Improvements to avoid tragedy KEVIN PARNELL A few days after the District of Lake Country completed a significant upgrade to Bottom Wood Lake Road, Linda Evans and her son Jesse walked the road, passing new high visibility safety posts that separate the walking lane from vehicle traffic. They stopped to tie a ribbon on a memorial to family member Josie Evans, the 15-yearold George Elliot student who, in 2010, was struck and killed by a driver who didn’t see her as she walked home from school on a dark winter evening along the quiet stretch of road. For mom Linda and brother Jesse, the completion of a project that was motivated by Josie’s death is at least something positive in what has been a terrible tragedy. “It’s something special for sure,” said Jesse, now 24. “She seemed like she had a lot of promise, like she was the good one in the family. It happened when she was too young. Me and my brother are tradesmen but she probably would have been in Africa, helping out people there.” In the aftermath of Josie’s death and while the courts dealt with the Lake Country senior charged in the accident,

STANDING at a memorial for Josie Evans, her brother Jesse and mother Linda say safety improvements to Bottom Wood Lake Road are a fitting tribute to a young lady who was kind, considerate and was destined to make an impact on people’s lives, before she died in 2010. Linda Evans moved into action, working tirelessly for safety improvements and with the help of Josie’s friends (Teens for Change) handing out high visibility buttons for kids to wear. “I think of her every day,” said Linda, standing at the memorial to Josie and in front of a new plaque in her daughter’s name that reads ‘For Josie…Be Visible.’ “It’s a hard thing to
deal with so, for me, taking positive action gives you some comfort and something to do so you are not dwelling on the negative aspects,” she said. “Josie was a very considerate kid, the kind of kid you want. She was always true. She didn’t like it when her friends fought. She thought people should get along.” The Bottom Wood Lake Road project focused on improving safe-

“There are more options for people who don’t have to take their vehicles. There is more lighting. It’s good for the whole community. It’s really a comfort to know that positive changes have come from it.” For Jesse, time will never bring his sister back, but he too takes solace in the fact her death is helping others. “I think she would have made an impact no matter what. “It’s probably making her happy that she left something behind. It’s just too bad that this had to happen.”

Leamont hands over Carr’s Landing ward KEVIN PARNELL
KEVIN PARNELL/LAKE COUNTRY CALENDAR
OUTGOING Lake Country Coun. Barbara Leamont at one of her last public events in Lake Country, after deciding against running for another term.
After 12 years representing the people of Carr’s Landing, Barbara Leamont is in her last month as a municipal politician, having decided not to run for re-election in this year’s civic election. Leamont and fellow councillor Jamie McEwan have decided against running this year with Leamont saying it’s time for someone else to take the ball in Carr’s Landing.
“I thought 12 years is a long time, and with a four-year term coming up, it was time for me to step aside and for someone else to step forward,” said Leamont after watching the district unveil three major infrastructure projects last week (story page A4). Leamont’s seat at council will be taken over by Matt Vader, who will be acclaimed as the new representative for Carr’s Landing, with no other candidates running in the ward. In Lake Coun-
try’s unique ward system of electing officials—it’s the only ward system in B.C.—candidates running in one of the four wards are elected by folks directly in the ward. With no one else in Carr’s Landing stepping forward, Vader will run without opposition. “I would like to thank Barbara for 12 years of dedication representing Carr’s Landing,” said Vader. “She is leaving big shoes to fill, I will do my best to represent Carr’s Landing with the same
dedication as Barbara. I am excited to join my fellow members who are elected to council November 15.” For Leamont, it’s the end of a long tenure in Lake Country council chambers during a time where the community really grew from the time she started as the only woman on council. “I think women bring a different dynamic and a different point of view to council,” said Leamont in an interview with the Lake Country Calendar.
“I’m proud of a number of things that the different councils accomplished during my time. Maybe one council started something and another one finished it off. There were always challenges to a certain point. But it was how you looked at those challenges and how you found a way to solve them that I enjoyed.” Among the accomplishments Leamont is

Civic election candidates start pitching for your vote With the Nov. 15 civic election less than a month away, mayor and council candidates have begun trying to attract your votes and win a seat on Lake Country council. Councillor Barbara Leamont isn’t running in Carr’s Landing and will be replaced by Matt Vader, the only candidate to file nomination papers for that ward constituency. Council incumbent Jamie McEwan also decided not to run again, leaving his councillor-at-large seat up for grabs. Residents will vote for mayor, two councillor-at-large positions and for one councillor in the ward they live in, either Winfield, Oyama or Okanagan Centre with Vader being acclaimed in Carr’s Landing. Here’s a list of the candidates and a short bio they provided to introduce you to the council and mayor candidates.

Jayson McCarthy A two term councillor from 1999 until 2005, Jayson McCarthy was born and raised in Lake Country and has deep roots in the community with three generations of his family having lived in the area for over 100 years. McCarthy is a realtor with Royal LePage and since stepping away from the council table has served on several committees including the parks and recreation commission. McCarthy’s four children went through the school system in Lake Country with two children grown and his youngest kids still in school at a high level soccer academy in Kelowna.
It’s McCarthy’s third time running for Lake Country mayor as he ran after incorporation as well as in the last civic election. “I was happy to step away (from council) nine years ago and turn the decision-making over to other people,” he said. “I don’t believe you should have a job for life in local government. “You do your time, contribute to the community and then let other people come forward. I think very strongly that it is time for a change.”

Lastly, the project torestore Bottom Wood Lake Road and upgrade local active transportation networks will help improve safety for pedestrians, cyclists, transit and vehicle traffic. Increasing accessibility for all users in Lake Country and connecting neighbourhoods to schools were also key features of the project. Completing this project allows the District to meet objectives of its local Transportation for Tomorrow program. Funding for this project was provided by various sources, including $207,000 from the federal Gas Tax Fund, $52,700 from the Insurance Corporation of British Columbia for safety improvements, and $604,000 from the District of Lake Country. The total cost of the project is $863,700. “These three projects totalling more than $6 million significantly enhance our community’s sustainability and good health,” said Norm Letnick, MLA for Kelowna-Lake Country. “It has been a real pleasure seeing our residents benefit from the convenience of the park and ride, the pathways and bike lanes connecting neighbourhoods and schools around Bottom Wood Lake Road,” Letnick said. “And knowing that the upgraded wastewater treatment plant will take us well into the future.”

One last holdup on railway tracks “Hands up.” That famous command is attributed to Bill Miner, an American career criminal who is also credited with B.C.’s first train robbery, at Silverdale on the Mission border in 1910. A more genteel, and of course perfectly legal, trackside transfer of wealth is underway in the B.C. legislature. It’s called the Canadian Pacific Railway (Stone and Timber) Settlement Act, and it provides for taxpayers to hand over $19 million to CP Rail to settle a lawsuit over historic logging, rock and gravel rights given to B.C.’s pioneering railway builders. Students of B.C. history will know that while Bill Miner got the headlines, it was the early coal, lumber and railway barons who really made out like bandits. And CP Rail inherited some of this by 1912 when it took over three early railways that had been granted vast tracts of
BC Views
Tom Fletcher provincial Crown land. Deputy Premier Rich Coleman revealed the settlement in the legislature this month. It seems that when CP Rail took over the B.C. Southern Railway Company, the Columbia and Kootenay Railway and Navigation Company and the Columbia and Western Railway Company, there were some clerical errors along the way. “I am pleased that Canadian Pacific Railway and the province have recently reached an agreement regarding the disputed ownership and value of timber and stone
rights on 145,000 hectares of Crown land and 68,000 hectares of private land in the Kootenay and Okanagan regions,” Coleman told the legislature. “The province granted land to three railway companies between 1892 and 1908 to subsidize railway construction. “These railway companies reserved timber and stone rights for their own use when they sold the land to third parties in the early 1900s. “These reservations were not recognized in many subsequent land transactions, and many of them were not registered in the current land title system.” These discrepancies came to light in the early 2000s. They involve some 1,600 properties, so you can imagine the lawyer fees that would be accumulated to sort through those in court. And Coleman’s statement suggests that the government has conced-
ed its records are in error, rather than those of the railways. Given the Wild West ways of B.C.’s early settlement and railway development, it’s not surprising there were some loose ends. For a fascinating look at this period, I recommend Barrie Sanford’s book, Steel Rails and Iron Men (Whitecap Books, 1990). Sanford recounts the fateful decision of the CPR to turn north at Medicine Hat and push Canada’s defining railway through the Kicking Horse Pass, leaving the mineral-rich Kootenay region open to competitors for rail freight service. A key figure of those days is James Dunsmuir, who inherited his family coal fortune and served as B.C. premier from 1900 to 1902. He ended up owning a large part of Vancouver Island in exchange for building the Esquimalt and Nanaimo Rail-
way, which he sold to the CPR in 1905, the same year he locked out miners in his coal operations for their push to organize a union. Dunsmuir’s hard line provided a boost for a rival, James Jerome Hill, who built the Great Northern Railway in the 1890s and later quit the CPR board in a bitter feud. Hill was happy to supply coal from Fernie. Dunsmuir took a turn as B.C.’s eighth Lieutenant Governor, sold his coal business and retired to his estate, Hatley Castle, which is now part of Royal Roads University. He is buried at Victoria’s Ross Bay Cemetery. As Halloween approaches, it’s easy to imagine a chuckle from his grave as the railway barons once again rake it in. At the family level, everyone knows everyone else; everyone is involved in every significant decision. Conflicts call for compromise—because, after all, you have to live with that person for the rest of your life. At the largest level, the state, most people are strangers. Decisions require leaders. And staff, to carry out the leaders’ decisions. And whose protection allows ordinary citizens to go about their daily lives without fear of being attacked. Diamond’s groupings reminded me of the four kinds of church congregations that the Alban Institute defined some 30 years ago: family, pastoral, program, and corporate. The family church,

Sign scrap: Does size matter H ow big can a political sign be? That question was the first levy launched in Lake Country’s battle for seats around the council table come the Nov. 15 municipal election. How big is your sign and how big can mine be? That was the first issue brought to my attention last week by a candidate for Lake Country council, the first full week of a municipal campaign in Lake Country. It wasn’t a question about what issues Lake Country’s next municipal council should tackle, nor questions about the status of the municipality as it continues as one of

Kevin Parnell the fastest growing communities in Canada with one of the smallest commercial tax rolls around. It wasn’t about how the City of Kelowna actually gets all the property taxes from an industrial area smack dab in the middle of Winfield but yet somehow in-
cluded within Kelowna’s boundary. Or about model airplanes, restructuring, access for the disabled or about about safety in and about Lake Country, a land seemingly without sidewalks. It was about a sign. And the question sent municipal staffers scrambling for more than a day last week, trying to figure out Lake Country’s sign bylaw, apparently written in some form of hieroglyphics back when Pelmewash was just a descriptive word, not a road that’s supposed to be handed over to the community but remains in the hands of the province, who still owns the road and is making deci-

sions that Lake Country disagrees with. But that is another issue. For now, I’m all aglow over this sign scrap. It was the sign James Baker purchased in 2005 when he first ran for mayor and it was candidate Randy Rose who pointed out it was like, way too big, according to Lake Country bylaws. In a 24 hour span of emails back and forth between district staffers, Baker, Rose, mayoralty candidate Jayson McCarthy and myself (lucky me I was cc’d) it was all ironed out and went something like this: “That sign is too big. We’re going to look into it. I will take the signs
down. You can keep them up. No I’m taking them down. Doesn’t matter to me. Everyone can have big signs. I’m still taking mine down. We’re not enforcing the sign bylaw. I would never make this an issue. Dead air.” So as we sit in week two of the civic election in Lake Country and candidates roll out their campaigns—we’ve introduced you to the candidates on page A3—let’s all sleep easy knowing that in Lake Country, size does not matter. Now about those other issues...

as you might expect, is small, close, and informal. 7 The pastoral church adds a pastor, a formal leader who connects people, and often provides ideas and incentives to move them forward. The program church has grown big enough to contain a variety of groups working independently, coordinated by paid staff. And finally, the corporate church has evolved into a kind of mini-state; it requires large staffs and budgets to keep it running. When I look at individual development, I see a similar agreement among experts. Jean Piaget, Erik Erikson, Abraham Maslow, Lawrence

Kohlberg, Carol Gilligan—all identify stages of development that start with basic survival and move towards some kind of principled universal awareness. That is, an infant knows only its own needs. Gradually it becomes more aware of the needs of others, of its dependence and interdependence. It learns to submit to rules, to accept responsibilities, and eventually to live by abstract principles. Maslow calls this last stage self-actuation; Erikson calls it wisdom or integrity; Gilligan calls it post-conventional—a caring both for self and others. But not everyone gets to that level. And most of the gurus agree that under stress,
people may revert to an earlier stage. I’d expect that to be happening in refugee camps in the Middle East, for example. But not necessarily. Victor Frankl wrote about life in Nazi death camps. Some prisoners, he said, reverted to basic survival. Others rose above their own suffering, to a kind of sacrificial nobility. James Fowler, a psychologist at the Candler School of Theology, studied stages of faith development. They start, obviously, with no personal faith at all. One simply conforms to others’ practices. Then the stages of faith move on, through passive acceptance, to reasoned acceptance, to personal choice—often

to personal commitment. Some stick there. Others learn to question former beliefs, acknowledge ambiguity and uncertainty, and finally to reach something resembling universal enlightenment. But I wonder what happens to religious faith, at times of stress. Does a crisis push people to reflect critically on what they’ve previously taken for granted? Do they rise to new levels of understanding, awareness? Or do they prefer to
regress to a more comfortable, less threatening, standard of belief? Perhaps, like other patterns of human development, both are possible. As Frankl noted, it depends on the individual. Author Jim Taylor lives in Lake Country. rewrite@shaw.ca

We also committed $400 million over two years under Canada’s Economic Action Plan for the construction of housing units for low-income seniors. The Government has also taken steps to protect Canada’s most vulnerable seniors from elder abuse and financial
abuse. To further demonstrate our commitment, the seniors.gc.ca website was recently redeveloped to include the new Information for Caregivers portal which brings together a variety of federal, provincial/territorial and municipal resources about relevant programs and benefits. Last but not least, in September, the Government of Canada released the Government of Canada Action for Seniors report, a comprehensive information resource highlighting federal programs and services that can be accessed by seniors, their families and caregivers. As the Canadian seniors’ population continues to grow, the Government of Canada remains committed to improving the quality of life of older Canadians through tax relief, improved services and by increasing available information and resources. Since 2006, the government has continued to support seniors across Canada by providing assistance in areas needed most including: Introducing pension income splitting, increasing the Guaranteed Income Supplement, investing in the Targeted Initiative for Older Workers and increasing funding to community-based projects for seniors. from Oct. 5 to 11, 2014, was an opportunity to open the door to a frank dialogue about mental health issues and to tackle the stigma that prevents people from asking for help. Our suicide prevention workshop in September reiterated this clearly; the first step to addressing a mental health issue is to reach out to someone for help. This is also a vital part of any solution to the challenges surrounding PTSD as it relates to our Armed Forces, but also in the case of first responders and victims of crime. In a statement during Mental Health Awareness week, the Honourable Rob Nicholson, Minister of National Defence, offered these encouraging words: “Whether wounds are physical or mental, members who are battling illness or injury now have greater access to specialized care than ever before. I personally encourage all those in need to reach out, get help and benefit from these services. I urge those in need to reach out to their families, peers, supervisors, padres and medical professionals. You are not alone—all it takes to make that first step on the road to recovery is
one conversation.” The voices that support a greater awareness of the challenges surrounding mental health and mental illness grow louder every day and it is important as a community that we ensure the door to better communication stays open so that individuals and families have the courage to take that first step and find the help and support they need. Gymnastics, circus arts, dance combined in one new facility KEVIN PARNELL For years, Lake Country couple Tate Lamb and his wife Salena have been discussing a new venture with their friends, Chris and Shani Wendell. The Lake Country couples have been offering dance and gymnastics classes for several years in Lake Country, but they’ve had to find
space to rent at various locations, from the boys and girls club to the now vacant meeting rooms at the Aspen Grove Golf Course, and operating them as separate entities. But with about 200 Lake Country families taking part in their classes—whether gymnastics, dance or the circus arts— space has been an issue at each and every place they have tried.

But soon, space will no longer be an issue as the couples are currently proceeding with construction of a new facility, planning to open the new Lake Country Gymnastics, Dance and Circus Arts studio in Lake Country, on the site of an old church on Newene Road in Lake Country, near the Lake Country Boys and Girls Club. “We’ve been looking for something local where we could build our own complex,” said Lamb last week at the site of the new studio, two buildings side-byside, including the renovated church building that has been turned into a dance studio. “We found the property early this year, the timing seemed right so we took the leap.” The couple purchased the 1.12 acre parcel of land about a year ago and set to work. They had to move an

old caretaker’s mobile home to a new location before starting construction on the new building, which is now close to lock-up stage and could be completed by the end of this year. The move to buy a new building came as the two separate businesses continued to grow. Lamb’s wife Salena operates Lake Country Gymnastics Inc. while the Wendells have the Lake Country School of Dance. Together, they own the property and the buildings and once open will have plenty of room to grow and expand together. “It’s been quite a bit of a process with the property,” said Lamb, adding despite the challenges the couples needed to find something with more space as more and more families were signing up. “The businesses were growing and growing so it was an educated guess. “We figure we want to invest in the community. We’re not a big box operation, we’re just two couples. We want to keep people in the com-

Wendells are no different than a lot of Lake Country folks. The area is one of the fastest growing municipalities with young families leading the way. They hope the Lake Country Gymnastics, Dance and Circus Arts studio will give local families an option to stay in the area and find good recreation opportunities for their children, as opposed to driving to Kelowna. And he said they are finding plenty of support in the community.
“We’ve had nothing but positive feedback,” he said. “We’re trying to do something a little big different. “We want to keep dollars in the community, keep people in the community and promote healthy living and an active lifestyle.” For more on the programs the couples offer check out the website lakecountrygymnastics.ca or lakecountryschoolofdance.com.

What to know about Storage!
We welcome any questions/concerns relative to storage, anytime! 23 yrs. in business owned/operated… We know what we’re doing !
-Did you know your tenant’s policy covers your belongings at a legitimate storage facility? ONLY! -Look for storage that is made of mostly non-flammable materials! -Never use wood sheds/boxes… fire, water, rodents, insects, mold increase dramatically! And it won’t be insured! -Mice love mattresses you may be sleeping on what they leave behind. Protect them properly! -Are you storing at a secured facility? Is the property owned or leased? If the later, risks increase… -Not all insulation is good; old warehouses still have various materials no longer accepted in the industry. -Do you have a signed contract that covers what is necessary for you or is it more for their protection? -Never store without a signed contract; keep records of payments and/or locker activity. -Do you know what not to put into storage, especially with other items, products etc. -Is the facility really secure? Nothing beats on site watchmen or patrolled facilities incl. alarms and monitors. -Ask questions! If not all are answered to your satisfaction, follow your instincts…

To survive and thrive always centres around sales How small businesses can survive and thrive in today’s economy is all about sales. And that reality often comes as a shock to people to start up a new business in the Okanagan, or anywhere else, and discover it’s not enough to just offer a service or product. You need to both be able to sell it, and understand who you are trying to sell it to in your marketplace. “I think most people who start out in business do something very well, have had a job doing that for someone else, and decide they want to go into business for themselves,” said local business consultant Colin Parker. “When they realize they actually have to go out and sell that service, it often becomes the biggest struggle for people to deal with. “The realization of the need to sell that service or product can be quite shocking for business owners. No one told them they would have to
go out and sell. “While people wake up in the morning with the idea of starting a business, not very often to people wake up and think, ‘I want to sell stuff.’” Parker along with five other business consultants hosted a Small Business Sales Summitt earlier this week in Kelowna, offering an opportunity for each guest speaker to share their wisdom and past experiences working with clients to better their businesses. The idea behind the summit was to provide a day of education and learning, targeted at helping local small business owners to grow their businesses. “It’s the first time we’ve tried this but we hope it can become an annual event,” Parker noted. The event’s timing was chosen to coincide with Small Business Week across Canada, Oct. 2026, intended to draw awareness to Canadians
The need to sell a service or product is often the one factor that many people fail to initially grasp when starting a business. about the importance small business plays in our country’s economy. At 5.3 per cent, the Thompson-Okanagan region recorded the fastest net growth in the number of small businesses created between 2007 and 2012. Parker says the lure of running your own business creates startup interest, but many struggle to survive, or the business operation does little more than make a job for the owner. “A lot of small business owners work incredibly long hours…the ongoing joke is that entrepreneurs only have to work half-days, but they just have to decide which 12 hours they want to work.” Parker says many business owners are positioned to be the best people to sell their prod-

uct or service, but they just don’t know how to do it. “Some of them don’t even have a sales plan. Even a bad plan is better than no plan at all,” he said. Parker says the first two years for most new business startups tends to be a struggle, and if you get past those first 24 months, usually you start to see hope on the horizon for stability. “But still you will see people five or six years in running a business that is the equivalent of a job working for someone else. It doesn’t turn out like they thought it would be.” Parker believes the most critical aspect of sales ultimately comes down to face-to-face contact, a customer-business owner interaction that seals the sales deal. He says the growth of social media has drawn many business owners into the marketing potential behind it, but people shopping on-
line are making decisions possibly to shop elsewhere without ever talking to you. “You can’t wait around for someone to call. You have to be proactive, have the right conversations with the right people,” he said. He tells the example of a social media consultant who was marketing their client through web postings and other communication, but nothing that would lead directly to a sale. “The business was having all kinds of things done for them, but none of them were about selling the product. No one was being asked to buy anything, it was all marketing. You never ask, and you never get,” he said. “Often it’s the case that people are scared to ask for a sale, worried about being to pushy, that stigma that goes with selling, so they try to market their way to sales and it usually doesn’t work.

“You have got to make sure there is a selling function in place to back up that marketing and be prepared to go out there and finish the job.” Besides the stigma of sales, he adds, comes the added importance of identifying the customer you want your business to appeal to. “I often have people tell me the economy is bad and that’s why they may not be doing so well, but if you look at your business and how it can be successful, you don’t need to attract thousands of customers, but rather to focus on right client or customer base,” he said. “That poses a real dilemma for many small business owners, most feel it is counter-intuitive to narrow your market because they feel it lim-
its their ability to sell to potential customers who might use their product or service. “But I know they have deeper issues when I hear that response, that their sales target area is not well defined, and that any sales and marketing efforts would be more effective with greater clarity of what they’re trying to do. “The businesses that zero in on their client base and understand the process of selling to them are the ones who tend to weather the economic ups and downs,” Parker said. “The good companies do okay regardless of what’s happening in the economy because they’re focused on selling to the right clients.”
Community Futures offers wealth of business advice In celebration of Small Business Month, taking place across Canada during October, Community Futures is offering advice from experts across its 34 local offices throughout rural B.C. As a key business development organization within B.C. that supports entrepreneurs at all stages of their development, the Community Futures track record of clients who have grown faster and lasted longer when compared to other traditional financing options. “Being a successful small business owner is one of the most gratifying career experiences,” says Marie Gallant, executive director, Community Futures British Columbia. “The secret is not only perseverance, but also knowing who to go to for help along the way. We’re fortunate in B.C. to have fantastic resources for people looking to start or grow their own business. “At Community Futures offices across the province, we offer a variety of services from business planning advice to loans. “We’re not a bank, but rather a rural development organization that provides business financing to small businesses. It’s a system that works.” Community Futures offers these top five tips for small business success: 1. The best business plan remains flexible with measurable and realistic goals. One thing constant is change. Operating a business can lead to a lot of surprises, so along with a solid Plan A have a well thought out Plan B. Many entrepreneurs know what success looks like for them; they’re just unsure of how to achieve it. We help our clients focus on realistic revenue projections, expense management, and where they want their business to be one, two and three years later. This is imperative so business owners are making the right decisions and investments early on to reach their goals. Being undercapitalized at the beginning makes everyday a struggle and could result in missed opportunity and goals. 2. Cash is king. Being profitable only on paper doesn’t mean all is okay. What really counts is what’s in the bank. Cash flow is the biggest issue for new businesses. Stay on top of your receivables (customers who owe you mon-

Business planning program offered by EDC helps potential agri-tourism operators add value to their farmland The Central Okanagan Economic Development Commission is now accepting applications for its Agri-Tourism Business Planning Program which will provide assistance to up to eight new or early-stage local agri-tourism operators. The project focus is on providing assistance to the participants in developing a detailed business plan for the 2015 tourism season. The four month program begins Nov. 3 and ends Feb. 28, 2015. The initiative was created from the research carried out by Tracey Frederickson, business enhancement specialist for the EDC. When it was first launched in 2012, Frederickson saw it as an opportunity to develop a component of the Okanagan’s tourism industry that was being under-utilized.

IT’S A BIG SHIFT TO GO FROM WORKING ON A TRACTOR ALL DAY TO DEAL WITH MARKETING AND SALES . Tracey Frederickson. Economic Development Commission
“’Our hope was that would help the farming community get more value out of their land,” Frederickson said. “We were reaching out to farm operators who owned or leased their own agriculture land, and to introduce the general concept of agri-tourism to them through developing an organized business plan, develop a focused idea for that business, and to all the things that go into
managing a business and recognizing what their skill gaps might be. “It’s a big shift to go from working on a tractor all day to deal with marketing and sales, to have customers coming to your property. It’s a big shock to them to make that adjustment.” Participants are selected for the program based on several criteria: * Own or have the goal of operating an agri-tourism business on land zoned for agricultural use and located within the boundaries of the Central Okanagan region; * Have a basic concept for the type of agri-tourism business they are considering and why it would be successful in the Central Okanagan; * Willing and able to commit up to 10 hours per week between November 2014 and February 2015 to attend education programs, conduct
market research activities, and write their plans, as well as spend one-onone meeting time with a business planning specialist; * A fee of $500 is required to cover basic costs (education programs, resource materials, workbooks, meeting space, etc. ) The deadline for applications is Oct. 27. Applications can be submitted online to
info@investkelowna.com or mailed/dropped off to the COEDC, 1450 KLO Rd., Kelowna, B.C. V1W 3Z4 (labelled Agri-Tourism Program). For more information, call 250-469-6280.

Five emergency Emergency preparation can help minimize the damage loss for business planning trips for It is a glaring statistic that still tends to often be overlooked by small business—up to 86 per cent of small businesses will fail within three years after suffering a major incident without having a tested emergency plan in place. Being prepared for that call in the middle of the night telling you your business is on fire or damaged by water flooding should not be ignored, says Joe DeAngelis, the vice-president of the western region for FirstOnSite. “The magnitude or severity of the loss in those situations is always heightened when the response isn’t quick enough,” said DeAngelis. “You minimize the potential extent of the loss.” In small businesses with a higher end staff level, there is often someone with the job of organizing emergency responses and safety mea-
sures for the worksite. But for businesses on the opposite end of the staffing scale, that clarity is often lacking as to who is responsible for what, where and who has the appropriate keys and the need to save valuable building service equipment from being damaged by water or smoke. “The problem with serious damage occurring is that the business can be shut down anywhere from six to eight weeks or longer, so you’re basically telling you customers we can’t serve you so go look elsewhere. “So they do, they seek out similar service or product oriented businesses, find they might like dealing with those other businesses and never come back.” DeAngelis maintains downtime can be deadly for a business, but the impact can be marginalized with the proper preparation. “It’s not the event it-
self that causes so much trauma, it’s how you deal with it, what a company does or doesn’t do in that immediate moment of response. And you have to have a clear plan in place in order to be prepared for that. “ Simple steps such as knowing where the keys are to get in the building, where the water shutoff and electrical panel is located for shut-off purposes needs to be known. “If the fire department responds to a fire in a gated community, they already have a key in advance to get in. They don’t pull up and run around trying to wake people to open the gate and let them in,” DeAngelis said. While fire often generates the most attention and can create the most drama, DeAngelis says water damage is the predominant emergency disaster scenario for small businesses. “About 75 per cent
of commercial property loss is related to water damage,” DeAngelis explained. “Water finds a way of allocating itself throughout a building very quickly. We have a saying that water will find you wherever you are. It finds a way.” He tells the story of a hotel client, in which a sixth floor room client decided to hang a piece of clothing on a hangar from the sprinkler head. There was enough weight on the hangar to set off the sprinkler system, with the water eventually reaching the ceiling at the front desk. “About 250 rooms were affected by the flooding but 65 of those rooms were able to maintain their service. For a hotel, that’s important when something like that happens because the emergency protocols were put in place and followed.” While DeAngelis’ company specializes in emergency cleanup services, he says the company is also active in providing support services to help small businesses have an emergency plan in place and set
in motion when disaster strikes. He says his industry has formed the B.C. Association of Restoration Contractors, which while being competitors have also become staunch allies when it comes to safety practices in the workplace, especially for small businesses. “We are also united in believing that both the federal and provincial governments can play a more active role in requiring standardized protocols be in place and enforced for dealing with emergencies,” he said. DeAngelis says he can sympathize with the small business owner who is struggling to keep his business afloat, and doesn’t have the time to set aside for emergency response procedures. “If you are busy making pizzas, the last thing you might think about is making sure there is a clear pathway to the electrical panel,” he said. He recounts his own personal story of a Douglas Fir tree crashing down on the roof of his house, the bulk of the tree landing in his kitchen, resting on the desk

1) Assess your business priorities and develop a business continuity plan. An important part of this includes keeping all important documents, such as tax files, invoicing records, passports, birth certificates, deeds and wills, in a safety deposit box. Failing that, make sure you have originals or copies somewhere off the company building site. 2) Take photos or videos of your essential business information. This will help with the restoration process in the event of a disaster. Also, itemize new goods located with the building each year when you renew your insurance policy. 3) Prepare an emergency contact list of people to all in case of emergency and keep it offsite. This list should include property managers, facility operators, business partners, insurers, suppliers, trusted friends and family, and anyone else you might need to contact. 4) Routinely inspect your business for areas that could cause problems in a disaster. Pay particular attention to the roof, windows and sump pump. Businesses should make sure they have an up-to-date business continuity plan in place. 5) Establish a relationships with a restoration partner before a disaster hits.
where his insurance papers were stored. “The last thing you would expect is a tree to fall right on the kitchen desk drawer where those papers were stored. I had to cut into the tree branch in order to retrieve the papers so I could call the insurance company.” DeAngelis said earthquakes are always a topic of discussion among his industry associates and insurance underwriters, as the law of averages would indicate that the long predicted tremor that has inflicted damage in California and Alas-
ka will one day hit the Lower Mainland. “You hope it never happens but the statistics tell you it will come at some point. Yet a recent study by an insurance underwriter found about only 36 per cent of the company respondents actually had a plan in place to respond to such an emergency,” he said. “Whether it’s an earthquake or something else, we’re all human and we tend to have the sand attitude, ‘It will never happen to me’—until it happens.”

Small Business Week, Oct. 19-25, is a time to celebrate the invaluable contribution these organizations make to British Columbia’s economy. Accounting for 98 per cent of all business types and more than half of all private sector jobs in B.C, small businesses are often referred to as the backbone of the local economy. Beyond that, the small business community contributes 31 per cent of the province’s gross domestic product, making them critical to the health and vitality of scores of communities across the province, says Valley First Credit Union business banking expert Kevin Smith. “Countless communities were built around and still rely on small businesses,” said Smith. “More than one million people across B.C. go to work at a small business every day. While it’s great for more people to be shining the light on small businesses, at Valley First, every week is small business week. “The growth we’ve seen over the last 12 to 24 months has been exceptional, particularly during a time when other financial institutions are actively removing themselves from parts of the small business secto. “We’re pursuing new partnerships and strengthening existing relationships to ensure we continue supporting the small business community. Our focus has never been sharper.”

true and it very much applies to you and your business. It takes time and patience to get your brand/ business name out there. The rate of change in today’s world is crazy, and you need to keep up somehow. As a small business owner you are the business. We tell our clients that an investment in themselves is an investment in the business. Turning to an organization like Community Futures allows you to get support and feedback as you grow your business. Also consider other key experts such as lawyers and accountants. 5. Treat your employees like they’re your customers. Your employees are your internal customers; be open to hearing their feedback. Employee engage-
ment adds to workplace culture. Hire the right fit for your organization’s culture; you can teach skills but you can’t teach attitude. Communication is critical; having team meetings and a written policy manual can be helpful, you want to make sure your employees understand what is expected of them and what you want in return. Ongoing training is often overlooked by small businesses. How your employees deal with situations, questions and special requests are things you need to make sure they understand before they get in front of clients. Community Futures has 34 offices across B.C., including in Kelowna at 210-726 Dolphin Ave. For more information call 250-868-2132.
