Get the fluoride factoids City of Cranbrook hosting open house and debate ahead of the Nov. 15 referendum on fluoride in the water supply

Next week residents will have a chance to see both sides of the fluoride debate for themselves before deciding the fate of Cranbrook fluoridation system in the November referendum. The city is hosting an open house detailing the water system and water fluoridation on Thursday Oct. 23 at the Manual Training Centre. Starting at 7 p.m. Canadian health experts on both sides of the fluoride issue will debate the merits and

drawbacks of the fluoridation of the water supply. The debate will be moderated by David Walls, president and CEO of the College of the Rockies. The speakers will be available to meet the public and respond to questions for the remainder of the evening. The speakers are: - Dr. Alastair Nicoll of the BC Dental Association and an area dentist who will discuss the advantages of adding fluoride to the public water system. - Dr. James Beck, Profes-

sor Emeritus for Medical Biophysics at the University of Calgary and co-author of ‘ The Case Against Fluoride’, who is a vocal advocate for removing fluoride from the water system. The referendum comes just over a year after Kevin Millership, a Slocan Valley resident launched a class action lawsuit against the city seeking damages for dental fluorosis. In his lawsuit, Millership alleged that the city has a duty of care for its residents and is negligently harming

members of the suit by adding fluoride to drinking water. In November, 2013, the city confirmed that it was in the process of a settlement. Millership said that he had asked the city to hold a referendum in November 2014, with a process of education and consultation leading up to the referendum. The city began fluoridating the water back in 1968 based on a 1966 referendum.

Where are all the election signs, you may be asking? If you drive through Cranbrook you will see municipal election signs popping up all over, yet Kimberley remains sign-free. Are we just slow to get started? No. In fact, candidates in Kimberley are not allowed, by way of the City sign bylaw, to put up signs until October 20. The bylaw was updated

in 2011 and a time period for temporary signage, including that for an election, was established. Signs were actually put up too early by all candidates in contravention of the bylaw during the 2011 election campaign, but it was pointed out to candidates in the 2014 campaign that the dates had to be honoured. Expect to see signs popping up in Kimberley on October 20, 2014.

Infrastructure funding is always a hot topic in Cranbrook, but help could be on the way from provincial and federal governments. Smaller communities will soon be eligible to apply for funding to support local infrastructure projects as part of the federal Building Canada Fund, as part of a joint announcement from the Ministry of Community, Sport and Cultural Development and the Ministry of Transportation and Infrastructure. communities can apply for funding that supports infrastructure projects of significance, such as drinking water, wastewater, road improvement, green infrastructure, as well as local and regional airport projects. “We are committed to building strong communities by supporting collaborative, innovative and fiscally responsible programs,” said Todd Stone, Minister of Transportation and Infrastructure. “This funding will help build community infrastructure projects including transportation projects, an important part of our 10year transportation plan, which will look at every facet of transportation in B.C. to prioritize projects for investment.” The Small Communities Fund, which is a dedicated source of funding through the New Building Canada Fund, is part of a federal program to to promote economic growth, job creation and productivity. The total value of the funding program is up to $327 million over 10 years.

According to city officials, Cranbrook will be looking to apply for funding from the program to support local projects that could include replacement of the dam at Idlewild Lake, the transfer pipe at the sewage lagoons and spray irrigation equipment and 2nd Street South for the replacement of water and sewer and road. “This funding will help communities invest in key infrastructure priorities—projects that treat wastewater, provide cleaner drinking water, or make improvements to transit or roads,” added Coralee Oakes, Minister of Community, Sport and Cultural Development. “These are projects that are crucial to healthy, vibrant communities.” This past May, a renewed Federal Gas Tax Fund agreement was signed by the province, federal government and Union of British Columbia Municipalities. That agreement will provide approximately 2.76 billion in new funding for B.C. communities over the next 10 years.

Water main repairs to close part of 2nd Street South Submitted

Cranbrook, BC -City of Cranbrook Public Works water crews will be replacing a water main valve on 2nd Street South between 15th Avenue South and 17th Avenue South on Friday October 24, 2014 from

8:00am and 4:00pm. As a result, that portion of 2nd Street South will be closed to all traffic during the replacement work. Detours will be in effect. The City of Cranbrook apologizes for any inconvenience this work may cause.

Mike Connelly’s wife happened to look out the window THursday, only to see a large tire come rolling up from the highway, past the apple tree and below the strawberry beds below the window of the house, just west of Cranbrook. It appears the tire broke off from a transport truck going by, hit the ditch, turned at a right angle and rolled uphill about 125 feet, before it collapsed, it’s journey done. Postal workers gather in support of home delivery ARNE PETRYSHEN

Pouring rain and gusting wind didn’t stop members of the Canadian Union of Postal Workers Local 728 from gathering near an advertising billboard on the north end of town. The workers were showing their support for keeping door to door delivery, which Canada Post has announced it would be phasing out. The gathering is a local part of a new national campaign by CUPW to gather support for preserving home mail delivery. CUPW also has a legal challenge in the works and is being joined by seniors’ groups and organizations for people with disabilities.

Canada Post wants to phase out home delivery in an effort to cope with a revenue squeeze from falling mail volumes. The postal workers union said the Federal Court challenge, which has not yet been filed, will argue that doing away with home delivery is a decision for Parliament, not Canada Post. Union president Denis Lemelin told the Canadian Press that the agency is too focused on the bottom line and is ignoring the needs of Canadians. “The reaction was immediate from every part of this country,” Lemelin said. “People — seniors, people with disabilities, the general public — were against it and

demand that the door-to-door delivery be maintained.’’ The Conservatives are trying to distance themselves from the home delivery issue, the union said, adding the government should be held accountable for allowing the decision to be made without proper consultation or debate. Canada Post said it is confident the plan to do away with home delivery “will withstand any and all legal scrutiny.” Digital alternatives — such as electronic bills and email — are quickly replacing traditional mail delivery, spokesman Jon Hamilton said. Women’s centre seeks community donations Arne Petryshen Townsman Staff

The Cranbrook Women’s Shelter is in dire need of donations. Budget restraints and a severe decline in community donations have meant the centre is currently unable to offer food programs. A $300 donation from the city in the form of emergency funding will go a small way to help, but donations from the community are needed. Denise Stewart, coordinator at the Women’s Centre, said the centre’s food programs helps women and their children living on a low income. “ln the past the Women’s Centre was able to offer weekly lunches, a stocked food cupboard, good food

baskets, and gift cards to Safeway or Superstore,” she said. “We are now unable to offer any of these services.” The Cranbrook Women’s Centre is an organization under the umbrella of the Community Connections Society of Southeast B.C. Stewart sent a letter to council asking for donation on Oct. 6. After discussions council went ahead with a $300 donation. “I’ve got a soft spot in my heart for women’s centres because the doors open and they are there for anyone who walks through those doors,” said Coun. Angus Davis. “There was a time when I was out of circulation for a bit and those two ladies

who run that women’s centre were at the door [asking] ‘are you ok?’” He noted that was years ago. “I’m just amazed and thankful for the type of people that operate these facilities — it’s an act of love for their fellow human beings,” he said. “If they need food or something I’m more than willing to take part.” Coun. Diana J. Scott said her heart goes out to the centre as well. “I don’t think the community is aware of this and I certainly wasn’t aware of this until I read this letter,” Scott said. “I’m not really in favour of us donating city money for food.” Scott said that usually council helps organization like the food

certainly appeal to the community to do so.” Coun. Sharon Cross noted that there are a number of churches that offer breakfasts, then there is Street Angels, the Salvation Army and the Food Bank. Cross wondered if it was possible for them to work together, but noted there may be safety concerns. Coun. Denise Pallesen noted that the Cranbrook Women’s Centre has really struggled over the past few years. “I feel so badly for them. There are so many great organizations out there that are struggling as well,” Pallesen said. Coun. Gerry Warner said this sounds like an

emergency situation, and said he would be willing to make a motion to give them something out of our contingency fund. Mayor Wayne Stetski noted that he would be meeting with service clubs and added a presentation about the women’s centre to the list. Warner put forward a motion to take $300 out of the contingency fund for the centre. “Let’s help them out a little bit, because I think the food goes along with that social therapeutic aspect that would make the contact a lot more meaningful,” he said. Stetski noted that his stipulation would be that it is a one-time only donation and that the

centre is aware that it can apply for a grant-inaid in the future. “Under those circumstances I think I’ll support the motion,” Stetski said. Coun. Bob Whetham also supported the emergency funding. “But I would like to see it followed up with more information with what the programs really are ... and what other options there are for funding,” Whetham said. Coun. Scott was opposed to the motion. “I just don’t want to go down that slippery slope of donating from taxpayers money for this emergency,” Scott said. “I think it behoves people in the community to rally around this.”

held several months ago, the news was not released until recently. “The nomination was held back in May,” Wilks told the Townsman on Wednesday. “So it’s been a while and I

figured may as well let people know.” He said he is looking forward to running in 2015 for the Conservatives. “We’ll see how things turn out in October,” he said. “It’s sure been a fun ride for four years and I hope I’m here for another term.” Dave Reeves, president of the Kootenay Columbia Conservative Riding Association, said new boundary changes significantly have altered the size of Kootenay Columbia federal constituency. The constituency now includes Nelson, Salmo and Kaslo. Reeves said that made it necessary for the national Conservative Party to open a nomination process to select a candidate for

the next general election. Reeve said every conservative party member of the riding was notified by mail from the national office that a nomination process would take place along with the specific closing date. “In preparation the local electoral district association chose a candidate selection committee to interview prospective applicants, for the position currently held by MP David Wilks,” Reeve said. “National party headquarters then informed us that they had only received one complete application, by the close of the designated time. The local nomination committee then interviewed David Wilks and unanimously approved him.”

Fluoride open house Since the 1990s the number of municipalities fluoridating the water supply has dropped and in B.C. Cranbrook is part of the small minority of municipalities that still adds fluoride to the water, along with Sparwood, Prince George, Fort St. John, Prince Rupert and Terrace. Of those, Sparwood and Prince George are also holding referendums on whether to continue adding fluoride. Terrace explored the idea, but ended up delaying the referendum. Prince Rupert currently doesn’t add fluoride to the water supply as the injection system is off-line. The electoral assent on whether or not to continue adding fluoride to the City of Cranbrook water system will be held as part of the municipal election on November 15, 2014. All eligible voters are encouraged to participate. The question will

Christianity: What it’s not about What does it mean to be Christian? What makes a person a Christian? Before I begin to answer that question, let me be very clear that I’m not providing criteria by which we can judge who’s in and who’s out. It’s not up to me to decide who’s in and who’s out, who’s a Christian and who is. I’m not separating sheep from goats. Rather, what I want to do is reflect about what is “at the heart of being Christian,” to use Marcus Borg’s felicitous phrase. The question I want to address is “What matters most in seeing what being Christian is about?” This week, I want to begin with two things which I don’t believe describe what it means to be a Christian, even though both are very popular among some. Next week, I’ll address what I believe it means to be a Christian. Firstly, being Christian is not about believing the right things. Many would disagree with me; the notion that Christianity is about believing a set of teachings or doctrines is widespread. However, that is a relatively recent distortion of Christianity. It began with the Reformation of the 1500s and the Enlightenment of the 1600s and continues today. Protestants distinguished themselves from Catholics by what they believed compared to what Catholics believed. Then Protestantism divided into many churches, each distinguishing themselves from others by what they believed. So also the Enlightenment heightened the emphasis on believing. Characterized by the birth of modern science and scientific ways of knowing, the Enlightenment

called into question many conventional Christian ideas: that the earth as the center of the universe; that creation happened in six days and not all that long ago; the sense that miraculous supernatural interventions sometimes occur; and so on. In the face of such challenges, the response in much of Western Christianity was to believe in spite of evidence to the contrary. That repreRev. Yme sented the beginning of Woensdregt modern biblical literalism: in the face of modernist impulses, it emphasized that the Bible was literally and factually true, even if it went against “common sense”. Biblical literalists believe that from creation to the birth, life and death of Jesus, and into the future, the Bible is without error. For them, to be Christian is to believe these certain things. It is true that the language of “believing” has been part of Christianity from the very beginning. But New Testament language doesn’t primarily mean believing the right theological beliefs. Marcus Borg reminds us that it meant something like the English word “beloving.” To believe in God and Jesus was to belove God and Jesus — which means to commit one’s self to a relationship of attentiveness and faithfulness. Commitment and fidelity are the ancient meanings of faith and believing. It is not a head trip. It is a commitment of the heart. The two most frequently used Christian creeds (the Apostles’ Creed and the Nicene Creed) both begin with the Latin word “credo.” Most commonly it is translated into English as “I believe.” But the Latin LETTERS TO THE EDITOR

roots of credo mean “I give my heart to.” Of course, both creeds include a list of central Christian convictions. But saying the creed does not mean, “I believe the following affirmations to be literally true.” Rather, it means “I give my heart to God” — and who’s that? The creator of heaven and earth, of all that is. “I give my heart to Jesus — and who’s that? The one we say these things about. The other problem with the popular misunderstanding of believing is that “believing the right things” does not intrinsically lead to a changed life. Again, as Marcus Borg puts it, “you can believe all the right things and still be a jerk.” It is possible to hold certain beliefs strongly and still be unchanged: fearful, self–preoccupied and self–concerned, angry, judgmental, mean, even brutal and violent. Christian history and the history of other religions are filled with examples. Believing has little transformative power. The second thing I don’t believe is that Christianity is about what happens to us in the afterlife. Much of popular Christianity emphasizes what happens to us after we die. We have to believe the right things now so that we can get to heaven later. I disagree. Christianity is not about what happens then. It’s about how we live here and now, in this world, showing compassion and grace and love to all of the created order. Beloving God and people. Living here and now. Sink your teeth into this … What’s Up? JANUS: Cranbrook Then & Now

Jim Cameron It has been forty-four years since the good voters of Cranbrook decided to add fluoride to the city’s water supply. The bad voters did not show up. The upcoming municipal election will see the local majority not only choosing a slate of alderpeople but also deciding whether or not to continue to fluoridate city water. The topic of fluoridation in Cranbrook water first arose in the 1950s. By that time scientific links between fluoride and its benefits in the reduction of caries (cavities) established in the early 1930s in the U.S. had taken hold in numerous Canadian cities based on strong recommendations from various respected provincial and national health groups despite anti-fluoridation protests which continue to the present day. In Feb., 1957, the local city council discussed the matter and allotted $10,000.00 to authorize a company from Calgary to conduct a survey and submit plans to determine the cost of local fluoridation. Apparently the idea was shelved soon after as nothing was heard again until Oct., 1966, when the East Kootenay Health Unit asked city council to hold a referendum concerning the question of fluoridating local water. The council was at first

somewhat skeptical, seeking more information on the issue. In a letter to council, Cranbrook’s school medical officer Dr. J.M.H. Hopper pointed out the results of dental exams of children which “indicated a high rate of decay, magnified by a lack of treatment.” Of 49 local children between the age of five to six there were 250 decaying

teeth, 34 missing teeth and 103 teeth filled, averaging 8 per child, 65% of the children inspected required some dental treatment. “Every effort should be made to improve this deplorable situation,” stated Dr. Hopper. Dental consultant Dr. Allan Richardson attended a Cham-

ber of Council meeting to outline the benefits of fluoridation and soon thereafter the Junior Chamber of Commerce also requested a referendum on Dec. 10, 1966, to which council agreed, in essence following recommendations from such groups as the World Health Organization, Health Canada and other recognized organizations. The Cranbrook Courier newspaper joined both Mayor George Haddad and the Chamber of Commerce in supporting the concept, pointing out that there were about 3,000 youngsters in Cranbrook – from babies to teens – which, based on Dr. Hopper’s study, could mean an excess of 20,000 teeth requiring treatment. This figure proved somewhat diaphonous but the general point was made: fluoridation would cost between 15 and 20 cents per year per capita, it would result in many happier mouths and it would save people a whole lot of money in dental care in years to come. That year the municipal election took place at Tenth Ave. School. Incidentally, along with the fluoridation bylaw was another allowing the school board to borrow $451,600.00 for items including land purchase and building construction. Further, the voters were asked to select three candidates for city council out of a total of six who were running (voters elected half of the six-person council to a two year term each year in order to provide continuity).

Charles Cox and the book theft ring “No one cares when you steal from libraries.” So thought Charles Cox, a rare book dealer who set up shop beside Columbia University in 1914. Prior to this, Cox ran a popular book shop on Manhattan’s 42nd Street for 30 years, until it and his house burned down simultaneously—providing Cox with a large insurance settlement. Although he was not investigated for insurance fraud, most people who dealt with him knew Cox was as crooked as they come. It was no secret that his shops mostly trafficked in stolen books. Unfortunately, Cox wasn’t alone. He was part of an organized criminal enterprise that stole books from libraries and sold them to used and rare bookstores, frequently in collusion with them. Cox and other dealers would provide book thieves with want lists of high-value items. Books would be stolen, removed of their library markings, and then resold to customers—which often included other libraries. While most thefts were discovered almost immediately by the victimized libraries, any measures taken were mostly inadequate. Closed stacks, security guards, and using a perforated ownership stamp instead of ink didn’t stop the flow of missing

books. Sometimes just the opposite happened. In 1910 the director of the Astor Library sent out a flyer to all rare book dealers to be on the lookout for recently stolen books, which could be identified by a small mark on any page ending in 97. The poor librarian had innocently revealed exactly what ‘secret’ marks needed to be removed before resell. And things were about to get much worse, as the New York Public Library Booknotes would open it doors in Mike Selby 1911. With it’s open stacks and open to anyone philosophy, it was going to be book theft heaven. This was why Cox was so flippant in his attitude. He shouldn’t have been. The New York Public Library was very much aware of the organized book ring run by Cox and his ilk, but the library’s newly appointed director had a secret weapon: Edwin White Gaillard. The son of Czechoslovakian immigrants, Gaillard has spent most of his life working in libraries. He had spent his early adulthood creating lending libraries in immigrant neighbourhoods, as well as tirelessly lobbying for schools to have their own libraries. Currently a librarian at the New York Public, he had been using his spare time trying to make the library more secure. He was very

much aware of what they were facing. Years earlier, a thesaurus had been stolen from a Manhattan settlement house library he ran, and in investigating its disappearance, he had stumbled upon the organized book ring (common today, an English language thesaurus was a rare treasure for newly arrived immigrants at the time). Gaillard had tracked down a team of men who had removed the book, erased all library marks and stamps, and even destroyed the book’s card catalogue entry. Yet even with a file full of evidence, no one was interested in prosecuting. But Gaillard had become somewhat of an expert on “the well-oiled library theft machine.” That is why the New York Public Library director knew Gaillard was the right—possibly the only—person for the new position he was creating: The Library Policeman. This was no mere title. Gaillard spent the next two years training with the New York Police Department. He had to learn penal law, search and seizure rules, arrest procedures, and physical training. He was then sworn in as a special patrolman for Manhattan’s 23rd Precinct. The worst decades of organized library theft were about to come to a close. Those like Cox who felt no one cared about library theft were in for a rude awakening. Next week!

In search of consistency Descheneau leads Ice into two-game homestand

The Kootenay Ice return to Western Financial Place for a two-game homestand beginning tonight when the Regina Pats roll into Cranbrook. Leading scorer Jaedon Descheneau is slated to play his 200th career WHL game tonight. The 19-year-old winger is also within two points of 200 in his WHL career, having scored 82 goals and 116 assists since joining the Ice in 2011-12. “Every year I’ve gotten better and I’m getting better this year, too,” Descheneau said prior to practice Thursday afternoon. “I’ve done pretty well in this league and I hope to be able to transfer that into the next level.” The 5-foot-9 spark plug has come a long way since posting three goals and 14 points in 54 games during his WHL rookie season in 201112. Head coach Ryan McGill returned to Kootenay for the 2012-13 WHL regular season, a year in which Descheneau broke out with 30 goals and 78 points in 69 games.

KANSAS CITY, Mo. — This Midwestern city best known for its barbecue, bebop jazz and, for most of the past three decades, bad baseball has exploded into a sea of blue as long-suffering Royals fans suddenly find their team at the centre of the sports universe. Kansas City’s improbable playoff run stoked a community pride that has blue-clad strangers giving high-fives on the street while police officers thank residents on social media for abstaining from crime — at least on days when the team is playing. Twenty-nine years after the Royals beat St. Louis in the 1985 World Series, a whole new generation of Kansas City fans is learning how to celebrate winning baseball for the first time.

Sporting goods stores are seeing team gear flying off the shelves, while sports bars around town shook Wednesday afternoon as the Royals won the AL pennant smack dab in the middle of happy hour. “We’re all so excited we can hardly stand it,” a beaming Gail Locascio said Thursday morning as she sifted through Royals window decals at a Dick’s Sporting Goods store in Merriam, Kansas. The 61-year-old Overland Park, Kansas, resident was loading up on T-shirts to send to her two sons, longtime Royals fans who have moved away from the area. Her youngest son, Keith, lives in Hawaii and was surprised by his wife on Wednesday when she gave him tickets to Game 4 of the World Series in San Francisco.

That’s one reason she’s rooting for the Giants to win the National League pennant, which they did Thursday night. A mile up the road in Mission, Kansas, dozens of people milled around half-empty racks of blue T-shirts at a Kansas Sampler apparel store that opened nearly three hours earlier than normal on Thursday. Nicole Green, a manager at the store, said 10 to 15 people were already waiting outside when she got to work at 6:45 a.m. Though the store usually opens at 10 a.m., Green said customers were allowed inside at 7:15 a.m. to wait for the first shipment of shirts, which arrived soon afterward. “We were waiting, and we invited them to come in and wait with us,” Green said. In the Kansas City

suburb of Raymore, Missouri, two trash collectors were surprised when they showed up at John Keesee’s home on Wednesday morning and found two brandnew Royals jerseys hanging from one of the trash containers. Keesee, an Alabama native who goes by “Bubba John,” said he knew the men didn’t have Royals shirts and he wanted to thank them for serving him so well the past few years. “They’re real good to me,” said Keesee, a 56-year-old golf pro who also owns a business, Bubba John Seafood, which transports seafood from Alabama to Kansas City. “With my seafood business, my trash is trashy, but they never miss a day.” Kansas City Mayor Sly James’ office is urging people to illuminate

their homes and businesses in blue, much like the new owners of the historic downtown Power and Light Building did last weekend. Rodney Pullen, who works for Northpoint Development, said the idea of cloaking the top of the city’s original skyscraper in blue came up last Thursday. He spent the weekend at the top of the dormant, 36-story structure installing 500 light bulbs encased in a blue, heat-resistant gel. “We thought it would be really cool to make it blue for the boys coming home from Baltimore,” he said. The city, which also identifies itself as the City of Fountains, has turned six of its most popular fountains a deep blue and has plans to bottle some of that water, the mayor’s office said.

CALGARY — Olympic hockey heroine Marie-Philip Poulin headlines the Canadian women’s hockey team roster for the upcoming Four Nations Cup. The annual international tournament featuring Canada, the United States, Sweden and Finland will be held Nov. 4-8 in Kamloops, B.C. Canada trailed the Americans 2-1 in the Olympic gold-medal game last February in Sochi when Poulin scored with 55 seconds remaining in regulation and again at 8:10 in overtime for the victory. The 23-year-old from Beauceville, Que., was among 23 players named to the Four Nations roster Thursday by Hockey Canada. Poulin and nine other players selected were members of the 2014 Olympic squad. Doug Derraugh of Arnprior, Ont., will serve as Canada’s coach in Kamloops and at the 2015 world championship in Malmo, Sweden. He’s coached the Cornell Big Red women’s team for nine seasons. Derraugh was Canada’s assistant coach when they won the world championship in 2012. Canada will be distinctly more youthful in Kamloops than in Sochi. Forwards Hayley Wickenheiser, Jayna Hefford, Caroline Ouellette and Gillian Apps, defender Meaghan Mikkelson and goaltenders Shannon Szabados and Charline Labonte were among the veterans left off the Four Nations roster. ists, voted the measure down almost two to one, which is a shame. Fernie, finding it hard to accept change, did likewise.” Almost vicious content, indeed. The councilors, it was conjectured, were turfed for a number of reasons, not least of which was a major

change in the city tax structure earlier in the year (which roused the local Ratepayer’s Association to sponsor two of the incoming aldermen), drawn-out negotiations between the city and Stewart-Green properties concerning the construction of what would become the Cranbrook Mall; opposition to a proposed well-water program for the city at a cost of $300,000.00; a general lack of support on the part of council for various community groups and, last but not least, the city’s inaction concerning the purchase of a radar set. The local paper stated “if all seven members [of city council] had

been running, all seven would have been creamed…the pot finally boiled over in an exciting example of democracy in action.” So there it was, Cranbrook water was to be fluoridated. The big question was not fluoridation of the water but rather finding water to be fluoridated. Cranbrook was, and had been for many years, running short of the old H2O. In truth, Cranbrook had always been short of the stuff and the ongoing debate as to how to access more would continue for years to come. But that’s all water under a different bridge, what water there was

was to be fluoridated. In July, 1967, council, moving at the pace of a fully-loaded mule, approved a bylaw to borrow $18,500 over five years to install a fluoridation plant. The scheme faced numerous delays until Aug., 1968, when Cranbrook citizens were informed that fluoridation of the local water supply had begun one month earlier without, it was noted rather smugly, a single complaint registered at city hall. Cranbrook is presently one of a handful of cities in B.C. to fluoridate water. With the exception of Nunavut and the Yukon, B.C. is the lowest fluoride provider in Canada at 3.7 per cent

of the population. Quebec is next with 6.4% and it moves on upwards throughout the provinces to Manitoba at 69.9 per cent, Alberta at 74.7 per cent and Ontario at 75.9 per cent. In total, as of 2007, Canada provided fluoridation to approximately 45 per cent of the population (14,258,078 people) compared to about 72 per cent of the U.S. Still, perhaps the real question this year is not the fluoridation of water or who will be elected to council or where will the next mall be built, or does the school board need more money? Perhaps the real question should be: “When will we get a radar set?”

PILOT BUTTE, Sask. — A Saskatchewan school division wants the province’s municipal board to clarify whether it should pay a six-figure bill for its share of a town’s new water system. Pilot Butte put in the system using a local improvement program to offset costs. This past February, the Prairie Valley School Division got a $196,000 assessment for the Pilot

Butte Elementary School, which had been using a well system before the new installation. The division says it would be a challenge to pay up because the provincial government controls school mill rates. Trustees are now looking to the Saskatchewan Municipal Board for guidance after a Queen’s Bench judge ruled last month that the court doesn’t have

jurisdiction in the matter. Janey Kotylak, the division’s board chairwoman, has told Regina radio station CJME that trustees want to use their operating dollars for the students’ education rather than infrastructure needs. “We only get our funding from the province now so we don’t have the ability to collect taxes to cover this and it’s definitely been a tight budget over the

last few years,” said Kotylak. The school division’s lawyer argued in court last month that Prairie Valley shouldn’t be responsible for the assessment because the land the school is on is being held in trust for the Crown, and that the property is also designated as a park. In other jurisdictions, such as Regina, school boards have paid local improvement program levies.

As students and office workers practised earthquake evacuation procedures Thursday, politicians ducked, covered and shook their fingers about B.C.’s long-running earthquake safety project for public schools. NDP leader John Horgan and education critic Rob Fleming visited Killarney Secondary in Vancouver, one of the highrisk schools the government identified for upgrading in a pre-election announcement in April 2013. They said more than a year later, only three out of 10 projects are underway. “Clearly, this was just another photo-op announcement from the premier with no follow-through,” Fleming said. Schools listed for 2013-14 were Killarney and David Thompson Secondary in Vancouver, James Gilmore Elementary in Richmond, Montecito Elementary in Burnaby, Windsor Secondary in North Vancouver, Henderson Elementary in Powell River, George Jay Elementary in Greater Victoria, Cordova Bay Elementary in Saanich, South Wellington Elementary in Nanaimo-Ladysmith and École Phoenix Middle School in Campbell River. Education Minister Peter Fassbender issued a statement touting the province as a leading jurisdiction in earthquake preparedness, with $2.2 billion spent or committed since 2001 to upgrade 213 highrisk schools. ANNIE’S MAILBOX by Kathy Mitchell and Marcy Sugar Dear Annie: I am a 66-year-old male. Six months ago, I lost my life partner, my love of 33 years. I was at “Michael’s” hospice bedside 24 hours a day. I always thought I had a good relationship with my partner’s family, especially his sister, “Josephine.” But a few days before his death, Josephine told me, “You haven’t done anything for Michael!” I was stunned, hurt and angry. I asked what she meant, but she refused to discuss it. I lost it at that moment and told her to leave. Since then, Josephine has barely been in communication. To this day, Josephine hasn’t told me what she meant by her comment, and I am reluctant to bring it up and cause more friction. Even the doctor said he had never seen anyone fight so diligently for anyone as I did for Michael. A friend thought Josephine was upset because I had total control over Michael’s care, even though I discussed all decisions with his family, including Josephine. Do I just let it go and wonder forever why she said that, or should I ask her and risk losing all communication forever? I am still hurt and sad. -- Grieving in Iowa Dear Grieving: We think Josephine felt impotent in the face of her brother’s imminent death and took out her frustration on you. This was obviously not appropriate, but it is understandable. She may also feel guilty about it, which increases her need to keep her distance. Asking her to elaborate on her remark would be painful for both of you, and we cannot promise she will be able to articulate her reasoning. Please try to forgive her without demanding any additional explanation. We hope hospice can direct you to grief counseling. Our condolences on your loss. Dear Annie: When I divorced many years ago, my daughter was 2 years old. My mother told me never to say anything negative about my ex in front of my daughter, and I never did. But my ex turned my daughter against me anyway. I never received a birthday card, Father’s Day card or anything else from her, and when she turned 13, she sent me a really nasty letter saying I owed her money for a dress. I was always prompt with my child support and paid for my daughter’s health insurance. Every year for her birthday and Christmas, I would write and ask what she wanted. I never heard back. I usually sent money, but never received a thank you. After I married my current wife (a godsend), I stopped hearing from my daughter and grandchildren unless they needed something. I continue to send birthday and Christmas gifts and don’t let their lack of communication get to me. All those years are gone and wasted. I just wanted to tell you that not every dad is a deadbeat. I tried. It just didn’t work out. -Anonymous Dear Anonymous: We commend you for controlling yourself. These days, Mom’s behavior would be called “parental alienation,” and a judge would get involved. But a 13-yearold who lives with Mom is going to reflect her mother’s attitude. It takes a great deal of effort to overcome that and develop a relationship with your child in spite of Mom’s opposition. Too many noncustodial parents think prompt child support and a birthday gift compensate for limited personal attention. They truly do not. Jeff was born on July 5, 1970 in Calgary, Alberta. Jeff was a loving husband, father, grandfather and friend. Jeff was an amazing kind-hearted man to all who knew him. He would go out of his way to help anyone that needed help whether he knew them or not. Jeff was predeceased by his father Harold Bonnell in 1999 and his mother Ann Bonnell in July 2014. Left to mourn his passing are the love of his life Norma Lang, his daughter Katie (Greg) Colbert and their children Dustin and Liam, his step children Kirstie Lang, Courtney Johnson, Arya Lang and Otto Lang, his brother Greg (Candice) Bonnell and their children, his sister Bonnie Fisher and her husband Michael and their children, many aunts, uncles, cousins and too many friends to list. Jeff’s memorial service will be held at the Cranbrook Alliance Church on Saturday, October 18, 2014 at 2:00 pm. WASHINGTON Canada is about to announce new measures in the fight against Ebola, Prime Minister Stephen Harper told his U.S. counterpart Thursday amid increased fear over the spreading virus. The prime minister made the promise in a phone chat with U.S. President Barack Obama, according to a summary of a phone chat released by Harper’s office. The new measures will add to Canada’s current contribution of $5 million, as the United Nations pleads for more international help and warns that the virus must be contained within 60 days. The growing concern has also prompted Obama to suspend two days’ worth of campaign events for the midterm congressional elections - a rare schedule change for a president who has in the past prided himself on a no-drama response to crises and more than once attended partisan fundraisers on the day of tragic events. “Prime Minister Harper welcomed the president’s effort to rally additional international support,” said a readout of Thursday’s chat, released by the PMO. “He also indicated that Canada is a strong contributor to the international effort and that

additional support would be announced in the coming days.” The growing sense of panic was reflected in a congressional hearing Thursday in Washington. One lawmaker even briefly questioned whether the northern border might need to be better secured. That improbable reference to the 49th parallel came from a Tennessee Republican, who during a House hearing asked whether America’s land borders were safe from the deadly virus. “Do we need to worry about having an unsecure southern and northern border?” Marsha Blackburn, the vicechair of the House energy committee, asked. “Is that a big part of this problem?” No, said the witness in question, Dr. Tom Frieden, the head of the Centers for Disease Control, who spent three hours Thursday taking questions from politicians amid escalating concern about the outbreak. Blackburn, it turns out, misunderstood Frieden’s reference to “overland travel” - he was talking about West Africa, not North America. But the exchange illustrates the growing anxiety in the U.S., and the extent to which the virus is becoming a political football with congressional elections barely two weeks away.
