New arena to be called West Fraser Centre AUTUMN MACDONALD Observer Reporter

It has a name. The Cariboo Regional District (CRD), the City of Quesnel and West Fraser announced the North Cariboo Arena Project’s official naming as the West Fraser Centre. “I would like to sincerely thank West Fraser for their continued support of our North Cariboo communities,” CRD Vice-Chair Ted Armstrong said. “Your generosity and financial support of this project is a testament of dedication to the North Cariboo and its residents.” “West Fraser’s contribution to our new arena is very much appreciated and I thank them for standing behind their original commitment to the project. This is a corporation who has supported many initiatives in our community,” Mayor Mary Sjostrom said. “I look forward to the first event in the West Fraser Centre.” “Our employees and their families have built their lives here. It’s important for all of us to be a part of making Quesnel an exceptional place to live,” West Fraser’s VP of Wood Products Ray Ferris said. “We are pleased to support the continued vitality of the communities of Quesnel and the Cariboo through the West Fraser Centre, which will be a lasting benefit to the health and wellbeing of everyone in the region.” West Fraser’s commitment of $1 million to the arena project is a $500,000 contribution and an additional $500,000 of matching monies to encourage community donations. A celebration to recognize the naming of West Fraser Centre and community kick-off of the project is being planned for Oct. 24. West Fraser Centre will be an energy efficient “green” structure that will house a 1,600-seat arena with a regulation size ice surface and dry floor space for arena programs and events to be run year round. Parents want answers regarding daughter AUTUMN MacDONALD Observer Reporter She reaches her hand into the bowl of popcorn perched in between them, her long blonde ponytail high atop her head. He never thought he’d get into these “silly shows” but even with her gone, Chris Carr still settles onto the couch to watch The Bachelor, that bowl of popcorn resting atop the afghan. The only thing missing from the Monday routine

is his daughter Caitlyn Carr. It’s been one year, one week and three days since the disappearance of the young girl, her last known whereabouts near the Fraser River Footbridge, Sept. 30 at 3:50 in the morning. Life isn’t the same since that night. Caitlyn’s mom Carmen deals with illness, insomnia and anxiety, her thoughts constantly plagued by memories, what ifs and the unknown. Chris finds himself pull-

a young blonde girl, his gut telling him no, his heart defying logic, praying it’s his daughter. Her little brother is only now grasping the void in his family, thinking of his big sister every time it rains. They loved walking in the rain together – now, to Connor, it’s just rain. RCMP are treating the case as a missing persons, but reiterate no foul play suspected. But with no body, no phone and no car keys, Carmen and Chris still con-

tinue their search efforts, calling on psychics, random tips and continuous searches along the mighty Fraser. Their daughter had recently graduated from the care aid program, her dreams of becoming a nurse that much closer. CNC board to vote on small tuition increase

The College of New Caledonia’s (CNC) Board of Governors received a notice of motion on Friday indicating that the College plans to submit a motion to increase tuition and mandatory fees for the 2015/16 academic year. While the rate of tuition increase would be provided by the Ministry

of Advanced Education, it is anticipated that it will be two per cent. The increase will be voted on at the next board meeting Nov. 28. If successful, the move is predicted to generate about $100,000 dependent on enrolment and final approval by the government.

“It will help, but not significantly. We still have a lot of work to do to submit a balanced budget,” CNC President Henry Reiser said, “We’ve had to cut $9.6 million from our budget since 2008 and it has been a significant challenge every year.” The board also reviewed and approved proposed

assumptions for the development of the 2015/16 operating budget. Colleges are required by provincial legislation to plan for a balanced budget every year, which means changes to the budget are necessary in order to deal with the projected shortfall.

Thapar going for fifth term

Good day to all. I am very pleased to announce that, with the blessings of my nominators, I am once again running for a fifth consecutive term as Councillor for the City of Quesnel. Being a local resident for 23 years I have enjoyed both the benefits and the challenges of community living and I am very proud to call Quesnel my home. All of my children were born, raised and educated in Quesnel’s public school system. I am most grateful and appreciative that my community has been so helpful and accommodating. Quesnel is great place to live and raise a family. I have had the good fortune to serve my city at council for many years now thanks to the ongoing support of Quesnel citizens. I have also had the opportunity to sit on a number of committees that have been instrumental in making improvements around community safety and finance. Are you anticipating a big expense —a wedding, a big vacation, a down payment on a new home, etc. — sometime within the next few years? If so, you’ll want to set aside sufficient cash, with the exact amount depending on your specific short-term goal. So your overall cost of living may not drop much, if at all. In addition, you’ll have to decide on the most efficient way of drawing on your other sources of income, including any pensions and investment accounts such as an RRSP. It’s especially important to create a sustainable withdrawal strategy for your investment portfolio because you don’t want to run the risk of outliving your money. Source of investment You’ll want to have some cash available in your portfolio — perhaps 2% to 3% of the portfolio’s value — to take advantage of investment opportunities as they arise. Also, having even a small percentage of your portfolio devoted to cash can modestly improve your overall diversification — and a diversified portfolio is your best defense against market volatility. (Keep in mind, though, that diversification can’t guarantee a profit or protect against loss.)

CRD and city joining forces in transportation message to minister

At the request of the City of Quesnel, the Cariboo Regional District (CRD) will be writing to the Minister of Transportation, Todd Stone as a follow up to the recent meeting with the ministry at the Union of British Columbia Municipalities Convention last week in Whistler. The first item the letter will emphasize is the need to develop a transportation plan for the North Cariboo to address significant and serious traffic concerns within the city and surrounding areas. The second issue will reaffirm the need to connect Quesnel and the Nechako Basin by a bridge over the Blackwater River. This passage would allow future opportunities with the New Gold Blackwater Project for Quesnel and area residents regarding employment and other economic development opportunities.

Northern Health Quesnel Health Service Administrator, appeared before the board and presented an update on health issues in the Northern Health administrative area. Some of the items discussed included the pharmacy renovations, the new sterile preparation rooms, update on the master planning process for GR Baker Memorial Hospital and an update on new medical staff. Strang provided an overview of some of the key capital purchases made by the Cariboo Chilcotin Regional Hospital District (CCRHD) over the past few years. The Cariboo Regional District Board of Directors authorized a total of $597.38 of Electoral Area I Special Projects funds. The funds will be used to make repairs to the Baker Creek community hall. The hall was recently struck by lightning and requires immediate repairs to prevent further damage.

Youth parliament The CRD will be sending information to secondary schools throughout the region regarding the 2014 Youth Parliament.

The British Columbia Youth Parliament’s 86th Parliament will be held in Victoria at the Provincial Legislative Chambers from Dec. 27 – 31. This project is non-partisan and applicants should have a keen interest in learning about parliamentary proceedings and in serving their community. The Youth Parliament is a province–wide organization for young people ages 16 – 21 and teaches citizenship skills through participation in session and in community service activities throughout the year. Deadline for submissions is Oct. 22. Further information about the program is available at bcyp.org.

Kicking Cancer’s butt

T

he number of women and men who are surviving breast cancer is only growing. It used to be that at events like the Run for the Cure, there would only be a small handful of survivors leading the parade in their pink T-shirts, while a swarm of white event shirts followed in support. But the lineup of survivors is only growing. It’s inspiring for anyone to see more and more people kicking cancer’s butt, and not just breast cancer, but many forms of cancer. But it is also due to the fact that there has been an increase in the number of new cases over the last 30 years, according to the Canadian Cancer Society. An estimated 191,300 new cases of cancer are expected to be diagnosed in Canada this year. More than half of those will be lung, breast, colorectal and prostate cancers. Such sobering statistics may seem scary, but there is a reason, and some of it is positive (as positive as anything can be when it comes to the nasty c-word). The growth can largely be attributed to a growing and aging population, rather than to an increase in cancer risk (Canadian Cancer Statistics 2014). Some of the increase is also related to increased detection, which can be life-saving. Breast cancer continues to be the most common cancer diagnosis in women in Canada over the age of 20 and the second leading cause of cancer deaths in Canadian women, after lung cancer, according to the CBCF. However, fewer women in Canada are dying from breast cancer today than in the past Breast cancer deaths have decreased by 43 per cent since they peaked in 1986 due to earlier detection through regular mammography screening, advances in screening technology and improved treatments. –Black Press

Our golden light bulb moment T

he power went out last week for nine hours and at first it was a drag. “I can’t pick up milk and bread now,” I said to my 14-year-old son as we were driving home from his basketball game in Kelowna and noticed West Kelowna, where we live, was curiously in the dark. “My download won’t work,” Sam said, more concerned about getting a video game on his computer than not having cereal or sandwiches the next day. 
When we arrived home at 7:45 p.m. the electricity had been out for over an hour and the activity on the streets was busier than usual. “It’s an apocalypse,” one little boy yelled, running down the road with his big sister happily chasing after him. With all the houses unlit, many people were walking around with flashlights enjoying the clear sky and twinkling stars.

“I had to take a poop in the dark,” Daisy announced excitedly when she got in the truck. “Luckily Niya and Carol had candles so it was less scary.” 
When she entered our house she could see that we had them too and became immediately concerned. “This is dangerous,” she observed, looking at all the tea lights her brother and I had flickering. “No it’s not,” Sam said. “It looks cool in here.”

“I’m glad the electricity went out,” Daisy said just before going to sleep. “We should have a nopower-hour every night and live like you did in the olden days.” She obviously thinks I’m more ancient than I am. But my brother and I did play a lot more board games when we were younger and I regret not doing more of that with Sam and Daisy.

It was 8:30 p.m. by then and I was feeling incredibly tired. I suggested a little snack and an early bedtime, but the kids didn’t go for it. “Let’s play charades,” Sam said. “Yeah!” Daisy agreed. As exhausted as I felt, there was no way I was going to turn down the opportunity for some old school fun. 
At first we played the game the way I did as a kid - just trying to act out movie, TV, book or song titles as we thought of them. But after my son couldn’t figure out how to act out the TV show “Orange is the New Black” and my daughter got stumped on the song “All About that Bass” I decided to grab the board game Guesstures from downstairs to help us out. Part of it was missing, but we still had the cards labeled easy or hard. Each contained two words. We decided to take turns trying to act out as many cards as we could in twominute increments and whoever got through the

T

o maintain the tradition started 21 years ago, last Sunday’s Fall Challenge was another resounding success. The weather was spectacular for the 603 participants who donned comfy shoes to tackle the course. Quesnelians made up the majority of the contestants to the tune of 68 per cent. Williams Lake and Prince George came in with 20 per cent more and then small or solo contingents from Castlegar, Kamloops, Nanaimo, Kelowna, Vanderhoof, Tumbler Ridge, Surrey, McBride, Hudson’s Hope, Haida Gwaii, Mackenzie, 150 Mile House, Whitehorse, Clearwater, Fraser Lake and more rounded out the total. The spread of ages ranged from six – 89. Of note is that many of the participants enjoy the experience without a competitive thought. The idea is to walk with friends and family, to support a great cause, to spend a beautiful autumn morning by the lake and to get a bit of exercise. Great. But we do have a competitive element that see this event as a challenge; to establish a personal time, to beat a former time or to beat a competitor’s time. And what is an event without the volunteers? Thank you heartily. We had more than a dozen helping at the race package pick up and a good contingent of cyclists to accompany the participants. There were flags people slowing traffic to ensure safety and people at water stations (some very lonely on the marathon route). Thanks to Mike for the music, to Tara for the warm up, to Charlie for

managing our site, to Joe for not needing to use his first aide skills and to Bob for overseeing the parking. Thank you to the shuttle drivers, the T-shirt sales people, the water and muffin caretakers and the lady to happily dropped off bins and barricades before sunrise. Overall, besides the committee of nine, there were more than 50 people who donated their time and resources to make this event such an accomplishment. New to the Challenge was the addition of a shuttle and gosh, that was a learning experience for all involved. We already have ideas on how to make that process faster, smoother and much more effective. And the money? The final totals are not yet in but a huge wow has already been expressed many times. Businesses supported the event with more than $20,000 in donations. Our sponsors donated enough treasures to allow an auction, a bucket draw and more than 100 door prizes. Once all is said and done, we believe that more than $20,000 will be added to the trust fund, taking us a bit closer to the goal. A more precise total will be shared soon. oward Berlin shares a high-rise full of knowledge with students in College of New Caledonia’s (CNC) Carpentry programs. He is gearing up for Carpentry Level four in November and Carpentry Foundation in February. Berlin enjoys mentoring students and helping them at whatever stage they’re in in carpentry, “a great career choice, and a very versatile one.” Although he has had a long carpentry career, instructing has given Berlin more patience and new insights: “You learn much about your own Turn kitchen scraps into BLACK GOLD for your garden.

Season opener The Kangaroos travelled to Williams Lake for their season opener game, taking on the Stampeders in a nail-biting game. The two teams were well matched. The Stampeders took the lead in the second period, with the Kangaroos hot on their heels. The game ended with a close score of 6-4 in favour of the Stampeders. Swimming with an Olympian WHITNEY GRIFFITHS Observer Reporter The Waveriders are starting the swim season off strong after completing a two-day camp style clinic held Oct. 4 – 5 run by Olympic medalist and former international swimmer Brent Hayden. Hayden dove into the waters at the 2012 Summer Olympics to win a bronze medal in the 100m freestyle. He has also attended the World Championships earning one gold medal, three silver and one bronze during his career. Hayden currently holds the Canadian record in the 200m, 100m and 50m freestyle This accomplished athlete was

also inducted into the B.C. Sport Hall of Fame in 2013. This is not the first time Hayden has stopped by to help aspiring swimmers improve their skills, having taken the plunge in Quesnel’s waters for the last two years often accompanied by other Olympians in tow. For this third visit, Hayden hosted his official swim camp. “We just started the season and this is a great intro because it is all technique and the kids can just build on it for the rest of the year,” president of the Waveriders Swim Club Angela Swyers said. The Brent Hayden Swim Camps (BHSC) were launched in March with Quesnel being the fourth stop for the swimmer. See PAGE A19

Starting the season with a big splash

From A18 The program was created and is instructed by Hayden and his wife Nadina Zarifeh. With these camps, Hayden hopes to motivate swimmers of all ages and abilities by giving them the instruction and tool need to improve. Hayden and Zarifeh apply a hands-on coaching method during the swim camps, working specifically on stroke, start and turn techniques as well as in-water demonstrations. There is also a small amount of classroom work to accompany the dry land and pool training sessions. In the classroom instructions Hayden provided insight on the mental preparation and sport psychology required for high intensity swimming, as well as nutritional guidelines. After the camp each participant receives a free BHSC t-shirt and swim cap to commemorate the event. Several swimmers from Williams Lake travelled up to Quesnel for the event. “We had 47 kids sign up for the camp,” Angela Swyers said. “They started at four and went all the way up to 17.” The camp ended with a bang. Earlier in the day Waverider Billy Swyers challenged the visiting olympian to a race. As the official camp sessions concluded, Hayden dove into the water, preparing to tackle the lap lane in a fun race against two Waveriders. The other camp-goes stood on deck cheering for the swimmers as they jetted through the waters. It was no surprise that Hayden took first place in this min-fun race, but the Waveriders couldn’t have turned down a chance to race an Olympic medalist. Billy and Hayden shared a celebratory high five as the race and camp concluded. Angela Swyers is hopeful that this won’t be the last visit from Hayden.

Drive What you can’t see is the 317 kgs that the ‘15 F-series has lost, thanks to that aluminum body and the increased use of high-strength steel in the frame – but, you can certainly feel it while driving. The truck is nimbler, has less wash in the corners and simply handles better. The cab is virtually silent and for comfort, the HVAC is split side-toside, front and rear. The hood and side windows have dropped in profile for better visibility, while the size, colours and quality of the computer generated gauges and controls simplifies operation while driving. I towed with the new truck and its manners are good if not improved. In part, this is assisted by the long list of towing features like trailer sway control; tow/haul mode; Dynamic Hitch Assist, SelectShift transmission and better tow mirrors. differential locker has been added. This truck churns mud better than ever. Verdict Payload is up (to 900 kgs) and so is towing (approx. 5.5 tonnes) yet overall body weight is down by 317 kgs. Ford offers four engines and even the smallest 2.7L EcoBoost will still tow up to 3.8 tonnes. The cab is quieter, yet larger. The floor is flat yet has more storage compartments. The dash is less cluttered yet offers more information. Do you sense a theme here? Consider that the design phase of this truck took four years and the testing was the most intense ever. The result? A list of improvements a hockey rink long – that’s a fact. Now, how will they all work together? Well Ford’s claims will have to play out on roads, across Canada, in the coming years. But from what I’ve seen in Texas, I’d say Giddy Up!

City of light shines brightly on dream machines but the crowds at the Volvo stand in Paris were packed with people combing over every pert of this attractive SUV. It has been over ten years since Volvo introduced the original XC90 and the years have not been good to this vehicle or the brand. Sales for the XC90 and Volvo in general have been pathetic in North America. This new XC90 has a lot going for it and Volvo hopes it will help revive the brand. The XC90 will be sold in Canada with AWD in the T6 or T8 engine variants. Both are turbocharged and supercharged and are matched to an 8-speed automatic. The T6 has 320hp and the T8 comes with an additional 80hp electric motor for improved power and efficiency. The three-row design remains intact but the interior is larger for more space. The dash is a standout with a vertical iPad-like application in the centre for class-leading connectivity and usability. The price of the T6 will start at $60,700 and the T8 will start at $73,400. Paris, France – The Paris Auto Show is one of those must-visit events for those of us charged with reporting on the latest and greatest new vehicles. So many manufacturers now develop products for a world by Zack Spencer market so these early European shows often offer a glimpse of what’s coming next to our shores. Here are five machines that caught my eye. Lamborghini Asterion Let’s start with a dream machine. The Lamborghini Asterion concept car was certainly a showstopper. Sidestepping the current design approach of angular shapes with hard edges, this new Lambo has a more curvaceous look that almost mimics a front engine car. What is wedged in the middle of this exotic is a hybrid system that marries a naturally aspirated 5.2L V10 engine with three electric motors (Two in the front producing all wheel drive and another in the transmission for full electric drive capability), producing a whopping 910hp with acceleration that will see this car run to 100km in just three seconds. The Asterion is capable of running on just electric power for roughly 30km and, providing silent driving in a wickedly sexy machine. This is a just a concept at this point but with mounting pressure on car makers to reduce carbon output and the fact the Porsche brand (Another VW Group brand) already has the 918 hybrid, this looks like it could make it to market within the next few years. VW Golf Alltrack Ok, now back to earth. With the trend towards all-wheeldrive (AWD) gaining more and more momentum it was only a matter of time before cars previously without AWD start to appear with this option. Take the popular VW Golf wagon, soon to be available in Europe with AWD and a slightly higher ground clearance. Called the Alltrack, this more rugged looking and capable VW will certainly appeal to buyers of the Subaru Outback or Audi Allroad. In North America, we don’t buy many wagons but we certainly love when manufacturers add a slightly higher ride-height, lower body cladding plus AWD and call them a crossover vehicle. Sales jump. Not available in Canada but after chatting with VW Canada executives, they have put in a request to Germany to get this car for our AWD-loving climate. Stay tuned. Toyota i-Road Imagine a pure electric, three-wheel, scooter-like vehicle, with a fixed roof, steering wheel and can drive up to 45km/h with 50km of electric range. The Toyota i-Road attracted big crowds when it was demonstrated at this year’s Paris Show. The small wheel at the rear of the i-Road pivots at low speed for amazing maneuverability, plus when driven at higher speeds the entire vehicle tilts over like a motorcycle with the front wheels rotating independently of each other. It looks odd and must feel odd to drive but the upside is covered driving, without a helmet, and emissions free transportation. The i-Road is being tested in Japan and will be used in the French city of Grenoble as part of a vehicle-sharing program. This type of vehicle already exists in Europe but the tilting and pivoting elements make it unique. This would not be popular on our wider roads in North America but the i-Road will fit right in on Europe’s busy streets. Fiat 500X The Chrysler Groups’ parent company Fiat is at it again, taking the best that its European brands have to offer and marrying them with American brands. The Fiat 500L has had a mild reception here in North America so now they have taken the same platform and produced the Jeep Renegade. To complete the circle, the same Renegade approach is being used with this Fiat 500X, basically, taking the same Jeep-like elements and making them into a Fiat. The 500X will be available with front wheel drive (FWD) or AWD and a variety of engine and transmission options in Europe. The engine choices have not been divulged for our market but expect to see the 170hp 1.4 turbo 4-cylinder and the 184hp 2.4L 4-cylinder engines here. The Fiat 500L has not been a hit for Fiat but, yet again, add a more rugged look and the sales will likely follow. Volvo XC90 Will the introduction of an all-new, full-size XC90 SUV be enough to save Volvo here in North America? Time will tell
