n Drivers along the Trans-Canada Highway on Saturday, Oct. 11 honk their horns in support of Ernie Scheil’s one-man protest of high gas prices in Salmon Arm. He has been protesting daily since last Thursday, saying he was frustrated at Shuswap residents continually having to pay more at the pump than those in neighbouring communities.

Salmon Arm residents have had enough of being gouged at the pump – and citizens and the local chamber are aiming to do something about it. With plummeting gas prices elsewhere in the province, and the nation, a growing number of residents are coming to resent the cost per litre in Salmon Arm, where prices only began to drop Tuesday (down to 135.9 at some stations by Wednesday afternoon). Ernie Scheil started a one-person protest over local prices last week along the Trans-Canada Highway, where he’s been receiving honks of support from passersby. Many have joined the Facebook group, Organized Boycott of Local Gas Prices, while others have been giving the mayor an earful. Salmon Arm Chamber of Commerce president Jim Kimmerly has been working on the local gas pricing issue for about a year now. The next step, he says, is a meeting next week with a petroleum company representative to explore bringing an independent owner/operator to the community. “We’ll have a look at what’s been going on here, and then we’re going to have a look at some locations and kind of go from there and see if it is possible where we can get that type of operation here. Because that’s really the key to this,” said Kimmerly, noting a dealer/operator may spur the competition that’s lacking in the community. Mayor Nancy Cooper said Wednesday that she’s seeing a groundswell of discontent over gas prices, and expects more will be joining Scheil in protest. “I have a feeling the type of protest we’re starting to see is probably what has to transpire before these people listen to us,” said Cooper of the petroleum companies, noting she has notified petroleum company reps of the situation. “They’re putting the local people in a very embarrassing situation, and the local gas station attendants. They’re taking a lot of abuse and that’s just wrong. It’s not their fault, it’s the head offices.” The Facebook group had 37 people join between Tuesday night and Wednesday morning. Group administrator Tavia Bente says organizers have two goals – the second is to support shopping local, the first is getting fair pricing. “I believe in shopping locally, and I want to support my local gas stations… but I have a problem with corporations who have such a control over the pricing,” said Bente. “There is something fundamentally wrong with the system….” Bente says the group is planning rotating protests at local gas stations.

CP offers underpass funds

Salmon Arm: Rail company pledges $1 million towards the estimated $9 million construction costs.

“...Eliminating a crossing is advantageous to CP. My task will be to convince CP that advantage is worth more.” - Mayor Nancy Cooper Salmon Arm, so eliminating a crossing is advantageous to CP. My task will be to convince CP that advantage is worth more.” In the new year, the city will proceed with a detailed design of the underpass. This design is expected to cost $470,000, to be funded from the Development Cost Charge (DCC) Underpass Reserve fund. “So it doesn’t really affect the tax impact of this budget,” said Bannister, noting the two design projects represent about six per cent of the cost of the overall project, estimated at $8 million after CP’s contribution. “That includes a 30per cent contingency,” said Bannister. “If you take that contingency off, it’s at $5.6 million

Niewenhuizen, would build on a downtown transportation study undertaken in 2008/09, and a traffic corridor study (focused on the Trans-Canada Highway), funded in part by ICBC and the province. Among the second study’s recommendations was the moving of traffic signals from

Ross Street to Fourth. Coun. Alan Harrison noted downtown businesses were opposed to this, and said he couldn’t support the new study, calling it premature. Coun. Denise Reimer said the study is important, but agreed with Harrison that 2015 isn’t the time for it. “I personally believe we should be looking at this when we’re looking at the underpass as a whole, so that hopefully we get more bang for our buck,” said Reimer. Coun. Marg Kentel argued the traffic study should proceed in 2015, while Coun. Ken Jamieson agreed it should be bound up with the underpass. The argument was resolved with council’s unanimous support to set aside $15,000 in reserve to fund the study in the future.

CP Rail is all aboard the Ross Street underpass project with a $1 million commitment, though construction may not be on track for another few years. During city council’s budget deliberations last Thursday, administrator Carl Bannister presented to council a letter from CP government affairs director Mike LoVecchio, stating the company supports the project and has earmarked $1 million towards it. LoVecchio explains the offer comes “without prejudice,” but requires the signing of a project agreement between the city and CP, and comes with a deadline of Dec. 31, 2016. He notes the underpass would benefit CP by reducing vehicle and pedestrian interactions with CP tracks, “increasing the efficiency and safety of our operation.” Bannister said the letter confirms CP is supportive of the project, both monetarily and in terms of the $40,000 in related design work that has already been done. “You might recall we had to change the scope of the project because CP is insisting on keeping the three tracks that are there,” said Bannister. “So we addressed that issue and advanced the design to where it is right now.”

Mayor Nancy Cooper later told the Observer that she is grateful for CP’s commitment, but she will be looking for a “further contribution from them and I think they are well aware of that.” “I understand, down the road, we could see more trains at faster speeds coming through

Council sets a 1.9 per cent tax increase By Martha Wickett

MARKET NEWS STAFF

Although the overall increase in spending proposed for the City of Salmon Arm in 2015 is 3.9 per cent, taxpayers will be paying about half that – 1.9 per cent – on their 2015 tax bill. For the owner of what’s considered an average house of $280,000 in Salmon Arm, that translates to a $25 tax increase. However, a $22.70 reduction per household in the cost of recycling/garbage pick-up, plus an $18 increase in the water and sewer utilities, ends up with a $20.30 increase for that aver-

age home. The increase in the water user fees is two per cent, while sewer user fees are going up by 5.29 per cent. Businesses will see a $21.50 tax increase for each $100,000 of assessed value, as well as a $17 increase across the board for utilities. On Thursday, Oct. 9, council went through the $30 million budget prepared by staff to see if they could whittle down the proposed four per cent increase in spending – which they did by 0.1 per cent. Two per cent is the estimated amount for growth – which will fund changes in various operational costs. That left another

two per cent for taxpayers to cover, which council reduced to 1.9 per cent. The tax rate will be finalized in May 2015 by a new council once all assessed numbers are in. Monica Dalziel, the city’s chief financial officer, explained the tax increase is largely attrib-

uted to a one per cent increase in capital funding in transportation, which includes costs ranging from drainage to sidewalks, to roads and equipment. The other one per cent is for increased costs for ice and snow control. The snow and ice control reserve has now been depleted.

All-candidates meeting set for Oct. 27, new time announced A municipal all-candidates forum hosted by the Salmon Arm Chamber of Commerce and Downtown Salmon Arm is scheduled for Monday, Oct. 27 from 4 to 6:30 p.m. at the Prestige Harbourfront Resort. The time of the meeting had to be moved from the original start of 6 p.m. due to the regular council meeting, which takes place that evening. The earlier time

will allow for the incumbent candidates to attend the afternoon council meeting, then participate in the allcandidates meeting at the Prestige and then return to the evening council session at city hall. Because of time constraints for the meeting, only written questions will be used. Also, there might not be time for all questions submitted. Submit yours by go-

ing to www.sachamber.bc.ca or www. salmonarmdowntown. com and select the link for question submissions. Questions will be viewed by a committee and will be queued by key topic and date of submission. The chamber’s original date for the allcandidates meeting was first set as Oct. 22. There will not be an all-candidates meeting that night.

Tax credit a drop in the bucket The federal Conservatives deserve credit for recognizing that childhood fitness is an issue and that sports activities are expensive. But let’s face it, the doubling of the tax credit for kids under 16 from $500 to $1,000 is just a drop in the bucket when it comes to getting kids active and fit. Now, parents can get back up to 15 per cent of their children’s registration or membership fees at tax time but it’s really just a gesture and an acknowledgement that the original $500 tax credit was far too low, especially if you have more than one child in more than one sport. What sweetens the pot slightly is that the maximum credit actually works as a refund of $150, meaning that families whose incomes are too low to benefit will get some help, although they have to spend a lot to benefit a little. Cynics will argue that the Tories are just buying votes — with voters’ own money — in advance of a federal election a year from now. But people’s memories aren’t that long and the refund or tax credit isn’t worth that much. What would make a difference would be a national fitness strategy to encourage families to make health and fitness a priority. Currently, this is left up to the cities to do, with some encouragement from provincial or regional health authorities, and other non-profit agencies. What’s missing is a culture of active living because everybody is so strapped for time, people drive everywhere and sitting in front of a screen all day is seen as the most-productive way of getting things done. Could a pan-national strategy address more issues over a long time frame? Absolutely, and it’s not just kids who could benefit from incentives to employers and agencies to get everyone moving and being healthy. -Campbell River Mirror

Tips for taking pictures of salmon

There are salmon in the Adams River… lots and lots of bright red sockeye salmon. Maybe not as many as were predicted, but certainly enough to get some pretty good photographs. There are any number of excellent spots along the trail where you can get photos. The trick is to bring the right photographic equipment. I would recommend a medium telephoto and a medium wide-angle lens, a sturdy tripod and, most important, a polarizing filter for both lenses. To put things in the simplest of terms, polarizing filters change the way light passes through a lens, by filtering out part of the light being reflected at certain angles that cause reflective surfaces to be visually washed out due to excessive glare. Polarizing filters are essentially two linear filters that rotate on an axis to each other and when the two filters are at the correct angle to each other, they effectively reduce the amount of glare. It is easy to see (no pun intended) how a polar-

THE GREAT OUTDOORS James Murray izing filter would be of great value when taking pictures of fish in the water. These filters, however, also tend to be very expensive so what I did was get one polarizer to fit my largest filter-sized lens and stepdown rings that allow me to use my one polarizing filter on a number of other lenses. It might be a bit of a hassle switching the filter back and forth from one lens to another, but it does the trick and still allows me to put gas in my vehicle. What you put all your gear into is as important as the gear itself and there are a number of good quality packs out there that will help

you organize, protect and carry your gear comfortably. I carry a Lowe Slingshot model 100 that I use as a daypack. It is indispensable. For my day of taking photos of the sockeye in the Adams, I packed my D90 camera body, an 80 - 200 mm f2.8 and an 11 - 16 mm f2.8, extra batteries and cards, a small pair of binoculars and my lunch. I strapped my four-section carbon-fibre Manfrotto tripod to the bottom of the pack. I do wish that I had brought along my 60 mm macro lens because I saw a lot of neat looking fungi growing on some of the fallen trees that I would like to have photographed – another time, I guess. While on the subject of fungi and macro photography, I never used to think there was a place for artificial light in nature photography, but I have come to change my mind over the years. Flash diffusion accessories such as the LumiQuest Mini Softbox allow you to soften the harsh unnatural feel of electronic flash. Flash also allows you to fill in shadow

and even out the lighting ratio between the shadow and brightly illuminated highlights. I also carry a couple of feet of aluminum foil in my pack. I can unfold it and use it to bounce sunlight back onto my subject when doing close-up nature photography. The whole thing about deciding what to take and what not to take along with you on any photographic field trip into the great outdoors is making sure that you have what you will absolutely needs and not what you will end up carting along for nothing. Having said that, last weekend I learned – the hard way – that it is always a good idea to take along a jacket or sweater, even on the warmest of days. The weather, like your lighting, can change quickly when you’re taking pictures in the outdoors, and I really wish that I had brought along warmer clothes. There are still lots of good opportunities to get photos of the sockeye. Maybe you’ll even see me out there – dressed in warm clothing.

Pipeline phobia being fueled by activists

From the hill Colin Mayes I am very perplexed at the pipeline phobia that has spread in our province. The pipeline to take oil from the oil sands to the Port of Kitimat is one issue. Now, there is resistance to the proposal to increase the size of the pipeline from Edmonton to Vancouver by Kinder Morgan. The pipeline from Edmonton to Vancouver built in 1957 runs through scenic Jasper National Park and down the Yellowhead to Kamloops and then on to Vancouver. So why is there resistance to upgrading this 57-yearold pipeline? There has never been a problem with this pipeline. All the owner wants to do is increase the capacity of the pipeline which will be built in accordance with our new tougher regulations. In my view, the proposed Gateway Pipeline from Edmonton to Kitimat is a far better means to transport crude oil from the oil sands compared to the rail alternative. Any pipeline built in Canada today, will need to conform to our government’s new environmental regulations --

the most stringent in the world. Canada is a net exporter of natural gas and oil. It is good for the economy to develop new markets rather than rely on the sole market south of the border. Logic and historical facts tell me that pipelines are a safe and effective way to transport oil and gas, so why the phobia? Some opponents to the pipelines envision the risk of a spill. With that logic we would not use airplanes to travel. Yes, there is a risk to flying but technology has mitigated the risk and it is the safest way to travel. Could the underlying resistance be related to a back-door approach in stopping the Alberta Oil Sands development? If this were the case and the same people are also against the development of new mines, and the harvesting and management of our forest resource in British Columbia, please help me resolve the issue of how government is going to pay for all of their demands for government services without any tax revenue? In your government’s budget, our government streamlined the Environmental Review Process for various natural resource developments. We did not compromise the regulations, but simply made the process timely. Our actions will not make the process less stringent, or environmentally irresponsible, but to simply cut

Practising good stewardship By Barb Brouwer

MARKET NEWS STAff

When longtime volunteer Kay Braby sees need, she does her best to alleviate it. “We have so much here, I have so much, but there’s such a lot of need and sometimes it takes a bit of leadership to provide the machinery for people to be able to do something to contribute,” says the United Church member. “As a Christian I feel a responsibility to share with other people.” And that is what stewardship sessions on Wednesday, Oct. 22 in the First United Church hall are designed to do. Four respected presenters will participate in an afternoon and evening workshop to share information about stewardship. It is open to everyone n the community. Jane Harding, regional financial development officer with the church’s philanthropy unit, helps congrega-

tions achieve total financial health and individuals realize their dreams for the church. United Church of Canada Foundation president David Armour has headed major fundraising campaigns as chief executive officer of the Canadian Olympic Foundation and United Way of Canada. He is a practised speaker and leader and facilitator in strategic planning, program planning, revenue generation and on-site campaign analysis. First United’s interim minister, Rev. Lynn Elliot, specializes in assisting congregations through times of transition. Also presenting is Rev. Ivy Thomas, conference minister for the Kamloops-Okanagan Presbytery and a skilled practitioner in The Circle Way, leading workshops and retreats that encourage storytelling and personal growth.

INFORMATION DESIGNED TO PROMOTE AND ENHANCE YOUR WELLBEING

Secrets of keeping your kids healthy this winter (NC) Keeping your kids from getting sick all winter can often seem like a losing battle. Bundling them up in the morning does not guarantee they will stay warm and dry through a snowball fight and one sick classmate usually means a classroom full of sniffling, coughing students. However, there are some simple things you can do to help your little ones stay healthy this winter. Getting adequate sleep is imperative for a child’s health. A rejuvenating sleep can go a long way towards replenishing the body’s resources and aiding a child’s metabolism, immune system, and cognitive functions. If you are beginning to sense a sniffle or a cough, giving your child a warm and delicious cup of lemon water and honey before bed will soothe these symptoms, helping them

have a more restful sleep. A good winter diet is equally important to keep your children healthy and happy. Getting your kids involved with meal preparation and grocery shopping will make them excited to eat the food they’ve helped prepare and choose. Bringing fun into a meal will encourage them to eat healthier food. “Choosing organic produce does not have to become a financial burden on the family especially with proper planning and preparation,” says Helen Sherrard, president of the Canadian Health Food Association (CHFA). “Try buying in bulk, or purchasing produce when it’s in season and freezing it to have during the winter months. Another option is to shop at your local natural health retailer as these stores often offer a wide selection of specialty organic

Here are five quick facts to help you make your decision: 1. Everyone over age six months should get a flu shot. 2. The benefits of getting the flu shot outweigh the risks: the shot cannot cause the flu as it does not contain a live virus, but some recipients may experience mild fever or soreness at the site of injection. 5. 5 fascinating facts about the flu shot Canadians should know (NC) Many of us still have issues surrounding the flu shot even though it’s been around for years. Questions include what it is, how it works, and whether or not it is necessary. “Getting this vaccine is one of the most important things you can do to prevent the flu,” says Bowen Chen, a pharmacist at Target. “It can prevent illness in 70 to 90 per cent of healthy children and adults – that’s a huge number.”

influenza as it causes antibodies to develop in your body. These antibodies provide protection against infection. Best of all, says Chen, you can get the flu shot at your pharmacy and no appointment is necessary. So on your next visit to pick up prescriptions, or to buy over-thecounter medications, be sure to ask for a flu shot too. Put your new kitchen sink in stone (NC) If eye-catching colour is turning your head in décor showrooms these days, you’ll be pleased to know that the sheer beauty of a post-modern kitchen sink can indeed be coupled with the toughest surface. A hot topic in 2014, for example, is a superstar material for sinks called,’silgranit’, which has been gaining a lot of popularity in recent years. This is a rock-solid composite, made in Canada, engineered in Germany – and Toronto is one of only two silgranit production facilities in the world. “Silgranit is a patented material that combines 80 per cent natural granite stone with a premium, acrylic-resin formula to give the sink unsurpassed hardness, strength and durability,” says Edyta Drutis at Blanco Canada, an innovator in kitchen art technology. These sinks, she points out, are non-porous for exceptional hygiene and easy care. They are also scratch-, chip- and stainresistant, and they are strong

enough to withstand the heat of saucepans straight from the stove – and tough enough to let you cut food right on the surface. “If you’re looking for a beautiful kitchen feature that will never lose its brand new look and appeal, these sinks will give you a lifetime of pride,” Drutis continues. “The colours are cinder, anthracite, truffle, café, biscotti, and white, each one a non-fading, densely textured earth shade. Cinder, for example, is a velvety warm charcoal with a hint of brown. Anthracite is a beautiful black sink, dramatic but also serene. All of the colours are imbued with a mineral pearlescence to catch the light and each one is designed to complement the other décor features in your kitchen.” Trend-setting models The two most talked about silgranit sinks this year are first, the Blanco Precis Cascade, with a revolutionary bi-level bottom, and secondly, the Blanco Diamond Low Divide U 1 ¾, a

functional double-bowl design. “The Diamond Low Divide U 1 ¾ model is one of a kind,” says Drutis. “Indeed, we say ‘raise the bar in your kitchen by lowering your divide’. The main feature of the sink is a low partition in the large, double bowl. This partition gives you added room to fit large pots, pans, and trays, making cleanup much quicker and easier. In a busy kitchen, the Diamond Low Divide functions as a regular double-bowl sink – but is able to do so much more.” The Blanco Precis Cascade is also a star performer this year, turning heads with its supersquare modern bowl design, also with bi-level bottom. “The lower level is designed to soak your pots and pans, while the raised level equipped with a mesh basket can function much like a second bowl, perfect for cutlery or glassware, or for washing fruit and vegetables,” Drutis explains. “Both sinks are exceptional examples of the silgranit innovation – and you

can even get the faucets colourmatched with silgranit finishes. “Coloured faucets are striking when paired with the colour of your sink,” she continues. “And yet, if you think you might miss the usual gleaming finish on this fixture, take a look at the faucets with a split finish. This gives you the silgranit colour at the base and shiny chrome on the rest. Varying faucet styles

are available including models with pull-down and pull-out features, dual spray function and a wide variety of designs to satisfy today’s kitchen needs.” Each faucet, like each Blanco sink, is an achievement of German engineering and sophisticated styling – and with the solid brass construction, says Drutis, they are built to last a lifetime.

CHASE Giving thanks for the victory The Chase Heat held their Family Weekend during Thanksgiving – a weekend that went from bizarre to warm and cozy. On Friday, Oct. 10, they hosted the Kamloops Storm who went on to a 6-2 victory. Other than latest acquisition Hayden Orton, the rest of the Heat took the night off. After the Storm went up 4-0, Orton, early in the third, potted his first from Kolten Moore and Connor Venne. Kamloops got two more before Orton closed out scoring assisted by Travis Beaubien and Cole Perison. Two-hundredand-seventy people in the stands, including family and friends, left scratching their heads. On Saturday the 11th, the Heat hosted the KIJHL-leading Osoyoos Coyotes. The night before was basically a bad horror flick and on this evening, the scales were tipped in a barn-burning, entertaining thriller from start to finish. Two-hundred-andtwenty people watched as Mike “Stretch” Byer stood on his head, stop-

Chase shut down the vaunted Osoyoos power play on 11 occasions while popping in 2 on 13 opportunities. Trevor Okino started things early in the first on the power play assisted by Jordan Passmore and Kaleb Boyle. Then the Coyotes got one to tie things up, and then another in the second period. In the third,

Boyle, on the power play, tied things up from Dustin Vasil and Beaubien. Then Passmore scored the winner assisted by Moore and Tommy Brown. It was a huge win for the home side and created happy faces for the fans in attendance. Sunday the 12th saw 48 golfers take in the fourth Annual Heat Classic at Sunshore Golf Course. More than 100 showed up for a de-

licious turkey dinner to conclude Family Weekend in Chase. Next up are the Western Canada Junior B Champion Beaver Valley Nighthawks on Friday the 17th in Chase – another adversity for the boys in pink to overcome and claim victory. October is Breast Cancer Research and Cure month, so fans are invited to come out for entertaining hockey and a good cause.
