The SVPS plans to host two open houses - one in Princeton and one in Keremeos - in October to present the study’s results to date and seek questions and participation from valley residents. “We are holding these meetings in order to

ensure our efforts continue to reflect the values of residents of the Similkameen,” said SVPS Chair Manfred Bauer. “We invite the public to see what has been accomplished so far, and offer their views.” “The public meetings will provide local residents with an opportunity to get involved and engaged in the process,” said Andrew Stuckey,

communications consultant for the watershed study. “All governments and local agencies are working together to move the study forward,” Stuckey added, “the SVPS will present the fi ndings to date with a view towards gathering names of individuals interested in participating in the project.” Stuckey said the infor mation regarding

the study’s first phase and next steps will be conveyed through an overhead presentation and banner displays at Victory Hall. The Keremeos meeting takes place October 7 at Victory Hall from 6:30 to 8:30 p.m. The Princeton meeting is scheduled for October 9 at the Princeton Skills Centre from 6:30 to 9:30 p.m.

Emergency fire call underlines need for working residential smoke alarms

This year’s safety message recommends regular testing of household smoke alarms By Steve Arstad news@keremeosreview.com A call from a neighbouring unit at Victoria Pines Modular Home Park to emergency services may have saved the life of one of the park’s residents last week. Keremeos and District Volunteer Firefighters were called to Whispering Pines on September 9 at 5:20 p.m. after a resident reported smelling smoke coming from a unit adjacent hers. “It smelled like burning wires,” reported Trudy Rose, who was first alerted by the building’s smoke alarm. She went next door, peered in the windows and knocked on the door, but couldn’t see anything. Firefighters arrived to find the smoke alarm no longer working, but upon entry to the residence found a pot boiled dry on the stove. The building’s resident was discovered unconscious, but coherent, in another room.

“The pot was reaching a point where it could have ignited,” reported Keremeos fire chief Jordy Bosscha, “fortunately, the batteries in this smoke alarm still had enough life in them to activiate the alarm long enough for it to be heard.” With Fire Prevention Week coming up October 5-11, Bosscha reminds residents to ensure they have working smoke alarms in their homes, noting the potentially devastating consequences that could have occurred in this incident had the smoke alarm not gone off. The National Fire Protection Association (NFPA), has announced “Working Smoke Alarms Save Lives: Test Yours Every Month!” as the Fire Prevention Week theme for 2014. Fire Prevention Week was established to commemorate the Great Chicago Fire of October 1871 which destroyed more than 17,400 structures and killed more than 250 people. This year during October 5 – 11, 2014, fire departments throughout Canada and the United States will work to raise public awareness about the dangers of fire and how to prevent it.

Editorial Keremeos housing stats give reason for optimism Take a look around Keremeos, and you’ll see something that hasn’t happened in the village in several years. There are multiple housing starts taking place in the village, as building activity picks up in the second half of 2014. The Village of Keremeos is reporting 29 building permits issued to September 20 this year. That compares to a total of 13 issued to the same date last year. This year’s total equates to 1.2 million dollars in value, $806, 930 of which is coming from new housing starts. A short drive through town reveals the activity, whether one looks up on the bench, down on Twelfth, or on Highway 3 past the RCMP detachment - new houses in various stages of construction. The village is nearing the last good year of numbers for housing starts - a total of 37 in 2009. The village still has ways to go to get to pre-recession numbers (55 in 2007) but it should be safe to say the current trend is heading in that direction. Realtors are also expressing some optimism, as market activity picks up. Prices remain flat, however, but that could change if these other trends continue. With many local businesses reporting strong summer activity, and a noticeable resurgence in Seventh Avenue activity, there appears to be reason for optimism in the South Similkameen, good news as we head into the winter season.

Is Canadian Union of Public Employees running your city hall? By Tom Fletcher Black Press The big story at this year’s Union of B.C. Municipalities convention was a report commissioned by the B.C. government that reveals municipal pay increases for unionized staff have been running at twice the rate of provincial raises. When I asked Premier Christy Clark about the intent of this report, leaked just before the annual UBCM convention, she was blunt. It’s to get this issue onto the agenda for the November municipal elections, which the province has decreed shall be for four-year terms instead of three. After local elections, discussions with surviving and incoming municipal politicians will resume. Things have been going pretty well for the main municipal union, the Canadian Union of Public Employees, for the last couple of decades. As local election turnout has gone from bad to worse, municipal employees themselves have become an increasingly dominant voting bloc.

Then there are the “labour councils” in urban centres, now almost entirely fronts for public sector unions. They quietly survey council candidates to determine their level of affection for ever-growing public payrolls, and dole out campaign funds accordingly. Sometimes they organize full slates, with cuddly names like “Protect Coquitlam” to appeal to low-information voters. During last week’s convention in Whistler, I caught up to Finance Minister Mike de Jong in a brief break from the dozens of meetings cabinet ministers have with mayors, councillors and regional directors. Is the province going to impose some kind of solution? “There’s not some hidden legislative agenda,” de Jong replied. More data needs to be gathered, and the report shows ongoing problems with management salaries at the provincial level as well. Is this the first step to imposing a tight-fisted centralized bargaining agency, such as the government set

up last year to wrestle the B.C. Teachers’ Federation to the ground? “We haven’t formulated our answer,” de Jong said. “What the data does suggest, however, is that there may well be some merit [to centralized bargaining]. One of the recommendations points to a more coordinated approach to some of the negotiations that take place.” Will the new municipal auditor general have a role in this? “The purpose of the auditor was not to become an enforcement mechanism,” de Jong said. “It was to play a traditional audit function on whether taxpayers are getting value for money. To that extent I suppose a municipal auditor might be able to comment on the advantages of coordinating efforts.” NDP leader John Horgan’s attack on the compensation report was as predictable as it was selective. In his speech to delegates, Horgan called it “one-sided, politically motivated, shoddy work” designed to embarrass local politicians on the

eve of their elections. Did he question Ernst and Young’s numbers, the pay increases for municipal union staff of 38 per cent between 2001 and 2012, compared to 19 per cent for unionized provincial staff? Did he question their calculation that over that period, inflation totalled 23 per cent? No. The facts being against him, he went with an emotional pitch to distract from them. Recall that during the final days of the teachers’ strike, Horgan suddenly decided that what was really needed was binding arbitration. This was 24 hours after the teachers’ union took that position. So there’s the big question to be considered by voters as local elections draw near. Which candidates are looking out for your interests, and which ones are working on behalf of CUPE? There’s another troubling trend in manipulation of local government that was more evident than ever at the 2014 UBCM convention. I’ll discuss that in a future column.

It’s time for a positive change of direction for Keremeos. We need to start that change with a change of attitude at the top, but a change of attitude does not mean some grandiose scheme or increased taxes or lowered service. To me it means being fiscally responsible, vigilant and using our resources in a positive way for the taxpayer. My platform covers transients and camping, bylaw enforcement, village downtown core, policing, listening to the public’s input, improved signage, a tourist strategy, making our village business friendly, improving the public image, infrastructure improvements with a long term plan for replacement and repair. Probably the one thing that bothers me most about Keremeos is the image we project to others. We all take pride in our own yards; we can all see it when we drive around. Why does the downtown core not reflect that same community value and pride? We can do it with a little money and some spit and polish. People coming to our small town should want to stop and look around, not drive on through. Keremeos should be the jewel in our little desert, not just another rock along the road. Logging truck accidents taken seriously by advisory group To the Editor: Forest Industry leaders have been paying close attention to the recent log trucking incidences in the southern interior as part of a recent increased focus on log hauling safety within the Province. The type and frequency of log hauling incidents is seen as unacceptable particularly those that occur in areas frequented by the public. In general, safety performance within the industry has improved significantly throughout British Columbia since 2005 due to the efforts of industry and the Province. Log hauling specifically has had a reasonably good safety record with the number of incidents reported in 2012 for both on and off highways hauling resulting in 133 short term disability, long term disability and fatality claims to WorkSafeBC. This means that of the approximately 1.4 million loads of logs hauled in 2012, 99.99 per cent were hauled without a short term disability, long term disability or fatality claim. However, those within the industry also recognized that more work is needed in order to further improve Log Hauling Safety by eliminating injuries and fatalities. The objective is to ensure every load is delivered incident-free. One of the many actions being taken by industry to address log hauling safety is the

establishment of the Trucking Advisory Group (TAG).TAG was established in 2014 in response to a cluster of log trucking incidents that occurred in the late summer/ fall 2013. TAG members include senior representatives from Canfor, Gorman Bros., Interfor, Tolko, West Fraser, BCTS, LoBar Log Transport, the Log Truck Technical Advisory Committee and association representatives from the Truck Loggers Association, Interior Loggers Association, and the BC Forest Safety Council (BCFSC). TAG is currently focused on the following issues: - Reduction of log truck rollovers, - Safety data collection and analysis, - Managing log truck overweights, - Training of log haulers, loadermen and supervisors, - Mechanisms to improve driver behaviours and safety performance, and - Improving communications within and outside the industry. Through the actions of the TAG and other safety related initiatives, those within the industry are committed to continue to work at ensuring efficiently and safely. Crime Stoppers crime of the week concerns ATV thefts There has been a large increase in the number of stolen vehicles throughout the South Okanagan Similkameen area over the past couple of months including cars, trucks, ATV’s, dirt bikes, quads, including utility trailers etc.

The season will soon be upon us when snow machines will also become targets. Crime Stoppers and the police are requesting owners of these types of vehicles to take extra precautions to secure them when unattended. Removing one wheel

from the trailer and demobilizing the others is always a good idea and be sure to record the VIN of all unlicenced machines. These thieves are quite brazen in these thefts so extra care needs to be taken to reduce the opportunity

Farewell to Zack’s

Imminent closure of second hand and collectible business spells the end of storefront business in Olalla

Zack’s Unique Collectibles of Olalla will be closing its doors in November after 14 years in the community. Sue Allen has been managing the popular collectible and used goods store since her father, James Irwin Jim, as he was known to everyone had a stroke in April of this year. Irwin previously ran a similar store in Keremeos out of the building currently occupied by Geoff Berg’s Ox Yoke Antiques. “He goes back at least 21 years in this area,” said Allen, “at one time he had both stores. He carried furniture in Olalla, then eventually sold the Keremeos store and moved everything here.” Irwin originally began trading in used and collectible goods at the flea market in Okanagan Falls, eventually setting up shop in Oliver before moving to the Similkameen. “He loved the shopping part of it,” Allen said. “He loved attending garage and estate sales.” Allen said Irwin had a couple of people helping him find items, as his customers often provided him with lists of items they were looking for. “He knew what people wanted, and brought stuff into the store that he knew would sell,” Allen said. “He especially liked old tools, and historical stuff.” Allen said Irwin became an information junkie after the advent of

Tourist season is coming to an end - but it was good while it lasted, according to Keremeos’ fruit stands. “It’s been a great growing year, and we’ve had good (tourist) numbers,” said Sue Frasch of Bears Fruit Stand at the eastern bypass junction. Frasch felt the great summer weather was an incentive to get people on the road this year, although she felt the fruit stand did not see as many families as in other years. “One theory I heard was families with school aged children might have taken their holidays earlier in the year,” she said, “or they might have had to spend their vacation budget on child care.” Frasch said they noticed an increase in higher income families this year. “I think the weather helped to contribute to people’s moods, “ Frasch said, “our customers have been wonderful.” Frasch also noticed an increase in traffic related to events at the Grist Mill, particularly on Sunday, September 21 during the mill’s first heritage harvest fall fair.

Apple Day at the Grist Mill highlighted by apple pie contest The Apple Pie Baking Contest at the Keremeos Grist Mill and Gardens begins at 1 p.m. on Thanksgiving Monday, October 13. Three judges will award first, second and third place ribbons, and winners will receive $80, $50, $35 gift certificates. Grist Mill Heritage Club volunteers are busy assembling the Heritage and Heirloom

The Apple Day pancake breakfast runs from 10 to 11:30 a.m. Barbecued burgers and smokies are served from noon to 2 pm. Apple Day will feature family entertainer, Mat Duffus at

Hydrostatic pressure, poor foundations and cracks can each cause water to enter the house. Each situation is different, and a combination of exterior and interior changes may need to be made. In order to alleviate some water problems, certain modifications must be made. While the following solutions may not be applicable in each situation, they are some of the more common modifications plumbers suggest when fixing flooded basements. * Sump pump: In some cases, the installation of a well and a submersible pump may be all that’s needed to keep basements dry. When water rises high enough to start the pump, the sump pump will then expel the water out through a pipe to a drain or the street. Sometimes a sump pump works in concert with a French drainage system, which is a channel around the perimeter of the basement that funnels water to the sump pump well. * Vapor barriers: Vinyl, plastic and paint encapsulation systems may be applied to the interior of foundation walls to serve as a barrier system. This prevents water or condensation from reaching the interior of the house. A vapor barrier may extend below the foundation to direct water runoff into a drainage system. THIS DESIGN INCLUDES AN UNFINISHED BASEMENT

* Exterior fixes: There are many ways to address flooding from outside the home. These include using outdoor vapor barriers and paints, having grading issues corrected so water will flow away from the home, digging of a swale to catch water away from the basement, exterior drainage systems, and utilizing specialized rain gutters and downspouts to direct water further away from the home during rainstorms.

* Plumbing repairs: Sometimes water issues may be the result of a pipe backup or a faulty appliance and not necessarily an outdoor water issue. In these cases, repairing the source of the leak may be all that’s needed.

Members of the Keremeos Royal Purple gathered recently to celebrate the 100th anniversary of the society in Canada.

Royal tea celebrates 100 years Contributed On Saturday September 13 the Keremeos Royal Purple celebrated the 100th birthday of Royal Purple in Canada by holding a tea. Members of the public were invited to attend and dessert as well as coffee, tea and juice was served. The seniors choir was invited to entertain and they turned out a great performance, reminding those present of all the old favorite tunes that were thought to be long forgotten. The tea was also attended by Mayor Bauer

and wife Eileen. Many members of the community attended as well as a contingent of Royal Purple members from Osoyoos. The Royal Purple has been active in Keremeos since the mid 1940s and remains one of the few groups left in town who cater to local functions. They meet on the second and fourth Thursday of each month at the Elks Hall on Veterans Avenue in Keremeos, and welcome anyone to join them for a meeting to learn more about them.

Fortis contractors conduct safety and maintenance work at Keremeos substation Advice to residents encountering downed power lines: stay back By Steve Arstad news@keremeosreview.com Activity at the Keremeos Fortis sub station is levelling off as maintenance at the facility was completed recently. A portable transformer was brought into the facility several weeks ago in order to take the station’s transformer off-line, explained Fortis electrician Rocky Bellanger. Contractors inspected the unit’s bushings for PCBs, finding none on the unit. Bellanger said the station’s transformer bushing were either solid, or contained liquid that was PCB free. Contractors wrapped up

their work in late September, after which the mobile transformer was shipped to Summerland. Adjacent to the substation, along the Burlington-Northern rail trail, other contractors were conducting ground resistivity tests in mid -September. The testing is done to ensure current surges will disburse safely in and around the substation. Bellanger said the tests were done for public safety reasons. “We’re measuring how well the ground handles high current,” he said, noting examples such as lightning strikes or downed power lines occurring in the substation. No matter how well the ground absorbs power surges, Bellanger said the best advice he could offer in the event of coming across downed power lines is to “stay back.”
