Mayor hedges on Johnson Street Bridge costs Kevin Laird News staff

Construction costs on the new Johnston Street Bridge could go up, but it’s not necessarily the city’s to pay, says Mayor Dean Fortin. Last week it was revealed that steel fabricated for the bridge may have to be rejected due to poor quality by the Chinese manufacturer Jiangsu Zhongtail Steel. “Regular quality inspections are routinely underway to ensure the bridge is built to high standards of the design. A recent inspection found that some aspects of the steel, specifically the lifting lugs needed to move the bridge,

were not fabricated according to specifics laid out in the design,” said Jonathan Huggett, interim manager of the bridge project, in a report to council. PCL Constructors, the company building the bridge, stopped all fabrication of the bridge after it became clear problems were not isolated incidents. Production is still shut down and likely won’t restart until mid-October. Fortin said the city put extra money into the project to make sure the steel coming from China meets North American standards. “These issues may delay the project up to three months, but all the costs associated with the delay are 100 per cent PCL’s,” Fortin told CFAX Radio.

“We’re hearing there may be increases to the cost of the bridge, but they’re not necessarily the City of Victoria’s.” City staff asked that project timelines be changed, moving the bridge completion date from December 2015 to the spring of of 2016 – a possible three-month delay. Fortin said despite some speculation, the project is moving ahead. “The steel is the critical path. It is the only one that is concerning,” he said. “We have safeguards in place that meet out standards, and if it doesn’t, it doesn’t get shipped.” The total budget for the bridge is $92.8 million. klaird@blackpress.ca

Former B.C. Liberal cabinet minister Ida Chong was expected to announce her candidacy in the Victoria mayoralty race yesterday. The announcement was made after the Victoria News deadline. Chong sent out invitations earlier this week to a press conference where she was to “make a very special announcement about the future of Victoria.” If Chong does decide to run, she’ll join city councillor Lisa Helps and Changes the Clown. Mayor Dean Fortin has yet to announce his candidacy, but it is widely expected he will throw his hat in the ring soon. editor@vicnews.com

It will be up to each individual school district in the province to determine how to make up for lost class-time, according to Greater Victoria school district chair Peg Orcherton. “The ministry will likely provide some direction, but districts have the ability to establish their own calendars.” Orcherton said there is no set plan yet, as discussions are still being had as far as how to provide students with a full school year. Orcherton added it may end up being a combination of different things. Unlike some districts, such as Sooke, Orcherton said maintenance and facilities staff were able to get into the schools and do regular maintenance and cleanup over the summer.

The links between hearing loss and Dementia Seniors who have untreated hearing loss may be at an increased risk for developing dementia, a loss of brain function that can affect memory, thinking, language, judgment and behavior. This is the finding of a study conducted by researchers from the Division of Otology at Johns Hopkins University School of Medicine. The study included 639 people whose hearing and cognitive abilities were tested over a period of time, starting in 1990 and concluding in 2008. Affordability helping drive homeless increase Don Descoteau News staff

While a biennial homeless count found an increase in shelter users in Greater Victoria, the goal of reducing the number of chronically homeless in the region appears to be coming closer. A report unveiled this week at the annual general meeting of the Greater Victoria Coalition to End Homelessness held Tuesday in Langford stated many of the 1,167 individuals counted – including 116 children – on Feb. 5 of this year were only occasional users of the various temporary housing facilities. Representatives from the various service providers and stakeholder groups that make up the coalition were told that roughly 15 per cent of the people who use

the various forms of shelter for temporary accommodation take up about 55 per cent of the beds over the course of a year. "The coalition started with the assumption of, 'let's look after the ones who are the greatest drain on the system, the greatest economic challenge, the most chronic,' that's what that 15 per cent number is," said coalition executive director Andrew Wynn-Williams. The total number of chronically homeless six years ago was in the neighbourhood of 1,200. Now there are around 300 in that category. "That number has come down a lot," Wynn-Williams said. "Now it's time for us to expand our horizons and start acknowledging that affordability is also a critical driver of people on the street. They may not have addictions or mental health issues, they're at risk because they can't afford to live in our community." With the vacancy rate for units less than $700

in Greater Victoria at less than one per cent, and the sheer number of units falling into that category also shrinking, some people are forced onto the street or to couch surf, he added. The shelter allowance for people on social or disability assistance is $375, which when added to the cost of food and other expenses, can leave individuals or single-parent families in a financial hole at the end of the month, Wynn-Williams noted. "Eighty-five per cent of shelter users are there due to an affordability issue, and with the increase in families in our facilities count, it shows that, just like the rest of Canada, we are in an affordable housing crunch." The figures used for the report are from 2012-13, a time frame in which less transitional or supportive housing units came on stream, he said, which may have contributed to the eight per cent overall increase in shelter users counted from the 2011 tally. With addi-

tional units being created this year, it should reduce the chronically homeless numbers, Wynn-Williams added. Victoria Mayor Dean Fortin, co-chair of the coalition's leadership council, said while the area of housing families in shelters is still an area of concern – the February count found 70 families in temporary housing – he is optimistic about the long-range picture. "The numbers are getting better and we're seeing some good strong results, but we're seeing some challenges out there. Poverty, mental health and addictions, all of those continue to drive the risk of homelessness," he said. "The good news is there's a recognition that first and foremost we need 350 (more) supportive housing units and that is going to take care of our chronic homeless population. That's an achievable number when you consider where we came from." Moving forward, the report laid out the coalition's priorities in seven

different areas: housing, communications, research, prevention, aboriginal homelessness, reintegration and operations. Visitors to the AGM heard about a new media plan, complete with thought-provoking

Greater respect needed between cyclists, motorists A fear of death shouldn’t be what keeps people from choosing to ride a bicycle. But it just might. Another cyclist was seriously injured in Victoria this week. The crash was scantly covered by the media, and then drops away. The devastating results of a crash between a bicycle and a vehicle are quite evident. The roads are packed with vehicles, driven by motorists weighed down by a multitude of potential distractions. Victoria and Esquimalt have been expanding their cyclist infrastructure, but it needs more work. Lots more work. And giving cyclists plenty of room on the road doesn’t necessarily mean they’ll be safe from inattentive drivers. An average of 150 cyclists are injured every month in B.C. during peak riding season of May to October, according to ICBC. We should all be encouraging more cyclists to strap on helmets and take to the streets. It’s healthy for commuters and recreational riders, the environment and a congested city. But those statistics don’t do much for a cyclist’s confidence. Yes cyclists must do their part too. The insurance corp advises cyclists to never assume drivers can see them, and to wear bright, reflective clothing—and use lights at night. But how many times have you seen a motorist park in a bike lane? Fail to yield to a cyclist? Nearly knock a rider over while passing? It happens too often. Drivers and cyclists need to watch for each other at all times, use eye contact and hand signals. Moreover, we all need to make efforts to build greater respect between drivers and cyclists. Great sailing aboard Nimpkish Re: Bleak summer for coastal ferry remake (B.C. Views, Sept. 3). My grandson and I took the ferry from Port Hardy to Bella Coola on Aug. 19. The leg from Port Hardy to Bella Bella on the Northern Expedition was like taking a Vancouver Island-mainland ferry, all the services, over-priced shops, etc. (except Wi-Fi) with boring wide expanses of water and an occasional lighthouse. After we unloaded at Bella Bella and the Nimpkish pulled in, my grandson and I were very leery of the trip onward. What a surprise was in store. The journey to Bella Coola was a wonderful experience, with only about 25 people on board. The passengers mingled and chatted, exchanging observations, family stories and discussing the wonderful scenery. The captain and crew went to great lengths to entertain us and we were informed of the surroundings, the possible sightings of wildlife, etc. We were able to stand at the bow in the sunshine and light breeze or on the aft lounge in the protection of the superstructure. The ferry actually stopped close to shore while we were taking photos of petroglyphs, and once again when we stopped at the Alexander MacKenzie Rock, while the captain gave a history and provide a large photograph to allow us to pick out the Canadian Heritage artifact.

When we debarked at Bella Coola the passengers gathered, thanked and congratulated the crew on the voyage. Services were minimal, but free snacks and soft drinks were available, and no one starved. George Morrow Qualicum Beach

Mental health stigma perpetuated by many Re: Stigma remains in mental health (News, Aug. 29) Why is it that major advances in psychiatry and the understanding of mental illness over the past century have hardly made a dent in that intractable stigma? As always, the answers lie in the “big picture” and who stands to benefit from an unchallenged stigma. In the case of mental illness, there are large vested financial interests by powerful groups in keeping that stigma alive and well.

For all-powerful global pharmaceutical companies, the stigma about mental illness is money in the bank. It is in their best interests to perpetuate the myths and stereotypes; staying discouraged and hopeless keeps people sick and desperate for any relief in a bottle. There is no incentive for drug companies to dispute the stigma. Every day we are inundated with ads by drug companies showing distraught powerless people battling unsuccessfully with mental illness but we never see the reality – brave good people surviving an uphill battle with strength and courage. Our governments also have a huge stake in perpetuating the stigma about mental illness. As long as public perceptions about the mentally ill are negative, unsympathetic and derogatory, our political leaders can keep mental health funding dollars at the barest minimum with impunity. So how do we strike the fatal blow to the stigma about mental illness? It all comes down to educating ourselves and talking openly with our friends, co-workers and families about mental illness – until the shame is gone. The stigma cannot survive in the light of awareness and against the formidable power of knowledge. Doreen Marion Gee Saanich

HeroWork comes to rescue of at-risk youth facility Renovation project planned over next three weekends Andrea Peacock News staff

Community members will come together today (Sept. 19) to celebrate the kickoff to the renovations of a housing complex for at-risk youth. An anonymous donor gave the house, Forrest House, to the Threshold Housing Society, which offers transitional housing for people between 16 and 21 years of age who are at risk of being homeless. “The place needed a big renovation to be made safe and sustainable,” said Paul Latour, founder of HeroWork Program Society, the organization in charge of the renovation. The complex is located on Davie Street in Victoria. Today’s opening ceremony will start off with a parade, the convoy of heroes. Close to 70 decorated vehicles

full of sponsors, contractors and volunteers will drive from the Oak Bay Marina at 4 p.m. to the site on Davie Street at 4:30 p.m. “Everybody will be honking their horns,” said Latour. “It’s really a celebration of community and cooperation.” At 5 p.m., everyone from the parade will march onto the building site, led by a bagpiper. After an opening ceremony, demolition of the inside of the building will start at 5:30 p.m. “The contractors say it’s about a $350,000-valued renovation,” said Latour, adding there are 80 companies involved who have donated time and resources to the project. “A couple hundred volunteers will be involved in it as well in addition to that,”

sad Latour. “It’s about creating this amazing, wonderful event that inspires people and gets them all working toward a common goal.” The kickoff party will also feature live music, food, clowns and face painting. It will wrap up at 7:30 p.m. and be completely over by 8 p.m. The renovation will then continue for three successive weekends, with the grand reveal on Oct. 5. “Paul Latour and the HeroWork Society have been a Godsend,” said Mark Muldoon, executive director of Threshold Housing Society. “We would not have been able to open this building without their help.” The building will be able to house at most six youth, said Muldoon. One of the units will be used for life skill building such as cooking and financial literacy. “Our goal is to give at-risk youth a very positive rental expe-

rience as a stepping stone into adult independence,” said Muldoon. Forrest House is a transition house in that there is a termina-

tion point to each individual’s residency. Once Threshold Housing Society decides a resident has reached a certain level

of maturity and integrity, it will be time for them to move on, said Muldoon. “We don’t discharge anyone to homeless-

Milton Keynes, England: As we climbed into a gleaming Infiniti Q50 sports sedan, one killjoy warned the road to the Belgian Grand Prix would be like a dance – quick, quick, slow. The tour of the Infiniti-Red Bull Racing factory had us pumped and ready to roar Sebastian Vettel-like, along the UK’s motorway network to Folkestone, Kent. There we would take Le Shuttle train beneath the waves of the English Channel to France and on to Spa, Belgium. It would be a

600-kilometre drive (374 miles) and take less than six hours. The doomsayer was right, try ten hours! The aforementioned four-time F1 champ influenced the production of this car so it was a neat idea to take the sharp-looking Q50 on an extended spin to a race weekend. However, plain sailing it was not as we encountered motorway chaos to the EuroTunnel. It was equal parts low-gear slow crawl, near-posted speed limit bursts – enabling a few paddle-flipping-gear changes – and parking pauses

later, we were enjoying the French countryside, travelling for extended periods at the construction zone speed of 30 klicks. Darkness enveloped the road ahead but our way through Belgium was lit by the most spectacular electric storm. Ah yes, the windshield wipers performed efficiently in a downpour of Biblical proportions. We finally reached Spa, birthplace of Agatha Christie’s fictional detective Hercule Poirot, and famous for its therapeutic cold springs. By the time we arrived, we’d had enough of the cold springs from above. The inclement weather didn’t dampen our spirits as we rubbed shoulders for the next two days with the fast and the fashionable in the Formula One Paddock Club at the Circuit de Spa-Francorchamps. Champers was the breakfast of champions at the 2014 Belgian Grand Prix, if you had the admission price of $3,500 burning a hole in your jeans.

long enough to test the eight-position power seat adjustments and play with the large dual touch screen infotainment displays. The navigation system ‘lady’ suggested we take the M25 the opposite way around London. Whoops. Should have ignored her. Nevertheless, this was all a blessing because the car was forced to perform in adverse conditions and its mettle/metal was truly tested. Extended time at the wheel of a 328-horsepower 3.7-litre V6 version (starts at $37,500) and a Hybrid ($10,000 more) with a 3.5-litre engine left me scratching my head about which would be my choice. Both provide a quiet, comfortable drive, not averse to a sprint when necessary, all aided by a seven-speed auto transmission that is as a smooth as a baby’s youknow-what. All-wheel-drive would be an option I would choose on either model. Interestingly, the constantly changing speed limits flashing above helped show off the predictive forward collision technology. If you trust the car ahead, the radar-controlled gizmo will govern your speed and braking automatically. In addition, lane control keeps you on the straight and narrow should you drift into that passing car you were alerted to by another warning system. Thanks to the $320 flexi pass, we rolled with ease onto the train and smirked at the lineup with the $120 tickets. About 40 minutes

Daniel Palmer Once you get past the furrowed brows, razorsharp teeth and metre-wide footprints, a Tyrannosaurus rex looks a little cute – at least when it’s being operated by three humans and constructed with bean bags and metal hydraulics. Walking with Dinosaurs, based on the awardwinning BBC television series, debuts its first shows in five years at Save-on-Foods Memorial Arena this week, Sept. 18 to 21. “It’s kind of a journey through the history of the dinosaurs,” said director Scott Farris. Originally from California, Farris has honed his skills as resident director for some of Broadway’s best shows including Les Miserables, Cats and Grease as well as several Las Vegas shows. In Dinosaurs, an actor playing a palaeontologist walks the audience through the Triassic, Jurassic and Cretaceous periods as dinosaurs evolve from their amphibious beginnings to massive, iconic beasts. The largest of them, the Brachiosaurus, is 11 metres tall, and 17 metres from nose to tail. A team of 50 – including engineers, fabricators, skin makers, artists, painters and animatronic experts – spent a year building the production. The synthetic skin is painted and treated to look and feel like reptilian skin, while muscles are built with bean bags and bladders to expand and contract. Display feathers, head crests and tail fans incorporate recent paleontological discoveries about the physical nature of dinosaurs. Farris said his favourite part of past shows is hearing kids in the audience educating their parents about which dinosaurs are appearing onstage. “The parents usually don’t have any idea,” he said. “I’ve also given the show the teen test and they all liked it. If you can take your kids to an entertaining show where you’re smarter for it without feeling like you’ve been lectured, that’s a great day out.”

Royals’ coach Dave Lowry inks new multi-year deal

Dave Lowry has agreed to a multi-year contract as the Victoria Royals head coach. Details of the deal were not released. Since joinging the Royals for the 2012-13 season, Lowry has posted an 83-50-3-8 regular season record as Victoria’s bench boss. In the eight-year history of the Royals/Chilliwack Bruins franchise, Lowry holds the best record for a coach in his first two seasons with the club. He also holds the franchise record in playoff victories with seven. “We’re happy to have agreed to a contract extension with Dave Lowry,” said general manager Cam Hope. “Dave has established a winning culture here, and the success we’ve enjoyed in Victoria over the past two seasons is a direct reflection of his approach, and the hard work of the entire coaching staff.” The Royals kickoff their 2014-15 home schedule next Friday (Sept. 26) against the Kamloops Blazers. Highlanders prospects enter collegiate ranks With the 2014 Pacific Coast Soccer League campaign behind them, several members of the Victoria Highlanders’ men’s reserves are continuing their soccer seasons in the collegiate ranks for the first time. Seven players will graduate from the Highlanders’ Prospects Program and head to university programs across North America to continue their soccer careers while pursuing a post-secondary education. Forward Jyotish Khanna and defender Justin Atwal will both suit up for the University of Victoria Vikes this fall, joining 2014 Highlanders and Vikes Cam Hundal, Tarnvir Bhandal, Adam Ravenhill, Sam Prette, Cam Stokes, and Dom Colantonio. Bryce Marinus and Cole Ollis have both opted to play for the University of Saskatchewan Huskies. Suiting up closer to Highlanders headquarters are Brennen McCleary and Dylan Pagnotta. McCleary has chosen to play for the Quest University Kermodes of the CCAA, while Pagnotta will join the University of Northern British Columbia Timberwolves, respectively. Sign up begins for race series Online registration for the 2015 Frontrunners Island Race Series is now live. The 34th running of the series will run from January until April 2015 with eight races ranging from five-kilometres to a half-marathon. The early registration fee for the series is $120 until Dec. 1. Late registration until Jan. 11th will be $150. The eight races comprise the Harriers Pioneer 8K on Jan. 11, Cobble Hill 10K on Jan. 25, Cedar 12K on Feb. 8, Hatley Castle 8K on Feb. 22, Synergy Health Management Bazan Bay 5K on March 9, Comox Valley RV Half-Marathon on March 22, Merville 15K on April 12, and Sooke River 10K on April 19. “The running community continues to grow on Vancouver Island with a variety of races and runs to suit all abilities whether you are a competitive or non-competitive runner,” said Cathy Noel, president of the Vancouver Island Runners’ Association. “The Frontrunners Island Race Series provides participants with consistently professionally run events for all levels of runners and walkers.” New this year is Charity Partner – Victoria Hospitals Foundation. When registering participants will have the opportunity to top up their registration and support the many rehabilitative services at Victoria General Hospital and Royal Jubilee Hospital. “We are excited to welcome Victoria Hospitals Foundation as our Series Charity Partner and encourage all the employees of Island Health to lace up,” added Noel. Continuing will be the 100-metre sprint and miler club awards, first introduced in 2012. A Green Jersey will be awarded to the fastest male and female sprinter over the last 100 metres for both the under-40 and over-40 age categories. The Milers Club rewards runners with an exclusive custom designed shirt as they reach 500 kilometres, 1000 kilometres and 1500 kilometres milestones during the series. In 2014 Claire Morgan (Prairie Inn Harriers) won the overall series award with 827 points followed by Derek Vinge (824) and Nicholas Walker (817). Pets are an integral part of many people’s lives, and this October, pet owners will get the chance to have their animals blessed by a Franciscan friar. Mount St. Mary Hospital is hosting its first-ever Blessing of the Pets on Oct. 4. “I hope we get some interesting critters come out,” said Kathleen Burton, executive director of Mount St. Mary Hospital. Father Dan Gurnich, who will be one of the friars blessing the pets, has done similar events in

other cities. The most unique animal he has blessed so far, is a group of pet hermit crabs. Pet blessings will be done by donation, with all the money going towards programs at the hospital such as the Caring Hearts fund, music therapy, pet therapy and pastoral care. Burton said she hopes the event will also raise awareness about Mount St. Mary Hospital, which houses 200 residents who are no longer able to care for themselves. Besides the pet blessings, there will also be displays from various pet stores and organiza-

tions such as the SPCA, and petrelated loot bags for everyone who comes. “The blessings are more for the benefit of the people,” said Gurnich. “It is to be grateful for all of creation.” Everyone who has their pet blessed will receive a certificate with their pet’s name on it. Blessings will also be done in remembrance of previous pets. The event is on Saturday, Oct. 4 from 10 a.m. to noon in the Blondin Green garden at Mount St. Mary Hospital at 861 Fairfield Rd. in Victoria.

Brick homes are not too common in Canada, but one of the oldest in Western Canada is located here in Victoria between Pandora Avenue and Mason Street. Originally built by George Mason in 1864, the 150-year-old building is now home to Anthony Mathews and Debra Bakowska. The home is heritage-registered by the Victoria Heritage Foundation, meaning it is not fully protected, but may warrant future preservation. Covering the bottom half of the two-storey house on the Mason Street side is a now closed-down cafe, built in 1920. Mathews and Bakowska bought the home six years ago, after moving to Victoria from England. It took 18 months to fix up the entire property. “The whole place was rundown,” said Mathews. “We gutted the whole place right down to the bricks and started again.” Having previously moonlighted as a builder for seven to eight years, Mathews said he knew exactly what he was getting into. “From a structural point of view, what’s so special about this building is it’s actually double brick,” said Mathews, adding there is an inner and outer layer of brick. “You never get [that],” said Mathews. “Even in England, you’ll have a brick wall on the outside, but inside is what you call breeze blocks.” This home was the only brick house Mathews and Bakowska could find for sale in Victoria when they came. “I’m English and it’s brick. Everyone’s got a mindset what you’re brought up with. And for us in England, you’re talking brick,” said Mathews. One side of the house had a crack in the brick as wide as a fist going all the way up, said Mathews. He had British builders in Victoria come to do the job, because they were familiar with the brick-

Mathews said the most trouble he had was getting permits from the city for the six phases of renovation. On the Mason Street side of the property, Mathews runs an osteopathic and rehabilitation

clinic called Bodylogic Clinic. The former coffee shop on the Pandora Avenue side, Cranberry’s Coffee Cup, has been closed for over a year, said Mathews. Although he also said there has been recent interest from someone looking to reopen the coffee shop.

The top is down. The sun is shining. It’s not a bad day to be stuck in downtown traffic. John Legend’s “All of Me” comes on the radio while behind the wheel of the 2014 Fiat 500C. As I wait in the Georgia Street parking lot, I listen intently to the song. Some lyrics of the song are: “Love your curves and all your edges, all your perfect imperfections.” Hmmmm. As I contemplate this, it applies directly to the pint-sized Fiat I’m captaining. In fact, there are imperfections about this four-seater that drive me crazy but I can’t seem to dislike it. One example is the sound that greets you as you enter its cabin. There is nothing melodic about it. No mellifluous ding-dong ding-done; just a harsh monotone noise that seems to stay longer than an uninvited party guest. Even passengers commented on how annoying it is. The volume buttons on the dash really should be knobs. You should be able to crank up The awesome Beats premium audio system in a hurry, not push by push. (It’s worth the additional $495 price tag.) Visibility is mediocre at best, especially with the top up. The canvas roof doesn’t allow for great visibility when backing up – top up or down – but thankfully there are backup sensors that help guide you into the spot you want to be in. The trunk only hosts 269 L. Unless you’re packing light, or just ditching the bags and merely bringing a debit card with you on a road trip, fitting four people inside and their luggage will be a challenge. On the plus side, the drop top doesn’t take away any precious space when open. Then there’s the optional TomTom navigation that sits atop the dash and cuts into one’s forward visibility. An awkward spot for GPS system. Pairing a Bluetooth device isn’t that straightforward either. Not to mention, the 500C, with its 1.4L engine and humble 101 horsepower and 98 lb-ft of torque isn’t a stable stallion. Despite its lack of power, pressing the Sport button helps it feel a little peppier. The 5-speed manual transmission is hardly a chore, even when I’m just inching along at a snail’s pace. While its imperfections should cause me to think about ever wanting to drive or own one, I still can’t seem to stop loving this little car. I like its quirkiness and the fact that it’s not perfect. I love the exterior colour: Espresso. It sparkles in the sun and has a warm richness to it. When matched with the two-toned leather-trimmed bucket seats, it looks stylish and chic. Bringing the outside in, the espresso paint also colours to life the dash. Combined with ivory touches, it has an upscale ambiance. I feel like I’m back in grade school, sitting on the grass field at lunch, plucking the petals of a dandelion, one by one, saying, “I love it, I don’t love it, I love it, I don’t love… I LOVE IT!” Visit www.fiatcanada.com for more information.
