Province’s LNG tank may end up empty By Shaun Thomas

PRINCE RUPERT - The chief executive of Petronas is warning that things need to change if the company is going to move ahead with its liquefied natural gas (LNG) export terminal on Lelu Island. Speaking with the Financial Times, Shamsul Abbas said Canada has to “buck up real fast” if it wants to be seen as a credible player in the global LNG market and be taken seriously by investors. “The way things are developing the project remains uncertain and I doubt we will be able to make a positive [final investment decision] by year-end,” he is quoted as saying. Abbas said his frustrations are to the point the company is “ready to call off” plans.

Part of the concern expressed by Petronas is the lack of certainty surrounding the tax regime LNG firms would face, with the provincial government not expected to release that legislation until next month. “Rather than ensuring the development of the LNG industry through appropriate incentives and assurance of legal and fiscal stability, the Canadian landscape of LNG development is now one of uncertainty, delay and short vision,” he said, adding Canada is “already 40 years behind in the game” as the U.S. is now “leading Canada by a far stretch.” However, Premier Christy Clark said she was not concerned about Abbas’ comments, attributing them to the ongoing negotiations between the province and Petronas. “Remember this, we’re
in the process of negotiations and what Petronas is doing is standing up to try and get the absolute best deal they can get for their shareholders,” she said. “That’s what they should do. What we’re doing at the negotiating table, is trying to get the best deal for British Columbians and for Canadians. That’s part of the process. I know they see the assets in British Columbia as incredibly valuable and a really important part of the company’s future.” B.C. natural gas Rich Coleman said he contacted Petronas when he saw the report. He said Abbas has expressed similar concerns before, but B.C. negotiators continue to work on terms for a master development agreement. Coleman said company representatives assured him the
province has met every deadline Petronas has asked for in the discussions, and he and Premier Clark are set to meet with Abbas when he visits Canada this week. “We know that we are getting to a spot competitively, globally, because everybody’s told us that, but he’s representing the interests of Petronas as we go through this ... we’re going to represent the interests of British Columbia, to make sure B.C. gets its share of this opportunity,” he said. “I think the only risk to any project in B.C. and anywhere in the world is the price of natural gas. If you can’t get the return on your investment and capital from the price you can sell it for, you’re not making the final investment decision, but that’s always been the case.” - With files from Tom Fletcher

Accused killer ordered to trial KAMLOOPS - The man accused of killing a teenaged girl from northwestern B.C. in Kamloops and leaving her lifeless body in Guerin Creek has been ordered to stand trial in B.C. Supreme Court. Damien Taylor was committed to trial following a four-day preliminary inquiry this week in Kamloops provincial court. The 22-year-old was arrested in January after police spent more than a year investigating the death of 16-year-old CJ Fowler. Fowler, originally from the Hazeltons, had been living in Terrace and attending school. Fowler’s body was discovered in Guerin Creek, near downtown Kamloops, on Dec. 5, 2012. The Crown called 16 witnesses at Taylor’s preliminary inquiry — a pre-trial hearing to determine whether there is enough evidence to go to trial. All evidence heard at a preliminary inquiry is subject to an automatic publication

However, the idea has already found favour with Canada’s largest union, Unifor. “The NDP’s bill puts Canadians first. It has a long-term vision that respects democracy and good jobs,” said Unifor’s western director Joie Warnock, adding he feels Prime Minister Stephen Harper’s resource development strategy “might as well have been written by foreign oil companies”. Members of the public who would like to provide input on the bill are encouraged to attend the Prince Rupert event at the Nisga’a Hall on Oct. 14.

PRINCE RUPERT - Skeena — Bulkley Valley MP Nathan Cullen is optimistic his bill banning oil tanker traffic on the North Coast will find support after it was introduced into the House of Commons last Tuesday. Cullen acknowledged his Act to Defend the Pacific Northwest bill, which would also encourage refining oil prior to export, is targeted specifically at stopping the Enbridge Northern Gateway pipeline. “I’m not going to be happy until I see this company walk away and until we take the threat of another company showing up with the same idea completely off the table. That’s what this legislation does,” said Cullen, who noted the bill “does not take on the LNG debate”. Cullen said the response to the bill during its first reading in the House of Commons was primarily supportive. The next

Kitimat Concert Association kicks off the new season with Valdy and Nadina Submitted THE NORTHERN CONNECTOR
KITIMAT - The Kitimat Concert Association opens their new season with a bang, with performers Valdy and Nadina. Valdy is a Canadian folk legend who is simply one of the best. For his contributions to Canadian culture, Valdy has been awarded the Order of Canada and has received Queen’s Diamond Jubilee Medals. As he likes to say, “Pretty wild for an aging hippy, eh?” Valdy is considered a modern master and his music has been a main
stay of the folk world for many a year. Nadina Mackie Jackson is one of the world’s leading solo bassoonists. She is currently on faculty at the Glenn Gould School of the Royal Conservatory of Music, Wilfrid Laurier University and the University of Toronto. She has completed seven solo recordings of wide ranging repertoire. Her newest concerto recordings with fellow soloist Guy Few and the Toronto Chamber Orchestra have been released to rave reviews on the MSR Classics label. Performing frequently as
a recitalist with pianists David Swan and Guy Few (Duo Affinité), more than a dozen new works have been written for her as a soloist. Heard regularly on CBC Radio, NPR and at North American festivals such as Domaine Forget, ScotiaFest, WindFest, Grand River Baroque Festival, Elora Festival and the Ottawa Chamber Festival, Nadina was a featured concerto and recital soloist at both the 2006 and 2007 conferences of the International Double Reed Society. KITIMAT - The District of Kitimat has been directed by council to work with local agencies on a community initiative to put furniture in people’s homes. The Child Development Centre, the Tamitik Status of Women and other agencies are working together for the planned Furniture Swap which will connect donators of furniture with people in need. Representing the organizers were Trish Parsons and Margaret Warcup, who said they were requesting money from the District for expenses such as advertising the event, but they’ll be using volunteer labour to collect the furniture and deliver it to people’s homes. As of today it is anticipated the swap will be held on November 8 but a final confirmation has not been made. “The Chamber of Commerce, our part in the process, will be recruiting members of the business community for the donation of vehicles, volun-

TERRACE - The family and friends of Lana Derrick, a First Nations woman missing since 1995, are planning a peaceful demonstration at Ferry Island this Saturday which will include a march to the Terrace RCMP headquarters. The Walk for Justice aims to inspire government to address the issue of missing and murdered aboriginal women not only as a matter to be dealt with through increased law enforcement but as a deeper social issue that requires
an inquiry and substantial response from various institutions. The disappearance of Derrick, 19, who was attending Northwest Community College in Terrace and who went missing in October 1995, is one of many instances of such cases never being solved. “This past May, the RCMP released a report that said almost 1,200 aboriginal women have gone missing or been murdered over the last three decades,” states a release from demonstration organizer Wanda Good. “The government, up to now, has treated the issue as a
matter of law enforcement.” “The family and friends would like to keep Lana’s case in the forefront of the public mind as well as pressure the governments to discuss the issue of murdered and missing indigenous women and take action through public inquiry.” The press release goes on to say that recent actions planned by Prime Minister Stephen Harper which includes a commitment of $25 million over five years have merely “repackaged previous announcements around the creation of a DNA-based missing

Possible evidence of ancient human life on Haida Gwaii By Martina Perry

HAIDA GWAII - Faculty from the University of Victoria (UVic) returned from a 10-day research trip in the Gwaii Haanas National Park Reserve earlier this month with possible evidence of human life at the bottom of the ocean.

The research project was led by UVic anthropologist Dr. Quentin Mackie, with Alison Proctor from the university’s mechanical engineering department running the project’s technical aspects. Through the use of an autonomous underwater vehicle (AUV) equipped with sonar imaging technology, images appear to show stone fish weirs, an ancient technology used around the globe to catch migrat-
ing fish. “It was a very emotional experience to look at these images and think that what we might be looking at is evidence that people were living on this land and catching salmon before there was even a forest here, when it was still a grassland almost 14,000 years ago,” said Mackie. Gwaii Haanas National Park Reserve supplied its vessel Gwaii Haanas II, along with a captain and crew dedicated for the research project. With Proctor’s expertise in the use of AUVs in underwater technology, the group was able to survey approximately 6.5 square kilometres of seabed between Burnaby Narrows and Hotspring Island. “What we were looking for [was] a small stream or river channel with a stone wall extending into it from one or both banks, in a line looking suspiciously straight or organized as if people might have been responsible for it, versus some kind of natural, geological event,” explained Mackie. “We have some images like that, but we’re not able to rule out geology.” The project was conceptualized by Mackie, who assumed it would be years before he could get his hands on an AUV. Coincidentally, while Mackie was doing a Google image search of autonomous underwater vehicles he saw a photo of the University of Victoria’s $1.5-million Bluefin. The project received the full support of UVic’s department of mechanical engineering, which covered the costs of the field work with a private endowment. The table had already been set for the project. Mackie and other archaeologists from Parks Canada had been undertaking work in the Gwaii Haanas National Park Reserve for 15 years: A high-resolution map of the seabed had been produced in the ‘90s, a stone tool was discovered on the seabed in 1998 and an enormous amount of salmon bones dating back 14,000 years were found in nearby caves. “We knew people were on the landscape 12,800 years ago and, at that time, sea-level was a 100-metres lower,” said Mackie. Mackie will spend this fall and winter examining the scans and hopes to return to Haida Gwaii alongside Proctor next summer to continue with the project. “We have every reason to believe there’s stuff down there, but at this moment we can’t say for sure that we found something,” said Mackie.

Legal aid gets rare boost for family cases chair Tom Christensen said the phone service will now be able to offer eligible clients up to six hours with the same lawyer, to get advice on issues such as child support and parenting arrangements so they can represent themselves in family court. “There are always going to be cases where the situation is so dire that we need to appoint a lawyer to assist somebody in court,” Christensen said. “And with family services, that’s generally where violence is threatened, or where somebody faces a serious chance of their interaction with their children being cut off, like when one parent’s going to leave the province with them, and the other parent needs to stop that.” The financing move comes as the Trial Lawyers’ Association of B.C. resumes its intermittent strike against legal aid work to protest the lack of funding. Lawyers are refusing legal aid for the first week of each month in a protest that began in July. The association notes that 80

VICTORIA - The B.C. government has added to its pared-down legal aid budget to finance the hiring of a second staff lawyer to handle urgent family law cases, and to expand legal advice by phone for other family disputes around the province. Attorney General Suzanne Anton announced Tuesday the expansion of a pilot program that started with a staff lawyer in Vancouver dedicated to legal aid clients with family law disputes. The second lawyer will be based at the Victoria courthouse, and Anton said there are three more announcements to come for other parts of the province. The program is funded with an extra $2 million a year for three years, bringing this year’s Legal Services Society budget to $74.5 million. This allows double the time for eligible clients to receive legal advice by phone. Legal Services Society board
per cent of people in family court are not represented by a lawyer, and that the rate paid to legal aid lawyers hasn’t changed since the B.C. government cut the Legal Service Society budget by about 40 per cent between 2001 and 2005. Anton said the overall speed of the court system is improving, and the newly expanded program is designed to settle more cases out of court. “On a family matter in particular, court is not necessarily the final destination, not necessarily the best destination,” Anton said. “This is the emphasis of the new Family Law Act. We would rather parties settled the matter between themselves with the help of a mediator, with the help of our family justice mediation services, with the help of the Justice Access Centres.” The Trial Lawyers’ Association points to the extension of provincial sales tax to legal bills in the 1990s, to fund legal aid. They say only half of that tax revenue is used for its original purpose.

Rampage ready for season opener By Kevin Campbell THE NORTHERN CONNECTOR
PRINCE RUPERT - The Prince Rupert Rampage may have the majestic, horned rhinoceros donning the front of their jerseys, but this season, they’re in for a good old-fashioned dogfight. Now, the free handouts to the playoffs are no more and only two teams out of the Rampage’s fourteam division will make it to the postseason. That puts a lot more pressure on every regular season game for the rhinos, even if the squad will try and keep a quiet confidence about their chances. “No one’s said anything about it yet [in the dressing room],” said Rampage goaltender Warren Hanson. “I’m sure the guys are aware of it.” Between the Rampage, Terrace River Kings, Kitimat Ice Demons and Smithers Steelheads, the West Division is set to battle amongst themselves for a trip to the show. Comparatively, in the East, two spots are up for grabs between the Williams Lake Stampeders, the Quesnel Kangaroos and Lac La Hache Tomahawks. And the boys say they’re ready for whatever comes at them this year, with Terrace and Smithers providing the most historically tough tests recently. Both teams finished atop the West last year. However, the Rampage’s first opponent on Saturday for their quest for the Sullivan Motor Products (SMP) Cup, the Kitimat Ice Demons, are no slouches. “They’re very skilled ... we’ve just got to keep it simple; we’re a lunchpail team,” said head coach Roger Atchison. The Ice Demons took three of five meetings from the Rampage last year, winning the first two games the two rivals played in Rupert. The

The two squads know a little something about tangoing to open the season. Last year, the Demons stole a 3-1 win at the Jim Ciccone Civic Centre in just the second game of the season and in 2012, the Rampage lost a 6-1 decision to Kitimat on opening day. The team is looking to buck that trend on Saturday. “They force the play – they don’t sit back,” said Hanson. “They’re an offensive team. They like the back-door pass quite a bit, and they’re a good team, no doubt about that.” Kory Movold led the way for the Rampage against the Ice Demons
last year, scoring five goals and two assists for seven points, including a hat-trick on Nov. 16. Greg Sheppard followed with two goals and three assists versus the squad. New to the team this year are two goaltenders – Jarrod Hildebrandt and Devon Gerrits. They’ll battle it out for netminding minutes along with Hanson, who may take a backseat to start the year to allow the new goalies to shine. “We’ve got two young kids in the dressing room now, so they’re 20 (Hildebrandt) and 28 years old (Gerrits) so they’ll be playing most of the games this year,” said Hanson. Hildebrandt, who’s new to the city, says he puts a little more scrutiny on himself compared to other years that he’s played. “It [can be tough] especially with
a new team, a new bunch of guys, trying to prove yourself,” he said. “Everyone seems like they’re excited to get going ... they’re treating me pretty good so far.” The majority of practice time has been spent on odd-man rushes. “A lot of 3-on-2s, 5-on-3s – just trying to get our passing down, our breakouts. Our first two passes are the most important [out of the zone],” said Hanson. Game time on Saturday is 8 p.m. Elsewhere in the league, the Williams Lake Stampeders will take on the Quesnel Kangaroos on Friday night while Kitimat holds their home opener on Friday, playing the Terrace River Kings. On Saturday, Lac La Hache hosts Williams Lake and Terrace welcomes Smithers.

Torch rally tapped for Terrace TERRACE - The city will get to be a part of the 2015 Canada Winter Games with the announcement that Terrace will be hosting the Regional Community Torch Celebration for the Northwest as part of the torch relay. Terrace’s event will take place in December and feature a showcase of First Nations groups and their cultural and culinary traditions, a focus on the contrast between Terrace and games’ host Prince George and how they reflect different styles of community and culture in the north, the city’s strong French community and the celebration will be part of the annual Festival of Lights. “Terrace will once again be shining in the spotlight as a celebration community for the 2015 Canada Winter Games Torch Relay,” wrote Terrace mayor Dave Pernarowski in a statement. “Thanks to Tyler Clarke and his team at Kermode Tourism for helping initiate the voting through social media and a big thanks to everyone who voted for Terrace to be awarded this Canada Winter Games event.” Each Regional Community Torch Celebration includes a regional torch relay leg, featuring torchbearers from that region, and a celebration featuring a DJ, Canada Games alumni and representatives and television coverage of the event. Fort St. John will host the Regional Community Torch Celebration for the Northeast in November and Quesnel will host the celebration for the Central Interior in January. Eight communities went head-to-head in an online vote from August 27 until September 12 to see who would host the celebrations outside of Prince George. More than 2,500 British Columbians voted to determine the winning communities. All this is a lead up to the 2015 Games Opening Ceremonies happening on February 13 in Prince George.

Recycling transfer station opening in Prince Rupert soon

PRINCE RUPERT - After more than a year in the making, Prince Rupert’s 24/7 recycling transfer station is set to open later this week. The Skeena-Queen Charlotte Regional District (SQCRD) will celebrate its opening with a ribbon cutting ceremony in the morning of Oct. 4, with the facility opening to the public later that day “I think it’s wonderful that the transfer station is finally being completed,” said Anna Ashley, a representative of the City of Prince Rupert on the SQCRD. “I believe this will create more opportunity for people to recycle at times that are convenient for them and will hopefully en-

The facility cost a total of $123,000 to create, with $65,500 coming from gas tax funds, $29,500 from a Coast Sustainability Trust grant, $18,000 from a Prince Rupert Port Authority donation and $10,000 from the City of Prince Rupert as an inkind donation. KITIMAT - Kitimat politicians are worried over comments from Minister of Natural Gas Development Rich Coleman, who at last week’s Union of B.C. Municipalities convention warned against communities taxing LNG too high, which to some has been a hint that the province is still considering industrial tax rate caps. Speaking to Black Press reporter Jeff Nagel at the UBCM event, Coleman spoke to the need for taxes “across the stream” to be globally competitive. “They’ll have their mill rate, they’ll have their tax in the municipality. Our concern isn’t that, it’s a concern that what happened in some communities after resources were built, municipalities overtaxed one portion of their tax, which in a lot of cases was pulp mills,” said Coleman. But he was certain Kitimat isn’t going to lose out on taxes. “Kitimat will get lots of tax that will help run its community long term, so would any other community that would get it,” he said. The notion of tax caps has never sat well with the municipal council. Mayor Joanne Monaghan said she’s concerned that if the forthcoming tax rate from the province on LNG projects comes high that the province will try to enforce a competitiveness through a municipal tax cap. “If they tax too much then in order to make it fair for the industries, we are going to have to tax less, then we won’t have the ability to keep up the infrastructure that will keep the industries happy,” she said. She noted the community has infrastructure needs such as the Haisla Bridge, which at times has prevented shipments of equipment from crossing. Limits on industrial taxes would prevent upgrades to things like that. Among those at the UBCM was Councillor Phil Germuth who says such a cap would have a massive impact on the town, yet would not do much overall for projects because the municipal tax rates are “so small” to a project’s overall tax bill. Germuth is also involved with the Northwest BC Resource Benefits Alliance, and said that group is opposed to a tax cap as well. That said, the Alliance’s framework will include ways for a town to ‘top up’ lost taxes if there is a cap. The Alliance would be funded by a portion of B.C.’s proceeds from industry taxation, he said.

September 11 - 5:19 pm, a break and enter to a trailer and outbuilding was reported in the 5300 block of Silver Standard Rd in Two Mile. September 15 - An attempt to steal a jeep parked on Angol Dr in Kispiox belonging to the Gitxsan Watershed Authority was reported to have occurred overnight. September 17 - 12:30 am, while conducting a checkstop, police intercepted a vehicle being operated by a prohibited driver. The vehicle was impounded and a firearm was seized from inside the vehicle. Charges are pending. September 17 - 11:08 am, a bear was sighted in the vicinity of Spruce St in Gitanmaax. Conservation officers were notified and traps have been set. Jay Roberge January 28, 1947 to September 15, 2014
Jay passed peacefully from this life the morning of September 15, after a courageous battle against cancer. He was surrounded and supported by his loving family and caregivers during the last days of his life. Jay was born in Grand Falls , New Brunswick, and has lived in Kitimat since 1966. Jay is survived by his wife Michelle, son Mark (Paula), daughter Lynda (Kelly Loran) and son Daniel Jenniss; four grandchildren: Shelby and Brett Roberge and Kyle and Kayla Loran. Jay was preceded in death by his brother Steve. The Roberge family wishes to express their sincere gratitude to all those who have supported us during our time of loss. Our special thanks to Kenneth Bradley, Dr. Li Huang, Kitimat Nurses, Nelson Cabral, Dr. Sabrina Kay, the Royal Canadian Legion and the Ladies Auxiliary to the Royal Canadian Legion. PRINCE GEORGE Northern Health has unveiled the latest addition to its Connections bus fleet, one in a number of upcoming enhancements to the service that reflect bus passenger feedback and usage. “The Northern Health Connections health care travel service is essential for patients in the north to get to and from out-of-town
medical appointments,” said Shirley Bond, Minister of Jobs, Tourism and Skill Training, and MLA for Prince GeorgeValemount. “Having an affordable, reliable travel system helps relieve stress for patients who can then focus on the important piece, their health.” The Connections bus service began in 2006 and is operated on behalf of Northern Health by Diversified Transportation Ltd. The
fleet includes six coaches and five minibuses for both short and long-haul routes. All buses are wheelchair accessible; the coaches offer four wheelchair spaces while the minibuses have two. The coaches also have wheelchair-accessible washrooms for longer trips.

She spoke about salmon habitat, and the Oona River’s intricately connected ecosystems while students watched hundreds of pink salmon running up the Oona. Carr-Harris is completing her thesis for a Master of Science in Biological Sciences at Simon Fraser University. Her research focuses on investigating
the growth and survival of Skeena River sockeye salmon in the early marine environment. To collect data, she led a large-scale field study in the Skeena estuary in 2013 and 2014. “The ACE program was the foundation for my career as a scientist,” she explained. “It enabled me to gain practical skills that really benefitted the research projects that I’ve worked on, in this amazing North Coast setting. And being in the program in-
troduced me to Oona River, which was lifechanging for me.” One of the highlights of the trip was watching a humpback whale surface four times in the same bay where students were kayaking and snorkeling. “The ACE students left Oona very much in awe of the experience and feeling wholly excited to begin their journey of learning about coastal ecology at NWCC,” said Pouyan Mahboubi, ACE Program Coordinator and University Credit Instructor at NWCC. In the two-year ACE diploma program students acquire skills and experience for careers in coastal natural resources management, environmental monitoring, ecosystem restoration, and many others.

PRINCE RUPERT - First year Applied Coastal Ecology (ACE) students from Northwest Community College (NWCC) recently completed a three-day field lab in Oona River, a small community on Porcher Island, south of Prince Rupert. During this introduction to forest and river ecosystems on British Columbia’s northwest coast, students got hands-on experience in various activities. They captured fry for identification, learned about the salmon life cycle and collected plant samples in an old growth rainforest to produce a herbarium. An afternoon was also spent snorkeling in the Oona estuary to survey its biodiversity. Jan Lemon, Hatchery Manager for the Oona River Resource Association (ORRA), facilitated the ACE Field Lab. ORRA is involved in salmon enhancement, stream assessment, and habitat monitoring with a focus on public awareness and education. “It’s so great to see bright young minds begin their studies with such willingness to make positive contributions to the sustainable management of our environment,” says Lemon. “This is possibly the most diverse group yet in the 14 years that we’ve done this field lab.” Some students hail from as far away as Bangladesh, Saskatchewan and Alberta, while others are from Vancouver and the northwest. “I heard about ACE from a friend who really enjoyed the program,” says Stephanie Spencer, a former journeyman mechanic from Edmonton, now enrolled in the program. After taking an ACE course last spring, Stephanie worked for a professor from the University of Northern BC where she conducted salt-water marsh and biomass surveys near the Cassiar Cannery. “I’m originally from the coast and love the ocean and outdoors, so I thought ACE would be a perfect fit, and so far I’m loving my expe-
