Amalgamation question to be asked in CS Central Saanich to ask non-binding question on amalgamation during November’s election Devon MacKenzie News staff

The District of Central Saanich will ask residents about amalgamation this fall. Council voted on Monday night to include a nonbinding opinion question in November’s municipal election ballots that would test the community’s appetite for amalgamating the three Saanich Peninsula municipalities. The question would ask residents if they support the District petitioning the province to do a study to examine the feasibility of amalgamation of Sidney, North and Central Saanich. “We’ve spoken about this at length and I think it’s time to pose the question to our electorate,� said Councillor Carl Jensen during Monday night’s meeting. Council made it clear to staff in a motion that the question had to be obviously non-binding. “This is only about informing the next council on the community’s appetite for petitioning the province to fund a study of the potential amalgamation of the Peninsula,� said Mayor Alastair Bryson. Chief Administrative Officer of the District, Patrick Robins, said he estimated the cost of the opinion ballots at around $3,000 and the additional costs of things like advertising at around $1,000. So far, neither Sidney nor North Saanich have decided to ask a non-binding opinion question during November’s civic election.

Cyclist struck and killed on Pat Bay Highway Devon MacKenzie News staff

A cyclist was struck and killed on the Pat Bay Highway on Wednesday afternoon. Corporal Erin Fraser from the Sidney North Saanich RCMP said officers got a call around noon to a motor vehicle accident just south of the McTavish interchange on the Pat Bay Highway.

Members of the Central Saanich Police, B.C. Ambulance and North Saanich Fire Rescue also responded to the incident. According to witnesses, Fraser said a male cyclist riding along the southbound lane of the highway was struck by a white van travelling in the same direction. On Wednesday afternoon, police said they didn’t believe speed or alcohol

were factors in the accident on the part of the van driver and were examining whether or not the cyclist entered the vehicle lane. The cyclist was taken to hospital where he was pronounced dead. A former mayor of Sidney has announced his intent to seek the job once again in the fall. Don Amos, who was mayor from 1996 to 2008 and a councillor from 1990 to 1993, was sparked into seeking office again by land use decisions on the Sidney waterfront. Earlier this year, Amos spoke out against plans for a mixed commercial and residential project on the Seaport East lands, adjacent to the Pier Hotel. He calls

the future of the site his unfinished business from his 15 years on Sidney town council. “It’s a challenge for the community,” he said. “The mayor and council have to work with the lease holder to provide satisfactory development of the area.” During Amos’ tenure on council, he was a part of the land negotiations that saw the building of the Pier Hotel and the designation of Beacon Park. He said his vision for the Seaport East land is for more public, waterfront space with any other development limited to the existing parking lot area. “The waterfront land is the community’s land,” Amos said. “We must safeguard the waterfront portion.” Amos is, however, approaching his candidacy with more than just that single issue, although he did say the waterfront is unfinished business from his terms of office. He said the community as a whole is facing new pressures, not the least among the town’s business sector. With new retail pressure coming from new developments nearby Sidney, Amos said there are opportunities for the town. To take advantage of those, he said he would hold a series of community forums, designed to gauge what the public wants. Continued on page 5

It’s a return, he explained, to a portion of the Vision 2000 process he was involved with during his time as mayor in a process that established a direction for the town on various areas. Amos said he doesn’t think the process would need to go as far as a complete official community plan overhaul, but at least give a new council a better idea of what the community wants. “Change always occurs,” he said. “The community may decide it needs to proceed in a new and different direction.” Amos was on council during the change of Beacon Avenue’s traffic direction, making it

a segmented one-way and two-way street. He said the future of Beacon cannot be set in

isolation but noted any change will have serious impacts on the rest of traffic through town, as well as direct costs to the taxpayer. He said he knows the issue will come up during this election and asks the question: do people want the

change? Amos added this municipal election is not about one or two specific issues, but a

variety and moreover is about the future of Sidney. He said he has the experience to do the job as mayor and the willingness to seek the public’s feedback including on sensitive topics like amalgamation. “A non-binding ques-

tion should be asked,” Amos said about the chances for a referendum question on this fall’s municipal ballot in Sidney. He added such a question doesn’t mean amalgamation would proceed, but would at least ask the public and set in motion an information process to explain the ramifications of amalgamation. Amos is the third mayoral candidate in the Town of Sidney this fall. He faces newcomer Steve Duck and current councillor Steve Price. Mayor Larry Cross, who took over the job from Amos in 2008 after Amos decided not to run for mayor again, has stated he will not seek re-election this November.

Flip the switch on cellphones

B

efore jumping all over ICBC for requesting an increase of 5.2 per cent for basic insurance, let’s look at their reasons for the request. Claims are up – way up – from five years ago. Bodily injury claims hit $1.9 billion in 2013, up $73 million from 2012 and by more than $500 million from five years earlier. That’s 33 per cent higher than five years ago. Legal and medical costs are also up. And what has happened in the past five years? Technology. The ever-growing use of cellphones and other personal electronic devices by drivers is a major factor cited for the rise in injury claims. But why should those of us without cellphones pay more because of the irresponsibility of some of those with them? Perhaps it’s time for ICBC to start awarding further reductions to those who do not have cellphones, or those who do not use them in their cars. Of course, something like that would be near impossible to monitor. The real solution is for the automotive industry to jump in and rectify the situation. Here’s how. Install a mechanism in the motor of the car that renders smartphones, laptops and other such instrumentation useless, while the engine is engaged. Impossible? Hardly. After all, you can turn on the lights of your Courtenay house from your hotel room in Victoria now. A disengage switch for smartphones et al should be a breeze. Too “Big Brother” for you? Don’t consider it “Big Brother”; consider it improvement to vehicle safety for the good of all. Remember, seatbelts used to be optional; as did motorcycle helmets. Plenty of people protested those laws as well. But we eventually got over it. Heaven forbid that we should be forced to drive without the use of a phone, or a laptop, or a DVD player. That’s so 1990. And what did car insurance cost in 1990?

More police only answer to dangerous driving Michael Owen puts himself in a new box, called “traffic calming,” with his suggestion in your Aug. 20 edition of the PNR to put a planted median along the freeway through Sidney. He and Heather Brost miss that “traffic calming” devices like speed bumps and medians do not stop deliberately dangerous drivers. Esquimalt proved that median shrubbery only serves to hide jay-crossers. Saanich proved that speed bumps are a joy for jackedup pickup trucks who bounce far worse when they can get off road. Saanich even tried chicanes on Cowper street, but I saw a dually truck navigate one above the speed limit without scraping a tire – a skilled driver wanting a challenge. The only thing that works is police in their face, repeatedly, to re-educate them. The benefit of frequent police presence was shown by a dramatic reduction in accident rate on the Malahat Mountain Highway a few years ago. However, the effect will be temporary without a longer period of enforcement. More police would provide surge capacity for major accidents, major fires and violent protesters such as at Olympic torch parades in Vancouver, Victoria and Salt Spring Island. In between, besides routine dangerous drivers, police would catch more intoxicated drivers, people with rescinded licenses and more wanted persons. I ask voters if they will care to

Flyers boggle the mind and cost consumers Ten pounds in four weeks. No it is not weight gained or lost; it represents advertising flyers that came to my house during that time period. This represents 1,300 pounds for a full year. Is that so bad? Only if you consider the following. 1 - The majority of the grocery stores send me two every week. 2 - One of those stores claims to be environmentally friendly and is cutting plastic shopping bags out. There seems to be a ‘shotgun’ approach to advertising. 3 - The cost of all the flyers goes back into product costs for the customers meaning higher prices. 4 - Another cost will be higher recycling costs which will come out of our tax money. I do not know how many households there are in Greater Victoria, but the wasted money boggles the mind. the mark on education What’s wrong with our B.C. government? I spoke to someone who taught school for more than 30 years in Ontario. Over 30 years, that education ministry had only one time of strife over union contacts and that was when Mike Harris was premier. Ms. Clarke and Mr. Fassbender should spend two days in a classroom which would include students with special needs (which a great majority of classrooms do). From their public announcements it appears to me that they have no idea what happens in a classroom or the work load teachers have. B.C. teachers are not the highest paid teachers in Canada. In fact they are about in the middle of the provinces when it comes to salaries. This government does not even respect the two court decisions which order that the BCTF be allowed to negotiate class size and composition. They are willing to spend money on lawyers to appeal this order but refuse to adequately fund our school system. Ms. Clarke and Mr. Fassbender do not respect teachers, parents, students, our system or the taxpayers of B.C. We want a negotiated settlement and we want it now. Jean Woodland Sidney

Grandmothers cycling for a cause Ride coming through Brentwood Bay on Sunday, Sept. 7 Devon MacKenzie News staff

Twenty-eight riders with the Grandmothers to Grandmothers campaign will ride through Brentwood Bay this weekend in support of the Stephen Lewis Foundation. Joanne Lomax and a team of riders are pedalling from Campbell River to Victoria Sept. 5 to 7 with hopes of raising $80,000 for the charity that helps African grandmothers who are the sole caregivers of their grandchildren who have been orphaned due to the AIDS pandemic. “It’s my first year with the ride and I’ve been training since April,” explained Lomax, adding that many of the team members have ridden in previous years for the same cause. “We all train about four or five days a week so it’s pretty intense considering the age range of the riders is from 55 to 72. It’s definitely a group of super fit, super strong women who just want to make

these orphans.” The team drove up to Campbell River yesterday (Thursday) afternoon and will begin the ride today. They will end the ride in downtown Victoria on Sunday at the Legislature lawn just before 3 p.m. with a big celebration. “Each day we ride a significant distance but all the way along we have support vehicles and people to cheer us on. We’re hoping people come out to the Brentwood Bay ferry on Sunday at noon to cheer us on there too, because I’m sure we’ll need it by then,” laughed Lomax. Driving to Hell can be cool Alexandra Straub

ANN ARBOR, Mich. – If you’re driving to Hell, what kind of car would you want to be in? An SUV? A sports car? One that if you never come back, at least your missing person’s report would list you last seen: “in something fast, flashy and awesome?” When my driving partner and I stumbled upon Hell, Michigan, or at least the sign that directed us that way, we were in the all-new, 2015 Hyundai Sonata, a sedan that is now seven generations strong. We had air conditioning in case it got really hot and directions via the navigation system in case we went to Hell and lost our way back. And comfortable seats in case the crossing of the River Styx was long and arduous. Furthermore, we had the power to get us out of there if we needed to leave in a hurry. Okay, enough about Hell and back in the car… for 2015, the Sonata gives you two engine options; both of which have been revised for the seventh generation. The first is a peppy 2.4L, 4-cylinder with 185 horsepower and 178 lb-ft of torque. Then there’s the spirited, optional, 2.0-litre twinscroll turbocharged four-cylinder engine with 245 horsepower and 260 lb-ft of torque. Both engine variants are linked with a 6-speed automatic transmission. There’s a lot going on with Hyundai’s mid-size sedan. It’s built with an all-new chassis, which equates to a more comfortable ride, better handling and an overall improvement in NVH (Noise, Vibrations, Harshness.) To test that out, we took it to the streets of Ann Arbor in Michigan, as well as the

The 2015 Sonata gives the driver a choice of three drive modes. These modes work together with the sedan’s engine, transmission, and Motor-Driven Power Steering (MDPS) to suit different driver preferences. In Sport, powertrain responsiveness and heavier steering weight are both increased. The steering weight definitely comes in handy on the twisty parts of the road. In Normal mode, steering isn’t as responsive but better suited for urban environments. And if you’re in a fuel saving mood, pop the

car into Eco mode. This softens throttle response and recalibrates transmission response so you get the most out of your tank. Speaking of steering, Hyundai mentions, “The 2015 Sonata’s steering wheel features an irregular shape with increased rim thickness and ergonomic grip rests. These subtle changes ensure more of the steering wheel surface remains in contact with the driver’s hands. In turn, the vehicle offers enhanced steering system feel, especially at high speed.” I’d agree with this. My fingers were comfortably placed at 9 and 3 o’clock and felt pretty good there. But it’s not just the driving modes and steering wheel that make the Sonata as popular as it is. The 2015 comes with all new styling inside and outside.

Adjudication for the Sidney Fine Art Show begins this Sunday. The show, which attracts thousands of people to Sidney’s Mary Winspear Centre each October since 2003, will take place this year from Oct. 17 to 19. Volunteer positions for the adjudication have been filled but organizer Fern Johnson said there are still a few volunteer spots left for the actual show set up, duration and take down which runs from Oct. 14 to 19. “We had great response for volunteers but there are still some shifts during the show that will need to be filled,” said Johnson. An important part of any major purchase is doing your homework, and in a real estate transaction, that includes important elements like home inspections. “I always think of this way,” explained Paul Macris, a real estate agent with Holmes Realty in Sidney. “If you’re about to make one of the biggest, if not the biggest, purchase of your life, you want to make sure you’ve covered all your bases. It’s in a buyer’s best interest to have their own home inspection done.” Macris said that often, the choice of who to have inspect a perspective home will depend on the type of home a purchaser is buying. “Many home inspectors specialize in a type of home or have more experience with one type of home or a specific area. Whether it’s condos, waterfront, rural areas, you want to make sure you’re getting the right inspector for the job,” Macris said. The biggest benefit to have a home inspection done, continued Macris, is that home buyers will have done their due diligence. “If any problems come up during the inspection it gives a buyer a chance to figure out whether they want the seller to repair the issue, or if it is something that can be negotiated between the two parties.” Macris also said that a home inspection can act as a springboard to looking at other, potentially more serious problems a home buyer might encounter. “You have to remember a home inspector isn’t an expert at every system in the home, but they will give you a good idea what may need

Another benefit, he added, is that many home inspectors will give home buyers a ‘to-do’ list of items that may need attention sooner than later. Common issues he’s encountered in home inspections on the Saanich Peninsula, Macris said, vary from septic field issues, buried oil tanks, wells and perimeter drains. “Every area has its nuances, and a good home inspector should know what to be looking for. Basically by having a home inspection done you’re mitigating your risk as much as possible,” said Macris. And if you’re working with a real estate agent already in your home search, Macris said they can be one

of the best places to start when it comes to finding a good home inspector. “That’s what we do, our role is multi dimensional. We work as an advisor, a consultant and a overseer of the financial contract. So asking us where to start is a part of the job.” Helene Barton, executive director of the Canadian Association of Home and Property Inspectors BC (CAHPI) said that it is vital for people to select a licensed home inspector. “In 2009 the industry became regulated, so consumers should only be using licensed inspectors who also belong an approved association like CAHPI,” Barton explained. Barton also agreed with Macris that it’s important for buyers to make sure they’ve hired the right person for the job.

“Always contact three or four inspectors and interview them. Find which one is right for you based on their experience,” Barton said. Barton also said it’s important for people to realize that an inspection is only a snapshot of the home on the day of the inspection. “An inspection is a comprehensive visual examination designed to find major deficiencies and safety issues,” she explained. “If an inspector sees something that is outside of their realm of knowledge, they will recommend it to be inspected by an expert on that particular aspect.” A list of registered home inspectors with the Canadian Association of Home and Property Inspectors (CAHPI) B.C. can be found at cahpi. bc.ca. reporter@peninsulanewsreview.com

The Terry Fox Run in Central Saanich happens next weekend and organizers are encouraging locals to come out for the annual event. “We will have registration from 8 to 9 a.m. on Sunday, Sept. 14 and we’re expecting around three or four hundred people out to Centennial Park,” said organizer Connie Hardy,

adding that she hopes to maybe see bigger numbers if there is still no end in sight for backto-school. “Kids normally do a run with their school later in September so this is a great opportunity for them to still be involved if school isn’t back in yet.” Run participants, Hardy continued, will have the opportunity to choose a five, eight or 10 km route and walk participants will

enjoy a 5 km flat walk. “The walk route is pretty much suitable for everyone, even wheelchairs,” Hardy said. “Even if you can’t run or walk, you’re more than welcome to just come and enjoy the day.” The run and walk will be followed by a pancake breakfast (courtesy of the Central Saanich Lions), a head shave and door prizes. “It’s just a really

super community event,” Hardy said. “A family can come out and participate in it together and all the funds go directly to the Terry Fox Foundation and cancer research.” Registration for the run or walk is by donation only. Public consultation on Maber Flats next week Devon MacKenzie News staff

The District of Central Saanich is hoping to hear the public’s voice on the proposed Maber Flats project next week. On Wednesday, Sept. 10 from 3 to 7 p.m. at municipal hall (1903 Mount Newton X Rd.) the District will hold a public open house to gain input on a project that could see the 25 acres of Maber Flats lands acquired by Central Saanich and turned into an agricultural drainage facility. “We look forward to informing the public about the project and receiving their feedback,” said Central Saanich Mayor Alastair

Bryson this week. “Striking the right balance between the agricultural, stormwater management and ecological values will be critical to the project’s success, however the immediate decision facing the current council is whether to acquire the site.” The District entered into a conditional land sale and donation agreement to acquire the land last month. The land is currently owned by Brentwood Developments Ltd. Over the last few years, the District has successfully implemented channel improvements to Graham Creek south of Centennial Park, said Bryson.

“This is a significant investment decision for the District. Council is keen to ensure that the community understands the Integrated Stormwater Management Plan (ISMP) that’s driving the project and also that there’s broad support for the purchase of this property,” he said. An earlier concept of the project included a partnership with the Nature Conservancy of Canada to create a nature reserve, however, Bryson said, the current agreement is just between the District and Brentwood Developments Ltd. The District said the purchase would be funded through reserves and accumulated surplus.
