The 2015 Canada games may still be 113 days away but the Canada games torch has already been lit and made its way to Victoria, B.C. and as the torch makes its way to Prince George, as few Fort St. James locals will be helping it along its way, Alexandra Luggi and Leon Erikson were both chosen to take part in the torch relay throughout British Columbia with the two northerners participating in the Quesnel, B.C. portion of the relay. The British Columbia leg of the torch relay begins in Victoria and makes it’s way north towards Prince George with residents from communities throughout the north including Fort St. James, Vanderhoof and Fort St. John among others. The 2015 Canada games will mark the first time in the history of British Columbia that the province has hosted the winter edition of the games.

“I believe that voting is the first act of building a community as well as building a country” - John Ensign On Nov. 15 Fort St. James residents will get a chance to contribute to the building of their community as they choose who will sit on municipal council for the next four years. While Mayor Rob MacDougall is running uncontested, two councillors, Joan Burdenuik and Riley have stepped down from their position and three others have submitted candidacy. Brenda Gouglas and Kris Nielsen, both form councillors, have announced their candidacy as well as newcomer to municipal politics, Brad Miller, owner of Bam Bam Trucking in Fort St. James. Running for re-election are current councillors Russel Gingrich and Dave Birdi. With five candidates running and four council seats available, it is anyone’s guess who the odd person out will be after Nov. 15 Regionally, Tom Greenaway representative for Rural Area C of the Bulkley-Nechako District has submitted his bid for re-election and is running unopposed. School District 91 will be electing a new trustee as well with Alexandra Luggi and Lucille Duncan running for the position. As is the Caledonia Courier’s civic duty, we have outlined the candidates running for municipal council so that you, the public, can be as informed as possible prior to voting.

Fort St. James woman featured in RCMP missing women social media campaign JESSE COLE Caledonia Courier

The RCMP across Canada conducted a social media campaign aimed at solving cases of missing Aboriginal women across the country. Ten women were chosen to be profiled during the campaign including Fort St James area missing woman Immaculate “Mackie” Mary Basil. The campaign ran from Oct. 3 to 12 during which time profiles of Basil were shared and spread across the RCMP’s social media accounts on websites like Twitter and Facebook. RCMP Officers called on police partners and the public to share the information and take part in the campaign. Small towns will be eligible for a little provincial and federal support over the next ten years in thanks to the New Building Canada Fund - Small Communities Fund (NBCF-SCF) established by the province of British Columbia in conjunction with Canada. The NBCF-SCF program will run from 2014 until 2024 and will see both the provincial government and the federal government allocate around $109 million each to help support infrastructure development in small communities measuring under 100,000 residents. The NBCF-SCF runs concurrently with the Gas Tax Fund which is another part of the New Building Canada Fund and according to government website infrastructure.gc.ca “provides predictable, long-term, stable funding for Canadian municipalities to help them build and revitalize their local public infrastructure while creating jobs and long term prosperity.” Infrastructure projects that are eligible for funding through the NCBF-SCF include brownfield redevelopment, connectivity and broadband, disaster mitigation, green energy, highways and major roads, innovation and local and regional airports, pubic transit, wastewater and solid waste management, among others. Applications for funding from the first intake of the project opened today, Oct. 22 and closes on February 18, 2015. In order to be eligible for funding applicants must prove

that their share of the funding has been or is being secured and that funds have been committed to operate, maintain and plan for replacement of the capital assists resulting from the projects life cycle. 50 per cent of the NBCF-SCF funding will be used for the initial intake while the remainder of the funds will be allocated to later intakes. Applicants may apply once per intake.

The price tag attached to the new Fort St. James community centre will be a bit steeper than initially expected after a flaw in the facilities design forced council to allocate additional funding to the project. Municipal council voted to approved a $30,000 budget increase towards the new community centre during their Oct. 8 council meeting. The funding will go towards designing and implementing a ceiling for the racquetball/squash court being built in the facility. Initial designs for building seem to have mysteriously left out the inclusion of a ceiling, which is vital to a racquetball court but not necessary for use in a squash ball court. The possibility of simply scraping the racquetball court and going forward with a squash court only was an option, but given that certain

Fort St. James resident and racquetball player Tim Dunkley noticed the missing ceiling during an open house tour and brought the matter to the attention of municipal council. Dunkley said that without the ceiling the racquetball court would have been unusable, in a letter he penned to council. Kevin Crook, the Chief Administrative Officer with the district and the project manager for the new community centre said that the current cost associated with adding the ceiling has fit the $30,000 budget allocated by council quite well and is, thus far, below the total amount budgeted.

Courier Doug Koyama’s fall tour stops in Fort St. James For him, his music is a peaceful way to wage war against the hectic, profit-margins driven world of contemporary society. “I believe that in a world where our success is not our own but rather a measure of how we are doing compared to everyone else,

that we are all going to need music and the arts to maintain our sanity.” Koyama draws his influence from a wide array of sources ranging from fellow a cappella artist Bobby McFerrin to experimental ambient musician Brian Eno and everywhere in-

between. But beyond that, Koyama says it is the energy at each performance that inspires his improv. “What inspires my music in any given performance are the energies that exist within the space where it is being created. I feed off of the energy of the

people in the room and the music is the result. Each show is unique and created specifically for the beautiful souls who are there sharing the space with me,” said Koyama. Koyama has typically maintained a winter job to offset the costs of being a

To call what musician Doug Koyama does experimental would be an understatement; Koyama creates music using his voice and a loop machine, the result of which is a whirling, guttural and psychedelic experience reminiscent of African throat singers. Koyama is no stranger to Fort St. James having performed at the towns Music on the Mountain festival since it’s inception. Last week Koyama once again brought his unique blend of music to Fort St. James during a house concert performance with Dawson City, Yukon folk singer Susu Robin. The performance was part of Koyama’s fall

tour through the north and offered around 15 people in attendance an intimate experience with the performer. “Music is life, music sustains me,” Koyama said of his creative process. Koyama has been creating his original form of music since 2009 when he was introduced to what he calls improvised a cappella. “[I] immediately started looking for a way to sing in a more multi-voice environment,” said Koyama. “A loop pedal offered a gateway into a musical form where I can explore and play with rhythm, melody/harmony and interlocking vocal patterns to create music with my voice.” For Koyama, his music is as much a message as it is an art form.

Meet the 2014 candidates

I am seeking a seat as a councillor for the 2014-2018 term for the municipality of Fort St. James. Having previously served four terms on council under the leadership of three different mayors I have been a part of changes that have both benefited and challenged municipal administration and operations in Fort St. James. I am confident I can be an asset as a municipal councillor with a willingness to engage with taxpayers at all levels, take on the approach of both leader and/ or follower to the benefit of finding solutions and ask both the hard and easy questions. The current and out-going council is leaving a legacy of projects and initiatives outlined in the annual report that offer the new council a strategic plan that can guide decision making over the upcoming four-year term. At the same time the new council will have opportunity to set its own priorities through existing goals and the creation of new goals. The new protocol agreement between Nak’azdli Band and the municipality of Fort St. James offers an enhanced level of communication and information sharing that is anticipated to reap benefits on many levels. The community will continue to face challenges around economic development, changes in population demographics and supporting infrastructure. The new council and returning mayor will need to continue to engage with key decision making stakeholders at many levels to ensure continued sustainability of Fort St. James. Sustainability will require enhancing infrastructure for health and social health services, post-secondary learning and training opportunities, diverse housing needs and more. On the employment side, we need to continue to support existing and new industry, commercial and retail and other types of businesses that can draw population to the area for new employment opportunities. Firstly, I would like to congratulate all other candidates seeking election for Councillor for the District of Fort St. James My name is Russel Gingrich and I am seeking re-election as a councillor. I have lived in Fort St. James for 49 years and have been married to my wife, Donna for 45 of those years. We have raised our two children here. My involvement in community concerns have been significant over the years. I spent 21 years in the minor hockey system as a coach, president, official and director. I was involved with minor ball in the initial start up and as a coach and director for 10 years. I was also a proud member of our Fire Department. As for my background in our district council, I have been involved for nine years, including the most recent term. In the past tenure, I was delegate to the Public Works Dept., alternate to the Fire Dept., co-chair of the transportation committee, delegate to the seniors’s assoc. and a strong force in the seniors helping seniors program. I was also involved in the community forests. All have been rewarding and must be pursued. My direction would be to continue on these delegations and be a part of the continued success in our community. My goal is for continued fiscal responsibility, a strong decisive voice on council, continued stability for our community and a desire to have a relatively healthy community. One of the most important reasons for my choice is that it’s time for me to give back to the community. I was born and raised in my beloved town of Fort St. James. I started my business in this community over 4 years ago, I have grown what started as a single truck into a multi-business and now I represent ABC Recycling in Fort St. James with an extensive recycling program That success is due, in large measure, to the welcome I received into this community and the support my family and I have enjoyed over the many years that our business was growing. In return, I have had the opportunity to give back to my community by providing financial support to many charities, including the dedicating a bus to transport the kids who are in need, and to serve any non-profits organization in our community I believe with your help I will be able to serve you and create a better, more prosperous community, based on a strong foundation of economy and efficient amenities. My name is Brenda Gouglas and I am seeking your vote for Councillor in the November 15th Municipal election. As a long-time resident of Fort St. James and having served as a Municipal Councillor from 2005 through to 2011, I have grown to understand the amount of work and commitment that goes into making this community a great place to live, work and play. Building on my past experiences, I will add to the traditional roles of councillor to help make our community more resilient by working towards: safety on our roads for drivers and pedestrians; adequate health care for all ages; sufficient housing for individuals, families and our seniors, and by making sure that we care for our environment for future generations. These endeavors will not only go a long way in enhancing the quality of life for our residents; they will also help support our businesses and industrial sectors making our community more inviting. Diversifying our economy locally is also something I intend to focus on. Encouraging and supporting industries and businesses to make Fort St. James the destination, and not just a stopover for their operations and employees, will ensure our sustainability. The expansion of our tourism opportunities will showcase our community and surrounding area. As a Councillor I will always be committed to listening to comments, concerns and ideas from residents, volunteer and non-profit organizations, businesses, industries, First Nations neighbours and governments. By working closely together we will make our community the best it can be. I have been part of the Fort St. James community since the 1970’s. I went to school here and then after graduation, moved to the lower mainland to further my education. I worked there for a few years and then moved back to Fort St. James. It is here that my wife, Harjit, and I, chose to stay and raise our three children. I work at Conifex as a supervisor and am very active in the community. My involvement with the Fort St. James Youth Soccer includes being on the organizing committee, a certified district referee, and treasurer. I am the President of Fort St. James Television and Radio Society, a non-profit organization providing TV and radio services to the region. The Society also operates the local Emergency Radio station, provides space in the towers for the 9-1-1 system, and provides free internet through town to keep people in touch and promote the community to our residents and to visitors. In addition to some of my Council portfolio duties of Acting Mayor, Protective Services, Seniors, and Industry, I sit on regional boards and committees. These include: Prince George Treaty Advisory Committee - First Nation Treaty Negotiations Nechako Valley Community Services Society – Providers of social and mental health services New Gold – proposed Blackwater Gold mine project south of Vanderhoof Fort St. James District needs to continue to promote “open for business” polices, and to encourage partnerships with all levels of government and community groups for a diversified and stable economic base. Some of the challenges we now face are demands for affordable rental housing, daycare and seniors housing. Social policies and good business environment will help the community with enhanced infrastructure such as water and roads. To maintain low levels of taxation, we will continue to pursue provincial and federal grants. I look forward to continuing to serve this progressive community, as I once again ask for your support to help me serve Fort St. James.

VICTORIA – The shift to digital documents has prompted the B.C. government to contract out printing services, long performed by the Queen’s Printer. Press and copier operations in the Queen’s Printer building next to the B.C. legislature are to be phased out by the summer of 2015, contracted out to private printers. The move affects 31 unionized staff, in an effort to reduce costs as part of the government’s core review of services. “Demand for printing has declined with the growth of electronic publishing and digital information, and this is true for government as well,” said Andrew Wilkinson, minister of technology, innovation and citizens’ services. Wilkinson said a transition plan for employees is being worked on with their union, Unifor, and the Public Service Agency. The Queen’s Printer provides legislation and other sessional documents for the legislature, as well as proclamations, plaques and other items. Its revenues have declined by $7.5 million or 43 per cent in the past five years. The Queen’s Printer building, a four-storey 1928 Art Deco heritage structure, has recently been renovated and is not planned to be sold. The print shop facilities are on the ground floor, which will be converted to other uses. “The Queen’s Printer will use its knowledge of the printing industry to continue to broker printing contracts on behalf of government and will continue to support the B.C. legislature and deliver services such as BC Laws and protocol and recognition products,” Wilkinson said.
