Teachers Brandy Engdahl and Teresa McMillan, members of the Nisga’a Teachers’ Union, stand with a poster in New Aiyansh during one of the days the strike was going on. Teachers across the province voted late this week to accept a contract proposal, ending what had been the longest public school strike in provincial history.

NEW AIYANSH - While there are obvious challenges to working in a small remote school district, there are also benefits in the closeness of the community. In that spirit, teachers from the Nisga’a school district in the Nass Valley hosted a series of informal lunches for students and parents in the valley’s four villages last week before rallying Sept. 12 at Lava Lake alongside the Nisga’a Highway as the second week of the teachers’ strike came to a close. The local union’s lunches were meant to update parents on events and to give students a chance to meet their teachers. The lunches were held in village government buildings, not

school buildings, so as not to violate strike protocol. “It is unique. We just felt it was time for students to come and have a chance to meet their teachers,” said Nisga’a Teachers’ Union local president Rich Hotson. He hadn’t seen too many kids in the playground during the dispute, “so they’re probably doing things inside. Let’s hope their parents have them doing some schoolwork.” More than 100 people turned out in both Kincolith and Greenville, and “a smaller room in Gitwinksihlkw and it was jammed, so it’s been a good turnout at each of the luncheons.” “It was great to see the turnout, really pleased,” he said. The Nisga’a school district has more than 400 students, with

38 teachers if you include teachers on call. “With us, it’s never really been an issue of class size because our district’s been committed to providing as low a class size as possible,” said Hotson, who has been president of the local union for a decade. “Some of the problems come from some of the various needs the students will have. You can have a number of students with special needs, and if the teacher doesn’t have enough time to spend with them that can be frustrating for everyone. “Our board has always been supportive, our argument is not with our local school board, they’ve always been supportive. They listen to our needs and try and meet them,” said Hotson. Platters of prepared meat and

cheeses were driven up from Terrace by a teacher who lived in that town while other dishes were made by teachers, he said. He said teachers want to continue to hold luncheons throughout the school year for parents to ask questions and learn about school going ons, With the strike now over and the new contract ratified following votes this week, schools are to fully open again early next week. The contract is for six years, providing a wage increase of 7.25 per cent which is in line with settlements reached between the province and other public sector unions. A tentative deal was reached in the early morning hours of Sept. 16 assisted by veteran mediator Vince Ready.

KITIMAT - The provincial government began a series of workshops last week which has the government working with First Nations on environmental stewardship programs. The Liquefied Natural Gas Environmental Stewardship Initiative workshops were held in Fort St. John, Prince Rupert, Smithers and Prince George. Thirty-five First Nations involved in LNG negotiations took part, along with government and industry representatives. The government says the initiative was a response to First Nations seeking a government commitment to more collaborative forms of environmental management. First Nations, the government says through a news release, have also indicated an interest in working with government to identify specific environmental restoration and habitat enhancement projects in areas affected by resource development, which the stewardship initiative is intended to address. Haisla Chief Councillor Ellis Ross meanwhile hasn’t been entirely sold on this stewardship initiative and is taking a wait and see approach to how it folds out. “We’re monitoring what’s happening there,” said Ross. “The only reason we’re monitoring it is because we’ve established a working relationship at the ground level...we’ve been working at that for 10 years to the point now where we think we have a very good working relationship with B.C. where it counts.” He said the chairperson of their lands and referrals committee and the staff person in charge of receiving project referral letters from the province have attended the workshop to gather information on this process. “Environmental stewardship has so many different definitions depending on who you talk to,” added Ross.

Accident claims two lives from same family The Northern Connector  Friday, September 19, 2014

By Shaun Thomas

THE NORTHERN CONNECTOR

PRINCE RUPERT One person is dead and another remains unaccounted for after an eastbound vehicle drove off Highway 16 and into the Skeena River on Thursday afternoon. The accident occurred approximately 50 kilometres outside of Prince Rupert just before 3 p.m. on Sept. 11. While one female occupant was able to free herself of the vehicle and was subsequently taken by ambulance to the Prince Rupert Regional Hospital, RCMP discovered a deceased female inside of the vehicle and the male driver was nowhere to be found. RCMP later confirmed all three in the vehicle are from Prince Rupert and that the deceased female was the daughter of the missing driver. An extensive search of the area did not turn up any sign of the driver. “At this point in time the search has been called off,” said Const. Matt Ericson of the

Prince Rupert RCMP on Friday afternoon. “We won’t be releasing the names out of respect for the family. We have a grieving mother who has lost her daughter and, potentially, her husband as well ... we’re trying to respect their privacy as much as possible.” The cause of the accident remains under investigation, with Ericson noting the vehicle remains submerged. “We attempted to recover the vehicle but the current and depth at which it is sitting made it far too dangerous once we were in the water to secure the vehicle,” he said. “We’re going to have to put it on hold until the water level goes down, but I am not sure when that will be.” The portion of the road where the vehicle entered the river is just after the end of the barricades that line certain stretches of the highway. Ministry of Transportation spokesperson Lara Perzoff said the ministry is waiting to receive the incident report from the RCMP be-

fore commenting on the placement of the barricades. “The ministry installs and maintains roadside guardrails as a basic safety device where warranted. However, based on our engineering assessments, not all sections of road warrant guardrails. We also know that guardrails cannot prevent all crashes,” she said. Perzoff did noted that the province spends approximately $3 million per year on barricade installation and maintenance. “This was a tragic accident and our thoughts are with the victim’s family and friends,” added Perzoff.

Hard years ahead for Prince Rupert’s coal export terminal By Shaun Thomas

THE NORTHERN CONNECTOR

PRINCE RUPERT - Despite positive growth in 2013, Ridley Terminals Inc. (RTI) is expecting some tough years ahead. Numbers released at the Sept. 7 Annual General Meeting show the company’s total revenue increased by $26.6 million compared to 2012 to sit at $131 million while the net operating profit increased 39 per cent yearover-year to sit at $65 million at the end of last year. “So we do have a facility that’s improved and we do have a good bit of money in the bank, which is a good thing. We can survive heavy storms, but there’s no question that we’re in a heavy storm,” said RTI president George Dorsey. “We don’t know how long it’s going to last. It could be two years, it could be six years, but it won’t be in the next few months that things turn around.” The comments came just before a Central One Credit Union report was

released that paints a bleak picture of the coal industry in northeastern B.C. “B.C.’s metallurgical coal sector is showing signs of buckling as persistent softness in the global economy, particularly in Asian markets, has continued to drive prices lower and made local mines uneconomical. Coking coal prices (Australian FOB) have fallen to six-year lows ... the consensus coal price forecast is for the benchmark to reach about $132/tonne (USD) this year – in comparison, the value was above $300 in 2011,” Central One wrote in its Economic Prospects for Northeastern B.C. report. “Prospects for a near-term turnaround in the coal sector are low. Consensus forecasts show a moderate rebound in price over the next few years, but levels are not expected to return to 2013 levels until about 2018. Higher metallurgical coal production requires higher demand for steel, which ultimately reflects a stronger demand cycle in emerging market

economies. Long-term demand is expected to strengthen due to economic growth of emerging markets and particularly China, but prospects for an aggressive medium-term growth cycle are dim. Challenges to growth persist with a sluggish European economy and a focus by China on re-orienting its economy towards domestic consumption rather than industrial export-led growth.” As well as outlining some of the positive things the terminal has accomplished recently, including the replacement of aging heavy duty equipment and the installation of a third stacker-reclaimer, Dorsey briefly touched upon the government’s intention to sell the terminal. However, much of that remains a mystery. “It’s a little confusing. It was announced a couple of years ago, but the sale process has been slow to take on momentum,” he said at the meetSHAUN THOMAS / THE NORTHERN CONNECTOR ing. “Government has promised clarity While Ridley Terminals Inc. experienced financial on that and we’ll have to see how that growth in 2013, the operation is heading into some tough years ahead. works out.”

Peace Day events this weekend in Kitimat By Cameron Orr

THE NORTHERN CONNECTOR

KITIMAT - This Sunday in Kitimat is the United Nations’ International Peace Day celebration, locally hosted by the Kitimat Public Library and the Kitimat Rotary Club. This year the library and Rotary have teamed up for the event which will be held at the Riverlodge gymnasium on September 21 at 2 p.m. until around 3:30 p.m. This time around there will be special guests, including author and musician Phyllis Wheaton, who will be joined by musician Tom Poole, from Calgary. The pair will lead a tribute to the Canadian United Nations peacekeepers and their families, says library Executive Direction Virginia Charron.

Local musicians Jamie Marcial and her band will precede the special guests, performing songs of peace, before participants make their way outside to make the human peace sign. “We are hoping that this year’s peace sign will be larger than ever,” said Charron. Kitimat Rotarian Eleanor Kendell said celebrating peace day in Kitimat is important as “it gives us an opportunity to think deeply about peace, working together at home, in our community and world.” “With the violence, tragic battles and senseless deaths in our world, it is of particular importance for us to be striving for peace,” she added. “I believe we will remember the marking of peace days in our community when we think back on what was

important.” The Kitimat Library received a grand from Veterans Affairs Canada to bring the event together. Meanwhile other peaceful activities have gone on in Kitimat. Kitimat Mayor Joanne Monaghan proclaimed September 21 as the International Day of Peace for the community, in a proclamation that urged all government bodies and organizations in the town to commemorate Peace Day. St. Anthony’s School in Kitimat was also named this year’s Peace School in the community. The distinction now means all elementary schools in Kitimat have been declared Peace Schools, joining the ranks with Kildala and Nechako Elementary schools.

Terrace resident drowns when canoe capsizes By Margaret Speirs

THE NORTHERN CONNECTOR

TERRACE - The body of a missing boater on Oweegee Lake near Bell 2 on Hwy37 North was discovered by po-

lice divers Sept. 11. Justin Dasilva, 23, from Terrace and living in Stewart, went missing Sept. 7 when a canoe he was in along with another man capsized. The other man – the

pair were on a hunting trip – made it to shore. A search was then mounted which included Stewart RCMP and members of Terrace Search and Rescue. A dive team from

service, but more importantly, his vision for creating an economically diverse community.” A street-naming ceremony is being planned for early October and city council will need to first pass a bylaw to

change the name. It has been a municipal tradition to name streets after former mayors although that hasn’t happened in years because of Talstra’s long occupancy of the mayor’s chair.

City to rename street By Josh Massey

THE NORTHERN CONNECTOR

TERRACE - City council has announced Industrial Way, the road leading off of Hwy 16 into the Skeena Industrial Development Park just south of the Northwest Regional Airport, is being renamed Jack Talstra Way after former mayor Jack Talstra. Talstra has been an influential figure in Terrace municipal politics since serving as alderman from 1976 to 1981, and then as mayor for 23 years, from 1985 to 2008. He was central in an initiative, which some called misguided at the time, to secure the land south of the airport from the provincial government for industrial development. “Jack spearheaded the move to transition the airport lands into an industrial park,” said mayor Dave Pernarowski, who replaced Talstra in the 2008 mayoral elections. “Renaming this street is a wonderful tribute to not only recognize Jack’s years of

the RCMP was also called in. Dave Jephson of Terrace Search and Rescue said the craft that capsized did remain on top of the water but it would have been difficult to hold onto it. Dasilva was subsequently found just before noon on Sept. 11 on the west side of the lake by the RCMP dive unit. “We did have an area of the last known point and that’s where his friend came out of the water and at that point in time when he looked back, he didn’t see Justin anymore so

we searched based off of that,” said Jephson of the immediate search efforts. The condition of the lake there was “zero visibility and very difficult for divers and they did an awesome job of locating him,” added Jephson. The way to search an area of water, something that Jephson teaches, is to start at a known point and end at a known point, he said. If you picture a fan with the left side as the starting point and the right side as the end point, a diver swims

across to the far side while holding a rope in one hand, he explained When he gets to the far side, someone on the other end of the rope tugs it or tells the diver through communications to stop or change direction, he said. “The target you’re searching for determines the amount of rope to search back or sweep back,” he said. A four-member dive team includes the primary diver in the water, the person holding the other end of the diver’s rope and directing the diver,

a backup diver and the person in charge, Jephson added. He expressed condolences for the family and that the goal of searchers is to provide closure for family members. Jephson stressed the need for boaters to wear approved personal flotation devices. “Once you fall in the water, you need to exit as quickly as you can because hypothermia can set in,” he said. The investigation into the death is now in the hands of the BC Coroners Service .

Almeida named Minor Hockey Player of the Year By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Kitimat native Justin Almeida is rapidly rising in the ranks of B.C.’s hockey finest. His star shone even brighter over the summer when in July Hockey Now magazine named him the Minor Hockey Player of the Year. “It was really special,” said Almeida on learning he had won. “I’ve seen a lot of [the list’s] names before and there’s great hockey players that got it.” He’s currently playing for the Cariboo Cougars but hopes to be playing for the Prince George Cougars by next year. Naturally his ambition lies in eventually being drafted to play in the NHL. He said he credits his work ethic and his “hockey IQ” as key factors which led to his title. The publisher for Hockey Now, Larry Feist, says the selection committee for Player of the Year is a collection of top-shelf coaches and scouts from the hockey world. The committee is chaired by Dave Babych, who has played on a number of teams in the NHL. Feist says each month the committee works through a list of notable players as they eventually final-

ize the top contenders for Player of the Year. He said the International Scouting Service (ISS) is part of that committee which speaks to the quality of selections. “They’re the worldwide leader in scouting,” he said. “Every NHL team buys their scouting list.” As for what they look for in players, it’s a comprehensive list. “The person’s got to be an exceptional hockey player, and from there it usually boils down to three to six players, and the committee really gets in to meeting and talking about character, school...off-ice involvement,” said Feist. “Just having a really good character...in tandem with exceptional hockey skill.” On the Hockey Now website, Babych is quoted saying, “I know some of the kids that have won this award, before. You can see the importance of being a well-rounded person. Not everyone is going to make the NHL but the guys who are well-rounded always seem to be successful in life.” The first B.C. Minor Hockey Player of the Year award went to Surrey’s Colin Fraser. Fraser went on to be a two-time Stanley Cup CONTRIBUTED / THE NORTHERN CONNECTOR champion, once with the Chicago Blackhawks come and once with the Justin Almeida, second from right, with the Hockey Now representatives after receiving his award for Los Angeles Kings. Two tourneys make for one beautiful weekend on the links By Kevin Campbell THE NORTHERN CONNECTOR

PRINCE RUPERT - The Prince Rupert Golf Course was home to two simultaneous tournaments at once over the weekend and both made for an interesting finish. The men’s and women’s Duffers Tournament took over the club with the men’s club championship running at the same time. Participants in both tourneys entered their scores in the Duffers and men’s club championship. “The only thing that was different was me and Brian [Holkestad] were sort of in contention for the men’s club championship on the last day and we weren’t playing together so we didn’t really know [the scores] either of us had. We just had to play our own game and see what happened,” said men’s club championship winner Ian Robinson, who just narrowly beat Holkestad by one stroke with a 36-hole total of 146 for the overall low gross title. “I thought it was OK,” said Holkestad. “It would have been nice to play in the club championship with the final group, but it was basically Duffers to start with. It was a little bit tighter and a little more interesting.” Holkestad took the men’s club championship overall low net title with a net score of 135 based on a

Ian Robinson, Rose Holkestad, Brian Holkestad and Janet Sheppard celebrate their victory at the Prince Rupert Golf Course after they won the men’s and women’s Duffers tournament and, for Robinson and Brian, the men’s club championship. Robinson captured the overall low gross title for the men’s Duffers and men’s club championship, while Brian took overall low net. Rose won the overall low gross in the women’s Duffers and Sheppard captured the overall low net score. handicap of six. “My putting was really good both days – that was the main thing,” said Robinson, who last week notched a hole-in-one on hole 13 with a six iron. For rival Holkestad, it was also his short game that got him to with-

in a stroke of Robinson. “My putting was really excellent. Other than the odd penalty off the tee, that was the only thing that got me in trouble. Other than that it was steady all the way,” he said. First low gross in the men’s club

champs went to Ken Bazansky who carded a two-day gross total of 153. Darcy Koch took the first low net with a net score of 138 off a total of 172. Robinson won the overall low gross title on the men’s side for the Duffers’ while Holkestad took overall low net with the same scores. Following up her ladies club championship victory two weeks ago, Rose Holkestad won the women’s Duffers Tournament with a low gross total of 185, beating Janet Sheppard by one stroke. Sheppard captured the overall low net title with a net total of 152 off of 186 strokes. “[Saturday’s] game was better for me. I wasn’t even paying attention to it and I was doing well on every aspect. [Sunday] not so much, but I had Rose right there and I told her ‘You’ve got to learn to share [the spoils] with your friends’,” she joked. Sheppard carded an 18-hole total of 89 on Saturday to set herself up for the win by Sunday’s end. She shot 97 on Sunday while Rose carded a consistent 92 on Saturday and 93 on Sunday. “My drives and my second shots were good,” said Rose. “My putting was not there this weekend but the rest of my game came together to hold it.” The golfers had to combat some

fog in the morning, but it didn’t seem to affect their game on the ground. “By the time I went out, anyhow, it was clear. We had no problems seeing the ball,” said Brian. For the men’s Duffers, the first low net in the championship flight went to Ken Bazansky with the first low nets in the first and second flights going to Koch and Keith Lambourne respectively. The men’s championship flight first low gross title was awarded to Ron Miller with Terry Sawka and Shane Forman capturing the first low gross titles in the first and second flights respectively. Second low net titles went to Bob Hays (championship flight), Howard Lynn (first flight) and George Kuntz (second flight) with third low net titles being awarded to Mark Bryant (champ flight), Joe Thompson (first flight) and Ray Kierce (second flight). Dan Giallonardo took the second low gross in the championship flight, Nippi Sahdra captured the second low gross in the first flight and J.P. Lattes took second low gross for the second flight. Forty men took part in the men’s Duffers Tournament while six ladies took part on the women’s side of the Duffers. Nineteen participants entered the men’s club championship.

Prince Rupert School District approves project wish list By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT - School District 52 (SD52) is hoping the provincial government will approve funding for its project wish list. Last week SD52’s board of education approved a request for three projects it would like to include in the 2014/2015 school year capital budget, including the replacement of Prince Rupert Middle School (PRMS), a new consolidated board office in the former Westview Elementary building and a new special needs bus. “The main priority is to get a replacement middle school. [Like the rest] of the province, we wait for the day the government will start to announce new capital projects and hope we will be on that list when it does,” said Cam McIntyre, sec-

retary-treasurer of the Prince Rupert School District, at the Sept. 9 school board meeting. The district is estimating it would cost approximately $24 million to replace the more than 50-year-old building that currently houses PRMS. While whether or not the funding will be approved is yet to be seen, the B.C. Ministry of Education rated the replacement Cam McIntyre of PRMS as a high priority in the spring of 2013 because of its aging systems. SD52 is also requesting the province provide $3.8 million in order to create a combined board office in the old Westview Ele-

mentary building. “Board office functions are currently in three separate locations. We have the board office, one department working in the basement at Conrad and Wap Sigatgyet,” McIntyre said. “We think we could have everyone working together that much better if we saw each other much more regularly.” McIntyre also noted having one space would save the district money on utilities over time, and the sale of the board office on Sixth Avenue East and the Aboriginal department’s building on Ninth Avenue West would help cover some moving costs. Finally, SD52 is asking for $100,000 to replace one of the district’s older special needs buses, which is requiring more and more repairs. McIntyre said the province usually announces bus funding in the fall, with capital project funding announcements being made post-budget.

LNG Canada drafts community promise document By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - The manager of communications for LNG Canada says a new Community Commitment Document is the first of its kind among the business partners in their venture. A draft of the document was presented to community members at an open house last Thursday where com-

pany representatives got out the red pen to mark what residents want to see from the company. The initial draft has paragraphs dedicated to subjects such as ensuring health and safety remain important to their operation, as well as to the natural environment. Communications Manager Katharine Birtwhistle said their grassroots approach is unique, even if similar

documents do exist for other projects. “We started this as a thought-process earlier in the year on how LNG Canada should behave in the community, or what behaviours you’d like to see from us,” she said. The company held some focus groups through the spring to get them to the draft that was on display last week.

SAR fundraising film fest to double up By Cameron Orr THE NORTHERN CONNECTOR

KITIMAT - Kitimat Search and Rescue are bringing back their largest annual fundraiser, the Banff Mountain Film Festival. But this year organizers have responded to the heavy demand and will bring two shows to town, one geared to even more edgier sports. “The Radical Reels tour, this will be our first year flying that test balloon and seeing what kind of reception we get,” said SAR member and film fest organizer Kelly Marsh. “It’s more of an action sports films. The high energy, the extreme sports from independent filmmakers.” He said demand for a second show was obvious from people not able to see last year’s films.

“Once we sold out the Banff Mountain Film Festival a couple of times we saw the need,” he said. “People lined up at the door to get tickets and weren’t able to.” The Radical Reels show is on October 3, and the Banff Mountain Film Festival is on October 11, both at Mount Elizabeth Theatre. “This is Kitimat Search and Rescue’s biggest fundraiser of the year,” said Marsh. “We’re all volunteers and depend on fundraising to be able to put on our essential courses and [acquire] much needed equipment.” This year they’re going to use the money raised to purchase iPads and special communicators that will allow rescuers in the field to not only communicate outside of cell range but to plot their location in to programs like Google Earth in real time.

Fire help tops communities’ wish list By Tom Fletcher THE NORTHERN CONNECTOR

VICTORIA - Coming through one of the most expensive forest fire seasons in the province’s history, the B.C. government is being asked to renew its fund for local governments to create safe zones around their communities. A resolution to extend wildfire prevention funding tops the list for the Union of B.C. Municipalities convention, set for Sept. 22-26 in Whistler. It was sponsored by the Okanagan-Similkameen Regional District, where fire crews are battling the latest major forest fire near Princeton. The province’s wildfire prevention fund was established 10 years ago in the wake of the damaging 2003 fire season, with $37 million for a costsharing program. Another $25 million was provided in 2011 and that money has all been committed for local forest fuel management projects. The B.C. government estimates it will spend $350 million on wildfire control by the end of this season. That

was exceeded in 2003 and in 2009, the most costly season for the province with $382 million spent. Other resolutions given priority by the UBCM executive: • Langley City is calling on the province to provide a cost recovery model for medical assistance calls to its fire rescue service. Nearly four out of five calls received are for medical assistance. In response to a previous request, the province told UBCM its local firefighters are not required to respond to medical calls. • Northern and central B.C. municipalities object to the province’s proposal to cap industrial tax rates for properties used in liquefied natural gas developments. The B.C. government has complained previously about high industrial taxes imposed on the forest products industry. • The Fraser-Fort George Regional District is calling for recycling collection services to be offered wherever fees are being collected from retailers for packaging and printed paper products.

“We want to build up a level of trust and honesty where you think you can ask anything and we’ll give you the best answer about what we know at that point in time.” She says the agreement is not a legal document but she hopes will allow the community to hold LNG Canada to account both through operation and, far down the line, eventual decom-

missioning. “This is long-term, we’re going to be here for the long term,” she said. “After the long term there’s also the point where we will leave but we’re not looking to do that for many a year. Also when we leave, how do we behave?” The company is expected to formally sign the agreement at some time in October.

THE NORTHERN CONNECTOR

PRINCE RUPERT - It was a magical weekend and one that 12-yearold Jonathan Boutilier won’t soon forget as he became the youngest ever qualifier for the Kaijudo World Championships to be held in Providence, Rhode Island in October. Good Times Games teamed up with Pacific NorthWest LNG to host the largest Kaijudo Master Challenge taking place in North America this year and saw nearly 70 contestants aged five to adult come out to compete for the chance to represent Prince Rupert at the championship. Good Times has been awarded this prestigious event for the fourth consecutive season, being the only game store that has done so. Players fought through six rounds of head-tohead Swiss play over the Sept. 6 event, then the Top 8 faced off to see which two players would represent Good Times and Prince Rupert at the big event next month. “To have our Top 8 finishers range in age from 11 to 20 is a testament to our amazing local player base. We had six female players in our top 20 as well,” said Rob Gruber, co-owner of Good Times and tournament organizer for the event. When it all was said and done, Boutilier was crowned champion after defeating past qualifier Alex Hembroff in the final match. Nearly all the players in attendance were from the Northwest with the exception of four players who traveled all the way from Victoria B.C. to compete. “The turnout was amazing thanks in part to our friends at Pacific NorthWest LNG providing lunch for everyone and a large selection of prizes to ensure that every player had something to go home with,” said Gruber. “Pacific NorthWest LNG was proud to partner with Good Times Games in hosting its most recent Kaijudo Tournament,” added Pacific NorthWest LNG community relations adviser, Derek Baker. “As a company that

VICTORIA - Aboriginal leaders opened their meeting with the provincial cabinet Thursday by urging them to resume discussions to recognize aboriginal title instead of dragging out case after case in the courts. Premier Christy Clark convened the special session in Vancouver Thursday after visiting the Nemiah Valley near Williams Lake, where the Tsilhqot’in Nation established title in a landmark ruling in June. Clark signed a letter of understanding with the Tsilhqot’in to work on implementing the verdict of the Supreme Court of Canada ruling, the first to acknowledge title to a specific area of what was considered Crown land. Grand Chief Stewart Phillip of the Union of B.C. Indian Chiefs told the gathering in Vancouver that Clark’s “public platitudes” echo those of former premier Gordon Campbell in 2009 when he proposed legislation to recognize title province-wide. (MJHP TZY \JJPQ^ Ć^JWX That proposal caused the B.C. Business Council to “set its hair on fire” and issue “an inflammatory legal opinion” that derailed the effort, Phillip said. In fact it was B.C. aboriginal leaders who voted the proposal down four months after it was pulled from the legislature on the eve of the 2009 B.C. election. Grand Chief Ed John of the First Nations Summit recounted federal and provincial efforts to thwart land claims cases, from prohibiting aboriginal people from hiring lawyers in the 1920s to the tactics used in the 2007 Tsilhqot’in trial. That trial ran for 339 days in B.C. Supreme Court, after 10 pre-trial motions by federal and provincial lawyers trying to have the case thrown out on technical grounds, John said. When that failed, Xeni Gwet’in Chief Roger William, the named plaintiff, was made to testify for 46 days and none of his testimony was used by government lawyers after that,

Energy group cancels meetings By Josh Massey

THE NORTHERN CONNECTOR

TERRACE - A Calgary association representing the country’s major energy producers has canceled two information sessions Sept. 16 in Terrace, citing the uncertainty surrounding planned protests. The first appearance was to have been before Terrace city council at noon today but the Canadian Association of Petroleum Producers (CAPP) cancelled at the last minute. A second event, billed as a cocktail session between the association and the Terrace and District Chamber of Commerce, was also cancelled but protesters did show up at the planned location. CAPP representative Geoff Morrison, speaking by telephone from Victoria, says that his association’s decision to cancel was based on uncertainty around how the Terrace city council committee of the whole meeting would unfold given the planned protest. “It was meant as an open dialogue with

council,” said Morrison. “Without knowing more about the circumstances that were emergent, we felt it prudent to take a step back and reschedule.” The association had wanted the city council meeting to be a closed door session but was told there were no grounds to do that. The petroleum association, which represents oil and gas extraction companies but not pipeline companies, has

KITIMAT - On July 14, 2014, the Kitimat home that the Knudsen family lived in burned down. They lost everything in the fire and had no savings or rental insurance. Having escaped with just the clothes on their backs, they are now piecing their lives back together. Snow Valley Ford contributed a $1,000 Walmart gift card to help put the family back on its feet.

Cannery Road Race sees participation from around region By Kevin Campbell THE NORTHERN CONNECTOR

PRINCE RUPERT - A bright and gorgeous day greeted area runners last Saturday during the 11th Annual North Pacific Cannery Road Race amid passing trains and sun-loving dogs at the historic site. Leslie Peloquin, Lynn Daniele, Stella Kafka and a barrage of volunteer organizers gathered from 8:30 a.m. until the late afternoon to put on the half-marathon and post-race barbecue for participants, of which there were 162 in all, with donated fish from Aero Trading. “[The response has been] fantastic,” said Peloquin on Saturday. “As well, there’s been lots of response out here for the kids ... and it’s an absolutely wonderful day for it. I just hope for our half-marathon-ers it’s not too hot because that’s a 21.1-kilometre run and it can be quite warm.” The 162 participants beat last year’s totals of 92 adults and 46 children runners. The 10-kilometre walk and half marathon commenced at 11 a.m. while dozens of eager kids took part in the kids’ onekilometre fun run 30 minutes later. For their efforts, they were awarded licorice and cookie medals. Noon saw the bulk of the runners take off down the gentle slope of the starting point for the five kilometre and 10 kilometre run and the five kilometre walk. A run director cycled the participants

safely through the winding road, which took runners to varying distances with the furthest being the Port Edward turnoff. First-place winners from the race in the varying divisions, sexes and age groups went to (all winners are based in Prince Rupert unless otherwise designated) Ray Leonard, Shayne Stokes from Errington, Francois Dagenais-Cote, Andrea Nelson, David Shearer, Judson Rowse from Port Edward, Ryan Staschuk, Karen Cruz, Tara Irwin from Terrace, Dale White, Ross Franes, Sean Carlson, Daelan Calder, Brigitta Bartlett from Terrace, Kathy Murphy, Marci Leblanc, Michaela Yeo from Terrace, Megan Mitchell and Joanne Nelson from Port Edward. Runners to race second-place finishes included Chris Kim from Switzerland, Tracy Moraes, Kurt Schlegel from Terrace, Laudo Furtado from Kitimat, Bryce Gladdish, Sung-Hee Kim from Switzerland, Emma Payne, Mike Reid from Terrace, Daniel Hamel from Terrace, Landen Franes, April MacLeod from Kitimat, Alanna Unrau from Kitimat, Melissa Rektor, Charlotte White from Lax Kw’alaams, Erin Newton and Floria Peloquin. Third-place runners included Fred Lambright from Terrace, Michele Smith, Dale Robinson, Jesse Newton, Karen Sankey from Port Simpson, Crystal Sawatzky, Susan Enns, Virginia Bessette, Jessica Hamel from Terrace, Marion Olson from Terrace and Angus MacLeod from Kitimat.

Updates at Rupert airport well underway By Martina Perry THE NORTHERN CONNECTOR

PRINCE RUPERT - Upgrades at the Prince Rupert Airport (YPR) are moving along, with airfield improvements wrapping up. The Prince Rupert Airport Authority announced its plans to redo both the interior and exterior of the airport earlier this summer. Since then more than 6,000 feet of runway has been re-asphalted, with the crew finishing the runway at the beginning of the month. Furthermore, the airport’s Instrument Landing System is now back in place. While the runway apron and a taxiway were supposed to be done around the same time, YPR manager Richard Reed said a shortage of materials meant the crew was unable to finish the runway apron and a taxiway until recently. While it was initially included in the scope of work, the airport access road on Digby Island will no longer have its asphalt redone. “It requires a great deal of money, upwards of $2 million ... it really is an issue to be solved by the province. We’re not going to put all of that money into it when we need to put the money into the terminal building and airfield,” he said. And renovations to the terminal building are now underway, following the completion of the new roof. Reed said the task of enlarging the passenger holding room has started. The first step of this will be to remove the front windows, then close off the expansion area so its foundation can be poured. The first phase of YPR upgrades will be complete by the end of the year, which includes expanding and updating the hold room, relocating and updating the west side of the building where administration is and finishing the construction of brand new washrooms.

KEVIN CAMPBELL / THE NORTHERN CONNECTOR

The 11th Annual North Pacific Cannery Road Race included the One Kilometre Fun Run that 46 children participated in.
