A candidate for mayor whose previous term on council 15 years ago ended in controversy said he had to leave to take up work in the Lower Mainland and he stayed on long enough to complete the 1999 budget. Steve Wood, who announced last week his intention to run for mayor, served two consecutive terms on council in the 1990s, including between 1996-1999.

He missed several council meetings throughout his last year on Campbell River city council. In November 1998, Wood took a job on the Lower Mainland and by January 1999 had only attended two regularly scheduled council meetings. Wood said work called him away. “Like so many families today, I had to secure full time employment outside of the community to provide for my family,” Wood told the Mirror Thursday. “In early 1999 I accepted terms

to a full time permanent position in Burnaby while commuting home to Campbell River to see my family and attend council meetings.” Wood held on to his council seat by fulfilling the minimum attendance required by the B.C. Municipal Act. The Act dictated that a councillor forfeits his or her seat if he or she is absent for 60 days, or four regularly scheduled council meetings – whichever period is longer. Wood at the time said he was making as

many meetings as he could and held on to his seat. He said, however, that he did resign before the next election. “After concluding the ‘99 budget discussions and deliberations, I immediately resigned from office and my councillor position,” Wood said. Wood’s situation draws some parallels to Coun. Ryan Mennie, who has stayed on city council while living in Lethbridge, Alta. since June. Like Wood, Mennie moved for work.

Cyclist struck by vehicle At 5:49 a.m. on Tuesday, Campbell River RCMP were called to a motor vehicle incident on Highway 19A at Dogwood Street. An 18-year-old Campbell River man was riding his bicycle and was struck by a vehicle driven by a 34-year-old Nanaimo man, Campbell River RCMP spokesperson Cpl. Poppy Hallam said. The man on the bicycle received serious injuries and was transported to Campbell River General Hospital. Campbell River RCMP Municipal Traffic Section and a collision analyst were called to the scene. The cause of the collision is under investigation.

Wrong way lady! Also on Tuesday at 12:23 a.m., Campbell River RCMP responded to a complaint of a vehicle travelling southbound in the northbound lane of the Inland Island Highway. A responding officer was traveling southbound and encountered the vehicle coming at him, northbound in the southbound lane. The

officer safely stopped the vehicle and determined the driver, a 60-year-old Campbell River woman, was impaired by alcohol and subsequently charged with impaired driving. She will make her first appearance in Campbell River Provincial Court on Nov. 24. No one was hurt in this incident.

If you go out in the woods today... A pair of thieves made off with enough logging gear to start their own falling operation. The bad news for them is they were caught on video. On Thursday, Oct. 9, Campbell River RCMP responded to a report of a break and enter to Sayward Timber, located at 7650 Island Highway. Stolen was one pair of Viberg size 12 mens caulk boots, four Kenwood hand-held 16 channel radios, four orange hard hats, one pair of size 34-36 bucking pants and one black chest pack. Two men are observed on surveillance video entering the lot and are observed moving around equipment. The video is currently being processed

Yeehaw! Its Saturday night A beach party got a little out of hand on Saturday night prompting calls of shots fired. On Saturday at 7:52 pm, Campbell River RCMP responded to several calls of shots fired in the area of Vista Bay Road. Callers heard multiple shots fired and the Operations Communications Centre received many 911 calls and updates. All available police resources attended

After 21 years as director, Leigh ‘knows the ropes’ Brenda Leigh has been nominated for reelection to the Strathcona Regional District as director for Area D (Oyster Bay-Buttle Lake). Leigh, who has served as Area D director for 21 years, says she “knows the ropes” and knows the government structures within which she works. Regional Government is a total team effort and includes working with the public, staff and other directors, and sometimes with upper levels of government and other agencies to get the

best results for the area, according to Leigh. “Regional Directors are directly connected to the people of their communities and they are the closest government to the people,” she says. Leigh, who holds a bachelor’s degree in English and Communications from Simon Fraser University, has lived in Stories Beach for 25 years. She raised two boys and her home was known as the ‘Elite Hockey League of Lynwood Road’ by all the kids in the neighbourhood. Leigh’s boys

person who defended Area D in the latest referendum, held on June 28. “Our Area D citizens do not take their freedoms for granted and a 70 per cent voter turnout with an 84.3 per cent majority against joining Campbell River was a clear indication of how we feel about our rural community. Democracy is alive and well in Area D.” Leigh says she takes her work as a local government representative very seriously, representing Area D full-time and giving of herself 100 per cent. Peter Klobucar is running for city council, but the first thing he’ll tell you is he’s not a politician. Klobucar, who has been a resident of Campbell River for five years, is taking another run at a spot on city council after coming up short in the 2011 civic election. If elected, Klobucar will aim for a four-year property tax freeze for homeowners and business owners. Klobucar says he will also say ‘no’ to an LNG plant for Campbell River. He also has a vision for a full-time market with foods, crafts, and music along the river front all year round. Klobucar says as city councillor he would support the SPCA in full, and work to replace the boardwalk at Tyee Spit. He also wants the city to establish two dog parks for small and large dogs and believes that

council. “This means a significant 25 per cent reduction in natural gas rates…beginning with a seven per cent reduction on Jan. 1, 2015.” Earlier this year, the commission approved an application by FortisBC to amalgamate its three utilities and equalize the price for natural gas throughout B.C. The BC Utilities Commission had denied Fortis’ application to amalgamate FortisBC Energy, FortisBC Energy Vancouver Island, and FortisBC Energy Whistler in 2013 but reversed its decision on Feb. 26 of this year. first announced the good news at a Strathcona Regional District meeting in March, saying it was a big win for the Association of Vancouver Island Coastal Communities (AVICC) which had been lobbying for the change for at least three years. At last week’s Tuesday council meeting, Moglove delivered more good news. She said the province has finally agreed to remove a prohibition that forbid Island communities from collecting operating fees from the gas utility when natural gas came to Vancouver Island years ago. A com-

mitment was made to remove the prohibition once a gas line construction debt was paid off and despite that being paid three years ago, the prohibition remained. Moglove said the province has recently indicated it will introduce legislation during the Legislature’s current fall session to remove the prohibition. “There’s legislation going to be coming down that will finally allow municipalities on Vancouver Island to charge an operating fee, as do other communities in the province,” Moglove said. “This is the most important issue AVICC

has dealt with in my time on the AVICC board.” Moglove said the good news for the city is that Campbell River stands to collect $202,794 on average starting in 2016. Laidlaw said city staff will be recommending to council that those revenues be put towards rehabilitating roads throughout the city. Moglove said she’s pleased to see the changes finally come to fruition. “This is a good news story and the culmination of significant work done by AVICC,” Moglove said, “so I’m pleased it’s finally gotten here.”

Federal moves for fit families The federal Conservatives deserve credit for recognizing that childhood fitness is an issue and that sports activities are expensive. But let’s face it, the doubling of the tax We say: Fitness credit for kids under 16 from $500 to strategy for the $1,000 is just a drop in the bucket when whole country is it comes to getting kids active and fit. Now, parents can get back up to 15 what’s needed per cent of their children’s registration or membership fees at tax time but it’s really just a gesture and an acknowledgement that the original $500 tax credit was far too low, especially if you have more than one

child in more than one sport. What sweetens the pot slightly is that the maximum credit actually works as a refund of $150, meaning that families whose incomes are too low to benefit will get some help, although they have to spend a lot to benefit a little. Cynics will argue that the Tories are just buying votes — with voters’ own money — in advance of a federal election a year from now. But people’s memories aren’t that long and the refund or tax credit isn’t worth that much. What would make a difference would be a national fitness strategy to encourage families to make health and

fitness a priority. Currently, this is left up to the cities to do, with some encouragement from provincial or regional health authorities, and other non-profit agencies. What’s missing is a culture of active living because everybody is so strapped for time, people drive everywhere and sitting in front of a screen all day is seen as the most-productive way of getting things done. Could a pan-national strategy address more issues over a long time-frame? Absolutely, and it’s not just kids who could benefit from incentives to employers and agencies to get everyone moving and being healthy. – Black Press

Time for truth in B.C. treaty talks

Three years ago, long-time chief and band administrator Sophie Pierre sought an extension of her term leading the B.C. Treaty Commission and gave a warning. The federal and provincial government should start taking this long and costly effort seriously or “shut ’er down.” Last week Pierre wound up her sixth and final year as chief commissioner on a slightly more hopeful note. This year, the Tla’amin Nation in the Powell River area and the Yale First Nation in the Fraser Canyon had their treaties proclaimed by Ottawa. They join the Maa-nulth First Nations on Vancouver Island and the Tsawwassen First Nation in leaving behind the Indian Act and the courts to get on with self-government. Tsawwassen in partic-

ular has moved ahead aggressively. Its shopping centre development near the ferry terminal is one of the largest commercial projects in the province right now. All of these treaties were negotiated despite multiple overlapping territorial claims around them, and similar progress has been made with the Tsimshian First Nations on the North Coast and elsewhere. The need for aboriginal people to work out their overlapping claim issues between themselves was the focus of the commission’s 22nd annual report. In it, former chief commissioners Miles Richardson of the Haida Nation and Steven Point of the Sto:lo Nation added their influential voices, urging aboriginal communities to consider them shared territories, rather than clinging to

ancient tribal rivalries. Another hopeful sign is that after seven years of commissions and studies, the federal government has finally given its negotiators a mandate to negotiate fisheries. This is the main reason why the Tla’amin waited five long years for Ottawa’s blessing after their treaty had been hammered out. This year’s landmark decision of the Supreme Court of Canada, recognizing Tsilhqot’in Nation title in the remote Nemiah Valley, has also got the attention of Victoria and Ottawa. Pierre noted the “flurry of activity” by Premier Christy Clark in seeking reconciliation, which will culminate this month with a formal apology for the hanging of Tsilhqot’in chiefs 150 years ago. Pierre said this court ruling “should

destroy any lingering thoughts that this issue is not of the utmost importance, and provide the necessary investment, both financial and time commitment, to reach satisfactory conclusions.” That’s the good news for B.C.’s thorniest historical problem, the lack of treaties across most of the province. Here’s the bad news. As of this year, the B.C. Treaty Commission has paid out $627 million to First Nations to support treaty negotiations. Most of that is in the form of loans, which are to be repaid out of the cash settlements that Ottawa contributes to settle modern treaties. Pierre acknowledges that some communities are close to completing treaties, but their debt has climbed to near what Ottawa is offering. This would leave them free but broke.

New council will be urged to put money into parking Reporter

City staff will be recommending the new city council put more money into taking care of cityowned downtown parking lots when it comes time for the 2015 budget deliberations. Drew Hadfield, the city’s transportation manager, said this year’s budget has not allowed staff to carry out anything above and beyond basic maintenance. “The current budget for all of the city parking lot maintenance and upgrades is $12,450,” Hadfield wrote in a

report to council. “This primarily covers sweeping, brushing, weed spraying, grading, and line painting and winter maintenance where required on all of the city’s parking lots except the Community Centre and the Sportsplex. Over the past number of years this budget has been decreased to a level to only support a basic level of service.” Council, however, last month wanted to know what it would take to increase the level of service and capital investment for three lots – one on Cedar Street, one on Beech Street and the

parking lot at the Maritime Heritage Centre. Hadfield reported back to council last week that each lot would require thousands of dollars to be spent. He added that city staff will bring forward service level change requests during the 2015 budget process which will take place in January and February, after the upcoming municipal election. Staff will be recommending $26,500 to $33,500 to improve the Cedar Street parking lot, located next to the Strathcona Regional District offices and

$34,000 to $53,500 for the Maritime Heritage Centre parking area. The Beech Street parking lot, which is behind the Service Canada building, would require $21,500 to $36,000 to improve. Those costs would cover increased levels of maintenance and appearance, improved lighting and consideration for CCTV (surveillance) cameras. Hadfield said the additional funding would allow for more weeding and brushing in those parking lots, improvements to landscaping and, in some cases, the addition of lights.

Hadfield added that during 2015 budget deliberations council may want to consider paving two parking lots near the downtown fire hall and Coast Realty. “Further consideration should be made to the expansion of the Cedar Street parking lot and the hard surfacing and lighting for the two additional parking lots of Cedar (north of 11th Avenue) and Cypress,” Hadfield said. “This would see the addition of 120 stalls brought up to a better and safer standard, and still be readily accessible to the downtown businesses.”

Cermaq FC trounces Vic West Wolves

C e r ma q C it y F C extended their winning streak to 3 games as they cruised to a 5-0 victory over the Vic West Wolves over the long weekend. The VISL Division 3A game was played in front of a great supporting crowd at Willow Point Park this Saturday. Cermaq was the stronger side throughout much of the game and jumped out to an early lead as Shane Dumanoir continued his dominant play this season. Dumanoir was sent in on a breakaway by Paddy Cullen, who provided a great flick on from a defensive clearing, which Dumanoir finished calmly in the bottom corner. Cermaq struck again shortly after when fullback Samuel Jepson whipped in a free kick from the wing. Midfielder Eric Roberts was the first to the ball and finished with an strong header. Cermaq would finish off the first half with another goal, and perhaps one of the best individual efforts of the season. Central defender Marcello Costa, making his season debut, took control of the ball from about 40 yards out. Canada’s “Great Unknown National Sport”’ is alive and well in Campbell River. Selena Lasota, a member of the Katzie First Nation was named number three Rookie choice by NCAA Womens Field Lacrosse. Lasota, from Campbell River, plays for Northwestern University Wildcats in Evanston Il. as a freshman mid-fielder. She got her start playing box lacrosse for the Campbell River Ravens and switched to the women’s field game with the Nanimo Timbermen. Girls are welcome in lacrosse and more and more are taking advantage of the fullride scholorship potential of the game and a chance to play on an equal footing with the guys. Meanwhile, it was a busy summer for local lacrosse. Players

from Campbell River and the Comox Valley attended camps run by the Western Box Lacrosse champion Victoria Shamrocks and got coaching from top Box and NCAA players. A number attended the field camp laid on by Pacific Coast champion Simon Fraser University. Lacrosse is unique. In spring and summer, arenas deserted by the skate crowd host “ The War On The Floor.” Fall and winter see the same players move outdoors for the graceful long-pass running game. It’s this versatility that make Island LAX graduates so attractive to college scouts on both sides of the border. The season is underway for all three divisions U-16, U-14 and U-12 and involve travel for stickon-stick action with mid-Island

and south island teams. The caliber of opposition teams is high and select squads from the Island are powerhouse competitors both in Canada and across the border. Thanksgiving weekend saw Owen Shears, Carter Mulligan and Gavin Sam head to Langley for tryouts for the BC Under 15 provincial squad. Snipers, Rowan Armstrong and Ethan Blacklock shoot for places in the U-13 line-up for Team BC. We’ll let you know how they made out and bring you up-todate team standings shortly. The Campbell River Storm became the first team to win 10 games in the VIJHL this season after knocking off the Kerry Park Islanders 7-3 Friday night at Rod Brind’Amour Arena. With the victory the Storm (10-0-1) remain on top of the North Division standings with 21 points, two better than the Nanaimo Buccaneers with two games in hand. Campbell River came out flying, blitzing Islanders’ goaltender Ty Rennie with 23 shots and building a 5-0 first period lead. Back-up Leightton Williams replaced Rennie after the the fifth goal but the Storm didn’t take their foot off the gas until the score was 7-0, early in the second. Kerry Park scored the final three goals of the contest, two on the power play. Final shots on goal favoured the locals, 56-17. “We were thrilled with our start tonight, that was exactly what we were looking for,” said Storm head coach Lee Stone, “Giving up three goals in a row (in the second and third periods) was disappointing but that’s part of the learning process with a young team. There are some areas of our game, particularly commitment to team defense, where the consistency needs to be better. Those are things we have to go through during the course of the season and, hopefully, we learn from it and get where we need to be.” Dane Feeney continued his torrid pace, scoring the first two goals of the game, both assisted by line mates Tyler Welsh and Colin Blake. The high-flying trio has combined for 53 points already this season. Gage Colpron also contributed a pair for the Storm, while singles went to Gavin Rauser, Michael Olson, and James Severs. The improving Campbell River power play finished 3 for 10 on the night, while Kerry Park was 2 for 5. Stone was especially happy to see Colpron’s name on the scoresheet. “It was nice to see Cops (Colpron) get off the schneid. He’s such a team leader for us – he wants to be the guy every night. To see him score a couple and ring another one off the bar was great to see.” “We came out really hot tonight,” said right-winger Colpron, “maybe a little too hot because we didn’t stay focused in the second. But overall, I thought

Vic West’s best chance at goal came midway through the second half when a defensive lapse by Cermaq resulted in a clear breakaway. Unfortunately for Vic West the shot was easily handled by BelleOudry. While Vic West managed to control some of the play, the Campbell River side were able to maintain their composure and scored two goals off the counter attack, both breakwaways for Dumanoir, who finished the game with a hat trick. Dumanoir now sits atop the leader board for scoring in Division 3A. Cermaq City remains in second place with a great team effort. Cermaq is one point behind top place Saanich Fusion FC. The two teams will square off for the lead this Saturday in Victoria.

Since their introduction by the federal government in 2009, Tax-Free Savings Accounts (TFSAs) have become a favorite savings option for many Canadians – and with good reason: TFSAs provide tax-free savings growth and easy, tax-free withdrawals at any time for any purpose. Almost anyone can benefit from a TFSA – but if you have one, be careful because there is one not-well-understood recontribution rule that could cost you an unexpected tax hit. That mistake: Making a withdrawal from your TFSA and replacing the money too early. Let’s take a closer look at TFSAs and how to avoid tax penalties. • TFSA investments are not tax deductible but they do grow on a tax-free basis. • The annual TFSA dollar limit is indexed to inflation in $500 increments and for 2014 the limit is $5,500. • If you don’t use your maximum contribution room every year, it accumulates year after year, so you can use it any time you choose. • The maximum amount

you can contribute to your TFSA is limited by your TFSA contribution room, which is calculated this way: - The annual dollar limit (currently) $5,500. - Plus the amount of withdrawals from a previous year (excluding withdrawals of excess contributions, qualifying transfers, or other specified contributions). - Plus any unused contribution room from previous years. • If you make a withdrawal, the earliest you can ‘earn back’ your TFSA contribution room is the first day of the next year after the TFSA withdrawal was made. And this is where many TFSA-holders are running into unexpected taxes: At any time of the year, if you contribute more than your allowable TFSA contribution room, you will be considered to have over-contributed to your TFSA and you will be subject to a tax equal to 1% of the highest excess TFSA in the month, for each month you are in an excess contribution position*. Here’s an example:

TFSA contribution room for 2014, but decide to withdraw $4,000 for Christmas shopping. Assuming that you have no additional contribution room from previous years, if you were to re-contribute this $4,000 before the end of 2014, you would be considered to have over-contributed and would incur tax penalties. However, if you wait until January 1, 2015, you would have ‘re-earned’ the $4,000 contribution room and could contribute up to that amount in your TFSA without penalty. When you know the ‘rules’ and follow them, there are many ways a TFSA could work for you. The Panago Midget Tyees have been an opportunistic group so far in their young season, and the Oc.t 4-5 weekend was no exception. However, rather than having opportunities to bury other teams’ mistakes, they had opportunities to deal with adversity on Oct. 4 at home and Oct. 5 at Juan De Fuca. With their status in their tier largely decided, Campbell River faced a hungry Comox team Saturday evening, dealing with an early barrage of shots, from anywhere and everywhere. Tyees goalie Michael Sampson gave the Chiefs nothing, and Campbell River weathered the first period storm, with Comox outshooting Campbell River 19-8 at the ice-clean. The Tyee defense played a strong, disciplined game and allowed Comox few rebounds, and little sustained zone time, with strong work in front of the net by Matt Barker and corner work by Tyson Dumont. Rookie Doug Campbell showed some puck-rushing flare, and was a strong presence on the Tyee power play.

Campbell River was able to break out sharply, which allowed them to control play through the second half, outshooting the Chiefs 26-16. The Tyees scored first, early in the second period, as Jake McKenzie’s cross crease pass deflected into the net off a Comox defenseman. After a short-handed goal by the Chiefs, Campbell River responded with one of their own, with Travis Goodwin doing all the work and finishing fivehole. Comox tied it on a mad goal-mouth scramble late in the second, only for the Tyees to be denied the winner on a quick whistle late in the third. Comox had crashed the Tyee crease all game and the nervous official made the Tyees pay the price, with the game ending in a 2-2 tie. Sunday’s game in Victoria was a frustrating contest for the visitors who faced a previously undefeated, disciplined Juan De Fuca squad. The Tyees came away a goal short, losing 2-1.

City council wants to implement laws to crack down on vacant buildings but city staff say the city doesn’t have the time nor the money to enforce such a bylaw. Mayor Walter Jakeway said at Tuesday night’s council meeting he wanted to proceed with a vacant building bylaw similar to one in the city of Penticton. “I think it’s important to send a message to the owners of vacant buildings – and we have one of them that’s particularly high profile on Petersen – that people who own vacant buildings, who are allowing them to degrade, need to know we’re taking a stand,” Jakeway said. “To delay it makes them think we don’t have teeth in our bylaws.” City Clerk Peter Wipper, however, recommended council hold off until a review of city operations can be done during the 2015 budget deliberations next January and February. Wipper said a new vacant building bylaw, modelled after Penticton’s, would be difficult to administer. If the city were to use Penticton’s bylaw, owners of vacant residential buildings in Campbell River would be required to pay $3,560 in annual fees and vacant commercial and industrial building owners would have to pay $7,120 over two years. Wipper said Penticton’s bylaw enforcement is done under a pro-active regime whereas Campbell River’s is complaint-driven. “The actual number of vacant buildings in the city is unknown, however, it is estimated that there are between 30 to 50,” Wipper said. “Monthly inspections and proactive enforcement by a bylaw officer is estimated (to) take (the) existing officer approximately one day a week to administer (20 per cent of his time).” Coun. A Campbell River couple intends to transform the former Uptown Willie’s Cafe into a Healthyway Natural Foods store with a yoga studio upstairs. Will and Donna Pakosz plan to improve the corner of 11th Avenue and Cedar Street with a high-quality designed building that will house the food store on the ground floor, a yoga facility upstairs and ancillary offices surrounding the site. Will Pakosz told city council last week that the couple is excited to move in across the street from the Community Centre. “It’s going to allow us to effectively grow our business to serve our community better,” Pakosz said, “and to integrate ourselves more intimately with the downtown core.” Coun.
