There are two end goals: to stop erosion and to make the creek bed appealing to returning chum and coho salmon and cutthroat trout. “Originally, this was salmonbearing when Gordon Head was farmland,” Wick says. “We’ve had some salmon return in the last number of years, but we want to improve that.” As Gordon Head became urbanized with impervious surfaces like roadways and rooftops, the water

no longer soaked into the ground but instead was funnelled directly into Douglas Creek through stormwater piping. The creek’s sole water source today is stormwater runoff, a fact that often leads to poor water quality after a summer dry stretch. “We’re going to be increasing the weir at the top of the creek,” Wick says. “The sediment will sink, while floating oil pollutants are dammed there and can be skimmed off.” PlEASE SEE: Salmon restoration, Page A7

Several fresh faces are hoping for a seat on Saanich council in the upcoming election, while a vocal critic of the region’s sewage treatment project is gunning for mayor. Richard Atwell, best known as director of the Sewage Treatment Action Group and for promoting an alternative sewage treatment plan, announced his intention to run last week. Atwell becomes the first challenger to Mayor Frank Leonard ahead of the Nov. 15 election, a position Leonard has held since 1996. Atwell plans to push for a governance review of the incapacitated Capital Regional District if elected. All eight councillor incumbents are likely to run again and will face at least three new candidates. Fred Haynes, a former biochemist now in the publishing industry, launched his campaign at the Heritage Café on West Saanich Road Thursday. Scooter thefts up in Saanich Saanich police are warning scooter owners about a spike in thefts in the past month. Since Aug. 1, there have been five scooter thefts in Saanich, three of which have since been recovered. Sgt. Steve Eassie said cable locks, alarm systems or griplocks are all ways to deter would-be thieves from targeting a scooter.

If commuters who rely on upper Cook Street between Quadra Street and Maplewood Road haven’t found an alternate route by now, they might want to consider it, as a complete overhaul of the roadway is underway until the spring. “It is a learning process for everybody,” said Stuart Brundrige, president of Brunnell Contracting Ltd., at the helm of the $4.8-million project, approved in July and started Aug. 25. “Traffic, bicyclists, pedestrians all have a way they’ve gone to work or wherever and we just need to change that,” Brundrige said. All through traffic will halt as upgrades above and below ground are completed. The project, part of Saanich’s complete streets plan, includes 870 metres of widened sidewalks, multiple corner ramps, raised bike lanes, improved stormwater management and landscaped boulevards with the addition of 56 trees, many of which will be Garry oaks. Neighbours seem to be of two minds: those who use the front of their property for parking aren’t happy to lose the space with the installation of the concrete sidewalks and raised bike lanes; and those who are pleased to see the loss of street parking, which was often used by Thrifty Foods employees and obstructed views for motorists exiting driveways onto Cook. Constant potholes and inadequate street lighting are the two gripes Marilyn Blanks, resident in the 3200-block of Cook St., would like to see addressed with the upgrades, both improvements worth the inconvenience of the

I know there’s going to be work that will affect us, noise and probably dirt and dust, but it’s one of those things that you have to put up with if you want something repaired.” Blanks’ husband Rick is also welcoming the work, not just for the long-term esthetic gains, but the benefits of temporarily clotting the

main traffic artery on which they live. “I can’t event get across the road sometimes, with all the cars backing up from the lights,” he said. “I’ve lived on such a busy street for nearly 25 years. ... Normally this time of day, there would be a constant stream of traffic. That really is nice. I wish it would stay like that, but I know it won’t.” The unit-price contract for the work is funded through Saanich’s Transportation, Drainage, Sewer and Water budgets.

Election upsets a tough hurdle Saanich Mayor Frank Leonard has his first challenger in an election that will crown a winner for four years on Nov. 15. Richard Atwell, a prominent critic of the Capital Regional District’s botched secondary sewage treatment project, announced last week he’ll be jumping headfirst into the political arena in Saanich. Atwell may not be a water cooler name, but his profile at the Capital Regional District is something akin to a bee in a bonnet. He takes every opportunity he can at the CRD’s core area liquid waste management committee to dredge up previous staff comments that have led directors down the road to their current dilemma. The McLoughlin Point wastewater treatment plant moved forward several years ago because directors believed the B.C. government would mandate rezoning if Esquimalt failed to go along with the plan. Looking back, that belief was foolish, and observers like Atwell have made sure the public knows it. But a municipal election encompasses a lot more than expertise on a single issue. Atwell’s most difficult hurdle in challenging Leonard for mayor will be overcoming perceptions of his one-issue candidacy. He needs to somehow shed the perception of himself as a sewage lightning rod and find a way to garner votes without looking disingenuous. Leonard is a lifetime Saanich politician. He’s served on council since 1986 and winning this election would mark his seventh term at the helm. Toppling his legacy is going to take smart organizing, a small army of volunteers and an electorate that believes a new leader is worth the risk. The ongoing sewage saga might be enough to convince voters of some need for change across the Capital Region, but whether one of the Seaterra’s biggest opponents can fight through pigeonholing is going to be worth the watch. Saanich confused about trees Re: Tree tally leads to new rules (News, July 9) Saanich’s tree removal restrictions act against human life while not achieving the ends that environmentalist politicians want. For example, why is Western red cedar protected but Himalayan cedar not? (Using the list in your August 22, 2014 issue. Western red “cedar”, a member of the Cypress/Juniper family, is common here whereas Himalayan “cedar”, in the Larch branch of the Pine family, is not. (Himalayan cedar is a large tree that looks like Western hemlock from a distance, it’s closely related to Lebanon cedar.)

Having to get a permit especially burdens elderly and poor people struggling to stay in their homes while at risk of a tree puncturing their roof in a wet winter night. Saanich’s restrictions work against planting trees near houses, because they will be a future burden to the property owner including the cost of necessary removal for either the planting property owner or a subsequent owner who may not want to pay as much due to assuming that cost. Saanich’s restrictions smell like another do-gooder scheme by people who have the negative view of humans that

comes from Marxist teachings. They act as though they’ve never looked outside and seen that people plant trees which grow, and that many break apart due structural deficiency or rot, or die due to disease or old age. (Indeed, it is known in Saanich that one type of tree breaks in calm summer heat.) Meanwhile Saanich’s bureaucracy can’t even get tree selection right – they’ve planted a large species in narrow strips of grass along the recently rebuilt part of Admirals Road. Teachers, government both to blame in strike

denied the end of their last school year and possibly the beginning of the new one. I feel sorry for the teachers because they been used and lost pay, especially those that have put in long careers and paid so much money into the union coffers. Where did all the strike fund money go? I don’t know for sure. The teachers union spends enormous amounts of money on litigation, advertising how poorly teachers are treated and how our schools are in a crisis. So are the schools in a crisis as the union claims, or is it just peachy keen like government says? I believe each side will embellish its position. B.C. children rank very well on the national and international stage and B.C. teachers are not the worst treated either, however I don’t think they’re overpaid. If they

haven’t had a raise in a long time, then give them one. Would we do much better with smaller classes and different compositions? Some studies suggest we would benefit and others say it would create very little benefit. Could we do better? Probably. The level of taxation and its allocation should be left to the taxpayer through the ballet box and not by the union. Just stop and think what would happen to our taxes if all our public sector unions started dictating staffing levels. If the kids aren’t back in school next week, both Education Minister Peter Fassbender and BCTF President Jim Iker should be tossed. I think a lot of people would agree on that. What if their jobs were on the line? Bob Broughton Saanich

The teachers strike is not about the students and it’s not about the teachers. It’s about a power struggle between the teachers union and the government. The government believes that class size and composition is a matter of policy that should be set by the taxpayers through their elected representatives. The union wants to have a direct influence on the size of classes and the composition. Why would they want influence on these matters? Is it for the children? Is it for the teachers? Smaller class sizes means hiring more teachers. That has a huge impact on government budgets and taxpayers. I feel sorry for the students because they’ve been used and

Fall for the Arts at Cedar Hill Local art expo includes workshops, art suppliers and Paint in the Park Natalie North Black Press

Three years ago, members of the Community Arts Council of Greater Victoria made a bold move to reconnect with the community and attract a new audience when they moved from a downtown gallery space into the Arts Centre at Cedar Hill. On Sept. 13, the nonprofit organization takes another step in the same direction with its Fall for the Arts Expo 2014, a day devoted to introducing locals to the art resources and artists within their community – and themselves. “One of the big motivations for us in putting on this event, and a lot of our other programming, is to celebrate the accomplishments of people who are in the arts and to engage others,” said Bob Williams, president of the CACGV, “to give people a bigger understanding of the arts and appreciate what they’re seeing and hearing and perhaps make them want to pick up a paintbrush or pencil.” The expo showcases talent, suppliers and retailers and those in the community who are offering courses or workshops in all disciplines, whether visual, literary or performing arts-focused. Ideally, Williams said, someone could come to the show and go home with everything they need: information on where to get arts supplies, mentoring opportunities and ultimately, encouragement. “Our sense has been that there’s some mystique that artists live on

Oak Bay Search and Rescue team keeps local waters safe

Many Cadboro Bay and Ten Mile Point residents might not realize the Oak Bay Sea Rescue Society and its volunteers are keeping the chilly water offshore safe throughout the year. From the society’s new rescue station, built by the Oak Bay Marine Group, the rescue boat is ready to deploy at a

moment’s notice. “It’s pretty amazing,” said OBSR society president Terry Calveley. “Oh my gosh, we have to hold off the crew from putting their stuff in until the finishing touches are done.” The Oak Bay Sea Rescue Society is an integral part of the volunteer Royal Canadian Marine Search and Rescue and services the ocean waters to Cordova Bay, Island View Beach and the

surrounding islands. The new rescue station was docked in early August and pilings were driven in to hold the station in place last week. The new building includes a hoist to lift the boat completely out of the water for repairs and maintenance, a mezzanine level for crew training and rescue triage and a dry, or “ready” room where crew equipment and safety gear can be safely

The new station also includes fresh water hoses to clean the boat which will increase its lifespan. “The previous boat house served its purpose, it was gifted to another station … Gibson’s Landing – even though it was old for us, it is new for them,” Calveley said. The ready room and mezzanine are heated spaces, so crew members are no longer required to take gear home to dry out. They can also train in the new, larger rescue station. “People used to have to carry their gear home and hang it in their garage or basement to dry,” Calveley said. “This is a far better set up – everything will last longer.” The group is continuing to raise funds to pay for the rescue station. See unique homes in annual tour Five of Greater Victoria’s most beautiful homes and gardens – each one hosting a local artist for the day – will be featured in this year’s Art Gallery of Greater Victoria House Tour. The event takes place Sept. 7, from 11 a.m. to 5 p.m., and features unique homes with inspiring gardens, art and interior design. One of the elements that makes the AGGV House Tour unique is its Art in the Garden program, with some of Victoria’s most accomplished artists working at their art at each home. This year’s artists include Bev Petow, Robert Amos, Richard Hunt, Brian Simons and Debora Tilby. The Victoria Flower Arrangers Guild also create flower arrangements specifically to complement the décor of each house. “This is one of the most important annual fund-

raisers benefiting the Art Gallery of Greater Victoria,” says event co-chair Pieta VanDyke. “The funds raised support the mandate of the gallery, which includes the development of education as well as exhibition programming.” This year the self-directed tour will lead visitors to three homes in Oak Bay built between 1918 and 1930, an Old Esquimalt residence from the 1950s overlooking the treetops, and a 1950s manor on a sprawling acreage behind Elk Lake. From the homes, to the gardens (one of which was once featured in Better Homes and Gardens), to the Art in the Garden, floral arrangements, furnishings and art collections, visitors will be whisked away into a day filled with beauty. Tickets are $35 and available at the AGGV, GardenWorks, Brown’s the Florist and online at aggv. ca/housetour2014. Tickets purchased online must be picked up at the gallery prior to the tour date. In conjunction with the house tour, and in partnership with the Union Club, a Meet the Artists Tea will be held Aug. 23, from 2 to 4 p.m. in the Reading Room at the Union Club, 805 Gordon St. Guests will have the opportunity to speak with house tour artists, enjoy a tea, and tour the Union Club. Speedskating club open to the region The Esquimalt Speedskating Club is reminding Greater Vicotria families about an ice sport other than hockey available in the community. Speedskating season officially starts on Sept. 9 and runs Tuesday and Thursday nights through to March at Archie Browning Arena in Esquimalt. It’s the only club in the immediate area and serves the West Shore, Oak Bay and Saanich. Trials for newcomers are free. The club caters to ages five-and-above, and all abilities. Speedskating is not only a fast and fun sport to participate in but it is

also family oriented with both individual and special family member rates available, says club president Ian Phillips. “The Esquimalt Speedskating Club started in 1966 yet the club has been around for nearly 50 years, not many folks in our community are aware speedskating is available in Greater Victoria.” With the introduction of short track speedskating at the 1988 Calgary winter Olympics there has an increase in awareness in our sport but it is still, unfortunately, a marginal sport in Victoria.
