There were hallucinations, the scare of falling asleep mid-stroke and hypothermia. But amidst it all, there was no quitting as marathon swimmers Alex Cape and Susan Simmons accomplished a 70-kilometre Cowichan Lake double: a non-stop, 31-hour adventure from Friday, Aug. 22 to Saturday, Aug. 23. “The both of us are beat up, we’re tired,” said Simmons, whose neck was so chafed it was still cushioned under a heap of fresh gauze and bandages five days later. The Victoria duo started and ended the epic swim on the beach at Lake Cowichan, and were still recovering nearly two weeks later. While the two are awaiting confirmation that the swim is among the top 15 per cent of open water distances ever completed, there was no waiting to confirm they had joined an exclusive group of only 120 people to swim 24-hours straight. There were a lot of mental challenges and it definitely dragged on at points, but I’m so glad we did it,” said Cape, 34.

Cape reached the turnaround point of Heather Campground at about 5:30 a.m. on Saturday after a 2:45 p.m. start the previous day. Simmons, 49, reached the same point shortly after. It was about two hours longer than the time it took them to do the same 34-km stretch in July 2013, and Cape was worried. “The support and safety crew were comforting. I was wondering what’s wrong, but they were calm,” Cape said. Each had their own safety crew of kayaks and “sherpas,” a kayaker or outrigger who would run food to the swimmers from a bigger boat. And though they trained together at Thetis Lake four times a week and accomplished the incredible swim together, they experienced uniquely harrowing moments in Cowichan Lake. “As soon as we hit 24 hours, I had my safety boat come near me so I could radio Alex and tell her, in the water,” Simmons said. Simmons, who works in Saanich, endured several hallucinations. On Saturday morning, she fought the urge to sleep and succumbed twice, all while visions of flying bats raced back and forth below her. By Saturday evening and with just a few hours to go, Simmons witnessed the figures of angels and devils on the horizon. She knew they were hallucinations, but that didn’t make them go away. “I had to laugh in my head (when I thought): ‘Am I dying? Because I keep seeing angels and devils and being told to

To be fair, they were joined by swimmers, some for up to 10-km stretches. “There was just so much to it, so many little things that had to
happen, and so much trust that I had to give to my safety team and crew,” Cape said. Simmons agreed. “I was totally cognitive, but I couldn’t make a rational decision,” she said. “And giving up that control is not easy for me to do.” There were about 100 friends, family and various supporters, most with volunteer roles. Surprisingly few were aware that Simmons nearly backed out of the swim before it started. She had damaged her left shoulder in early August and thought it was beyond repair in time for the swim. Ironically, Simmons managed to mend the shoulder but finished the swim with a sprained right ankle instead, likely due to the overuse of her ‘thumper kick,’ to compensate for the weakness in her swimming catch.

She credits active release therapy for resurrecting it in time for Cowichan. “I hadn’t told anyone

I actually swam just twice in the three week lead-up, doing six kilometres total instead of the scheduled taper of 40, 30 and 15 km (respectively),” Simmons said. The shoulder weakness caused chafing consistent with a second degree burn. As Simmons’ left arm
came over her head, her goggles rubbed against her shoulder and neck, skinning her as she swam. “I’m using antibiotics and staying out of the sun and ocean for at least two weeks,” she said. Cape is recovering from her own list of injuries. She passed out upon exiting the water and experienced convulsions, and her internal temperature dropped to 34.9 degrees. “I’ve worked with B.C. Ambulance before so it was funny being in the truck as a patient and not as a paramedic,” said Cape, an army paramedic. She eventually recovered and was released at 3 a.m. from hospital. “It’s not about changing my life, I know who I am, and what I do,” Cape said. “But it was an amazing adventure with so many different experiences, emotions

Dozens of supporters gathered last week for the groundbreaking ceremony of the Gorge Park Community Gardens, a labour of love for members of the Gorge Tillicum Community Association, led by board member Gabe Epstein. “This is the result of 10 years of ideas, discussion and planning,” said Epstein, standing on the 1600 square-metre site at the southeast end of Gorge Park. Epstein, a retired elementary school teacher and driving force behind the Gorge Tillicum Urban Farmers, was joined by Saanich Coun. Paul Gerrard and GTCA president Rob Wickson, who said the two-year process working with Saanich Parks and council has been positive.

A public gathering area, children’s play space, seating and public pathways are also being installed. “This is about food security, but it’s also about the community around the gardens,” Epstein said. “People wanted a welcoming space, and that’s what we’re going to create.” Songhees Nation representative Will George offered blessings at the groundbreaking and exchanged gifts with supporters. The gardens received Mexican orca beans from Lifecycles Project Society, while George left with a Western trumpet honeysuckle. “I think these projects should be going on
everywhere,” George said. A similar community garden project had been in the works behind Saanich Commonwealth Place, but was nixed after local residents failed to show support for the plan last fall. Gorge-Tillicum residents, in contrast, showed strong support for the gardens, thanks in part to early outreach, said Gerrard, who also chairs the district’s Health Saanich advisory committee. “This is a wonderful project. We want a community garden in every community in Saanich, if we can,” he said. The first phase of the project includes irrigation, fencing, a rain garden installation, a toolshed and pathways. Epstein anticipates a spring opening if all goes as planned. “We envision the space being used for community gatherings – live music, community dinners, as many collaborations as we can realize,” he said.

Lighter liquor penalties eyed for local bars, stores Jeff Nagel Black Press
The province is contemplating changing how it punishes pubs, restaurants and liquor stores that violate liquor rules that ban over-serving and selling to minors. Business owners have asked government for a more flexible penalty system and a monthlong online consultation running to Sept. 30 asks stakeholders for input on the options. One possibility to be explored is lower or higher penalties. According to a government discussion paper released Friday, B.C. penalties are stiffer than most other provinces. “Decreasing penalties would bring British Columbia in closer alignment with the average among the provinces,” it says, noting government must balance business hardship and the need for deterrence for public safety. A first offence for a B.C. liquor establishment typically means a one- to three-day suspension for overcrowding and 10 days or a $7,500 fine for selling to a minor.
(The first-offence maximum is $10,000 and 15 days for serving minors.) Alberta bars have a choice of paying a fine or serving a suspension and most operators there choose the fine, which is typically $500 to $1,500 on a first offence. The stiffest penalties are in Ontario, where suspensions of 21 days and longer are common. Another issue is perceived unfairness of the current system for different business types. Food-primary outlets can keep on serving food during a suspension, while liquor-primary bars and retail stores must close entirely. That raises the question of whether fines are a better option, the paper says. It adds the penalties must spur liquor violators to voluntary compliance and not be so low they’re merely treated as a cost of doing business. A second offence is only counted as such if it happens within 12 months of the first one – after a year the slate is clean. One option is to increase that period to two or three years, which would put more pres-
sure on repeat offenders whose subsequent penalties would be more severe. Another question asks if repeat offences should be fines rather than suspensions. The consultation is in response to recommendations flowing from the liquor policy review headed by B.C. Liberal MLA John Yap. “We have been asking for review of the penalty schedule for a while,” said Jeff Guignard, executive director of the Alliance of Beverage Licensees, which reprensents a broad spectrum of bars, stores and other liquor sellers. He said a $7,000 fine for failing to check an ID could be a month of profit for a mom-andpop rural liquor store in northern B.C., but negligible to a big Vancouver bar. There were 13,415 inspections of liquor licensees last year, resulting in just under 400 contravention notices or nearly three per cent of inspections. It wasn’t long ago the saying, “Going for beers,” meant nothing more than a social gathering. Beer, or at least its contents, was never the focus. But in 2014, it’s all about the beer – what’s in it, who made it and where’s it from. The craft beer revolution is upon us, to steal a phrase from local author Joe Wiebe, who captured it in a book by the same name. And the current revolution wouldn’t be what it is, save for the Great Canadian Beer Festival, an incubator that’s brought 40 of the best Northwest (and beyond) breweries to Greater Victoria for the past 22 years. The popular outdoor event returns to Royal Athletic Park today (3 to 8 p.m.) and tomorrow (noon to 5 p.m.). “I try to think what the beer culture was when I grew up and I can’t. It’s not like what we have now,” says Peggy Pallan, Cordova Bay resident and longtime beer festival volunteer. Pallan is an Islander through and through, born in a house on Cloverdale Avenue. She’s witnessed firsthand the transformation of Victoria’s beer scene from fringe interest to fullscale craze. “I always liked beer, but there was nothing to it until I joined Beer Fest as a volunteer. I remember driving past 15 years ago saying, ‘That looks like fun and I like fun.’ The next year I joined as a volunteer.” Pallan soon fell in with the local chapter of CAMRA (Campaign for Real Ale), and began brewing beer and wine at home. She’s since won multiple awards for her brews and ribbons for her wine. She’s also the current president of the Victoria Corks and Caps wine club. Pallan is just one example of the legacy of the GCBF. Victoria boasts multiple beer festivals, as well as new and recently transformed beer halls such as The Drake Eatery (26 taps)

Beer Fest has played an important role introducing Islanders to breweries beyond Vancouver Island, said Joe Wiebe, author of Craft Beer Revolution, a B.C. bestseller. “It’s helped create a very knowledgeable and discerning craft beer culture here,” says Wiebe, adding 15 new B.C. breweries will be sampling their products at this year’s festival. Expect local favourites like Hoyne, Phillips, Moon Under Water, Lighthouse and others as well.

Flip the switch on cellphones Before jumping all over ICBC for requesting an increase of 5.2 per cent for basic insurance, let’s look at their reasons for the request. Claims are up – way up – from five years ago. Bodily injury claims hit $1.9 billion in 2013, up $73 million from 2012 and by more than $500 million from five years earlier. That’s 33 per cent higher than five years ago. Legal and medical costs are also up. And what has happened in the past five years? Technology. The ever-growing use of cellphones and other personal electronic devices by drivers is a major factor cited for the rise in injury claims. But why should those of us without cellphones pay more because of the irresponsibility of some of those with them? Perhaps it’s time for ICBC to start awarding further reductions to those who do not have cellphones, or those who do not use them in their cars. Of course, something like that would be near impossible to monitor. The real solution is for the automotive industry to jump in and rectify the situation. Here’s how. Install a mechanism in the motor of the car that renders smartphones, laptops and other such instrumentation useless, while the engine is engaged. Impossible? Hardly. After all, you can already turn on the lights of your Gulf Islands cabin from your home in Victoria. A disengage switch for smartphones et al should be a breeze. Too “Big Brother” for you? Don’t consider it “Big Brother”; consider it improvement to vehicle safety for the good of all. Remember, seatbelts used to be optional; as did motorcycle helmets. Plenty of people protested those laws as well. But we eventually got over it. Heaven forbid we should be forced to drive without the use of a phone, or a laptop, or a DVD player. That’s so 1990. And what did car insurance cost in 1990?

Saanich election will be worth watch In Saanich, new candidates with excellent credentials are lining up for the mayor and council positions. They are well educated. They volunteer, attend public meetings, listen and add their input. If elected, the new public servants will bring their expertise from software engineering, chemistry and intelligent information using the newest technology to the council chambers. It will be refreshing to see something get done. There will be a reduction of expensive studies to postpone decisions with less reliance on staff to make their decisions. For example: The latest Capital Regional District sewage study will cost the taxpayer another $210,000 to find other locations for sewage treatment facilities. Victoria, Saanich and Oak Bay have to find a solutions in their own backyard. What have they been doing for the past seven years and spending almost sixty million dollars? Frank Leonard says he knows what is best for Saanich. If he believes in democracy he will have the courage to put the amalgamation question on the November ballot. If the answer is no to amalgamation, perhaps there can be a more co-operative CRD where each municipality might have just one vote. Let democracy rule. Fassbender’s logic mind-bending To Peter Fassbender, Minister of Education: The few public comments i have heard or read coming from you have not instilled confidence in me that you have good public education as your vision. For example, your statement that you do not believe that large classes have any (ill) impact on how children learn in the classroom makes me wonder not only what your own experiences have been, but also what your sources of information and knowledge are. We all come with certain ideas and opinions, but as the Minister of Education you have a particular responsibility and need to have a broad, deep and committed approach to create the best possible public education system in B.C. The present situation between government and teachers is way out of hand. The ability to come to an agreement includes having respect for the law, respect for teachers,
caring about the education of our children and compassion for parents. It also needs public money, given to you in trust by all B.C. residents in order to provide good public education. It makes no sense to hand out $40 per day to parents; it certainly is not covering day care cost, and it clearly does not create day care spaces. But most of all, it sends the wrong message and pretends that it is given as support. But what it really shows is ill intent on the side of government and is a divisive – or at least distracting and disrespectful – move. This is not a partisan issue; it is an issue of good government, for the common good of our children and their future. I urge you to focus on a solution, on how to meet the desire of most of us to have children back at school and teachers doing what they are trained for, in a welcoming, supportive and conducive to learning environment. Driving to Hell can be cool Alexandra Straub
ANN ARBOR, Mich. – If you’re driving to Hell, what kind of car would you want to be in? An SUV? A sports car? One that if you never come back, at least your missing person’s report would list you last seen: “in something fast, flashy and awesome?” When my driving partner and I stumbled upon Hell, Michigan, or at least the sign that directed us that way, we were in the all-new, 2015 Hyundai Sonata, a sedan that is now seven generations strong. We had air conditioning in case it got really hot and directions via the navigation system in case we went to Hell and lost our way back. And comfortable seats in case the crossing of the River Styx was long and arduous. Furthermore, we had the power to get us out of there if we needed to leave in a hurry. Okay, enough about Hell and back in the car… for 2015, the Sonata gives you two engine options; both of which have been revised for the seventh generation. The first is a peppy 2.4L, 4-cylinder with 185 horsepower and 178 lb-ft of torque. Then there’s the spirited, optional, 2.0-litre twinscroll turbocharged four-cylinder engine with 245 horsepower and 260 lb-ft of torque. Both engine variants are linked with a 6-speed automatic transmission. There’s a lot going on with Hyundai’s mid-size sedan. It’s built with an all-new chassis, which equates to a more comfortable ride, better handling and an overall improvement in NVH (Noise, Vibrations, Harshness.) To test that out, we took it to the streets of Ann Arbor in Michigan, as well as the

The 2015 Sonata gives the driver a choice of three drive modes. These modes work together with the sedan’s engine, transmission, and Motor-Driven Power Steering (MDPS) to suit different driver preferences. In Sport, powertrain responsiveness and heavier steering weight are both increased. The steering weight definitely comes in handy on the twisty parts of the road. In Normal mode, steering isn’t as responsive but better suited for urban environments. And if you’re in a fuel saving mood, pop the
car into Eco mode. This softens throttle response and recalibrates transmission response so you get the most out of your tank. Speaking of steering, Hyundai mentions, “The 2015 Sonata’s steering wheel features an irregular shape with increased rim thickness and ergonomic grip rests. These subtle changes ensure more of the steering wheel surface remains in contact with the driver’s hands. In turn, the vehicle offers enhanced steering system feel, especially at high speed.” I’d agree with this. My fingers were comfortably placed at 9 and 3 o’clock and felt pretty good there. But it’s not just the driving modes and steering wheel that make the Sonata as popular as it is. The 2015 comes with all new styling inside and outside.

After winning the Western Lacrosse Association championship by eliminating the Maple Ridge Burrards in five games last week, the Shamrocks are now in Ontario to compete for the Mann Cup national lacrosse championship. It marks the second straight WLA championship for the Shamrocks, who dropped just one game in the playoffs, sweeping the New Westminster Salmonbellies in four games and losing just once to the Burrards. The team is led by WLA playoff MVP and defender Tyler Hass. The title is a testament not just to Hass’ game but a tip of the hat to the Shamrocks’ core of fast, athletic defencemen. Reporting to the Lead Maintenance Operator, you will have an electrical background and assist in all aspects of operation, maintenance, troubleshooting and repairs of the Kokish hydro generating station near Port McNeill, BC. While the primary skill set requirement is electrical, the position is multi-disciplinary. An interest and aptitude for mechanical and physical labour will be required. Other tasks include, but are not limited to: inspection, maintenance and repair of turbine and generators, high voltage switchyard, remote dams, and intake and control gates. The candidate will work on systems used in electronics, programming and electrical networks, such as, but not limited to, PLC, substation equipment, electrical lines, electrical protection, meters, communication links, SCADA systems and technical drawings. Duties also include standby and emergency call out, on a rotating basis and consequently, you must reside within a 30-minute drive from the Kokish hydro generating station. Candidate Proŵle • Electrical trade certiŵcation and 5+ years of related experience. • Excellent working knowledge of PLCs, electronic and communication equipment, SCADA systems, and electronic relay protection. • A minimum of ŵve (5) years of experience in industrial electricity, preferably in hydroelectric power stations; • Working knowledge of safety regulations, generation and transmission systems as well as their controls and operations, an asset. • Sound knowledge of process control for turbo-alternator groups and PLC systems; • Excellent interpersonal, leadership, and organizational skills; • Ability to work effectively without supervision while collaborating in a teamwork-based environment; • Desire and aptitude to gain additional skills and knowledge; • Strong verbal and written communication skills. Saanich’s waterfront properties are among the most sought-after in the real estate market these days. And once acquired, a buyer often wants to invest in building or landscape projects that involve developing or renovating the property. To dig or not to dig – that is the question that weighs heavily on waterfront property owners all over the southern tip of the Island. Over the years people have discovered, or rather uncovered, artifacts and other vestiges that show this land is archaeologically sensitive. These are links to the province’s past, so before any renovation or property development gets under way, the first step for the owner is to find out if their property contains an archaeological site. The province’s Archaeology Branch advises property owners to start by going to their municipality or regional district, who can access provincial records of known archaeological site locations within their jurisdiction. Municipalities will often have a map of known archaeological sites, though they are typically not available to

The process of identifying and properly removing human remains is complex. the public. Then, if the owner finds out that their property may contain an archaeological site, they must contact the provincial government’s Archaeology Branch, and hire a qualified archaeologist who will confirm the site location and assess the risks that may be incurred by carrying out the proposed project. The discovery of any arti-
fact on a piece of property leads to calling in other services. In the case of human remains being found, the Archaeology Branch would notify the Island Coroner’s Office and Saanich PD to determine if the remains are of concern. If a cultural affiliation can be determined, the appropriate organization is contacted as well. As many remains
and artifacts are of aboriginal ancestry, this is often one or several First Nations. An example of this occurred in 1996, when the skeletal remains of an aboriginal woman were found during some excavation work at a private home in Oak Bay. The archeological discovery lead to the coroner, the local police, members of the Songhees Nation, the municipality’s building department
and the province’s archaeology branch, who gathered to assess the next course of action. Although archaeological digs can be costly and add unforeseen costs to your home improvement project, they can also provide valuable insight into the history of our province. A Fair day in Saanichton Thousands of people took in the fun at the Saanich Fairground last weekend during the 147th annual Saanich Fair. The event caused traffic backups along the Pat Bay Highway for most of the weekend, but the event was another success.
