SAR search after flare sighting comes up empty Erin Haluschak Record Staff

Comox Valley Ground Search and Rescue are following up with Comox Valley RCMP about flares sighted Wednesday afternoon near Strathcona Park, west of the Mount Washington Village.

Information Officer/SAR Manager Paul Berry said CVSAR brought in teams to the area as close as possible, but did not find any evidence. “There was no response following lights and sirens, so around 9 p.m. (Wednesday) we suspended the search but the RCMP are continuing to

look into it.” Berry explained the team checked with park staff and the log book to see if anyone had planned a hike in the area but did not turn up any results. He added the area where they believes the flares were lit is easily accessible from

Leftovers from harvest will attract cougars, bears Erin Haluschak Record Staff

With more than 230 cougar reports filed to the Conservation Officer Service in the Comox Valley since April 1, officials are reminding the public to be extra diligent with fruit trees and garbage. Conservation Officer Steve Petrovcic said there have been 238 calls directly related to cougars, including a recent attack on livestock in Royston last week. Petrovcic explained a cougar’s diet on Vancouver Island is comprised between 95 to 98 per cent of blacktail deer. “Many cougar conflicts have involved younger cats,” he said. “There is the urban deer issue, but they also can go after pets and livestock.” He added, like bears who are actively loading up on calories before the winter hibernation, cougars are opportunistic and will seek out garbage or fruit left on trees when they are hungry. “We want to remind the public to educate yourself on the dos and don’ts when you see a cougar.” If outdoors, tips include making noise, and if approached by a cougar, to maintain eye contact, stand square to the animal, pick up small pets and children, try to appear larger and never turn away or run. If the animals begins

to display aggressive behaviour, throw rocks or sticks. Petrovcic said prompt reporting to the Conservation Officer Service at 1-877-9527277 aids in tracking and locating the cats. “The public using the call centre is key,” he added. “We can prioritize our responses and it’s always opportunistic when we have an understanding of sightings as soon as possible.”

The 2014 Cops for Cancer Tour de Rock made its way through the Comox Valley on Wednesday and Thursday, collecting cheers, tears, and most importantly, funds for paediatric cancer research and programs. The Tour arrived in Courtenay on Wednesday morning and riders spent the day making stops at local schools, before ending the day at the Red Sauce, Red Serge Family Pasta Night, held at the Florence Filberg Centre.

Thursday morning began with the community head shave at the downtown Courtenay Thrifty Foods location, before heading up to Cumberland to address the schoolchildren there. Comox Valley auxiliary RCMP officer Chris Kippel was one of the riders sporting a new hairstyle, or rather ‘hairless style’ after the Thrifty Foods stop. He is participating in the Cops for Cancer ride in memory of his wife Katie, whom he lost to cancer six years ago. “As hard as it was for me, I can imagine if it was my kid –

how much harder it would be to see your child sick,” Kippel said Thursday. “It’s a bit of a tough day for me being home,” he added, choking back tears. “We’re doing this so kids can get a shot at being kids, and that’s what gets us through the next little while. I’m happy to be home, and happy that the Comox Valley came out so big to support us. Riding into town and seeing everybody cheering, and going into the Filberg last night and seeing a packed house of over 400 people, it gives us the strength to get up this morn-

Comox Valley RCMP Const. Andrea Folk, another one of the local riders on the team, said that while the physical training helped prepare her for the 1,000-kilometre journey, nothing could prepare her for the emotional impact the tour has had on her to this point. “Going into all the schools and community halls and some of the smaller communities up north, it’s an experience like no other I have ever had,” she said between bites at their Wednesday lunch at Boston Pizza. “Physically we knew what to expect, and yeah, it’s hard. But emotionally, it’s unbelievably hard. We are meeting families who have experienced Camp Good Times, which is where our money goes, and how cancer affects their lives and how this Tour affects them. “That is the payback of all this training for me. You meet these families, you see where this money is going, you see the looks on the kids’ faces, it is awesome.” Cpl. Matt Pidgeon (CFB Comox) and Comox Valley RCMP Const. Clark addresses municipal compensations at UBCM convention Scott Stanfield Record Staff

Tensions mounted at the Union of BC Municipalities convention last week in Whistler. Comox Mayor Paul Ives noted frustration on the part of local governments when discussing ferry fares and a report on compensation that suggests some municipal councils pay city managers and CAOs more than some deputy ministers. In some cases, Premier Christy Clark said compensation levels are too high, though she acknowledged the need to better manage Crown corporations. “The core review (on compensation) was leaked before UBCM,” Ives said. “There was some animosity between the provincial government and the UBCM executive on that issue.” Clark suggested the issue will be raised at upcoming local elections. “A bit of a gauntlet being thrown down there,” Ives said. “My take on it is that yes, there is only one taxpayer that we have to respect, that people

want us to be fiscally prudent. We’ve heard that message before. We feel that, at least in the Town of Comox, we’re doing our part to respect that, but at the same time, making necessary investments in infrastructure and providing a range of services and amenities that our public wants. I know it’s a balancing act.”

Paramedic hirings Over the next 18 months, Health Minister Terry Lake aims to add up to 80 rural ambulance paramedic positions in small communities by combining their duties with care facilities. The ambulance service has struggled to maintain rural and remote service with a system of on-call paramedics paid a minimal standby rate. In some cases, full-time ambulance is staffed in smaller communities. In Comox, Ives said the level of service has improved with a satellite station behind Town Hall. Also at UBCM, a tanker traffic resolution was supported by a slim majority, but a pipeline resolution was

defeated, also by a slim margin. “What it reflected to me is the real divide within our communities around these issues, in particular the divide between rural B.C., northern interior B.C. and more urban, coastal areas,” Ives said, noting coastal speakers worry about pipelines and tankers while those from the Interior are concerned about pipelines versus rail as a method of delivering oil to market. “Very complicated issues. Lots of emotion around them.”

KFN issues Ives and other Comox delegates met with Minister of Aboriginal Relations John Rustad and Comox Valley MLA Don McRae to follow up on relationship building with K’omoks First Nations, specifically regarding the North East Woodssponsored Crown grant and foreshore aquaculture tenure. He notes two parcels that could be developed in collaboration with KFN: a gravel pit on Pritchard Road and another piece on the north side of Eaton Road. The for-

mer could be conducive to multi-family style housing. The Comox Valley Regional District is informing residents that stage three water restrictions were lifted on Thursday and that stage two water restrictions will be reinstated until further notice due to low water flow in the Puntledge River. The University of Victoria Vikes women’s basketball team travels up-Island on Oct. 3 for a pre-season training and a game against the Guelph Gryphons. The Vikes will host a practice open to spectators at Mark Isfeld Secondary School, also the home of Avery Snider, who has just committed to the Vikes for the 2015-16 women’s basketball season. The 16-yearold guard is a key member of the Isfeld senior girls basketball team and the B.C. U17 provincial squad. The Vikes welcome Snider’s competitive spirit, which recently helped her team place 10th at the B.C. High School Basketball provincials and sixth at the national tournament with Team B.C. This past season, Snider was named a Second Team All-Star for her provincial performance and was named to the Top15 BC High School Girls Basketball team. “Avery’s been part of our youth programs for five years and we’ve obviously been keeping our eye on her,” said Vikes women’s basketball head coach Dani

TAYLOR, Albert (Al) Rogers 1940 - 2014

In loving memory

Al was born in Lethbridge, Alberta in 1940 and joined the RCAF at 17. He was predeceased by Rose and Russel and is survived by his loving wife of 51 years, Denise; his two sons Albert Rogers and Kenneth Wayne (Carolyn) and grandchildren Drew of Kelowna, B.C., Kristen, Sabrina and Brayden of Kingston, ON; brother to Garth and cousin Ron of Winnipeg, along with many nieces, nephews and friends. Al graduated from University of Winnipeg Alumni. He retired to the Comox Valley with Denise in 1997. He was a member of the Royal Canadian Legion. Special thanks to Dr. Anderson, Dr. Camacho, the Medicine Shop and all those who had assisted Al along his journey. A celebration of Al’s life will be held at St. Peter’s Anglican Church in Comox, B.C. on Saturday, Oct. 4, 2014 at 1:00PM with a reception to follow. Flowers gratefully declined. KNUTSON, Oscar Garfield Passed away on September 20, 2014 in Comox, B.C., aged 94. Oscar was predeceased by his wife Doreen Mae Knutson (1991) and 2 infant sons, 3 sisters, and 5 brothers. He is survived by his special friend Maureen Eby, son Brian Knutson of Thailand, daughters Brenda Gurney of Qualicum, B.C. and Beverly (Lester) of Port McNeill, B.C., grandchildren Paula (Chris) Smith, Bardie Knutson, Graham (Cate) Knutson, Nathan Gurney, Nolan Gurney, Mitchell Gurney, Tomina (Andrew) Wilson, Ginny (Nate) Rutherford and Shane Wilson; great-grandchildren Xander, Hailey-Mae, Jaxson, Zoey and Alli, Noah and Skyla as well as many nephews and nieces. Oscar was a Canadian Air Force Veteran serving overseas during World War II. Later he re-enlisted, serving as a military fire fighter and following his retirement from the forces worked at 19 Wing Comox refueling aircraft. He also had a talent for operating various types of machinery and equipment. In his younger years, he loved travel and a good game of golf. Oscar was proud of his many years as a member of the Royal Canadian Legion and the Masonic Lodge for whom he often drove their cancer car to Victoria. He was loved by many friends and will be remembered as a true gentleman. For those wishing, donations in his memory to Ronald McDonald House would be appreciated. A gathering in celebration of Oscar’s life will take place at 12 noon on Monday, November 3rd, 2014 at Branch 160, Royal Canadian Legion Comox.

Stephen, Eric Hope

Eric Hope Stephen, who walked so softly through his life, left it suddenly from complications of leukemia on Saturday, September 13th, 2014. After spending most of his life on the prairies, Eric moved in September 2012 with his wife Carol to Comox, Vancouver Island. There he experienced the beauty and strength of the forests and trails with his faithful chocolate lab, Barkley. Eric found new pleasure in developing an amazing garden filled with flowers, shrubs, and trees that enhanced the environment year round. He also delighted in attending lectures, hikes, and ecology outings at North Island College in Courtenay. Eric loved playing golf and it brought him his biggest source of frustration. However, those he played with were special to his heart – his son-inlaw Anson, nephew Dan, very special buddy John Wilson of Cochrane, and Don Logan and “the boys” who he played with for many years in Edmonton. His family that he left in Alberta and Manitoba were always close in his thoughts and he looked forward to showing them around the Island on their visits. Remembering him always are his son Scott Stephen, wife Susan and grandson Timothy; daughter Kimberley Choy, husband Anson and granddaughters Brenna, Jorja, and Maggie; stepdaughter Erin McKimmon and granddaughter Madison; nephews Dan Stephen and Erica, Andrew Stephen and Tracey, niece and goddaughter Katherine Anselmo and Geoff along with their families; sister-in-law Anne Stephen; brother-in-law Peter Davison and Emily; and his beloved wife Carol Hassell. In his memory, Eric would want you to give your support and efforts towards the preservation and protection of wildlife wherever you may live. Fois dh’a anam. Cuiridh sinn clach air a chàrn. Visitor centre recognized The Comox Valley Economic Development Society Vancouver Island Visitor Centre was recognized for its use of wood Wednesday at the Union of B.C. Municipalities convention in Whistler. Wood WORKS! BC presented the 2014 Community Recognition Awards to elected officials from five local government associations, including the Association of Vancouver Island and Coastal Communities. The awards recognize communities that have been exemplary advocates for wood use in public structures. This may be demonstrated through the specification of wood in a community project and/ or through visionary initiatives that work toward building a community culture of wood. “We congratulate these local governments for their vision and leadership by choosing wood for design and construction of their civic projects,” Wood WORKS! BC executive

director Lynn Embury-Williams said. “These projects truly showcase the many attributes of wood, while connecting us with our province’s past and moving us toward a more sustainable future. The ‘promise’ season is here

H

ere’s a simple request for candidates seeking election in the upcoming school board, regional district and municipal elections: Only promise what you can deliver. That might seem an obvious request. But all too often, candidates vow to achieve things they clearly cannot. They either fail to provide the true cost of their promise, or they promise something outside the legal mandate of the office they seek. Call it exuberance. Call it ignorance. Either way it doesn’t serve the voter and it disrespects the process. For example, there are some fairly severe limits on what a city can and cannot do. It must work within the provincial legislation that governs its existence. Likewise, a promise by a school board candidate to hire more teachers won’t happen without an explanation of where the money to pay for those new employees will come from. School districts (unlike the federal or provincial government, or even a city), cannot, by provincial law, run a deficit. Which brings up the second point: Money. Rarely does a promise come without a cost, and candidates have an obligation to identify what that cost will be. A promise to increase the number of subsidized housing units, for example, might draw support. But what will it cost to establish those units? A promise to cut taxes, or at least hold them at zero, must also include details on where the cuts in services will be made (or alternate revenue found) to accommodate that plan. None of this is to suggest candidates can’t have ideas or voice creative and imaginative solutions to the problems communities like ours face. But they have an obligation to voters to ensure that what they promise is practical – or even possible. And we as voters have the responsibility to do the research and ask the tough questions to ensure these lofty ideas have some grounding in reality. –Adapted from the Chilliwack Progress

In his speech to delegates, Horgan called it “one-sided, politically motivated, shoddy work” designed to embarrass local politicians on the eve of their elections. Did he question Ernst and Young’s numbers, the pay increases for municipal union staff of 38 per cent between 2001 and 2012, compared to 19 per cent for unionized provincial staff? Did he question their calculation that over that period, inflation totalled 23 per cent? No. The facts being against him, he went with an emotional pitch to distract from them. Recall that during the final days of the teachers’ strike, Horgan suddenly decided that what was really needed was binding arbitration. This was 24 hours after the teachers’ union took that position. So there’s the big question to be considered by voters as local elections draw near. Which candidates are looking out for your interests, and which ones are working on behalf of CUPE? Dear editor, Courtenay is a vibrant city, nestled among spectacular mountains and rolling farmland with the ocean at its doorstep. Those of us who are lucky enough to live here know that, and lots of other people from across Canada are starting to realize it, too. A recent study by the Island Coastal Economic Trust looked to see which cities in Canada were

attracting newcomers - which cities had a net inflow of people. While Toronto and Montreal lost more than 50,000 people each, Courtenay attracts more people every year. Older Canadians are choosing Courtenay in large numbers. It is the sixth most popular place to move in the whole country (with age comes wisdom). And younger Canadians are choosing Courtenay too - our city was 14 out of 147

Canadian cities in attracting 25-49-year-olds. According to the Island Coastal Economic Trust, Courtenay gained over 1,200 25-49-year-olds - the economic engine of a growing community. The word is out; Courtenay is a destination. Let’s build a lively, prosperous and sustainable city and welcome those, young and old, who choose to make it home. David Frisch Courtenay

Use diversity instead of disability CLOSING Dear editor, I am writing in response to the Comox Valley Record Sept. 25 cover story McRae addresses disability hiring at community resource fair’. Don definitely has the right idea about “real jobs for real people” but I disagree with language used to declare September as “Disability Employment Month”. I ask, “What about the employment is disabled?” I believe in the power of positive language to create change and unfortunately the language choice used here is

national labour participation rate for persons with varied abilities then we need to stop referring to things as disabled as this creates pity and sympathy. Instead we need to look to the future with bright positive language that encourages empathy and a meaningful, diverse, empowered work force in British Columbia. If only we all had the protection offered to Kinder Morgan Dear editor, A young woman, 17 years old, still in high school, was murdered in Surrey by a sexual predator, recently released from prison. Now in all this “talk” we hear the RCMP can’t provide surveillance on sexual predators who are likely to re-offend, due to a lack of resources. We have only the RCMP’s word for that. When Kinder Morgan calls the RCMP, the RCMP has all sorts of time and money to provide “protection/surveillance” for our corporate citizen. A 71-year-old woman, Leslie Askin, was out in Burnaby, taking pictures of the Shell oil tanker farm. Kinder Morgan did not take kindly to these activities and reported her vehicle plates to the RCMP. Ms. Askin wasn’t breaking any laws, didn’t have a criminal record, wasn’t anywhere she wasn’t

lawfully permitted to be. She was taking pictures to use in a presentation to the National Energy Board in opposition to Kinder Morgan’s pipeline expansion. What happened? Ms. Askin received a “visit” from the RCMP, specifically E-division, Integrated National Security Enforcement Team. This is happening more frequently; the surveillance of taxpaying, law-bidding citizens. So when the

RCMP says it doesn’t have the money to provide surveillance of sexual predators, I don’t believe them. If they have money to “snoop” on Ms. Askin, they have money to “snoop” on convicted sexual predators, with a likelihood to re-offend. It is suggested someone in the RCMP/ Conservative government has decided it’s more important to protect Kinder Morgan than the rest of us from sexual predators,

who have a likelihood to re-offend. Perhaps it is just part of an ongoing trend where the murdering of women just isn’t as “important” as the “security” of oil companies and their assets. So, MP John Duncan, when is your party going to start protecting the interests of females who aren’t Kinder Morgan and re-allocate resources so the RCMP can conduct surveillance of sexual predators, likely to re-

offend? While you’re at it try to remember there are already 1,200 murdered/missing First Nations women. Don’t they and their families deserve the same level of service Kinder Morgan is getting? E. A. Foster Comox

In late July the residents of Stevenson Place held a tea in honour of Prince George’s first birthday. As the Royal baby has everything he could possibly need, it was suggested that a local charity could be helped with gifts from the residents. Fill A Bag is one such group that assists “at risk” mothers who come to the Valley to have their babies at St. Joseph’s Hospital. Some of these women are on their own or live in remote locations with little support. Boxes of diapers, baby clothes, toys and personal care items were collected and then given to Marilee Cameron from the charity. A letter was sent to the Royal couple, congratulating them on George’s first birthday and to the residents’ surprise, they received a letter from Prince William’s personal secretary, thanking Stevenson Place residents for their thoughtfulness and generosity. What a lovely treat it was to hear from the palace!
