Colliery dams emerged as a top priority during Progressive Nanaimo’s all-candidates forum last week. Close to 300 people packed the Beban Park social centre Wednesday night for Progressive Nanaimo’s first all-candidates meeting. The citizen group has been holding forums in the lead up to the civic election Nov. 15, with aims of better informing the public about candidates. Two previous events have been restricted to new candidates only, but the organization invited incumbents to its latest and final public meeting. Jim Kipp and Diane Brennan were the only incumbent councillors to make an appearance and while they had the opportunity to discuss why the electorate should return them to office, they were not asked about their stance on issues. According to Jeff Solomon, event moderator, people have had ample opportunity to attend council meetings or view city videos online. Eighteen non-incumbent council candidates and seven mayoral contend-

ers also participated in the event, expressing their views on issues from the Colliery dams to a core review and whether there should be a term limit for city manager. The desire to stop spending money on the Colliery dams or leave the structures as they are emerged as a common goal during the two-anda-half hour discussion, as well as civic engagement and changes in the way council and city hall operate.

Solomon said the forum offered something, but it was just a snippet about candidates. “It’s really increasing awareness of who they are voting for and to get that conversation going because it’s such a guesswork for a lot of people,” he said. “Whether they take that further step and connect [with candidates] or

whether they feel they have enough information, it’s all good. It’s better than going and looking at a billboard.” The discussion touched on a variety of topics compiled by Progressive Nanaimo, including how councillors would proceed with the dams, and whether mayoral candidates would continue to spend on investigations, remediation or construction work. Mayoral candidate Al Thompson received applause for his speech on not spending any more money. “I mean it’s crazy, Jesus, there’s nothing wrong with the dams,” he said. “I’ve been out there and they look pretty good: water on one side and it’s dry on the other.” Rival Jim Routledge said he’d like to see nothing done and would fight for citizens’ right to do nothing, while Coun. Bill McKay said if he’s elected mayor, “we’re going to stop this nonsense and we’re going to get on to the bigger issues.” Gary Korpan asked if people believe, given the secrecy with the current council, all the information has been released yet and questioned how anybody can make a decision either way until they’ve analyzed all the information. Group keeps close eye on waterfront

The City of Nanaimo has purchased the last link in an expanded Linley Valley park. Nanaimo city council unanimously agreed to spend $2 million dollars to add 20 hectares to its urban park in north Nanaimo. The two properties, expected to be transferred to the city today, is the last purchase earmarked in a park acquisition program and will create a 71-hectare green space spanning Linley Valley. It’s exciting, says Mayor John Ruttan, who encourages people to walk the area to see what the city bought. “I think it is a legacy,” he said. “It’s a very large area and it’s still very much rural and yet it’s accessible to the residents, certainly in north Nanaimo in particular. “We can all think of major parks in Victoria and Vanc o u v e r a n d It’s so important Nanaimo itself to protect green that if it hadn’t been for the space wherever foresight of the city fathers of you can. the day they would have been lost … It’s so important to protect green space wherever you can.” Nanaimo city officials announced a series of option agreements for six separate properties earlier this year, which spanned 91 hectares in Linley Valley. The move was made in camera and was anticipated to see the city spend up to $9 million on land purchase, park planning, trail construction and environmental restoration. Now the city is pegs the total at $5.7 million with another $720,000 set aside over the next seven years for park planning and improvements. It was unable to acquire 20 hectares on Tanya Drive because of a prior purchasing agreement. The latest two properties are 5600 Vanderneuk Road and 3842 Stronach Drive.

The South Downtown Waterfront Committee has new tasks to tackle, from monitoring the redevelopment of the industrial waterfront to suggesting new managers for the property. Nanaimo city council has given the South Downtown Waterfront Committee a new mandate as the municipality moves ahead with plans to revitalize the industrial waterfront. The committee was originally struck to look at a vision for the waterfront after the City of Nanaimo purchased 10.8 hectares along 1 Port Drive last year. Now it’ll keep an eye on progress, as well as help the city with a master plan for its property and recommend new management for the site. Dave Witty, spokesman for the waterfront committee, said he believes there’s opportunity to explore next steps for the waterfront in general, but also items currently being explored, including the transportation hub and fast passenger ferry. “We can offer comment on that and look at how the lands within the city jurisdiction can be managed from a broader perspective,” he said. One of the tasks ahead of the committee is to recommend the type and structure of an entity that would undertake long-term planning and management of the south industrial waterfront. The idea behind a property manager would be to create continuity over a longer period of time, according to Witty, who explains that it would provide oversight and direction for the waterfront. School district considers new name for Cedar school

Cedar community input will be sought in the naming of a soon-to-be opened elementary school. The Nanaimo school board approved a motion at its Oct. 22

regular meeting that will follow the school district’s procedure related to the naming of new school facilities. The board chairperson will name a committee of two school trustees that will seek input on the name. A list of names will be compiled and the school board will make a final selection, which will be revealed at a public school board meeting. The elementary school is not a new school per se, but rather

the converted Cedar Community Secondary School that was closed last June as part of the district’s 10-year facilities plan. It will be comprised of staff and students currently at the Woodbank Primary and North Cedar Elementary schools which will close at the end of this June. The elementary school in Cedar is slated to open next September. Trustee Kim Howland said the community should still have input on whether to rename

or go with a Cedar elementary name option. “I think it is an opportunity for us to allow the community to have their say and input in regards to what that school’s going to be called,” said Howland. “Even though it’s not a new school, it will be respectfully, a new elementary school, so I’d like to see us actually move forward with this policy [and] procedure.” Ultimately, the decision of the school name will be in the hands

of the incoming school board as new trustees will be elected in the Nov. 15 civic election. “There’s little time for us to do this and if it’s going to be done, it should be done well and with full consultation,” said trustee Jamie Brennan. The school board also approved a motion asking staff to consider conducting a pilot study on the effect of school closures on student achievement in the Cedar area. reporter@nanaimobulletin.com

Hooded suspect assaults teen A 15-year-old boy was struck and knocked unconscious by an unknown assailant outside of Nanaimo District Secondary School on Wednesday. The incident happened at 10:35 a.m. when the teen was knocked down and lost consciousness when he struck his head on the sidewalk. The boy was standing on the sidewalk in front of the school on Wakesiah Avenue, when another male approached and without any apparent provocation or words exchanged, grabbed the victim’s shirt and forced him to the ground. The victim was struck several times in the face and suffered some swelling and bruising. He said the suspect caused his head to hit the sidewalk several times. The suspect is described as Caucasian, 18-25 years old, and wearing a black hoodie with the hood pulled up and black track pants. Anyone with information about this incident is asked to call Nanaimo RCMP at 250754-2345 or contact Crime Stoppers at 1-800-222-8477.

Police dog nabs shoeless man A Nanaimo man was arrested in Osoyoos on Thursday after attempting to elude police. The incident, involving a police search and subsequent arrest, started around noon when an Osoyoos RCMP member arrived at a residence to arrest Dillan Cote, 20, on outstanding warrants. The warrants included charges of possession of stolen property and obstruction in connection with separate incidents in Penticton and Edmonton. When police arrived, they found whom they were looking for, but Cote fled, shirtless and shoeless, from the home. Tig, a police service dog, picked up Cote’s trail and tracked him to where he was hiding in some bushes nearby. Cote remains in custody and could face additional charges.

The Regional District of Nanaimo has begun the process of selecting its nominee for the B.C. Ferry Authority. The ferry authority appoints the board of directors for B.C. Ferries and establishes remuneration for directors and certain executives. Out of nominees for the regional districts of Nanaimo, Comox Valley, Alberni-Clayoquot, Powell River

and Strathcona – the Central Vancouver Island and Northern Georgia Strait appointment area – one director will be selected to serve a three-year term beginning April. As of Friday, no applications had been received, according to Matt O’Halloran, Regional District of Nanaimo legislative coordinator. Candidates must not be in public office or work for a municipality, regional district, trust council or greater board in the appointment zone. They can’t be a member of a union that represents B.C.

Ferries or a worker or executive of B.C. Ferries. Directors must meet ethical standards and be financially literate. “There’s no guarantee that the [Regional District of Nanaimo] board nominee will end up being the appointment,” said O’Halloran. “It keeps it at arms length, from being a direct appointment of the regional district.” Randy Morriss is the incumbent area director and according to O’Halloran, while he would be eligible for a second term, the board has opted to put out a call for applications.

Canada needs to keep active

The federal government recognizes that childhood fitness is an issue and that sports activities are expensive. But let’s face it, the doubling of the tax credit for kids under 16 from $500 to $1,000 is just a drop of perspiration in the bucket when it comes to getting kids active and fit. Now, parents can get back up to 15 per cent of their children’s registration or membership fees at tax time but it’s really just a gesture and an acknowledgement that the original $500 tax credit was too low, especially if you have more than one child in more than one sport. What sweetens the pot slightly is that the maximum credit actually works as a refund of $150, meaning that families whose incomes are too low to benefit will get some help, although they have to spend a lot to benefit a little. Cynics will argue that the Conservatives are just buying votes – with voters’ own money – in advance of a federal election a year from now. But people’s memories aren’t that long and the refund or tax credit isn’t worth that much. What would make a difference would be a national fitness strategy to encourage families to make health and fitness a priority. Currently, this is left up to the cities to do, with some encouragement from provincial or regional health authorities, and other non-profit agencies. What’s missing is a culture of active living because everybody is so strapped for time, people drive everywhere and sitting in front of a screen all day is seen as the most productive way of getting things done. Could a pan-national strategy address more issues over a long timeframe? Absolutely, and it’s not just kids who could benefit from incentives to employers and agencies to get everyone moving and being healthy. The Nanaimo News Bulletin is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. The council considers complaints from the public about the conduct of member newspapers. Directors oversee the mediation of complaints, with input from both the newspaper and the complaint holder. Clean tech may not be the answer to all our problems, but it’s a sector that offers a lot of promise for our economy and environment.

Dangerous intersection concerns citizens To the Editor,

Re: Bad intersection has to wait for fix, Oct. 23. I am shocked when I read that we have money to spend on land purchases that are not a neccesary investment for the citizens of Nanaimo, or money to spend on the Port Theatre that is just another hole to put money into. It will continue to need help if it can’t stand on its own merit. I guess the thing that shocks me most now is the fact that there is not enough

money available to save lives. Example: no money to fix the Northfield Road and old Island Highway intersection. This should be a priority. Too many accidents here. Lives will be lost if not corrected. We need a new look in city council – one that will look out for the taxpayers and well-being of Nanaimo, not just their own agendas. Vote and voice your concerns.

We apparently have endless money for new rehearsal facilities, state-of-the-art public toilets, electric charging stations that sit idle and new parkland at three times assessed value. But we have to put off – yet again – fixing dangerously bad intersections, one of

which had 340 accidents over a four-year period. This mayor and council pander to special interest groups and preen about the awards won for their ‘progressive’ decisions. Meanwhile residents remain at risk of injury or death while council decides on its next trophy acquisition. I do hope the electorate will remember this on Nov. 15.

With Remembrance Day approaching, I headed to the Vancouver Island Military Museum. I wanted to have my dad’s Second World War medals mounted. I arrived with a map, only to have to drive around the block three times to locate the museum. I could not find one sign. When I inquired why there was a lack of signage, the caring veterans stated they tried and

applied several times, but were turned down every time. Nanaimo has true historical treasure both in artifacts and very knowledgeable veterans. Make it easier for visitors to take a trip with your vets to discover what so many gave up and allowed us to keep our freedom and lifestyle.

t was an infection that led Candace Curr down the pathway of becoming a singer/songwriter. “I had a really bad ear infection a few years ago and lost my hearing for a couple months and started writing,” she said. “Just journal writing.” When Curr’s hearing returned she started playing around with the acoustic guitar. “I picked up the guitar and my musical friends around me … started putting the things I had wrote down into song.” Since then, Curr, who is also a Northwest Coast artist, has been balancing her time as a painter and musician. “The paintings and the music are just forms of expression that allow me to work through whatever it is I am going through at the moment,” Curr said. Tomorrow night (Oct. 29), the Nanaimoite, who just released her first single Hear Me, will be performing at the Dinghy Dock Pub alongside Deep Roots and the Auliya Vicious Band. Curr, who is working towards the release of her first record, began regularly performing this past March and has already played to crowds in Nanaimo, Vancouver and Osoyoos. “I play acoustic guitar and the ukulele and I write about love and love songs,” the singer/songwriter said about her music. LIEBICH, Norman Edward September 30, 1917 - October 18, 2014

I

t is with sadness that we announce Norm’s passing. Norm is predeceased by his parents Gus and Bertha; wife Emily; sisters Mary and Bertha; brothers Gus, Henry and Walter. He is survived by his brother Art; children Ted, Linda Johnson (Bob), Cherie Nicholas (Terry); grandchildren Don, Scott and Pam Liebich; Gord and Glenn Johnson; Lindsie, Jordan and Bonnie Nicholas; and 8 great grandchildren. Norm was born in Nanaimo. Seven years later his family moved to Texada Island. At the age of 19 he returned to Nanaimo and worked in the logging industry. Two years later he married Emily Galitzky. After starting their family, they moved to Parksville where Norm worked on the log booms. Seven years later they returned to Nanaimo and settled in Chase River. He became the auto mechanic at Alex Virostko’s Southend Service Station. It wasn’t until 1992 that he retired from servicing automobiles. Norm was actively involved in the Nanaimo Credit Union. He chaired the Credit Committee for 24 years and was a member of the Board of Directors for 15 years. He was the Chairman of the Board of Directors from 1982 to 1986. Norm was also a founding member of the local co-op. Our sincere thanks to the staff at Long Lake Chateau and Malaspina Gardens for their outstanding care and support. Even though Norm suffered in his later years from Alzheimers, he never lost his sense of humour. Bon voyage, Norm, and thank you for lending a generous helping hand to others along your journey of life.

New bike trails create connections I WORK WILL start this fall in backwoods. BY CHRIS BUSH The News BulleTiN

A bike path through the woods will soon link local parks. The joint project is between the Nanaimo Mountain Bike Club and Regional District of Nanaimo and will be open to all nonmotorized users and access existing trail systems in Nanaimo’s Westwood Lake Park, Mount Benson Regional Park, Witchcraft Lake Regional Trail and Benson Creek Falls Regional Park. Construction on the first section will start this fall, thanks to a recent approval from the Ministry of Transportation and Infrastructure allowing an existing road right-ofway to be included in the six-kilometre route from Westwood Lake to Benson Creek Falls Regional Park. “It’s going to be an intermediate trail,” said Jenn McGarrigle, Nanaimo Mountain Bike Club spokeswoman. “It’s going to

tools into difficult-toaccess areas. The trail will meet International Mountain Bicycling Association sustainability and safety standards and will be constructed in stages over the next two years. Nanaimo Mountain Bike Club’s ultimate vision is for a continuous trail running from the Cinnabar Valley to Lantzville. “Having a legal trail route connecting these four important parks has been on the radar of mountain bikers for a decade or more and is part of our larger plan to create a trail connecting south Nanaimo to Lantzville,” said Mark Perdue, Nanaimo Mountain Bike Club’s landowner liaison director, in a press

release. “The trail is a challenge because of the steep rocky terrain. It’s a big project for us, but we’re looking forward to this fun trail going into some really dramatic terrain.” This is the third mountain bike trail project the club has created with consent of landowners, local and provincial governments and other stakeholders. “Basically having a trail that links all these other networks elevates the user experience by giving people more options – different places to go and different things to see,” McGarrigle said. “You could combine these trails in so many ways to have a different experience every time.”

The VIU Mariners have been supremely focused, and it’s brought them a provincial championship. Vancouver Island University’s women’s soccer team won the Pacific Western Athletic Association title on Saturday night in Squamish, defeating the Langara Falcons 1-0 in the gold-medal match. “It was a fantastic feeling,” said Anup Kang, the team’s coach. “It was a reward for all the hard work these girls have put in during the off-season and during the season and how focused they have been.” The Mariners won their semifinal match against the Kwantlen Eagles on Friday night by a 1-0 score, as Jillian Kelly struck late in extra time. “It was a big relief, because we were five minutes away from going into penalty shots and then it becomes a toss-up at that point,” Kang said. That semifinal win was all the Mariners needed to secure their berth in nationals in two weeks’ time. Still, they took the pitch the next day with a provincial championship foremost in their thoughts. Kang could see it as soon as he stepped into the locker room for his pre-game pep talk. “You could look into the eyes of each of the girls and you knew we were going to come out and play a real good game,” he said. “They were just so focused and tuned in.” VIU goalkeeper Shelby Walker made a “phenomenal” save early, said the coach, and the turning point came about half an hour in, when a Falcons player was called for a hand ball in the box and Samantha Rodgers scored on the ensuing penalty kick. Rodgers was chosen as tournament MVP and Walker and midfielder Maddy Dawson were tournament all-stars. The PacWest crown was the first championship for Mariners women’s soccer since 1993. “We’re very versatile, we can play different styles … We’ve got a bit of everything and I think that’s what’s really special,” Kang said. “The other part of it, too, is this group, mentally, is the strongest group I’ve had in all my years at VIU.” Nationals will be held in Medicine Hat, Alta. from Nov. 5-8.

The city’s senior A Western Lacrosse Association club acquired Brett Hickey from the Coquitlam Adanacs.
