“Rave” rattles neighbourhood nerves
An all night party, described by several Keremeos residents as a “rave” raised the ire of many village and area residents on Saturday, October 4. “It was a loud party, generating many calls to police,” said Keremeos RCMP detachment head Mike Gallagher.
The party involved 50 to 60 people and took place in the vicinity of the former Farmworkers Campground, east of the village. Generators, boom boxes - even a DJ were part of the event, which police responded to around 11 p.m. Saturday night. They
managed to tone the proceedings down somewhat, but early Sunday morning the noise picked up again. It was noted the party consisted largely of English speaking youths. The presence of sound and power generating equipment also suggested to many that the partiers were
of local, or regional, origin. Gallagher said the detachment received a number of noise complaints after 2 a.m. Sunday, adding the incident is currently under police review. “I think there were things we could have done better,” he said. Currently, there are no communities under 5,000 population in
the Okanagan and Similkameen that have 24 /7 policing. Communities looking for fulltime policing would bear the brunt of the additional cost, which would not be cheap. “There are no plans for 24/7 coverage in Keremeos,” said Gallagher, “it’s simply not feasible at this time, based on community policing statistics.”

It’s a sure sign that winter is creeping up on us, as snow tire season officially began in B.C. on October 1. That’s the day when regulatory signage regarding snow tire useage becomes effective in the province. The signage is commonly seen on Highway 3 and 3A leading in and out of Keremeos. Although winter tires are not mandatory in B.C., keep in mind that the Ministry of Transportation and Infrastructure can designate them to be required on certain roads and highways. This typically happens during the fall and winter months in northern B.C. and the southern Interior. If you’re driving on these roads without winter tires, police can ticket you and make you turn back. ICBC recommends winter tires because you are less likely to slide on the road. All season tires begin to lose their elasticity and grip on the road at temperatures below 7°C, according to Transport Canada. At Keremeos tire shops, business is picking up as the annual tire swap takes place. At K Mountain Auto, owner Sean Hitchen has been expanding his tire lines over the past few years and this year is offering expanded services to Keremeos residents. Now a Signature Tire Centre, Hitchen can also provide aluminum and steel rims as well as tire storage between seasons. New to Ministry of Transportation and Infrastructure policy this year is the addition of “M&S” - mud and snow tires to the definition of snow tires. The regulation now reads as follows: “Between October 1 and March 31, all passenger vehicles are required to use M+S or mountain/snowflake tires and all commercial trucks are required to carry chains on sections of most major highways.” Driving without winter tires will not void a driver’s

However, if you get in a crash where winter tires could have helped, not having them may affect whether—or how much—you are at fault. Lower Similkameen drivers should be aware of two signs in particular: - a regulatory sign that says “Use winter tires or carry chains beyond this point October 1-April 30” when placed on a highway will prohibit vehicles from being driven or operated on a highway that are not equipped with winter tires or chains beyond that point when enforced by the police, ministry or other enforcement officials. - a warning sign that says “Winter tires or carry chains October 1 - April 30” is placed on a highway to inform motorists that winter driving conditions can be expected, and motorists should therefore be properly equipped with appropriate winter safety equipment. Motorists not reasonably prepared may be prevented from proceeding on highways with this signage posted. ICBC also recommends that all four wheels be equipped with winter tires. Studs are permitted between October 1 and April 30. Use of studded tires outside of this period may result in a fine. It’s important to note, drivers can only use studded tires on front wheels if they are also using them on rear wheels. This restriction on using studded tires on the front doesn’t apply to trucks that weigh more than 9,100 kg and can be equipped with snow plows.

Hedley museum’s harvest dinner a huge success Annual Hedley dinner attracts residents from throughout the Similkameen

Museum President, Jean Robinson said, “We always invite all the communities of the Similkameen Valley, and we are pleased at how many out of town people come.” She mentioned that six free dinners were delivered to individuals who have difficulty getting out. It was evident that this gave her great satisfaction. “It’s what the community does,” she said. She stressed that the dinner was a real team effort. “People donated much of the food. Some served the meals and when it was over, we had help cleaning up. I’m very pleased.”

Editorial AAP stops bylaw cold The alternate approval process which was underway with respect to providing a parks bylaw for Area “G” died a sudden death over the past weekend. “You told us that you do not support the creation of parks in Area “G”, and we will abide by that,” Wood stated in her report. What makes this decision rather unusual to us is because the alternate approval process does not define the desires of the electorate in itself. It merely defines whether the question needs further vetting, which is done through a referendum. Two cases in point: In 2010, an alternate approval process was instituted over the purchase of a piece of Skaha Lake waterfront property in Okanagan Falls by the regional district. Enough signatures were collected during the AAP to force a referendum. The regional government pursued the issue at the polling station and won a narrow victory, approving the purchase of the property. More recently was the AAP held two years ago by the Keremeos Irrigation District, seeking approval for construction of a village reservoir. That AAP was also defeated, only to go on to a referendum that ultimately approved the project. Alternate approval processes require 10 per cent voter disapproval in order to force a referendum. Area “G”s parks bylaw AAP required 202 signatures; it garnered 415. The parks bylaw was a contentious issue in Area “G”, but with it being an election year, the referendum could have taken place during the municipal elections at considerably less cost than a stand alone ballot. Based on the examples above, one might think it would be a reasonable gamble to take this initiative to a ballot, if one truly believed in its necessity. Then again, it is an election year, after all. There was considerable ill-will in Keremeos following last year’s reservoir referendum, when those who opposed the project insisted their voice hadn’t been heard following the AAP denial. Best not risk a repeat of the same sentiment occurring over the parks bylaw, with a crucial election looming.

Oil issues are a slippery slope for cities By Tom Fletcher Black Press Every year when B.C.’s municipal politicians get together to preach to the provincial cabinet, there comes a point in the maze of resolutions where things go sideways. Last year it was a misinformed, impossible demand to ban all traces of genetic engineering. Before that they thumbed their mobile phones and denounced wireless power meters. Both votes passed by narrow margins with many delegates focused on the serious community issues they are elected to address. This year it was a charge led by Burnaby to denounce the proposed Trans Mountain oil pipeline expansion. And this time it was defeated. Credit for this sudden attack of common sense goes largely to North Cowichan Coun. Al Siebring. Here’s part of his address to the recent Union of B.C. Municipalities convention in Whistler:
“Ladies and gentlemen, we are elected to handle things like roads and water and sewer and land use, police, fire, garbage. We’re not here to talk about social policy, child poverty or heaven forbid, pipelines. “Those kinds of things dilute our credibility as an organization. We’re becoming a social policy activist group rather than a group of municipal politicians. “Half of this resolutions book is stuff that’s outside of our purview…. If you want to do social policy, get your butt elected to the provincial legislature.” Burnaby, New Westminster, Victoria and Vancouver were undeterred. In tax-rich urban centres one can make a living at local politics. And grandstanding works. Burnaby Coun. Nick Volkow rattled off a jumbled history of refineries in his region, noting that the sole surviving Chevron plant is bringing in crude by trucks and trains because the 60-year-old
pipeline is over-subscribed. He didn’t explain how stopping a pipeline upgrade would keep it open, or improve oil safety. Kamloops Mayor Peter Milobar and others from along the Interior pipeline route pointed out another flaw. If southern cities want to wander outside their mandate to make this gesture, why target only this pipeline and ignore rail lines and highways that cross the same rivers and streams? Burnaby Mayor Derek Corrigan boasted that after his first court challenge to the National Energy Board was tossed out, his high-priced eco-lawyer found a constitutional angle. Cha-ching! Meanwhile, professional protesters bike-lock their necks to the fence at Burnaby’s Westridge oil terminal, and a radical Simon Fraser University professor revives his Occupy Vancouver team to step up the ground war if courts falter. The comedy of all this was illustrated by Coun.

And what significance does that gesture have compared with the gasoline and jet fuel that carried 1,200 delegates to Whistler? Cherbo assumes that Ottawa can simply direct Alberta’s oil industry to start refining all the heavy oil there. This is why election-time posturing by local politicians is a slippery slope. Not only do they lack authority, they and their staff lack the required expertise and information. The Trans Mountain pipeline starts in Alberta and branches into the U.S. It is by definition federal jurisdiction. NEB hearings on its expansion continue, with expert input, especially on shipping risks, from the B.C. government, Green MLA Andrew Weaver and others. Municipal politicians should pipe down and defend their own performance.

STEPS TO TAKE BEFORE ERECTING A FENCE?
Fences serve many purposes on a property and can even add visual appeal and value to a home. A fence can effectively delineate property borders, serve as a safety barrier and keep pets and children from wandering into the street. According to Zillow, an online real estate database, erecting a fence on a property in an area where fences are common usually increases the value of the home, putting it in line with similar properties nearby. However, this may only be the case if the fence is installed professionally and matches other fences throughout the neighborhood. Homeowners planning to install a fence should first secure a copy of their property surveys. A survey of the property is often conducted upon purchasing a home and/or when the land and home is being assessed. If you do not have a survey, you can hire a professional to conduct one. The survey will be handy because it clearly marks property lines. Depending on the local regulations, fences may need to be installed a certain number of inches or feet within the property line. Your municipality and building code office will be able to guide you further as to what is legal. Reputable fencing companies that work in the community should also have a good understanding of fencing regulations. A permit is typically needed to install a fence. Either your contractor or you will need to apply for the permit before construction can begin. It is best to follow the law so that the fence can be installed in a manner that is consistent with local regulations and will not be subject to potentially costly removal. As a courtesy, speak with your neighbors about your fencing plans. The fence will separate your properties from one another, and your neighbors may have certain feelings about what they want to look at. Even if a neighbor is not sharing the cost, it is a good idea to discuss fencing with your neighbors in an effort to reduce the likelihood of conflict down the road. Fences have been points of contention between neighbors, and you don’t want a previously amicable relationship to turn sour. In some instances, neighbors will be excited about the prospect of a fence and may want to share the cost. Fencing contractors may offer discounts for multihome installations, so it pays to inquire with the neighbors for that reason alone. Homes with pools may need fences as a safety precaution. Be sure they fit the protocol. They may need self-latching/locking gates to prevent entry to the yard. A fence can be a good investment, but homeowners must take the appropriate legal measures and consider their neighbors before erecting any fences.

Okanagan Regional Library plans service and staff cuts Budget cutbacks planned for area Okanagan Regional Library branches will be more closely aligned with local tax revenue generated. By Steve Arstad news@keremeosreview.com The ORL says this is an attempt to restore fiscal balance between its member communities. It is the outcome of a review of different aspects of the ORL’s operation, started in 2013 by the auditing firm Grant Thornton, to take a look at expenditures versus revenue for each individual member community across the regional library system. The report found that spending in some communities was out of alignment with tax revenue received, and the ORL board subsequently directed management to create a plan to address this. According to ORL Communications Manager Michelle Rule, the Keremeos branch is one of those communities where more money is spent than is being taken in by the branch. “Our funding formulas are based on 50 per cent contributions from population assessments and 50 per cent from property taxes,” Rule said, “in
Keremeos the budget is out of balance, with more being spent than is being received.” Rule said the ORL board is currently working on a plan to address the imbalance. “We don’t know yet what the impact will be in Keremeos,” she said, “we expect to meet with local staff later this year or early next year to address the issue.” Rule said any possible solutions could take up to two years to implement. “We’re already a pretty lean machine,” she said, “it’s not going to be easy to find cuts.” She said the board and staff would work together to find a funding solution, and prior to any plan being implemented, the community would be informed. “Once a plan is formulated, we’ll be presenting it to (village) council and the general public first,” Rule said, adding that if staff cuts are contemplated, it is hoped they will be achieved through attrition. In total 12.5 full-time equivalent (FTE) positions will be reduced across 19 libraries in the Okanagan Region. All of the positions being eliminated are frontline staff; there are no plans to reduce management positions. Vernon, Kelowna and Salmon Arm branches will be the hardest hit with staffing cuts, even though these are some of the busiest branches in the region. The downtown Kelowna and Salmon Arm branches will also see hours of service reduced.

MARGARET (nee van Diemen) (MAGGIE, MOPPIE):
Martina Clarina Maria Pimblott nee van Diemen passed away peacefully on Friday morning September 26, 2014 surrounded by family at Kamloops Hospice. Pre-deceased by her parents and her older sister Anna. Left to mourn her loss is her life partner Scott, her three boys Brian Wills (Tannis) Winnipeg, MB, Kevin Wills (Kristin) Kamloops, BC, Barry Wills (Brynn) Victoria, BC, her two step-children, Jennifer Thiessen (Len) Enderby, BC and Scott Pimblott (Jillian) Kamloops, BC. She was blessed with 8 grandchildren, Kimberly, Jared, Gavin, Nathan, Julia, Tanner, Paige, and Jade and 5 step-grandchildren Lily, Andrew, Robin, Abigail and Elisabeth. Also left to mourn her loss were her 10 surviving siblings and their spouses, numerous nieces and nephews and her many life-long friends. Maggie, as she was lovingly called, was born in Uithoorn, Netherlands on July 27, 1948; the 11th of 12 children to Art and Anna van Diemen. They immigrated to Canada in April 1953 on a ship called the Groote Beer which docked at Pier 21. They made their way to Keremeos and settled there for a few years and then they moved to Mercoal, AB so their dad could work in the coal mines. After 2 years they moved back to Keremeos where their dad eventually started a turkey farm. ,t was a very proÀtable venture, especially with so many children to help with the chores. Margaret enjoyed very special and caring relationships with her siblings and their spouses for her entire life. Margaret married John Wills on June 17, 1966. They had three sons Brian in Oct. 1967, Kevin in Aug. 1969 and Barry in Aug. 1972. They raised their sons in a variety of towns throughout BC, including Chetwynd and Kamloops. On July 23, 1985 she married Chris Pimblott, thereby growing her family by gaining a stepdaughter Jennifer and a step-son Scott. She loved all of her children whole-heartedly. At the age of 60, Maggie went back to school and found her calling as a Residential Care Aid. She eventually chose to take a full time position at Ridgeview Lodge. Her family was so proud of her. She loved her new career and was well-liked by the residents and her co-workers because she brought so much joy, passion and commitment to those in need. Maggie will be remembered for her strong work ethic and caring nature, her genuine zest for life, her deep love for her family and her shining spirit. Margaret fought a brave 8 month battle against ALS. She was deeply moved by the outpouring of support she received from her family, friends and community during this difÀcult time. She was very grateful to the medical community who helped her meet the challenges of ALS with dignity and grace. Her family wishes to extend their deepest gratitude to Margaret’s medical team, which included, but not limited to, Dr.Jill Calder, N.P. Colleen Regehr, Dr. Bill Stinson, the ALS Society of BC, the supportive staff at Royal Inland Hospital 3-West and the caring staff at Marjorie Willoughby Hospice in Kamloops. In lieu of Áowers, the family gratefully invites donations to the ALS Society of BC and the Marjorie Willoughby Hospice in Kamloops in Margaret name. An informal gathering to Celebrate Margaret’s life will be held outdoors on Sat. Oct. 11 between 11am-3pm at 176 Puett Ranch Road in Rayleigh. A light lunch, coffee and tea will be provided.
