Lightkeeper credited with saving nine lives KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
Quadra Island director Jim Abram is crediting the federal government’s decision to retain lightkeepers with saving nine lives last week. The lightkeeper at the Entrance Island lighthouse off Nanaimo helped rescue a group whose boat had overturned in rough seas August 25. The lightkeeper spotted the craft, got in his own boat and raced to the scene, pulling all nine from the water. Abram, a former Cape Mudge lightkeeper, said that had the government chose to de-staff lightstations as was planned in 2011, the group may not have been so fortunate.
“We have nine people who are alive today because we have lightkeepers there,” Abram said. “It’s very, very important to have the eyes out there and in this case, have the physical body there to pluck them out of the water.” Lt. Paul Pendergast, navy public affairs, said that according to the log at the Joint Rescue Coordination Centre in Victoria, the group’s vessel starting taking on water and as it filled, it capsized, sending all nine occupants into the water. The log states that “the lighthouse keeper rescued all persons from the water and transferred them to the Nanaimo Port Authority vessel Eagle. The Eagle then transferred two hypo-
thermic patients to the (hospital).” The incident occurred at 1:40 p.m. last Monday about one nautical mile north east of Entrance Island. Abram said those rescued are living proof of the importance of lightkeepers. “It’s an essential service – it shouldn’t be discontinued no matter what government comes in,” Abram said, alluding to next year’s scheduled federal election. With his time spent manning t he C ap e Mu d g e l i g ht h o u s e , Abram knows first-hand the valuable role lightkeepers play in keeping boaters safe. “There are logs of incidents year after year that happened there,” Abram
said. “In the 18 years I was a lightkeeper it tells of numerous times people were in trouble and the lightkeeper responded. From off that tower, you can see 15, 20 miles.” But while the arguments for retaining lightkeepers may seem obvious, the federal government has tried more than once to de-staff lightstations on cost-saving recommendations from the Coast Guard. The latest attempt was in 2010 (the first in 1995) but was quashed by the Canadian government in March 2011 following a report and recommendation from a Senate Standing Committee. That committee visited lightstations on both coasts, including the Cape Mudge lighthouse

Senators heard repeatedly that lightkeepers are “the eyes and ears” of the coast, particularly in remote areas. “The report came out, and they got it,” Abram said. “They really did get it and it was so refreshing for us as lightkeepers to hear that someone in the federal government finally got it, they under-
stood they had been misled by Coast Guard bureaucrats.” And the good news did not stop there. The Fisheries and Oceans minister at the time, Gail Shea, put a halt to the de-staffing and months later, new minister Keith Ashfield told Coast Guard not to bring the issue forward again. Abram said he hopes
the issue has been permanently put to rest. “You can never have a maximum number of people doing this job,” Abram said. “It takes so little time for a tragedy to happen. All it takes is one little slip of a steering wheel for a boat to flip over. The whole thing about keeping staff at lightstations – it’s absolutely essential.”

Kevin McKinnon is an award-winning photographer and writer who has worked at newspapers on Vancouver Island and in the Lower Mainland since 1995 and holds a Diploma of Professional Photography from the Western Academy of Photography in Victoria. Travel has given him an appreciation of the west- Coast lifestyle and no matter where he has worked, he has always considered the Island his
home. So far McKinnonn has travelled to the U.S., the United Kingdom, Italy, Croatia and Bosnia-Herzegovina where he photographed the Canadian Forces peacekeeping mission. McKinnon has shared his enjoyment of photography with his daughter Selah and loves spending time with her capturing the beauty the Island has to offer. Relocating to Campbell River has offered him the opportunity to blend his family with that of his partner Jodi and her
daughter Brianna. McKinnon understands not only the unique challenges of newspaper circulation management but also has experience as an entrepreneur which taught him organization and the value of hardworking staff. I’m just trying to be a friend.”

The Strathcona Regional District has agreed to purchase a hotly debated piece of property for nearly $1 million. After five years of negotiations with Island Timberlands, the owner of the 70-acre greenspace on Cortes Island, the property is expected to soon belong to the regional district. Island Timberlands accepted an offer of $839,000 for the property, known as Whaletown Commons, which is appraised at $826,000 ($475,000 for the timber and $351,000 for the land). The Whaletown Commons Society, a nonprofit which has been trying to secure the land for more than 20 years, is partnering with the regional district and has agreed to chip in roughly $73,000 towards the purchase with its share raised through local donations.
Cortes Director Noba Anderson told her constituents in a newsletter in June that the regional district has more than $571,000 in community parks reserve funds that it’s prepared to contribute towards the purchase. Anderson said she’s pleased the regional district was able to secure the land for Cortes residents to enjoy for years to come. “I am beyond delighted that this long-standing community park priority has finally become a reality,” Anderson said in a news release. “The purchase of Whaletown Commons is a rare opportunity to secure 70 acres of green-space in the centre of a neighbourhood, and I am honoured to be part of making this happen.” The Whaletown Commons Society, which was formed with the sole purpose of keeping the greenspace as parkland, wants to use the property to create a community park in Whaletown
and to provide a spot for potential re-location of some of the community’s public assembly buildings. The greenspace is a valuable piece of land because of its high forest and riparian values, salmon-bearing Burnside Creek, and it provides a natural habitat for wolves and other animals. It also connects three Whaletown sub-neighbourhoods and is set to become the first formal and permanent park in the Whaletown/Gorge area. Anderson assured Cortes Islanders last month that the regional district has no interest in developing the property. “It is important to underline that this park would be purchased as a green space – and a green space only,” Anderson wrote on Cortes’ online site, Tideline, in June. “What becomes of it in the future will be up to the community and the limitations of the covenant (on the land).”

Flip the switch on cell phones Before jumping all over ICBC for requesting a 5.2 per cent hike for basic insurance, let’s look at their reasons for the request. Technology. injury claims The ever-growing use of cellphones and other personal electronic devices by drivers is a major factor cited for the rise in injury claims. But why should those of us without cell phones pay
more because of the irresponsibility of some of those with them? Perhaps it’s time for ICBC to start awarding further reductions to those who do not have cell phones, or those who don’t use them in cars. Of course, something like that would be near impossible to monitor. The real solution is for the automotive industry to jump in and rectify the situation. Here’s how. Install a mechanism in the motor of the car that renders smartphones, laptops and other such instrumentation useless, while the engine is engaged. Impossible? Hardly. After all, you can turn on the lights
of your house from a hotel room now. A disengage switch for smartphones should be a breeze. Don’t consider it Big Brother. Consider it improvement to vehicle safety for the good of all. Remember, seatbelts used to be optional; as did motorcycle helmets. Plenty of people protested those laws as well. But we eventually got over it. Heaven forbid that we should be forced to drive without the use of a phone, or a laptop, or a DVD player. That’s so 1990. And what did car insurance cost in 1990? – Black Press

Facing the music
In response to Mike Davies’ column “That’s why we can’t have nice things...” Mike, the main reason Rockin’ the River had low attendance was inexperience on the promoter’s end. There were two well established full weekend festivals on the same weekend...one in Cumberland, the other in Salmon Arm (Salmon Arm Roots and Blues’ 22nd anniversary ). Salmon Arm Roots and Blues (SARB) cost $119 for 31+ hours of music on five stages and of course, travel expense (camping holiday for us to travel there and back ). I hadn’t heard of most of the acts (Ian Tyson and Bill Kirchner of “Hot Rod Lincoln”, Commander Cody and the Lost Planet Airmen were two I was aware of ) but since 2009 their “no names” have all been either local or world class musicians all exceptional talents. SARB is supported by the City of Salmon, local businesses and community and hundreds of volunteers. They had a Canadian “Blues name” (Ken Hamm) at their inaugural fest which drew people in, then they heard all the “no names” and new fans were created. Bleak summer for coastal ferry remake

There was an uproar in the B.C. legislature this spring when Transportation Minister Todd Stone went ahead with $19 million in cuts to low-usage coastal ferry routes. The plan had been laid out in detail before last year’s election. It targeted sailings where ridership was in the low teens or even single digits. On some sailings the Transport Canada-mandated crew outnumbered the passengers. Despite the cries of doom, most of the sailing reductions have been managed – with one glaring exception. The Discovery Coast Circle Tour route saw its ferry from Port Hardy to Bella Coola replaced, using the smallest vessel in the BC Ferries fleet, the open-decked Nimpkish. This move wasn’t a direct response to
low usage, a chronic issue with some of the minor route sailings along the coast. It was to avoid ordering a replacement for the Queen of Chilliwack, which sailed directly between Port Hardy and Bella Coola. This summer the first leg was consolidated with the Northern Expedition, the vessel that replaced the doomed Queen of the North on the Inside Passage run up to Prince Rupert. At Bella Bella, after a layover of a couple of hours, the Nimpkish took over with space for 16 standard vehicles on its deck and a midnight arrival time in Bella Coola. The direct route had been mainly used by European tourists, who sailed from the Lower Mainland to Victoria, drove the length of the Island, ferried to Bella Coola and drove through the rugged
Chilcotin to Williams Lake and back down south to complete the circle tour. The new route incorporated stops in remote outposts Ocean Falls and Shearwater, making it even longer. Warnings came early. “That’s where 90 per cent of the [BC Ferries] money is being lost, on the milk runs, and that’s the part they are keeping,” Petrus Rykes, a tourism operator at Anahim Lake for 40 years, said in March. “The part they’ve cancelled was at 70 per cent capacity, the second highest of all the fleet routes.” Reports of a bad slump have come to pass. The changes meant bookings couldn’t be made until April, too late for most international travelers. A survey by Bella Coola Valley Tourism in mid-summer found most opera-
tors losing business, from 10 to 90 per cent. A bus tour of Canadian seniors heading west from Williams Lake was terminated after 14 years. One tourism operator on Highway 20 is considering closing down. Stone and his family took the new route themselves in early August, with the minister offering sunny reports on his blog. “I believe the Nimpkish can be marketed as a valuable tourism component of the Discovery Coast Circle Tour,” he said.“The decision to do this rests squarely on the shoulders of the tourism industry and tourism operators who need to decide whether or not they want this service to work.” Got that, Discovery Coast tourism folks? If this milk run doesn’t work next year, it will be your fault.

Babchuk hopes to bring her public office experience to council Kristen Douglas Campbell RiveR miRRoR
Michele Babchuk, the chair of Campbell River’s school board, says her time in public office has prepared her to run for a spot on city council. Babchuk has been a school trustee on School District 72’s board of education for nine years and spent three of those years as the chair and four years as the vicechair. “I think I bring leadership skills, communication skills and I think I understand local government – how policy affects everyday people and the importance of accountability,” Babchuk says. “I have been very lucky to work with the people I have at the school district for almost a decade. The whole organization has supported me and allowed me to grow… and taught me how to administer a $50 million budget that is almost as big as, if not larger, than the city’s.” Babchuk says with her kids growing up she realized it was time to make the jump to city hall. “When I was first elected in 2005, I felt like a parent advocate voice on the board and I feel strongly I fulfilled that parent voice role, but I no longer have children in the system,” says Bab-

chuk, who has a married, 25-year-old son, a 21-year-old daughter and a four-year-old granddaughter. “I feel that parent voice needs to be there in order for the organization to grow and I actually hope through this process that there are parents out there who will put their name out there to not only advocate for this district but for public education as a whole.” Babchuk, who has been married for 27 years and a resident of Campbell River since New Year’s Eve 1999, said she’s excited for the opportunity to run for council and feels she has the
right tools for success. “I think it’s a pivotal time in the city and I want to make sure we get on that bus,” Babchuk says. “There’s a lot of things going on right now and a lot of things have an expiration date, like the John Hart Dam
project and the hospital, but I think there is a lot of opportunity to capitalize on those projects and not just let them finish and go back to what we had before.” Babchuk is also not one to make empty promises. “You won’t see me come out with any unilateral promises; I’m never going to say I won’t raise your taxes, or I’m going to gut city hall, because I don’t think those are responsible statements,” Babchuk says. “I think any organization, to be fiscally responsible, needs to look at its staff but I think it’s wrong to come out and make those statements and it’s that kind of philosophy that I’ll be running on. “Campbell River’s a great place to live and I think we need to celebrate what we have here and turn all those negatives into positives and start looking into the future.” Babchuk said part of “One call, and we’ll do it all”

her focus will be on trying to attract community-oriented economic development. “It’s about companies wanting to come here, setting up shop, being sustainable and providing good paying jobs so that our young people aren’t having to West Jet off to Alberta to make that money,” Babchuk says.
“We’ve done a good job attracting seniors and retirees and they’re important but I don’t believe it makes our community as diverse as it should be. Healthy communities cannot rely on one segment of the population to drive their base.” That’s a philosophy Babchuk is applying to her decision to step away
from the school board, which Babchuk says offered her so much support. “I really would love to thank everybody for supporting me, mentoring me and teaching me everything I learned,” Babchuk says. “I have been very lucky to work with the people I have at the school district for almost a decade.”

Stevens’ hat trick kicks off Storm weekend split
The Campbell River Storm wrapped up their brief pre-season schedule over the weekend with a pair of tight games against the North Vancouver Wolf Pack. Saturday night before a boisterous crowd of over 500 at Rod Brind’Amour Arena, rookie defenseman Andy Stevens notched a hat-trick as the Storm rallied late for a 5-4 victory. An even larger crowd gathered for the rematch on Sunday only to see the Wolf Pack extract their revenge with a 1-0 triumph. Both teams used the opportunity to spotlight their younger player and Storm head coach Lee Stone liked what he saw. “The entire coaching staff came away very impressed with the young talent we have this season and beyond,” he said, “It’s also very exciting to have so many local guys in our lineup and watch them strive the way they are.”

The 5’10” 168 pound left winger played last season with the Provincial Champion Okanagan Rockets of the BC Major Midget League. He recorded 15 points in 36 games, and contributed a goal and an assist for the Rockets at the Telus Cup, Canada’s national ‘AAA’ midget hockey championship. As a 16-year-old, Oishi piled up 78 points playing Tier 1 midget for his
hometown of Kelowna. He is excited about signing with the Storm and making the jump to junior hockey. “C a m p b e l l R i v e r seemed like the best opportunity for me to grow as a player as well as an individual,” Oishi said. “I am looking forward to getting the season started and having a great year. I am also looking forward to the experience and developing my skills. “I am eager to establish a good relationship with the guys and make a long playoff run leading to
a provincial championship!” Head coach Lee Stone looks forward to working with Oishi and hopes his winning attitude continues with the Storm. “Kobe is a superbly talented hockey player and comes to the Storm with a pedigree of winning championships. In the last three seasons of Midget, Kobe has won the tier 3, tier 1 and Major Midget provincial titles in his home town of Kelowna, B.C. We hope as a group we are able to make it four in a row for Kobe!”

Steamin’ up for Labour Day
In what has become a Labour Day tradition, the Museum at Campbell River fired up its 1916 Empire Steam Donkey on Monday. Pickets were brandished instead of pencils at public schools Tuesday after an attempt at mediated talks to resolve the teachers strike collapsed over the weekend, ending hopes classes

School district administrators warned parents of children requiring alternate child care to plan for a lengthy shutdown of schools and to not assume the labour dispute will be resolved in a matter of days. B.C. Teachers Federation president Jim Iker said the two sides are just one per cent apart on wages. The government offer is seven per cent over six years, while the union wants eight per cent over five. But Education Minister Peter Fassbender said the BCTF demand is still nearly twice what other public sector unions have settled for once benefit demands are included. The province has also taken a $1,200 signing bonus off the table, while
the union still wants $5,000, which makes up a big chunk of what the government says is a $300-million gulf between the positions, The province has offered a $75-million Learning Improvement Fund to help address special needs but the union wants much more for special needs and to settle grievances. Another challenge to a negotiated settlement remains the government’s pending appeal of a B.C. Supreme Court ruling that it violated the

Iker claimed the BCTF has reduced its demands by $125 million, including a cut in the size of its proposed fund to settle grievances, while the government offered no meaningful moves in return and “squandered” the chance at a deal. He said the province wants new contract language that will “nullify” the union’s legal victories on class size and composition and circumvent any future appeal court ruling in teachers’ favour. “B.C. teachers will not bargain away everything that the B.C. Supreme C ou r t has a l re a dy awarded us and we will not jeopardize any future court decision,” Iker said. “The government must back off that unreason-
able request and invest money in the system now.” Fa s s b e n d e r a g ai n insisted the province won’t legislate the teachers back to work, saying it would keep the government and union “on the same dysfunctional treadmill” they’ve been on for 30 years. “Negotiating a settlement requires union leaders to stand in front of their members and explain what has been achieved at the bargaining table,” he said. “I worry the BCTF leadership is actually counting on government to legislate an end to this strike so they can avoid having a difficult conversation with their members about what is realistic and achievable.” He had previously urged the union to agree to open schools on time

Ruth passed away peacefully on Thursday morning at Yucalta Lodge. She is survived by her twin sons Allen (Melissa) and Stephen (Janine). Ruth was a member of the Coastal Community Credit Union family until her retirement. She has been a tireless fundraiser for the Terry Fox Foundation since the beginning. Ruth was an avid walker, putting on many miles as she discovered the beauty of the island and ocean. Her happiest days were spent in Maui. She was a member of the River Spirit Dragon Boat Team, and volunteered for several other organizations, such as the Canadian Cancer Society. The family would like to thank the staff at Yucalta Lodge and Dr. Nelson for their loving care. At Ruth’s request there will be no service. Memorial donations may be made to the Campbell River and District Hospital Foundation.

It is with much sadness that we announce the passing of our dear Susan, taken from us at the young age of 44. After a long battle with cancer, she passed peacefully surrounded by family in Campbell River on the morning of the 9th. Susan was born in Comox B.C. on September 24th, 1969 to Diana and Gordon Waterman. Susan grew up in Gold River, then went on to Douglas College in Vancouver where she earned her Registered Psychiatric Nurse designation. Susan enjoyed her career, most of it spent with the great team at St. Joseph's Psychiatry in Comox. She was an avid birdie hunter, hitting the badminton courts a few times a week. Susan also loved gardening, camping and watching her daughters play hockey and never hesitated to give a referee an earful if she thought her girls had been wronged. She is survived by her loving husband Sean Cramb, daughters Miaya and Sarah Cramb, parents Gordon and Diana Waterman, sister Lisa (Dave) Latham, grandmother Margaret Rutledge, mother and father-in-law Helen and Ken Cramb, brothersin-law Pat (Kim) and Kelly (Janice), as well as many uncles, aunts, cousins, nieces and nephews. A celebration of life will be held September 6th, at 1:30pm at the Maritime Heritage Centre in Campbell River.

Barbara Joyce Anaka was born on June 29, 1927 in Collettsville, BC and passed away on August 21, 2014 in Campbell River. She was predeceased by her daughter Sharon in 1947 and by her husband Harry in 2006. Survived by her loving children Elaine James (Trev), Donna McIraith (Gil), Linda Chaisson (Garth), Michael Anaka (Judy), Barb O'Shea (Rob), 13 grandchildren and 15 greatgrandchildren. Spending her childhood in Merritt, BC, she was the 7th of 9 children born to John and Hannah Ovington. She met the love of her life and future husband Harry in Merritt. They were married on June 16, 1944 in Cumberland, BC and they enjoyed 63 years together. Settling in Campbell River, they built a beautiful home at Stories Beach, where they raised their family. Over the years, they also travelled extensively and in later years, they enjoyed spending their winters in Yuma, Arizona. Barb loved gardening, singing, dancing, camping, fishing, and get togethers with family. She will be remembered and loved for her kind, loving heart, her beautiful smile, her devotion to family and her joy of life. Our family would like to sincerely thank Dr. Brian Carswell for his years of care and friendship. We would also like to thank the staff of Yucalta Lodge for their excellent care. XOTTA, Paulo February 24, 1929 August 28, 2014 Paolo Xotta, our beloved husband, father, and Nonno passed away at his home on August 28, 2014. Paolo was born in the northern Italian town of Priabona along with eight other siblings. Like many at the time, he was anxious to provide a better life for his family and immigrated to Campbell River in 1956. He worked in construction and forestry, then at Elk Falls mill for 25 years until his retirement. Paolo enjoyed his garden, making wine, and was an avid bowler for many years. His passion though, was his family. He was a constant source of guidance and support and was ever ready to arrive with his tool belt. Many of the most vivid memories for family and friends are of Paolo with a drill, a saw or a shovel making sure things were done right. He is survived by his wife Gemma, daughter Antonietta, sons Elio (Jill) and Peter (Yvonne); granddaughters Stacey (Eddie), Dayna (Kevin), Alyson and Kyra, and great-grandsons Landon, Liam and Nolan. In lieu of flowers, donations in Paolo’s name can be made to the Canadian Cancer Society, the Campbell River Hospital Foundation or the charity of your choice. Efforts increased to combat HIV/AIDS in B.C. MIKE DAVIES

According to Island Health, there are approximately 3500 people on Vancouver Island living with HIV who don’t know it. Despite significant advances in treatment, according to a recent report from the office of the Provincial Health Officer, “there continues to be significant and avoidable morbidity and mortality occurring amongst HIV infected individuals, much of which is attributable to late diagnosis.” A new “made-in-B.C.” pilot program now has two Vancouver Islandbased pharmacies offering rapid HIV tests to their customers, free of charge, in an attempt to remedy that situation. “ The best way to ensure early diagnosis of HIV is to make testing as easy as possible,” said Dr. Brendan Carr, president and CEO of Island Health in a news release last month. “By removing the barriers to taking an HIV test ... we can reduce the stigma associated with HIV.” The new rapid HIV tests deliver a preliminary result in less than five minutes, meaning you could get initial test results while waiting for another prescription to fill, or while browsing the magazine racks. The pilot program will be evaluated over the course of a year to measure quality of care, customer uptake, testing volumes, diagnoses and cost effectiveness before the future of the program can be projected. Though free HIV testing has previously been available at community testing sites, hospitals, walk-in-clinics and through family physicians, the rapid, “while you wait,” testing is a first for Island pharmacies. The only two pharmacies on the Island to offer the service are in Nanaimo and Victoria, however, and according to Island Health, there are no plans at this point

to expand the program into smaller communities, but that could change once results can be gleaned from the yearlong pilot. HIV/AIDS testing has become somewhat of a
focus for the B.C. Ministry of Health in recent years. A 2012 announcement from the government of a $19.9-million expansion in funding for HIV treatment was followed by a recent report,
testing guidelines and recommendations that adults should be routinely tested every five years. This testing should happen every year for people in populations with a higher burden of
HIV infections, such as gay men, sex trade workers, users of injected drugs and Aboriginal people. The new guidelines also recommend that medical practitioners
order an HIV test for all patients when ordering diagnostic blood-work for a new or worsening medical condition, or upon testing or diagnosis of a sexually transmitted infection, Hepatitis B,
