Rimbey elementary school playground installed and ready for students By Treena Mielke After close to a decade of hard working volunteers continually raising money through fundraisers, the Rimbey Elementary School playground has become a reality. Volunteers worked hard last week to install the playground and school principal Jodi Bramfield said she is pleased it is ready for use. “It’s nice to have the playground ready for the kids,” she said. “School council
worked hard to make it a reality and the support of the community made it possible.” Bramfield said kudos need to go to Levi Blackmore and Peter Broere for their commitment to seeing the final stages of the installation through to completion. “They spent numerous hours on the planning, installation, organization and landscaping,” she said. “It simply would not have been possible without their help.”
Bobbi Dudenhoeffer, treasurer of the school’s parent council said she is pleased to see fundraising activities such as Circ de Rimbey, the chili cook off, comedy nights and Subway Days have finally paid off. “We just had so much community support.” The playground which cost approximately $130,000 was purchased with matching funds and a government grant. elementary school was among the young volunteers helping install the playground. She said she especially likes the rock wall. “It’s different and exciting.” Funds from this year’s chili cook off sponsored by the elementary school’s parent council will go towards school improvements. She had notified the magazine representatives earlier that all the Rimbey businesses that had put money up front for advertising in the publication should have their money refunded. After the meeting, Stratton said lack of communication was at the root of the problem, and the company had made no promises regarding refunds to local businesses. TNC Publications representatives did not promise to return the money to council when they left the meeting, although councillors unanimously voted in favor of requesting a refund.
CAO Lucien Cloutier has adopted a ‘wait and see’ attitude regarding the issue. “It remains to be seen,” he said. “We have sent them an invoice.” He said the matter was referred to the RCMP earlier as the company did not produce the magazine when promised.

They say all good things must come to an end. Do you think they mean summer? Anyway, the truth is it is almost time for the wheel of seasons to do another spin, spinning us, without further ado, out of summer and into fall. Treena Mielke It’s sad, but predictable, and there is nothing On The Other Side to be done about it except, of course, move to one of those countries where summer lives on forever, hiding fall and winter and spring under a lush foliage of green, nurtured constantly by the sun. School starts this week and, no doubt, the students will be assigned the inevitable essay of writing about what they did on their summer vacation. At the risk of sounding somewhat like the immature kid that I really am, the one I keep under wraps and covered up with all this wrinkly mature skin, I have decided to write about my summer, as well. For me, I think the best thing, the truly great thing about summer, is the colour that was splashed haphazardly on the canvas of each and every day. And the wonderful, warm, cozy and consistent heat. Nice! I so don’t want it to go away. Anyway, even at my age, when summer camps and empty moments with nothing to do are only illusions of the past, summer, just like always, is kind of like magic. Perhaps it is because summer seems to bring with it those quick, shining moments gone as quickly as bubbles blown into the air by a child with a tiny wand and a bottle full of liquid detergent. For me, waterskiing held such a bubble like moment. “She’s up,” the occupants of the boat yelled, as I shakily rose out of the water, my feet firmly encased in two skis, a death grip on the rope. My water-ski was short and sweet and I was happy to sit in the boat later wrapped in a towel almost as wet as me and watch my daughter gracefully maneuver the
wake and the boat waves. But I did it; even though my son said I was almost a hundred years old and it was no wonder it took me so long to put the skis on. This summer, I did something I have never done before. I helped tag a turkey vulture. My goodness, who’d have ever believed it. A few short months ago, I had no idea what a turkey vulture even was. We tagged the bird in the middle of a field after my turkey vulture tagging friend brought it out of a building that was, but shouldn’t have been, standing. Onlookers watching us put the tag on made me squirm uncomfortably (as much as I could squirm while wearing these uncomfortably form fitting coveralls).
“I have never done this,” I explained to the people with the curious eyes, in an undertone. “City girl,” my friend added, shooting them a conspiratory look. The bird seemed big and not particularly attractive, but when we were done and we saw another turkey vulture soaring in the sky, almost motionless against the brilliant blue, I had to admit the bird was quite impressive, especially for a city girl such as myself. The summer was full of lots of perfect bubble like moments of perfection that somehow have since dissolved into the air like they never happened. But, still, I know they will keep me warm in the deep, dark days of winter the Farmer’s Almanac predicts is coming. And that is why I love summer. This year and every year!
Burger King/Tim Horton’s deal a reminder that business taxes do make a difference News that Burger King and Tim Horton’s are merging and that the new company will be headquartered in Canada has taken the business and political world by storm. U.S. politicians and left-of-centre groups denounced the transaction as “tax dodging” and warned of a public backlash against the well-known burger chain. Canadian politicians have refrained from saying much about the deal but spoke positively about the country’s corporate tax regime. What are we to make of this latesummer kerfuffle? Politicians are talking about taxes because taxes are at the heart of this deal (although other factors are also at play). It’s called a “tax inversion” whereby an American company merges with a foreign one and, in so doing, reincorporates abroad to take advantage of lower taxes. It’s a powerful reminder that competitive business taxes matter. A considerable body of research finds that corporate income tax rates are an important contributor to a jurisdiction’s economic performance. High rates can diminish a jurisdiction’s appeal as a destination for business investment and hurt its ability to compete with others for investment and ultimately job creation. This is because high taxes change the incentives people face. Higher corporate tax rates decrease the after-tax rate of return that investors receive and thus reduce their incentives to invest and grow, leaving firms with less capital to invest in productivity-enhancing machinery, equipment, and technology. Because productivity is a key driver of wages, lower productivity means

And a growing economy characterized by more investment, increased job creation, and higher incomes for workers eventually leads to more government revenue of all types, including personal and corporate income taxes, and sales taxes. In fact, research finds that lower corporate taxes can lead to a growing business tax base - a direct result of how taxes affect incentives and the mobility of capital. Put differently: when corporate taxes are uncompetitive, the economic costs can mean less investment, fewer jobs, and potentially less government revenue. Canadian governments of all political stripes got this message loud and clear over THE past two decades. The federal government - starting with the Liberals and followed by the Conservatives - cut the general corporate income tax rate from 28 per cent in 1997 to 15 per cent in 2012. Many provinces - from an NDP government in Saskatchewan to Liberals in B.C. and Progressive Conservatives in Alberta - did so too, although there’s been some backsliding in recent years. As of last year, the average combined (federal and provincial) corporate tax rate is 26.3 per cent, down markedly from 34.2 per cent in 2005. Canada is hardly unique in this regard. We’ve seen
a global trend to lower corporate taxes. Among the most developed countries, the average corporate tax rate in 2013 was 25.5 per cent compared to 28.2 per cent in 2005. But the United States is an outlier. It continues to impose one of the highest corporate tax rates in the world. The U.S. average federal-state corporate tax rate is 39.1 per cent. Making matters worse, it’s the only G-7 country that taxes a company’s global income regardless of where it’s earned. The new merger and move to Canada means Burger King will no longer be subject to such a rule. Part of Burger King’s decision to acquire Tim Horton’s and relocate to Canada is undoubtedly our more competitive corporate tax regime. U.S. politicians may lament the company’s northern move but ultimately the responsibility rests with government policy and the inaction in improving American tax competitiveness. The Burger King-Tim Horton’s transaction is a real-life reminder that uncompetitive corporate tax rates can deter business investment and encourage firms to relocate elsewhere. Despite this, some voices continue to call on Canadian governments to raise corporate tax rates. Apparently “evidence-based” policy doesn’t seem to apply in this case. But ignoring the facts won’t help the Canadian economy. Raising corporate income tax rates isn’t costless. Just ask the Americans. MacAusland is a familiar face at the Game On store, easily fitting in with like-minded people and surrounded by all the hunting and fishing toys. VonHollen said the 13-year-old is a really good kid and one whom she wanted to do something special for. And so by pulling a few strings and talking to a few people who were more than ready to help out, she did just that. Last Wednesday, Jim Hoey, the originator and co-creator of The Dimestore Fishermen, and D’Arcy Vandergucht, host and cameraman of the show, came to Game On to film VonHollen and to participate in a fishing trip with the storeowner, a few other willing participants and Kole MacAusland. The love of the outdoors, a good sense of humour and a desire to make a difference resulted in some local teens having a really great summer doing what they love to do. The teens’ adventure, which they may not have been financially able to embark upon without a little help from their friends, all began with an ugly hat, said Sandra VonHollen, owner of Game On, a Rimbey store that carries hunting and fishing supplies and equipment. VonHollen went on to explain that the hat had the store’s logo on it, but it was a white hat, and, in her opinion, was simply not vibrant and colourful enough to show off the logo properly. But, as it turned out, through an unexpected turn of events, the ugly hat has now turned into VonHollen’s favourite hat. MacAusland, a boy of few words, waited patiently, fishing rod in hand, at the store for the filming crew to show up. The teenager was quiet about the adventure he was about to embark on, but his barely concealed excitement was obvious. “I think it is better to be on the show than getting to go to the camp,” he said. The Dimestore Fishermen is a uniquely Canadian outdoor program that focuses on the cultural, historical and recreational aspects of communities and watersheds that the program visits. The outdoor documentary has spawned 191 episodes all over Canada since its inception, taking viewers to some of the very best in lake, ocean, river and ice fishing locations in Canada. The Dimestore Fishermen is one of the premiere television fishing shows in the world. Last Thursday was cool with a chance of rain, but it seemed as the fishermen, including Rimbey Sgt. Mark Groves who brought his boat along for the filming crew to travel in, the sun was shining, regardless of the weather. And for VonHollen the opportunity to have been instrumental in helping a special young man be part of a television documentary such as Dimestore Fishermen has been incredibly satisfying. “When you find good kids, it’s your job to help them. We try to make a difference when we can,’ she said.

Fire: A farm house located on Range Road 43 off of Twp. Road 45, about 35 kilometers from Rimbey was completely destroyed by fire last week. Town council opposes closure By Treena Mielke Town council is up in arms about the future closure of the employment centre in Rimbey and councillors want the minister of human resources to know they are upset. At its meeting last Monday council agreed to send a letter to Manmeet Bhullar imploring him to immediately reverse the decision to close the centre and restore the service model that they say has worked so well in the past and delivered proven results. In the letter, signed by Mayor Rick Pankiw, it states that it is a sad irony that the centre appears to have worked itself out of a job. “In making this decision (to close the centre) we were advised by department staff that the closure is a result of the low unemployment rate in the area. This logic is tragically flawed and supports the concept that no good deed goes unpunished. The very reason why unemployment rates are low in this area is a result of the effectiveness of the employment centre services.” Pankiw noted there has been a need to increase the

Paul Payson noted that people who are unemployed also receive advice and referrals to other agencies through Monica Rondeel who works at the unemployment centre. “It’s more than just about getting a paycheck,” he said. Helen Coers, who was in the council gallery during the meeting, commended council for taking a stand on the issue. “I really appreciate that council is taking an interest in this,” she said. Alberta Human Services spokesperson Charles Strachey said the unemployment rate in the Central region is below three per cent. The low number has resulted in the province’s decision not to renew its contract with the Lacombe Action Group to provide employment services to the Rimbey and Ponoka area in the same way as in the past. Strachey said the province’s contract with the Lacombe Action Group to provide employment services will be discontinued at the end of next month. However, even though the employment centre will shut its doors, employment services, through different means, will still be available.
“We regularly review the needs of each community that we serve and adjust our services as the needs change. Helping these Albertans get into the labour market will improve their quality of life and add new workers to our extremely tight labour market,” said Strachey. Strachey said intensive one-on-one career counseling services will be provided by local career counsellors for anyone who is having trouble finding or keeping a job. “This intensive one-on-one counseling will replace the walk-in employment centre located in Rimbey,” he said. The one-on-one counseling services can be accessed through a referral from an Alberta Works Centre. Services include help with resumes, job interviews, and access to exposure courses. Submitted To celebrate the new partnership between the Rimbey Community Centre, and Keyera, Rimbey residents attended an Open House at the Peter Lougheed Community Centre on Friday, August 22. Doors opened to showcase the Community Centre’s services, which include daycare, an art club, a curling rink and fitness centre. Keyera, who owns and operates the Rimbey gas plant, became the official sponsor of the Rimbey Community Centre last year, and was given the naming rights to the building. The Late Honourable Peter Lougheed, former Premier of Alberta and also Keyera’s Board Chairman, was always fond of Rimbey and knew the importance of supporting the community. It seemed only fitting for Keyera to name the community centre after him. “Our contribution to the Peter Lougheed Community Centre over the next five years will enable the facility to continue its wonderful programs and maintain the facility to run efficiently,” said David Smith, President and Chief Operating Officer of Keyera. “We are proud to partner with the Centre that contributes so much to the Rimbey community; a community that the Keyera Rimbey gas plant has been a part of for more than 50 years,” Smith said. “Mr. Lougheed made tremendous contributions not only to our company, but to all Albertans, and following his passing, we wanted to continue and preserve his legacy.” Joe Lougheed, son of Peter Lougheed, also attended. He spoke about his late father’s belief in supporting and investing in rural Alberta.

Bentley best dressed yards winners decided
FALL MACHINERY CONSIGNMENT AUCTION
By June Norvila For 2014 there were 10 entries in the Bentley Best Dressed Yards competition. Dorothy Sherwood, again the horticulture convener for this year’s show, was very pleased and attributed the higher number of entries to more advertising and promotion. The overall yard category was slightly changed to reflect the fact that less people now have a vegetable garden as part of their yard Sherwood explained. Placing first for best-dressed yard (with a vegetable garden) was Arlene Tanasiuk. Her yard garnered 75 points out of 100. She had more than the 10 different vegetables required according to the judging guidelines. Second went to Jean Landry. Wining best dressed yard (without a vegetable garden) went to Suerea Haymour and Chuck Arneson. Water features and rockwork highlight the yard. Haymour noted they had lost 25 points for not having any vegetable garden so had earned 67 out of a possible 75 points, winning by only one point over second place finisher Laurene Sargeant. Shawn and Melissa Zarantonello won best dressed back yard, with Bobbi Palanuik’s yard second. In the horticulture bench show there were 77 entries in the flower, fruit and vegetable categories with entries from not only Bentley, but also from Lacombe, Red Deer, Blackfalds, Alix, and Eckville and an increase from junior ages 6-12 years old. Sherwood said, “The biggest disappointment was the lack of floral arrangements for table centre pieces and basket arrangements (because there are special prizes for those). There was also not a

More local entries needed to keep Bentley bench show alive By June Norvila Creative displays of students’ school work, crafts, collections, artwork and photography, as well as some baking and culinary entries, formed a large part of the artistic exhibits shown in the Bentley curling rink open free of charge to the public during Bentley’s old fashioned fair and rodeo days. A horticulture section for flowers, vegetables, herbs, and fruits is also part of the show, but the community has to step forward and enter their things to make a show for people to see, and entries in many categories have been dropping off over the years. There was no sewing category this year as there was no volunteer to oversee that area which disappointed some who had brought stitchery entries. The committee is optimistic that someone will step forward for next year. The Crafts, Hobbies, and Amateur Photography section was again convened by Joan Dickau this year. She reported just over $250 was collected in entry fees, and the cash prize pay out was almost $930 plus ribbons for the 257 entries. Besides all the first, second, and third prizes paid out, there were some special prizes awarded. Best of Show was won by 5-year-old Ava Pike, from Bentley, for her Fairy House made from recycled material. Most Outstanding Young Adult entry was won by Brody Beveridge from Bentley for his model airplane.

In the Drawing, Painting, and Framed Amateur Photography section, convener Lorraine Neal reported they were down in entries. There were still 58 youth and 58 adult entries though. Some special prizes were awarded. Overall in Youth Photography went to 5-year-old Cassandra Christensen from Regina for her selfie. Overall in Adult Photography went to Chloe Jones from Calgary who is currently going to school in Australia. Overall in Painting went to Debra Martin who lives in Montana. The photography judge was Jody Rawlyck, with helper Pam Jones. The art judge was Jeanette Van Hyfte and her helper was Lorraine Neal. New caterer for the judge’s/convener’s Wednesday luncheon this year was the Cross Eyed Giraffe.
It was noted that if it were not for entrants from further away, there may not be much of a show. The organizing committee is hoping more local residents will take the time and make the effort to enter. The pay out is good overall and the Bentley Ag Society would like to see the bench show continue. Displays were open to the public from after the parade on Thursday until just after noon on Friday.

Unplug Regularly – Schedule several blocks of time where you can be technologically “unplugged” for at least an hour (sleeping doesn’t count). That may mean one hour in the morning, one hour at dinner, and an hour before you go to bed. During that time, refrain from checking your cell phone for calls, emails, or texts or logging on to your computer to surf the net. Devote this time to read, participate in a hobby or meet a friend for lunch – anything that does not involve something that begins with an “e” or “i” such as email or iPhone. 4. Practice Mindfulness – Take control of your chattering mind. As thoughts or worries come up that cause you to think about anything other than what you are doing at a given moment, guide yourself back to the present moment. One way to do this is by stopping, drawing your attention to your breath, noticing your inhalation and exhalation for several
deep breaths, and then returning to the task at hand. The contemporary mystic Osho also advises doing a periodic stop … stopping dead in your tracks for 30 seconds to observe where your mind is and what it’s doing. 5. Be Generous With Yourself – Take inventory of how you spend your time. Observe if; in fact, you never allow yourself a moment of quiet mind or body. Or, when you do, it is with brain-numbing activities such as prolonged TV watching (or worse, alcohol or drugs)? Get the sleep you require … limiting sleep to accomplish more is insanity. Find something that brings you peace, a sense of purpose, and makes time go away … and do it regularly. By curbing the addictive need to multitask, and mindfully focusing on a single task at a time, you will be surprised at how much more productive and creative you’ll become. But, even more important you will be on your way to better health and aging. Live Long! Live Well!
Are you a man, 19 years or older, who, in the past, has had thoughts of killing yourself? Are you a man or woman, 19 years or older, who has lost a man to suicide? … we would like to hear from you. The University of British Columbia is conducting a photo-voice project on men’s suicide to learn more about how we can support men who have suicidal thoughts and develop suicide prevention strategies. We would like to speak with men who have had thoughts of suicide as well as men and women who have lost a man to suicide. Participants will be provided with a digital camera and asked to take photographs about their experiences and perspectives about male suicide. Participants will then take part in a 1-2 hour interview with a researcher to talk about their photographs and related experiences. As a thank you for taking part in the project, participants will receive the digital camera as well as $100. Select photographs will be shown anonymously in an art exhibit on October 16th with a reception and community forum hosted by Emma Palm and Cayley Thomas, in collaboration with the UBC School of Nursing. supporters are recognized. This year the Sunset Hills Riding Club, Shirley Christiansen, and Lawrence Pengelley and Pengelley Rodeo were honored. The Saddle Raffle winner was Jaynie Williamson from Rimbey, with the proceeds of over $2,000 going to Ronald McDonald House (Central Alberta). A successful cabaret followed Saturday night’s rodeo. “As always, we had great support from the community, businesses and volunteers, to help make our rodeo another big success this year,” said Park. Approximately 75 volunteers worked together this year to do everything from hauling dirt and equipment and doing the set-up in the arena, to taking entries and doing the programs, to actually staging the two nights of competition, and then cleaning up the arena at the conclusion, plus running the beer gardens and cabaret.

Impact of fetal alcohol Spectrum disorder is huge September 9 will mark the 15th anniversary of International Fetal Alcohol Spectrum Disorders (FASD) Awareness Day. FASD Awareness Day was created to alert people to the importance of not drinking alcohol during pregnancy and the need to provide effective services for individuals and families impacted by these disorders. The McMan Youth, Family and Community Services FASD Outreach program will mark this special occasion with a Mocktails campaign that is supported by several of the licensed establishments in Drayton Valley throughout September, FASD Awareness Month, to create awareness and educate people on FASD. FREE Mocktails will be provided at supporting establishments to ALL pregnant women during the month of September, look for these throughout Drayton Valley. Fetal Alcohol Spectrum Disorders (FASD) is caused when a woman drinks alcohol during pregnancy. FASD is common. It is costly. And it is 100 per cent preventable. FASD impacts all In Alberta, every year as many as nine in every 1,000 babies are born in Alberta with prenatal alcohol exposure. It is estimated that about 450 babies are born with FASD each year. The Government of Alberta estimates that there are more than 36,000 individuals living with FASD in Alberta. According to the Government of Alberta, the estimated cost of FASD in Alberta is $927.5 million per year. The lifetime cost for one individual with FASD is estimated to be $1.12 million for medical, educational and residential care. Nationally, FASD affects one or of every 100 live births, this is about one per cent of the population. That’s more than Autism and Down syndrome combined. The annual cost of FASD in Canada is estimated at $7.6 billion. FASD is common, costly and preventable. FASD is the umbrella term used to describe a range of disabilities that may include physical birth defects and health problems including developmental delays, learning disabilities, memory problems, as well as difficulties in communicating feelings and understanding consequences due to irreversible brain damage caused from prenatal alcohol exposure. Fetal Alcohol Spectrum Disorders (FASD) can only be caused by drinking alcohol during pregnancy. FASD is a lifelong disability. A child with FASD grows up to be an adult with FASD. If you are pregnant or planning to become pregnant the safest choice is to drink no alcohol at all. KORPINISKI Victoria In loving memory of Victoria “Vicki” Korpiniski who passed away peacefully with family by her side on August 20, 2014 from the Rimbey Long Term Care Centre at the age of 84. Vicki was born in Cochrane, Alberta to Marie and Kost Block. She lived in Nordegg, Nisku and Rocky Mountain House. Vicki had waitressed on and off for many years and had worked at the Waterton Lakes Chateau Hotel, then moved to Red Deer where she met and married Paul Korpiniski on August 8, 1951. She also joined the Moose Hall and was a dedicated member for 35 years. Mom’s passion was Bingo and gardening, but she also loved to go to dances. Mom thoroughly enjoyed attending functions for the Guide and Outfitter’s Association and the Fish and Game Association. Mom was also an active member of the Gun Club in Red Deer where she enjoyed going to the gun range to shoot her pistols. She was feisty both on and off the range. She lived on the north hill when she raised her 4 children and later on in lower Fairview. Vicki loved cats and always had pets. She enjoyed spending time at Teddy and Wendy’s acreage in Rimbey. In Vicki’s later years, her home was Parkland Manor in Rimbey, Alberta. Vicki was predeceased by her husband Paul (Dec 23, 1996). Vicki will be lovingly remembered and sadly missed by her 4 children, Teddy (Wendy) Korpiniski of Rimbey, AB, Virginia Korpiniski of Chilliwack, BC, Kelly Korpiniski of Edmonton, AB and Sam Korpiniski of Lethbridge, AB; as well as 8 cherished grandchildren, Kelsey (Carrie) and Jessie, Brandy (Mark) and Kady (Dustin), Robert (Lindsey) and Jantzen, Gina and Travis; 2 great grandchildren, Marley and Mailkai; her brother, Walter (Millie) Block of Jasper, AB; as well as nieces, nephews, other relatives and a host of long time friends. A special thank you to all of the staff in Area 1 at the Rimbey Long Term Care Centre for their excellent care of our mother, Vicki. Successful fair and rodeo saw only one rainy day By June Norvila Once again Bentley and area volunteers and participants were kept busy with the annual August fair and rodeo. The theme this year was “Salute to the Bentley District Fire Department.” Things kicked off on Thursday morning with Bentley Minor Ball serving a pancake breakfast, followed in the afternoon by a 40-minute parade that included two marching bands this year. Seniors flocked to the senior’s pie social hosted by the Outlet Get-Together Club and floral, baking, arts and crafts, and photography displays opened in the curling rink. Sewing and stitchery was not present this year as there was no volunteer to oversee that category. Various activities included kids Wool Bustin’, concerts, face painting, a magic show, and a variety of children’s activities throughout the town during the weekend. Friday morning’s Sunset Hills Riding Club pancake breakfast was rained out, a very uncommon occurrence, but the Saturday breakfast saw a huge crowd that made up for it. New free family activities hosted by the Ag Society on Saturday this year were a “jousting” station and bungee run. An art show was again staged in the old com-
munity hall. There was a very well attended car show with over 140 entries, due in part to the wonderful weather on Saturday, and it had the firefighter’s concession on hand. On Saturday afternoon bikers escorted by RCMP rolled into town under the watchful eye of a police helicopter that circled overhead. The regular Saturday afternoon Farmer’s Market was bustling more than usual. There was a two-day CARA indoor evening rodeo and an adult cabaret and dance. Saturday night ended with wonderful fireworks that could be seen from almost anywhere in town, and many say outside of town as well, followed by a drive-in movie shown on the side of the grain elevator. The horseshoe tournament had a good attendance for its two days of competition and Sunday morning saw the interdenominational church service at Bentley Community Church followed by a potluck lunch. Most events are run by volunteers who work together each year to host a successful four-day fair and rodeo that supports and draws business to the town. All attendees can enjoy four days of activities and family fun on a shoestring budget.
