Focus on the farm Municipal Farm Challenge asks local candidates to pledge protection for ALR Daniel Palmer News staff
One of Saanich’s most prominent farmers is throwing down the gauntlet to Capital Region municipal candidates by asking them to publicly pledge to protect farmland. Nathalie Chambers, who runs the 11-hectare Madrona Farm on Blenkinsop Road with her husband, will host the first Municipal Farmland Challenge to coincide with the farm’s annual Chef Survival Challenge on Sept. 7. “We’re inviting all councillors who have a good record of protecting farmland as well as new candidates to take part,” Chambers said. Once at Madrona, the friendly competition will see politicians turn soil and plant a row of crops. After a winner is declared, each participant will pledge support on video for the protection of the Capital Region’s supply of arable land. “Saanich is so good with protecting farmland, but many municipalities aren’t,” Chambers said. “We’re some of the highest food bank users

He said the province is weakening the Agricultural Land Reserve, and that means active farmland protection is even more crucial in urban areas.
King said municipal land use bylaws and other local authority can “determine whether or not urban sprawl will be allowed to intrude further into our region’s finest and fertile arable land.” Chambers hopes all of the region’s mayors will take part in the event, though she still hasn’t

Campfire ban lifted for weekend
Campfires are again permitted throughout the Coastal Fire Centre’s jurisdiction, which includes Victoria and Esquimalt. Controlled fires are permitted due to cooler weather, which results in decreased wildfire risk in the region. Campfires must not be larger than a half-metre high by a half-metre wide. Anyone who lights a campfire must have a hand tool (such as a shovel) or at least eight litres of water available to fully extinguish it. Small backyard burning piles remain prohibited within the Coastal Fire Centre. Anyone found in violation of an open burning prohibition may be issued a ticket of up to $345 or fined up to $100,000 and sentenced to one year in jail. If the contravention causes a wildfire, the person may be subject to a penalty of up to $10,000 and ordered to pay all firefighting and associated costs.

Greater Victoria resident Kelly Dahmen won a new 2014 Kia Optima for picking the right players in a CBC Hockey Night in Canada fantasy hockey pool. The sedan giveaway, held by Graham Kia, coincided with Kia Canada’s fourth annual Drive Change event. Kia Canada’s 160 dealerships across the country made a donation to a community organization. The Shelbourne Community Kitchen is moving into a permanent home after Saanich council gave the location a thumbs up last week. The community kitchen, which offers meal preparation and other food literacy classes, will be up and running later this year at a three-bedroom bungalow at 3541 Shelbourne St. A nearby private garden will also be used to harvest vegetables. “It’s not a very big house,” said Laura Cochrane, organizer with the community kitchen. “We wanted to offer something
more meaningful than a bag of groceries. This is an opportunity to build community, to meet people and share these experiences in a community setting.” The group has been running food literacy and meal preparation classes out of St. Aiden’s United and the Lutheran Church of the Cross for the past year. Since then, clients who drop in to use food hampers have been invited to food preparation classes to help them save money and get more creative with meals. “We’ve had up to 12 people in our weekly Easy Meals and Healthy Start classes,” Cochrane said. “We’re just recognizing that many people just don’t have enough income to do all the things they need to do. Healthy, nutritious food is difficult to get on the table.” Last year, in partnership with the Mount Tolmie Community Association, Camosun Community Associ-
ation and local churches, organizers secured a $100,000, three-year grant from the National Lutheran Church to expand their services. A lack of fixed address continued to be a hiccup in the long-term viability of the kitchen before last week, Cochrane said. “What we were really looking for was a location right on the bus line and easily accessible by walking,” she said. “We had to ask permission to move into a house, because we won’t be using it strictly for residential use.” Parking won’t be an issue when the community programs begin, as the adjacent Shelbourne Street Church of Christ will offer its parking lot on weekdays to community kitchen users. There are also plans to reach out to disabled residents and isolated seniors, and run programs specifically tailored to their needs. “We can do a lot more together,
and that’s the point, especially if people are single, they can be isolated,” Cochrane said. “Food prices just keep going up and up and people’s incomes just aren’t keeping pace with it.” See more at shelbournecommunitykitchen.ca. editor@saanichnews.com

While the impact of the Mount Polley mine spill on the greater marine ecosystem and salmon fisheries is still being deciphered, a mapping initiative with Indigenous communities is creating a base of knowledge to protect against such disasters in the future. More than 100 Indigenous organizations from across Canada met this week at the University of Victoria, including Grand Chief Stewart Phillip, president of the Union of B.C. Indian Chiefs, for the Indigenous Mapping Workshop. Stewart said the Northern B.C. mine spill and current battle over the development of sacred burial grounds on Grace Islet off Salt Spring Island are examples of the “undeniable urgency” of mapping lands, waters, resources and knowledge, while communities are losing elders at an alarming rate. “Our history is written on the land itself,” Grand Chief Phillip said. “I don’t think that there’s any question that Indigenous mapping is becoming more and more critical to the ongoing debate, discussion and dialogue with respect to resource man-
agement issues and title court cases.” The government of Canada’s “current obsession with advancing natural resource projects,” in addition to pipeline proposals and the province’s interest in LNG exploration, has only added to the urgency, he said. “It’s of utmost importance that we develop the capacity, through the use of modern technology to ensure that our information is properly depicted on maps to protect our title and

The process has even evolved into an important conversation about cultural revitalization and assertion of title rights, Thom said. ICBC is asking regulators to approve a 5.2 per cent increase in basic auto insurance rates, thanks to a rise in crashes involving distracted drivers. The public auto insurer said the rate hike would cost the average customer an extra $40 per year if approved by the B.C. Utilities Commission. The hike is to take

B.C. students are just days away from the scheduled start of a new school year but there’s little sign of a break in the ongoing teachers’ strike. The final week of summer holiday opened Sunday with a demand from B.C. Teachers Federation president Jim Iker for an immediate start to mediation. No formal bargaining dates are scheduled, but Iker, Education Minister Peter Fassbender and government negotiator Peter
Cameron met Wednesday afternoon in Victoria, raising hopes for some movement. Teachers have also stepped up picketing as both sides prepare for the strike to stretch into September. Saanich teachers also rallied along the Royal Oak overpass Wednesday morning. Veteran mediator Vince Ready is monitoring the talks and has indicated he will step into full mediation if it would be productive to do so. Both sides blame the other for a gulf between positions that’s too wide for Ready to attempt
to bridge. The province says the teachers’ pay and benefits demands remain far in excess of settlements reached with other public sector unions. Teachers, meanwhile, accuse the government of insisting on preconditions to talks that would unravel the union’s past court victories over the province on the stripping of contract terms on class size and special needs support. Stigma remains in mental health Few can argue – successfully, anyway – against the statement that mental illness touches everyone. There are, of course, those with the diagnosis. Then there are their children, siblings, parents, friends and co-workers. Even complete strangers are often hit with the ripples, as society is forced to bear the burden of missed work days, medical visits, inadequate treatment options, etc. It doesn’t matter that research has led to many strategies and treatments that, when adhered to, can help sufferers live productive, even normal, lives. Perhaps if it felt easier to talk openly about mental illness, things would be different. For those directly affected, it can feel simpler to try to ignore the reality – to keep the door closed and the windows shuttered, so to speak. Not the healthiest approach, really, but common nonetheless. And while time has led to strides in the realm of mental illness, it has done less for society’s acceptance of it as a disease. Many worthwhile stories do not get told in these pages because of the stigma attached to mental illness; the fear people have of being branded by going public with their struggle. ‘Mental illness’ is still two words that, despite so-called progress, few afflicted with the likes of depression or schizophrenia or paranoia dare to mutter outside – sometimes even inside – their immediate family. Make no mistake, there are tireless advocates in Saanich for the mentally ill. Many of these individuals are parents, siblings, friends or colleagues of those living with a mental illness. A few are those individuals themselves, who have taken that brave step into the spotlight. All know firsthand the impact of the conditions. They know the difference that acceptance – both of the conditions and the person trying to live a balanced, productive life with them – makes, and we can all learn from them. But there is still a long way to go. No one should feel the need to hide something they cannot control. The reality is, many of us share the blame for the fact so many people do. What do you think? I’m pleased to report we had a strong response from all groups with a broad range of thoughtful comments for consideration. A Ministry team, together with agriculture policy experts, will read through all of the comments and create a report and summary that will identify main themes and ideas. This report will be presented to the Minister’s reference group, and will be shared publicly. I want to thank all the British Columbians who took the time to get involved and contacted me with ideas and input. I’d also like to thank the ALC, whose input and experience was invaluable throughout this process, for their assistance at the regional sessions, as well as the members of the board of the B.C. Agriculture Council, other industry representatives, members of the UBCM, and MLAs who attended these sessions as observers. We believe giving farmers more opportunities to grow their farming businesses is a benefit to them. We also think it’s a benefit to British Columbians who want access to more foods grown in this province. The beginning of the school year has nearly arrived, but there’s no telling exactly how long it may be before classes resume as the B.C. teachers’ strike continues and parents are faced with securing additional childcare. At press time, less than a week before classes were slated to begin, several options in Saanich remained open in the likely event schools are not. While independent programs held across picket lines within schools won’t be able to accommodate even their usual capacity, increasing the childcare crunch, several organizations have stepped up with summer camp extensions for five to 11 year olds. One such organization is the University of Victoria Vikes Camp, where staff plan to extend two camps, one for five to seven year olds and the other for eightto 11 year olds, at the university’s Ian Stewart Complex. “We appreciate the stress

Registration is open to the public for the four-and five-day camps from Sept. 2 – 5 and 8 – 12 at $120 and $150, respectively, at vikesrec.uvic.ca. At Saanich Commonwealth Place, a general school closure camp is on offer for the same period at $144 and $180 each week, along with the guarantee that should school resume, the rec centre will pro-rate the cost. Similar programming is available at Gordon Head rec centre. Saanich Community Services also hosts the Playground Program, a subsidized day camp that sees kids entertained outside in Saanich parks all day. Campers will have access to a hut and washrooms, as well as rainy day locations. Meadow
Park, Copley Park, and Reynolds Park set the scene for much more affordable camp at $85 weekly, or $25 drop-in daily. Visit saanich.ca for contact details. “Families should be on top of it pretty quickly because space is filling up,” said Saanich Commonwealth Place recreation programmer Alyssa Taylor, noting the 25-child drop-in limit program wide. Meanwhile Kids Klub, a Christian non-profit organization offering daycare, preschool and after school care around Greater Victoria, isn’t able to provide for its regular families. “Most of them, we can’t get into the schools,” said Tertia Yates, executive director of Kids Klub. Fourteen of Kids Klub’s 21 childcare sites are located across picket lines. Just four of Kids Klub’s 13 Saanich locations remain open, and are currently at capacity. Because the organization is licensed by Island Health, sites require approval from the health authority, a process which takes several weeks to complete, and one Kids Klub has not yet undertaken. “We’re just saying we’re really sorry,” Taylor said, “but we’re full.”

Five student worthy cars under ten grand By Bob McHugh
Finding five used cars under ten grand doesn’t sound like too big a challenge, until a “for a college student” stipulation is added. In my mind, this adds a few requirements as the car has to be, easy on fuel, reliable, easy to park, good on gas, thrives on abuse, room for friends, room for a bike and camping gear, super fuel efficient ... and look good! So, bearing in mind the last requirement is a highly subjective one and ignoring the (no brainer) most popular car in Canada (Honda Civic), here are five vehicle suggestions – in no particular order:
Pontiac Vibe (2010 or older): Although the Pontiac Vibe looks different, you also know this compact 4-door hatchback as the Toyota Matrix. A joint (GM/Toyota) production venture ended with the 2010 model year, as did the Pontiac brand. The resale value of a Vibe is generally lower than a same year/condition Matrix, or conversely, you may be able to buy a newer/lower mileage Vibe. The ’09 Vibe was a second generation redesign and a slightly bigger model
that came in front-drive and all-wheeldrive editions, and in base and GT trim levels. The base engine is a gas-miser 1.8-litre (132 horsepower) and a 2.4-litre (158 horsepower) engine comes in the AWD and GT models. Fuel consumption (1.8L/FWD): 8.0/6.2 L/100 km (city/highway) Fuel consumption (2.4L/AWD): 10.3/7.8 L/100 km (city/highway)
Honda Fit (2010 or older): The Honda Fit is a small, but taller, 4-door hatchback that was introduced for the 2007 model year and came in DX, LX and Sport trim levels. Its seats can be reconfigured in an amazing variety of ways and there’s even a couch/bed recliner position. The 2009 model was a second generation redesign with a more powerful 117 horsepower (up from 109-horsepower) 1.5-litre engine that’s mated to either a five-speed manual transmission or optional five-speed automatic. In the Sport edition, this automatic also comes with paddle shift gear selection at the steering wheel. Fuel consumption (1.5L/FWD): 7.1/5.5 L/100 km (city/highway)
Jeep Patriot (2010 or older): The Patriot could also be called “Jeep Light”, as it’s an affordable, compact yet capable SUV/wagon that’s surprisingly fuel-efficient. Available in both frontdrive and four-wheel-drive configurations, Jeep launched Patriot for the 2007 model year and it’s a good match of an active lifestyle young person that enjoys the outdoors. Patriot came in Sport, North and Limited trim levels and the base engine is a 2.0-litre that can produce 158-horsepower and 2.4-litre that can produce 172 horsepower is the upgrade. The transmissions offered were a 5-speed manual transmission or a fuel-efficient CVT (continuously variable transmission) automatic. If serious 4-wheeling is contemplated look for models with a trail-rated Freedom II off-road package that adds protective skid plates, etc. The downside is increased weight and higher fuel consumption.
Nissan Versa (2011 or older): The Nissan Versa may look small on the outside, but this four-door sedan or hatchback has an amazing amount of space on the inside. The extra head and leg room provided make it a very good match for a taller or bigger than average young person. Versa offers seating for four (squeeze five) full-sized adults and extra-large rear passenger doors also make getting in or out easier. The lower-priced sedan comes with a 1.6-litre (107-horsepower) engine and a 5-speed manual or 4-speed automatic. The hatchback comes with a 1.8-litre (122-horsepower) engine and a 6-speed manual, 4-speed automatic or a CVT automatic. Prior to 2010, a base Versa didn’t come with ABS (anti-lock braking system), and electronic stability control wasn’t even offered as an option. Its electronic-assist steering has an extra-light feel and it can turn on a (10.4 m) dime, making Versa an easy vehicle to park. Fuel consumption (1.6L/FWD): 7.7/5.8 L/100 km (city/highway – 5 Manual) Fuel consumption (1.8L/FWD): 8.5/6.2 L/100 km (city/highway – 4 Automatic) Fuel consumption (1.8L/FWD): 7.3/5.8 L/100 km (city/highway - CVT)

Mazda3 (2009 or older): The first generation Mazda3 (2004 to 2009) set a new performance standard in the economy car segment. Sold as a four-door sedan or a (sportier) five-door hatchback, the Mazda3 has been a huge sales success in Canada. The four-door sedan editions of this Mazda3 come with (148-horsepower) 2.0-litre engine and in GX and GS trim levels. Sedan GT and (hatchback) Mazda3 Sport come in GS and GT trim levels and with a (156-horsepower) 2.3-litre engine, with more torque at lower engine speeds. A height adjustable, good supporting driver’s seat plus a standard tilt and telescopic steering column make the Mazda3’s driving position particularly praiseworthy. It definitely offers the best driving experience, but popularity also makes Mazda3 the priciest pick of this group. Fuel consumption (2.0L/FWD): 8.4/6.1 L/100 km (city/highway) Fuel consumption (2.3L/FWD): 9.5/6.8 L/100 km (city/highway)

Taking the rocky mountain way To say the drive from Vancouver to Calgary offers scenic vistas galore would be an understatement. And the opportunity to drive it the all-new 2015 Volkswagen GTI made it still more irresistible an opportunity. Time constraints allowed only for the most direct route there; taking the Trans-Canada, the 3, the 5 and then again onto the Highway 1. Appreciating the incredible topographical features the Trans Canada has to offer is something I don’t always do. But with a passenger from Ontario ogling the scenery changes, it made me proud to live in such a spectacular place. Okay, I was a lot proud. Whether driving surrounded by lush, emerald vegetation, desert or engulfed in mountain, there was no shortage of ocular stimulation in our 360 view. Furthermore, the GTI is no sleeper either. In fact, it’s probably my favourite VW on the market. And it got a lot better for 2015. Now in its seventh generation, it’s lighter than Golf Mk6, bigger, more T:8.5” T:8.5” fuel efficient, more powerful, and just more awesome. For a starting T:8.5” T:8.5”

You could even say it’s the grandfather, or the inspiration for the term “hot hatch.” It’s not only hot in appearance, but in personality. It’s a car that does everything and does it well. It’s quiet at highway speeds. It’s tame in traffic, but inspiring on the twisty roads. And even on the track. It can also be entertaining. With the promise of wildlife “for the next 3 km,” my driving partner and I eagerly anticipated the sighting of some sort of horned mammal. A mountain goat would do. We’d even be okay with a bear. But alas, no such luck. Not even with a jaunt through Banff National Park. That’s okay, the premium Fender audio system did a good job of distracting our melancholy thoughts from the lack of wildlife sightings to the musical stylings of rock and roll. The adventure was fun, the surroundings breathtaking, and then mixing it with a car that has the complete package? Now that’s a road trip to remember. You don’t have to be a competitive eater to enjoy yourself at the Saanich Fair. But if your idea of fun is wolfing down a belly full of Spam for a chance at some very unique bragging rights, you’ll be in the right place at the Saanich Fairgrounds (1528 Stelly’s Cross Rd.) this weekend, Aug. 30 to Sept. 1. Beyond pie, cupcake, watermelon, ice cream, and yes, Spam eating contests, Western Canada’s oldest continuous agricultural fair is home to three days of family fun, from the time the Highland Dancers hit the stage at 9 a.m. on Saturday, until Boogaloo en Orbit closes the show down on Monday evening. Other performances include sets from Chilliwack, Rukus, Phoenix, The Tumblin Dice, Bucko & Toad, Bourbon County, David Cormier, Tristan Thompson and Cynthia Davis. Magician Jordano the Great and Dan the One-Man Band roam the fairgrounds while an enigmatic scarecrow contest is set to crop up. But with more than 500 volunteers working year-round to put on the event, you’ll have to explore more of the fair to take in the full array of activities: horse shows, dog sports, star-gazing, master gardening, 4-H demos, donkey-leading, flower-arranging, swine showmanship – the list goes on. It also includes the midway, perhaps the most obvious attraction for kids – of all ages. The Saanich Fair opens at 8 a.m. daily and runs until 9 p.m. Saturday and Sunday and 6 p.m. Monday. As the final days of summer slip away, this weekend could well be the last to soak up the sun. Before the winter vacation planning begins, why not take advantage of our coastal hideaway with a trip to one of Saanich’s best beaches? Gorge Waterway Park: After a push to revitalize the oncefavoured swimming hole, the Gorge is back on the map as a prime locale to go for a dip. The park on Gorge Road West may
never compete with Elk/Beaver Lake as the place to pack up the kids and go for a swim, but the beautifully maintained park area and easy beach access should put it in the running as a pleasant getaway minutes from home. Whitehead Park: Prospect Lake residents won’t need reminding of the benefits of Whitehead Park: 1.2 hectares of parkland, beach access, boat launch, picnic area and playground. But for the rest of us – perhaps a drive into rural Saanich is in order. Find the
park off Prospect Lake Road. Cadboro-Gyro Park: No list of Saanich beaches would be complete without the sandy shore of Cadboro Bay. Chef survival challenge Sept. 7 Cheer on your favourite local chefs as they prove their dedication to local sustainable ingredients and the lengths they will go to protect the farms that provide the best in local foods. The seventh annual Chef Survival Challenge takes place Sept. 7 at Madrona Farm. Each chef is paired with a firefighter assistant as they hang, hurdle, balance, zipline, climb, crawl and even race boats around the 11-hectare farm to pick the right ingredients for their cooking competition. The chefs, and one honorary firefighter, will then be forced to cook their culinary creations on nothing more than camping stoves. Tickets ($40 adults/$15 youth) includes a feast, music and an obstacle race. Madrona Farm sells its fruits and vegetables daily at a roadside market stand on Blenkinsop Road. The farm produces a diversity of 105 crops, 12 months a year and keeps foul and other wildlife on its grounds. Asking the right questions and being realistic about the ideal dream house are some things first-time home buyers need to be aware of, says local realtor Jeff Bryan. “First-time home buyers need to understand all costs associated with buying a house,” said Bryan, real estate agent with RE/MAX Camosun. Someone might get pre-approved for a $500,000 mortgage but might forget to factor in strata fees, for example. “They won’t think of those strata fees as part of their qualification process for getting a mortgage, but it is,” said Bryan. “You’re assuming you can buy for $500,000, but if there is a strata fee, you can’t understand all the costs associated.” Getting pre-approved for a mortgage is the first thing buyers should do before looking at listings, said Bryan. “A lot of times people will be surprised at what they’re actually qualified for, especially now with interest rates being at historic lows,” said Bryan. “What people can qualify for is usually a very pleasant surprise.” However, being approved for a $500,000 house does not mean buyers should be looking to max out

Bryan advises spending no more than 10 per cent under the approved amount. “You don’t want to be house poor,” said Bryan. “Yes you’re approved at that level, but that could mean Kraft Dinner and tuna for the next five years.” One mistake many first-time home buyers make is falling for a house in need of lots of repairs. “First-time buyers should be wary of the fixer-upper unless they are
qualified to do the work themselves, because that can turn into a real money pit,” he said. “All of a sudden you’re $100,000 in [debt], living in a crummy little house because you can’t afford to fix it up.” Another common mistake made by home buyers is not working with a real estate agent, even though it doesn’t cost them anything, said Bryan.
