Street fight leaves one dead RCMP identify him as Louie Sparvier, 29 By M on i sh a M ar ti n s mmartins@mapleridgenews.com

A man seriously injured early Tuesday in a fight with another man in Maple Ridge has died. The RCMP’s Integrated Homicide Investigation Team has taken charge of the file and identified the 29-yearold Wednesday as Louie Sparvier. Ridge Meadows RCMP and paramedics found Spavier lying on Laity Street between Lougheed Highway and Dewdney Trunk Road around 8 a.m. Tuesday after receiving a call about shots fired. Investigators learned that Sparvier was seen arguing with a second man minutes earlier and the dispute got violent.

City curious about riverside lots Suburb proposal could leapfrog Thornhill By P h i l M e l nychuk pmelnychuk@mapleridgenews.com

Harvey Gigun and other residents are opposed to the density of the proposal.

Maple Ridge is working on a way to allow dozens of modular rancher-style homes along the South Alouette River. Despite an audience opposed to the project on Tuesday, council rejected a staff recommendation to ditch an initial proposal to build

They seem to be in love with the idea of modular homes as affordable housing for seniors,” resident Harvey Gigun said of council. “If that was really their concern, modular homes for seniors could be built on almost any lot in Maple Ridge. So what’s the push to do it in the flood plain along the Alouette River?” Council first rejected a staff recommendation to deny the project.

Only Coun. Cheryl Ashlie and Mayor Ernie Daykin voted for that. Instead, council told staff to work with Bissky Architecture and Urban Design and come up with another plan for the 34-acre site. Couns. Mike Morden, Corisa Bell, Judy Dueck and Al Hogarth voted for that, while Daykin and Coun. Bob Masse and Ashlie voted against. Morden said he wanted to see what the project looked like so he supported staff reviewing it again. “It’s a difficult one, I agree. Some-

times you have look at some creative things.” The proposal initially called for four-times the population density that’s currently allowed under the one-acre “estate-suburban residential designation.” However, the total number of units has been reduced to 138, Gigun added. A staff report says the initial proposal would bring small-lot development to a rural area where there are now one-acre properties. See Density, 16

A salute to volunteer firefighters

“Don’t tell the fire marshall, but we’d pack 300 people in there,” says Bisset. “That was the hottest ticket in town. You had to know a firefighter to get a ticket to that.” For Bisset, being a firefighter, especially a volunteer, is something he will cherish for the rest of his life. “I got to work with people who built Pitt Meadows. That’s really an honour and privilege. You couldn’t meet a finer bunch of people,” he says. Joe Bachmann, too, joined the fire service as a way of giving back and still does. He is among a group of honorary members who are still come out to volunteer at Pitt Mead-

ows Day and shake the boot during the department’s annual fundraiser for muscular dystrophy. “You can’t walk away,” says Bachmann, who volunteered with the fire service from 1989 to 2009. “When you go to life-threatening or intense calls, you remember the guys that were beside you. I enjoy going back to see them and see how they are doing. I had a passion for it. You can’t be a volunteer for 20 years without some passion. To sudden turn that off, that doesn’t happen.” Seventy three years after its birth, Pitt Meadows has no plans on changing the fire department. It’s much

larger, with 32 paid-on-call firefighters who respond to many more calls, but the essence that made the department special back in 1941 still burns. Oddly though, the people who built the department have never been formally honoured. With the city celebrating its centennial this year, current chief Don Jolley thinks it’s about time. “The volunteer firefighters have always been an integral part of the community, both through firefighting and also many community events and services which they participated, and continue to participate, in,” said Jolley. Until recently, the only visible recognition of the honorary members of the department was a plaque that sits in the corner of a meeting room. “It didn’t seem respectful enough,” says Jolley, who remedied the omission during a recent renovation of the fire apparatus bay. The bay now has a royal blue stripe bearing the names of every honorary member, edged in gold. “They built this place and in many ways significantly influenced the growth of the whole community,” says Jolley. The department used to be a who’s who of Pitt Meadows’ pioneers from its founding members such as Hans Hoffmann, Ted Ming and Gordon Park to more recent recruits such as Garis, who currently heads the Surrey fire service. “To state that the city and the current department owe these individuals a lot would be a big understatement,” says Jolley. “They were the builders, influence and advocates for this department being as highly successful and widely recognized as it is. The Pitt Meadows Fire and Rescue Service is, and always has been, a very innovative and professional organization. That started when Hans Hoffman and a few others created the first department and fire truck and it continues strongly right up until today.”

Fire department: the heart of the community By M o ni s ha M ar tin s mmartins@mapleridgenews.com

W

hen Dave Bisset joined the Pitt Meadows Fire and Rescue Service, pagers were a novelty. Nicknamed “The Brick,” they weren’t the kind firefighters could clip to their trousers. “They were quite the technological innovation for sure,” Bisset says with a laugh. “Up until then, we had a siren on the top of the hall.” Created shortly after the bombing of Pearl Harbour, the Pitt Meadows fire department still prides itself on being a force largely manned by volunteers. For Bisset, the department was and perhaps still is the centre of the city its big, red, beating heart. “In those days, the municipality and a lot of the social life revolved around the fire department,” said Bisset, who volunteered from 1980 until he retired for medical reasons in 1990. He was coaxed into signing up by Len Garis, who went to become chief, and Jack Duggan, who holds the honour of being the department’s longest serving volunteer, having logged 35 years. Back in the 1980s, there wasn’t a single paid member, not even the chief. Bisset began firefighting when the department was housed in a small, cramped building that barely had space for the trucks. “I used to get dressed right behind the fire truck and I lived in fear that they would put it into reverse and back right into me.” He remembers his first fire vividly, although the old Cook farmhouse burned to a rubble, making room for the cenotaph adjacent to city hall. When the calls came, Bisset could often see the glow of flames from his driveway. “You’d come out at night and you’d see the sky lit up and go: ‘Oh God, where are we going to now?’” Funding was tight and firefighters had raise money for everything the department needed. “We raffled off a Trans Am to get

Dave Bisset was a volunteer firefighter at the Pitt Meadows Fire Department from 1980-1990. the money to buy our first rescue truck,” says Bisset. They also had a raffle to purchase the department’s first “jaws of life,” the tool that cuts through car wrecks to free people trapped inside. They hosted a yearly Christmas tree bonfire in a field where the Jolly Coachman now stands. One of the firefighters owned a sleigh and would trot the horses out to give kids a ride in the snow. Every year, the firefighters organized a dance and cooked roast beef dinner at the old rec hall to raise money for the fireworks at Pitt Meadows Day.

128th closed for weekend the new Barnston Maple Ridge pump station being built at Lougheed Highway and 200th Street, along 128th Avenue, as far east as the Maple Ridge reservoir on 248th Street. The last three-kilometre section to be completed is from the pump station to 224th Street. Previous sections farther east have already been installed. The line is needed to serve the growing suburbs of the city and follows the 128th Avenue alignment.

You’ll have take the long way home if you’re bound for eastern Maple Ridge this weekend. Starting this Friday at 6 p.m., 128th Avenue will be closed completely, for 36 hours, until Sunday at 7 a.m., between 216th and 224th streets. That’s to allow crews full access to the 90-centimetre wide water main being built by Metro Vancouver. The pipeline will run from

Once the line is in, the City of Maple Ridge will start twinning 128th Avenue from 210th to 224th streets, so commuters have an easier time. Metro Vancouver engineer Goran Oljaca said the line will complement the main water line that runs beneath Dewdney Trunk Road. That pipeline is about 60 years old. The new pipeline is made out of carbon steel, lined with expoxy and wrapped in a plastic coating. It is de-

signed to last a century and withstand a major earthquake. During the closure, local traffic and access to homes and businesses in the area will be maintained. Pay attention to all construction and detour signage and follow the direction of traffic control personnel, Metro Vancouver says on its website. Temporary one-day closures may take place at the intersections of Laity Street and Blackstock Street at 128 Avenue.

CPR upgrade to close Harris City repaving bumpy surface By M o ni s ha M ar tin s mmartins@mapleridgenews.com

Harris Road in Pitt Meadows will be shut down for three days at the end of October to allow crews to repave the bumpy crossing at the Canadian Pacific Railway tracks. On Tuesday, Pitt Meadows council approved spending $259,000 for the project as the city has no choice in footing the bill. The work will be done by CP, but must be financed by the city. City director of operation Cory Day told

council that’s because of a senior-junior relationship set out in the federal Transportation Act. “If the road right-ofway is established prior to the railway coming in, the municipality is the senior owner,” said Day. “But if it’s the other way around, if the rail track was there before the municipality came, then the road authority is required to pay for the improvements.” The Canadian Pacific Railway was constructed from Pitt Meadows to Port Moody in 1885, long before Pitt Meadows was incorporated or even established. Its track now crosses

the main road into the city. Approximately 18,000 vehicles and 22 trains use the crossing at Harris Road each day. Day said the city has been fielding calls about the rough, pot-holed state of the crossing for several years, but needed the go-ahead from CP before any work could begin. Repairing the crossing will take place over three days, from Oct. 28 to 30. The work will only begin after the last morning West Coast Express train leaves the Pitt Meadows station and stop in time for the first train heading back from Vancouver.

The fire department will have to station a truck at the crossing while the work is being done. The city is also responsible for advertising the road closure. While work is underway, commuters will be detoured over the 113B overpass or via Park Road. Mayor Deb Walters assured residents that there will be signage and information to inform them about the impending closure. “The work won’t affect the West Coast Express,” said Walters. “It will be daytime hours because CP doesn’t work overtime apparently.”

Degradation of social media Facebook and other social media platforms have played supporting roles in the past few elections. But the 2014 municipal elections may be the first where they can be seen to have a direct effect on the outcome. It’s already had one on a young Penticton aspirant to the mayor’s chair, who declared his intention to run Friday, then withdrew that evening after some inappropriate Facebook posts he made last year came to light. That’s a lesson learned for the young man, and one way social media has already affected the outcome of one municipal election. Then there is the recent dissolution of the TimeforchangePenticton Facebook page and the resulting development of the Educate Encourage Empower #Penticton group. These are people talking about the change they want to see in politics, which is a good thing and will make them a force on Nov. 15. Still, watching the discussion on both those groups, you see how often opinion gets substituted for fact, and how fast discussions get hijacked or devolve into personal attacks and other forms of abuse. It’s nothing new. This kind of behaviour is a well-known phenomenon for online discussions, dating back to the beginnings of the internet and the old IRC chat channels. In 1990, Mike Godwin jokingly stated what has become known as Godwin’s Law, that if an online discussion goes on long enough, the likelihood of a comparison to Hitler or Nazism becomes inevitable. We’re not suggesting any of these forums have gone that far, but the lesson here for voters, as social media becomes evermore a source of political information free from checks and balances, is to do your own research. Most importantly, never vote based on someone else’s beliefs and judgements. Learn to separate opinion from fact, and remember that even the most well-meaning people may be sharing inaccurate information. – Black Press

Getting ready for the election W

ith recent provincial uncertainty in education funding and the continuing controversy over class size and composition, it might be challenging to find good, enthusiastic candidates to run for school trustee positions in Pitt Meadows Sidewinder Sandy Macdougall and Maple Ridge in the November civic elections. There are seven trustee positions – two representing Pitt Meadows and five representing Maple Ridge. With at least two current trustees having already stated they will definitely not seek re-election and with few new potential candidates stepping forward, the remaining incumbents will face tremendous pressure to seek re-election in order to provide continuity on the board of trustees. One potentially positive result of the teachers’ job action was to instill a sense of responsibility in students who were the most affected by the strike. The emerging chaos and dysfunction in the education system arose as a result of too many people not being willing to stand up for improvements and needed changes. Too many people stood by and watched the slow deterioration of conditions in

Q

uestion of the week:

the classroom and in the entire education system. The results of that inaction will hopefully not be lost on the young people whose lives were the most affected. They will be challenged to stay involved and not stand by idly on the sidelines in the future. A major portion of the coming challenge for school trustees for the next decade or so will be to re-establish trust in the system. But who will be willing to run for an office which has largely been a thankless task? Operating budget restraints and pitiful capital budgets will also prove to be major hurdles for local trustees as our population grows and our fiscal resources continue to shrink. With the announcement by incumbent Mayor Deb Walters that she is not seeking re-election, the mayoralty race in Pitt Meadows will likely be a lively contest and could result in new directions for the city. With many council votes being split three to three for the past three years, resulting in the mayor sometimes casting the deciding vote, a new face in the mayor’s seat and the possibility of two or more new faces on council could result in a somewhat smoother flow of council decisions. Depending on the results of the election, the recent defeat of the proposal for a huge commercial strip development north of the Lougheed Highway will likely be back before council in the coming months. The topic could be a hot button item during the campaign.

Is an overpass needed to relieve traffic congestion on Harris Road? Yes: 82% – No: 18%

The results of the election could also bring an overall slowdown to commercial and industrial development on agricultural lands and council’s historic support to exclude lands from the Agricultural Land Reserve for commercial and industrial purposes in Pitt Meadows. Another issue that could become a hot button topic is the possibility of Pitt Meadows withdrawing from the joint parks and recreation operational agreement with Maple Ridge. Under the terms of the current agreement, each city is responsible for its own capital costs, but share operating costs on a proportional scale based on population. With the oft recurring theme of being its own autonomous entity, there are more than a few Pitt Meadows politicians who would like to return to its former independence on parks and recreation matters. With the term of office for school trustees and city councilors being increased from three to four years, voters will have to exercise even greater discretion in their choices about whom they will support at the polls. Whatever the results, we’ll be stuck with them for at least four years, unless an elected member of council or the mayor decide to resign in mid-term to seek office in the federal election which is expected next year. Sandy Macdougall is a retired journalist and former district councillor.

This week’s question: Do you plan to vote in the municipal elections on Nov. 15?

online comments Living together Deb Aird · The University of Western Ontario: Re: Off-leash park dismal failure (Letters, Oct. 1). We are taxpaying residents of Maple Ridge who, like you, help maintain the parks in our city. My husband and I are also dog owners. Our dogs are far from aggressive – they don’t even lick anyone, let alone bite. It is unfair of you to describe all dogs as biters whose owners won’t pick up after their pets; you know as well as I do that this is generally not the case. Everyone we know picks up after their dogs. As for children being bitten, no child should be in a dog park unsupervised, and responsible parents will teach them to ask all dog owners if they can pat the latter’s dog. As for me, I have no children, but I’m more than happy to help fund playgrounds. This town and its amenities belong to all of us; we live side by side and ought to learn to accommodate one other. Let’s all live together. • Dianne Fernandes Enns: As a Hammond resident as well, I too feel exactly the same as Dean [Muuray]. It is wonderful that [Coun.] Bruce Bell is finally buying into a conversation that has been being discussed for some time. Thanks needs to go to staff of Pitt Meadows, CP and MP Kamp’s office, along with the province, who have all been floating this conversation for some time. All of council is aware of this, but interesting that some are finally buying into the plan now that there is an election. • Letters to the editor should be exclusive to The News and address topics of interest to residents of Maple Ridge and Pitt Meadows. @ E-mail letters to editor@mapleridgenews.com.

Editor, The News: Re: Report card time for local politicians (B.C. Views, Sept. 24). My track record advocating for cost-effective delivery of municipal services, fiscal discipline in major infrastructure projects, open government and safety in our communities is clear. Voters and municipal officials from across the political spectrum value this contribution at Victoria City Hall, which has saved taxpayers money, improved public services and helped to make the municipality more responsive to resident concerns. Tom Fletcher chooses to ignore this track record in his column, perhaps because he has not attended a single meeting of Victoria city council or the Capital Regional District since I was elected to represent the people of Victoria three years ago. Alongside my work on municipal issues, the people of Victoria have asked me to stand up and advocate to the provincial and federal governments on issues they care about that impact our community. This includes the threat of oil tankers and pipelines on coastal communities and interior waterways; attacks on our postal system and education system and the workers who deliver

those services; and the rights of First Nations on issues including sacred burial sites and land development. The Union of B.C. Municipalities and the Federation of Canadian Municipalities are legitimate channels for dialogue between local government and the provincial and federal governments. At this year’s UBCM convention, I spoke directly with Premier Christy Clark and her ministers on matters affecting the City of Victoria and Capital Region, helping to build relationships and find solutions that will benefit the community that I am elected to represent. Fletcher is entitled to his views, as I told him during a conversation at UBCM. But I think we would all benefit if he did his homework first. Coun. Ben Isitt Victoria

Keep it simple, if we have a great and strong economy, we have jobs and then health care, education, roads, police, research, pensions, everything can be payed by us taxpayers, everything. Do not elect those pie-in-the-sky, fullof-ideas, overly zealous environmentalists, fringed religious fanatics who want to change everything. If they want to change it means they don’t love it. Most of all do not elect people who push their agendas, thinking they know better than the people who elected them. Elect people who will have a strong economy priority and a healthy balance, that will change their mind when facts change, that are passionate and most of all, love our country and love our community. Pitt Meadows toughens rules for dangerous dogs B y Monisha M ar t ins mmartins@mapleridgenews.com

Retractable leashes will soon be outlawed in Pitt Meadows as the city toughens its rules to deal with dangerous dogs. On Tuesday, council directed staff to amend its animal control bylaw with five changes to its existing rules. The city will replace the word “vicious” with “dangerous” throughout the bylaw. Other changes include regulating the length of leashes for all dogs to two metres on public property. Dangerous dogs must be on a leash that does not exceed one metre. Fines for dangerous or vicious dog violations will be raised to $500 from $300. Retractable leashes will not be allowed. Owners will also be prohibited from tying up or tethering their dogs for more than two hours per day. Bylaws officer Leslie Elchuk said the changes are being prompted by several incidents that took place earlier this year. “When you have a vi-

cious dog, if you have shorter leash, you have more control over them,” she said. “Many people also believe that if you tether a dog for a long time, they become more aggressive.” In July, Greg Wyatt watched in horror as a pit bull cross came out of nowhere, grabbed his Yorkshire Terrier behind the head and started shaking its in its mouth. Wyatt yelled and emptied almost an entire can of dog spray at the attacking dog, and finally punched it in the head until his hand couldn’t

take any more. But he couldn’t save his dog Tucker. Jax, the dog who attacked Tucker, was a rescued animal and the subject of several strata complaints. He was put down after the attack. Wyatt is pleased the city is taking action to strengthen its bylaws. He lobbied council to put a ban on retractable leash, but had also hoped that the city would also include a rule about caged muzzles for vicious dogs. “The goal was to have our community made safer for adults, children and dogs and it looks like we have succeeded the goal,” said Wyatt. Mayor Deb Walters said the changes are positive. “It all comes down to education and getting the message out in the community,” she added. The parks department will also be cracking down on dog owners

who let their pooches roam off leash at sports fields and playgrounds in Maple Ridge and Pitt Meadows. A recent update to the parks bylaw prohibits dogs from playing fields, sport surfaces, playgrounds and water parks, or even within three metres of them. Fines have been raised to $200.

Rule changes • Regulate the length of leash to not exceed one metre for vicious/dangerous dogs on public property. • Regulate the length of leash to not exceed two metres for all dogs on public property. • Regulate the length of time a dog may be tethered to not exceed two hours in any day. • Increase bylaw offence notices for all vicious/ dangerous dog violations to $500.

A nurse was among the passersby who tried to help Sparvier before paramedics arrived but he passed away in hospital just before 2:30 p.m. Sparvier was known to police and had an extensive criminal record with convictions for robbery, break-and-enter and car theft. The second man involved in the fight tried to leave the area in a pickup truck, but was stopped by Sparvier police across the highway. He remains in hospital in critical condition. “Early information suggests that the two males were known to each other and an argument between them ensued resulting in a fight where they sustained injuries consistent with an edged weapon and gunshot wounds,” said Staff Sgt. Jennifer Pound with IHIT. Pound would not confirm whether Sparvier was stabbed or whether he and the man he was fighting with were kept in the same hospital ward. “We are not confirming who sustained what injuries until we can speak to all of the witnesses,” said Pound. Police believe the dispute was connected to the drug trade. Sparvier’s friends have created a Facebook page in his memory. Marie Carlson wrote that Sparvier’s death has saddened people. “Your death will touch a lot of people in Maple Ridge because even though you did bad things, you were a nice guy and cared about everyone. You had a heart and felt bad after doing horrible things. We all love and miss you. I don’t know how we are going to get through this one, Louie.”

‘Make criminal record checks mandatory for candidates’ Christmas time.” But he pointed out city councillors aren’t involved with the daily operation of the municipality. “We’re so Duncan far removed from most things.” Mayoralty candidate Graham Mowatt said it could take more than a month to get a criminal record check. “I don’t understand the reasoning there.” A criminal record check could show all types of details, such as charges that have been dropped or details no longer relevant. “I think you get more into character assassination and stuff like that. I think an election should be made on what the person says, what they want to do and not what the past is.” Maple Ridge council candidate

Dean Barbour though would be okay with the extra step of background checks for potential politicians. “I’d have no problem with that.” If a person is going to enter political life, his or her life becomes public. Barbour has dealt with his own legal issues by allotting a separate tab on his deanbarbour.com website. Fraud and forgery charges against the former executivedirector of the Maple Ridge-Pitt Meadows Chamber of Commerce, were dropped in 2013. “When the charges became public in March 2012, the reputation of integrity I have spent two decades building became tarnished and the contract work I was preparing to secure was cancelled,” he says on his website. He’s paid a heavy price for crime he didn’t commit, he said. Even 16 months after the charges were stayed, the effects still linger. But in terms of running for public office, having a criminal record check or background check is a good thing, he added.

in my view. I support a zero per cent tax increase for 2015 and I think that it is doable.” Bell is the third incumbent to declare his support for Becker, a former city councillor who ran unsuccessfully for the top position in 2011. Couns. Janis Elkerton and David Murray are also backing Becker, a lawyer. Bell served with Becker from 2009 to 2011. “We need someone at the helm with business experience and leadership ability,” Bell added. “A mayor needs to have the skills and ability to keep council moving forward in a

positive direction.” Bell understands that there will be varying views and opinions on council and believes Becker’s training as a mediator will help council move past roadblocks. “The mayor needs to be able to manage and work with the different views and opinions on council,” said Bell. “A mayor needs to look for consensus on issues by listening and then provide leadership as needed.” Michael Hayes and Gary Paller will also run for mayor. The nomination deadline is Oct. 10.

Kiersten Duncan says she wants to run a clean campaign. And she’s challenging others to show they’re clean, too, by filing a criminal record check with nomination papers. She said that Wal-Mart and Home Depot require criminal record checks before hiring, so “the people of Maple Ridge deserve to know those who they are being asked to vote for also have a clean background. “I think, in order to be elected to office, it should be required.” Maple Ridge Mayor Ernie Daykin said that requiring criminal record checks would be up to Elections B.C. “If the province wants to make that a requirement. They have election guidelines that they lay out for us.” Daykin, though, said he could live with such a condition. “I have to have a criminal record check to be Santa Claus at

Bell endorses Becker A third sitting city councillor is endorsing John Becker for mayor of Pitt Meadows. Bruce Bell officially announced last week that he will be seeking a third term on Pitt Meadows council, stressing that taxes and transportation should be the council’s primary focus. “We need to have a closer look at what we are spending our tax dollars on,” said Bell. “The current proposed 24 per cent tax increase over the next five years is not on,

Deer freed from tangle

WEST COAST LIVING?

WE CAN DO BETTER THAN THIS.

Neighbours called for help By M o ni s ha M ar tin s mmartins@mapleridgenews.com

A buck caught in a tangle of rope for more than a month was finally cut loose by a conservation officer on Monday. The male deer had been spotted for several weeks in the wooded areas off Fern Crescent in Maple Ridge, with his antlers and neck wrapped in yards of blue rope. Conservation officer Cody Ambrose finally managed to tranquilize the buck in an empty lot near Wild Play park around 2 p.m. Ambrose said he intervened because the rope was wrapped around the buck’s neck. The rope could have got snagged on a tree and choked the deer. If the rope was only wrapped around the buck’s antlers, Ambrose would have left the deer alone as antlers eventually fall off. “He was sort of decked out for Christmas,” said Lilli Hemminger, who watched the deer and his family grow up in the woods around her home. Hemminger and her husband named him “Uncle Buck” and believe he’s a sibling of the doe he is usually seen with. Hemminger was the person who called the conservation service for help and was thrilled the buck was finally freed. A small crowd of people from the neighbourhood stood guard, along with Ambrose and Dan Mikolay, from Wild Safe B.C., until the tranquilizer wore off, to prevent a pack of coyotes or a bear from snacking on the drowsy ungulate. The buck’s family – a doe and three fawns – watched and waited nearby. “He certainly looks better this way,” said Hemminger, as she waited in the rain for the buck to resurface. “He’s safe.” • Report human-wildlife conflicts, poachers, pollution or an animal in distress to the Conservation Service at 1-877-952-7277 (RAPP).

School district has a new super. after long search Sylvia Russell returns to take top position B y Phil Mel nyc hu k pmelnychuk@mapleridgenews.com

A former principal with the Maple Ridge-Pitt Meadows school district is returning as boss of the whole system after a nine-month search to fill that role. Sylvia Russell was principal and vice-principal and assistant superintendent for 17 years in Maple Ridge and Pitt Meadows. She then moved to the Coquitlam school district, where she served, since 2005, as assistant superintendent. “I have watched the progress of the school district over the past nine years with a sense of admiration and support for all that has been undertaken,” Russell said in a release announcing her as district superintendent, effective mid-November. She said knowing the people who work in Maple Ridge-Pitt Meadows, it’s not surprising to see the district develop innovative programs, leading-edge student

assessment, strong graduation rates and interesting applications of digital tools. “The school district has always had a very strong, forward-thinking and committed staff, a wonderful student population and a supportive parent community. Russell “I am delighted to return to the Maple Ridge-Pitt Meadows school district and am honoured that the board of education has asked me to undertake the role of superintendent of schools.”

“I have watched the progress of the school district over the past nine years with a sense of admiration and support for all that has been undertaken.” School board chair Mike Murray called Russell a “visionary leader.” While teachers and students

are getting back into the groove after a bitter labour dispute, the Maple Ridge-Pitt Meadows school district still doesn’t know how much it has to pay back to the provincial government from the savings it achieved from the dispute when classes were out in June and September. District spokesperson Irena Pochop said that could take the finance department until midOctober to calculate the savings it must pay back to the government. All savings made after Sept. 2 have to be returned to the Ministry of Education. However, school boards can keep 20 per cent of what they saved prior to that and pay the rest back. The school board also objected to the government paying parents of kids under 13 years old, $40 for each day that school was out to cover childcare costs. That money instead should have gone to the Learning Improvement Fund, says the board.

A Development Information Meeting will be held between 5:00pm & 7:00pm at Samuel Robertson Technical Secondary School at 10445 245 Street in Maple Ridge on Thursday, October 9th, 2014. The proposed development site is at 10501, 10601 Jackson Road, 10578-245B Street and PID 010-396-977 in Maple Ridge, B.C. The proposal calls for a rezoning of the property from RS-2 and RS-3 to RS-1B, subject to R-1 requirements (density bonus) to allow for future subdivision into 60 lots. We invite you to attend!

impact on OCP’ Density from front

The site lies outside Maple Ridge’s urban boundary. Allowing the project, which seeks a four-fold increase in density, could be a precedent for estate suburban residential throughout rural Maple Ridge, said Ashlie. “I think council wants to look at the impact [on the official community plan] on its totality. You’re changing the landscape of the OCP and our intentions of it,” she added.

“Five hundred and twelve acres are now open for this type of development. How do we say yes to this and not to the others that come forward? “How are we planning for this? Ashlie said she’d like to live in such a complex, “but I have to think of the consequences to the rest of the community.” But Dueck said high density development in other similar areas could only happen if other developers provided extras, such as park land. Council’s done it before, she added. Council at least should get all the information about the proposal, she added.

“We’re not dealing with the facts right now,” Dueck said. “I would like to see it given at least that opportunity.” Staff also say allowing urbanization of areas in north Maple Ridge would mean Thornhill, the area east of 248th Street, would no longer be the next area for suburban expansion. Development also would take a hopscotch pattern. When the 2006 official community plan was being written, “significant dialogue” took place over what would be next area for suburban growth and Thornhill, rather than areas to the north, would be the next area once Maple Ridge’s population hit 100,000. Staff will now work with the developer to see if a lower population density for the project is possible, then report back to council. “I guess it will come back with some form of higher density than what’s there,” Daykin said Wednesday. But allowing high population density in the estate-suburban

residential designation would be “would be a huge amendment.” That requires more work than something just based on two applications, Daykin said. “Although that’s a broader discussion. That’s why I struggled with it and didn’t support it.” Council, at the same meeting, however, decided to follow staff and rejected another application by Bissky Architecture and Urban Design, to put 41 lots on land where there also are now one-acre lots on estate-suburban residential land at 24205 Alouette Rd. Bell, Hogarth and Morden opposed that, but Daykin, Masse, Dueck and Ashlie voted for the denial. That property is also outside the urban boundary. Instead, staff will review the entire estatesuburban residential designation to see if that can be developed at higher density. That review won’t be complete for more than a year, after the Hammond and Albion flats area plans are complete.

mid-range torque making the Mustang accelerate easily and it passes well on the highway. There isn’t the classic V8 rumble but this compromise is easy to take, knowing that this model has plenty of power for the average daily commuter. The true muscle car enthusiast will be attracted to the 435hp 5.0L V8. Power goes through either a 6-speed manual or 6-speed automatic with paddle shifters on the steering wheel. The big change to the chassis is the introduction of an independent rear suspension and modified front suspension, plus bigger brakes. Carving through the canyons outside of L.A. was a treat, the platform is very forgiving and there is no longer any unstable mid-corner surprises found in the older cars, just a very sure-footed modern car. Verdict 50 years is a long time to continually produce a single car model. What comes out of this is a cumulative result that is

hard to beat. The engineers have done a great job of bringing the suspension into the modern world and the new EcoBoost engine will be very popular, once people try it. The old-school buyers will be attracted to the meaty V8 but often, sensible decisions prevail and the EcoBoost is a solid experience. The styling is stunning, inside and out. To be blunt, this car will be a homerun for Ford. There are two things I’d like to see improved. The seat back has no electric actuation, which means getting the right spot is hard to achieve. The second is the suspension in the GT can be a bit bouncy over city conditions but settles right down at highway speeds – pretty minor stuff for an all-new car. Appia’s SOLO District rises among the clouds in Burnaby By Kerry Vital

Appia Developments’ SOLO District is heading into fall and continuing construction on the first tower, Stratus, and Burnaby’s first Whole Foods. The second tower, Altus, has recently begun sales and will soon rise as the tallest tower in Burnaby. When it’s complete, SOLO District will comprise four beautiful residential towers with over 1,400 homes and tons of

retail and other commercial space. “People are embracing the community concept,” says Lisa Murrell, sales and marketing manager for Appia. “Everything about SOLO District is about quality, from the retailers to the suites themselves.” In addition to Whole Foods, SOLO District will welcome Shoppers Drug Mart, a Signature BC Liquor Store, Uncle Fatih’s pizza, Stripped wax bar, and Ricky’s All-Day-Grill. Dr. Danial Deheshi and his staff will be moving to SOLO

NEW HOME DEVELOPMENT

District Dental next year, and an outlet of the B.C. Automobile Association will also call SOLO District home. SOLO District, which stands for South of Lougheed, is a complete community with a balanced mix of office, retail and green space, as well as gorgeous homes. The towers will soon become an iconic part of the Burnaby skyline. Altus will be the equivalent of 55 storeys tall, with homes starting from 200 feet up and office space below. Altus will also house Club 55, an enormous amenity space with a barbecue area, full kitchen, media area, billiards and ping-pong tables and generous outdoor deck space. All of this will be located on the top floor of the tower. A quieter retreat will be located on the roof deck of the 15th floor. The office tower will include a gym that residents have access to as well, and a unique outdoor multi-sport court on the third floor. SOLO District is perfectly situated for transit, shopping, education and leisure activities. Homes at SOLO District start in the low-$300,000s. For more information, visit www.solodistrict.com, call 604-2988800 or visit the presentation centre at 2131 Willingdon Avenue, open daily except Friday between noon and 5 p.m.

Burnaby’s Brentwood neighbourhood is becoming one of the top places to live in the Lower Mainland. Developers such as Bosa Developments, Appia Developments, Shape Properties and Concord Pacific are all building in the area.

Playing and living in Brentwood By Kerry Vital

Burnaby’s Brentwood neighbourhood is a rapidly growing region, with plenty of opportunities for shopping, dining, education and recreation, from golf courses to rowing to swimming. With new homes popping up every year, the area is an exciting place to live and is becoming a major urban centre. Brentwood is about 20 minutes from downtown Vancouver via SkyTrain, and about 30 minutes from the Vancouver International Airport. This contributes to the popularity of the neighbourhood with

young professionals who commute to work. Among the developers who are building in the neighbourhood are Appia Developments, Ledingham McAllister, Concord Pacific, Bosa Development, Shape Properties and Embassy Developments. Brentwood is full of opportunities for education, from preschool to post-secondary. The largest institution is Simon Fraser University, just a few minutes from the centre of Brentwood on Burnaby Mountain. Rated as one of Canada’s top three comprehensive universities for almost 20 years running, SFU is home to approximately 32,000 students and about 2,500 faculty and staff. The British Columbia Institute of Technology also has its main campus in Burnaby. Established in 1964, it was the first permanent trade school of its kind in B.C., and includes courses in business, information technology and engineering, among other disciplines.

It is hard to be bored in Brentwood, with its selection of parks, art galleries, museums and theatres, among other activities. If it’s a bit of culture you’re looking for, you can start up on Burnaby Mountain at the Simon Fraser University Art Gallery. It’s open to the public free of charge and the displays change every few months. SFU also houses the Museum of Archaeology and Ethnology, which showcases artifacts from around the world, with a focus on British Columbia. There are several parks in Burnaby, so outdoor activity is never far away. Burnaby Lake Regional Nature Park includes a dog off-leash area, the Burnaby Sports Complex, the Burnaby Equestrian Centre and several walking and cycling trails. The lake itself has a rowing course for canoeing, kayaking and rowing training. Confederation Park is also an activity hub, with walking trails, a skate park, a lacrosse

box, a running track, a community centre, several picnic sites and playgrounds, baseball diamonds and other playing fields. It’s also home to the McGill branch of the Burnaby Public Library and the Eileen Dailly Leisure Pool and Fitness Centre. Brentwood is a well-connected neighbourhood, with several options for public transportation, walking or cycling if you feel like leaving your car behind. Because it’s nearly the centre of Metro Vancouver, it is easy to get on your way, whatever way you choose. Among the transit possibilities are SkyTrain and several bus routes. Your first stop for some retail therapy is Brentwood Town Centre, located in the centre of Brentwood and well-served by transit, including its own SkyTrain station. With a variety of shops, you’ll be able to do much of your browsing in one spot. Brentwood is a cook’s dream, with stores such as Bosa Foods, famous for amazing Italian imports, and Cioffi’s Meat Market and Deli. Grocery stores such as Safeway and Save-On Foods are also in the area.

Insulating attic saves time, money can otherwise be achieved with batt-type or blown-in insulation. Spray foam insulation can also help prevent ‘wind washing’ of the insulation in this area, which can reduce its insulating value and create cold spots along the ceilingwall intersection below the attic. To stop heat from escaping through the attic hatch, insulate the hatch with RSI5.3 (R-30) or similar high-Rvalue solid board insulation.

ith fall moving in fast, many homeowners are doing whatever they can to cut down on the amount of energy used around the house – especially in the area of heat loss. One of the best ways to do this, while also reducing your environmental footprint and lowering your monthly heating bills, is to ensure your attic is well insulated. Adding insulation to an attic is a sort of like putting on a toque in winter weather. As mom always said, ‘If your feet are cold, put on a toque.’ Insulation in the attic helps keep the heat inside the home where it belongs, so its occupants can stay warm and cozy without spending a fortune. Insulating and air sealing an attic can also help prevent icicles from forming at the roof overhang. To help save money while keeping your home warm in the winter, here are a few tips on how to super-insulate your attic. First, create an air barrier by having all gaps and holes that pass through the ceiling into the attic sealed. A good air-sealing job will help prevent warm, moist, house air from escaping into the attic. This is an important first step to any attic insulation project. Ceiling electrical boxes, exhaust fans, pot lights, wiring and duct penetrations,

consider having at least a 71-centimetre layer of blownin or batt-type insulation added over top of existing insulation. Make sure the new insulation does not block the

insulation. In restricted spaces, such as the eaves where the roof passes over the exterior walls, spray foam insulation may provide a better air seal and insulation level than

Add compressible weatherstripping and a couple of latches to the hatch to ensure an airtight seal. If you think you will need access to different parts of your attic, have planks installed through the roof truss members above the insulation layer to provide a surface to crawl over. In some cases, due to the condition of the roof, limited space, or a desire to change the appearance of the house, it may be possible to install a new roof over top of the existing roof. This can provide an opportunity to add more insulation than would otherwise be possible.

A better picture of concussions Baseline test compares before and after results contributed

B

etween 10 and 30 per cent of athletes in contact sports such as hockey and football sustain concussions each season. The numbers vary due to under reporting and improper diagnoses of concussion. One local business wants to change that. A study in the 2012 Canadian Journal of Neuroscience found significant deficiencies in the level of concussion education in Canadian medical schools, with the majority having little to no formal concussion education in the curriculum. According to the most recent Zurich consensus statement, a concussion, or mild traumatic brain injury, is a complex process affecting the brain induced by biomechanical forces. The forces that they are referring to are ac-

celeration or impulse forces delivered to the brain. Concussions cause a temporary dysfunction in the involved nerves, where they don’t work properly for a period of time and may cause symptoms such as headaches, nausea or vomiting, dizziness or blurred vision, balance problems, sensitivity to light or noise. If managed properly, concussions are completely recoverable in most cases. If managed improperly and players are allowed to return to play too early, another concussion during the dysfunctional phase can cause severe or permanent brain injuries. Because MRI, and CAT scans don’t show signs of concussions, other methods of evaluating the brain of a potential concussion, such as the baseline test, are needed. Since 2001, concussion experts have expressed the benefits of comprehensive baseline testing, done prior to each season, as well as a strict, step-wise, medically supervised return-to-play criteria.

See Concussions, 34
