Drugs and stolen property were found in a house raided by police Wednesday for the third time in a year. Ridge Meadows RCMP used a battering ram to enter the residence at 11690 – 224th Street in Maple Ridge, just before 3 p.m. Five people were detained, but released soon after. “Those persons were identified and an ongoing investigation is required to determine if charges would be approved by Crown,” said Cpl. Alanna Dunlop. Located downtown next to TAGGS medical marijuana dispensary, the house was the site of a meth lab explosion in 2011 and a second meth-related accident in 2012, when a tenant was burned by chemicals. The RCMP’s street enforcement team conducted a similar search at the property last October. See Bust, 8

A
nita Hauck has been called every ugly name imaginable. She is often referred to as “trash.” Sometimes people throw garbage at her.
“I’m invisible, well at least many of you want me to be,” says Hauck, a smart, well-spoken woman who is used to work at the Caring Place until her life spiralled out of control late last year. Hauck has become a sort of informal advocate for the people who live on the streets of Maple Ridge and is part of a contingent who are worried about where they will sleep once winter approaches. The Salvation Army’s Caring Place will not be receiving federal funding for 15 extra cold weather mats this year, which means Hauck and many of her friends will be forced to sleep outdoors.

She predicts the homeless in Maple Ridge will only become more visible as they’ll have no alternative but to huddle in the doorways of businesses or parkades to stay warm. “The battle is for affordable housing,” said Hauck. “Someone goes to treatment, they need a clean place to live now. Anyone know where to get that at $375 a month?” Hauck is now proposing the city find a place for the homeless to camp permanently in Maple Ridge or at least until a solution is found. She envisions something similar to Dignity Village in Portland,
a city-sanctioned encampment of an estimated 60 homeless people that has crude, but functioning cooking and washroom facilities. She has support from many of the street-entrenched people in Maple Ridge. Ken, Anita’s partner, said they are hoping to gather a group of homeless people to ask the city for more affordable housing, and a tent city. They wanted to organize a group of about 100, but their last meeting had only about 15. He doubts there would be violence or problems in a homeless camp. See Homeless, 5

everal candidates for Pitt Meadows council have promised to reveal their campaign donations ahead of voting day, even though they are not legally obligated to do so. Couns. Janis Elkerton and David Murray made the same commitment in 2011, disclosing who funded their signs, brochures and posters before voters went to the polls. Elkerton stressed she is not taking any donations from developers or unions because she is funding the campaign herself. Murray was a CUPE-backed candidate in the 2011 and said he will be supported by several unions this year, as well. He too will make those donations public before Nov. 15. “I think transparency is really important,” he added. “It’s not a big secret.” Coun. Bruce Bell has set a budget of $3,500, which he financed himself. Mayoral candidate John Becker, meanwhile, has a section on his website titled ‘donation disclosure’ and has made it clear to anyone who donates to his campaign that their names and addresses will be published online. The former city councillor revealed his backers when he ran for mayor in 2011. He spent close to $30,000 on that campaign, which was largely self-financed, but includ-

He pointed out that one of his opponents, Michael Hayes, financed his entire campaign with donations
from two developers in 2011. Hayes ran for a council seat in 2011, but is challenging Becker for the mayor’s position this time. In 2011, Hayes received donations from three individuals and one company connected to Mosaic Homes and Alouette Estates. Candidates are not required to reveal their donors before voters head to the polls. In B.C., campaign financing disclosure statements must

be filed within 90 days of an election, or by February 13, 2015. Hayes is funding his own mayoral campaign, “at this point.” “Elections B.C. has specific rules with regards to financial disclosures and I intend to adhere to the rules set out by B.C. Elections,” said Hayes, who is acting as his own financial agent. “I will remain open and honest with my constituents at all times.”
Gary Paller is also seeking the mayor’s seat - for the second time – but did not return a call for comment. Neither did council incumbent Gwen O’Connell or Andrena Raymond, a new candidate who filed her nomination papers this week. Mike Stark, who ran unsuccessfully in 2011, won’t be taking money from unions or developers either and intends to spend around $4,000 of his own money on his campaign. Andrew Thompson, who will be seeking a seat for the first time, said his campaign is currently being funded by himself, with some limited donations from friends and family. “For a full disclosure of all my financial contributions, please read my financial disclosure statement available after Feb. 13, 2015,” he added. Tracy Miyashita, who is seeking her third term on council, does not have a problem with revealing her donations before Nov. 15, but noted candidates sometimes get donations right up to the day of the election and even weeks after. “Due to this fact, Elections B.C. requests we submit 90 days after,” said Miyashita. “I worry that some candidates may hold off on cashing these donations until after the story so it doesn’t appear that they have received a donation. I am following the rules set out by Elections B.C. as it is transparent and we have a legal obligation to do so. At this point, I have not received any donations nor have any in the works so to speak.”

Maple Ridge Council Watch is challenging candidates to announce their campaign contributors a week before the Nov. 15 municipal election – so voters know before they head to the ballot box. The Facebook group run by former school trustee Katherine Wagner issued the challenge this week. Elections B.C. only requires candidates to file their campaign disclosure forms after the election, within three months. Voters learning who’s donating how much to each candidate won’t make or break a candidate’s campaign, said Wagner. “It’s another piece of information for them to
consider.” But if candidates are saying they’re for accountability and transparency in government, she added, they should be willing to say who supports them. “We have a right to know. We just don’t have a right to know in time for it to influence our vote. Candidates who received donations in previous elections say the contributions they receive don’t influence how they vote at the council table. “I think candidates have to think long and hard about who they take donations from, because it’s hard to separate it, especially if it’s from developers,” she added. “When they come to council asking for permission for rezoning or whatever, you may consciously feel you’re not allowing it to affect your decision. But subconsciously, I don’t know. “And I think the optics are terrible.”
Wagner assumes candidates will post their donations on their websites, including “inkind” contributions, by Nov. 8, a week before the municipal election. Mayoralty candidate Ernie Daykin said he’ll do so. “I don’t have any problem sharing it ahead of time.” Donations could come in after the Nov. 8 date, however, he added. “I’ve got nothing to hide. I don’t think it will be a big deal.” Daykin took donations from a variety of sources in the 2011 election, spending just more than $11,000 in the campaign. His largest contributor was Narland Properties, owners of Haney Place Mall, which gave $3,000. “It’s never influenced how I voted,” he said. “I’ve declined money because you wonder if there’s an expectation from something down in the future.”
He said he’ll likely spend more this time around than in 2011. “You can spend $10,000 in advertising without even blinking an eye.” One of Daykin’s rivals in the race for the mayor’s chair, Mike Morden, isn’t as definite about whether he’ll post his donors online. “I didn’t even give it a thought,” Morden said. Nicole Read, who’s also running for mayor’s chair, said she’ll be funding her entire campaign herself. Graham Mowatt, also running for mayor, will do the same. He may get some small contributions and if he does, they’ll be posted on his website soon. H is election budget is about $3,000. Gary Cleave, running for mayor, as well, won’t accept any contributions and will spend minimal dollars on his campaign. “It’s a very simple answer for me,” adding he supports the idea. See Declare, 5

“Everyone watches out for each other,” he said. “There’s honour, respect and trust.” “He’s homeless,” he says, pointing to a young, well-dressed man with a backpack. He said that despite their situation, most homeless people try to stay in decent, wear clean clothes, and keep themselves showered. “Dress well, and fit in,” he asserts. Ken said he is certified in seven trades, and used to work in the oil patch. He knows other people on the streets who have trades tickets. Currently, he explained, homeless people are scattered throughout the community. They pitch their tent for the night, and pack it up when the sun rises, before police or bylaws officers come to move them along. Sometimes, he gets moved by peace officers even if his nighttime camp is all packed up, he said. He tells them he has a right to be in a public park, but it falls on deaf ears. The number of people
living on the streets in Maple Ridge and Pitt Meadows dropped for the first time this year after rising steadily since 2005. Results of the 2014 Metro Vancouver count on March 12 were released Wednesday, showing 84 homeless in the area, down 38 per cent from 110 in 2011. Of the 84 counted, 39 were living on the streets, 43 were found in emergency shelters or other facilities and two had no fixed address. Mayor Ernie Daykin, who is seeking his third term in office, acknowledged the city still has much to do to address the homeless problem. Daykin believes the problem is due to a lack of resources for mental health. He points to the federal government and province constantly downloading responsibilities. “We all have to be part of the solution,” said Daykin, adding he does not support the idea of a permanent camp for the homeless. “You are going to have
basic quality of life issues,” he added. “How do you break that cycle? In my view, it’s a BandAid for a bigger systemic problem.” Daykin agrees that pushing people around the downtown, from one empty lot to another is not the solution. “There’s been an incredible investment in our downtown. I don’t want our investment in jeopardy because we can’t get a handle on our social problems,” he said. Daykin plans to continue pressuring the province for affordable housing. Coun. Mike Morden, an incumbent two-term councillor who is challenging Daykin for the top position, knows a permanent camp for the homeless is a touchy topic, but he’s willing to try it. “I guess it’s highly controversial, but I’m open to looking at it.” But other work needs doing. “We have to do a needs assessment in our community … and that work’s not been done.”
That will look at what services are available. Morden said homelessness is a community problem, but that both the federal and provincial have to pitch in. “Working together, we can actually sort this out.” He dismissed rival candidate Nicole Read’s call for a mayor’s task force on the topic. That’s being brandished as a “magic bullet.” Morden said it’s going to take a concerted effort by everybody to find a solution. Marcy Luggi has been homeless off and on for a long time – in Fort Saint John before and the past two years in Maple Ridge. “I have my ruts and downfalls.” Other towns allow homeless people to keep their tents up, she explained. Luggi thinks the time has come for a homeless camp in Maple Ridge, and it should be near a homeless shelter, where people can get food, a shower and “the basics.” Luggi said there a sense of community among the homeless people in the city. “People who live on the street here have got your back, no matter what.”

Council incumbent Corisa Bell has said she’ll post her contributions over $50 as they come into the campaign. Candidate Todd Oliver says he’s also paying for his entire campaign, adding all candidates’ contributions should be public a week before election day. “This will allow the citizens to view and make the right choice based on the integrity of the candidates judgement as to who they allow to endorse them,” he said on Facebook. Alex Pope, Grant Sanderson, Sara Dawn Beckett, Kristina Brown and Morgan Jensen, say the same thing, with Jensen adding he’s set a maximum contribution of $100. Kiersten Duncan said she posted her contributions during the 2011 election. She favours posting contributions one central site. Dean Barbour said he’s uncomfortable taking large donations, but if he does, he’ll post them on his website. James Buddy Rogers is getting contributions from “grass roots” sup-
port and says he’ll be posting contributions “as time permits.” Coun. Bob Masse, seeking a second term, pledged to do the same. “I don’t have any problem with that at all. I ac-
tually think it’s important that everybody say who’s supporting them.” He’ll post those contributions on his website that will be online soon. Masse though said he hasn’t heard the request
directly from Council Watch and hopes they’ll reach out so everyone knows. Coun. Al Hogarth says he’ll do the same. “I don’t mind saying what I get from folks.”

Priorities off The provincial government has asked residents to take part in discussions about improvements to the transportation system over the next 10 years. While public consultation is always a good idea, the province’s “On The Move” document, which provides information to guide public discussion, is missing some key elements. While it makes reference to B.C. Ferries and to the Metro Vancouver transit system, neither is part of the discussion the ministry wants to have. Bridge tolls are completely ignored. The guide asks participants a series of very general questions, which do not even mention ferries or tolls, and make just passing reference to transit. This comes just a few weeks after the provincial government’s approach to B.C. Ferries was roundly condemned by the Union of B.C. Municipalities, and a report commissioned by that body stated that the cuts to ferry service and increased fares have reduced B.C. economic activity by $2 billion. As for transit within Metro Vancouver, mayors are supposed to be putting together priorities for a referendum, scheduled to be held next spring. While a great number of projects have been proposed, the means to pay for all these ambitious projects remains elusive. It is obvious that the province does not plan to give up any revenue, and property taxes to fund TransLink are already high. Boosting the gas tax will just send more people south of the border, and impact local businesses even more. Adding new taxes to pay for more transit projects will be a tough sell, particularly given the soft state of the economy. Most people are not enjoying increased incomes, and high housing prices and already-high taxes are sapping disposable income. The province seems determined to whistle its way by these major concerns about transportation. While there are many other priorities and public input is helpful, ignoring several of the biggest transportation issues does not seem reasonable. – Black Press

There’s been more visits to doctors lately, and a nasty battle with C. Difficile – the result of broad spectrum antibiotics. We tend to forget that nothing and nobody lasts forever until disease or a pernicious stomach bug comes along. I don’t mean we should dwell on that, only that we should thank our doctors and

live for the moment. A year ago, Parker’s mechanical problems reminded me that everything in man and machine breaks down, and that neither repairs or new parts are guaranteed. Firstly, there was Parker’s broken brake release cable. GM didn’t have one anywhere, nor did any wrecker in Canada. An exhaustive search by Joe, a parts man in Bellingham, finally uncovered one of the last ones in existence. It was in Texas. When Roy at Minit-tune installed it, Parker was delighted. As he hummed along, I sang, “We’re back on the road again.” We lived for the moment until Parker had another serious problem. We lost the crescent shaped horn caps on his steering wheel. Texas couldn’t help us this time, but George, at Stave Falls Auto Wreckers, could. Months went by smoothly until last spring. Parker and I travelled to Pender Island, where I have a piece of raw land. On the way up the hill to the property, we ran over a fallen branch. One end flipped upward and snapped off three staves on Parker’s beautiful grill. He looked like he’d had his teeth knocked out in pub brawl, an event you’d never imagine if you knew how refined and dignified Parker is. He’s a proud, classy car. It must have been hard to go out in public with his face bashed in. George, who was quickly becoming a friend of the family, found the old boy a

new grill and even replaced the broken one. Parker had his smile back. I’ve learned that an ignition coil on a car is like a human heart. It provides the spark that sets parts in motion. Parker underwent a transplant for one two years ago. I located it at a wrecker in Abbotsford. Roy, Parker’s Doctor of Mechanics, installed it. This September it failed. It was find another, or finally lay Parker to rest. There was only one place to look. George, at Stave Falls found a coil in Oliver and had it bussed to Roy. I can’t describe my relief when he called to say the procedure had been a success. “But, Jack,” he warned, “if you’re going to keep Parker, you might want to start looking for a back up ignition coil, and maybe a few other parts.” I made a call to George to thank him again for going the extra mile for Parker. “No problem, buddy,” he said. “Do you do that sort of thing often?” I asked. “Every single day,” he assured me. “Had to order a front door for a 1963 Lincoln Convertible, from Arizona. Original paint, not a speck of rust. Recycling is very important.” The Lincoln’s buddy – obviously another anthropomorphist with a sense of his own mortality – was overjoyed. The kudos keep coming Maple Ridge and Pitt Meadows educator Scott Ormiston. This week it was announced that he had won a Prime Minister’s Certificate of Achievement. He was one of 54 teachers from across Canada to win an award, which was announced on Oct. 7. Ormiston is part of a team that works with at-risk students in the local school district, and has increased its aboriginal graduation rate to 74 per cent – which is 20 points higher than the average for the province. It is one of the best aboriginal graduation rates in the province. The award announcement notes that the Garibaldi Special Education Department, developed under Ormiston’s leadership, has been used as an exemplary case model for resource departments in other schools. His innovation is shown in implementation of the “Brag Board” to promote student success. Hundreds of students place an academic achievement on the board, that translates into entries for a prize draw – the more achievements the better odds to win. Ormiston partnered with Shell Oil Canada to provide funds to

The latest honour follows on an award that came to Ormiston in April. His Alma mater, UBC, chose him to receive the 2014 UBC Alumni Teaching Award, citing his “indefatigable commitment to teaching, and the passion, kindness and caring he brings to his practice.” Ormiston has a long relationship with this district. He came here in 1983, but left for Calgary after meeting his wife at the Winter Olympics in 1988. After
five years in the Stampede City, they returned to B.C. in 1989, and he has been in School District No. 42 since. For about 20 years, he worked at Garibaldi secondary, in the resource room, keeping kids considered “at risk” strongly linked to the school system. Two years ago, he was asked to become one of two resource teachers for secondary school aboriginal education. In this new role, Ormiston works at Thomas Haney, Garibaldi and Maple Ridge secondary schools, supporting aboriginal education workers and dealing directly with students.

Robson running Former Maple Ridge mayor Gordy Robson is running for council. And improving the plight of the homeless and the city’s street scene is top of his todo list, if elected Nov. 15. “If I get elected, I hope to work with whoever’s going to be mayor and let’s get back the streets. Let’s get these people into treatment. We’ve done it before, we can do it again.” Robson, mayor from 2005 to 2008, wants to reinstitute the crystal meth task force that fell apart in 2005. It utilized several agencies such as police and outreach workers and dealt with street people individually. He says the Salvation Army has been bringing people out from other communities “and they have stayed.” The Salvation Army, however, maintains most residents at the Caring Place are local and those from outside the community stay here only a few days. He also wants to limit property tax increases. He’s not supporting any particular candidate for mayor and says if elected he can get along with the rest of council. “I think I’m probably a little mellower than I was a decade ago.”

Don Mitchell doesn’t want to enter a race unprepared, so he spent three years studying, learning from and listening to Maple Ridge council meetings before deciding to run for one of the positions himself. “I contemplated running in the last election and decided, ‘You know what, I didn’t know enough about how all this stuff operates to be able to go and be a councillor and be effective.’ “A lot of people say they want change. Well, it’s tough to change things if you don’t know how it works, to start with. So I made sure I know how.” Mitchell has recently retired, a fact which allowed him to get to the early Monday meetings. He’s been to three quarters of the council morning workshops and half of the committee of the whole meetings in the past three years. Mitchell has also chaired the Maple Ridge-
Pitt Meadows parks and leisure services commission the past two years. “It’s a whole cross-section of things I’ve been involved here in the last three years that certainly helps.” Mitchell has lived in Maple Ridge for 40 years, and agrees, longtime residents may not be able to see the city from new perspectives to ensure it changes and progresses. But he said you also have to know the history as well, noting how much transportation has improved. He said it’s time Maple Ridge considered municipality-wide garbage collection. “I’m open to it. I think people need to understand it’s not going to happen for free. “One of the main arguments is all of the trucks we have running up and down.” Metro Vancouver is requiring that all green waste has to be out of the municipal waste system by next January.

A neighbourhood activist who has fought city hall from the outside will be seeking a seat on Pitt Meadows council. Mike Stark ran in the 2011 election, narrowly missing a seat with 1,021 Stark votes. A dedicated council watchdog, Stark has attended the vast majority of council meetings, including the city’s annual budget deliberations for the past six years. He believes that taxation, transportation and the North Lougheed Connector will be the main issues of this election. “Our current budget is scheduled to see a 24 per cent increase in taxes over the next five years,” said Stark. “This is not sustainable, nor do I believe it is acceptable to the vast majority of taxpayers.” Stark helped the late Tom Murray gather signatures for his “zero tax increase” petition and believes strongly that a zero increase should be considered during the budget process. He does not support the North Lougheed Connector, a proposed road to farmland, because it will cost taxpayers in excess of $19 million. “This project should be funded by the developer, not the taxpayer,” Stark added. He also wants a provincial and federal commitment to address the ongoing congestion at Harris Road and Lougheed Hwy. As president of the Southern Pitt Meadows Residents’ Association, Stark successfully negotiated a partial solution for the trafficrelated noise issues in the Wildwood area, which culminated in the construction of a new $817,000 sound wall. He continues to work
with the city and local residents to resolve the drainage issues in the area. Stark is retired from a management career with an international communication company as well as executive director of a non-profit organization. He and his wife Laura have lived in Pitt Meadows for 30 years, raising a son here. They have five grandsons. Stark currently sits on the board of the CEED Centre and volunteers with the Alouette River Management Society to monitor the Katzie Slough.

From his home on one of the main roads into town, Douglas Blamey has seen Maple Ridge change before his very eyes. Every year, Dewdney Trunk Road gets busier with cars speeding towards the growing eastern suburbs. “On Friday nights, you can’t get out of the driveway between 4:30 p.m. and 6:30 p.m. at night. They have over-built housing for the road. They should have put a freeway to the north years ago,” said Blamey, a resident of 37 years. He is a retired CP Railway maintenance worker who, so far, hasn’t been involved in municipal issues. But it was a recent event close to home that triggered him to file his papers. “What really set me off the other day was when that guy got shot the other day [and another fatally stabbed] on Laity Street.” Blamey said Maple Ridge has become a “lawless town,” and said if he’s elected he’ll work to reduce the crime rate by 10 per cent a year. He wants homeless people to have job opportunities by starting a recycling processing facility in the Albion area, then using the nearby railway line as transportation link. “We’ve got to get these people who are homeless, we’ve got to get them working.” He suggested a shelter for homeless could be built in the Albion flats area along Lougheed Highway, which then would be near the industrial area. He also said some of the new townhomes on 240th Street are “the slums of the future.” He said Maple Ridge is in a beautiful location, which should be preserved. He also said the bylaws department is too strict.

Bitterness towards the provincial government over public education and potential bargaining reforms as led a retired teacher and former union leader to run for a school board seat in Maple Ridge. Nina Fowell taught in School District No. 42 for 25 years, then retired two years ago and now owns a local business with her son. “I have so much anger toward the government over education,” she
said. “They have turned school boards into businesses, and they have lost what we’re all about.” In her career as an educator, Fowell spent 15 years at Yennadon elementary and another eight years at Thomas Haney secondary, where she taught English, communications, social studies and other courses. She has a masters in curriculum development, and earned recognition for her unique course that has kids learning by creating their own graphic novels. When Fowell fought breast cancer, she started the 2010 Bald and Beautiful calendar
project, which was sold through the Canadian Cancer Society to benefit those struggling financially because of their illness. It featured photos of local cancer patients who had lost their hair. Fowell said Fowell owning her own business has given her experiences that should her be an effective trustee. “In that six years, I’ve learned what running a business is all about – budgets and taxes and the bottom line.” Fowell is also a former vice-president of the Maple Ridge Teachers’

Carreras said trustees need to listen to what the needs are locally, then be a convincing voice to senior government. “The most important thing we need to do as trustees is be vocal, and be talking to the people we represent – parents and students,” she said. “It is difficult for boards because the budget is set for them. We need to be sure we are lobbying senior government and advocating, so schools have the resources they need.” Carreras lives in Pitt Meadows with her husband and two children, aged 13 and nine. She ran the Port Moody School of Dance, which taught 450 students each year. Now she works in administration for the B.C. Government and Service Employees Union. Carreras has watched School District No. 42 struggle with budgets and declining enrollment. Rustling up food bank donations contributed
The Ridge Meadows Minor Hockey Association is going to rustle up some charity this winter. The association is doing its part to give back to the community this year, through a food drive to benefit the Friends in Need Food Bank. RMMHA has partnered with both local rinks – Planet Ice Maple Ride and Pitt Meadows Arena, and has asked all players to participate by bringing one food item to the rink for each home game the Rustlers play. There will be donation bins at both arenas. The food bank’s most wanted list of items: kids snacks, granola bars, Boost and Ensure meal supplements, small juice boxes, fruit cups, canned meat and fish, canned fruit and vegetables, and meals in a tin – chili, ravioli, stews and beans. The donations will be taken to the Friends in Need Food Bank on a weekly basis to help keep shelves stocked.

Gift that keeps on taking E lection time is upon us and much is at stake. I would like to suggest that the infrastructure deficit will be one of the main issues. Maple Ridge Finance Manager Paul Gill tried to warn us earlier this year, in an article, that, “For every ‘burb built, Maple Ridge pays.” I added my two cents in, that we need to stop suburban sprawl. Other communities have done the math and realized they can save millions of dollars and significantly reduce their infrastructure deficit by growing smarter. Why is Maple Ridge council still not talking about this? Is it because their constituents are still not concerned? When a new subdivision is built, the developer constructs the roads and sewer and water lines – as well, pays development cost charges to the city for some necessary upgrades to surrounding infra-
structure. DCCs are provincially legislated and can only be used for things like roads, water, sewer, drainage and parks, but not for maintenance of the infrastructure or for things like a new fire hall or added police services and community halls. RCMP and fire services together make up a 40 per cent of all municipal expenses. When we approve more, development and another fire hall is needed, we all pay for that. The more spread out and disconnected the development patterns, the more these services cost per household. About 80 per cent of the cost of infrastructure is in the operational budget. In other words, all taxpayers pay for about 80 per cent of the cost of the infrastructure over its lifetime. It’s nice that we get this gift from the developer, but it’s a gift that keeps on taking, from all of us. So it’s essential that the long-term cost of any
development application is carefully considered. Right now, the infrastructure items that appear on the municipal books as “assets” are valued Cycling at more than Jackie Chow $1.5 billion. The maintenance cost, as estimated in 2006, when we had about $1.3 billion worth of infrastructure, was about $30 million per year. Are we actually putting aside that money to maintain these assets? No. We have only been spending roughly one tenth of that. However, since 2008, a pne per cent annual cumulative tax increase is being set aside to start dealing with this infrastructure deficit. If we keep raising our property taxes in this manner, by 2031 we should have cut our infrastructure deficit in half.
Are taxpayers going to tolerate these cumulative annual increases for the next 20-plus years, and are the increases even keeping up with the infrastructure added during that time? Under pressure from taxpayers, council already reduced the one per cent increase by half last year and we’ll continue to pay a reduced increase over the next few years. If we don’t put enough money aside to pay for maintenance and eventual replacement, the roads start to crumble. Pay now or pay much more later. We really need to look at how and where we build in order to control the cost. Sprawl is costly. Jackie Chow is a member of the Maple Ridge-Pitt Meadows chapter of HUB.

Metro recycling hits 60% New disposal bans coming despite waste flow uncertainty By Jef f Nage l Black Press
Metro Vancouver’s recycling rate climbed to 60 per cent in 2013, up from 58 per cent a year earlier, but it remains well short of a 70 per cent target the regional district is committed to reaching next year. The improvement last year came almost entirely from a four per cent increase in the single family residential recycling rate, which Metro officials attribute to the move to mandatory organic food waste pickup for those homes and a decrease in the frequency of garbage pickup to just biweekly in Surrey and Vancouver. “We’ve achieved a lot, but there’s still a long way to go,” Metro solid waste manager Paul Henderson said. Improved recycling of at least 70 per cent is a key assumption Metro has made in estimating it must build a new wasteto-energy plant capable of handling 370,000 tonnes per year of garbage that the region would no longer truck to the Cache Creek landfill. A higher aspirational target of 80 per cent diversion by 2020 would reduce but not eliminate the need for a potential second incinerator. Recycling diversion rates for multi-family residential and industrial/commercial were virtually unchanged, at 28 per cent and 39 per cent, respectively. Officials hope those categories improve next year. A broadened ban on the dumping of organics – which make up a big slice of the waste stream – takes effect Jan. 1, extending mandatory food waste pickup to major business generators such as restaurants, grocers and other food handlers. A ban on the disposal of clean wood is also going ahead, which would target the demolition and construction sector, where there’s already a high recycling rate of 76 per cent. Henderson said there may also be modest gains as a result of some additional types of containers now being collected curbside by Multi Mate-
rial B.C., which launched in the spring. As with other disposal bans imposed by Metro, the new ones will be policed by inspectors at transfer stations. Inspectors will issue warnings at first, but by mid-2015, they’ll levy a 50 per cent surcharge on any load containing too much organic waste. The cost of fines is expected to spur waste haulers to in turn police their customers. The maximum proportion of organic waste in a load without incurring a surcharge will start at 25 per cent next year before dropping to 10 per cent in 2016 and five per cent in 2017. The phased approach is expected to target the biggest food waste generators first, then gradually capture more businesses, pressing them to comply. A long list of materials are already banned, from paper and cardboard,
to electronics and mattresses. But a Metro report warns all of the region’s disposal bans will “become ineffective” if the provincial government doesn’t approve Bylaw 280. The waste-flow bylaw would outlaw commercial haulers from sending garbage out of the region – usually first to Abbotsford, then south to U.S. landfills – thereby evading Metro’s higher tipping fees and its disposal bans. The bylaw was passed by Metro’s board a year ago and is still awaiting Environment Minister Mary Polak’s decision, amid intense lobbying from haulers who oppose it. Many critics claim the regulation aims to justify a new incinerator by penning up garbage in the region to feed it, but Metro officials insist the bylaw is essential or its waste servics will be underfunded and steady improvements in recycling will be unwound. Henderson has been
warning for more than a year that an initial trickle of waste flowing out of the region threatens to turn into a flood. Metro now estimates 100,000 tonnes of garbage – about 20 per cent of all commercially collected waste – will exit the region via Abbotsford this year, twice as much as did in 2012. The regional district is expected to increase its tipping fee by $1 to $109 per tonne next year. In contrast, haulers can dump in Abbotsford for an estimated $70 a tonne, according to Metro, creating a powerful incentive to send garbage loads out of the region. The lost tipping fees are also beginning to add up – they’re expected to total $11 million in lost revenue for Metro this year. If Bylaw 280 isn’t approved, Metro forecasts a $6 million deficit in its waste management budget next year on an assumed surge in haulers moving to take advantage of lower costs and fewer restrictions.

Drive What you can’t see is the 317 kgs that the ‘15 F-series has lost, thanks to that aluminum body and the increased use of high-strength steel in the frame – but, you can certainly feel it while driving. The truck is nimbler, has less wash in the corners and simply handles better. The cab is virtually silent and for comfort, the HVAC is split side-toside, front and rear. The hood and side windows have dropped in profile for better visibility, while the size, colours and quality of the computer generated gauges and controls simplifies operation while driving. I towed with the new truck and its manners are good if not improved. In part, this is assisted by the long list of towing features like trailer sway control; tow/haul mode; Dynamic Hitch Assist, SelectShift transmission and better tow mirrors. Off-road an electronic manual rear
differential locker has been added. This truck churns mud better than ever. Verdict Payload is up (to 900 kgs) and so is towing (approx. 5.5 tonnes) yet overall body weight is down by 317 kgs. Ford offers four engines and even the smallest 2.7L EcoBoost will still tow up to 3.8 tonnes. The cab is quieter, yet larger. The floor is flat yet has more storage compartments. The dash is less cluttered yet offers more information. Do you sense a theme here? Consider that the design phase of this truck took four years and the testing was the most intense ever. The result? A list of improvements a hockey rink long – that’s a fact. Now, how will they all work together? Well Ford’s claims will have to play out on roads, across Canada, in the coming years. But from what I’ve seen in Texas, I’d say Giddy Up!

Dream machines shine By Zack Spencer Paris, France – The Paris Auto Show is one of those must-visit events for those of us charged with reporting on the latest and greatest new vehicles. So many manufacturers now develop products for a world market so these early European shows often offer a glimpse of what’s coming next to our shores. Here are five machines that caught my eye. Lamborghini Asterion Let’s start with a dream machine, the Lamborghini Asterion. This concept car
out AWD start to appear with this option. Take the popular VW Golf wagon, soon to be available in Europe with AWD and a slightly higher ground clearance. Called the Alltrack, this more rugged looking and capable VW will certainly appeal to buyers of the Subaru Outback or Audi Allroad. electric range. The Toyota i-Road attracted big crowds when it was demonstrated at this year’s Paris Show. The small wheel at the rear of the i-Road pivots at low speed for amazing maneuverability, plus when driven at higher speeds the entire vehicle tilts over like a motorcycle with the front wheels rotating independently of each other. It looks odd and must feel odd to drive but the upside is covered driving, without a helmet, and emissions free transportation. The i-Road is being tested in Japan and will be used in the French city of Grenoble as part of a vehicle-sharing program. This type of vehicle already exists in Europe, but the tilting and pivoting elements make it unique. This would not be popular on our wider roads in North America, but the i-Road will fit right in on Europe’s busy streets. Fiat 500X The Chrysler Groups’ parent company Fiat is at it again, taking the best that its European brands have to offer and marrying them with American brands. The Fiat 500L has had a mild reception here in North America, so now it has taken the same platform and produced the Jeep Renegade. The same Renegade approach is being used with this Fiat 500X, taking the same Jeep-like elements and making them into a Fiat. The 500X will be
available with front wheel drive (FWD) or AWD and a variety of engine and transmission options in Europe. The engine choices have not been divulged for our market but expect to see the 170hp 1.4 turbo 4-cylinder and the 184hp 2.4L 4-cylinder engines here. The Fiat 500L has not been a hit for Fiat but, yet again, add a more rugged look and the sales will likely follow. Volvo XC90 Will the introduction of an all-new, full-size XC90 SUV be enough to save Volvo here in North America? It has been more than 10 years since Volvo introduced the original XC90. Sales for the XC90 and Volvo. This new XC90 has a lot going for it and Volvo hopes it will help revive the brand. The XC90 will be sold in Canada with AWD in the T6 or T8 engine variants. Both are turbocharged and supercharged and are matched to an 8-speed automatic. The T6 has 320hp and the T8 comes with an additional 80hp electric motor for improved power and efficiency. The three-row design remains intact but the interior is larger for more space. The dash is a standout with a vertical iPad-like application in the centre for class-leading connectivity and usability. The price of the T6 will start at $60,700 and the T8 will start at $73,400.

lithium ion battery pack is compact and easier to hide than others, as is can be molded into different shapes. In Soul EV, it’s centrally fitted under the seats and a raised rear floor pan. The gasoline engine is replaced by a 109 horsepower liquid-cooled AC synchronous permanent magnet electric motor that can generate a whopping 210 lb-ft of torque. That’s 59 lb-ft more than the 2.0-litre gasoline engine version of Soul. Standing starts were not as jumpy as other electric vehicles tend to be and the overall performance of the electric drivetrain was impressively smooth. Charger ports for the battery pack are hidden behind a hinged cover in the front grille. The smaller port accepts either a 120 volt (Level 1) or a 240 volt (Level 2) charge connector. A portable Level 1 unit is stored in the vehicle and Kia Canada will also provide Soul EV buyers with a level two-charge unit (made by Bosch) for home installation, free. The charger unit can also be used to pre-heat or pre-cool the Soul EV, while plugged into the grid. You can also program it to start or complete charging at a certain time. The Level 1 charger plugs into any electrical outlet, but can take up to 24 hours to fully recharge the battery pack. A Level 2 charger (with 30 amp service) cuts the maximum recharge time to under five hours. And a Level 3 fast charge station can pump-in an 80 per cent charge in less than 30 minutes. We didn’t take it out on the freeway, but the Soul EV seemed very stable (it’s heavier then the gas engine Soul) and Kia claims a top speed of 145 km/hour. Kia also claims that it can accelerate from 0 to 100 km/hour faster (by four seconds) than a Nissan Leaf. It’s agile and peppy, with lots of initial get up
and go, but it’s also no dragster. The two-tone gray interior theme came with attractive and contrasting blue stitching. Extensive use of bio-friendly interior materials also makes Soul EV the most eco-friendly vehicle made by Kia. It features materials derived from organic substances such as sugar cane, corn, cellulose, and wood powder.

The base edition of Soul EV is very well equipped and even comes with dual-zone climate control, voice-activated navigation and a rear view camera. A leather-wrapped steering wheel is heated and also has both tilt and telescopic features. Moving up to EV Luxury adds features like leather (synthetic) upholstery, a heat pump (enhances the climate control system), cooled and ventilated front seats and heated rear seats. Soul EV is only available through selected Kia dealers in major Canadian urban centres (Toronto, Montreal and Vancouver). Unlike Quebec and Ontario, however, B.C.’s incentive program for eco-friendly vehicles ran out of cash back in March of this year. Soul EV does qualify for an $8,000 federal government rebate and that certainly helps make the purchase price more palatable. I
t is a completely normal process for the world around us to evolve and yet sometimes those changes, both good and bad, are difficult for us to accept.
Take my oldest daughter Nicole for instance. She is currently climbing Mt. Kilimanjaro in Tanzania to celebrate her 30th birthday, and yet when I share this with friends or acquaintances, they almost always say, to a person, that ‘you don’t look old enough to have a daughter that age.’ What I hear is not the intended compliment about looking younger, but a reminder that I am indeed over 50. Personally, I am not convinced that getting older is the way to go, but what choice do we really have in the matter? Another major change came my way about two weeks ago, when the editor at Gardens West magazine emailed me to let me know that they were in bankruptcy and the publication was no more. Besides the personal financial loss, the real shame here is that B.C. no longer has a regional gardening magazine, and over the years I have written for Coastal Grower, The Urban Gardener, Build & Green, GardenWise and have watched them all go by the wayside. I guess I am not really too surprised, given the advent of the Internet. But finding accurate horticultural information that is regionally relevant is difficult, if not impossible at times, even on the world-wide web. That said, I have seen the writing on the wall for a few years now, during which time I have bolstered my on-line presence with several websites, including www. mikesgardentop5plants.wordpress.com (with more than 3,500 plant descriptions) and www.mikesgardenguide.wordpress.com, where you can find local disease troubleshooting and design ideas for seasonal displays. So while I mourn the demise of the

venerable garden magazine, I have also learned to reluctantly change with the times. Not long after I heard about the Gardens West demise, I was attending a “Bring Back the Pollinators” seminar at the BCLNA trade show. Here, again, the news was not great and focused around the decline of wild and cultivated bees due to habitat loss, parasites such as Varroa mites, and pesticide use, but particularly neonicotinoids, which are systemic and leave a poisonous residue in the pollen that the bees collect. The seminar was co-sponsored by the Xerces Society (www.xerces.org), a non-profit group dedicated to preserving invertebrates such as bees and butterflies (among many
others) for the betterment of natural and disturbed environments. I was so impressed with the presentation and their work with replanting milkweed (Asclepias) to help declining Monarch butterflies in the U.S. midwest that I purchased one of their books, Attracting Native Pollinators, which renewed my faith in the printed word and its place in our society. About a week later, I was helping out at a mason bee seminar, where local gardeners learn about these excellent native pollinators and come to clean their cocoons together. I was elated to see one lady with two bee boxes so full of cocoons that they started using the sidewall and tops of these for

overflow – telling me that at least some local ecosystems are thriving. Others looking out for our forests include the Pitt Meadows Garden Club, which, along with volunteers, planted native fawn lilies (Erythronium oregonum) in the Pitt River Greenway last Saturday. This was made possible by matching grants from Metro Vancouver and the City of Maple Ridge and will hopefully rectify the overpicking of this attractive wildflower by people hoping to grow them in their urban gardens – proving that change can go either way.

Connor O’Dell is going to Quebec City next week, to put the finishing touches on a great season of college golf. The Maple Ridge resident golfs for the University of the Fraser Valley Cascades, and finished second in the Pacific Western Athletic Association PacWest order of merit. He had a cumulative score of 586 after four events and eight rounds, and was named a PacWest all-star. O’Dell finished six strokes out of first place, behind Matt Hadded of Vancouver Island University at 580. Over the weekend O’Dell shot rounds of 73 and 78 at the UBC Okanagan in Kelowna. O’Dell’s UFV Cascades went back to back in PacWest championships. It’s the second straight year that both UFV teams have won provincial gold, and the men’s streak of PacWest titles is now at
three seasons and counting. “It means a lot, because it seems to get harder and harder every year,” said UFV golf coach Chris Bertram. “The competition in our conference is so good, but we keep getting better every year and we fight tooth and nail to get it done. It’s a credit to our players, both on the men’s and women’s side.” Up next for the Cascades golf teams are the PING CCAA Golf National Championships, which run Oct. 14-17 in Quebec City. UFV is the defending champion on both the men’s and women’s sides. The Cascades men finished third at the UBC-O tournament, combining for a score of 603 to finish behind the host Heat (580) and the Camosun Chargers (595). But that steady performance was more than enough to win – the UFV men held a 21-stroke lead on Camosun going into the finale, and they ended up winning the overall title by 13 strokes (2,381 to 2,394). Aaron Pauls was the top Cascade on the weekend, finishing tied for sixth overall after carding rounds of 75 and 74.

Grant Dezura of Maple Ridge took the tourist route while winning the Prestige Hotels & Resorts Curling Classic. Nine games in four days didn’t faze Dezura as he iced Brent Pierce of Kelowna 8-3 in five ends Monday night in the men’s final of the $62,000 cashspiel. He earned $7,000. Dezura, third Kevin MacKenzie of Kelowna and front-enders Jamie Smith (Kelowna) and Kevin Recksiedler (Maple Ridge) had enough adrenaline left to count four in the fifth end to bury Pierce. Dezura, who pocketed $2,600 in the Cloverdale Cashspiel three weeks ago, still had a strong enough voice to issue advice in the

There was a field of 16 men’s rinks with Cotter and Bottcher each bagging $4,000.

Funding for skaters Two Maple Ridge sports organizations are receiving more than $37,000 in support from Community Gaming Grants. The Maple Ridge Skating Club will receive $31,000 while the Ridge Meadows Speed Skating Association has been granted $6,875. “With this grant we are able to offer programming for any member of our community,” said MRSC acting president Sandra Janicijevic. “As ice costs are continually increasing, the grant will keep our Canskate, Star Skate and Synchro programs affordable for families. More children will have access to the sport of skating, providing a life-long skill and fitness.” These grants have been awarded under the Sports category of the Community Gaming Grant Program, which allows non-profit organizations to apply for provincial gaming revenues from the Ministry of Community, Sport and Cultural Development.
