AUTUMN MacDONALD Observer Reporter After voicing his disagreement over pay increases of senior level city staff, Coun. Sushil Thapar says his concerns were confirmed once his comparative request was fulfilled. “Since 2009 some of these salaries have increased by more than $30,000,” he said, pointing out he’s been in office since 2002 and seen even higher increases. Thapar’s request of comparative salaries from 2009 to 2014: • City manager, 2009, $125,000 to 2014, $155,000; • Director of corp admin and finance, 2009, $92,500, 2014, $125,000; • Director of engineering, 2009, $85,000, 2014, $110,000; • Director of community services, 2009, $93,600, 2014, $ 105,000; • Director of development services, 2009, $58,000, 2014, $90,000. “These increases are too much,” Thapar said, adding he feels City Hall is “top-heavy.” “Raises like this should come to council for discussion.” City manager Byron Johnson pointed to each position evolving over the last five years. “The city directors have all had either a promotion or significant additions to their job,” he said. For example the director of finance has taken on “administration leadership roles, human resources and records management, as well as heading up the Freedom of Information Department, head of IT department and is now deputy city manager.” Director of engineering also had added responsibilities to his portfolio, including road maintenance and construction, water, sewer, parks statutory subdivision approving officer. Director of community services is now also responsible for airport and transit portfolios; while director of development services has risen from a planner with CUPE to a director and is responsible for planning, building sustainability and bylaw services. “The individual position have changed over time,” Johnson said. “Typically that is when pay increases kick in.” As for the city manager’s increase, salary was negotiated at time of re-employment with the city. Still, Thapar says, the increases are “far too much” pointing to the city’s loss of industrial tax base and aging infrastructure. “And remember you can add about 20 per cent for benefits,” he said. “It’s just insane.”

New program for seniors

Art Programming at Quesnel and District Leisure Services, announced a new program for seniors – Seniart. This program runs September 2014 – January 2015 and provides art sessions for seniors who have experienced barriers to participating in regular programming. The program is absolutely free and funded in part by the Government of Canada’s New Horizons for Seniors Program and the Northern Health Healthy Community Grant.

Who can participate? Any senior who has found it difficult to join in art sessions previously for any number of reasons. Participants can be individuals or join as part of a group. Sessions take place at a variety of locations such as Dunrovin, the Seniors Centre, the Friendship Centre and the Quesnel and District Arts and Recreation Centre’s Studio. Morning and afternoon art program times will be available once participants and spaces are scheduled.

The program is recruiting local artists as lead instructors and members of the community as assistants to the participants. Assistants need no art experience, just a creative, supportive spirit. Both instructors and assistants will be invited to demonstration studio sessions using the materials and techniques involved with their projects. Call for expressions of interest The B.C. government is seeking expressions of interest from agencies, societies and businesses for the future use of the Cottonwood lands, located 30 kilometres east of Quesnel on the Barkerville Highway. Expressions of interest with a strong preliminary business case having a focus toward financial independence from government will be invited to make a full proposal. Proposals will be evaluated against financial and social benefit criteria. Successful candidates will be invited to make a formal application for tenure. The 14.35-hectare site includes:

• two surfaced parking areas; • 10 rustic rental cabins and wash house; • campsites for tenting and RVs; • woodland, river frontage and fields; • an extensive trail network; • a caretaker’s house; • a workshop. The site also includes a gold rush-era log roadhouse, log barns and farm buildings that currently house displays, a café and other retail and service functions. The property is provincially designated as a heritage site and requires an alteration permit from the province for physical changes.

Obituary Tribute

Lon Godfrey January 16, 1926 ~ August 20, 2014 Born January 16, 1926 in Maple Creek, Saskatchewan, James Alexander Lorne Godfrey, known by all as “Lon”, left this life on his own terms, as to be expected, on August 20, 2014 at the age of 88. Lon leaves behind his wife of 65 years, Gwen, his 4 children, 9 grandchildren and 4 great grandchildren. Lon loved life and lived it to the fullest. His passions included downhill skiing, scuba diving, fishing and travelling. He enjoyed sitting in the sun, listening to music, going for drives and cruising in his boat. He was a member of, and served in the Canadian Navy, the BC Police and the RCMP. He had many business interests, including insurance, real estate, and commercial property. For many years he was a Notary Public in Quesnel, BC. Lon was an honest and caring man, who made friends wherever he was in the world, and he believed in doing whatever he could for the betterment of the communities in which he lived. He was a Past President of the Cariboo Real Estate Board and the Quesnel Chamber of Commerce, Chairman of the Quesnel Hospital Board and the School Board. A Quesnel City Councillor for 12 years, Lon was also active in the

Kinsmen, the RCMP Veterans Association, and the Rotary Club. Lon did anything for his children, believing that his family should experience what life and the world around them had to offer. The only thing he did not enjoy was getting old. So off you go to your next adventure, and say “hi” to all the guys. He will be greatly missed by us all. We love you, and thank you, for everything, Dad. “I won’t say goodbye, I’ll say, see you again!” A memorial service to honour and remember the life of Lon Godfrey will take place on Friday September 5th, 2014 at 1 pm, at the Springfield Funeral Home, 2020 Springfield Road, Kelowna, BC. Input sought in Quesnel fringe In 2009, the Cariboo Regional District began working on updating the Quesnel Fringe Area Official Community Plan (OCP). The existing plan has been used to guide land use development for the last 29 years. An OCP provides the longer term vision for the community with a statement of objectives and policies to guide decisions on planning and land use management. The current document is being updated and will be used to guide the way forward. The draft Quesnel Fringe

OCP includes policies for environmental protection, First Nations engagement, support for agriculture, protection of wildfire areas and provides objectives for quality of life. The boundaries have been expanded to include areas of development around Ten Mile Lake, Bouchie Lake and the southern tip of the existing OCP area. The current number of properties is adequate for the life of the plan based on population growth statistics. New tools have been included to direct future development by creating

Development Permit Areas (DPAs). The proposed DPAs include; form and character DPA’s for Industrial land and along the Hwy. 97 corridor as well as DPAs for aquatic habitat, environmentally sensitive areas, multi-family and geotechnical hazards. Review of the OCP started by consulting with community groups, City of Quesnel, First Nations, provincial agencies and individual citizens. A number of versions have been developed and circulated for comment. All this work has

culminated in a final draft which is headed for a public hearing which is scheduled for Sept. 4 at the Quesnel and District Seniors’ Center, 461 Carson Avenue at 7 p.m. The final draft of the Quesnel Fringe Area Official Community Plan is available for viewing on the CRD website at cariboord. ca. The CRD encourages residents to participate in this process and help shape the future of our region. All comments must be submitted at or before the public hearing.

HYDRANT FLUSHING NOTICE

There’s been a lot of talk lately about how everyone needs to hit a certain “number” before they can retire comfortably — a number that is, frankly, intimidating to many Canadians. Is it true? First of all, your so-called “number” or retirement savings threshold won’t come from a simple formula. Contrary to what some may think, the same number doesn’t apply to everyone and will likely change as our lives evolve. Also, we all have different lifestyle goals for our retirement years. Some want to spend their later years traveling the world, others want to stay at home and tend the garden, and yet others plan to work at a job they love indefinitely. In each case, different savings are required and a number of variables, ranging from spousal contributions to your health status, can impact the amounts needed. Advocates of the “number” often refer to a 2010 C.D. Howe study that suggested most Canadians who want to retire at age 65 and replace 70% of their working incomes, must save 10%-21% of pre-tax earnings every year for 35 years. That can be a daunting goal for many people who find it challenging to save even 10% of their paycheque each year. As others have since pointed out, a 70% income replacement goal is a “gold standard” and many can be quite comfortable having 50%-60% of their income in retirement. That said, smart savings and investment choices today are critical to ensuring you have access to a secure post-retirement income. It is also true the longer you delay saving for retirement, the more money you will need to set aside in later years. So, how do you take the first step toward figuring out what your retirement savings goal should be? Working with an advisor can help. Rather than worry about achieving a single large number, an advisor will take a structured approach to figuring out what you need to be comfortable at various points in your life. His or her questions will range from “How will I generate income in retirement?” to “How will inflation and taxes affect my lifestyle?” To figure out what you need to save now, an advisor will help create a customized plan to reduce your risk for the years to come. For many, the simplest step is to open an RRSP or TFSA, and apply a structured approach saving a little each month. Your advisor should also help educate you on managing money after or as you near retirement. It is important, for example, to understand the impact of inflation and identify safe withdrawal rates that account for today’s longer life-spans. As you age, your advisor should also help you avoid high risks, and keep investment costs and taxes low. Live life, pass it on “I’m a big fan of the pay it forward concept. If no one gives – no ones gets. We are all in this together. My donor thought so, I hope you will too.” –HSR rgan donation isn’t for everyone. Depending on religious beliefs or personal preference, some people choose not to donate their organs after death. But for those of us who don’t have any stipulations about organ donation, the question remains – why don’t more of us register to become donors? According to B.C. Transplant, there is a critical shortage of organs available for transplant not only in B.C., but all over the world. In 2013, B.C. had the highest living donor rate in the country of 28 per million and 14,5 per cent million in deceased donor rate – equalling the national average. There were 346 transplants and the number of organ donors (130 living and 67 deceased) increased as well. But the numbers are still very low compared to the number of people that die in the province each year. Volunteers with B.C. Transplant say some people still aren’t aware they even have to register to become a donor. Fifteen years ago, the method of becoming a donor included simply putting a dot on a driver’s licence. Now, that method is no longer valid and people wishing to become donors must register directly with B.C. Transplant. After death, each person has the ability to help up to 75 different people and save or extend the lives of many as seven people by becoming in organ donor. Currently there are 473 people in B.C. waiting for vital organs. As of June, approximately 20 per cent of people living in the North had registered as donors. The numbers speak for themselves.. More of us need to step up and take a few minutes it requires to register as an organ donor at transplant.bc.ca. You could end up saving a life right in your own backyard.

Are ice bucket critics all wet? S

illy Internet dares are nothing new - my kids have been doing them for years. So when I first heard about the ice bucket challenge and witnessed my 11-year-old daughter and her friends filming themselves shrieking as freezing cold water was dumped over their heads, I thought nothing of it. And then I saw a video of Oprah Winfrey participating and figured this latest craze must be different. It was. It turned out to be part of a brilliant fundraising campaign for ALS (amyotrophic lateral sclerosis) with countless famous and not so famous folks all over North America and the United Kingdom participating as well. Since the father of one of my good friends has this deadly, incurable disease, I immediately wanted to know what he and others afflicted with ALS thought of this marketing fad. If they liked it, there was a good chance I would too. And then I got to thinking, what wouldn’t they like about it? Because of all

On A Brighter Note these goofy videos, their little known disease was suddenly thrust into the spotlight and being discussed on a mass level like never before. And as boring and repetitive as the clips can be to watch and hear about, they’re also helping to raise an unprecedented amount of cash for the non-profit organization. Yet I keep hearing moans and groans from people who don’t like it at all, or even hate it with a passion. Some complain about the people posting videos who aren’t reaching for their wallets. Others grumble there are more worthy causes to donate money and attention to. People doing the videos have been accused of being shameless self-promoters who don’t

want to. I admit to initially being skeptical about this campaign and it’s potential to raise money, but it’s hard to argue with success. At the time of writing this article, the haul has reached a staggering $80 million. That certainly beats the $2.5 million raised in the same time period last year. Charities all over the world are probably studying this unexpected pop culture phenomenon and wondering what they could do next. But you never know what’s going to go viral. People taking issue with this fundraiser might want to look at it from a different perspective. If this exact same campaign was helping out a cause near and dear to their heart, they probably wouldn’t mind it at all. I know I wouldn’t. It’s true some people are posting videos and not donating money, but that doesn’t mean they’re not assisting with the awareness portion of the campaign. And with all the charities there are in the world, it’s entirely subjective which ones are most deserving. It’s also not possible to know the motive behind each person’s video. Some could be doing it out of compassion while others could be doing it purely for fun. If it doesn’t hurt anyone, why should it matter? As for the water that’s being wasted, I agree that it’s horrendously unfair there are millions of people living in third world countries without access to clean drinking water. We, in stark contrast, live in a society that’s so accustomed to an abundance of it that most of us needlessly shower on a daily basis. It’s easy to find fault with just about anything if we

The many benefits of volunteering

M

y name is Rick and I am a recently retired teacher. I am also a community volunteer and have been since I moved to Quesnel in 1979. In the beginning, I was what you’d call a reluctant volunteer. I was first in Quesnel for a job interview and in the days before teachers were unionized, the principal conducting the interview asked which extra-curricular activities I would commit to doing. I believe I was given a list and from it, I chose girls’ basketball and crosscountry running. I hadn’t run a day in my life and had played very little basketball, but that’s how I got started. WHY VOLUNTEER practice of people working on behalf of others without being motivated by financial or material gain so I guess I was a volunteer even though I felt coerced into doing it. Now, it’s my belief that volunteerism, as an altruistic activity “intended to promote goodness or improve human quality of life” has gradually diminished over the past few years, and will continue to do so until it’s as rare as a

Kermode bear sighting or someone who bakes fruit cake. In future columns, I hope to explore the reasons why, profile long-time community volunteers and their motivation for volunteering and promote volunteer organizations within the community. Volunteerism has been very rewarding to me over the past 35 years. In that time, I’ve had occasional guilty thoughts that maybe my volunteer work had become more important than my relationships with my wife and family. I’ve definitely had to work at striking a balance between volunteering and other responsibilities. After those first few years of teaching and

coaching sports I knew nothing about, I wanted to try something different and volunteered as a youth soccer coach. I’d never played the game competitively and never coached it, but the sport appealed to me and today I continue to coach soccer in Quesnel, now with Special Olympics. Coaching competitive sports has allowed me to pursue that aspect of my personality without relying on my own lack of athletic ability. There have been a few triumphs along the way. It has also given me the chance to interact positively with my own kids and add another dimension to our relationships. It also forced me to become a better time manager,

because having four kids, three of whom played competitive sports and a pretty demanding, timeconsuming job, meant that I had to make good use of my time if I was going to get everything done that needed to be done. Three weeks into retirement, I can say that it’s also provided a muchneeded outlet for my pent-up energy. My wife is already wondering aloud if I couldn’t change my mind as I constantly seem to be disrupting the peace and solitude that she’d gotten used to, having retired two years before me. I feel passionate to be writing about volunteerism for all that it’s given to me over the past 35 years and I hope to share that passion with you, in the hope

that maybe you will step into that role for the first time, or expand the work you are currently doing as a volunteer and take the time to appreciate what you give back to the community. Volunteers are vital to Quesnel’s success as a well-rounded community. There has been a lot of talk about how vital a new arena is to attracting and retaining young families to Quesnel. I would add that without volunteers to provide the activities that will take place in that arena, it will become an edifice, nice to look at on the outside, but empty on the inside. Positive tests for West Nile virus in two horses near Cache Creek serve as a fresh reminder that humans could also be infected by the mosquito-borne disease, health officials say. “It’s not too surprising,” deputy provincial health officer Bonnie Henry said. “But it would be the first indication we have this year of any West Nile virus activity.” She noted the two horses haven’t yet been confirmed as West Nile cases by the province. They were reported Monday by the Society of B.C. Veterinarians, which cautioned owners of horses against scrimping on their vaccinations. There have been three bitten-in-B.C. West Nile infections among people over the years, in addition to the more than 40 other cases contracted out of province.

All the local infections happened in 2009 in the Southern Interior, Henry said, with most of the positive tests of mosquitoes and birds occurring in the South Okanagan. Henry said horses act as “end hosts” like humans – they don’t act as a virus reservoir like corvid birds and increase the risk of transmission to people. “This is another indicator that West Nile virus can be out there,” she said. “This would be the highest risk time of year.” Most people bitten by an infected mosquito have no symptoms but in about 20 per cent of cases, those infected develop a fever, headaches and rash. About one in 150 will experience severe complications such as meningitis and about one in 1,000 will die. The best way to avoid West Nile virus is to prevent mosquito bites: wear light-coloured long-sleeved shirts

and pants, especially in the early morning and evening; use repellants with DEET

and lemon eucalyptus oil; and eliminate standing water in your yard.

– and is the leading cause of rear-end crashes that often cause injuries, spokesman Adam Grossman said. A new campaign against distracted driving is to roll out in September. Grossman was unable to provide details justifying why basic rates should be 10.4 per cent higher than 2012 when the injury claim cost increase from 2012 to 2013 was only four per cent. The full rate hike application is to be filed Friday. Consumers Association of Canada president Bruce Cran said it continues a pattern of steeper increases in basic rates on which ICBC has a monopoly but more restraint on optional coverage rates where it must compete. ICBC is asking regulators to approve a 5.2 per cent increase in basic auto insurance rates. The public auto insurer said the rate hike would cost the average customer an extra $40 per year if approved by the B.C. Utilities Commission. The rate hike is to take effect Nov. 1 on an interim basis while the BCUC reviews the application. A previously approved 5.2 per cent rate hike that took effect in 2013-14 means drivers will soon be paying 10.4 per cent more than they did in 2012 for basic coverage. ICBC blamed the latest increase on a continued rise in injury claims costs paid to crash victims for pain and suffering, future care and lost wages. Bodily injury claims hit $1.9 billion in 2013, up $73 million from 2012 and by more than $500 million from five years earlier. Legal and medical costs are also up. Drivers’ rapidly growing use of cellphones and other personal electronic devices behind the wheel is one of the factors ICBC cited for the rise in injury claims. ohn Nyquist smiles at his son Brandon. Happy to have him back in Quesnel, both father and son know Brandon’s road to recovery will be a long one. Badly injured in a bicycle/ vehicle collision in early July, Brandon was airlifted to Vancouver General Hospital where he was put in a medically induced coma and underwent surgery on his leg. His left leg was shattered and his right leg suffered severe ligament damage as well as artery damage in his right knee. His orbital bone was broken, he had a brain stem injury, fractured neck vertebrae and a bruised spleen. For Brandon, his first knowledge of what had happened came when he woke up from the coma. “I was scared and a little mad, I didn’t know what

had happened,” he said. “I tried to stand up but fell right over.” At that moment he wanted his dad, but John had, on the advice of the doctor, returned to take care of things in Quesnel, but was able to speak to his son on the phone. Those few words were music to his ears. Everyone, including the medical staff were surprised Brandon was awake and alert. John headed back down to Vancouver with a few family members and was relieved to find Brandon knew everyone, although unable to speak and somewhat unfocused and fidgety. Having no recollection of the accident, the last thing Brandon can remember is heading home to make pizza for himself and his father. “I’m sure I checked both ways but I guess not where the vehicle came from,” Brandon said. Despite his amazing

recovery so far, Brandon still can’t put weight on his right leg. He was transferred to the Quesnel hospital Aug. 11 but won’t be released until he can walk. He’s off all but painkillers and is receiving physiotherapy on his legs. As for the brain stem injury, John said there doesn’t seem to be any dramatic evidence of longterm damage but admitted the effects could surface long after the injury was sustained. Having just turned 19, Brandon is anxious to get back to life before the accident but John is cautious, wanting his son to be fully recovered. Brandon thinks he’s hovering but John sees himself as careful and realistic about the healing process. “I’m ecstatic to have my son in Quesnel,” he said with a huge smile. “He makes me complete. For the past 16 years he’s been everything to me.” For Brandon he looked

over at his father and said quietly, “he’s a great dad.” Neither John or Brandon know what the immediate future holds but they expect at least two months of physiotherapy, possibly at G.F. Strong Rehabilitation Centre in the Lower Mainland. Friends and family have worked tirelessly to raise funds to help John and Brandon with the mounting costs of such serious injuries. “I want to thank everyone for all the community has done – the donations, kind words and thoughts,” John said. “But a very special thanks to Jean Moxam, Breanne Nyquist and Anthony Troy Stewart Nyquist for going the extra mile to help.” Brandon is heading down to the Lower Mainland for intense therapy at GF Strong Rehabilitation Centre. John will be accompanying his son and providing moral support for his recovery.

rganizers of the women’s fall challenge contribute their energies because of the conviction that the event well deserves the many hours that will be spent in preparation. What do they do come spring? The group meets to identify strengths and needs. Perhaps there is a change in membership or a shift in positions. No matter what changes there might be, the committee ensures that there is a core of dedicated organizers. They discuss the goals for the year, choose a new colour for merchandise and debate the logo that will be boldly emblazoned. The key jobs are that of overseer, internal affairs, registration, corporate sponsorship, general sponsorship, publicity, communications, volunteers, luncheon, awards and more. A simple fun run has turned into a popular happening. Once the colour and logo are chosen, a range of commodities are determined. This assortment is listed on the entry form, on the website and at the Quesnel and District Arts and Recreation Centre. Entry forms and brochures are shared with local businesses, at the Arts and Recreation Centre and mailed to out of town contacts. Ladies begin registering by the middle of July for an event that won’t happen for another few months because they are keen to participate.

During July and August, organizers are booking venues and support systems. A team approaches friendly faces at local businesses and accept all manners of contributions. Donations in cash or in kind might be used for prizes, organizational details or become part of the monies that will be considered profit to be added to the fund. It is now the middle of August and we already near 30 registrations and a similar number of donations. Our website is active and online registrations are being accepted at

strideandglide.ca. But we are still in the preliminary stages though much has already been done. Come September, we expect the registration team to shift into high gear. Registrants by Sept. 15 will determine the numbers for merchandise orders. After that, the second stage of registration is engaged and will continue in a flurry until the morning of the race. During the week prior, some will mark the course while others will prepare the race packages for distribution on Oct. 4 from 3 – 6 p.m. at the Arts and Recreation

Centre. And on race day Charlie, our race site manager, will work with Mike from Night Owl Music and with Shayne from Stride and Glide to make the venue welcoming and wellorganized. We will take late registrations, hand out packages that were not picked up and ensure that the porta potties are ready for much traffic. By noon, all walkers and runners should have completed the course and the emphasis transfers to the luncheon at the UNBC campus. Here, participants will refuel, many

Keenagers fitness class continues The Keenagers community drop-in fitness class for seniors begins Tuesday Sept. 9 at the Royal Canadian Legion. Classes will run Tuesday and Thursdays 8:30 – 9:30 a.m. The class will be taught by Cindy Paul, Can Fit Pro certified group fitness leader. The time has changed because Paul works at 10 a.m.

at Maeford Place Assisted Living for Seniors as a Recreation Coordinator. Paul began teaching group fitness classes in 1986 at the Quesnel Arts and Recreation Centre. During her time there she also filled the role of recreation coordinator and weight training instructor. She has worked at Ma-

eford Place Assisted Living for Seniors, seven years now. Paul worked with Heather Hartridge in the early days at the rec centre when they both started out leading group fitness classes. She is happy to be able to continue this Keenager class to the seniors in this community as Heather wheels

into her retirement on a great adventure. Being and staying fit allows us to enjoy the activities we love to do. This class offers a fun, social way to maintain and improve our basic fitness. Paul looks forward to meeting all the Keenager participants this fall. New participants are always welcome.

Quesnel Youth Soccer Association takes silver Over the past two years, QYSA has been working with 100 Mile House, Williams Lake and Prince George Youth Soccer Associations to bring high level athletes together for both training and games. This initiative has been named Cariboo United. This summer, coaches Kam Dosanjh (Quesnel), Brian Hansen (WL), Scott Emmons (PG) and myself have been training a group of dedicated players. Out of these training sessions two teams were formed, one boys and one girls in the U17 age groupings. The boys team, containing Quesnel players Noah Barrett and Tanvir Sekhon travelled to Penticton on the Aug. 15 weekend to compete in a tournament. Coach Brian Hansen stated after coming together very quickly in the first game they played very well, returning to the Cariboo with a 2-2 record. The Girls team travelled to Chilliwack this past weekend to compete there. They played a very strong possession game, leading to wins in their first three games of 4-1, 8-1 and 9-1. During the gold medal match, though they maintained more possession of the ball than their opponents from Bellevue, Washington. They came up short in overtime, losing 0-1.
