Amalgamation idea spreads to Sidney North Saanich still only Saanich Peninsula holdout for a fall referendum Steven Heywood News staff

Electors in Sidney and Central Saanich will be asked about amalgamation on the Saanich Peninsula during this fall’s municipal election, while the residents of North Saanich will not. Monday night, Sidney councillors agreed to pose a referendum question on November 14, similar to the one agreed on earlier this month by Central Saanich: “Are you in favour of a provincially-funded study to investigate the feasibility, costs and implications of amalgamating the municipalities of the Saanich Peninsula?” While the questions being posed this fall clearly include all three municipalities in the mix, North Saanich remains the lone holdout. “Council decided a month Alice Finall ago not to (ask an amalgamation question),” said Mayor Alice Finall. Amalgamation Yes, the Victoria-area organization leading the charge on getting a question on the ballot in this year’s municipal elections, had a speaker at Monday night’s North Saanich council meeting. Town council okays tree removal council nEWS Town of Sidney Monday, Sept. 8, 2014 Steven Heywood News staff

• Council approved a request by a resident to remove a Douglas fir tree on his property, despite the tree’s inclusion in the Town’s protected trees bylaw. Raymond Paquette asked that the removal be allowed for safety concerns. Coun. Tim Chad visited the property and said he was concerned leaving it up could make the Town liable for damages should it be blown, or fall, down. Council voted unanimously to allow the removal, followed by the planting of a replacement tree, all at the owner’s expense.

• Should free stuff be left on the side of Sidney streets longer than a weekend? One resident thinks not and asked council to consider a new bylaw to help ensure what he considers unsightly objects be limited to only a couple days on display. The Town’s current unsightly premises bylaw is complaintdriven, says CAO Randy Humble. “If it’s still there, we can deal with the property owner on the matter,” he said. Mayor Larry Cross added he likes the idea of a bylaw in place to reduce such occurrences in Sidney. Coun. Melissa Hailey noted that online sources like the I Heart Sidney Facebook page are set up to help people share, sell or gift items they no longer want. No action was taken.

• The Town of Sidney added the RCMP to the list of officers that can enforce the Parks Bylaw. • A fire truck will be repurposed to fill a public works need as a crane truck. Council voted to amend the 2014-2018 Financial Plan to facilitate the change and to allocate the long-term savings to the immediate replacement of the fire department’s Jaws of Life rescue tool. Refurbishing the truck will cost an estimated $25,000. The Town had budgeted $100,000 to replace the Public Works crane truck. $55,000 of that will be allocated for the new rescue tools and modifications to another fire truck to accommodate them. SAANICH — B.C.’s electoral boundaries are being tweaked once again, and the team overseeing the project is seeking public feedback. The non-partisan B.C. Electoral Boundaries Commission is established every second election to adjust MLA electoral districts based on population growth and movement. Beginning on Sept. 22, the three-member com-

mission will hold meetings in 29 B.C. communities. Cancer Foundation. Organizer Russ Benwell, owner of the Red Barn Market says he got involved last year after friends of the family were diagnosed with various forms of cancer. The first Long Table dinner, he added, raised more than $20,000. This time, he’s hoping to raise $25,000. The funds will be used specifically for the Patient Care and Comfort Fun in Victoria. Great ambassadors, says Sister Cities Continued from page 1

“It’s a program we were invited to participate in about three years ago, but we didn’t have enough time then to get it organized. When it came up again we decided to jump on it and we approached Parkland Secondary to help us find a couple of candidates,” explained Sarah Carroll of the Sidney Sister Cities Association (SSCA), adding that Parkland principal Lizanne Chicanot was very supportive. “Through the process of looking for Youth Ambassdors we came by Alex and Colin and we knew they’d be great ambassadors of Sidney,” said Carroll. Bishop and Dombroski flew into Sydney, then traveled to Cairns where they spent five days in a classroom setting at a secondary school and four days exploring the city. “Cairns is such a beautiful place,” said Bishop. “The mix of the landscapes in the area,

Alex Dombroski’s photography from the trip as a Youth Ambassador to Cairns, Australia is on display this month at the Community Arts Council of the Saanich Peninsula’s gallery in Tulista Park. Sixteen of her favourite photos from the trip are on display along with several works by artist Richard Wong who also traveled to Cairns as part of an Artist in Residency Program at Tanks Arts Centre this summer. Wong, a watercolour painter, took 11 paintings of endangered local and Canadian wildlife with him and worked on 24 pieces while he was there which depict Australia’s endangered flora and fauna. The show “Sidney in Cairns” runs at the CACSP Gallery until Sept. 21. For more information visit cacsp.com.

The two said they formed bonds with the other Youth Ambassadors from Cairns’

other sister cities and learned a lot about different cultures. “It was a spectacular experience and I would encourage anyone who has the opportunity to take it,” said Bishop. Bishop and Dombroski also took time afterwards to travel to other parts of Australia including Brisbane. They raised all the money for their travel on their own, said Carroll, and the SSCA gave out two $1,000 scholarships to the two upon their return. “It’s a marvellous thing for students like Alex and Colin to

travel and get to know people from around the world and learn about different cultures. That’s what Sister Cities are all about,” said Carroll, adding that SSCA plans to continue the Youth Ambassador program. Traffic issues raised by the public at open houses held in July by the Victoria Airport Authority (VAA) on the potential to develop land near Sidney will be evaluated before any plans proceed. On Aug. 20, the VAA wrote to Town council to say they intend to commission a detailed traffic review along Beacon Avenue, west of Highway 17. That, and consideration of infrastructure costs involved with the project, will push the VAA’s zoning and official community plan amendment application into the new year. James Bogusz, the VAA’s vice-president of operations and development says the feedback brought up two significant points they have to consider: whether a proposed roundabout on Beacon at Sterling Avenue will impact traffic coming off the highway, and; if changes to the land will impact potential Ministry of Highways and Infrastructure plans to overpass the highway into Sidney. “People had good ideas out of the survey and we wanted to make mayor and council aware of that,” Bogusz said. He added the traffic study is

Of those, most respondents indicate they live in Sidney. Another majority - 57.4 per cent - stated that commercial use of the property was appropriate. Of commercial uses, a mixed response showed restaurants, offices, retail space and hotels are favoured. The six-question survey also asked people to select important community benefits and provide additional thoughts.

one of the assurances sought by the Town and said it would be better to do that work sooner than later. Whether the proposed roundabout stays where it is or moves further west will be part of the review’s outcome. And while he said he doesn’t think the proposed use of the land will impact the province’s long-term plans for a vehicle overpass, that’s what an infra-

structure analysis will determine. Provincial plans for traffic infrastructure in Sidney have been on the books for years. While a proposed pedestrian overpass north of the Beacon Avenue and Highway 17 intersection is closer to reality, there has been no indication the province plans to proceed any time soon with any other major traffic work. Bogusz said the public response showed overall support for some kind of commercial development on the site. The project is being led by the VAA, which holds a long-term (43-year) lease on most of the 10-acre property. The Town of Sidney owns a smaller portion and has agreed to a partnership with the VAA. Mayor Larry Cross has said he hopes to see some sort of gateway-to-Sidney feature on the property as part of the project. Bogusz added the first step in the process is to seek the OCP and zoning amendments to pave the way for any development. He said the VAA has not started marketing the site (it has no official moniker either, he said), there are no tenants and consultation with the Town and province must continue before that step occurs.

The vote Monday night was to reiterate council’s earlier position on the issue. “There wasn’t much debate,” Finall said, noting they have talked about it before. It’s not a question whether (amalgamation) is good or bad, we just confirmed our earlier decision.” Councillor Ted Daly said he has been softselling the amalgamation question issue but has been reluctant to really push it in North Saanich. “In spite of my efforts,” he said, “we wouldn’t touch (amalgamation) with a tenfoot pole.” Daly has stated he would not take up the matter without the public doing so in the first place — especially after his past electoral defeat. He is, however, open to the idea of asking electors whether they want to know more about amalgamation. “I’m not saying we need to amalgamate, but we can at least ask people if they’re interested.” The response from the majority of council was, however, no. “It was a non-starter.” Daly added he understands why some people might not wish to entertain amalgamation — especially when it comes to North Saanich’s low tax rate. pate added costs in taxation, policing costs and more — without any added benefits to Sidney. Coun. Steve Price, who is running for mayor this fall, said council isn’t willing to expose Sidney without reason, which is what a more general amalgamation question might do. While he is in favour of asking in the first place, he said he’s wary of the outcome if taxpayers are forced into paying more in the end. “You hear that sucking sound?” added Coun. Tim Chad. “It’s all going down the highway.” Chad said he likes the idea of the question, but is not in favour of amalgamation at all. Coun. Marilyn Love-

less said she would rather have a multilevel question on the ballot, but noted the Local Government Act doesn’t allow for that. She said Amalgamation Yes’s suggested ballot question — Are you in favour of reducing the number of municipalities in the Capital Regional District through amalgamation? — might not reflect the true opinions of local electors. “The biggest question I get (on this issue) is people asking if Sidney and North Saanich should join.” Coun. Mervyn Lougher-Goodey added no one is beating down his door for amalgamation but does say North Saanich has used Sidney as its commercial core for years. Sidney mayoral candidate Steve Duck emailed the PNR with his reaction, stating the question is structured to give council a predetermined outcome — a no vote or enough hurdles to make proceeding with a study difficult. Sidney and Central Saanich’s ballot questions are non-binding on their respective new councils after the election. They are also contingent upon provincial funding. The municipal election takes place Sat., Nov. 15.

he will not seek re-election in the fall’s municipal election. “I’m sure some people will be more than thrilled,” he said, laughing. He’s referring to the sometime raucous last three years on council, where opposing factions on the issue of housing development engaged in a constant war of words. Daly was part of a council majority whose goal was creating the conditions for more diverse housing options. “I came back to try to do what I was unable to do (when he was

Ted Daly mayor, from 2002 to 2008),” Daly explained, “to get more diversified housing in North Saanich, to make it a more diverse community.” Daly said he didn’t have to be mayor to help make that happen.

“I’m thrilled that in our three-year term we were able to do that.” There are new housing developments either under construction or nearing final approval at the council level, that could bring in excess of 200 new units. Daly said most of those will be well under the average house price in North Saanich. Daly said this stance taken by the council majority will contribute to this fall’s election campaign, making clear everyone’s stance on the issue of development and growth. Daly also became a

grandfather this year and said after giving 21 years of public service to two communities (he was a councillor in North Saanich from 1999 to 2002 and was a councillor in the Town of Sidney from 1990 to 1999), he wishes to dedicate his time to family. “I don’t regret my public life but I have mixed feelings. (The last three years) have been quite a ride with some significant challenges. It’s time to move on.” The municipal election is set for Sat., Nov. 15.

Act now, not later in life

C

aring for a loved one near the end of their life can be a complicated matter. There are issues on the table surrounding the cost of care — and just who is going to provide that care — as well as the inevitable family issues that sometimes arise to make the situation untenable. In today’s edition of the PNR, our Seniors in Focus pages includes the work of local writer Donna Randall who has collected her own experiences into a resource for others navigating these waters. It’s here where families could break apart or long grievances gain a foothold. Documents like Randall’s work help direct people through the potential mine fields of providing care at the end of life. It certainly isn’t easy for families to witness the loss of loved ones, so having established plans can keep them on track. It’s sometimes hard to answer questions like who will be providing care to parents as they grow older. Often, people find it easier to put off the inevitable and procrastinate. This will only backfire in the long term. While having resources such as this is excellent, it takes courage to work through these issues now while you still can. Leaving end of life care decision to the last minute can only cause unnecessary stress to a family and to the people charged with carrying most of the responsibility. What do you think? MMBC’s role was overstated Re: Starved of plastics, Syntal Products on Keating closes (August 30, 2014) While news of any business closure is always concerning, there are some important clarifications to make with regards to the MultiMaterial B.C. (MMBC) recycling program’s perceived role in the closure of Syntal Products. The article claimed that the MMBC program resulted in a loss of 60 per cent of the plastics that would otherwise go to Syntal Products. While we cannot corroborate that figure, MMBC’s program only manages residential recycling of printed paper and packaging — the recyclables collected from residents’ curbside or multi-family building recycling containers and from depots — which leaves a considerable amount of plastics that can still be recovered and marketed from the commercial, industrial and institutional sectors. MMBC estimates that at a minimum, 50 per cent of plastics in B.C. come from the commercial sector. Further, while MMBC works with 161 local government and other collectors to provide collection services to 1.25 million households, approximately 70 collectors have not joined the MMBC program and do not have their plastics (and other recyclables) processed by MMBC’s service provider, Green by Nature EPR. This represents a significant amount of collectors that still market the plastics they collect

Many unregistered suites are thriving in our town and unless our municipality becomes aware of these unrestricted areas, little can be done. The advisor receives this annual fee regardless of how much or how little financial advice is dispensed. This additional change would allow clients the option of eliminating this charge if they decide they do not require it. In many cases today the advice

received is minimal compared to its high cost. Canadian banks have in fact attracted many individual investors because they do not charge trailer fees, thereby offering a lower MER than do most investment houses. Eliminating automatic trailer fees would further empower investors in making appropriate choices pertaining to not only their investments, but also to the costs associated with those investments. Sound Can Damage Your Hearing

Our world is full of loud noise – trucks, airplanes, leaf blowers, concerts, i-Pods, power tools, lawn mowers. It’s all around us. Damage to your ears occurs when sound is too loud and takes place over a period of time. If you have to raise your voice to speak to someone approximately 1 metre away you are likely in an unsafe listening level and thus hearing protection should be worn. The inner ear has approximately 3500 nerve endings which change the physical sound into an electrical signal that travels to your brain. Loud sounds damage the ends of the nerves in the inner ear and cause hearing loss, primarily in the high frequencies and if exposed over a period of time, the hearing loss gradually becomes worse. Sounds become softer when you lose your hearing but most often it becomes distorted. While hearing aids are helpful, they will not restore your hearing to the level it was before the exposure to loud noise. This is why it is so important to prevent the loss in the first place! Noise induced hearing loss is preventable. First and foremost, limit your exposure to noisy activities. If the noise is unavoidable, make sure you are wearing proper hearing protection. There are a lot of options for hearing protection, ear muffs, foam plugs, custom fit ear defenders and musician attenuators to name a few. It is important to make sure your hearing protection is providing sufficient attenuation for the noise you are exposed to and is properly fit to your ears. Often times foam plugs don’t fit properly because we all have different size and shapes of ear canals. Through her own experiences in dealing with aging parents, local writer Donna Randall has penned a guide of sorts to help others through the same process. Randall wrote the Essential Family Caregiving Agreement, an agreement designed to guide families through the aging and death of a parent figure, after she had experienced the trials and tribulations of dealing with her own mother near end of life. “My mother was living with my brother and his family when we started realizing that things with her were changing quickly and drastically,” explained Randall, adding that it had become clear to them her mother was dealing with dementia. After her mother living with family as her main caregivers for as long as possible, Randall and her family solicited help from Island Health who provided home care support. “It came to a point where Island Health wanted her to go into care because her need was getting to be too great to be at home,” said Randall. “The whole situation made me really start to realize what it takes to keep an aging family member at home.” When her husband’s mother began needing care, Randall said she sought out advice on how to best deal with the situation, hoping to learn from the experience with her own

Donna Randall, author of Menopause or Lunacy…That is the Question and The Essential Family Caregiving Agreement. mother. “We knew if we were going to take on caring for her and get involved with the situation that we wanted to get a lawyer involved so we had a clear agreement of both parties’ expectations,” said Randall, who added that people often feel like because it is a family member, legal advice or documents aren’t needed. “In fact, that’s the biggest reason they are needed,” Randall said, “because it can preserve the relationships between family members.” When looking into care agreements, Randall said, she found many agreements only catered to aging peo-

ple going into care and not aging people being cared for at home. “What we needed was an agreement that catered to us being the primary caregivers, and that didn’t exist. So, being a writer, I thought ‘why don’t I do this myself?’” Randall continued to say that while writing it, she fine tuned it many times after coming across different hurdles. “It had to be specific enough to address certain issues like the depth and expectation of care, when outside caregivers would be brought in, what the plans should be if care at home was to become too complex, that sort

of thing. But it also had to be broad enough that everything could fit into it. We really had to use our imaginations,” she said. What the end document is, Randall continued, is an important piece of all the other essential items and documents that are compiled in advance of someone’s death. “This is something that goes along with a will, a financial plan and all the other essential documents you have drawn up when someone is approaching end of life,” said Randall. Randall said the use of a document like the Essential Family Caregiving Agreement not only clearly lays out

expectations on both sides for care (things like living space cleanliness, nutritional needs, how business transactions are to be handled, transportation needs, etcetera), but it also helps open the door the more difficult discussions that may not be possible to have once something like dementia sets in. “It allows you to touch on and discuss those tough topics like incontinence and bathing in a way that makes it clear for both sides what the desires and expectations are,” said Randall. Although Randall is not a professional advisor, she said the agreement is a great place for anyone to start and it can be tailored from there. “Once you’ve purchased the document, it can be tailored to you and your family and then taken to your lawyer to be included in the rest of the essential documents,” Randall said, adding that the agreement is particularly useful for families who may not all live in the same area. “It puts everyone on the same page,” she said. The Essential Family Caregiving Agreement is available online (at a cost of $200) on Randall’s website at dfrent. org. “What I hope is that this document will prove to be really useful for people who are aging themselves or dealing with an aging parent,” said Randall. reporter@peninsula newsreview.com

winter roads should not be a problem. Of course, you would want to invest in a good set of winter tires. Beyond the city limits, out on the highway, heading south it handled the road well, with enough get up and go for good passing power when needed. It’s quite roomy for a small car. There’s room for three in the back seat as long as those passengers are not of a larger body type, if I may delicately put it that way. If you are of a larger body type, there is plenty of room in the trunk, if you desperately need a ride at that exact moment. (Just kidding.) But it does tell you the trunk is also roomy! Verdict: No complaints. For a sub-compact, you get great tech options, great fuel economy, in a car that doesn’t feel like you are driving something as inexpensive as it is. It’s fun and zippy for driving around town or highway driving. If you need a small car as a

The 2013 edition of Flex got a mid-life styling refresh that included a slicker new front-end treatment plus minor improvements to both engine offerings. Safety ratings are all top-notch and this, plus high owner reliability ratings, has helped put the Ford Flex on Consumer Reports “Recommended” list of vehicle buys. Although not as fuel-efficient, the standard 3.5 litre engine reportedly has fewer problems compared to the newer and more powerful turbo-charged V6 engine option. Ford Flex not only looks different, it is different … and it’s a Canadian! Polarizing (love/hate) styling lines provide an interesting wrapper for what is actually a very practical family vehicle.

It’s mated to a six-speed automatic transmission and drive goes to the front wheels. Highway fuel economy is surprisingly good 8.4 L/100 km, but the city rating is a much thirstier 12.6 L/100km. Two changes came in 2010 in the form of a new (lower-priced) entry level SE trim version of Flex and the other was a new optional 3.5 litre V6 EcoBoost engine (Limited trim only). Turbochargers and direct fuel injection allow this engine to provide V8 like power, yet still offer it still offer V6 fuel economy. The MyKey security feature and an AutoFold 60/40 bench seat were both added as standard equipment in all Flex trim levels. A new top-line Titanium edition of Flex was added to the product line in 2011. It comes with the V6 EcoBoost engine and all-wheel-drive. And other

Flex is a short name for a big Ford utility/wagon type vehicle that can accommodate six or seven people with ease and seat them with an impressive degree of comfort. Made in Canada, Flex is a hard-to-categorize vehicle that was introduced for the 2009 model year. Not a car, a minivan or an SUV, Flex borrows from them all, so the ‘crossover’ tag is also very appropriate. Stylistically the Ford Flex dares to be different. What appears at first glance to be a simple two-box design is actually more complex. It has generally straight styling lines yet there are no sharp corners. Its two-tone paint finish is separated by the dark centre greenhouse section, which gives Flex a distinctive ‘floating roof’ appearance that’s also appealing. On the inside, even with all its seats upright there’s still 566 litres (20 cu ft) of cargo space in the back. That jumps to 1,224 litres (43.2 cu. ft) with the third row down and a whopping 2,355 litres (83.2 cu. ft) with the second row flat. The front passenger seat can also fold forward and allows Flex to swallow 3-metre (10 ft) long object, with its liftgate closed. Flex can also have an impressive max towing capacity of 2,041 kg (4,500 lbs), when properly equipped. Originally (in 2009) Flex just came in SEL and Limited trim levels and allwheel drive was a ($2,000) optional

Whether through a rag or hardtop, this specimen of automotive manufacturing and design allowed people to feel the proverbial wind in their hair within seconds. I felt it as a kid as my mom was lucky enough to be one of the first Miata owners in BC when they came out in 1989 – a red one, of course – and took me out for rides frequently. Those memories have stayed with me over the decades, though I’ve been able to form my own bond with the car. Not only have we (meaning, the various MX-5s I’ve driven in the last in 11 years) put down thousands of kilometres together, we’ve also been paired up at the Mazda Raceway Laguna Seca for the Skip Barber Racing School experience a couple of times. Nostalgia is one popular element of its appeal, but there’s an undeniable fun factor. Whether racing it on a track or just taking it to the grocery store, the first turn you carve in it will rope you in like an infomercial in the wee hours of the night when you can’t sleep. But in the case of the MX-5, you won’t have any buyer’s remorse. Fast-forward through the years and you’re now viewing the fourth generation MX-5. And what better way to welcome the roadster to the stage here in California than via a little band called Duran Duran. And through a live satellite stream that was broadcast here, and abroad in Spain and Japan.

The reasoning? – Both the English music group and the roadster came into popularity in the 80s and continued to succeed and grow in status over the decades. Besides, “Rio” is an incredibly catchy tune to dance to! That said the MX-5 has a new, eye-catching look to it. Not many specs have been released though I can tell you this: it’s lower, wider, and sheds 100kg in the making. It also embodies the KODO or “Soul of Motion” design language. Like with all-new models of anything legendary, there will be a polarizing reception. Some might think it’s too radical. Some might fall immediately in love with it. And some will wait to drive it to make up their mind. Regardless of the way it looks – which certainly helps its cause – it’s really about how you feel on the road, behind the wheel, and when you tuck it in at night. with parts breaking and how he ended up custom building a lot of parts in his own shop. Other people started building their own trucks and soon side-by-side competition began. There were crazy names for these trucks such as; Goliath, Taurus, King-Kong, Grave Digger, and Samson. It was a big thrill for many just to see these trucks drive slowly over some junk cars. They would stop in the middle and get out and wave. Soon fans wanted to see more, so the trucks would pop a wheelie before crushing them. Two cars became eight and then buses. I saw Taurus drive up several cars and onto the roof of two double decker buses. The truck came very close to rolling off, but after a few adjustments to the rear steering he climbed along and then off. The suspension of that time was more about lift height to accommodate the largest tires rather than full suspension travel which came next. The Baja race trucks could handle large jumps without any trouble, so the monster trucks started the change. Massive coil over shocks and four-point suspension that could handle the weight and abuse these trucks would dish out. Now the monster trucks could hit the cars at tremendous speed and fly through the air impressing all. Bigfoot #18 holds the Guinness World Record for the longest jump by a Monster truck at 214’ 8”. When I first started my career in the offroad and truck accessory business I was a young and impressionable 18 year-old. I was impressed with some of the successful off-road shops in the US but I wondered how they had become so succeeded in business. One that came to mind was Midwest Four-Wheel-Drive & Performance Centre, owned by Bob Chandler, creator of the legendary Bigfoot monster trucks. Back then large off-road tires for pickups were not available; this forced Bob to think outside the box and looked to the agriculture industry. He bought a set of 48” tall Firestone tires and along with some custom made wheels; he mounted them onto his truck. People from all over the states started talking about his truck. He was invited to car shows and tractor pulls and that started drawing attention from the four wheel drive magazines. His shop also started to grow rather quickly with all the new interests in 4x4 modifications. A mechanic in his shop gave the truck the nickname Bigfoot because of the way Bob would drive it, heavy foot on the gas pedal. I was looking through one of those magazines and saw a small picture taken from just outside the shop bay door. It was his truck with 66” tall Goodyear tires. I remember thinking he was crazy. After that the monster truck craze began. I was fortunate enough to meet Bob at a trade show in Las Vegas. His truck was there on display and he was outside sitting at a table having lunch. I approached him, not recognizing him in his cowboy hat and asked if the spare seat was taken. Very nice man, he shared with me some of his frustrations

Herman’s Hermits and front man Peter Noone will take the stage at the Charlie White Theatre later this month to play some of their greatest hits. Noone, the lead of Herman’s Hermits who play such hits as I’m into something good, Mrs. Brown, you’ve got a lovely daughter and I’m Henry VIII, I am, will take the stage with his band on Saturday, Sept. 27 for two shows. “We’ll be playing all of the Canadian Herman’s Hermits favourites,” said Noone in an interview with the PNR this week. “It’s a fun show with lots of variety. It makes for a great family evening out.” Noone began his musical career at the young age of 14. “I was in a boy band then and I didn’t even know it,” he laughed.

Since 1989, the Friendship Housing Co-operative in Sidney has provided affordable and market housing for a wide variety of people. Located on Fifth Street, the Friendship Housing Co-Op is a collection of units ranging in size from two to four bedrooms. Fiona Jackson, communications director with the Co-operative Housing Foundation of B.C. says it’s one of 262 co-ops in the province and the 34 on Vancouver Island. Most of those, she continued, are located throughout Greater Victoria. Most housing co-ops, explained Jackson, are occupied by a mixed population of people. Some are seniors, others are single parents and still more are adults. Some can afford to pay market rents and other cannot — so some of the units in each co-op similar to Friendship in Sidney are subsidized. This mix, she said, helped create a diverse community living in each complex. As members of a housing co-op, people get security of tenure, meaning they can stay as long as they pay their housing charge and follow the rules. Residents are also expected to take part on the local board of directors, helping create a better sense of ownership. In the case of Friendship, it is a non-profit business, managed by its members. Yet, said Jackson, the future of funding sources to ensure subsidized units, or more attainable housing, is up in the air as federal funding dries up. “Housing co-ops used to be funded by the federal government, between 1970 and 1990, through the Canada

Mortgage and Housing Corporation,” Jackson explained. “Today, a lot of co-ops in B.C. and across Canada are coming to an end of those federal funding agreements.” In Friendship’s case, Jackson said their funding agreement is not scheduled to run out until 2023. For others, those agreements are ending now and in the coming years. “In B.C. between now and 2017, 1,500 co-op households face a cri-

sis,” she said. “By 2020, it’ll be up to 3,000 in this province alone.” Jackson said many of those households include the disabled, seniors, single parents and people on a fixed income. Losing rent subsidies could force some tough decisions. The CHF BC, said Jackson, is running a campaign called You Hold The Key - Fix the Co-Op Housing Crunch. She said the organization has been talking to provincial cabinet minis-

Museum marks Battle of Britain Sunday NORTH SAANICH — The B.C. Aviation Museum will honour those who fought in the Battle of Britain on Sun., Sept. 14 from 10 a.m. to 4 p.m. Military re-enactors will be at the museum that day, and admission will be by donation. “During World War II, the Pat Bay airport was home to both the Royal Air Force and the Royal Canadian Air Force,” says Museum President John Lewis. “The Battle of Britain, which took place 74 years ago, was arguably the most important event in the history of the RAF.” The museum’s collection includes a replica of the Supermarine Spitfire. Minor hockey on the Saanich Peninsula is gearing up for a new season. Peninsula Minor Hockey Association has been holding a series of team tryouts and early practices for its various levels of ice hockey. While rep team players have mostly been selected and have started on-ice practices, house teams like the Atoms are still being put together. Atom coach Rob Cooke says this week players attended afternoon and evening skills assessments. The kids were given skating and puck handling drills Tuesday evening at the Panorama Recreation Centre. The purpose, Cooke said, was to determine how to spilt up the players into three Atom-level teams to ensure the squads are as balanced and
