Guy Ciprian, president of the Royal City Youth Soccer Club, Jamie Woods, a director with the New Westminster Chamber of Commerce, and David Brett, president of the Queen’s Park Residents’ Association, are joined by Vancouver Whitecaps player Sam Adekugbe to show their approval for a plan by the MSL soccer team to establish a minor professional development team at Queen’s Park Stadium.

Putting a professional soccer team into Queen’s Park Stadium is the only financially viable plan David Brett says he’s heard that will save the 65-year-old structure. That’s even as signs sprout up on lawns in his neighbourhood and around New Westminster suggesting a proposal by the Vancouver Whitecaps to put its minor developmental team into the old ball yard would hasten its demise.
“The stadium is for the fans, understanding with the City of New and not a lot of them are using it Westminster to work toward putting at this time,” said the president of a United Soccer League PRO the Queen’s Park Residents’ franchise into Queen’s Park Association. diamond, as well as refurbishing the old grandstand and adding new bleachers to bring seating capacity to at least 3,500. The Whitecaps would also like the city to build another artificial turf training field to replace the old asphalt tennis courts next to the stadium. The plan raised the ire of the city’s baseball players and officials, who said they’ll lose the only fullsized diamond in New West. Each side has launched petitions to rally support for its contention.

Parents appear to be hedging their bets that the labour dispute between the province and school teachers will be resolved soon, if interest in special day camps organized to occupy kids is any barometer. Ramona Manzer, a recreation programmer for the City of New Westminster, said two summer day camps that were extended into September because of the strike had about the same number of kids on Tuesday as they did during the holidays. “Attendance is not as high as we thought it would go,” said Manzer. “Right now the kids are happy they’re getting to do some fun stuff.” That includes bowling at Lucky Strike Lanes, indoor rock climbing, golf and even swimming at Moody Park outdoor pool, which is open for daily afternoon swims, from noon to 4 p.m. until at least Sept. 7. The Canada Games indoor pool, however, is closed until Sept. 9 for maintenance. Manzer said how long the special camps will continue to run will be determined by the progress of negotiations between teachers and their employer. see WE’LL HAVE TO, A19

LABOUR MARKET INFORMATION
ZONING AMENDMENT BYLAW NO. 7697, 2014 (DENSITY BONUS PHASE 2) PROJECT DESCRIPTION: Density Bonus Zoning is a method which would allow the implementation of the Downtown Community Plan while ensuring community amenities such as community centres, recreation facilities, affordable housing initiatives and child care are adequately funded. This helps to ensure that the needs of the growing population are met. WHAT IS ZONING AMENDMENT BYLAW 7697, 2014 ABOUT? This bylaw is to implement Density Bonus Program – Phase 2 as an alternative approach for obtaining amenity contribution from development. This approach would, in most cases, replace the existing negotiated amenity contribution process increasing transparency, consistency, predictability, simplicity and efficiency. Phase two of the Density Bonus Program would apply to high density mixed use and residential zoning in Downtown New Westminster. It would establish base densities and heights equivalent to existing zoning entitlements and bonus densities and heights which correspond with the Downtown Community Plan. HOW DO I GET MORE INFORMATION? The bylaw and all pertinent material are available for viewing online at www.newwestcity.ca/publicnotices, and also in the Planning Department at City Hall 10 business days prior to the closure of the Public Hearing, August 29, 2014 to September 16, 2014 Monday through Friday (except statutory holidays) between 8:30 am and 4:30 pm. HOW CAN I BE HEARD? The public is welcome to attend the Public Hearing on Tuesday September 16, 2014 at 6:00 pm or send a written submission addressed to Mayor and Council prior to the closing of the public hearing.

Museum’s moving day three years in making Relocating from Irving House to new Anvil Centre Mario Bartel
photo@newwestnewsleader.com
Oana Capota has been preparing for moving day for three years. But she’s not packing silverware and appliances for transfer to a new condo. The curator of the New Westminster Museum and Archives is responsible for safely transporting more than 35,000 precious artifacts of the city’s past from their bunker-like home behind Irving House to new digs in the gleaming Anvil Centre on Columbia Street. The first 123 items that will be on public display in the museum’s new home, as well as items from the Canadian Lacrosse Hall of Fame, were trucked Downtown by a specialized moving company on Wednesday. The remaining 35,700 artifacts that comprise the archive’s collection will be moved in the coming months as special climatecontrolled storage facilities in the Anvil Centre come available.
Those artifacts range from a tiny 3,000-year-old arrowhead to the massive Dufferin carriage that’s had a place of pride in the museum’s front window for years. The bright red carriage was built in San Francisco to be used by the Governor General, Lord and Lady Dufferin, for a tour of British Columbia in 1876. It subsequently fell into private hands before it was rescued from a farmer’s field in the 1920s. After some restoration work, it went into service through the 1940s and ‘50s for parades and various civic functions like May Day. Getting the coach to the Anvil Centre will be a three-day effort that begins Monday when it will be jacked up to clear the lower sill of its enclosure at the museum. The big glass window will be removed so the coach can be rolled out of the building, then lifted by a crane onto the back of a flatbed truck. After it arrives at the Anvil Centre, it will then be rolled from the loading bay to its permanent display place. Fortunately for Capota, not all the artifacts are so large and

Oana Capota, the curator at the New Westminster Museum and Archives, checks the Dufferin coach, which will be moved from its current home to permanent display at the new Anvil Centre next week. The coach will be moved through the window at the archives, behind Irving House, then lifted by crane onto a flatbed truck for transport. The delicate process will take three days.
complex to move. But they all required a great deal of care and preparation. That process began three years ago when she was hired as the museum’s new curator in late 2011. Since then Capota and her staff have been fastidiously cataloguing each artifact, researching them to find out their stories and their connection to the community, so she can share those stories on
their accompanying placards at the Anvil Centre. “We want to give people more information than just a label,” she said. Each artifact has been individually wrapped in polyethylene foam and packed into acid-free banker’s boxes. Jack Lubzinski’s scale model of the Pattullo Bridge, which he built when he was a high school student in the 1940s and helped
restore last year, has been divided into four sections, each packed into a large protective wooden crate and wrapped in heavy plastic. A Model T car in the archives’ basement has been tarped and put up on casters to be rolled out through a back door. As long as it fits. “They got it in here,” said Capota, hopefully. But she’s leaving that kind of heavy lifting to the professional movers who have plenty of experience handling historic and fragile artifacts. Once the display items have been moved, Capota will have a little more than a week to organize and set them up for the Anvil Centre’s grand opening on Sept. 14. The new displays, which were designed by renowned Vancouver design house Public Design, will allow visitors new ways to see many of the old artifacts. “There will be a few more bells and whistles to show the artifacts off,” said Capota. “It gives them a new life.” twitter.com/newsleaderfotog

Brett said the lawn signs to “Save Queen’s Park Stadium” give the impression the old grandstand would be bulldozed to accommodate pro soccer but, in fact, “continuing the stadium as it’s currently used will ensure it eventually goes the way of the buffalo.” In May 2013, city council adopted a master plan for the park that suggests a new, smaller grandstand seating 300-500
people could replace the stadium because it’s rarely filled to capacity. Brett said while residents in his neighbourhood immediately adjacent to Queen’s Park expressed concerns about the impact 3,500 soccer fans streaming into their area 14 times a year would have on traffic and parking, 58 per cent still gave their approval to the Whitecaps’ proposal in a recent survey his group commissioned. He said he
expected those concerns to be addressed if the proposal goes forward. The group representing the city’s 1,200 registered soccer players are also keen to have the Whitecaps in town. Guy Ciprian, president of Royal City Youth Soccer, said not only would the young players benefit from access to top-quality facilities, they’d also have role models. “For our kids to have up-front access to professional athletes is

priceless,” said Ciprian. “This is a once-in-a-lifetime opportunity.” Jamie Woods, a director with the Chamber of Commerce, conceded while there are still financial details of the proposal to be revealed, “as long as the associated costs are reasonable, the proposal would be beneficial to the business community.” Woods said revenue from the Whitecaps would be a way to finance the repairs to the grandstand.
Whitecaps’ president Bob Lenarduzzi said while the financial terms of putting a team in New West are still being worked out, he can “ensure it’s a good financial arrangement for the city.” But the clock is ticking. Lenarduzzi refused to budge from the team’s desire to get a deal done by Sept. 15 to meet the deadline for a franchise application to the USL. twitter.com/newsleaderfotog

Live well, & pass it on Organ donation isn’t for everyone. Depending on religious beliefs or personal preference, some people choose not to donate their organs after death. But for those of us who don’t have any stipulations about organ donation, the question remains – why don’t more of us register to become donors? According to B.C. Transplant, there is a critical shortage of organs available for transplant not only in B.C., but all over the world. In 2013, B.C. had the highest living donor rate in the country of 28 per million and 14.5 per cent in deceased donor rate – equalling the national average. There were 346 transplants and the number of organ donors (130 living and 67 deceased) increased as well. But the numbers are still very low compared to the number of people that die in the province each year. Volunteers with B.C. Transplant say some people still aren’t aware they even have to register to become a donor. Fifteen years ago, the method of becoming a donor included simply putting a dot on a driver’s licence. Now, that method is no longer valid and people wishing to become donors must register directly with B.C. Transplant. After death, each person has the ability to help up to 75 different people and save or extend the lives of as many as seven people by becoming an organ donor. Currently there are 473 people in B.C. waiting for vital organs. Only 13 per cent of residents in the Fraser Health region have signed up as donors—the lowest of any region in the province. The numbers speak for themselves.. More of us need to step up and take the few minutes it requires to register as an organ donor at transplant.bc.ca. You could end up saving a life right in your own backyard. —Victoria News

What’s behind the election malaise? Taken aback by complete strangers walking up to you this summer to shake hands? Well, that’s because they’re back. Candidates on the hustings for a city hall near you. And despite their enthusiasm, it’s not a passion shared by most voters if past elections are any indication. Even though local governments in B.C. oversee more than $7 billion in annual spending, in some communities only one in five voters will cast a ballot this November. So what explains this malaise? The cesspool that exists at the local level of dirty tricks, no holds barred campaign rules and backroom shenanigans might have a wee bit to do with it. Lurking around many campaigns are the Don Segretti wannabes, Richard Nixon’s infamous dirty trickster. Don’t like the media coverage your candidate is getting from a journalist? Then post disparaging comments about him online under his wife’s name and on his station’s website to boot, as one campaign manager did in B.C. There was the recent kerfuffle
Dermod Travis between Vision Vancouver and the NPA over the separation of Mayor Gregor Robertson and his wife. Frankly, neither party came out of that one smelling particularly good. Just last year, in a Globe and Mail commentary, Canadian financier and philanthropist Stephen A. Jarislowsky wrote: “We need good people to run for office but the democratic process today does not attract the best and the brightest. Many good people are deterred by attack ads that besmirch hard-earned reputations.” And if good candidates are staying out because they’re turned off by the tone, imagine how voters must feel. Another factor is what Rod Tidwell screamed at Jerry Maguire in that 1996 film of the same name: “show me the money.” There’s spending by special interest groups—real ones and those slapped together for the campaign—that candidates have

to cope with. Unlike provincial elections where third parties are limited to spending no more than $3,138 in a riding and $156,895 province-wide, at the local level it’s a free-for-all. In 2008, ‘Let’s Go Prince George’ spent $38,870 to support five candidates. That’s on top of what the candidates spent themselves. Three of the five won. The principals behind Let’s Go included prominent local developers who undoubtedly had the purest of intentions in mind. In 2011, a group calling itself ‘Four Change’ spent more than $30,000 in Kelowna to support its chosen ones. Six of their eight candidates won. There are no spending limits for candidates either. Maybe for 2018. It’s complex, we’re told. Regina has them. A candidate running for mayor in that city can’t spend more than $62,635 or nearly $20,000 less than the $81,140 Shari Green spent to win the job in Prince George in 2011. And Regina has three times more voters than Prince George. No cap on donations. Seventeen per cent of Green’s campaign spending was covered

by cheques from the Treasure Cove Casino and its owner. Eight months later, Green and council supported the casino’s application to serve alcohol. In Vancouver, so-called “condo king” Bob Rennie hosted a $25,000 a plate luncheon earlier this year for Gregor Robertson and Vision Vancouver. Then there are those ‘let’s get acquainted’ meetings that countless past candidates are all too familiar with: the closeddoor ones where like-minded donors exert some not-so-subtle arm twisting over future voting expectations should the candidate see their name added to the group’s slate and be elected. And there’s one last thing that may contribute to voter malaise: some people like things just the way they are. Don’t expect them to get too worked up about getting more voters to the polls, because it’s easier to win elections with low turnouts. Don’t let them win this November. COMMENT
OPPOSITION IGNORED I’m a 20 year resident and homeowner in the Brow of the Hill neighborhood. My love of B.C. fuels my outrage at the recent approval of the coal transfer facility in Surrey. From everything I have researched the only conclusion I can come to is that Port Metro Vancouver has ignored all the protests and opposition to this project. From, to name only a few: 1) Communities in the districts that will be directly affected by air, noise and water pollution 2) Environmental agencies 3) Aboriginal peoples 4) Public health officers (except the one
on their payroll) 5) Every municipal government including White Rock, Surrey, Delta, Burnaby and New Westminster I am disgusted that in spite of all the objections Port Metro Vancouver has given the go ahead for this project. Imagine how those who live within a stone’s throw of the proposed site are feeling. From wiping particulates from every exposed surface to suffering sleep disturbance from the 125-135 coal car train arrival scheduled between midnight and 5 a.m. daily (set to double within 1 year); enjoyment of their homes and lifestyle will be significantly diminished. I would bet that so will property values. Please, help take the proverbial knife out of the back of our beautiful cities, before they become covered in a blanket of coal dust and diesel fumes. RL Duncan New Westminster
PARKING LOT EXIT IS UNSAFE The exit on to the McInnes Overpass from the (Plaza 88) parking lot is blind, both for pedestrians and drivers exiting the parking lot. It is not possible for me, in a
wheelchair, to see if there are any cars exiting the parking lot until I am in front of them. Similarly, drivers exiting the parking lot cannot see me until we are face to face. Also, the sidewalk curbs at the parking lot exit are cambered to direct wheelchairs into traffic rather than being cambered to go straight ahead. The entire exit is a mess. Not only has nothing been done but no one has even bothered to contact me. This is typical when dealing with New West City. Max Leggett New Westminster
GREAT FUN AT THE QUAY They say one person’s junk is another’s treasures. Multiply that by 200 tables, add three musical stages, hot dogs served up by the Lions and fresh minidonuts. Lay it all out in linear fashion along the scenic Fraser River boardwalk at the New Westminster Quay. Add 10,000 or so people and you have the annual Quayside Boardwalk event last Saturday (Aug.16). Great fun! Benjamin Hechter Burnaby

Re: Modo’s the best of the lot (Letters, NewsLeader, Aug. 29) Contrary to Jaqui Greenlees’ assertion, Car2Go is not necessarily more expensive than Modo car sharing. It depends on the trip. With Modo you pay from pickup to return time at the same place, which means you are paying all the time the car is parked at your destination, which could be a few hours. With Car2Go you can split your journey and won’t have to pay for the time the vehicle is not being used—a lower cost than Modo. Also it can be handy to be able to make a oneway trip. On the other hand, a round-trip with little time at the destination (e.g. to the dump) will cost less using Modo. So it depends. I have a membership in both, but have only used Modo, because Car2Go’s service area doesn’t include New Westminster. I would like to see us encourage Car2Go to expand its coverage to include New Westminster and Burnaby. I would love to be able to use a car-share one way to Vancouver on Sunday morning before SkyTrain starts, and return on transit—not possible with Modo. Frank Norman New Westminster

The penitentiary, which had a tumultuous history of violence and unrest, was closed on May 10, 1980. But the gate house, as well as the old centre block, now know as the Gaol Block, were preserved as a new community of townhouses and condos grew up around them.

Top TransLink executives were all paid more overall in 2013 despite recent claims that the transportation authority had frozen management salaries and ended bonuses. TransLink’s financial information filing shows CEO Ian Jarvis received total compensation of $468,015 in 2013, an increase of seven per cent from 2012. In addition to $83,700 from two types of bonuses paid to him in 2013, Jarvis got a three per cent raise in base pay to $319,244 to partly compensate him for the elimination of his long-term bonus. The long-term incentive plan, a condition of his contract when he took over in 2009, promised a bonus of up to 20 per cent based on his performance from 2010-2012. As with Jarvis, other
TransLink executives got a lift in base pay of 2.4 to 6.4 per cent at the start of 2013 to compensate for the elimination of their short-term bonus programs. It added up to total 2013 compensation of around $380,000 for chief operating officer Doug Kelsey and chief financial officer Cathy McLay. TransLink spokesperson Colleen Brennan said confusion about executive compensation stems from the timing of when the bonuses were earned and paid out. She said the noweliminated bonuses earned in 2012 still had to be paid in 2013, but they will disappear in subsequent years. As a result, she said, most executives’ total compensation for 2014 will drop $20,000 to $40,000 compared to 2013 numbers when it’s reported next year.
RALLY & MARCH TO
SAVE QUEEN’S PARK STADIUM MONDAY, SEPTEMBER 8, 5:30 PM
The Vancouver Whitecaps FC want to install a USL soccer team in Queens Park Stadium. This plan will eectively displace many community based sports teams which currently use the stadium (including baseball, lacrosse and soccer). AT ISSUE: • There has been no disclosure of the costs to the City to make the changes required to the stadium and to build a replacement baseball diamond of appropriate size. • Should taxpayers be paying for irreversible changes to a New West landmark when the Whitecaps can only offer verbal assurances that the franchise will be staying long term? • The stadium is currently a multipurpose venue, in use most days of the year - this plan will see the venue stand mostly idle, hosting only 14 games per season. • Parking would become problematic in the Queen’s Park neighbourhood on game days. • Professional soccer in Queen’s Park will undoubtedly bring with it alcohol sales and its associated ills: public drunkenness and increased policing costs. • Why Queen’s Park? A venue outside a residential neighbourhood would be more suitable - a venue closer to transit, shops, restaurants and pubs. This is our last chance to let council know that they cannot place corporate interests ahead of the interests of our community!

Driving to Hell and back can be cool NEW WESTMINSTER

ANN ARBOR, MI. – If you’re driving to Hell, what kind of car would you want to be in? An SUV? A sports car? One that if you never come back, at least your missing person’s report would list you last seen: “in something fast, flashy and awesome?” When my driving partner and I stumbled upon Hell, Michigan, or at least the sign that directed us that way, we were in the allnew, 2015 Hyundai Sonata; a sedan that is now seven generations strong. We had air conditioning in case it got really hot and directions via the navigation system in case we wanted to go to Hell and back and lost our way. And comfortable seats in case the crossing of the River Styx was long and arduous. Furthermore, we had the power to get us out of there if we needed to leave in a hurry. Okay, enough about Hell and back to the car… for 2015, the Sonata gives you two engine options; both of which have been revised for the seventh generation. The first is a peppy 2.4L,

4-cylinder with 185 horsepower and 178 lb-ft of torque. Then there’s the spirited, optional, 2.0-litre twin-scroll turbocharged four-cylinder engine with 245 horsepower and 260 lb-ft of torque. Both engine variants are linked with a 6-speed automatic transmission. There’s a lot going on with Hyundai’s mid-size sedan. It’s built with an all-new chassis, which equates to a more comfortable ride, better handling and an overall improvement in NVH
Placement of the buttons and switches in the Sonata was paramount and was a major focus for designers and engineers. (Noise, Vibrations, Harshness.) To test that out, we took it to the streets of Ann Arbor in Michigan, as well as the backcountry roads that have sweeping corners and tight turns. The first thing I noticed was how much better the handling was, especially when you have it in Sport mode. The 2015 Sonata gives the driver a choice of three drive modes. These modes work together with the sedan’s engine, transmission, and Motor-Driven Power Steering (MDPS) to suit different driver preferences. In Sport, powertrain responsiveness and heavier steering weight are both
increased. Speaking of steering, Hyundai mentions, “The 2015 Sonata’s steering wheel features an irregular shape with increased rim thickness and ergonomic grip rests. These subtle changes ensure more of the steering wheel surface remains in contact with the driver’s hands. In turn, the vehicle offers enhanced steering system feel, especially at high speed.” I’d agree with this. My fingers were comfortably placed at 9 and 3 o’clock and felt pretty good there. But it’s not just the driving modes and steering wheel that make the Sonata as
popular as it is. The 2015 comes with all new styling inside and outside. Let’s start with the cabin, since the driver will spend more time looking at a centre stack than they will the front, hexagonal grille. Featuring even higher quality materials than before, it’s softer to the touch and the layout is optimized for the driver. Placement of the buttons and switches in the Sonata was paramount and was a major focus for designers and engineers. On the outside, you’ll see a family resemblance to the Sonata’s big brother, the Genesis. The character line is more pronounced, yet the cumulative look is more sophisticated and mature. It’s a tough segment to be in. When you have frontrunners like the Toyota Camry, Honda Accord, Mazda6 and more, it can get pretty heated. But the Sonata remains cool and collected and has the goods to keep up with the best of them. The 2015 Hyundai Sonata has a starting MSRP of $23,999. The top of the line Sport 2.0T Ultimate has an MSRP of $34,799.
AN OPeN LeTTeR FROM WhITeCAPS FC Dear citizens of new westminster, On July 8, 2014, Vancouver Whitecaps FC and the City of New Westminster announced our intent to launch a United Soccer Leagues (USL) PRO franchise in this community. It’s an exciting initiative for our club, for the future of Canadian soccer, and most importantly for the community of New Westminster. Under this proposal, a refurbished Queen’s Park Stadium would become the home pitch for Whitecaps FC’s USL PRO team while remaining accessible for various community sports and events. Our club has always prided itself on being a significant asset to the local community, and it’s a responsibility that we take very seriously. As long-term committed tenants, Whitecaps FC will be exclusively responsible for all operating expenses associated with the team, including stadium rent. More than ever, a beautiful refurbished Queen’s Park Stadium would become a multi-use facility to be enjoyed and used by the community year-round, as managed by the City of New Westminster. The venue has a long history, which would be celebrated by preserving and upgrading the main structure of the existing stadium. Upon refurbishment, the stadium would not only house professional soccer, but also a variety of festivals, community events like May Day and Movie Night in the Park, and local arts, all of which our club would be keen to participate in as members of the community. We are committed to working with the city and its residents to make sure this is a crown jewel for the Royal City. With that in mind, we want to take this opportunity to provide some facts about our proposal.
our vision: • Build a successful franchise the community can be proud of for years to come • Grow the sport of soccer in New Westminster, the Lower Mainland, B.C., and ultimately Canada • Create a professional team that provides a bridge to the club’s Major League Soccer team • Develop a long-term platform to develop young players for the Canadian national team
what is usL Pro? • USL PRO is the strongest North American men’s professional soccer league below Major League Soccer • The league has 20 teams in North America and is growing rapidly • USL PRO teams play 28 matches from March through September - 14 of those matches are at home • It is anticipated that most games will be held on weekend afternoons and early evenings • If approved by the September 15 USL PRO franchise deadline, this team would start play in March 2015 We know there’s a long tradition of baseball in New Westminster. That’s why they were one of the first groups our club and the City of New Westminster reached out to as part of this process. Through our conversations with the city, we are confident in their commitment to accommodate baseball’s needs. There is room in New Westminster for all sports to thrive. We believe bringing a USL PRO team to the city would benefit all residents. Supplemental Application to Participate in National Energy Board Public Hearing for Trans Mountain Pipeline ULC The National Energy Board (NEB) began a public hearing into Trans Mountain Pipeline ULC’s (Trans Mountain’s) proposed Trans Mountain Expansion Project (Project) on 2 April 2014. Over 2,000 individuals and groups filed Applications to Participate in the hearing and the Board admitted 1,650 participants. Description of the Project The Project would expand the existing Trans Mountain pipeline system located between Edmonton, Alberta (AB), and Burnaby, British Columbia (BC). It would include approximately 987 km of new pipeline, new and modified facilities, such as pump stations and tanks, and the reactivation of 193 km of existing pipeline. There would also be an expansion of the Westridge Marine Terminal. New pipeline segments would be added between Edmonton and Hinton, AB; Hargreaves and Darfield, BC; and Black Pines and Burnaby, BC. Reactivation of existing pipeline segments would occur between Hinton, AB and Hargreaves, BC; and Darfield and Black Pines, BC. The Project application and all related filings can be found on the NEB’s website. Supplemental opportunity to participate in the NEB Hearing Recently, Trans Mountain submitted a new preferred corridor for its delivery lines from Burnaby Terminal to the Westridge Marine Terminal, through Burnaby Mountain. The original Application to Participate Notification posted for the Project did not contemplate this new preferred corridor through Burnaby Mountain. Should those who are directly affected by, or have relevant information and expertise related to, the new preferred corridor through Burnaby Mountain wish to participate in the hearing, they must apply to do so. The Project is being assessed under both the National Energy Board Act (NEB Act) and the Canadian Environmental Assessment Act, 2012 (CEAA 2012). Under the NEB Act, those who are directly affected will be allowed to participate and those with relevant information or expertise may be allowed to participate. In addition, if the Board is of the opinion that an applicant has relevant information or expertise about the environmental assessment under the CEAA 2012, then they will be allowed to participate. While the Application to Participate form allows applicants to indicate their preferred method of participation, the Board will decide how best to hear from each approved participant on a case-by-case basis. Applicants must clearly describe their interest in relation to the List of Issues for the hearing (included in the Application to Participate form) and how they are directly affected by, or have relevant information related to, the new preferred corridor through Burnaby Mountain. Existing participants need not apply again. Commenters may comment on, and intervenors may ask questions/file evidence/present argument on, any component of the Project, including the Burnaby Mountain section. The Application to Participate is on the NEB’s website at: www.neb-one.gc.ca under Major Applications and Projects, select Trans Mountain Expansion This supplemental Application to Participate process will be open from 8 September 2014 to 24 September 2014. Individuals and groups applying to participate must provide enough information for the NEB to decide whether participant status should be granted. Applications will only be considered from individuals and groups who are directly affected by, or have relevant information and expertise related to, the new preferred corridor through Burnaby Mountain. Contacts Information on NEB hearing processes and participant funding is available at www.neb-one.gc.ca/TransMountainExpansion. If you require additional information, the NEB has a dedicated Project-specific Process Advisor Team to provide assistance. Vancouver Home + Design Show returns to BC Place By Kerry Vital
The annual Vancouver Home + Design Show will return to BC Place starting on Oct. 16, showcasing the latest trends and tips for homeowners. Among the highlights this year will be celebrity guests such as Bryan Baeumler, host of HGTV’s Leave it to Bryan and House of Bryan, and celebrity interior designers Colin
McAllister and Justin Ryan, currently stars of Cottage Life TV’s Colin and Justin’s Cabin Pressure. “We are so excited to welcome our favourite designing duo back to the Vancouver Home + Design Show!” says Jill Kivett, regional director at Marketplace Events, who owns and operates the Vancouver Home + Design Show. “Colin and Justin made their Vancouver debut at our show in spring 2007, and we can’t wait for our show-goers to get re-acquainted.
NEW HOME DEVELOPMENT
From their signature humour to their spot-on design savvy, our crowds are definitely in for a well-deserved treat.” The Metrie Main Stage will host several local experts, including Jamie Banfield of Jamie Banfield Design, Sarah Gallop of Sarah Gallop Design Inc. and Leigh-Ann Perrrault, a DIY blogger and regular contributor to Cityline. Other highlights include the Samsung Tag Team Kitchen Challenge, indoor street market Portobello West and Ask A Designer, among others. The show runs until Sunday Oct. 19. “Good design is all about finding your personal style and translating it effectively and affordably into everyday life,” says Kivett. “We’re looking to give every single person to walk through our show at least one tip they can use in their space, whether they rent or own. It’s take-home advice in its finest form.” For more information about the show and to purchase tickets, visit www.vancouverhomeshow.com. Tickets will also be available at BC Place.

Prodigy is Adera’s second six-storey wod-frame project at the University of British Columbia. Among the beautiful features of the homes are stainless-steel appliances and quartz slab countertops in the kitchen.
Higher living at Adera’s Prodigy By Kerry Vital
Adera has been inspired by greatness with Prodigy, their newest condominium project at the University of British Columbia. “Prodigy will be the best building we’ve ever built,” says Eric Andreasen, vicepresident of marketing and sales for Adera. “We’ve taken what we learned from our past projects at UBC and put it all into Prodigy.” Prodigy is Adera’s second six-storey wood-
frame project at UBC, and will include two buildings and 188 homes ranging from 640 to almost 1,000 square feet. “It’s been highly successful so far,” says Andreasen. “The first phase is almost 50 per cent sold, and now we’re looking forward to the next phase of the building.” Prodigy’s exterior is inspired by the natural surroundings, incorporating exposed wood beams, cedar soffits and warm brick cladding. A dramatic two-storey glass lobby bridge and breezeway will link the two buildings. Residents on the penthouse level will all have their own private roof deck, known as Adera’s signature West Coast Lanai. The roof soffiting will be extended over a portion of the deck to allow homeowners to use their deck yearround. “This is something people will be proud to come home to,” Andreasen says. The defining feature will be the extensive
water elements, including the massive reflecting pond in the interior courtyard, where ground-floor patios will have water right up to the edge. Residents will also have stunning views of neighbouring Mundell Park and the lush landscaping that will surround Prodigy. Inside, homeowners will find an elegant kitchen with stainless-steel appliances, quartz slab countertops and a porcelain tile backsplash. One of the upgrades available is the “Ultimate Gourmet Kitchen” package, which Andreasen notes is now going to be standard in the penthouse units after several buyers on that level requested it. The luxurious bathrooms feature porcelain tile flooring, complemented by quartz slab countertops and sleek plumbing fixtures. Homeowners at Prodigy will have access to the i.D. By Me program, which allows you to personalize your home with upgrades that are
right for your lifestyle and your personality. Some of the options you can choose include your colour scheme, upgrading your appliances, changing your flooring, or custom millwork. There will be pedestrian and cyclistonly green streets on two sides of Prodigy, enhancing the natural feel of the entire development, and connecting Prodigy to various parks and other parts of Wesbrook Village. Homeowners at Prodigy will be able to take advantage of all the amenities that the neighbourhood has to offer, including an elementary and secondary school, shopping, dining and recreation. They will also be just steps from Pacific Spirit Regional Park, with its 762 hectares of beaches and temperate rain forest. Homes at Prodigy start in the low 400s. For more information, visit www.adera.com, email prodigy@adera.com, call 604-221-8878 or visit the presentation centre at 106-5983 Gray Avenue, Vancouver, open daily between noon and 5 p.m.
