Driving on Crescent Bay Road or Billings Road it might be easy to miss the yellow highway signs with a horse and rider on them, indicating there could be horse and rider traffic in addition to traditional vehicles. Even if a driver misses the signs, they mean something very
important to the horse riders in the area. In a perfect world, motorists would take additional care to drive respectfully where these signs are present and watch out for riders, yet this isn’t always the case. “In some circumstances, a horse and rider sign may be installed at the beginning of a road that is used by a significant amount of horseback riders,” says the Ministry of

“A lot of people don’t slow down and I often have kids on horses or we ride young horses for training purposes, and vehicles can cause a huge problem,” Ruse wrote in an email to the Arrow Lakes News. “A man almost hit one of my horses with a student because he was in a hurry to get by; (he) came within inches!”

PUBLIC NOTICE Intent to Grant a License Arrow Lakes Ready Mix Ltd. Pursuant to Section 187 of the Local Government Act, notice is hereby given that the Regional District of Central Kootenay (RDCK) intends to consider entering into an agreement with Arrow Lakes Ready Mix Ltd. The Nakusp Music Festival may be a thing of the past, but the Chamber of Commerce has plans for a new breed of festival — one with a plentiful natural resource at its centre. Mushrooms bring many people to the area at this time of year, and the local powers that be are hoping to increase tourist and visitor traffic by creating an annual celebration in their honour. Beginning at the farmerss market on October 4, wild mushrooms will be front and centre. Vendors will be there selling the region’s indigenous mushrooms in addition to prepared dishes featuring fresh varieties such as Chanterelle, Lobster and Pine. Organizers are anticipating that this exciting new offering will bring out the crowds. “We hope to inject some life into the fall shoulder season with this emphasis on the rich resource of edible wild mushrooms in our region,” says Craig Savage, Event Coordinator with the Chamber of Commerce. sin Trust Community Initiatives accepted a bid from the Nakusp Chamber to fund the position of an Events Coordinator for an additional year, with part of the mandate being the creation of two new events, one for fall and one for spring. Savage talks about how the idea originated this summer, during a Chamber subcommittee meeting to chart the future of those new events. “The idea we came up with was a mushroom festival for this fall. This year’s event is a small start for a much larger vision — to raise awareness and build momentum for a full-fledged festival in 2015.” As a preview of what’s to come, on the evening of October 4 the Chamber will be hosting the Mushroom Gala Dinner at CMH K2 Rotor Lodge. With a focus on locally sourced ingredients, wild local mushrooms will be featured throughout the meal. The cocktail and appetizer reception starts at 5 p.m. with a three course dinner beginning at 6 p.m.. Guests will be treated to a presentation on the future of the Mushroom Festival including highlights of the full version and the plans to have it ready for the 2015 season. “Kootenay Mushrooms and More Festival.” The “and more” refers to other non-timber products from West Kootenay forests. Plans include mushroom tours and presentations and a marketplace with vendors of other handcrafted items from around the Kootenays — something like what the Garlic Festival has evolved to become. “This event has great potential to be something that builds momentum year to year and attracts people to Nakusp. It takes time to build the foundation for a brand new festival, but much of that work has been done,” adds Savage. Barbara Ross, Director of the Chamber of Commerce is excited about the opportunity this creates. “It’s up to the Chamber to try and promote the area. We’re looking at building the market and that can lead to other opportunities for this wonderful valley as a vacation destination.” Vendor agreements, a site map and a database of potential vendors are in the works for Mushroom Fest 2015. Community Music returns to elementary school RYAN WILLMAN Arrow Lakes News
A few years ago, Nakusp Secondary School changed their timetable from a traditional Monday to Friday format into a rotating eight-day, eight-block model. This switch was made with the intention to meet the perceived student’s need for variety and to avoid the monotony of facing the same teacher conducting the same course on the same day at the same time every week for the duration of the school year. The unfortunate byproduct of the rescheduling was the cessation of the elementary band program due to the incompatibility of the high school timetable with the elementary model, which relies on set routine and structure. The elementary band pro-
gram was dearly missed, and when current Nakups Elementary School (NES) principal Susan Paterson transitioned from the high school to the elementary, she “knew the music had to come back.” “It’s been cooking in my head for a long time,” Paterson commented. “Parents were asking for the return of the program and when the school district sent out their budget survey last year, the desire for music in the school was clear.” Once planning for music’s return to NES began, “everything sort of jived.” Paterson explained, “It’s working because of (Patrick MaGibbon)’s skill level and his willingness to take this on, and at the high school Natasha did an amazing scheduling job so Patrick is free in the afternoons to be in the

They have their own brains and can become unpredictable if they are frightened. As prey animals, their ancestors were hardwired to take sudden flight to avoid being attacked and killed by predators. A rustle in the ditch or behind a bush, a sudden movement they catch out of the corner of their eye, an unexpected noise behind or beside them, can stimulate their instinct to run away from danger,” she said, referring
to vehicles speeding by or coming too close to the animal. The HCBC produces pamphlets regarding horse and road safety which are available at most ICBC outlets province-wide. “ In this day and age, many people aren’t aware that a horseback rider, or someone driving a horse hitched to a cart, has the same rights and is subject to the same rules as the driver of a motor vehicle on B.C. roads, but that is the case according to the B.C. Motor Vehicle Act. Nonetheless, horseback riders should ride as far onto the shoulder as they can as a courtesy to other road users. elementary.” With the scheduling in place, and all of the staffing details worked out, high school band teacher, Patrick MaGibbon, networked with former band teacher Lisa Ante and together they decided to initiate the Music Play program for Kindergarten to Grade 5 students. Grade 6 and 7 will be working on the Beginner Band program. “We are just at the beginning,” Paterson admitted, “but I see such potential. Music in the school just adds to the heart of the community.”

Ultimately, riders have the same rights and responsibilities of other vehicular traffic.” A similar reply was contained in an email from the Ministry of Transportation and Infrastructure. “People riding horses are considered a type of traffic similar to pedestrians and cyclists. As is the case with all traffic, horseback riders are responsible to use roads in a manner that is safe for all road users, including themselves.” Ruse is worried that a close call is going to turn into an accident or a fatality, saying that even though riders wear helmets, better safety is required on the part of the motorists, “…before the headlines read that someone was injured or even killed.” The Ministry rec-
ommends contacting the local RCMP detachment with their concerns if residents and road users feel that there is a significant speeding issue. Laycock stated, “We encourage members to work with their local governments and community members to make the improvements to equestrian and driver awareness, signage and incorporate wide unpaved shoulders which improve safety for walkers and horses. In a perfect world separate adjacent trails for walkers, bikes and horses are a great community feature.” Many areas of Crescent Bay Road and Billings Road are too narrow for a shoulder, so this could be what is causing some of the safety concerns.

Election promises Election season is upon us. Potential candidates have until October 10 to file their paperwork and officially declare their intentions to run for office. Once that deadline passes, the campaigning shall begin in earnest. Here’s a simple request for candidates seeking election in the upcoming school board, regional district and municipal elections: Only promise what you can deliver. That might seem an obvious request. But all too often, candidates vow to achieve things they clearly cannot. They either fail to provide the true cost of their promise, or they promise something outside the legal mandate of the office they seek. Call it exuberance. Call it ignorance. Either way it doesn’t serve the voter and it disrespects the process. For example, there are some fairly severe limits on what a city can and cannot do. It must work within the provincial legislation that governs its existence. School boards face similar restrictions. A promise by a school board candidate to hire more teachers won’t happen without an explanation of where the money to pay for those new employees will come from. School districts (unlike the federal or provincial government, or even a city), cannot, by provincial law, run a deficit. Rarely does a promise come without a cost, and candidates have an obligation to identify what that cost will be. A promise to cut taxes, or at least hold them at zero, must include details on where the cuts in services will be made (or alternate revenue found) to accommodate that plan. None of this is to suggest candidates can’t have ideas or voice creative and imaginative solutions to the problems their communities face. But they have an obligation to voters to ensure that what they promise is practical — or even possible. And we as voters have the responsibility to do the research and ask the tough questions to ensure these lofty ideas have some grounding in reality.

Meet the new reporter Former Calgary resident Trisha Shanks has lived in Nakusp for more than four years though many may not realize. Her first job in the area was at the hotel reception for the Kuskanax Lodge (now the K2 Rotor Lodge), as it was known in 2010. In 2013, she participated in the Community Futures Self Employment Program which resulted in her running the Nakusp Vegibox for a year. This is where she began her relationship with the Arrow Lakes News as a columnist, writing "The Veggie Patch" about local seasonal produce to promote the seasonal vegetable boxes available through her business. “Working in a hotel, you meet a lot of visitors but fairly few locals,” Shanks says of her low profile. Shanks was born in Toronto, but grew up in Halifax and Dartmouth, Nova Scotia. As a young adult, she came west seeking greener pastures, feeling the future was just too uncertain on the east coast. Calgary became home for most of her adult life, where she worked for Telus in customer relations, interfacing with the media on behalf of the executive management. She eventually started to feel something was missing, so quit her job, bought a plane ticket and a backpack and flew to London, England for a nine month trek across Europe. Starting in 2000, she renewed her never-before-used passport and proceeded over

the next three years to visit more than 13 countries, and some of them, like Australia, twice. She learned a lot about herself during those years staying in hostels, on a sailboat, in a monastery and couch surfing via the internet. “I realized that I didn’t want to go back to corporate life in a cubicle working nine to five and counting the days until my next vacation. I wanted to find a balance between work and leisure that gave me flexibility and freedom, because my years spent travelling were the best I had ever felt about myself, the world and other people.” Back in Canada, she found the work-life balance in selfemployment as a dog trainer. Being a small business owner, she developed many new skillsets out of necessity: networking, photography, marketing, website design, and blogging, finding herself on the cutting edge of social media. Shanks grew with the times as more and more people stopped calling from her ad in the Yellow Pages and started emailing her on the web. After several years of this, she became tired of the fastpaced, increasingly expensive city life. Trisha was introduced to Nakusp via the purchase of a Nova Scotia Duck Toller puppy from Til Niquidet, owner of Pikkinokka Kennels. The two became friends and Trisha began to spend long weekends here as a respite from Calgary’s lineups and

When the city just got too much, Nakusp was an easy choice. “I didn’t know where I would live with four dogs, or where I would work, but I threw caution to the wind and things eventually fell into place. The slower pace of life has been such a welcome change, and I can still travel from here.” Although she doesn’t have a formal education in journalism or work experience as a writer, she has always been keen on languages and writing so taking on the role of a reporter seemed like a natural fit. Luckily Operations Manager Jennifer Cowan saw her potential too. “I spell conversations out in my head as people are speaking. I was always the kid getting high marks in English and French in school and picked up Italian in about three months while travelling there. I feel like I can write; my big challenge is to find the news and make it into a story

New business offers hospitality to cats Trisha Shanks Arrow Lakes News
530 Kangaroo Trail is now home to Country Road Cat Boarding, a boarding cattery — one that has a fresh, new outbuilding designed to imitate the comforts of home. Owner Cindy McNaughton has plenty of experience in the cat boarding business, having worked fulltime caring for Okanagan cats. She was previously the owner of a cat boarding facility in Vernon for five years. After relocating to Nakusp, McNaughton decided he wanted to offer the same service to cats in the Nakusp area. “My cat is like my best friend. If I ever had to leave her, it would be really stressful for me so I was hoping to address the same need for other people, trying to make it as stress-free as possible. I know leaving them is a hard thing,” she said during a tour of the dedicated outbuilding. McNaughton works at the Nakusp Public Library and when she is at home she will be available to supervise, letting the cats out of their cages to roam within the building, use the scratching post and the atrium area. She plans to eventually build more interactive perches atop the
cages for those guests who likes heights. “Florence from PALS (Protecting Animal Life Society) was here and had a look. She gave me some suggestions for different levels and ropes and things,” McNaughton shared during the exclusive tour with the Arrow Lakes News. She plans to continue modifications to enrich the environs to become even more cat-friendly. The building is a Lifetime dual-entry shed purchased online and erected specifically for this purpose. It is brand new, and leak proof, as McNaughton was relieved to discover after last week’s torrential rainstorm. Fitted with portable heaters, the shed has been converted to a cozy, warm setting with natural daylight and an open-air, fully enclosed “conservatory” on one end. This allows the cats to have some outdoor time during nice weather in a protected space, and the only noises present are birds chirping in nearby trees. Each of the suites offers a cushy pillow on one level and a clean litterbox on the level below. Cats will find this quite luxurious. Now that she’s built it, she hopes they will come. Getting the word out is her next step. “I’ve been to the vet, asking them

I’ve just started advertising on facebook. Maybe I’ll look at the Pennywise,” McNaughton said. Most cats need a low-stress environment. In many boarding facilities, they are too close to the dogs, where it’s noisy and creates tension. Having a cat-only facility will make it easier on timid or particular cats; if they have to be out of their homes, at least they don’t have to deal with dogs as well. Country Roads Cattery offers four, individual, multi-level cages, but if there are two cats from the same family, they can share. McNaughton encourages owners to bring their own food so that the impact of the change of environment is lessened and minimizes gastric upset by a change of diet. Services start at $15 per night, which includes playtime, outdoor time, treats, cuddles, feeding and litterbox cleaning. Pick up/drop off is available if needed. The two week-long Nakusp Bike and Running Camp came together really fast. Organizer Janis Neufeld explained that she “decided on Thursday, planned it on Friday and began on Monday.” The impetus for the camp came from a shared frustration from parents of students who were not in school during the first two weeks of September. “I was frustrated with my kids doing nothing,” Neufeld shared, “and I was talking to other parents who were frustrated with their kids sitting on their butts, so we decided last minute to make this happen.” Under the umbrella of the Kootenay Sufferfest Society and in partnership with local parkour group Freedom Quest and TriBC (the provincial governing body for

triathalons), Neufeld and parents organized and delivered a week-long camp that cumulated with a duathlon race on the morning of September 28. The camp focused on developing skills to run a duathlon race and had 30 young participants. The group practiced by biking trails such as the Galena Trail in New Denver and the Zoolander trails by Box Lake, as well as running the Hot Springs trail in preparation for race day on
Sunday. Prior to the start of the camp, Neufeld managed to organize grants from the Regional District of Central Kootenay, Columbia Basin Trust, Columbia Power and the Nakusp and Area Community Foundation as well as garner donations from Overweightea, North Naksup Auto, Box Lake Lumber, JPACK Plumbing and a personal donation from Ingrid Friedenberger, all in three day’s time. “It was amazing that this all
came together,” Neufeld said. “Parents were helping me coach and they were coming with us on our bike and run trips, doing something some of them wouldn’t normally do. So everyone was getting out there.” Devon Duerichen, from New Denver, and Kolibri Drobish, from Hills, were the first boy and girl to cross the finish line for the duathlon race. There were 23 competitors as well as a handful of enthusiastic parent participants.

Ken and Jean Lancaster have been active their whole lives so it’s not surprising that at 81 and 79 they’re still going strong. What is surprising is that they‘re still competing in sporting events and, not just that, they’re medalling. Recently back from a trip to the annual B.C. Seniors Games, they won a collective five medals between them for events in speed walking and running. “I was always an adventurous guy; I played rugby and cricket, tennis, field hockey, and even climbed Mt Kilimanjaro (in Tanzania) twice. That was in 1958, before it got really organized. We did that climb without oxygen,” Ken said during an interview in their home in Nakusp. “I used to get up at 5 a.m. and go for a run or cycle and then come home, have a shower and breakfast and go off to work,” added Jean, about how fitness has always been a part of her lifestyle. Married 53 years with two children and four grandchil-
dren, the couple emigrated from South Africa to join family already living in Canada. There was a period where exercise had to take a backseat to family, work and other responsibilities, however it was always very important to the Lancasters to remain fit. Jean was diagnosed with high blood pressure in her 50s and used this as a reason to get back into a regular fitness regime. Not being a smoker and with no additional weight to lose, upping the exercise was her only option to lower her blood pressure. Nearly 30 years later, she has never had to take medication for blood pressure. She credits an active lifestyle with her success. “If we can inspire anyone to do more exercise, we’ve done something worthwhile,” Jean said with a smile. In good health, Ken keeps active by walking and Jean still runs. They participated in five different events and won medals in every one. Ken earned silver in his first event, the 5k power walk, then after a day off he
went on to win gold in the 10k power walk. Jean started with gold for completing a 5k power walk in 35 minutes, next a silver for completing a 5k run in 28 minutes and finally another gold for completing a 10k run in one hour and one minute. The games are a social event as much as athletic. Jean says she loves seeing old friends, and Ken enjoys learning more about the communities where the events are held, as each year a different location is selected. Langley was this year’s host city, and in addition to a banquet for all participants and their guests, there were also outings which really rounded out the experience. Fort Langley was on their agenda, which they discovered an appreciation for during the tour. The province is divided into sections, with the West Kootenays being called Zone 6. Athletes from all over the zone congregated on the games this year, coming from Slocan, Winlaw, Castlegar, Rossland and more. The sports are widely varied and cover everything from equestri-

Literacy hits the streets in Nakusp Community leaders and volunteers will join Black Press and the Columbia Basin Alliance for Literacy on October 8 to raise awareness about the importance of literacy and to celebrate the power literacy has in the Arrow Lakes Valley. The 4th Annual Reach a Reader campaign will raise funds for Nakusp’s community-bas ed literacy programs. Why? Literacy is important to all British Columbians! It impacts every aspect of our lives: healthcare, crime rates, employment and economic status. Despite its essential role in life, at least 40 per cent of B.C. adults have difficulty reading a newspaper, filling out a work application, reading a map, or understanding a lease — and this percentage is increasing. “The Reach a Reader campaign reminds people that literacy skills are important if we are to succeed in today’s world,” says Lisa
Bjarnason, Nakusp Community Literacy Coordinator. “When we hear the word literacy many of us think ‘you can read or you can’t read.’ Of course, literacy is about reading and writing, but it is also about the ability to express our ideas, think critically, and use technology. Literacy is wide and all-encompassing. Literacy is having the skills you need, to do what you want to do in your life.” In Nakusp, funds raised will help support the Parent-Child Mother Goose Program. This program is a group experience for parents/caregivers and their babies and young children. The program introduces adults and children to the pleasure and power of using rhymes, songs, and stories together. Parents gain skills and confidence which can enable them to create positive family patterns during their children’s crucial early years. Children benefit from enjoy-
