Lantzville signs terms to revive Foothills project

A new memorandum of understanding with developers of the Lantzville Foothills Estates is a “major coup” for the community, according to Mayor Jack de Jong. The District of Lantzville has inked an MOU with Lone Tree Proper ties, the company behind the revival of a 730-hectare housing project. The document was made public Sept. 8 after council signed the water agreement with the City of Nanaimo, and is seen as a step forward for the multimillion-dollar development. While the developer has said it’s found water on site, the terms of the MOU allow it to negotiate for up to 16 new connections annually to Nanaimo’s system in the event it can’t provide water to meet district standards. A phased development agreement will put timelines on infrastructure, services and amenities

Students head back to class after teachers’ strike resolved BY KARL YU THE NEWS BULLETIN

Students in Nanaimo are back in school today (Sept. 23). The B.C. teachers’ strike officially ended Thursday night when 86 per cent of the B.C. Teachers’ Federation members voted to approve a deal with the province. About 77 per cent of an approximate membership of 41,000 teachers cast ballots. The deal runs until 2019 and Mike Ball, president of Nanaimo District Teachers’ Association, said teachers realized they had achieved the best deal that was possible at the bargaining table.

He also said many teachers who voted in favour did so reluctantly. While the contract has language dealing with the contentious issues of class size and composition, Ball said the two were not dealt with appropriately, as there is only about $15 million in new money to divvy up throughout the province. “Really, $15 million extra into the education system is not going to address anything,” said Ball. “For [Nanaimo school district], that would mean an extra two teachers across the district.” Cheryl Heide and Angela Milligan, English teachers from Ladysmith and Nanaimo District Secondary

schools respectively, echoed Ball’s sentiments. “It doesn’t really address all the needs that we have as a province, but it’s a step in the right direction,” said Heide. Milligan said she was happy that there would be labour peace for the foreseeable future. “It’s nice that we won’t have to worry about fighting another battle for a while, but we’re locked into an agreement that’s OK.” Schools were behind picket lines from the final two weeks of June until Friday. and protect developers from approval reversals – a measure the company has considered critical. In return, Lone Tree has agreed to build a 1.4-million-gallon reservoir, provide $6 million in additional infrastructure funding and dedicate 364 hectares of continuous park. It will also provide another 81 hectares in feesimple land to the community, plus property for a new fire hall and public works yard. De Jong said he’s certain both parties are satisfied with the outcome, and called the land, amenities and financial benefits much better than previous proposals. The parkland, nearly equivalent to the size of Stanley Park, sets a model for negotiation with developers. “Parkland can be obtained if a community is prepared to sacrifice some density and I think for the future of the Island this is important. We’ve got to conserve land,” he said. The Lantzville Foothills Estates was proposed in 2004 but has run into obstacles, including foreclosure and the struggle to find adequate water. could mean nothing.” Council signed the MOU on Sept. 4. Lone Tree plans to host open houses to inform residents about the proposal and will resume water exploration this fall.

A Nanaimo RCMP officer could face further discipline after being found guilty of assault in Nanaimo provincial court Thursday. The charge against Const. Derek Brown stems from an August 2011 incident at the Nanaimo RCMP detachment, where Brown was said to have used excessive force while fingerprinting a 47-year-old woman in the cell block. The woman was not injured during the altercation and did not require medical assistance. The incident was reported by another RCMP officer. According to Supt. Mark Fisher, officer in charge of Nanaimo RCMP detachment, Brown has been suspended with pay since November 2012. He said Nanaimo RCMP respects the court’s decision, but Brown will still have to go before an RCMP adjudication panel. An RCMP code of conduct investigation, ordered by then-commanding officer Supt. Norm McPhail, found Brown used unnecessary force and recommended his dismissal. “If the [adjudication panel] agrees with the findings on the code of conduct, that’s when the dismissal comes into play. The commanding officer makes a recommendation on appropriate discipline, if the allegations are substantiated, and that’s what he’s recommended at this point,” Fisher said. He said he couldn’t comment on the actual incident as it is still subject to an appeal. A date for sentencing has not been set, according to Nanaimo court services, and Fisher said RCMP typically waits until criminal matters are dealt with before setting dates for adjudication hearings.

A 53-year-old man has been arrested in connection with a recent string of indecent exposure incidents at Westwood Lake Park. Police arrested the suspect Thursday after carrying out a search of his residence in Nanaimo’s south end. The arrest was made based on evidence gathered in the search, in addition to witness statements. The suspect, who police have not publicly identified pending formal charges, was released on bail Thursday under the condition that he not contact the victims, enter any park in B.C., be within 150 metres of Westwood Lake, nor possess any recording device outside of his home. Nanaimo RCMP are recommending three counts of indecent exposure against the suspect. The investigation is continuing and more charges could be laid. The suspect will appear in Nanaimo provincial court Oct. 7. “This investigation was a priority for the investigators and they are pleased to share with the public this arrest, which hopefully will bring some comfort to users of Westwood Lake,” said Const. Province studies Gabriola bridge viability

The Ministry of Transportation and Infrastructure will examine the viability of a bridge from Gabriola Island to Nanaimo. According to the ministry, a feasibility study was spurred by a Gabriola Island Bridge Society petition, which had close to 700 signatures. The ministry said it is looking to provide affordable and sustainable

ferry service and examining fixed links are part of that. There have been complaints about Gabriola ferry delays, and Jeremy Baker, society founder, said the service is completely unsustainable. “The people I talk to are the people that want progress, they want a light at the end of the tunnel, they want a sustainable transportation system, available at all times,

so they can get jobs, go to work and go to health care ... We’ve outgrown the ferry, the ferry has outgrown us and it’s become a bloated, obese monster,” Baker said. Sheila Malcolmson, chairwoman of the Island Trust, said she wasn’t pleased about the announcement, stating the province didn’t consult with local government. A bridge wouldn’t be good for the Island’s ecology, community and businesses and additionally, the official community plans of Mudge and Gabriola islands,

I recognize you’ve got a democratic process that puts these policies in place.’ It didn’t matter what political party, they respected the statutory process that we went through as a community.”

The Cops for Cancer Tour de Rock team will be up early to hit the road, but the winner of one of a major auction items at this year’s Red Serge Gala can count on getting plenty of rest. The 2014 Tour de Rock team will be in Nanaimo in time for this year’s Red Surge Gala, a semi-formal evening of entertainment, silent and live auctions, in support of Tour de Rock at the Coast Bastion Hotel on Sunday (Sept. 28). “This year we probably have by far the biggest selection of silent and live auction items,” said Cpl. Norm Smith, head of Nanaimo RCMP’s Traffic Services and gala organizer. There are more than 50 items, including a complete bedroom suite donated by Dodd’s Furniture, a raffle for $1,000 travel voucher from Marlin Travel, and the chance to be a SWAT team member for a day. “There will be members in red serge there helping host the event and assisting guests to their seats,” Smith said. Guests will also be seated with Tour de Rock 2014 team riders. Tickets, $60 each, are available at the Country Club Centre lotto booth, the Inn on Long Lake and Nanaimo’s Coast Capital Savings Credit Union branches. On Monday (Sept. 29), 11 a.m. to 2 p.m., the team will meet children and families at Maffeo Sutton Park. The City of Nanaimo is inviting public feedback into the draft beban Park Master Plan wednesday (sept. 24), 4-8 p.m., and Oct. 4, noon to 4 p.m., at the social centre. Over the past year, city staff members collected a community wish list for the 53-hectare campus and designed potential new features for the park. At the heart of the park, the plan shows a gathering place and transformed exhibition park with a grand avenue of permanent vendors, as well as an amphitheatre, greenhouses and multipurpose buildings.

One of Nanaimo’s busiest roads will see more than $500,000 in upgrades this fall as the city looks to boost safety and alternative travel. The City of Nanaimo is gearing up for a construction project along Bowen Road this October, which will see a range of changes from new designated bike lanes, to intersection upgrades and flashing pedestrian lights. The city will also test a new fluorescent green ‘conflict’ paint on one of its bike lanes for the first time, to mark where cyclists and drivers have the potential to collide. According to Gordon Foy, the city’s transportation planning engineer the work will make Bowen, a road travelled by 15,000 vehicles daily, better for all users. The project will create a complete street, a goal of the new

Transportation Master Plan which looks to see reduced collision rates and sustainable travel by balancing the needs of motorists, pedestrians and cyclists. It will also link in with similar work next year along Boundary Avenue from Bowen to Northfield Road. “This project is actually sort of this assembly of pieces that together end up improving the street in a bunch of different ways,” Foy said. Bowen Road improvements will see a missing section of sidewalk filled in, and new green paint at a Bowen intersection where half of the eastbound traffic crosses a bike lane to get onto Wakesiah. The paint is used in communities like Vancouver and Victoria to identify conflict areas, notifying cyclists and drivers of the shared space and the need to pay more attention, Foy said. Sidewalks will also be widened at bus stops to accommodate people in wheelchairs and scooters and new flashing lights installed at the crosswalk along Bowen at Howard Avenue. Public office a noble pursuit The candidates are beginning to step up and we applaud them, one and all. Several people – incumbents, former councillors and mayors and newbies alike – have already stated they are running for seats in Nanaimo, Lantzville and the regional district. They are willing to put their names on the line and commit to four years of public service for nominal pay and much more than nominal accountability. Of the three levels of government – municipal, provincial and federal – local is arguably the most involved in our daily life, thus often the toughest and most criticized. However, it’s also an opportunity to make a difference in your community and instead of just criticizing city hall from a distance, it’s about getting your hands dirty and doing some of the heavy lifting and decision making that’s necessary to get a community running to the best of its ability. It’s obviously not for everyone, especially the thin-skinned or the faint of heart, but it’s also vitally important and central to our ability to live quality lives on a day-to-day basis. And we encourage anyone thinking of taking the plunge into civic politics to please do so and allow voters a choice in who governs us over the next four years. There’s still plenty of time as nomination documents are now available at your respective community’s civic offices and papers can be filed starting a week from now, at 9 a.m. Sept. 30, and up until Oct. 10. Further information can be obtained by contacting your respective election officers and you too can be on your way to offering your neighbours a choice in leadership come Nov. 15. It’s time for you to consider standing up with those who have done it before and continue to lead the way.

Despite all the benefits for students and educators, moving classes outdoors can be daunting. Teachers cite a host of barriers, from parental concerns to lack of time, confidence and support from administration. So how can a teacher ease in (or jump right in) to teaching outside? Ridley suggests joining forces with fellow educators for support and advice. Mendoza also seeks out guidance from outdoor enthusiasts. Organizations all across the country, including the David Suzuki Foundation, offer workshops for educators interested in taking students outside. And many of the same organizations have published excellent educational resources for teaching outdoors. The Foundation’s own Connecting With Nature guides for kindergarten through Grade 8 are full of lesson plans, step-bystep instructions and ideas for engaging local communities. So while the idea of moving class outdoors might be unnerving at first, the end result is more than worth it, for the well-being of everyone involved. “If teachers are happy and connected to nature, they can pass that on to their students,” Sheppard says. “They can be the role models parents want for their children — role models the world needs.” After all, those who learn to appreciate and love nature are more likely to protect it. www.davidsuzuki.org

Re: Second legal opinion sought on water deal, Sept. 16. To read about Coun. Denise Haime’s actions towards her municipality is disturbing. Shame on her for driving her community to a hole with threats towards the council based on a lawyer’s opinion on the water agreement. Re: Second legal opinion sought on water deal, Sept. 16. JATW 2014 Councillor Denise Haime’s objections to the signing of a water agreement without a referendum is somewhat hypocritical. Prior to the 2011 municipal elections, Lantzvillagers were told we were on the cusp of another, but similar water agreement, this time under the mayoralty of Colin Haime. At that time there was no talk of referendums. A referendum under these circumstances would not be representative because while we will all pay, only those without piped water, those with contaminated wells and possibly future builders will benefit. Unless Lantzville can count on the community spirit of the existing majority of residents, they may possibly vote no because they see no direct benefit to themselves. Behind this supposed concern for the interests of residents, I see instead a continuation of the unco-operative and often contemptuous attitude directed toward the current mayor and council. This has surely made being a council member an unpleasant, frustrating and unrewarding experience for all. It’s time to get over personal differences and either work as a team for the benefit of residents or move on.

West African guitarist finds success overseas I

When Alpha YaYa Diallo was a young boy learning the guitar, his house was often the gathering place for many kids in the neighbourhood. “When I was learning the guitar all the children came around me,” Diallo told the News Bulletin about his early days learning the guitar in West Africa. “They spent all day there and my mom was always cooking too much [food] for everybody.” Although he couldn’t have known it then, Diallo’s guitar playing would eventually attract crowds of complete strangers, Peter Gabriel’s label, Real World Records and many other music professionals. “My dream was to play the guitar,” Diallo said. “It was a dream come true.” Tonight, Diallo, who has previously played at the Port Theatre and the Queen’s, will be making his first-ever performance at the Dinghy Dock Pub at 8:30 p.m. “It’s going to be an acoustic show,” Diallo said. “It’s exciting. Any kind of show I do I am excited.” Diallo, was born in the Republic of Guinea and moved frequently as a child. “My father was a doctor and he was moving around the country,” Diallo said. “They

moved him from one province to another to another.” Diallo taught himself the guitar when he was seven years old and became the envy of many children his age. “I could play only two notes and I was kind of popular,” Diallo recalled, laughing. He eventually moved to Europe to pursue a post-secondary education and joined Fatala, a Paris-based group that was signed with Real World Records. “It was tough at first,” Diallo said about relocating to Europe. “But the music talked for us and I made a lot of friends.”

In 1991, Diallo decided to move to North Vancouver and two years later he released his first solo record, Nene. He would then go on to release four more albums over the next decade, including The Message and The Journey, which both won Juno Awards for Best Global Album in 1998 and 2002. “I never thought I would win an award in Canada,” Diallo said. “There are a lot of talented musicians all over Canada.” Diallo’s most recent album, Mosulu, was released last November and is a collaboration with Montreal’s Quick-

sound and Sam Screncid. “It has more of an electronic beat,” Diallo said about Mosulu. Diallo, who has also spent time as a member of Juno Award-winning group African Guitar Summit, created a documentary called Best of Both Worlds, which looks at his life in Canada, West Africa and France. “It going back and shooting the documentary was good because it showed ... the places where I used to play and places of my childhood,” he said. When he looks back at his career, he credits music for allowing him to see and experience the world. “I would never know Europe or I would have never come to Canada,” Diallo said. “Music has brought me here. After management changes, a new name and renovations the theatre and entertainment centre on Victoria Road is ready to draw the curtains and open its doors to the public. “We’ve done some updates inside the theatre and painting and given it a fresh look. Fresh name, fresh sign,” said Harbour City Theatre manager Dean Chadwick. “It’s been an exciting venture. We’ve got a bunch of people coming back who want to reno the theatre.” Earlier this summer, the Nanaimo Centre Stage was renamed the Harbour City Theatre after a newly formed group known as Harbour City Theatre Alliance struck a three-year deal with the City of Nanaimo to take over management of the Victoria Road venue from the Centre for the Arts Nanaimo. “We created this out of necessity,” Chadwick, explained about the creation of the Harbour City Theatre Alliance, which

he helped co-found. “This theatre needed to be there.” On Thursday (Sept. 25) the Harbour City Theatre will hold an open house, which will feature live entertainment, food, tours, and refreshments. The open house is also intended to be an opportunity for the community to meet staff members and ask questions. “It’s a get together for people to see who is running the theatre,” Chadwick said. “We’ve done some painting and some renovations. It’s a nice friendly place to check out.” Chadwick said the goal over the next three years is to have the 25 Victoria Rd., venue being used more frequently. “I really think that is where we are headed,” Chadwick said. “Really what we have here is a space that is meant for small audiences. By the time Spanish multi-instrumentalist Carlos Núñez rolls into the Harbour City he will have logged over 17,000 kilometres on his North American tour. Fresh off shows in Nor th Vancouver, Seattle and Olympia, Wash., Núñez has fallen in love with the Pacific Northwest. “We’ve met so many people and so many friends on the West Coast,” Núñez told the News Bulletin. O n We d n e s d a y (Sept. 24), Núñez, a Grammy Award winner, will be performing at the Port Theatre. Following his Nanaimo performance, which will be his first on Vancouver Island, Núñez will head to Victoria, where he will play three shows. “I know the West Coast of Canada is full of Scottish music and the Celtic heritage,” he said. “So we will really feel at home.” Núñez, who hails from northwest Spain, began playing the recorder as a young boy and eventually began playing the gaita, which are bagpipes that originate from Spain. “I was really fascinated with the energy that came from my pipes,” Núñez said about his attraction to the instrument. “They [the gaita] have 1,000

years of history. They are the pipes that went from Galicia to Scotland and Ireland. So the old Scottish pipes and Irish pipes came from the Galicia region.” Today, he plays a wide variety of unique wind instruments including the ocarina.

“The ocarina is very special,” he said. “When I play the ocarina it is like I am in a pre-historic time.” Earlier this year, Núñez released his newest record, InterCeltic to Sony Music, which has a unique mix of jazz, rock, Irish and Galician sounds. “I think the pipes are the electric guitar of the Middle Age,” he said. “One thousand years ago the pipes had that kind of power as the electric guitar does today. That’s why it is so

natural ... to play with different musicians.” Although Núñez has won awards and been nominated for others, it’s the reaction of the crowd that he loves most. “I think the best award is having a magical connection with the audience,” Núñez said. Hurray! I have thoroughly enjoyed and appreciated the time, care, advice and encouragement I have received from Paul and this program. I am just in the door from a 1 hour walk/run around the Cedar Hill Golf Course. It makes me almost giddy to say that, since 6 months ago I was fatigued by a walk around ½ the course or less. I have indeed embraced exercise and look forward to a variety of ways to be active every day. I am exercising at least 5 days a week for 60 min a day. The first two games of the season series were close, the rubber match wasn’t. The V.I. Raiders lost 53-14 to the Langley Rams on the road Saturday evening. The game was 0-0 for a quarter, but the home team broke through with four touchdowns in the second quarter to lead 28-7 at halftime. Nanaimo closed the gap to 28-14 in the third quarter, before Langley ran away with it. The Raiders did some things well in the game, compiling 22 first downs compared to 14 for the Rams, but Langley was more opportunistic. V.I. leaned on its passing game, as

Liam O’Brien completed 21 of 38 passes for 333 yards and one touchdown and was intercepted twice. The Raiders gained only 33 rushing yards, 40 from O’Brien, and four other backs combined for negative yardage. The Raiders got their TDs from Alex Kutra on a three-yard receiving TD, then Nate Berg on a oneyard TD run. Taylor Flavel was V.I.’s top receiver with seven catches for 129 yards. Dylan Chapdelained led the defence with seven tackles. The Rams did not commit a turnover, while the Raiders threw three interceptions and lost two fumbles. To all Nanaimo Area Residents and Businesses: Nanaimo Forest Products would like to let all our neighbours and surrounding businesses know that the Harmac Pulp Mill will be conducting its annual Mill Wide Emergency Evacuation Drill on Monday morning September 29, 2014. The purpose of this drill is to test our emergency systems and preparedness. This drill is part of our ongoing commitment to keeping our community and employees safe. This drill will necessitate the sounding of our audible emergency alarm system that can be heard in the surrounding area.
