Hempcrete wall built at Know and Grow BY BRIAN LAWRENCE Advance Editor If Roman architecture is any indication, a new wall at the Know and Grow Community Farm could still be around centuries from now. On Sept. 20, a one-day workshop in the use of hempcrete — a concrete made of industrial hemp chips and fibre, lime and cement — resulted in a low wall being built in the corner of the College of the Rockies farm to create a learning area, as well as keep visitors from trampling delicate plants in the farm’s “food forest”. “I want to do more natural building projects in the food forest, but I wanted to try out hempcrete and see its application in this area,” said co-ordinator Melissa Flint when the wall — which will eventually be coloured with natural pigments — was unveiled Sept. 24. “To have the opportunity to offer the workshop and showcase it is great.” The workshop was presented by Jayeson Hendyrsan — a Vancouver Island resident who spent time in Creston in 1986 with the Canada World Youth exchange program — who recently hosted an eight-day intensive workshop on building with hempcrete in Nelson. If the Edmonton Eskimos go on to win the Grey Cup this year, Gary and Susan Snow will be justified in claiming some of the credit. The Erickson couple left early on Tuesday morning to deliver 1,000 four-ounce bottles of Tabletree black cherry juice to Commonwealth Stadium, where it will be available to members of the Eskimos. Winners of the 2012 World Juice award for best pure juice, the Snows have become used to accolades for their products, but a telephone call in July had them doubting its veracity. “This fellow with a southern accent called about our cherry juice but I was suspicious so I got his number and called him back, thinking it was a prank,” Susan said on Monday while she was busy labelling bottles destined for Edmonton. The caller identified himself as Chris Jones and a little research showed he was the new head coach of the Eskimos after spending more than a decade coaching with the Calgary Stampeders, Montreal Alouettes and Toronto Argonauts. His accent was easily explained — he was a graduate of Tennessee Technological University. “He said he knew that cherry juice had good health properties and was looking for a Canadian source on the Internet,” Gary said. Auctioneer publishes memoir, Rags to Riches BY LORNE ECKERSLEY Advance Staff
A lifetime in farming, running an auction house and selling furniture has given Alex Ewashen a lot of stories to tell. Now 82, the longtime Creston businessman has published Rags to Riches… My Way, a personal memoir spurred by a desire to keep his memories alive for his grandchildren. “I guess this is something I’ve always wanted to do, write something for posterity, for my grandchildren,” he said. “My children know most of it — my life in business — because they grew up in it all. But the grandchildren — kids are always so busy now with music, sports, dancing and the like. You need an appointment to get together with them. They know very little about my past and our family’s heritage.” Ewashen was born on a Southern Alberta farm, his father raised in Russia as a member of the Doukhobor sect, the Christian Community of Universal Brotherhood. Ewashen’s mother’s family was connected to Peter the Lordly Verigin. The Ewashens and the Verigins didn’t see eye to eye on matters of religion and Ewashen describes the marriage of his mother and father “a Shakespearean tragedy”. Ewashen’s early life is a story not uncommon among new Canadian families. He headed off for his first day of school without speaking a word of English. Writing My Way was a two-year endeavour, he said. “I had more than the odd sleepless night” while the book was in progress, he said. “There was always stuff going around in my head. I would wake up with a memory and have to put it on paper in case I forgot it by the time I got up in the morning.” The process brought back memories long forgotten, some he didn’t even know he had. “I can remember Dad building me a jolly jumper out of binder canvas and a spring from a seed drill, and eating corn on the cob while I was bouncing,” he said. “I couldn’t have been more than two years old.” Writing also served as an affirmation of a life well lived. “I am very content and very happy about how my life turned out. I have had good fortune through persistence, and lots of luck, too.”

The stresses brought on by building auctioneering and furniture businesses took a toll on his personal relationships and health, but the highlights have been numerous, he said. In My Way, Ewashen retells the story of joining a peace caravan in 1984. Organized by high school teacher and peace activist Sigurd Askevold, a group of 17 met in Europe for “Peace and
Friendship Caravan International, 1984, 50,000 km for Peace”. For three and a half months the group drove throughout the entire Communist Bloc and Western Europe, meeting with other peace activists, ordinary citizens and elected officials. It was, Ewashen says, the opportunity of a lifetime. Readers who attended any of Ewashen’s countless auctions will enjoy learning about his early years learning the auction business in Southern Alberta before he and his wife, Julie, moved to Creston in search of a milder climate. Regular weekly auctions, estate and farm auctions, and, later, government equipment auctions allowed him and Julie to interact with thousands of clients and customers, and become well known figures throughout the Creston Valley and the Kootenays. A book launch event is in the planning stages and the Advance will report on details as they become available. September Volunteer of the Month: Cleo Schlapsi
Cleo joined us in January of 2012. Initially she helped out with both dogs and cats but has evolved into a real cat person! Despite having pets at home of her own to care for, Cleo cheerfully comes to the shelter every week and cares for the cats, and currently a rabbit (and in the past other types of pets as they came in). Caring involves not just the “housekeeping” aspects but we hear her chatting to the cats, playing and helping them get socialized for adoption. With all her experience Cleo often helps with the training of a new volunteer learning about the cat routines. Cleo is helpful, reliable and comes to our rescue frequently when we are in need. We can rely upon her to draw to our attention any health and welfare issues that she sees when dealing with the animals. Residents avoid mail scams BY LORNE ECKERSLEY Advance Staff
Two Creston residents have likely saved themselves a lot of money and grief by consulting with the RCMP before responding to letters to their homes. “In the past two weeks, we have had two complaints from subjects receiving letters in the mail,” Staff Sgt. Bob Gollan said on Monday. One letter used “the old scam” about a deceased person with large amounts of money in foreign banks, purportedly from a bank official. A second recipient received a letter supposedly written by a lawyer, with a similar offer to send the money in exchange for a portion. “The usual scam is that they would ask for a processing fee, or will obtain all of the banking information of the person they sent the letter to and then clean out their accounts,” Gollan said. Both residents dropped the letters off to the RCMP, alerted by the fact the letters had no return address, used poor grammar and made an offer that seemed too good to be true. “I believe that they might have participated in this scam if I had not told them that it was a fraud, as the letters were addressed to them personally and they had their home addresses and were professional looking letters,” he said. Police Beat Creston RCMP responded to 69 calls for service from Sept. 22-28, Gollan said. September 22 •A hitchhiker who left items behind in a vehicle that dropped him off in Crawford Bay was contacted and reunited with his possessions. •A Cook Street resident reported phoning her lost cellphone, which was answered by a male who said he won’t return the phone. The investigation continues. •A complaint about smoke near Teetzel Road was referred to the Ministry of Forests, Lands and Natural Resource Operations. •A driver reported being tailgated on Canyon Street by a red Ford pickup using headlights on bright. •Police assisted Lethbridge,
Alta., police in a missing person investigation. He was later located in Kelowna. •A male causing a disturbance in a local pub was located and given a ride to where he was staying. September 23 •When a driver confronted another who was tailgating her on Crawford Street, he said she was driving too slowly. •Police escorted a male who was causing a disturbance away from an business on Eighth Avenue North. •An iPhone was reported lost between 18th Avenue South and Northwest Boulevard. •When police responded to a report of a couple arguing on Highway 3A near Wynndel, they transported the female to another location at her request. •A Vancouver Street resident reported receiving threatening text messages originating in the U.S. September 24 •A diversion of electrical power from a 15th Avenue North residence was investigated. •An iPhone was lost on Ninth Avenue South. •A male causing a disturbance at a pub was arrested and held in police cells until sober. •A well-being check on an 11th Avenue North resident revealed that he was in the hospital. •A female reported by phone that she had been assaulted on Erickson Road, but she refused to meet with police to provide details. •When police responded to a 911 call from Vancouver Street they found two intoxicated people who remembered that they had dialed 911, but could not remember why. September 25 •A well-being check on a male resident of 14th Avenue South revealed he was fine. •A female on 33rd Avenue South reported receiving unwanted Facebook messages. •A disagreement between a father and his adult daughter was deemed to be a civil matter. •Police are investigating a complaint that a lilac bush was cut down on 25th Avenue South. •Two dumpster divers on Cook Street who had been consuming alcohol left at the request of police.
•A Dogwood Street resident reported receiving a phone call that said he had won a prize, suspecting a fraud. Police agreed with the assessment. •One of two intoxicated males reported on Highway 21 South was located, arrested, held in cells and released in the morning for being drunk in public. •An Eighth Avenue South resident turned down loud music when police arrived. September 26 •A boat reported missing from Sanca was located through Facebook messages. •A no smoking sign on the gazebo behind Millennium Park was painted over with “Have a Smoke”. •No damage was reported in a minor collision between a vehicle and mobility scooter on Canyon Street. •A dispute between neighbours about domesticated animals was reported on Silvercrest Road. •A 911 call from Dogwood Street was attributed to a child playing with a phone. •A 911 call from Highway 3A came as a result of an argument between a father and daughter. Alcohol was a factor. •Police received a report that a person in a parked vehicle on Erickson Street was talking on the phone, boasting that he had evaded being caught by police despite driving while drunk. September 27 •A fence was damaged by a vehicle in a Crawford Bay park. •An ongoing dispute about property ownership on Highway 3 warranted another call to police. •When police investigated a report of two males breaking into the grain elevators on Northwest Boulevard they could find no signs of entry. September 28 •A break-in to a Devon Street residence netted a thief furniture items. A suspect has been identified and the investigation continues. •Police were called to a 10th Avenue North location, where an intoxicated male was refusing to leave. •A male reported that his ex-girlfriend had sold a motorcycle he had left on her property. Police concluded the complaint was a civil matter.
Creston Lions turning 75 BY HUGH JOHNSTON
How the time flies when you are having a good time! Oct. 4 marks an important milestone in the history of Creston's longest serving public service club. The motto of the Lions Club is “We serve”, a very appropriate choice for the Creston Lions who celebrate 75 years this weekend. The Creston Lions Club began in 1939 thanks to a team of volunteers from the Spokane Central Lions Club. Over the years, the Lions have survived the Second World War, helped build the town’s first arena and
have raised funds for many projects such as equipment for the hospital, and helping out the Therapeutic Activation Program for Seniors. The Lions helped start the Creston Valley Blossom Festival, and although not directly involved in its operationt, still play a major role in the festival. As well as the ever popular Lions signature pancake breakfast, other events include the chili cook-off, street fair, children’s parade and picnic in the park, with games organized by the army cadets. Recently the Lions purchased two new seats for the
Prince Charles Theatre. Annually, the Lions award two scholarships to local high school students to assist them in furthering their education. Guest speaker is Gary D’Orazio, a past international director from Boise, Idaho, and a retired executive from the Albertsons supermarket chain where he controlled a large district. The anniversary dinner and dance takes place at the Royal Canadian Legion, with catering by the Creston Hotel and music by Gerhard Link and his trio. Tickets are available by calling 250-402-6433.

The Canadian Taxpayers Federation complained last week that the annual convention of the Union of BC Municipalities was largely a group of local politicians asking for more money from the province. Mayor Ron Toyota doesn’t see it that way. “For us, it is an opportunity to meet with the premier, ministers and officials and talk about topics that concern us,” he said on Monday. “We don’t go in asking for money. You only get something out of these meetings if there is substance to the discussions. It keeps communication open and makes us visible to the government. We aren’t there to demand or complain, but to get things done.” Toyota said meetings in previous years have helped set the stage for projects like the paving of Erickson Road and a new intersection at Northwest Boulevard and Pine Street, for which construction will start in the spring. The Ministry of Transportation and Infrastructure recently announced the tender has been let and construction will be completed in June of 2015. Toyota said that much of the discussion he heard centred around the problems municipalities and regional districts experience when

services are downloaded from senior levels of government. “For example, we have explained what a big hit our taxpayers received when our population hit 5,000 and we had to start paying for our policing right away, instead of having the costs phased in,” he said. “And now we are learning that we are having to pay for RCMP officers’ severance pay negotiated before we were even part of the system. It is a form of downloading.” Other services that are downloaded might initially come with financial support, he admitted. “But it often just fades away,” he said. “But screaming won’t stop it from happening. Senior governments operate on a much larger scale and when they fund programs it often doesn’t seem to make much of a difference in small communities.” He cited federal programs that are worth billions of dollars. “But distribute that across the provinces and territories, then divide it among all or many of their communities, and we don’t end up getting much. We are only a tiny part of the big picture.” In his two terms in office, Toyota said he has come to learn that making connections with other communities and provincial officials is a valuable investment in time and effort. “Things take time — you build connections and earn trust,” he said. “You don’t just walk into a room and shout ‘I’m here!’ You have to start a conversation and take it from there.” And there is particular value in presenting a united front of mayor and councillors. “It makes an impression if you go into a meeting with ministry officials as a council speaking with one voice. It gives the message more impact.”

But another call from Jones confirmed that he wanted the juice as soon as possible and the producers had to scramble to get four-ounce bottles, lids and labels shipped as quickly as possible. “Our suppliers were amazing,” Susan said. “They bent over backwards to help us get to this point.” Jones wanted the juice in smaller bottles than Tabletree has been using so that his players can open and consume the juice in one or two swigs. He was impressed with the juice’s nutritional value and also that testimonials and lab tests indicate it has antiinflammatory properties. Very appealing for athletes. And potentially a new and highly public opportunity to promote juice for a business that needs an injection of capital to expand its production capabilities. “We know we have something special here, but we simply don’t have the capacity to fill large orders,” Susan said. Some inquiries about enormous orders have come from as far away as China. “We are quite unique as a small business, because we don’t just have an idea or a product that is easily reproduced,” she said. MP. My guess is that they are able to convince themselves that they do play an important part and that their voice is heard as they represent their constituents in Ottawa. Or perhaps they are just content to do what little they are allowed, happy just to be part of what really is a pretty elite group of fewer than 200 (typically) who are elected to run the country. In Wilks’ case, as mayor of Sparwood, he was a wellrespected big fish in a small pond, but in Ottawa he is just another backbencher who represents a riding that would apparently elect a complete unknown to the job as long as the word Conservative was beside his name on the ballot. In my youth, I aspired to be one of these folks. I sat at tables with them at conferences, attended campaign strategy meetings, read my daily copies of Hansard (at least the question period section) that arrived in my mail every week, and organized friends to help me campaign for those I supported in provincial, federal and civic elections. It was fun to feel part of a team and greater fun to feel part of a winning one. Watching a friend become an MP or MLA or alderman did have its appeal, and I came to heartily respect the efforts they made before and after elections. But it didn’t take too many years to learn that I really wanted no part of party politics, and even less of the blood sport that elections can become. Why, I began to wonder, are the efforts of all these good people so fruitless? Why do so many decisions seem to be made that aren’t in the interests of what we used to call, perhaps naively, “the greater good”? New building the best solution To the Editor: (Re: “Is housing development actually ‘affordable’?” Sept. 18 Advance) Mr. Bulkowski offers calculations to suggest that it would have been better value for the Creston Valley Community Housing Society to purchase old homes and renovate them than to build. In fact, we discussed this approach, among others. Let me share some of our calculations. There are many for sale signs in Creston area right now. If the target tenants for the six units were single people or couples, purchasing existing units might indeed be the easiest and most economic plan. However, our research determined that low-income
families were the group most in need of help with housing. When we look for potential homes, we first remove anything that requires a car to travel to the town core. Take out any units that are in projects that don’t allow children. Four out of the six units have three bedrooms. Most of the inexpensive units for sale are now off our list. Finally, remove anything that is a fixer-upper. Our funding partners have exacting criteria and as the old adage goes, renovations always cost twice as much and take twice as long as you expect. Our shopping list is now much shorter than it originally appears. It consists of the very houses that young employed families are able to buy. The math gets a little more complicated now. When one buys an old house, major costs are spread out over years — perfect for a family with a stable income, not as good for a small, volunteer organization. In new construction, these costs are paid up front. Maintaining older houses can be an

expensive, time consuming and uncertain process. To cite another old adage, pay now or pay later. The affordable part of affordable housing refers to the costs to tenants. Construction technology has improved over the years. These units are projected to have an Energuide rating of 84, offering our tenants very low utility costs. From a landlord’s perspective, it will be less costly and less labour intensive to operate a single building rather than six individual buildings. Research by the Canadian Medical Association and the Canada Mortgage and Housing Corporation tells us that investing in affordable housing pays high dividends in the long-term health and well being of low-income families. Purchasing old houses to renovate and rent at a reasonable price is one way of making that investment. However, for our group and for our target tenants, it was not the right solution. Hey, it’s that time of year to talk about time! Whoa, hang on before you start warming up that tar and bagging up chicken feathers to accost me in the parking lot after work — I’m talking about your personal time and how you spend it. And trust me, using the term “spend it” is quite apt as most of us realize as we age, it is a finite currency. I always liked the words of comedian Red Skelton on the subject of life who stated something to the effect of, “You might as well have fun as you are not getting out it alive.” The conversation about value of time arose with some acquaintances debating the cost of gathering and burning firewood for heat rather than natural gas or electric heat or other methods. It’s pretty easy to quantify hard costs

Take care with finances between mortgage approval and funding
In light of the new market realities and tightening of credit underwriting standards by both lenders and mortgage default insurers as of late, keep in mind that now — more than ever — it’s important to be careful what you do between the time your mortgage is approved and when it funds. A few mortgage lenders and insurers have been doing something lately that they have not done in a long time — pulling new credit bureaus prior to funding, especially if there is a long period between the time of your approval and when the mortgage actually funds. Following are eight tips to keep in mind between your mortgage approval and funding dates: 1. Don’t buy a new car or trade-up to a more expensive lease. 2. Don’t quit your job or change jobs. Even if it’s a better-paying job, you still are likely to be on a probationary period. If in doubt, call your mortgage professional and they can let you know if this may jeopardize your approval. 3. Don’t change industries, decide to become self-employed or accept a con-
tract position even if it’s within the same industry. Delay the start of your new job, self-employment or contract status until after the funding date of your mortgage. 4. Don’t transfer large sums of money between bank accounts.

From page 7 Just don’t let it become a daily habit or at least use some of your valuable time to maybe do something physical as an offset. I was just reading an article that held when people say, “What should I do with my life?” or “What is my life purpose?” what they’re actually asking is, “What can I do with my time that is important?” While that particular question will take some time to answer, all I’m saying is to assign some of that time towards maintaining yourself. I have seen people that make it to retirement only to find that because they didn’t spend the time looking after themselves during their working years, they no longer had the ability to do anything of substance once they finally had the time to do it. Hello, couch and reruns. This morning as I was in the change room after my regular morning swim, the lifeguard came through doing a check and stopped to ask me in reference to our regular early morning swims, “What are you training for?” My immediate response without thinking was, “Life,” but upon later reflection, that was the right answer. We want to be able to do some stuff as we get older and have seen far too many that can’t. Even though we are far from poster children for fitness, the bit of time we spend in the pool and fitness gym on a regular basis has improved our health and has hopefully added some long-term mobility value to our portfolio. Piano-violin duo opening concert society season
to the annual Tuckamore Chamber Music Festival, which they founded in 2000 to bring together young chamber music performers with world-class artists. In addition to pieces by J.S. Bach (whose complete violin and keyboard sonatas they began recording in June 2014), Claude Debussy and Chan Ka Nin, Duo Concertante’s evening will include a performance of Beethoven’s Kreutzer Sonata. The inscription over the sonata reads, “in stilo molto concertante,” with the implication that the performers are two equal and dynamic voices. This notion defines Duo Concertante’s artistic relationship. The Kreutzer Sonata was the first piece the duo played in 1997 when they burst into the performance world like “two packages of musical dynamite” (Halifax Chronicle-Herald). Fifteen years later, the “quality of the ensemble playing speaks to years of successful collaboration” (Canadian Association of Music Libraries) by these “expert instrumentalists” (Audiophilia.com). The Beethoven violin sonatas have remained a key element of Duo Concertante’s repertoire, and a recording of the cycle, Beethoven: Complete Sonatas for Violin and Piano, was released on the Marquis Classics label as a three-CD set. Of this ECMA nominated recording, Music Toronto’s John Terauds says, “These beautiful interpretations are so good right down to the tiniest of details that they deserve to be called a reference in the contemporary performance of these ten great pieces.” This is an opportunity to experience a performance of “grace and fire... fury and repose... As Duo Concertante they have consistently revealed their passion for new music with “artistry, poetry, and impeccable technique,” said La Scena Musicale of their CD, Wild Honey (2005). Their first CDs all received nominations for best classical recording at the East Coast Music Awards (ECMA), and It Takes Two (2009) was described as “spectacular” by American Record Guide. Wild Bird (2010) comprises almost entirely of new works written for the duo by Canadian composers including Murray Schafer’s Duo for Violin and Piano, which won the 2011 Juno Award in the classical composition of the year category. Maintaining a busy touring schedule, with frequent performances across North America, as well as in Europe and China, Duo Concertante has appeared at Wigmore Hall in London, Carnegie Hall’s Weill Recital Hall, Roy Thomson Hall, the National Arts Centre and Beijing’s Forbidden City Concert Hall. He was a postgraduate student at the University of Tokyo where he studied mushroom cultivation and forest chemistry. Macrae has presented talks on mushrooms, Japanese mushroom cultivation and the origins of Santa Claus (which has a surprising connection with fungi). He has led many walks over the past 18 years throughout the east and west Kootenay valleys to introduce people to the fascinating world of fungi. Admission to the mushroom talk is $5 and admission to the mushroom walk is $10.

From page 1 He’s been working with hempcrete for several years, since he and his wife chose to build a home without the use of toxic materials, such as the petrochemicals used in vapour barrier. Beyond that, it’s fireproof, rat proof and earthquake resistant, and while a home costs about the same as a traditional build, heating bills can be 40 per cent less. It’s a similar process to what ancient Romans used in their construction, as French innovator Charles Rasetti discovered in the 1950s. “He wondered why Roman concrete was still standing,” said Hendyrsan, who owns Hempcrete Natural Building and has worked on about 18 projects in B.C. and Alberta.

Many Tudor homes in Europe are having their walls redone with hempcrete, to keep the historic structures intact for several hundred more years. It hasn’t yet been embraced as a construction method, with rebates on “green” building usually covering the addition of new technology rather than natural building methods. “We’re not rewarded in our culture for economics,” Hendyrsan said. “They don’t give points for something that takes less.” And if the other benefits of hempcrete construction weren’t enough, studies have shown that it ranges from carbon-neutral to carbon negative — as it hardens, the lime absorbs carbon dioxide. “Basically, the lime wants to turn back into limestone,” Hendyrsan said. “It has huge economic potential.”

COLUMBIA BASIN ALLIANCE FOR LITERACY
Community leaders and volunteers will join Black Press and the Columbia Basin Alliance for Literacy on Oct. 9 to raise awareness about the importance of literacy and to celebrate the power literacy has in Creston. The fourth annual Reach a Reader campaign will raise funds for Creston’s community-based literacy programs.

Why? Literacy is important to all British Columbians! It impacts every aspect of our lives: healthcare, crime rates, employment and economic status. Despite its essential role in life, at least 40 per cent of B.C. adults have difficulty reading a newspaper, filling out a work application, reading a map or understanding a lease — and this percentage is increasing. “The Reach a Reader campaign reminds people that literacy skills are important if we are to succeed in today’s world,” says Linda Steward, past Creston community literacy co-ordinator. “When we hear the word literacy many of us think, ‘You can read or you can't read.’ Of course, literacy is about reading and writing, but it is also about the ability to express our ideas, think critically and use technology. Literacy is wide and all encompassing. Literacy is having the skills you need to do what you want to do in your life.” In Creston, funds will help support the Making Connections program. This program is for parents with children in kindergarten to Grade. 6. Over 10 weeks, they will explore ways they can support their child’s literacy development and school success. You can support the Reach a Reader campaign by making a donation in exchange for a special edition of the Creston Valley Advance on Oct. 9. Volunteers will be hitting the streets with papers in hand at Overwaitea Foods and the Canyon Street Walkthrough between noon and 4 p.m. You may also donate online at cbal.org. Trio performing Beethoven in Crawford Bay LA CAFAMORE
La Cafamore has been a performing group since 2008. Over the years, the configuration has changed, but every concert brings its challenges and rewards. For Carolyn Cameron, this particular set of concerts has her on the piano instead of her regular position as violinist. “People often ask which instrument I prefer,” said Cameron. “I seem to go in phases where I prefer one or the other. The thing about piano is
that you can potentially play 10 wrong notes at a time, whereas on violin, generally there is only one.” The group looks forward to another opportunity to play in Crawford Bay on Oct. 12. “The energy and enthusiasm of the audience is what keeps us coming back,” said Cameron. “I realize that this is Thanksgiving Sunday, but everyone needs a turkey break. Get that bird in the oven and come to the concert!” The set of concerts are advertised as “Trios with a Twist” because

The two other works on the program, Schumann’s Fairy Tales and Brahms’ horn trio, featured clarinet and horn, respectively. “When the instrumentation changes, the whole character of the piece is changed,” said Cameron, who hopes that those familiar with these works in

their traditional instrumentation will take a chance on a new experience. “Regardless of the instrument combination, the melodies of these works are incredible.” The group will perform at Crawford Bay’s Harrison Memorial Church at 2 p.m. Oct. 12. Admission is by donation.
Ombudsperson’s office visting as part of tour OFFICE OF THE BC OMBUDSPERSON Over 7,600 inquiries and complaints were responded to and 1,900 early resolutions or investigations were completed last year by the Office of the BC Ombudsperson and on Oct. 3, the public will be able to make a complaint in person with ombudsperson staff as an “Ombudsperson Office for the Day” is set up in Creston, part of a tour that includes Osoyoos, Grand Forks, Trail, Castlegar and Nelson. “We serve the entire province, if people have not been successful in resolving their problems with the public agency and still feel they have not been treated fairly and reasonably, they can come to us”, says ombudsperson Kim Carter. “While the majority of complaints are by telephone, mail or online, some people are more comfortable meeting faceto-face and I feel it’s important that this opportunity is available to people throughout the province.” B.C.’s ombudsperson office can investigate complaints about all provincial ministries and boards, Crown corporations, colleges and universities, schools and boards of education, health authorities, local governments and self-governing professions. Appointments need to be booked ahead of
time by calling 1-800-567-3247. While ombudsperson staff meet with individuals, the ombudsperson speaks with public agencies and community groups.

The role of the Office of the BC Ombudsperson is to enhance openness, transparency and accountability. The office does this by receiving and investigating individual complaints and conducting systemic investigations to consider issues from a broad perspective. The Ministry of Social Development and Social Innovation, the Ministry of Children and Family Development, the Ministry of Justice, the Ministry of Health, BC Hydro and WorkSafeBC were the five most significant provincial public authorities dealt with during the year.
Individual complaints resolved were varied last year and included interest charges with an apology from Revenue Services BC and travel costs for medical care covered by the Ministry of Social Development and Social Innovation. A number of complaints also resulted in improvements to program delivery, including new policy, new procedure for income assistance recipients, and revision of unfair demands policy, both dealing with the Social Development Ministry; and a better understanding of how the Ministry of Transportation and Infrastructure scores bids. Recent systemic investigations include “Time Matters”, which looked at income assistance and disability issues and resulted in $350,000 in lost benefits paid to persons affected by government delays. Most recently, “Striking a Balance”, which examined the operation of an environmental protection program, made 25 recommendations aimed at improving gaps in how an environmental protection program was operating. Twenty-four recommendations were accepted by the government. The office is currently investigating the regulations of private career training institutions.

Creston cadet takes part in six-week training course VERNON ARMY CADET SUMMER TRAINING CENTRE
Army Cadet Dylan Emery Mainville — a member of Creston’s 1746 Royal Canadian Army Cadet Corps — hiked along the Rim Trail at Cathedral Provincial Park during this summer ’s six-week expedition instructor course at Vernon Cadet Summer Training Centre. Cadets enrolled in the six-week army cadet expedition instructor course learned first aid, mountain bike skills, hiking, canoeing and navigation. A major part of their summer’s training was an 18-day expedition that took them by canoe, mountain bike and foot from Sicamous to Cathedral Provincial Park near the United States border. The cadets paddled the Shuswap River and Mara Lake, hiked the Larch Hills, mountain biked the Kettle Valley Railway and hiked the mountains in Cathedral Provincial Park, covering 360 kilometres. The cadet program is a national program for young Canadians aged 12-18 who are interested in participating in a variety of fun, challenging and rewarding activities while learning about the sea, army and air activities of the Canadian Armed Forces. Cadets make valu-
able contributions to Canadian society on a daily basis in terms of environmental, citizenship and community activities. Cadets also learn valuable life and work skills such as teamwork, leadership and citizenship.

Ford’s not so new all new van
By Ian Harwood Driving down the road you see quite a variety of work vehicles, cube vans, flat decks, service trucks and pickups to name but a few. The days of the traditional van have gone except for a few that have seen more than a little action in their lives! Consumers looking for a work van now want more headroom in the back to carry out products to the job site or perhaps use as a portable office or shop. Enter the European vans. The Sprinter van is a classic example. It started with just a few driving our streets and now it’s the template for what other vans to aspire to be. The 2015 Ford Transit is new to us but has been around for many years in Europe; a big success there and it will likely prove to be a huge success here. Looks - The looks scream European but its fits right at home here in Canada. The headlights and front grille look just like most Ford products and in fact I found myself doing a double take when I first came across one. In the cab I found plenty of room and could see myself working in this all day, jumping out to make deliveries and working very comfortably. Creston wins trophy in Boyd Haddad tourney CRESTON GOLF CLUB
The annual Boyd Haddad interclub competition was held at the Granite Pointe Golf Club in Nelson on Sept. 6. This competition has eight golf courses in the Kootenay region competing in an 16-man team event, where eight play for the Boyd Trophy, which is determined by four two-man team best ball gross scores and the Haddad Trophy, which is determined by four, two-man team best ball net scores. The team from Creston competing for the Boyd Trophy captured top spot for only the second time in the 82-year history of the Tournament. The Boyd Trophy champions from Creston were represented by the four two-man teams of Mike Nelson and Daniel Brown, Dennis Brown and Randy Sterling, Bryan Smithson and Garry Husband, and Rick Czar and Brian O’Keefe. The competition was very close indeed, as the Cranbrook Golf Club and the host Granite Point Golf Club shared a very close second place only one shot behind the Creston squad. The Haddad team was comprised of Bill Dyck, Patrick Eddy, Josh Firman, George Goulder, Walter Jaap, Dan Kinney, Norm Stead and Rick Thomas. The Creston Golf Club will look to defend its Boyd title and recapture the Haddad, which it won two years ago in Castlegar, when it hosts the event next September. A three-day road trip to the Kootenay International Junior Hockey League’s Okanagan Division proved a success for the Creston Valley Thunder Cats, who earned their first two wins of the season over the Princeton Posse and Kelowna Chiefs. They suffered a 3-1 loss on Sunday, though, to the North Okanagan Knights, failing to maintain the steady stream of pucks and traffic to the opponents’ net that served them well the night before. “Part of what we were happy with on Saturday was seeing those things come together,” said head coach Jeff Dubois. “We felt we had the recipe the night before, but we kind of came away from it.” The wins allowed the Thunder Cats to pull farther away from the bottom of the Eddie Mountain Division, anchored by the Columbia Valley Rockies, pointless after five games. They are two points behind the Golden Rockets, and five points behind the Kimberley Dynamiters and Fernie
Ghostriders, tied for first with 10 points. Friday’s game started out with scoreless first and second periods, which came on the heels of a long bus ride to Princeton. “The effort was there but some of the execution was a bit off,” said Dubois. The third period lasted just over 12 minutes before the Posse scored, which the Thunder Cats answered two shift changes later with a goal by rookie Justin Post. They held off the Posse for the rest of the period, sending the game into overtime, which lasted 45 seconds before Austin Steger scored the game-winner. “He definitely has an offensive side to his game,” said Dubois. On Saturday, he said, the Thunder Cats did a better job of getting pucks to the net in the first and second periods. The Chiefs scored on a power play early in the first period, and Connor Kidd followed that with a power-play goal midway through the second, before late second-period and early third-period goals by the Chiefs had the Thunder Cats down 3-1.
“I really liked the resilience of the guys when we were down 3-1,” said Dubois. “The guys were positive and went back out with some energy.”

The Thunder Cats bounced back, with Carson Cartwright scoring twice on either side of an unassisted goal by Steger, for a 4-2 win that marked their first three-goal period and highest scoring game so far. “That was a really satisfying one,” said Dubois. “We went five games to start the season where we didn’t score more than two goals.” Dubois credited goaltender Brock Lefebvre, now in his third season with the Thunder

He was, by a clear margin, our best player.” On Sunday, things turned around when the Thunder Cats visited the Knights in Armstrong. It was also the Knights’ third game in three days, so “both teams were in the same spot,” said Dubois. The Thunder Cats came out flat, he said, allowing the Knights to score once in the first and second periods before Trevor Beaton — in his third KIJHL season, and his first with Creston — answered with a goal for the Thunder Cats late in the third. With 13 second remaining, the Knights added another goal for a 3-1 win. “North Okanagan’s a hardworking team,” said Dubois, who added they don’t have “an abundance of skill, but when they have success, it’s because they outwork opponents, and they outworked us.” The Thunder Cats will play two games this weekend, starting with a visit to the Spokane Braves on Friday night. With nine points, the Braves are in second place in the Neil Murdoch Division, a point behind the Nelson Leafs. The man whose assassination sparked the First World War was unimpressed with ruffians he encountered on a voyage down the Arrow Lakes and Columbia River. Archduke Franz Ferdinand of Austria, whose sudden death in Sarajevo in 1914 plunged Europe into a deadly four-year conflict, made a world tour in 1892-93 that took him to India, Australia, Japan, the U.S., and Canada. His two-volume travelogue was published in German in 1896 as Tagebuch Meiner Reise um die Erde (Diary of My Trip Around the World), but has never been translated into English until now. An online project at franzferdinandsworld.com has been posting one entry per day, corresponding to the date of his original journey. His brief visit to West Kootenay occurred 121 years ago this week. The archduke arrived in Vancouver from Japan on Sept. 5, 1893, and departed two days later for Banff. He then backtracked to Penticton, and reached Revelstoke late on the evening of Sept. 17, where his party left its wagons and boarded the Columbia and Kootenay Steam Navigation Company’s steamer Columbia, en route for Northport, Wash. Ferdinand complained that loading wood into the ship’s boiler ”seemed to go on forever.” Logs were stacked at the forest’s edge, and the ship landed in the mud nearby so the crew could retrieve them. A dense fog that morning prevented a clear view of the river and it started to rain that afternoon, turning so bitterly cold that Ferdinand had to huddle in the salon with the “spitting sons of the wilderness.” Fortunately for him, an American woman “who was by the way very pretty had sufficient mercy with us and permitted us to smoke for which we were greatly thankful.” Did his fellow passengers realize who Ferdinand was? Possibly not, as his head chamberlain, Count Wumbrand, wrote in a telegram that they were “Traveling in strict incognito.” We know one other person on that voyage was W.A. Jowett, as the Nelson Miner reported the mining man went down river with the ”Crown prince of Austria.” The
newspaper also related something that supposedly occurred on board the ship at lunchtime: Ferdinand’s entourage was standing behind their chairs, waiting for him to seat himself, when the steward, surprised at their modesty, exclaimed “Sit down! Sit down! Anywhere you like.” It’s unclear where the steamer tied up for the night, but it crossed the international boundary at about 10 a.m. the next day and a few minutes later landed at the Northport wharf, where Ferdinand’s party was whisked to a special train bound for Spokane. According to the Spokane Daily Chronicle, “It took nearly half an hour to crowd the load of trunks, satchels and bundles into the baggage car.” Ferdinand continued on his way, gazing through the window at the trees and villages along the way, and chatting with his companions, blissfully unaware his name would become inextricably linked with one of the worst conflicts of the 20th century.

A safety review of the HB (Hudson Bay) Mine tailings dam south of Salmo concludes the potential consequences of a failure should be reclassified as “very high” based on Canadian dam safety guidelines. The worst-case scenario report by Kelowna consultant Tetra Tech EBA released last week suggests that if the earthen dam breached, three people could die and clean-up costs could be in the tens of millions of dollars. The affected area would be less than one square kilometer but includes one home and Highway 3. While there is no solid information on the total tailings volume of the dam, the consultant estimated it at 1.8 million cubic meters, and guessed about 40 per cent, or 714,000 cubic meters, would be released in the event of a failure. Flood levels could reach several meters with a potential loss of lives and the highway would be covered with mud and debris and likely closed three to four weeks. The cost of cleaning up the tailings, restoring contaminated land, and rebuilding the dam is estimated at anywhere from $45.7 million to $89.4 million. The consultant said the wide range was due to costs being “highly sensitive to haulage distances, levels of restoration and material availability.”

In the last safety review of the HB tailings dam in 2002, the consequences of a failure were rated “low” based on 1999 guidelines established by the Canadian Dam Association. That equated to “significant” under new guidelines adopted in 2007, suggesting that if the dam failed, there would be no fatalities and only limited economic and environmental damage. The five categories on the scale are low, significant, high, very high, and extreme. Uli Wolf, the regional district’s environmental services manager, attributed the more dire conclusions reached by the latest report to different methodology around vegetation, soil, and water permeation, plus the use of more localized precipitation data. Wolf said it’s up to the Ministry of Energy and Mines to approve the dam’s higher consequence rating, although he expects it to be a formality. The result will be more frequent inspections and reviews as well as higher capital costs for remediation. The consultant’s report is subject to a third-party review, required by a ministry order in the wake of the Mount Polley tailings pond disaster, although Wolf said it is mainly intended to check for underestimated risk. “Dams certainly have received a higher level of attention from the general public since the Mount Polley inci-

The Union of BC Municipalities convention wound up in Whistler on Friday. One of the last acts by delegates was aimed squarely at the Jumbo resort municipality. In a unanimous vote, municipalities passed a motion opposing provincial funding of towns without a population. The Mountain Resort Municipality of Jumbo Glacier was created Feb. 19, 2013, and a mayor and two councillors appointed. Mayor Gerry Taft of Invermere put forward the motion in Whistler. “Local governments across BC struggle to provide services to our residents and the provincial government constantly says there is no money,” said Taft. “Not only is the concept of a town with no residents and an appointed council ridiculous, but the idea that this fake town will get over $1 million in

We will have to address that in future budgets.” The latest report doesn’t specifically address the likelihood of a complete dam failure but makes several recommendations including conducting an emergency exercise of RDCK staff involved in the dam’s maintenance and an engineering study to assess ways of reducing the risk of internal erosion. Wolf said some action has already been taken on reconfiguring the spillway and further construction is expected. Cominco (now Teck) built the dam in 1955 to store lead and zinc mine tailings and operated it from 1955-66 and 1974-78. The company sold the property in 1981 and the Regional District of Central Kootenay acquired it for landfill purposes in 1998, paying $650,000 more for the site than the previous owner, a Panamanian company that bought it only a year earlier. In the early summer of 2012, a sinkhole formed on the dam following heavy rain. The regional district spent more than $800,000 stabilizing and reconstructing the dam, which it billed to the province. Recently, the regional district filed a notice of claim against Teck, seeking reimbursement for ongoing remediation work.

Jumbo is an artificial creation. “Local governments are looking at a situation where a municipality is set up without people. It's frankly ridiculous. They are spending hundreds of thousands of dollars of public money.” “I believe that over the years the government has put these types municipalities in place for a specific purpose,” said Liberal Doug Clovechok, who will be the Columbia River -Revelstoke candidate in the next provincial election. “That is to protect BC resources by overseeing projects that are attached to strict regulations and conditions. It is through this process that proponents are held to the highest account possible. “Projects of this kind and governed by the process in question have proven to be successful time and time again bringing economic prosperity to the regions they are located in. New jobs and opportunities in areas that are struggling economically is something that should be embraced and celebrated."

Moving ferry terminal not a new idea BY GREG NESTEROFF Nelson Star
A former Nelson-Creston MLA says the notion of moving the Balfour ferry terminal to Queens Bay was “discussed frequently” during his time in office. Corky Evans served from 1991-2001 and 2005-09, including a stint as transportation minister. “The idea was to move it up the lake away from the narrows, which would shorten the [crossing] distance and lessen the fuel consumption,” Evans said. “It would also get the ferry and the little fish boats that are always alongside out of competition.” However, Evans said the downside was the greater effect of wind, tide, and waves on the ferry’s superstructure, making it harder for the ship to land gently. “The piece of property the ministry was talking about was just around the point from where you start into the narrows,” he said. “That’s the open lake where the wind is blowing practically from Creston.” The Ministry of Transportation recently confirmed it’s in the early stages of looking into the

It didn’t get up as far as a ministerial decision.” Evans was influential in the con-
struction of the Osprey 2000, which he called “a bit of a miracle.” At a storytelling event a few years ago, he revealed the idea for the new ferry came from his mentor, the late Bob Cunningham of Crescent Valley. The Osprey replaced the MV Anscomb, launched in 1947.
