TERRACE - Family and friends of missing First Nations woman Lana Derrick organized a rally outside the Terrace RCMP detachment Saturday afternoon Oct. 4, calling for a national inquiry into all murdered and missing women. “It’s significant because it’s the Highway of Tears where so many aboriginal women have gone missing,” said rally organizer Wanda Good of the choice to start the march at Ferry Island and then follow Hwy16 downtown. “My cousin [Lana Derrick] went missing 19 years ago on Oct. 7, 1995 so we’ve been looking for her ever since, and we haven’t gotten any answers. We didn’t really get a response initially so there was some frustration, and of course there is more frustration with not knowing what happened to her.” Similar rallies have either happened or are to happen around the north and are meant to have the federal government

hold a public inquiry into missing and murdered aboriginal women not only as a matter to be dealt with through increased law enforcement but as a deeper social issue that requires an inquiry and substantial response from various institutions. Speaking along with Good and the First Nations elders was RCMP Sgt. Wayne Clary who is the head of the RCMP’s missing women’s task force called Project E-PANA. “I am here to represent Lana and help discover what happened to her,” said Good. “A lot of work has been put on this investigation and unfortunately a lot of it is behind us but there are a number of tough things we have to do in front of us. We are going to keep going forward. We have a unit that follows every single one and makes sure they are done properly,” he said, adding that RCMP missing persons operations have improved greatly over ten years. Derrick was a Northwest Community College student when she went missing.

Blueberry housing stops short By Cameron Orr

KITIMAT - The affordable housing proposal for Blueberry Street, which sought to construct townhouses with built-in secondary suites to supplement homeowners’ incomes, hit the end of the road in its current form. Councillors voted to reject the zoning application which would have densified 4 Blueberry. The decision was unanimous. “I have reflected upon what everybody has written and I put myself in the boots of people living next door to what is being proposed and it’s just not fair,” said Mario Feldhoff, who moved to reject the application. “It’s one thing to rezone a neighbouring street...it’s another thing to rezone a lot on a street that people move to with an understanding of what the zoning would be.” Feldhoff had hoped the proponents would have looked at

District of Kitimat owned land a short ways north from Blueberry and council initially had directed staff to work with them on fleshing out that idea the last time this proposal came to council. The District owns the lot at 461 Quatsino Boulevard, which is currently zoned G1 - Institutional. It was purchased July 14, 2012, for $119,000. Rob Goffinet said that if it was apparently clear that such housing was needed they would look at it again but as it is the town has no immediate need. “There appears at this moment there’s no objective need for the large, rapid numbers of developed units in Kitimat,” he said. Edwin Empinado was thankful to the Rigonis for trying to address affordable housing but the addition of 14 units on that lot is “not consistent” to the surrounding area. He still encourages the proponents to speak to the District

about the potential of other areas. The plan as proposed would have seen the construction of 14 townhouses, all built with an attached secondary suite. To make the development affordable to buyers, one block of townhouses would be sold for a 20 per cent discount, will the additions of the secondary suites would provide secondary income to the home owner. The Kitimat Housing Committee’s report to council noted concerns such as the level of affordability, and the long term feasibility of using rental income to subsidize mortgages, as well as the appropriateness of the site for this purpose. An actual draft bylaw was not prepared, which would have triggered a public comment period. But officials still did receive six letters and one petition against the proposal. The petition was signed by 49 people.

Arts groups divide up $2.5 M VICTORIA - Almost $2.58 million is being provided to 257 artists and arts organizations in British Columbia as part of the latest round of successful BC Arts Council grant adjudications. The funding is being provided for scholarship awards and media arts as well as professional development, early career development and touring initiatives in the per-

forming arts and studio arts fields. These most recent awards are a result of applications examined by the BC Arts Council’s independent peer-review process between June 1 to Aug. 31, 2014. The funding is part of the $24 million provided to the BC Arts Council by the Government of British Columbia to support the province’s arts and culture sector

in 2014-15. The approved grants were awarded to emerging and professional artists in addition to community and arts organizations in 39 B.C. communities. As B.C.’s lead agency for arts funding and development, the BC Arts Council enlists the expertise of the province’s artistic community to evaluate applications.

“We will be working with our to-be-selected construction contractor and third party owned and operated accommodation service providers to secure accommodations for our construction workforce.” While the changes were submitted to the B.C. Environmental Assessment Office last month, Sproule said the company does not antic-

ipate the changes to have any impact on the time line for a final investment decision, which is still expected to be made by the end of the year. “We continue work with the local communities, First Nations and all levels of government in an effort to build a world class LNG facility that will benefit the region for decades to come,” he said.

PORT EDWARD - Pacific NorthWest LNG has made changes to its terminal design that would eliminate the need for extensive dredging related to the marine berth. “Based on the feedback we heard from the local communities, First Nations and stakeholders, we are proposing to redesign the marine infrastructure associated with our project to eliminate the need for dredging at the marine terminal and significantly minimize the infrastructure immediately next to Flora Bank,” explained senior corporate affairs advisor Spencer Sproule. “We are proposing a combined suspension bridge and trestle. The suspension bridge would not require any piling on Flora Bank and would connect to a trestle that would extend to the marine terminal. The marine terminal could be approximately 2.7 km west of Lelu Island in naturally deep water in Chatham Sound. The proposed suspen-

Prince Rupert resident loses $10,000 in online scam

PRINCE RUPERT - A Prince Rupert resident is urging online shoppers to thoroughly investigate any websites they plan to send money through after falling victim to an online scam that cheated him out of $10,000. The Rupertite, who asked his name not be used, said the scam began on a Vancouver-based buy and sell website where he saw a mini-excavator for sale for $10,000. The victim communicated with the scammer by email, and was told to send the money through a website that misrepresented both PayPal and Amazon.ca. The victim said he was in contact with the fake seller through email, with communication being friendly. He then sent the money to a fax number from the U.S., with communication ending after the payment was made. Const. Matt Ericson, spokesperson for

the Prince Rupert RCMP, confirmed the detachment received a complaint regarding the incident and said it is currently being investigated by Prince Rupert RCMP. This incident is the 12th fraud case that Prince Rupert RCMP have dealt with this year, and the fourth to occur online. Ericson said people of all ages have been victims of scams this year, with no particular age bracket being more at-risk than others. A representative from Amazon.ca pointed to the “help” section of the Amazon Payments website for tips on how shoppers can protect themselves from fraud on the Internet. One of the tips is to never make a payment to someone whose identity cannot be verified, and to check the website address, as genuine Amazon Payment websites are always hosted on one of three web domains: https://payments.amazon.com/, https://resolutioncenter.payments.amazon.com/ or https:// authorize.payments.amazon.com.

KITIMAT - We’ll try not to get too ‘technical’ but it might be impossible when talking about the Kitimat Fire Department’s newest vehicle. Namely because the truck is officially designated Technical Rescue 11, and it’s arrival to the fire department’s fleet means the work of two vehicles has been combined in to one. “I’m trying to reduce my fleet, I’m trying to really utilize the vehicles, instead of having them sit there,” said Fire Chief Trent Bossence. The two other vehicles he had were specifically

equipped for hazardous materials (hazmat) and for high angle rescue, such as over cliff faces. The truck will of course also service fire calls. The vehicle was entirely custom-built with specifications provided by the Kitimat Fire Department. It includes desk areas inside the cab. “Typically when you do a technical rescue like that it’s quite a large operation, it’s not just a matter of a couple of guys dropping down in to the hole or dropping over a cliff to rescue somebody. “It takes quite a bit of planning and evaluating,” he said. The planning and documentation can be done inside the vehicle.

Communications equipment inside the truck will also keep a constant line of communication. Bossence says if an event happens which triggers the Emergency Operations Centre at the fire hall, the truck will stream communications, including video from mounted cameras on the truck, straight back to the command centre. The Kitimat Fire Department, he said, also coordinates response plans with local industries. As for the recent fire truck pull itself, United Way Community Development and Campaign Officer Olivia Bartsoff said for the first year in Kitimat it was a great success, and Kiti-

Stewart named clean power community VANCOUVER - The District of Stewart has been named 2014 Community of the Year by Clean Energy BC, the industry association of B.C. independent power producers. In 2010, Stewart began to help the Long Lake hydroelectric project come into being on Cascade Creek, 20 km north of Stewart, announced Clean Energy BC in a press release Oct. 6. The Long Lake generating station is a 31-megawatt project that can feed enough electricity to BC Hydro to power some 13,000 typical B.C. homes. It was developed as a joint-venture partnership between Regional Power and Premier Power Corporation, with the co-operation of local First Nations groups. “This is a very big deal for us; the business and the award,” said Stewart mayor Galina Durant. “We helped the company establish itself here for the project and gave it what help we could. It’s been a very good relationship and it remains a very good relationship.”

PRINCE RUPERT - The Prince Rupert CanfiscoMidget Seawolves defended their turf to a tee on the weekend. The Vanderhoof Bears invaded the confines of the Jim Ciccone Civic Centre on both Saturday and Sunday and left licking afterwards their wounds by counts of 3-1 and 6-2 scores. A scoreless first period opened the two-game series before Seawolves’ alternate captain David Smith broke the deadlock with a goal six minutes into the second frame during Saturday’s first contest. Austin Weir added to that lead when he notched a marker of his own at 12:54 of the second. Vanderhoof would later cut that lead in half with a goal from Connor Arnason just under two minutes later at 14:40. Keiden Archer iced the game in the third with a goal to complete the 3-1 win. The next morning, a four-goal first period blitz surged the Seawolves to a convincing 6-2 victory. Two goals from Austin Weir 25 seconds apart started the game with under five minutes left in the first frame. That was followed by the Seawolves’ Drew

PRINCE RUPERT - The real estate market in Prince Rupert continues to be a hot one, with more properties sold for more money than last year. Numbers released by the B.C. Northern Real Estate Board show 263 properties worth $55.4 million were sold in the first nine months of 2014 compared to 206 properties worth $45 million through the first three quarters of 2013 — an increase of 57 properties and $10.4 million. So far this year there have been 192 single family homes sold, with half of those selling for less than $213,000, compared to last year when 154 single family homes sold for a median price of $196,215. The numbers from 2014 are a fiveyear-high for real estate sales in Prince Rupert and well above the low of 72 homes being sold for a median price of $185,149 back in the first three quarters of 2011. This year, homes took an average of 76 days to sell. At the end of September there were 176 property types still for sale on the Multiple Listing Services. Real estate sales in Prince Rupert have bucked the trend of declining property sales in the Northwest. In Terrace, 288 properties worth $72.5 million sold in the first nine months of 2014 compared to 289 properties worth $65.1 million in the first three quarters of 2013. In Kitimat there

Official Community Plan Bylaw – the purpose of the Official Community Plan is to document a vision for future development in Stewart and to provide policies that will guide District Council and the community at-large to help achieve the vision. Zoning Bylaw – the purpose of the Zoning Bylaw is to regulate how land is used. It addresses issues such as the permitted uses on various parcels of land, setbacks from property lines, building coverage and siting, use of accessory buildings, parking requirements, and other key matters that relate to the development and use of a property. Stewart’s previous Official Community Plan Bylaw and Zoning Bylaw were adopted in 1996. Both of these documents have been rewritten and apply to the entire District. dent Barb Hall, in terms of planning the event, reaching more people through their advertising. “It was a big success, for sure.” She said there was no official weigh-in done on the garbage but a dumpster placed at Hirsch Creek was entirely full, and a dumpster in

the parking lot of the Rod and Gun was half full by the end, not including cans and bottles people collected. To see how much the event has grown, last year KUTE saw 63 people attend, which was a respectable number in itself.

NASS RIVER BRIDGE REPLACEMENT: NOTIFICATION OF TEMPORARY AND FULL CLOSURE Due to the Nass River Bridge Replacement at Km 14.7 of the Kinskuch Forest Service Road, access to the north side of the bridge and the Avanti Kitsault Mine Site will be restricted. The Kinskuch Forest Service Road will be closed between 14 km – 15 km intermittently or fully starting October 9, 2014. Intermittent closures on the Kinskuch Forest Service Road will occur daily from 8 am to 5 pm starting October 9, 2014 until November 15, 2014. Expect 2 to 3 hour delays. Full closure on the Kinskuch Forest Service Road will occur from November 15, 2014 through February 28, 2015 and will be in effect 24 hrs/day. Absolutely no thru vehicle or pedestrian traffic will be able to cross the bridge. A detour route will be available. Access to the detour route is located 35 km north of the Nass-Cranberry Junction on Highway 37. It provides access to the north side of the bridge and the Avanti Kitsault Mine Site via the Arbor FSR (0 – 2.5 km), Niska FSR (0 – 41 km), and Kinskuch FSR (15.8 – 40.3 km). The total detour route length is approximately 100 km. Drivers should allow a minimum of 3 hours to navigate from Cranberry Junction to the Avanti Kitsault Mine Site. The detour route will be posted. 24/7 recycling transfer station opened in Prince Rupert

PRINCE RUPERT - It was the grandest ribbon-cutting for a series of recycling bins in Prince Rupert’s history, but it also symbolized a greener and more sustainable future. As of last weekend, the Skeena ­—Queen Charlotte Regional District’s (SQCRD) 24-hour-per-day recycling transfer station is now open thanks to a funding partnership between the district, the Prince Rupert Port Authority, the Coast Sustainability Trust, the Government of Canada and the City of Prince Rupert. Mainland Solid Waste Management Committee member Jean Martin was on hand, along with SQCRD chair Barry Pages to open up the facility to the public. “It’s a great honour and privilege to be

TERRACE - The Terrace Bluebacks swim club has been dryland training on Terrace Mountain waiting for the aquatic centre to reopen after over its annual closure for maintenance and renovations. They’ve also been travelling to Kitimat to use the pool in that city. The pool is set to reopen Oct. 18 after work that includes a new west wall. That wall is the reason the pool closure ran longer than usual. “The wall materials took longer than anticipated to arrive,” said Kristine Kofoed, speaking for the City of Terrace. “It’s likely the pool will re-open without the new wall being totally complete as the fan still needs to be mounted through the new wall that is currently being constructed.

PRINCE RUPERT - The quickest way to get anywhere in sports is to win. It’s a harsh truism that Frank Slubowski knows all too well – and he’s dedicated to the cause for his senior year at Western Michigan University (WMU) as the Broncos’ hockey netminder. “I want to win,” he said on the weekend. “That’s the biggest thing for me. I want to get another championship – not just [in the] conference, but hopefully nationally and of we have that success as a team, I think individually the contracts will come, and the success individually will come.” Slubowski will try and beckon the National Hockey League (NHL) to knock on his door, and with the added exposure of WMU being added to Division 1’s National Collegiate Hock-

ey Conference (NCHC) last year, the goalie will try and earn his contract in front of nightly professional scouts. The highest level of hockey aside from the NHL and its farm league, the American Hockey League, Division 1 college hockey demands the best of its members every night and Slubowski has gotten more used to the different aspects the NCHC brings. “The conference has a lot of skill and it’s pretty deep and the travel’s a little more hectic but it’s a competitive league and I’m looking forward to it,” he said. In a media preseason poll, the pundits proclaimed North Dakota as the favourite to win the conference. Despite being their rivals, the Broncos’ Slubowski kind of likes to play there. “Their atmosphere [in the arena] is pretty wild. It’s always sold out and it has lots of energy. It’s crazy,” said the keeper.

Slubowski is coming off a career low year in terms of team stats with his wins and goals against average (GAA). He had eight wins compared to his two previous seasons when he collected 17 and 19, though he did play only 20 matches, compared to 32 and 38 in 2011-12 and 2012-13 respectively. His GAA was 2.55. He previously had 2.00 and 2.03 in his first two years. However, his save percentage (SV%), a better reflection of individual play was the second-highest out of his three years – a .915, just .003 short of his .918 career high of his .918 in 2012-13. To correct his mistakes, he went back to the basics. “I worked a lot with my goalie coach on Vancouver Island [over the summer] and we worked a lot on just simplifying my game. I think last year, I was trying to do too much and that took away from my game.

But this year, I worked on controlled movements and just simplifying it – doing the basics,” he said. “It’s funny, watching the pro guys – they don’t do anything spectacular, they just do the basics really well and that’s what I learned playing with [them].” Slubowski came back to Prince Rupert for a couple of weeks over the summer and went fishing. “It was actually nice when I was there, so I enjoyed the weather,” he said. As for school, the goaltender is finding senior year to be a good fit. “It’s more challenging my freshman year [in terms of] balancing the hockey-school schedule. As a senior, you’ve kind of figured it out and it’s way easier.” The Broncos play Canisius College in Buffalo this weekend before hosting Nebraska-Omaha in their conference home opener next Friday and Saturday.

Torch committee co-chair Tyler Clarke said they will join the 25 people chosen by the games’ staff and take part in the nine or 10 km long route through the city, the details of which have yet to be decided. “At this point, we are reaching out to locals for where they’d like to see the torch go,” he said about the torch route through town.

So far, suggestions for places for the torch runners to go by have included George Little House, city hall, the Grand Trunk Pathway, Heritage Park and the Terrace Sportsplex. Each runner will carry the torch about 250 to 400 metres, Clarke added. The torch celebration committee will be working with the Downtown Terrace Improvement Association to plan the relay in conjunction with the annual Festival of Lights Dec. 6, said Clarke. The games committee are in Ottawa this week and are scheduled to be lighting the torch today and then bringing it back to B.C.
