North Saanich council voted Monday night to ask its electors in a ballot referendum question if they favour asking the province
to pay for a study of the impacts of amalgamating with the Town of Sidney and District of Central Saanich. Councillor Conny McBride raised the issue last month, stating she wants to know how residents in North Saanich feel. The District was the only Saanich Peninsula holdout on a ballot question, having reiterated their desire not to add it to their ballot as recently as last month. Finall, who has been outspo-

In September, Kenny Podmore announced he would not seek re-election after serving two terms as councillor for the Town of Sidney. “I am very proud of all my work and achievements over the last six years,” said Podmore in an interview with the PNR last week. “It has been a wonderful and fulfilling experience and even though there have been challenging times, council always persevered and continuously strived to make Sidney a better community.” Podmore, who is also the Town’s Town Crier, said he plans to stay on in that role should he be re-appointed and looks forward to still being a part of the community. Podmore said his reasoning for not run-
ning again stems from negativity encountered through the job. “Without question, I understand that as a politician, one can, and should, expect a degree of criticism,” he said. Having a thick skin, Podmore continued, is a job requirement for being a councillor, but he is ready to get away from that aspect and enjoy more quality time with his wife, family and friends, he said. “I will continue to serve the community in many other ways,” said Podmore, who added he will continue to volunteer his time with various organizations. “I can’t thank everyone who supported me over the last six years enough,” he said. “My supporters, my fellow council
members, the staff, the fire department and the RCMP. Without all of them, I couldn’t have accomplished what I did.” One issue Podmore said he will continue to follow closely as well as work on as a member of the community is education around the McTavish Road interchange. “I’ve spent three years working on making sure there’s better education around the use of traffic circles,” Podmore said. “Whether it’s making sure all the rental cars from the airport come with a pamphlet explaining the use of traffic circles, or more public education on the use of traffic circles, it’s one piece of unfinished business I would like to see through.” reporter@peninsulanewsreview.com

Stone rolls over to park Memorial field stone to be installed at Saanichton Green Park Devon MacKenzie News staff
The District of Central Saanich aims to have a memorial fieldstone honouring war veterans placed in Saanichton Green Park before Remembrance Day. During Monday’s regular meeting, council voted to place some type of memorial in the park before this Nov. 11 ceremony. Staff were also asked to look into adding the construction of a permanent cenotaph to the District’s supplemental budget for 2015. The conversation came up after a presentation from Norma Sealey, who has been involved in organizing the ceremony in Central Saanich for a number of years. She said the timing is right for Central Saanich to have their own cenotaph, especially with 2014 being the 100th anniversary of the First World War. “Central Saanich has grown

According to Sealey, 50 people from the area that is now Central Saanich served in the First World War and 52 served in the Second World War. “Central Saanich made a contribution to the war effort,” Sealey said. At first, council was set on looking into creating a memorial for next year’s Remembrance Day ceremony after a motion was made by Councillor Ryan Windsor asking to add the item to the supplemental budget for 2015. District Chief Administrative Officer Patrick Robins cited some concerns about the timeline. “Certainly we can come up with something in a month, but I’m not sure if it would be up to the standards expected,” he said. “I would hate for us to be given a task and not carry it out to its fullest potential.” Ultimately, council decided to place a new fieldstone in Saanichton Green Park near the Pioneer Museum some time over the next month and work with the ceremony coordinators to have the ceremony relocated. The ballot question, Finall pointed out, will be non-binding. That means the new council may or may not follow through on the result of the vote. The outcome of the vote - a study on amalgamation - would also be dependent upon the Province of B.C. funding it. During the meeting, representatives and supporters of Amalgamation Yes, the Victoria organization that would like to see the 13 municipalities in the region reduced through this process, stated their case. They emphasized giving voters the chance to tell council how they feel about the issue. “Give electors the option with a non-binding vote,” said Colin Nielsen with Amalgamation Yes, “so the issue can be resolved once and for all.” North Saanich resident Jim
Rae said he wants the option to answer a ballot question in the fall. He suggested a recent Angus Reid poll showing the majority of those asked favour such a question, should be enough to convince council to do so. Despite voting to add the question in November, most councillors expressed their opposition to actual amalgamation - or the A-word, according to Coun. Celia Stock. They stated, however, they were no longer opposed to asking this preliminary question. Other questions around the impact of amalgamation on
tax rates, debt load veto powers and representation, Stock said, might be pat of a study - if it goes that far after Nov. 15. “Right now I am opposed to amalgamation,” said Coun. Dunstan Browne. “I don’t think it will be in our favour to propose it.” Coun. Craig Mearns added he believes people should be asked at least this much, saying he thinks actual amalgamation will be a hard sell. “If you like the CRD, you’ll love amalgamation,” he said. Coun. Elsie McMurphy said council cannot say yes or no to proceeding with a study on amalgamation without knowing how the electorate feels, or the implications of such a move. She said she thinks this ballot question is a precursor to asking in a future election if people are in favour of amalgamation. “This is a pre-nup,” she stated.

It almost goes without saying that unless there were dedicated people like Sidney’s Kris Sanderson, all the news that’s fit to print just might not get read. This week is International Carrier Appreciation Week and Black Press is paying tribute to their hard work. Sanderson, who lives in Summergate Village, has been delivering the Peninsula News Review since 2002 and still loves doing it. “I tell people that I’ve been doing it for five years,” she laughed. Sanderson said she first got involved with paper delivery when her daughter started a paper route. She said she wanted her daughter to get outside and get her first experience in a job. When that eventually ended, Sanderson said she kept the paper route. “It’s a good walk,” she said. “There’s great scenery this time of

year and I’m out seeing friends and connecting with my community.” The route takes her anywhere from an hourand-a-half to two hours — that’s delivering just shy of 240 newspapers to her neighbours. “People here love to get the paper. They have their tea or coffee in the morning and read the paper, check out the flyers and see what’s going on in the community.”
A typical delivery day for Sanderson starts early. Delivery drivers drop off paper bundles and she’s off to the homes that want their PNR. “I am always saying ‘hi’ to other people up early. And when I’m really up early on a Friday, people know I’m getting ready to go fishing.” The work also helps the memory, she said. A carrier has to
know which homes get the paper and which do not, where the addresses are and where customers want their papers delivered. Sanderson said she’s never had any odd requests — people just like to know their paper will be delivered safe and dry. It’s thanks to people like Sanderson that this paper finds itself in your hands. The PNR is glad they are out there.

orth Saanich municipal council has reversed direction and will add an amalgamation question on the ballot for this November’s local election. Asking voters to get a clearer picture on the issue is the right thing to do, even though most councillors and the mayor were clearly loathe to do so and predicted resounding ‘no’ votes and presented a general unwilling attitude about considering amalgamation proper. They may be right. It will take a ballot question to really determine that. Fans of reducing Greater Victoria’s 13 municipalities down to only a few — or even just one — will be celebrating what is essentially a minor victory. In the end, these votes will not be binding. A new council after Nov. 15 could simply throw the results out the door. The province, too, could refuse to pay for the studies on amalgamation that these questions call for. B.C.’s Community, Sport and Cultural Development Minister Coralee Oakes this week pledged resources and support to communities exploring amalgamation and governance structure change. It’s unclear if this means money for studies. If that’s what is on offer, it could eliminate one roadblock to actually going ahead with studies of the feasibility of amalgamation. Nothing in the vote this fall in North Saanich, Sidney, Central Saanich, Oak Bay, Victoria, Langford and Esquimalt would mean that after Nov. 15 they would actually amalgamate. It will only put into motion studies to see of it’s worth it to do so. Years of debate and additional voting will have to take place first. Amalgamation as a fact will be another issue altogether. This time, the electors of the Saanich Peninsula and elsewhere in the region will be weighing in on whether it’s a good idea. Like Coun. Ted Daly says, it’ll be good to know how people feel so local politicians can respond appropriately. In Greater Victoria, amalgamation has been a burning issue for so long that it was bound to reach the voting public at some point. Is this the right time, then, to go beyond just talking about amalgamation and studying it? No. This fall, the vote will be about getting better information to make better decisions.

Every vote counts in this election Can we make a difference ? We have to believe we can and that grass roots voting can directly influence provincial and federal decision making. There are major decisions being made at all levels of government that will negatively impact the future of our local lifestyle and environment and indeed have global consequences. Locally, there are unwarranted changes to our OCPs; Provincially, devastating amendments to the ALR and Parks Act, and; Federally, the National Energy Board is making decisions for B.C. citizens regarding Northern Gateway and Kinder Morgan pipelines. By carefully considering who we put into office at the municipal level we can influence these decision makers through our Union of B.C. Municipalities and the Federation of Canadian Municipalities. We should talk to candidates and attend the all candidates meetings. We should question their stance on these issues as well as fish farms, coal exports and expansion of mega tanker traffic. Great location for a waterfront market I have been thinking about the Seaport East area sitting vacant that is leased to Sidney Waterfront Properties (SWP). Growing up in the KitchenerWaterloo area of Ontario, I worked with my grandparents at the Kitchener Market for many years. It was a busy, vibrant space for people
to come and purchase locally made products. Everything from meats, cheeses, fruits, vegetables, preserves as well as home made fabrics, such as clothing and quilts were sold. As markets are being re-discovered and appreciated by communities, I am wondering if this space could become available and opened as a local, year round market without much modification. It seems the perfect setting for those to come and enjoy with parking available outside its doors. The drive to ban smoking in public troubles me and for this reason: Yes, smoking is bad for you. Without a shade of a doubt. Yet a ban would be one more legislation against a minority. Many people out there do not even have the space to call a home to enjoy their pleasure of smoking. What’s next, a knock on the door and someone telling you that you are smoking in a neighbourhood and it is too close for the law to permit this? Have we lost our senses? Bombs don’t solve anything. For every person that is killed by one of our air strikes there will be a son, a father, and/or a brother that will learn to hate. It stands to reason that this plays directly into the hands of a terrorist group. They are baiting world leaders. Unless we learn from the mistakes of the past we are doomed to repeat them. SIDNEY — The Palm Court Light Orchestra will open its 2014/15 season at the Mary Winspear Centre next week. Entitled With a Song in My Heart, it features Montreal mezzo soprano Kristin Hoff in a program that includes selections from Bizet’s Carmen, Richard Rodgers’ Boys from Syracuse and Carousel, as well as songs by Noel Coward and Camille Saint-Saen. Hoff has performed with the Boston Pops Orchestra, the Montreal Symphony, the Vancouver Opera and at the Tanglewood Music Centre. The Orchestra, conducted by Charles Job, and now in its 28th season, will present selections from Arthur Sullivan’s The Gondoliers, Broadway favourite Damn Yankees and music by Edward Elgar, John Philip Sousa, Haydn Wood and Leroy Anderson. Sidney Fine Art Show is set to shine later this month Devon MacKenzie News staff
The Sidney Fine Art Show (SFAS) will be celebrating its 12th year when it opens on Friday, Nov. 17. “The Sidney Fine Art Show is one of the largest and most anticipated juried art shows in B.C. and a highlight on Vancouver Island’s cultural calendar,” said event chair and designer, Sandy Bligh. The 2014 show takes place at the Mary Winspear Centre from Oct. 17 until 19, and promises to continue a tradition of showcasing excellence said Bligh. “Over 1,040 entries from 441 artists were submitted and judged over a two day period in September,” she said, adding that this year, the show will feature over 400 pieces of original fine art. “All of the pieces in the show are for sale ranging from small prints in the $350 range, to more imposing pieces from master artists,” she said. The 2014 show features nine master art-

put in an estimated 6,000 hours to make it all come together. The show is produced by the Community Arts Council of the Saanich Peninsula (CACSP) and is juried by Nick Tuele, former curator at the Art Gallery of Greater Victoria, Kayleigh Hall, curator and operations manager at the Art Gallery of Calgary, and Janice Robertson, artist and signature member of the Federation of Canadian Artists. in ballot. The ability to vote in this way has been around for a long time and finding out how to do it is as simple as checking with your local municipality. The Wilsons did just that and went to North Saanich municipal hall. “The staff at the office were extremely helpful,” said Donnamae. “We simply had to prove we were residents and on the voter’s list.” The process does involve filling out a request form but the Wilsons said it was straightforward. They expect to see their ballots in the mail while they are in Australia after October 27 — when the District’s chief electoral officer
expects to begin mailing them out to people who will not be in the municipality during any of the advance voting opportunities or on general election day, November 15. The Wilsons admit they have been involved in local politics, taking in the odd council meeting and reading about the goings-on in the Peninsula News Review. They feel it’s a resident’s responsibility to participate in the democratic process — to learn about the issues and to make an informed decision on election day. “North Saanich is in an important time in its political history,” Lynn said. “Votes will count in this election.”
He added it’s important for resident to make their views known in the election process — and vital, then, to cast a ballot. “People do need to try to stay aware of the issues,” Donnamae added. “Especially since there’s a fouryear term ahead.” Whatever the reason, the Wilsons encourage as many people as possible to get out and vote. It’s pretty easy when people are close to home, they say, and a little more difficult when you’re out of town. Tinnitus is the medical term for a sound that one hears that has no external source. As many as 360,000 people in Canada suffer from annoying sounds such as ringing, buzzing, popping, roaring, etc. heard in their ears or head. 150,000 of these individuals have tinnitus that affects their quality of life. Because tinnitus is a symptom, not a disease, medical causes of the tinnitus should be ruled out. The first step is to obtain an audiological evaluation where an audiologist can help decide if further medical investigation is recommended. There are numerous causes of tinnitus (beyond the scope of this short article) and although there is no “cure” for tinnitus, so to speak, there are many ways to manage the effects. The best advice is to avoid silence. Introducing a low level sound into the listening environment, such as a fan or radio, can help relieve the perception of tinnitus because it provides the brain with another sound to focus on. Think about a flashlight that is barely visible when the lights are turned on but appears a lot brighter in the dark. In a quiet environment, the tinnitus might seem loud and overwhelming because there are no other sounds for the brain to focus on. If tinnitus occurs alongside hearing loss, sometimes hearing aids can help relieve the perception of tinnitus as hearing aids introduce sound to the brain. There are hearing aids currently available that include tinnitus masking sounds (i.e. static, musical tones, nature sounds) for people with or without hearing loss. If you or a loved one has tinnitus you are not alone. Tinnitus is not just something you have to ‘live with’. Book an appointment with an audiologist for an audiological evaluation and to discuss your tinnitus.

Drive What you can’t see is the 317 kgs that the ‘15 F-series has lost, thanks to that aluminum body and the increased use of high-strength steel in the frame – but, you can certainly feel it while driving. The truck is nimbler, has less wash in the corners and simply handles better. The cab is virtually silent and for comfort, the HVAC is split side-toside, front and rear. The hood and side windows have dropped in profile for better visibility, while the size, colours and quality of the computer generated gauges and controls simplifies operation while driving. I towed with the new truck and its manners are good if not improved. In part, this is assisted by the long list of towing features like trailer sway control; tow/haul mode; Dynamic Hitch Assist, SelectShift transmission and better tow mirrors. The dash is less cluttered yet offers more information. Do you sense a theme here? Consider that the design phase of this truck took four years and the testing was the most intense ever. The result? A list of improvements a hockey rink long – that’s a fact. Now, how will they all work together? Well Ford’s claims will have to play out on roads, across Canada, in the coming years. But from what I’ve seen in Texas, I’d say Giddy Up!

Kia has an Electric Soul By Bob McHugh
Kia joins the growing list of electric vehicle (EV) manufacturers with Soul EV, a clever adaptation of its tall 5-door compact with the funky styling. Although still a small slice of the overall car market, EV sales are growing rapidly and so is the public charge station infrastructure that’s crucial to its success, especially in urban areas. A digital readout showed 187 km of driving range available as we headed out on a test loop around Metro Vancouver. And after about 30 minutes of, no special treatment, driving with frequent stops, starts, hill climbs and descents, the Soul EV showed 162 km was still available. That's relevant, as the Soul EV’s officially rated driving range is 149 km. In addition to being quiet and fuel-free, Soul EV effectively matches the practical user features of its gasoline counterpart. It can seat 4 to 5 passengers and has the same large rear cargo area. Kia's polymer (electrolyte) lithium ion battery pack is compact and easier to hide than others, as is can be molded into different shapes. In Soul EV it's centrally fitted under the seats and a raised rear floor pan. The gasoline engine is replaced by a 109 horsepower liquid-cooled AC synchronous permanent magnet electric motor that can generate a whopping
210 lb-ft of torque. That's 59 lb-ft more than the 2.0-litre gasoline engine version of Soul. Standing starts were not as jumpy as other electric vehicles tend to be and the overall performance of the electric drivetrain was impressively smooth. Charger ports for the battery pack are hidden behind a hinged cover in the front grille. The smaller port accepts either a 120 volt (level 1) or a 240 volt (level2) charge connector. A portable level 1 unit is stored in the vehicle and Kia Canada will also provide Soul EV buyers with a level 2 charge unit (made by Bosch) for home installation, free of charge. The charger unit can also be used to pre-heat or pre-cool the Soul EV, while plugged into the grid. You can also program it to start or complete charging at a certain time. The level 1 charger plugs into any electrical outlet, but can take up to 24-hours to fully recharge the w battery pack. A level 2 charger (with 30 amp service) cuts the maximum recharge time to under

5-hours. And a level 3 fast charge station can pump-in an 80 per cent charge in less than 30 minutes. We didn’t take it out on the freeway, but the Soul EV seemed very stable (it’s heavier then the gas engine Soul) and Kia claims a top speed of 145 km/hour. Kia also claims that it can accelerate from 0 to 100 km/hour faster (by 4 seconds) than a Nissan Leaf. It’s agile and peppy, with lots of initial get up and go, but it’s also no dragster. The two-tone gray interior theme came with attractive and contrasting blue stitching. Extensive use of bio-friendly interior materials also makes Soul EV the most eco-friendly vehicle made by Kia. It feature materials derived from organic substances such as sugar cane, corn, cellulose, and wood powder. Soul EV is only available through selected Kia dealers in major Canadian urban centres (Toronto, Montreal and Vancouver). Unlike Quebec and Ontario, however, BC’s incentive program for eco-friendly vehicles ran out of cash back in March of this year. Soul EV does qualify for an $8,000 federal government rebate and that certainly helps make the purchase price more palatable. The Kia Soul EV definitely rocks and is a must-drive for anyone considering an EV in this price range.

Paris, France – The Paris Auto Show is one of those must-visit events for those of us charged with reporting on the latest and greatest new vehicles. So many manufacturers now develop products for a world market so these early European shows often offer a glimpse of what’s coming next to our shores. Here are five machines that caught my eye.

Let’s start with a dream machine. The Lamborghini Asterion concept car was certainly a showstopper.
Sidestepping the current design approach of angular shapes with hard edges, this new Lambo has a more curvaceous look that almost mimics a front engine car. What is wedged in the middle of this exotic is a hybrid system that marries a naturally aspirated 5.2L V10 engine with three electric motors (Two in the front producing all wheel drive and another in the transmission for full electric drive capability), producing a whopping 910hp with acceleration that will see this car run to 100km in just three seconds. The Asterion is capable of running on just electric power for roughly 30km and, providing silent driving in a wickedly sexy machine. This is a just a concept at this point but with
mounting pressure on car makers to reduce carbon output and the fact the Porsche brand (Another VW Group brand) already has the 918 hybrid, this looks like it could make it to market within the next few years.
VW Golf Alltrack
Ok, now back to earth. With the trend towards all-wheel-drive (AWD) gaining more and more momentum it was only a matter of time before cars previously without AWD start to appear with this option. Take the popular VW Golf wagon, soon to be available in Europe with AWD and a slightly higher ground clearance. Called the Alltrack, this more rugged
Lamborghini Asterion looking and capable VW will certainly appeal to buyers of the Subaru Outback or Audi Allroad. In North America, we don’t buy many

wagons but we certainly love when manufacturers add a slightly higher ride-height, lower body cladding plus AWD and call them a crossover vehicle. Sales jump. Not available in Canada but after chatting with VW Canada executives, they have put in a request to Germany to get this car for our AWD-loving climate. Stay tuned.

Imagine a pure electric, three-wheel, scooter-like vehicle, with a fixed roof, steering wheel and can drive up to 45km/h with 50km of electric range. The Toyota i-Road attracted big crowds when it was demonstrated at this year’s Paris Show. The small wheel at the rear of the i-Road pivots at low speed for amazing maneuverability, plus when driven at higher speeds the entire vehicle tilts over like a motorcycle with the front wheels rotating independently of each other. It looks odd and must feel odd to drive but the upside is covered driving, without a helmet, and emissions free transportation. The i-Road is being tested in Japan and will be used in the French city of Grenoble as part of a vehicle-sharing program. This type of vehicle already exists in Europe but the tilting and pivoting elements make it unique. This would not be popular on our wider roads in North America but the i-Road will fit right in on Europe’s busy streets.

The Chrysler Groups’ parent company Fiat is at it again, taking the best that its European brands have to offer and marrying them with American brands. The Fiat 500L has had a mild reception here in North America so now they have taken the same platform and produced the Jeep Renegade. To complete the circle, the same Renegade approach is being used with this Fiat 500X, basically, taking the same Jeep-like elements and making them into a Fiat. The 500X will be available with front wheel drive (FWD) or AWD and a variety of engine and transmission options in Europe. The engine choices have not been divulged for our market but expect to see the 170hp 1.4 turbo 4-cylinder and the 184hp 2.4L 4-cylinder engines here. The Fiat 500L has not been a hit for Fiat but, yet again, add a more rugged look and the sales will likely follow.
Volvo XC90
Will the introduction of an all-new, full-size XC90 SUV be enough to save Volvo here in North America? Time will tell but the crowds at the Volvo stand in Paris were packed with people combing over every pert of this attractive SUV. It has been over ten years since Volvo introduced the original XC90 and the years have not been good to this vehicle or the brand. Sales for the XC90 and Volvo in general have been pathetic in North America. This new XC90 has a lot going for it and Volvo hopes it will help revive the brand. The XC90 will be sold in Canada with AWD in the T6 or T8 engine variants. Both are turbocharged and supercharged and are matched to an 8-speed automatic. The T6 has 320hp and the T8 comes with an additional 80hp electric motor for improved power and efficiency. The three-row design remains intact but the interior is larger for more space. The dash is a standout with a vertical iPad-like application in the centre for class-leading connectivity and usability. The price of the T6 will start at $60,700 and the T8 will start at $73,400. Contrary to general perception, most classic cars aren’t fragile flowers. In fact, many are anvil-tough, particularly American cars of the 1950s and 1960s, built with real Pennsylvania steel and very little plastic. But even these rolling bank vaults can be seriously screwed up by these five things: Non-use: This one is really is counterintuitive. When classic cars come to mind for many, the image of the trailer queen or museum piece looms large; in fact, most people think that these are the best cared-for cars. In actuality, they often turn out to be the most problematic cars when they are finally driven. Non-use is actually abuse — seals dry out and start to leak; gas gets stale and turns to varnish; batteries corrode when not removed; and tires get flat spots. Cars that are used and maintained on a regular basis, on the other hand, are often the happiest and most reliable old cars. Improper storage/rodents: This goes along with the above. Failure to drain fuel or use a stabilizer, not using jack stands, and making certain that anti-freeze is up to snuff all contribute to storage-related deterioration. But perhaps the most destructive force has four teeth and a naked tail — rats and mice, the same rodents that wiped out half the population of Europe by carrying Bubonic plague, can really mess with your classic car. They chew upholstery and insulation to make nests (in which they pee, poop and reproduce, not necessarily in that order), and worst of all, they chew on wiring harnesses where it isn’t apparent until something smokes or catches fire from behind the dash of your 1965 Mustang. Road Salt: Most everyone who has taken chemistry knows that the reaction between Sodium Chloride and steel yields iron oxide, more commonly known as rust. But few people truly realize how quickly the damage is done. Just one drive on a wet salty road will give your classic an ugly coating of surface rust on anything on the underside that is not well protected, like suspension parts, exhaust and even the frame. A season or two that lets salty mud penetrate the nooks and crannies of your car will almost certainly cause visible rust to erupt. And don’t think you’re immune because your car is fiberglass, there’s plenty of steel to rot away under the pretty plastic panels of your 1972 Corvette Stingray. Conversely, getting caught in the rain every now and then isn’t death for your classic, as long as nothing like carpets or trunk mats get soaked and stay wet. Some of the cleanest and most rust-free old cars we’ve seen come from the damp Pacific Northwest, where it snows little and road salt isn’t used. Old Tires: Most vintage cars don’t see 15,000 miles of use each year and, often, totally unsafe tires can look deceptively sound. In addition to tread wear, age, dry rot, flat spots and UV exposure can render tires unsafe. About six or seven years should be tops in terms of tire life, regardless of how the tires may look. A blowout or a thrown tread can not only threaten your life, it can severely damage your car severely as I found out first hand when an otherwise fine-looking tire threw a tread and put a football-sized dent in the lower quarter panel of a formerly pristine 1977 Datsun 280Z. Bad driving habits: The list of things that you can do to shorten the life of the major systems of a classic — from engine, transmission to differential — is long and beyond the scope of this article. But perhaps the most destructive thing you can do to a vintage car is to not let it warm up properly. I’ve witnessed tons of people who should know better start up a cold car and immediately zing it to the redline with the first shift. It’s painful to watch and even more painful to realize the harm that’s being done to the engine. Always drive gently until the car has reached normal operating temperature (usually around the mid-point of the temperature gauge). Rob Sass is the vice-president of content for Hagerty Insurance. To illustrate the benefits of rebalancing, we’ll use an excerpt from a sample portfolio of Exchange-Traded Funds (ETFs). The chart on the next page shows the actual total return of each ETF holding, both in 2013, and this year to August 31. By the end of 2013, the superb performance of the top three holdings resulted in their comprising a significantly higher proportion of the portfolio in which they were held than when originally purchased. Conversely, the 2013 sub-par performance of the bottom two ETFs would see them reduced to a lower proportion of the portfolio than originally. At the end of 2013, had the holder of this portfolio trimmed his outperforming ETF holdings back to their original proportions, and bought more of the laggard the port4.3125” x ETFs, 8”

Financial Savvy folio would today be significantly ahead in total value. The principle is simple. Once every year or two, an investor should consider selling some of his outperforming holdings, and buying more of the laggards – assuming all were solid choices in the first place. This applies, and requires a disciplined approach of selling high, and buying low – a rather sound principle for any investor. This is not to be confused with an illadvised attempt to
time market performance, which is rarely successful. Rather, it is simply a means to periodically rebalance holdings back to the original, presumably prudent proportions. The result of this process is the trimming of the high-performers, and the purchase, at a reduced price, of more of the underachievers. Investors realize not all holdings will increase or decrease by the same percentage in any given year. That is the key reason for diversifying holdings amongst various asset classes, countries and sectors. This dichotomy of performance will result in the eventual skewing of holdings from the portfolio proportions the investor wanted them to represent. The Goodlife Fitness Victoria Marathon being held Sunday (Oct. 12) will cause widespread closures in many parts of Victoria. The 42.2-kilometre marathon route will start in downtown Victoria on Menzies Street and wind through the downtown core into James Bay and Beacon Hill Park, along Dallas Road to Gonzales Bay. It will proceed into Fairfield, Oak Bay and Uplands before the turnaround. The route then returns the same way. There will be a loop at the Lawndale/Cowichan area that will be the turnaround point for the halfmarathon. Following the start of the two main races — the half-marathon at 7:30 a.m. and the marathon at 8:45 am Menzies, Michigan, Government and Wharf streets will be closed between 7:25 to 7:45 a.m. and 8:40 to 9:00 a.m. Johnson Street will be closed from Wharf to Cook between 7:35 to 8:15 a.m. and 8:50 to 9:10 a.m. No traffic will be permitted on Dallas Road between 7:15 a.m. and 2 p.m. The police will be opening the course as soon as it is safe for participants and allow cars on the route. Police will allow some traffic to travel across the race route when it is safe. Long ago, the Town of Sidney and its elected council realized that as the need for a diverse collection of homes grew in their community, one of their only options was to see Sidney grow — up. With limited land available for new development, the Town embarked on a series of policy and planning documents to support increasing housing density within their boundaries. Marlaina Elliott, the Town’s director of development services, outlined that support and what have turned into a wide range of development options in Sidney. “A key aspect of implementing this vision is a planning focus on Smart Growth principles,” Elliot explained in an email to the PNR. Those principles, she said, support mixed use, compact development linked and close to amenities that the Town already has to offer. “Locating people in proximity to everything they need on a daily basis supports local businesses and the economy,” she explained. “It reduces impacts on the environment from vehicle travel and encourages social interaction and a sense of community.” Within the Town’s official community plan (OCP) and zoning bylaws are encouragements to developers to offer a range of housing options — single family homes to microunits. The latter, Elliot said, are generally more attainable market hous-

The addition of a lot of new units, Elliot pointed out, will mean a significant impact on parking in downtown Sidney. Space is limited and the cost of providing parking impacts afford-
ing units and Town council this year approved a project for four microunits. Staff, she continued, will evaluate how this type if housing can be better incorporated into local bylaws, in the face of their apparent popularity and market success. Elliot noted the market for detached single family homes close to downtown Sidney remains strong. “Council has re-affirmed their commitment to this housing over

“I look at it in a way to improve for the next race and the race after that.” And it’s that attitude which has taken her to the elite level in the sport. Jonathan Foweraker, elite athlete co-ordinator for the marathon, said having someone local compete at the elite level is not only good for the race but the running community. “She’s a wonderful athlete,” he said. “As you are out on your run, you often see her train-
ing as well. It’s very encouraging.” Jones started marathon running in 2006 when she was 27, after a career as a competitive swimmer. Since then she has competed in 17 marathons and has expectations to do more as well as more trail ultra-marathons. “Every race I try I enjoy (running more) and learn to run better,” she said. “Victoria has a great running community. I don’t think I’d be running if I wasn’t living here.” It’s not surprising then
that the Victoria marathon is one of her favourite races. “It’s not as overwhelming like the big races, but you still get good competitors,” Jones said. And I suppose because it is my hometown it’s a little closer to the heart. I go run in my neighbourhood for a few hours and I’m good to go.” Can she repeat as champion? “I’d love to, but I have no idea. I’m going into the race with a completely open mind.
