVB Strategic Negotiations and Research Group. The municipality is the building owner and it’s leased by Seaport Place Holdings ULC. The space is not located in the former site of the filming of Gracepoint.
• Sidney will maintain its current level of parking enforcement for the rest of 2014. Mayor Larry Cross noted the Town will try to give consideration to visitors to the community when it comes to parking violations, so as not to chase people away.

• Additional gas tax funds will come to Sidney, as well as other B.C. municipalities, through a new agreement approved by council earlier this month. Federal gas tax revenues have been returned to communities across the country since 2005 and the deal has been extended
to 2024. Sidney has received $2.3 million since ‘05 and has spent $1.7m on eligible projects. Over the next five years the Town will receive between $499,085 and $549,040, totaling more than $2.6m. The agreement is administered through the Union of B.C. Municipalities’ Community Works Fund. • The Town has contracted with Kerr Wood Leidal to perform a 2014 utility study. The study will develop computer models for the Town’s utilities systems to determine capacity and deficiency issues. The Town had $135,000 earmarked in this year’s budget for the study, $100,000 for consulting services and $35,000 for modelling software. • The next Town of Sidney council meeting is scheduled for Monday, Sept. 8.

Starved of plastics, Syntal Products on Keating closes Devon MacKenzie News staff
Local business Syntal Products has closed its doors only months after the introduction of the MMBC recycling program. The 16-year-old business located on Keating X Road accepted thousands of tons of used residential plastic from around the CRD and used an environmentally-friendly process to convert the scrap plastics into all-plastic lumber. “Early in July we began informing people we would be closing and told them to stop bringing their plastics to us,” explained the company’s owner, Brian Burchill. “As of Aug. 15 the last of the employees were laid of and we had closed our doors for good.” The closure, Burchill explained, was due to the fact that the MMBC program would divert about 60 per cent of the plastics coming into Syntal to other recycling companies. MMBC is a residential recycling program that came into effect this spring through regulatory changes at the Ministry of Environment. Under its Stewardship Plan, MMBC is expected to ensure approximately 75 per cent of residential recyclables in B.C. are recycled within three years. The cost of this service has been shifted from municipalities onto

Burchill was forced to close his business earlier this month due to the new MMBC recycling program. business, although critics like the Canadian Federation of Business argue this is an indirect tax on business and that the costs will be passed on to consumers. “Because about 60 per cent of the material I normally would have brought in was gone, there was no way I could find enough of the right types of plastics to make up the difference,” said Burchill of the change. “The company was no longer viable and I sold our assets to a recycling operation in Winnipeg,” he said. Burchill said when he first heard of the MMBC program he was optimistic. “A lot of it sounded
like it was based on extended producer responsibility and I thought ‘great, if the manufacturer has to step up and deal with the end of life of these products, they’ll build them out of better plastics.’ But as time went on, I started getting different impressions of what was coming. After lots of research and inquiry, I finally managed to realize our company was a processor of scrap plastics and the MMBC program catered to collectors. My hands were tied.” Burchill, who met with Saanich South MLA Lana Popham last week to discuss the closure of his business, calls the MMBC
program a legislated monopoly. Popham agrees. “The B.C. Liberals are killing small businesses in the recycling sector by gifting a monopoly over residential recycling to a handful of mega-corporations,” said Popham. “MMBC is demanding that all materials collected are siphoned off to specific big businesses it selects. Back to school?

o they stay do go they go? As of this writing, that’s probably the biggest question on the minds of parents of school-age children. Will schools re-open on Sept. 2 as scheduled or will the labour dispute between the province and the B.C. Teachers Federation drag on into the early portion of the school year? And like many questions of its kind, the uncertainty it creates can sometimes paralyze a family. In other cases, parents are simply carrying on as if school will be in session as planned next week — buying It’s a sure bet that supplies and getting their kids geared up for the pressure ... a return to class. will grow That’s a big risk, considering both sides in the contract dispute (again, as of this writing) remain no closer to a deal. There was talk late Wednesday afternoon about a two-week cooling off period that would see teachers return to class while the parties continue to negotiate. It’s tough to know just which side would benefit from that idea, pitched by Education Minister Peter Fassbender. Teachers — because they’d be back to work and not facing empty bank accounts. The province — because they’d avoid public rankling over no schools in session or that teachers would be working under their last contract and they’d be saving money. It would also look to many people like the dispute was over — so getting teachers back on picket lines if a deal fell through would be terrible for public relations. So, is such a truce simply just a trap? Another question to be answered in this teacher-province labour quagmire. Had summer not fallen in between periods of labour strife, there would have been a deal in place by now — parents and the public would have demanded it. While questions remain, and will until there’s a deal, it’s a sure bet that the pressure on both sides will grow to a boiling point as we move further into the school year. What do you think? Children need a good education The B.C. Liberal Party, defender of families, seems to have forgotten that families include children and children need a good education, not just babysitting. The Liberals plead that they have no money for education yet they gave in on cancelling the HST with barely a whimper knowing they needed the money for education and health. All is not lost. There are still large sources of cash for essential social services like education. As reported recently in The British Medical Journal, only 11 per cent of all current medical treatments in North America and Europe are beneficial. The rest are likely to cause harm including many deaths from prescribed medications. Our government should stop paying for these useless drugs and treatments. In addition, they should pass legislation banning donations to political parties from Big Pharma and other companies looking for favours. Heavy fines should be levied on doctors convicted of taking gifts from Big Pharma. Instead of paying Big Pharma for research to develop new drugs, the money should go to our universities and the results made public, not hidden like most of the Big Pharma test results. Governments must cut their activities Re: B.C. back in black, deep in debt (B.C. Views, July 23). Tom Fletcher’s column on B.C.’s operating budget and debt touches on a balance that must be examined. Some capital investments are made to reduce operating cost – some of the new building costs at Royal Jubilee Hospital does that, for example. Some improve reliability – the earthquake resistant fire hall in View Royal for example. Some add capacity – sometimes to meet demand, sometimes “just because.” In your household there is a limit based on income. Similarly in business, borrowing has to be paid back – companies often get into financial trouble from debt, such as the dysfunctional Pacific Western Airlines culture in its expanded life as Canadian Airlines. Politicians do pay some attention because credit rating agency evaluations increase cost of borrowing. Occasionally one reforms, as the profligate Bob Rae did in Ontario after getting the province into financial trouble. Provincial politicians tend to be profligate in spending, including on grandiose projects – Ontario being a current example of huge projects and mismanaged deals that will burden Ontario taxpayers for decades. Every election they try to buy votes by promising the

unaffordable. Governments must cut activities. The B.C. government has not addressed barriers to employment created by its quotas in agriculture and transportation, for example. It continues to spend on handouts to moochers, including companies that won’t invest in their own capability by training employees. At the same time, government must protect against initiation of force. The NDP added an additional cost barrier to individuals seeing justice – court costs. The B.C. “Liberals” have not handled criminals and mentally ill people well, and we can expect from their history of excusing behaviour that the NDP will not when they gain power again. Voters in B.C. have an opportunity to reduce operational spending by insisting on cutting activities such as interference with honest people’s attempt to build and earn, endless reports, and fancy flower beds. I advocate the savings be put into the reason for government – protecting individuals against initiation of force, which at the municipal level is by policing. Denny Warner wants to know what people think of the Saanich Peninsula Chamber of Commerce. Warner was named the new executive director of the Chamber August 14 and her first task is to send a questionnaire to their members. She is asking business owners and operators what their needs are and how the Chamber can better serve them. It’s a big task for Warner’s first few weeks on the job, but not one that she’s unfamiliar with. Warner has been working part-time for the Chamber as a contract special events co-ordinator since 2010. More recently, she added some financial work for the Peninsula’s voice of business and has been in the office three days a week. It was only natural that when the position of executive director came up that she would throw her hat into the ring. “The board wants to have a strong relationship with this position,” she explained, “sharing common goals. Member-driven organizations are having challenges and in the short term, we want to know more about and from our members.” Warner comes with experience in the chamber world. She spent four years as executive director of the Vanderhoof chamber prior to moving to Vancouver Island. “We had more members there,” she said, “but it was a very different community. Here, this place in unique and has very different challenges, especially with having to serve three municipalities.”

Their annual golf tournament takes place Sept. 9, followed by the Crystal Awards for business excellence on Oct. 23. The Chamber is also setting up all candidates forums for the 2014 municipal election in Sidney, Central Saanich and North Saanich. Tentatively, the Sidney forum will be Nov. 4 at the Mary Winspear Centre.

lthough some of Canada Revenue Agency’s withdrawal rules regard-
ing Registered Retirement Income Funds are quite clear, not all the options available to the
retiree are well-known. We know that in the year we turn 71 we must contact the finan-
cial institution holding our RRSP and sign a document which converts our RRSP to a RRIF. Nothing changes with respect to the investments held — it’s just a name change — we don’t even need to begin drawing funds from the RRIF until the year following. In the calendar year that we reach age 72, we must begin drawing a minimum percentage of the previous December 31 RRIF value. At this age, the minimum is set at 7.48 per cent of the RRIF value. However, an alternative is available for those whose spouse is younger. In that case, the older spouse may elect to use the age of the younger partner to determine the minimum draw required. For example, if the younger partner is 65, the minimum draw required would be reduced to 4.0 per cent. Taking advantage of the reduced draw can be particularly helpful to those who, having

They can reduce the draw, based on their younger spouse’s age, and leave a higher balance in their RRIF account, letting it continue to grow and compound tax-free for a longer period. Each year, of course, they will need to increase the percentage draw slightly, in line with that dictated by the spouse’s age. Draws from RRIF accounts are not limited to only the minimums specified. The retiree may exceed the minimum draw by any amount — however,
taxes on the total withdrawal will be payable at the RRIF holder’s full marginal tax rate. A retiree need not wait until age 71 to convert to a RRIF, and to age 72 before commencing draws. An RRSP can be converted to a RRIF any time after age 55, as long as draws commence no later than the following calendar year. The minimum percentage draw will be set in accordance with the RRIF holder’s age the year the draw first occurs. A retiree may wish to start draws well before age 72 if, for example, the funds are required to maintain a desired lifestyle; or, perhaps the RRSP is so large that if allowed to grow to the holder’s age 72 without draws, it would then trigger a claw-back of some, or all, of the OAS benefit. OAS clawback begins if an individual’s taxable income exceeds approximately $71,000 in any given year; the full benefit of
OAS is lost at taxable incomes over $116,000. Once draws from a RRIF commence, the account holder can choose how the funds are withdrawn. They can be taken monthly, quarterly, or in a lumpsum once a year — as long as the total drawn meets or exceeds the specified minimum amount. A retiree may not need the cash on a monthly basis; he/she can instead opt to wait until December to withdraw the total annual amount. This allows the funds to remain invested for almost the entire year, before withdrawal of the payment. There are those who choose to top-up their annual $5,500 TFSA eligibility each January, by drawing the RRIF funds in December, and in the next month, adding some or all of those funds to their TFSA. Five student worthy cars under ten grand By Bob McHugh
Finding five used cars under ten grand doesn’t sound like too big a challenge, until a “for a college student” stipulation is added. In my mind, this adds a few requirements as the car has to be, easy on fuel, reliable, easy to park, good on gas, thrives on abuse, room for friends, room for a bike and camping gear, super fuel efficient ... and look good! So, bearing in mind the last requirement is a highly subjective one and ignoring the (no brainer) most popular car in Canada (Honda Civic), here are five vehicle suggestions – in no particular order:
Pontiac Vibe (2010 or older): Although the Pontiac Vibe looks different, you also know this compact 4-door hatchback as the Toyota Matrix. A joint (GM/Toyota) production venture ended with the 2010 model year, as did the Pontiac brand. The resale value of a Vibe is generally lower than a same year/condition Matrix, or conversely, you may be able to buy a newer/lower mileage Vibe. The ’09 Vibe was a second generation redesign and a slightly bigger model
that came in front-drive and all-wheeldrive editions, and in base and GT trim levels. The base engine is a gas-miser 1.8-litre (132 horsepower) and a 2.4-litre (158 horsepower) engine comes in the AWD and GT models. Fuel consumption (1.8L/FWD): 8.0/6.2 L/100 km (city/highway) Fuel consumption (2.4L/AWD): 10.3/7.8 L/100 km (city/highway)
Honda Fit (2010 or older): The Honda Fit is a small, but taller, 4-door hatchback that was introduced for the 2007 model year and came in DX, LX and Sport trim levels. Its seats can be reconfigured in an amazing variety of ways and there’s even a couch/bed recliner position. The 2009 model was a second generation redesign with a more powerful 117 horsepower (up from 109-horsepower) 1.5-litre engine that’s mated to either a five-speed manual transmission or optional five-speed automatic. In the Sport edition, this automatic also comes with paddle shift gear selection at the steering wheel. Fuel consumption (1.5L/FWD): 7.1/5.5 L/100 km (city/highway)
Jeep Patriot (2010 or older): The Patriot could also be called “Jeep Light”, as it’s an affordable, compact yet capable SUV/wagon that’s surprisingly fuel-efficient. Available in both frontdrive and four-wheel-drive configurations, Jeep launched Patriot for the 2007 model year and it’s a good match of an active lifestyle young person that enjoys the outdoors. Patriot came in Sport, North and Limited trim levels and the base engine is a 2.0-litre that can produce 158-horsepower and 2.4-litre that can produce 172 horsepower is the upgrade. The transmissions offered were a 5-speed manual transmission or a fuel-efficient CVT (continuously variable transmission) automatic. If serious 4-wheeling is contemplated look for models with a trail-rated Freedom II off-road package that adds protective skid plates, etc. The downside is increased weight and higher fuel consumption.
Nissan Versa (2011 or older): The Nissan Versa may look small on the outside, but this four-door sedan or hatchback has an amazing amount of space on the inside. The extra head and leg room provided make it a very good match for a taller or bigger than average young person. Versa offers seating for four (squeeze five) full-sized adults and extra-large rear passenger doors also make getting in or out easier. The lower-priced sedan comes with a 1.6-litre (107-horsepower) engine and a 5-speed manual or 4-speed automatic. The hatchback comes with a 1.8-litre (122-horsepower) engine and a 6-speed manual, 4-speed automatic or a CVT automatic. Prior to 2010, a base Versa didn’t come with ABS (anti-lock braking system), and electronic stability control wasn’t even offered as an option. Its electronic-assist steering has an extra-light feel and it can turn on a (10.4 m) dime, making Versa an easy vehicle to park. Fuel consumption (1.6L/FWD): 7.7/5.8 L/100 km (city/highway – 5 Manual) Fuel consumption (1.8L/FWD): 8.5/6.2 L/100 km (city/highway – 4 Automatic) Fuel consumption (1.8L/FWD): 7.3/5.8 L/100 km (city/highway - CVT)
Fuel consumption (2.0L/FWD): 8.9/6.9 L/100 km (city/highway) Fuel consumption (2.4L/4WD): 9.9/8.2 L/100 km (city/highway)
Mazda3 (2009 or older): The first generation Mazda3 (2004 to 2009) set a new performance standard in the economy car segment. Sold as a four-door sedan or a (sportier) five-door hatchback, the Mazda3 has been a huge sales success in Canada. The four-door sedan editions of this Mazda3 come with (148-horsepower) 2.0-litre engine and in GX and GS trim levels. Sedan GT and (hatchback) Mazda3 Sport come in GS and GT trim levels and with a (156-horsepower) 2.3-litre engine, with more torque at lower engine speeds. A height adjustable, good supporting driver’s seat plus a standard tilt and telescopic steering column make the Mazda3’s driving position particularly praiseworthy. It definitely offers the best driving experience, but popularity also makes Mazda3 the priciest pick of this group. Fuel consumption (2.0L/FWD): 8.4/6.1 L/100 km (city/highway) Fuel consumption (2.3L/FWD): 9.5/6.8 L/100 km (city/highway)

Taking the rocky mountain way To say the drive from Vancouver to Calgary offers scenic vistas galore would be an understatement. And the opportunity to drive it the all-new 2015 Volkswagen GTI made it still more irresistible an opportunity. Time constraints allowed only for the most direct route there; taking the Trans-Canada, the 3, the 5 and then again onto the Highway 1. Appreciating the incredible topographical features the Trans Canada has to offer is something I don’t always do. But with a passenger from Ontario ogling the scenery changes, it made me proud to live in such a spectacular place. Okay, I was a lot proud. Whether driving surrounded by lush, emerald vegetation, desert or engulfed in mountain, there was no shortage of ocular stimulation in our 360 view. Furthermore, the GTI is no sleeper either. In fact, it’s probably my favourite VW on the market. And it got a lot better for 2015. Now in its seventh generation, it’s lighter than Golf Mk6, bigger, more T:8.5” T:8.5” fuel efficient, more powerful, and just more awesome. For a starting T:8.5” T:8.5”

Proposed multi-family condo offers Town $30,000 Steven Heywood News staff
Sidney town council is considering a 2.5 storey, multi-family oceanfront building on First Street as proposed by Baumeister Haus Enterprises Ltd. Councillors heard a presentation on the plans from Silvia Bonet of Finlayson Bonet Architects at their August 11 meeting. The design calls for 14 units on a long and narrow site. The owners have offered the Town a $30,000 ame-
nity contribution for parks and pedestrian improvements, in exchange for higher density (six additional units for a total of 14). Bonet told council the site is zoned for multi-family use but the developer is seeking a variance to allow for the higher density. While the site is long and narrow, Bonet said the design of the proposed building will spilt it in two, to allow for better sight lines and spacing between them and two neighbouring condo buildings.
The First Street side of the structure will also be stepped back to keep a valuable tree in place. On the ocean side, the design allows for green space to create a separation between the building and a nearby pedestrian walkway. The developer is also allowing for a pedestrian right-of-way between the ocean walkway and First Street. The units themselves, said Bonet, will range from 1,400 to 1,600 square feet. There
will be 16 parking stalls — 14 for the units and two guest spaces.
Council voted to see merit in that proposal — and in the $30,000
amenity contribution — and to forward the plan on to its Advisory
Planning Commission for review and comment.

The two groups signed a partnership agreement at the end of May after the Players were informed they would have to move from their location in the old Saanichton Elementary School
building as the Saanich School District was expanding their programming there. “We started looking for somewhere to go because we knew we had to be out of the space by August,” explained the Players’ President, Marketa Mellows. ton, adding that the Winspear will take over some duties for things like poster printing and most of the ticket sales. “It’s exciting for us to be in a new home and to be starting rehearsals for our first show as the resident theatre company,” said Mellows. The group will perform Mousetrap (a classic Agatha Christie murder mystery) in the first week of November at the Winspear, directed by Geoff Davidson. Art show, dinner to benefit Winspear Centre Devon MacKenzie News staff
An event being held in September at the Mary Winspear Centre will give the opportunity for patrons to give back to the centre while enjoying worldclass art. The Winspear Art Show, Sale and Dinner will take place on Saturday, Sept. 13 and will feature a dinner by Island Culinary’s Red Seal Chef Graham Little and live musical entertainment from local young performers. The art, which was donated to the Centre by over 30 artists, will be auctioned off in a silent auction and proceeds will go to support the Centre’s capital improvement plan. “What a lot of people don’t realize is that unlike most community centres that are funded almost entirely by some level of government, the Winspear Centre only receives 27.5 per cent of our funding from the local municipalities,” explained the Centre’s Executive Director, Bradley Edgett. “The rest of our operating budget comes from shows, room rentals and long term clients of ours like Peninsula Yoga. So the show, auction and dinner next week are a way for us to fundraise for the Centre while still giving something back to our patrons.” Edgett added that the art that will be on silent auction during the evening was donated by popular artists like Craig Benson, Roy Henry Vickers, Bill Boyd, Cliff Bowes and Kevin Cranmer. “It should be a wonderful evening,” said Edgett. Tickets for the event are $76 and funds raised from the ticket sales and the art auc-

The Winspear Centre was opened in 2001, and as it is approaching its 14th year in use, Edgett said the Centre is looking to amass funds to keep the facility in good shape. “It’s one of those
things, people might not feel like the building is old yet, but there are always things that need to be done to maintain a facility like this,” he said, noting that the Centre had a capital improvement study done last year which indicated what improvements were
needed in what time frame. “In the next 15 years as the facility moves into latter part of its life span we’re going to have to look at putting about $2.5 million into the facility to keep it up,” he said. Things like a new roof and a new HVAC system for the building are more immediate needs for the facility, which will be replaced in the handful of years thanks to fundraising initiatives like the art show. An added bonus for attendees of the event will be entered into a draw to win a piece from Edgett’s personal collection “Cedar Child” by Kevin Cranmer. Joan Mary
1927 - 2014 It is with sadness that the family of Joan Mary Jones announce her sudden passing on August 21st at Royal Jubilee Hospital. Joan was born on November 30, 1927 in Swansea, Wales. Joan emigrated to Canada in 1960 and after travelling and working extensively around the world she settled in Kitimat, in 1980, where she opened her first ladies apparel store, â&#x20AC;&#x153;The Catâ&#x20AC;&#x2122;s Whiskersâ&#x20AC;?. Relocating to Sidney in 1985, opened another store of the same name on Beacon Avenue, in the Landmark Building. Joan retired in 1996 and settled into enjoying life near the water. She was an avid knitter and quilter and made many projects for local charities. Survived by her Daughter, Christine (John) and two Granddaughters, Amie (Matt) and Nicole as well as two Great Grandchildren, Charlotte and Evan. She will be greatly missed by all, especially her four legged friends, Sadie and Suzie. The family wishes to thank the Sidney Ambulance Service, Saanich Peninsula Emergency and Royal Jubilee CCU for their compassion and care. There’s an important step Nicole Wilford wants people to remember when they are considering purchasing a new home — whether it be their first time or umpteenth time. And that’s to take into account the mortgage. For many people, a mortgage is a fact of life when it comes to buying a house. Wilford, a mortgage broker with Slegg Mortgage in Sidney, says it can often be forgotten when the search for the perfect house begins. Often, the mortgage can determine just how much house a person or couple can buy. And it doesn’t stop there. Costs — taxes, utilities, upkeep, fees, closing costs and more can add to the total cost of a new home and to the mortgage. This, said Wilford, gets more important the closer people are to the minimum down payment of five per cent. “For many people, they don’t think of these costs until after they start searching for a new house. I think they need to start with their potential mortgage first, to see how much they qualify for. People may even want to see a financial advisor for a complete overview of what they can comfortably afford.” For most people, their monthly budget is the bottom line. Wilford

Slegg Mortgage broker Nicole Wilford says mortgage brokers can help home buyers determine the best product for their needs — as well as help folks tally up the costs of buying a new house. said a broker can help deliver that entire picture and find a style of mortgage that’s right for them. While each individual situation is unique, Wilford said there can be a variety of mortgage choices — from traditional financial institutions to mortgage-specific companies and private lenders. They can be limited in scope when people only have the minimum five per cent down pay-
ment — or more varied if potential buyers have more money to put towards the purchase price. One of the more popular types of mortgages, she continued, is a Purchase Plus Improvements mortgage. “This could be good for someone who only has the minimum down payment and needs cash for renovations of a house in their price range.” Other options, such as using
RRSPs or gifts toward down payments can also be discussed. Wilford’s job, she explained, is to help clients find the right lender to meet their situation. What will help, she said, is if buyers come prepared, know how much they can afford and are prepared to do a little financial work to help make their dream of home ownership come true. “That will make it a stronger deal.”

ICBC seeks new rate hike Distracted driving cited as injury claims rise Jeff Nagel Black Press
ICBC is asking regulators to approve a 5.2 per cent increase in basic auto insurance rates. The public auto insurer said the rate hike would cost the average customer an extra $40 per year if approved by the B.C. Utilities Commission. The rate hike is to take effect Nov. 1 on an interim basis while the BCUC reviews the application. ICBC blamed the latest increase on a continued rise in injury claims costs paid to crash victims for pain and suffering, future care and lost wages. Bodily injury claims hit $1.9 billion in 2013, up $73 million from 2012 and by more than $500 million from five years earlier. Legal and medical costs are also up. that often cause injuries, spokesman Adam Grossman said. A new campaign against distracted driving is to roll out in September. Grossman was unable to provide details justifying why basic rates should be 10.4 per cent higher than 2012 when the injury claim cost increase from 2012 to 2013 was only four per cent. The full rate hike application is to be filed Friday. Consumers Association of Canada president Bruce Cran said it continues a pattern of steeper increases in basic rates on which ICBC has a monopoly but more restraint on optional coverage rates where it must compete. He also took aim at the provincial government’s continued raiding of ICBC coffers for general revenue. The province has budgeted to pull $200 million from ICBC this year, $155 million next year and $125 million in 2016, down from $237 million in 2013 and $576 million in 2010. Cran said he doesn’t “give a damn” about ICBC and government claims the yearly dividends to the province come only from the optional side and don’t affect basic rates. “We see it a as one corporation,” he said. “As long as they’re stealing our money by the million by transferring it into government revenues, no matter which division they claim it from, we are being gouged as a public.” Cran called it a stealth tax on people who drive vehicles that is “absolutely disgraceful.”
