Council debates more legal suites Monday night decision will affect suites north of McKenzie Avenue Travis Paterson News staff
Permits for secondary suites in houses north of McKenzie Avenue in Saanich will likely be legal by the end of the year, Council is expected to approve the staff recommendations in a survey-based report on Monday, as Saanich staff have prepared a list of bylaws to regulate secondary suites north of McKenzie. The list mirrors that of the rules governing suite permits south of McKenzie, which were approved in 2010. The move has been a long time coming for Coun. Dean Murdock, who’s been trumpeting secondary suite legalization during his time in public office. “There’s an unofficial estimate of approximately 10,000 secondary suites in Saanich,” Murdock said. “We won’t get all of them legalized with a change of allowing suites, but we’re creating an environment to give some tenants and landlords comfort and confidence that they’re meeting the requirements and doing things above board.” The most likely option to be
approved on Monday echoes the same rules brought in for suites south of McKenzie in 2010, but there is an additional option to authorize permits for all suites in Saanich that meet the semi-strict requirements. That last step, however, is unlikely to happen now or in the future, Murdock says, as the end goal is to increase densification and protect neighbouring farmlands. The neighbourhoods identified in Monday’s decision include North Quadra, Glanford and Strawberry Vale, as well as Gordon Head and Cordova Bay. Not included are Blenkinsop valley, Broadmead (because of a covenant) and rural Saanich areas. Coun. Nicola Wade, also in favour of the staff recommendations to make permitted suites legal north of McKenzie, said the process has been wise and measured. “It allows folks to stay in a home, and for those wanting to get a home in this market, it makes it a little more affordable,” she said. An online petition calling on the B.C. government to accept binding arbitration in the ongoing teachers’ strike is racking up signatures across the province. The petition, launched Monday by Oak Bay-Gordon Head MLA Andrew Weaver, asks the province to agree to binding arbitration to settle the labour dispute, something Education Minister Peter Fassbender has firmly ruled out. By Wednesday, the petition had already reached more than 20,000 signatures. “This tells me people are beginning to recognize the government’s position is unreasonable,” Weaver said. “The government is fear-mongering about how much it will cost to move to binding arbitration, but that’s not accurate because

Horgan said if the government is secure in its belief its wage offer is fair, it should have no concern about the results. “We’re in uncharted territory, where we’ve had the longest strike in B.C. history, and it’s

ria, said arbitration is a time-tested process that won’t throw the province’s finances into disarray, as Fassbender has claimed. Weaver’s petition hit the hopes to get 50,000 names signed to his petition over the coming days to increase pressure on the provincial government. “Education has been my life,” he said. “The hostility the government is showing towards the (B.C. Teachers Federation) is troubling. … It’s putting our next generation in the front lines of a dispute that goes back to 2002 when Premier Christy Clark was minister of education. “The government is acting like a schoolyard bully. Ride for Refuge to roll through Saanich Inaugural charity fundraiser includes 25 cities across Canada; event still open to team registrations Travis Paterson News staff
Ride for Refuge organizers weren’t sure how their first charity cycling event in Victoria would fare next month, especially in a city full of charity and cycling events. But it seems their fears were all for naught. The Oct. 4 ride is drawing great
interest for all three of its distances: 10, 25 and 50 kilometres. The ride starts and ends at the Saanich Community Church in Royal Oak, and is organized by the Cridge Centre for the Family. “The response is well beyond the 150 we figured would be registering,” said location director Shannon Whissell, Cridge’s manager of communication and fund development.

“We’re already at more than 110 registrants, but based on projections we expect 300 riders. Victoria’s known for how late people register for events.” Ride for Refuge is a community minded charity fundraiser that started in 2002 in Ontario and is run by Blue Sea Philanthropy, a foundation that runs events to promote charities by partnering with a host in each city. Eight of the 217 charities registered with Ride for Refuge are from Victoria. “It’s been in Vancouver for a few years, and now it’s the Cridge’s intention to make it an annual event, adding to the $7,000,000 raised so far,” Whissell said. “We encourage families to come out, do the ride and eat a hot lunch.” Cyclists can sign up individually but are encouraged to join a team. The $25 entry is waived for those who raise $150 or more ($75 target for youths) for charities, which represent all 25 cities holding Ride for Refuge events across Canada. The Ride’s community approach attracted Saanich cyclist John Turner, who is inviting interested cyclists to join his team, the Gap Foundation Cruisers. His team has chosen to dedicate their pledges to the Stand as One Ministry, which seeks to build soy milk factories in Malawi to provide nutrition to the children while creating employment and opportunity for local populations. “Life takes you different places, and in mine, I overcame a lot of obstacles,” Turner said. “It led me to local volunteering, and seeing how we can better streamline and integrate help for those in need.” His ride is for “the vulnerable,” and said Stand as One Ministry has values and a vision that are in line with his own. Turner also has big aspirations for helping people here in Greater Victoria one day. “I want to build a better community here through socio-economic strategies and helping people empower themselves,” he said. Amalgamation residents’ call Just a few months ago, the push to convince the region’s 13 councils that a non-binding question on amalgamation was a good idea during this fall’s elections seemed all but defeated. AmalgamationYes, a resident group set up to lead that drive, still appears to have limited reach (its online petition includes less than 1,000 names). But the group’s lobbying efforts are bearing fruit, as Sidney and Esquimalt become the latest municipalities to concede the amalgamation question to voters this week. (Victoria, Central Saanich and Langford are onboard as well.) Saanich Mayor Frank Leonard’s belief that amalgamation isn’t in the best interest of Saanich residents seems premature, particularly without the depth of knowledge a provincially funded study would bring to the decision. Allowing the province to both pay for and staff a team that would examine multiple models of amalgamation and integration in the Capital Region is a good deal for voters and for local politicians. They’ll have to get their hands dirty and do heavy lifting when providing data to the province, but the temporary effort is worth the payoff. If Leonard can use the study to prove he was right all along, good on him. But if the study provides a better way to share policing, fire and other large pieces of the municipal budgetary pie while retaining autonomous borders, then the temporary effort is worth the payoff. If the study leads to amalgamation of some natural neighbours in the region and to better cohesion amongst regional players, then the temporary effort is worth the payoff. Any way you cut it, it’s worth asking the question to see what voters want. Saanich council wouldn’t be commenting “on whether our neighbours are too small,” as Leonard says, by including the amalgamation question on the ballot; instead, they would be nurturing direct democracy at a time when cynicism towards the political process is at an all-time high. I thought for a time our government was beginning to recognize the vital role midwives play in the province’s maternity care system. However, based on the current situation, where midwives have finally felt it necessary to withdraw clinical education services at UBC and terminate their contact with the B.C. Ministry of Health, it is clear the government fails to understand or value the role of midwifery in B.C. The reality is that midwives can increase access to maternity care in urban and rural communities and help to improve health outcomes for mothers and newborns. It is time for the provincial government to recognize this fact. Ducks Unlimited pushes on with Rithet’s Bog clean-up Travis Paterson News staff
It’s been a dozen years since repair and restoration at Rithet’s Bog began, a journey that continues this weekend with a volunteer-led joint work party. The bog’s precious ecosystem was resuscitated in 2002 when Saanich and Ducks Unlimited partnered to remove heavy brush. It brought back the open water area crucial to native waterfowl and pond plants. But by 2010, the pond was once again invisible, hidden behind a wall of cattails three metres high. “We’re making progress,” said said Russ Pym of the Rithet’s Bog Conservation Society, a trained marine biologist who spent his career doing water quality sampling for the Capital Regional District. Key to the restoration effort are regular work parties, where volunteers get their hands (and boots) dirty, directed by Pym and others to attack the cattails before they can re-establish. Saturday’s (Sept. 13) event is the first joint work party of its kind, something Pym hopes becomes a regular occurrence. “We’re actually doing more this year than normal as we expect a fairly good volunteer turnout (for Saturday), upwards of 30 from the usual 15 to 20,” he said. “And if we get that many, then we have a plan to pull cattail seedlings from the middle of the marsh. With the extra hands on board, we can actually be proactive in pulling the seedlings instead of reactive, which will go a long way to eradicate the invasive reeds.” RBCS work parties happen regularly but this week’s is assisted by volunteers from the Saanich Committee of Ducks Unlimited to remove more of the cattails. It’s been an ongoing battle, but there is hope for permanent eradication for the hybrid,

The work party will then carry those reeds to the road for pickup. Barbara Schubert, Saanich committee of Ducks Unlimited publicity chair, is enjoying her first year with the organization and plans to there on Saturday. “It’s really a lot of fun,” she said. “I know Ducks Unlimited has been a part of Rithet’s restoration on a greater level, but this is the first time volunteers from the local chapter are joining forces with the RBCS in the hands-on restoration of the open water area.”
Schubert joined after she attended the Ducks Unlimited annual dinner gala in 2013. Ducks Unlimited will hold their 2014 dinner for the South Island on Nov. 15 at 5:30 p.m. at the Saanich Fairground. It’s a major fundraiser for the organization, where they raise upwards of $40,000 through auctioning and ticket sales, all of it “earmarked for local wetlands,” such as Rithet’s Bog, Schubert said. Free Men’s Health Day ‘saves lives’ Daniel Palmer News staff
Men perhaps aren’t the most proactive when dealing with their health, but a free clinic Saturday at Tillicum Centre aims to buck that trend with a full day of health assessments and testing. The 13th annual Country Grocer Men’s Health Day offers an impressive slate of free tests for men of any age including glucose, cholesterol, blood pressure, neck and throat cancer screening and PSA tests for men over 40, usually a $30 fee at the doctor’s office. “Last year, we had 517 men come through and more than 600 men the year before that,” said Kopp, executive director with The Prostate Centre. “We caught 22 men with an elevated PSA test, which meant they should go on with further assessment. So there really is a big potential to save lives as well.”
The grassroots health day is funded in part by the Westcoast Motorcycle Ride to Live, which raises funds and awareness about prostate cancer with an annual ride through the Capital Region. The Father’s Day Walk/Run for Prostate Cancer also helps fund Saturday’s event as well as local cancer research. “We want to make sure everything we provide to the men is completely accessible in the community,” Kopp said. The majority of test results on Saturday will be provided to men immediately, while blood tests will be forwarded to family doctors. “There are a lot of men who don’t have family doctors, so Dr. Gordon Hoag, head of laboratory medicine at Island Health, will review all the tests of those who don’t have regular doctor and follow up if necessary,” Kopp said. The largely volunteer-run Prostate Centre helps more than 1,000

While six of the Victoria Royals players departed this week for NHL rookie camps, Saanich’s Jack Palmer remained. The former Saanich Brave and VIJHL rookie of the year is in his first WHL training camp with the Royals as he was acquired part way through the 2013-14 season from the Brandon Wheat Kings. With a good chunk of the Royals’ veterans away, the left winger has an added chance to prove himself in preseason. He’ll also get a look at his competition playing with the Royals’ 16, 17 and 18 year olds clamouring for the same ice. To prepare, Palmer (who turned 19 on Sept. 6) spent the summer working out with renowned Royals trainer Jeff Compton, who has also trained several NHLers. He was motivated to be in the best shape possible after Royals practices left him feeling ill prepared last year. It meant a lot of gym work, and other exercises, such as running up a little known sand dune in Saanich that Palmer calls Death Hill. “This year we have so many good young players it’s going to be a battle,” Palmer said. “I have to earn my position, it’s not a given, but it’s the same for most guys unless you put up great
numbers last season.” As a Royal, Palmer scored three goals and 11 assists in 45 games during the 2013-14 season. If he’s going to improve his numbers this season he’ll have to do it with limited minutes, until he can prove he belongs in the top nine. “Coming to Royals camp and realizing how hard they work here compared to any other organization, they work so hard in camp and preseason and prepare so well for the season. When I got here (partway through) last season, practising was tough, I was getting pretty tired. Now I feel like I’m in pretty good shape.” The Royals’ final preseason game of the season is in Kelowna Saturday night against the Rockets.

Saanich filmmaker showcases work at Toronto film festival Don Descoteau News staff
Goldstream News Gazette reporter Arnold Lim is living a filmmaker’s dream this week. The photojournalist and videographer is in Toronto, joining director Connor Gaston for the premiere of their short film, Godhead at the Toronto International Film Festival. Lim is one of three producers for the 11-minute film, the others being Gaston and Chris Orchard. Godhead, filmed in and around Victoria, opened yesterday and also shows today (Sept. 12) as part of the festi-
Arnold Lim val’s Short Cuts Canada program. “I’m excited to see (Greater Victoria) filmmakers represented at the festival, which is one of the largest in the world,” Lim said. “I see this as an opportunity for others who will
come after us.” The film is one of 40 shorts accepted into the festival out of more than 800 submissions, he said. Being a part of a film project being shown on such a large stage has been a goal of Lim’s since he began getting involved in filmmaking, he said. “This is something I hoped to do by the time I was 40 or even 50,” the 36-year-old Saanich resident said. Godhead is an offbeat comedy that follows the story of Gary, a young man rendered mute by his autism who spends his days racing remote control boats
with his little brother. The ongoing scenario creates stress for the boys’ father, a single parent who just wants his elder son to get a job. Gary’s condition, however, conceals a powerful gift that goes beyond words. Gaston, whose short film Bardo premiered at the festival in 2012, combines humour and the supernatural in his latest offering. The group hope to see the film screened at other film festivals, in Calgary and Vancouver and potentially Victoria next February, Lim said. editor@vicnews.com

Employers expect to hire this fall Victoria and Capital Regional District employers expect a positive hiring climate this fall, according to the latest
Manpower Survey. The survey suggests 17 per cent of employers plan to hire for the upcoming quarter (October to December), while three per cent anticipate cutbacks. “Victoria and the Capital

The biggest music event in Victoria is back for the seventh year in a row. Rifflandia started last night and goes until Sunday night. Some highly anticipated artists this year include Death Cab for Cutie, Serena Ryder, the Skatalites and Danny Brown, said Lacey Geary, assistant to one of the directors of Rifflandia. However, there are more than 150 different artists performing over the four days.
- Lacey Geary “It’s a little bit of everything,” said Geary. “We’ve got indie rock, electronic, hip hop, folk.” Geary added the festival tries to appeal to a wide audience, which was evident in the 13,000 people that attended last year. “It takes over the city,” said Geary. “It gives the city a whole new vibe and it’s pretty cool to see everybody
roaming the streets going to check out these venues, check out new music and meet new people. It’s very electric.” New to Rifflandia this year are comedy shows at Fort Common. There will be two stand-up comedians doing two shows a night. The first shows were on Thursday night, with the rest on Friday and Saturday.

winter roads should not be a problem. Of course, you would want to invest in a good set of winter tires. Beyond the city limits, out on the highway, heading south it handled the road well, with enough get up and go for good passing power when needed. It’s quite roomy for a small car. There’s room for three in the back seat as long as those passengers are not of a larger body type, if I may delicately put it that way. If you are of a larger body type, there is plenty of room in the trunk, if you desperately need a ride at that exact moment. (Just kidding.) But it does tell you the trunk is also roomy! Verdict: No complaints. For a sub-compact, you get great tech options, great fuel economy, in a car that doesn’t feel like you are driving something as inexpensive as it is. It’s fun and zippy for driving around town or highway driving. If you need a small car as a

The 2013 edition of Flex got a mid-life styling refresh that included a slicker new front-end treatment plus minor improvements to both engine offerings. Safety ratings are all top-notch and this, plus high owner reliability ratings, has helped put the Ford Flex on Consumer Reports “Recommended” list of vehicle buys. Although not as fuel-efficient, the standard 3.5 litre engine reportedly has fewer problems compared to the newer and more powerful turbo-charged V6 engine option. Ford Flex not only looks different, it is different … and it’s a Canadian! Polarizing (love/hate) styling lines provide an interesting wrapper for what is actually a very practical family vehicle.

It’s mated to a six-speed automatic transmission and drive goes to the front wheels. Highway fuel economy is surprisingly good 8.4 L/100 km, but the city rating is a much thirstier 12.6 L/100km. Two changes came in 2010 in the form of a new (lower-priced) entry level SE trim version of Flex and the other was a new optional 3.5 litre V6 EcoBoost engine (Limited trim only). Turbochargers and direct fuel injection allow this engine to provide V8 like power, yet still offer it still offer V6 fuel economy. The MyKey security feature and an AutoFold 60/40 bench seat were both added as standard equipment in all Flex trim levels. A new top-line Titanium edition of Flex was added to the product line in 2011. It comes with the V6 EcoBoost engine and all-wheel-drive. And other

Flex is a short name for a big Ford utility/wagon type vehicle that can accommodate six or seven people with ease and seat them with an impressive degree of comfort. Made in Canada, Flex is a hard-to-categorize vehicle that was introduced for the 2009 model year. Not a car, a minivan or an SUV, Flex borrows from them all, so the ‘crossover’ tag is also very appropriate. Stylistically the Ford Flex dares to be different. What appears at first glance to be a simple two-box design is actually more complex. It has generally straight styling lines yet there are no sharp corners. Its two-tone paint finish is separated by the dark centre greenhouse section, which gives Flex a distinctive ‘floating roof’ appearance that’s also appealing. On the inside, even with all its seats upright there’s still 566 litres (20 cu ft) of cargo space in the back. That jumps to 1,224 litres (43.2 cu. ft) with the third row down and a whopping 2,355 litres (83.2 cu. ft) with the second row flat. The front passenger seat can also fold forward and allows Flex to swallow 3-metre (10 ft) long object, with its liftgate closed. Flex can also have an impressive max towing capacity of 2,041 kg (4,500 lbs), when properly equipped. Originally (in 2009) Flex just came in SEL and Limited trim levels and allwheel drive was a ($2,000) optional

The reasoning? – Both the English music group and the roadster came into popularity in the 80s and continued to succeed and grow in status over the decades. Besides, “Rio” is an incredibly catchy tune to dance to! That said the MX-5 has a new, eye-catching look to it. Not many specs have been released though I can tell you this: it’s lower, wider, and sheds 100kg in the making. It also embodies the KODO or “Soul of Motion” design language. Like with all-new models of anything legendary, there will be a polarizing reception. Some might think it’s too radical. Some might fall immediately in love with it. And some will wait to drive it to make up their mind. Regardless of the way it looks – which certainly helps its cause – it’s really about how you feel on the road, behind the wheel, and when you tuck it in at night. with parts breaking and how he ended up custom building a lot of parts in his own shop. Other people started building their own trucks and soon side-by-side competition began. There were crazy names for these trucks such as; Goliath, Taurus, King-Kong, Grave Digger, and Samson. It was a big thrill for many just to see these trucks drive slowly over some junk cars. They would stop in the middle and get out and wave. Soon fans wanted to see more, so the trucks would pop a wheelie before crushing them. Two cars became eight and then buses. I saw Taurus drive up several cars and onto the roof of two double decker buses. The truck came very close to rolling off, but after a few adjustments to the rear steering he climbed along and then off. The suspension of that time was more about lift height to accommodate the largest tires rather than full suspension travel which came next. The Baja race trucks could handle large jumps without any trouble, so the monster trucks started the change. Massive coil over shocks and four-point suspension that could handle the weight and abuse these trucks would dish out. Now the monster trucks could hit the cars at tremendous speed and fly through the air impressing all. Bigfoot #18 holds the Guinness World Record for the longest jump by a Monster truck at 214’ 8”. When I first started my career in the offroad and truck accessory business I was a young and impressionable 18 year-old. I was impressed with some of the successful off-road shops in the US but I wondered how they had become so succeeded in business. One that came to mind was Midwest Four-Wheel-Drive & Performance Centre, owned by Bob Chandler, creator of the legendary Bigfoot monster trucks. Back then large off-road tires for pickups were not available; this forced Bob to think outside the box and looked to the agriculture industry. He bought a set of 48” tall Firestone tires and along with some custom made wheels; he mounted them onto his truck. People from all over the states started talking about his truck. He was invited to car shows and tractor pulls and that started drawing attention from the four wheel drive magazines. His shop also started to grow rather quickly with all the new interests in 4x4 modifications. A mechanic in his shop gave the truck the nickname Bigfoot because of the way Bob would drive it, heavy foot on the gas pedal. I was looking through one of those magazines and saw a small picture taken from just outside the shop bay door. It was his truck with 66” tall Goodyear tires. I remember thinking he was crazy. After that the monster truck craze began. I was fortunate enough to meet Bob at a trade show in Las Vegas. His truck was there on display and he was outside sitting at a table having lunch. I approached him, not recognizing him in his cowboy hat and asked if the spare seat was taken. Very nice man, he shared with me some of his frustrations

Six people arrested in Gorge Road drug bust Daniel Palmer News staff
Six people were arrested in a drug raid in the 100-block of Gorge Rd. on Sunday in a joint investigation involving Saanich police, VicPD, the Combined Forces Special Enforcement Unit and the Regional Crime Unit. Police seized a .22-calibre semi-automatic rifle, two replica handguns, bear spray, 26 litres of GHB and precursor, crystal meth, heroin and about $20,000 in cash from the apartment and during a subsequent search of a vehicle. Also in the apartment were record-keeping books to track drug sales, said Sgt. Steve Eassie.

With a focus on densification comes the provision that all legalized suites provide an additional, off-street parking spot for tenants to avoid an on-street crush. “We’d like to see an increase in secondary suites that doesn’t necessitate a vehicle, but the reality is we’re not there yet,” Murdock said. “Certainly we want to stay away from encouraging denser populations in farm and rural areas.” The staff report also includes provisions to deal with suites in accessory buildings. Current bylaws limit a residential lot to two kitchens. A proposed amendment would allow one of the kitchens to exist in an accessory building, but it’s an area that staff haven’t yet studied. That idea would also conflict with the secondary suite bylaw that requires the property owner to live in one of the suites, in response to concerns from neighbourhood associations. “I think a key issue is to make sure suites are not proliferating beyond the initial suite. It would need to be studied,” Wade said. If approved, the legal suite bylaw amendments will be drawn up by staff and expected to return to council later this fall. reporter@saanichnews.com

Finding safe preschool snacks can be a tough nut to crack Healthy, flavourful options are out there for kids Angela Cowan News Gazette Staff
With preschool classes starting up, parents once again have to choose their children’s snacks carefully to comply with the varying food restrictions at schools and care centres. West Shore Parks and Recreation, like most facilities, has been ‘nut aware’ for a number of years with the uprising of serious peanut and other nut allergies. “Most of our classes are ‘nut aware,’” says Karen Frost, recreation co-ordinator for the centre. “And all of our kids have a medical form, so if one child does have a severe allergy, we send home letters to all the parents to let them know what they can bring.” Frost suggests fruit, crackers and cheese or yogurt for quick and healthy snacks parents can put together. “We don’t want any candy,

The centre has several children with severe or anaphylactic allergies, and the strict food policy gives parents peace of mind that there’s no chance of an allergen popping up in the classroom. But while those restrictions may ease parents who have to constantly check for allergens, those whose kids
can eat anything often have a hard time thinking of healthy and quick alternatives to granola bars, peanut butter sandwiches and cheese and crackers. “It’s tough for parents who don’t live with (severe allergies) every day,” adds Traylen. Chopped up fruits and veggies, dried apple or banana chips, hummus, rice crackers and bean and lentil dips are all quick and easy options for school time snacks, she suggests. “I personally bake vegan muffins and cookies with lots of seeds and oats and dried fruit. That’s our go-to snack.” Wherever parents decide to send their kids for preschool and care, it’s a good idea to learn what food restrictions are in place and why before packing up the day’s snacks. Your situation is more common than you think. Families with the best of relationships, who reside in the same city as their parent(s), and/or are the sandwich generation, often find the process of downsizing overwhelming. We’re here to help. Any parent can find themselves in that situation, no matter what tax bracket they’re in.” The services offered by the non-profit organization offers include everything from counselling sessions and courses on life skills and parenting, to free books, food, toys, clothing and household goods. Tuckwell is not only a former volunteer and current staff member, he’s the single parent of a 13-year-old son and has experienced the benefits of 1Up firsthand. “I was a single parent for three or four years when I found the centre, and for me, it began with taking courses and volunteering here. I was looking for help and emotional support,” he said. “By coming to the centre …You feel you are not so alone.” The people who have benefitted from the centre cover a wide range, from immigrants or grandparents to mothers, fathers and others, Tuckwell said. stomach one September afternoon, nine-month-old Danica and I approached a little white building that housed a neighbourhood daycare. My glum mood lifted a few notches at the sight of the multi-coloured climbing apparatus, swings, slides and tricycles. We stepped up to the door, knocked and entered the threshold of a whole new era. Danica pulled herself up on a couch and stood, surveying the room while I sniffled a bit. Then it happened. Little Rosalie, just a few months older than Danica, toddled over, put her arms around Danica and hugged her. It was a sign! The next day, I dropped her off for a few hours while I worked. I picked up a happy child, who did not appear any closer to needing therapy. I continued to suffer moderate anxiety each time I dropped her off – parents could go only as far as the doorstep so as not to hear their offspring wailing, should they suddenly form a parent-attachment – but (unlike me) Danica never cried. In the end, both my daughters spent happy days in daycare, even forging a few life-long friendships. And aside from incurring a few traffic tickets, I’m happy to report, neither child has been carried off in a police car or yet spent any time behind bars.

Even homes on larger-than-average lots are often further out as well. Location can create challenges, but is just one aspect to consider. Here’s a few more: ■ Ensure your entire family wants to move. Teenagers often don’t like relocating to more remote areas. ■ Set an upper spending limit and stick to it. ■ Begin searching in the spring or summer so you can see the land. Walk around to see if some areas feel soft, especially where floods are common. ■ Research local bylaws. They may prevent you from parking your trailer or subdividing later. ■ Talk to neighbours. Walking up York Ridge Place, a steep dead-end road punched into a wooded hillside off Finlayson Arm Road in the heart of Highlands, one can imagine truly rustic living. Which is not to say the people who wind up buying the roughly five-acre lots won’t choose to build luxurious new homes on the land. Not everyone might appreciate the prospect of living in an area once thought to be far from civilization as we know it – Millstream Village is six-minute drive away. But large lots, whether bare land or with a home already on the property, can offer flexibility, says Roy Coburn with ReMax Camosun, the listing agent for the rugged Highlands lots. “I think there’s a lot of people who don’t want the maintenance of looking after the land. Then you have the people who want the privacy or to keep a horse, or sheep. It’s all personal choice,” he says. While the amount of undeveloped property around the West Shore and rural Saanich is diminishing, the presence of such large swaths of land – the York Ridge lots are being sold by one property owner – is not uncommon in the outskirts of urban Greater Victoria. A quick check on Realtor.ca of listings shows acreages can be more affordable in Saanich than previously anticipated. As of this week, there were 106 bare land lots two acres or larger around Greater Victoria, and there was even one five-acre property near Prospect Lake in Saanich listed

A sign that not everyone has chosen to subdivide those large lots in the region’s core, there are more than 160 homes on two acres or more in Greater Victoria. Buyers seriously interested in such properties might include people with young families who want to give their children more space to play and enjoy the outdoors, Coburn says. There are also those people who are used to living a little off the beaten track, perhaps on the Prairies, where rural homes are

spaced further apart. Coburn offers an example of clients who lived an hour or so west of Victoria and wanted to be closer to the city. “They found a property they liked that had a roughed-in driveway and the services were all there. They wanted to be closer, but they still wanted their privacy,” he says. Bare land acreages can run anywhere from $275,000 and up, depending on the size, proximity to waterfront and the amount of work already done to bring services in. While the majority of such proper-
ties available for sale are on the outskirts of the region, they are becoming ever-closer to commercial centres and other amenities. The pricing of large-lot properties with homes already built are like any other home: the closer to Victoria they’re located, the higher the price. “The general feeling right now is you can buy a house cheaper than you can build one,” Coburn says. “But it doesn’t take long to look around and see if there’s something available in an area you like that’s within your budget.” editor@saanichnews.com
