Ongoing struggles for SD72 bus routes

Last Wednesday, Travis Greco’s stepdaughter walked back to her house from the Old Island Highway as her school bus drove away without her and her parents watched in disbelief out the front window. She had been informed by the driver that the bus was at capacity, and she

would need to find other arrangements to get to school. “I saw in the paper that there was an overcrowding situation on that bus,” Greco said, referring to a Mirror story from Sept. 1 where it was revealed certain routes, including his stepdaughter’s, were well over ridership capacity, “but that can’t be the solution. You can’t just leave kids behind and say, ‘Find your own way, we don’t have room.’” “We are aware that there have been instances where students have been left behind when attempting to board the bus on Route 2 (the route

in question), and that situation is unacceptable,” said Kevin Patrick, Secretary/Treasurer for SD72 in response to the issue. “Once we’re notified of these types of problems, we do take immediate steps to address them,” he said. The step being taken to address this specific problem, he said, is that two of the stops on Route 2 will now be served by the Route 3 school bus, hopefully alleviating both the earlier overcrowding issue and the current issue of having children left behind. “There are safety concerns, both in allowing

busses to run over capacity, and in leaving kids behind at stops and not allowing them to board,” Patrick said. “We’re hopeful this will remedy both of those scenarios so that neither one will ever happen again.” Patrick said that parents in the affected area are being notified immediately that the route change is about to take effect. The change itself will happen, according to Patrick, “in a few days, once we’re satisfied parents have been notified of the change.” Greco said he’s mainly upset that his complaints seemed to fall on

deaf ears when he left multiple messages for Steve Woods, Manager of Operations for SD72, who he was told to contact with complaints, and when he spoke with the administration of his daughter’s school directly about the issue. “There was a lot of passing the buck going on,” he said. “I don’t know why they couldn’t just admit something was wrong, or just reach out to us and apologize, even.” He’s also hopeful his stepdaughter doesn’t get left behind again. “She missed enough school last month,” he said.

Ron Neufeld, the city’s general manager of operations, said he couldn’t say for sure when the benches and shelters would be coming because it depends on the supply. “We’ll ensure their concerns are addressed prior to installing additional shelters,” Neufeld said. Coun. Andy Adams asked for a report from city staff outlining the Access Awareness Committee’s concerns and possible solutions. He acknowledged that the committee’s September meeting minutes show there are other issues in addition to the bus shelters that should also be addressed. “There’s reference made to a request for benches at the top of Hidden Harbour hill, the top of Rockland and also Alder hill,” Adams said. “There’s comments regarding the Legacy Landmark program at Foreshore Park, curb cutting at TD Bank, (and) bus shelters…so I think it’s appropriate that we find out where these things are at.” Council agreed and approved the request for a staff report.

“Our employees have a tremendous amount of job security due to our bargaining agreement, so the positions that we’ll be losing, as we’ve said all along, will be from attrition (mainly by not replacing employees who retire with new hires),” Losier said. “We’re quite confident that we’ll have jobs for all our employees who wish to continue with us.”

Approximately one year from now, home mail delivery will be a thing of a bygone age for almost every resident of Campbell River. Of the 8,543 households in Campbell River who still receive home delivery (not counting the 2,463 who have delivery to a box in their apartment, townhome or condominium complex), 7,598 will soon be receiving a letter from Canada Post asking for input on the phase-in of the community mailbox program. The information package will, according to Canada Post, contain a mail-in survey and

inform residents how to express their priorities and preferences about their new delivery method. “It will be questions like, ‘Would you prefer a smaller site closer to your home or a larger one in a more centralized location?’ and questions about people’s concerns around safety and lighting,” according to Anick Losier, spokesperson for Canada Post. Residents will also have various options and opportunities to voice their concerns, Losier said, as the mail-in survey will be accompanied by information about both a website and telephone number dedicated for this purpose. Mounties offer up tips for a safe and happy Halloween

If you’re going to set off fireworks in Campbell River this Halloween, remember to get a permit. “You must have a permit to possess and discharge fireworks within the City of Campbell River on private property,” said Cpl. Poppy Hallam of the Campbell River RCMP. “Permits cost $40 and can be obtained through the Campbell River Fire Department two weeks in advance of your function. The Fire Department keeps a record of those permits. “Campbell River RCMP may issue bylaw tickets for those found in contravention of this bylaw and the fine is $200. Along with the permit, you must also have permission from the City of Campbell River if you wish to discharge fireworks on city property.” Each and every Halloween, hospital emergency rooms prepare

for an influx of children and adults with firework-associated injuries. So, with Halloween creeping up on us this Friday, here are some safety tips for the community.

Road Safety/Yard Safety: n Carry a flashlight so you can see where you are going. n Walk, don’t run. n Stay on the sidewalk. If there is no sidewalk, walk on the left side of the road facing traffic. n Visit houses on one side of the street at a time. n Never walk out between cars to cross the street. n Stay in familiar neighbourhoods. n Don’t cut across yards or driveways. n Obey traffic signals and give traffic the right of way. n Ideally, young children of any age should be accompanied by an

adult. n Make sure your yard is clear of such things as ladders, hoses, dog leashes and flower pots that can trip the young ones.

Costumes: n Make sure your costume doesn’t drag on the ground so you don’t trip. n Wear comfortable shoes, even if they don’t go with your costume. n Wear makeup instead of a mask. This will allow you to see and be aware of everything going on around you while walking house to house. n It is safer to carry flexible knives, swords or other props. n Wear clothing with reflective markings or tape. n If you buy a costume, look for one made of flame retardant material. Lessons to learn from last week’s Ottawa shootings There are three lessons to take away from last Wednesday’s shootings on Parliament Hill in Ottawa. The first one — one that played out in front of radio listeners and TV viewers throughout the day — is not to over-react. Kevin Vickers was able to fire at him and bring him down. The media coverage of the events of the day was ongoing, but it was not filled with over-reactions. Instead, it was done in a moderate tone, with facts relayed as they became available. The only portion which may have been overdone was constant replaying of the grainy video, taken on a cellphone by a Globe and Mail reporter, of the actual shooting. That provided context and sound effects and was very effective. An investigation is underway, and it includes a detailed look at a video the shooter left behind. The federal government needs to take the same approach — move slowly and not over-react. The second lesson is that there is clearly a need for

better security at the Parliament Buildings. Part of this may be due to a variety of forces being responsible for various aspects of security, but access to Parliament through the front door is too easy. The third lesson is the need for all political parties to co-operate more often, as shown in Thursday’s extraordinary actions in the House of Commons. Parties can and should disagree — but they can also agree on many measures to make Canada safer and fight this new type of “lone wolf ” terrorism. Canadians would greatly appreciate a parliament that works for them, not just for partisan advantage. – Black Press

he Campbell River and District for Community Living (CRADACL) is celebrating Community Living Month during the month of October. CRADACL, also known as “the Association” has many different services for people with special abilities, which will be showcased in the upcoming issues. A previous article featured the adult programs available at the Association. Today they are taking a look at the Associations Community Living College Program. As the organization has grown to almost 200 employees, it was decided that CRADACL should investigate the possibility of offering educational services to individuals who would like to learn how to work in the field. Now registered with the Private Career Training Agency of British Columbia, CRADACL is offering a 13 week course which started in September 2014. This program, Community Support Worker: Supporting Adults with Developmental Disabilities, features a combination of classroom instruction and hands on learning experience in the Associations group homes, day programs, employment programs, and semi-independent living program. The lead instructor, Michelle Albrecht, who has 37 years of experience working in the field, is a friendly and engaging teacher who will help students learn the philosophy of community living as well as the practical aspects of the work. Richard Franklin, an educator with 35 years’ experience in the public and private school system, is the College Administrator and the person to contact about exploring this exciting opportunity. There is a demand for trained Community Support Workers and the prospects for future employment are excellent. The program has been endorsed by the Campbell River, Nanaimo, and Parksville Associations for Community Living. The course will be offered again in March-June 2015, with tuition of $1,500. The program is a high value but low cost option for those wishing to enter a rewarding career as a Community Support Worker. While the civic election is still more than two weeks away, it’s already been decided on Quadra Island. Jim Abram will officially be acclaimed to the position of Strathcona Regional District director for Area C (Discovery Islands-Mainland Inlets) after no one came forward in opposition. Abram, who was first elected to the position of director in 1988, said it’s a relief to be able to carry on with his work representing an area that geographically makes up more than 50 per cent of the Strathcona Regional District. “It was wonderful to be acclaimed,” Abram said. “I’ll be able to spend the time from (now) until Nov. 15 (election day) actually doing my job as director. It gives me more time to focus, because the work doesn’t stop even though there’s an election.” Abram, who has com-

mitted himself full-time to his job in public office – even abandoning plans to start a full-time excavating business on Quadra Island – said he has several projects he wants to see come to fruition over his next term. Top of mind is working to creating affordable housing. “What I intend to do over the next four years is work with two seniors groups that have organized on the island, as well as young families and others who need housing,” Abram said. “We have a serious situation on Quadra Island where people can’t afford to buy a house, with the situation on the island

with BC Ferries fares and schedules, it’s driving people off the island. People can’t afford to live here anymore and use the ferry unless they make really good money.” Abram said in particular, Quadra is losing a large chunk of its senior population – people who are key members of the community – because many seniors aren’t able to take care of their properties anymore and are having to downsize. With the cost of housing and expensive ferry fares, Abram said many are being drive off the island. Abram said his solution is to work to establish a “fully-functional assisted living premises” for seniors on the island as well as affordable independent living facilities for seniors and young families. Abram said he also intends to look into providing housing for all those who come to Quadra Island to work during the summer

RESIDENT ELECTOR REGISTRATION Residents of Electoral Area B (Cortes Island) who are registered to vote with Elections BC may already be included on the list of registered electors for their voting jurisdiction. Those residents who are not currently registered to vote may register at any voting opportunity, advance voting opportunity, special voting opportunity or in conjunction with mail balloting. To register as a resident elector, a person must meet the following qualifications: • Canadian Citizen; • 18 years of age or older on November 15, 2014; • resident of British Columbia for at least 6 months at the time of registration; • resident of Electoral Area B (Cortes Island) for at least 30 days immediately preceding voting day, and • not otherwise disqualified from voting. Abram said he’s committed to seeing the issues surrounding BC Ferries through, to try and alleviate the cost burden on islanders’ shoulders. “It’s not a pleasant situation to have to deal with but I will continue to fight this corporation and this government until we solve the problem,” Abram said. Also on Abram’s list is working with the Cape Mudge band to resolve road access issues which he said are getting worse because of extreme weather events. Also on the list is sewer and water issues. A referendum passed during the summer to expand sewer service to properties in Quathiaski Cove. “These are things we can work together as a community to make them cost efficient for everybody,” Abram said. “There’s so much to do.” The regional district will be taking over ownership and operation of public federal wharfs that have, up until now, been under the jurisdiction of the federal government. The three wharfs – located at Owen Bay on Sonora Island, Surge Narrows on Read Island and Port Neville on Johnstone Strait – are all within Abram’s area. Plus, the Quathiaski sewer project needs to be complete. But despite the heavy work load, Abram said he has enjoyed representing and working for his community over the last 26 years. “The job is phenomenal. It’s far more than a one-person job but I wanted it, and I got it,” said Abram who admits his wife Wendy helps out a lot with his job. “It’s a continual learning experience, there’s always something new. “I can’t express in words how much this area means to me,” Abram added. “I hope people here feel that they’re being wellserved.”

The city’s innovative energy conservation challenge, which employed the use of social media, earned Campbell River accolades recently. At last week’s council meeting, the city was presented with an excellence award from UBCM (Union of B.C. Municipalities) as well as an honourable mention plaque from the Community Energy Association. Pat Bell from the Community Energy Association attended the meeting Oct. 21 to present council with the Climate and Energy Action award. Bell said Campbell River’s Power Down Campbell River was selected by a judging panel for an honourable mention because of the innovation behind creating a reality-TV inspired energy challenge which pitted families against one another to see who could reduce their energy consumption the most. A professionally produced film highlighted each family’s journey and was presented at the Tidemark Theatre. “Power Down Camp-

Last Monday, the Campbell River Council of Canadians, the Hospital Employees’ Union (HEU), and the Canadian Union of Public Employees (CUPE) hosted a forum in Campbell River to discuss the future of health care in Canada. As part of the CUPE/ Council of Canadians’ nation-wide campaign, “Save Our Health Care,” which has held town hall meetings in cities such as Winnipeg, Moncton, Charlottetown and Sault Ste. Marie, the panel spoke to a full house of “over 200 people” at the Maritime Heritage Centre, according to

Council of Canadians health campaigner Michael Butler. “With fair federal funding,” Maude Barlow, panelist at the forum and national chairperson of the Council of Canadians, said in the release for the event, “we can create the health care system we need, with public health care for every British Columbian and every Canadian. But when the federal government let the 2004 Health Accord expire ... it walked away from its responsibility to protect our public health care system.” Neil Monckton of the HEU says it is important to keep these issues on the forefront of people’s minds as we head into another federal

election cycle. “We first raised the alarm last year before the cuts were introduced,” Monckton said, “and now that they’ve happened, we want to keep people talking about how people are being affected by them. “We need to let people know their MPs, who voted for these cuts, are accountable to them, and if they’re not happy about the cuts, they should make the decision in the next election to choose representation who listens to them.” He also said that there was another event the following night in Courtenay/Comox, where, despite the community’s population being much higher, the turnout was

much lower. According to Monckton, that shows the exceptional level of engagement of Campbell Riverites have with their health care system. “It was great to hear people sharing their stories of the challenges they’re facing,” Monckton said, adding that long-term care homes were an especially hot topic of discussion at the meeting. “In the end, when you have people like Maude Barlow and Paul Moist going around to communities like this, and they show up in the numbers like we saw in Campbell River, it’s really indicative of the severity of the issue,” Monckton said, “and we need to keep people talking about it.

You’ve been asked by a relative or close friend to be their Power of Attorney (POA) – and you feel honoured because it means that person considers you to be trustworthy and capable. But what is a POA in the first place? A power of attorney is a legal document where one person (called the donor) gives authority to another person (called the attorney) to manage some or all of the donor’s financial affairs while they are alive. There’s no doubt that when one person (the ‘donor’) gives another person (the ‘attorney’) POA over his or her assets, the donor is placing a significant amount of trust in the attorney and this could make the donor vulnerable to abuse. In an Enduring POA, an attorney has the power to act on behalf of the donor if the donor becomes mentally incompetent, making the donor even more vulnerable to abuse if the attorney is not honest and trustworthy. In Québec, once a person’s mental incapacity is established, the attorney (known as a ‘mandatary’ in Québec) acts under the provisions of a homologated

mandate - meaning the mandatory has been legally recognized by a Court of Law to act as the representative of the donor (known as the ‘mandator’ in Québec). When you are acting under a POA, you are that donor’s attorney and have an obligation to act only in the donor’s best interests, not yours. If, as attorney, you instigate an action that is in your best interests rather than the donor’s, that is a conflict of interest. Here are a few examples of actions that would breach the duty of an attorney: • Adding the attorney or a family member as a joint owner of the donor’s property so the assets passes outside the estate and go directly to the surviving joint owner. (In Québec, there is no right of survivorship on jointly-held property.) • Adding the attorney or a family member as a direct beneficiary of a registered asset or life insurance policy so the funds will be paid directly to that beneficiary and not to the donor’s estate. (In Québec, direct beneficiary designations are only effective on insurance products.) • Distributing the donor’s assets to the attorney or family members prior to the

death of the donor (although some jurisdictions do allow attorneys to make small gifts from time to time). In some cases, the justification for carrying out actions like those described above, has been to save probate fees – however, probate fees are extremely low throughout Canada and should not be used as an excuse to drive these actions. In fact, adding joint owners and direct beneficiaries may be bad financial planning in many cases. Instead, it is often more advisable to have the assets distributed through the estate, which may provide a more equitable distribution and more taxplanning opportunities. As an attorney you are accountable for actions done on behalf of the donor and could be asked by the court to account for all transactions made as an attorney. Seek advice from a lawyer and your professional advisor to help ensure that you stay on side.

Rivercity takes you for a spin with Noises Off E xpect some magic tonight from not only the cast of Rivercity Players’ production of the hilarious farce Noises Off but from the set-building crew as well. The demands of the production Noises Off – a farce hailed by some critics as “The funniest farce ever written.” – has made their set building crew dig deep and come up with some innovative approaches. Noises Off is about the onstage and backstage antics of an itinerant group of actors rehearsing and touring a play around the provincial theatres of England. They have a temperamental and unpredictable director, actors who really don’t understand the play, and a cast member who is suspected of being a bit of a lush. Added to this are complicated romances, ‘violent’ jealousy, misheard words

However, the cast of Noises Off have been enjoying rehearsing on a set which provides for all their needs for some weeks now and are looking forward to sharing their enjoyment of this ridiculously-funny farce with Campbell River audiences starting tonight. Phil Atkinson, president of Rivercity Players, was once a military technician whose job was to obey the order “Make it happen, Phil.” He and his crew of volunteers have certainly made it happen for the

Care for Men campaign to benefit Island families Every year in November, “Movember” and International Men’s Day are widely celebrated to promote men’s and boys’ health. This year, Island Health, the Canadian Mental Health Association (Port Alberni, MidIsland and Cowichan Valley branches) and the Prostate Centre have joined forces to raise awareness for men’s health – especially prostate cancer and mental health issues for men. The Care for Men campaign will run from Nov. 1 to Dec. 6. The campaign team will share displays at community events to provide information about men’s health and give out “Care for Men” cards to community members, who are encouraged to write a message to show how they care for their men’s health. “A lot of the time, men refuse to talk about the mental health issues they have,” said Anne Hodge, Executive Director of the Canadian Mental Health Association Mid-Island and Cowichan Valley branch. “It’s not uncommon for men to have mental health issues, and often times they go unrecognized and untreated.” According to Bob Hargreaves, Executive Director of CMHA (Port Alberni), about 11 per cent of men in Canada will experience major depression in the course

of their lives. More than three times as many men as women die by suicide in Canada. “There are also health conditions that only affect men, such as prostate cancer. In 2013, it was estimated that 811 men were diagnosed with prostate cancer on Vancouver Island,” added Leanne Kopp, Executive Director of the Prostate Centre. “The good news is when caught and treated early, prostate cancer has a

90-95% survival rate.” “Men are generally more reluctant to seek help for health issues than women,” added Dr. Paul Hasselback, Medical Health Officer for Island Health. “They have to take responsibility for their health by eating healthier, adopting a healthy lifestyle and seeking early treatment if they detect something goes wrong. Avoid smoking and the harmful use of alcohol, and learn how to cope

Lorna passed away at home with her loving husband by her side on October 21, 2014. Lorna was diagnosed with lung cancer just six months after celebrating her 50th anniversary in Mexico on September 27, 2013, with all her children and grandchildren. Lorna is predeceased by her parents Jack and Ivy Shannon, her sister Arlene, nephew Raymond and great-nephew Corbin. Lorna is survived by her loving family; husband Bernie; sons Brian, Brent and Scott (Tess) as well as her very loving grandchildren Brenden, Jesse, Cameron, Lee and Shayleen. She is also survived by her sister Sheila (Bob). Many thanks to Drs. Walker and Prinsloo as well as a very special thanks to the home care nurses Barb, Marlene and the rest of their team. They made Lorna’s final journey comfortable. There will be a Celebration of Life on Thursday, October 30, 2014 at 1:00 p.m. at Sutton’s Campbell River Funeral Home. Storm wallop Islanders The Campbell River Storm improved its league best record to 13-1-1 after a pair of convincing victories over the Kerry Park Islanders last weekend. Islanders goaltender Leighton Williams saw more rubber than the Indianapolis Speedway as the relentless Storm fired 69 shots on goal during Friday night’s 10-5 win at Rod Brind’Amour Arena. It was even worse Saturday in Kerry Park when Leighton faced 74 shots, including 35 in the third period as the Storm romped to an 8-3 triumph.

Connor Logan, Gage Colpron, and Dan Feeney each scored twice for Campbell River on Friday, which led 2-0 after the first period and 7-2 after the second. he holidays may still be nearly two months away, but for Deana Longland it’s already time to start thinking about gift giving. That’s because Operation Christmas Child, a project that’s near and dear to her heart, is already underway. It’s that time a year again when those who are able to lend a hand, fill a shoebox full of small gifts for children in impoverished countries. Longland, who has been the collection coordinator in Campbell River for several years, says she knows first hand what the shoesboxes – which for some are the only Christmas present a child will receive – mean to the kids who receive them. The shoeboxes are also the catalyst for something much bigger. Last year, Longland, her daughter Rhiaanah Villalobos and her friend Jake Johnson joined up with a team of 28 fellow Canadians and 16 Costa Ricans to delivers shoeboxes in rural areas of Cost Rica. “We thought our goal was to deliver shoeboxes and to help with children’s ministry,” Longland says. “Quickly we learned there was a much bigger plan. “Samaritan’s Purse Canada sent all the equipment and supplies to operate both dental and eye glass clinics. “Two hundred and thirteen Costa Ricans received dental work and 229 people had their eyes tested and received glasses. “We also painted the inside of a rural school and fixed the fans and lighting.” This year, shoeboxes filled in Canada will go to children in Uruguay, El Salvador, Guatemala, Sierra Leone, Guinea Bissau, Venezuela, Equatorial Guinea, Costa Rica, Guinea, Haiti, Nicaragua, Chile and Senegal. What goes in the shoebox depends on the giver. Samaritan’s Purse, the Christian organization that organizes Operation Christmas Child, encourages each donor to write a letter to the child and send a photo of themself along with a variety of school supplies, toys and

Almost 10 million were collected worldwide and distributed on all continents, excluding Antarctica. The shoeboxes are often something the children who receive them never forget. Damaris Vezentan, one of the first to ever receive an Operation Christmas Child shoebox, still has several of the gifts she received in 1990 while living with her parents in Romania. “The shoebox I received when I was nine included items like soap, a small porcelain doll, crayons and markers, hair clips, and a notebook with locket that I kept and still have,” Vezentan said in an impact story on the Operation Christmas Child website.

Today, Vezentan is now a Canadian citizen living in Ontario and has volunteered in Senegal giving out shoeboxes to other children. Vezentan and her daughter fill a shoebox every year. Those interested in filling a shoebox can visit www.samaritanspurse.ca and click on the Operation Christmas
