Halloween dance at 50 Plus centre Fifty-two members and guests attended the Halloween Dance on Saturday with or without costume and were kept hopping with the fabulous music of Jan Matthews. Those in costumes ranged from witches, cowboys, a CSI officer, a strange green Irishman and lighted cheer leaders to three blind mice and an English lady in full ball dress complete with powdered wig. It was nice to see some new faces among the crowd. The no-host bar was much appreciated
as were the snacks on the tables and the sandwiches and squares that were served at 9 p.m. Rinda Munslow was the driving force behind this dance and all previous dances at the centre. Her dedication, ideas and decorating skills are unmatched. However, it is a team effort and she thanked all those on her decorating and refreshment team that made the evening a success. –submitted by the 50 Plus Activity Centre

stop by your branch and ask your trusted island savings advisor why this partnership is good for our members, our communities, our employees and our islands. Island Savings has proposed a non-traditional merger to our members where we’ll retain our local head office, make our own decisions and have our own president, joining with like-minded credit unions like Envision Financial and Valley First who have been using this model successfully for 5 years. We are so excited to have found this opportunity—and we have to take advantage of it now, because it won’t come around again. Our regulator is demanding more from credit unions all the time and this costs Island Savings millions of dollars every year Unlike banks, we can’t issue shares or debt to increase our reserves. So I look at this merger with First West Credit Union like we’re moving in with a roommate: it’s a lot more cost-effective to share the rent, utilities and groceries than to pay for them on your own. This merger guarantees that Island Savings will have meaningful representation on First West’s board of directors and will establish a regional council that is focused on what is best for Island members and communities—opening up a new opportunity for members who love Island Savings and want to help shape our future. We want to keep our culture, our name, our people and our values. We want to be able to focus on serving you better than any bank can—and we want to make our own decisions. With First West, we get that without having to make any uncomfortable changes. We want a yes vote. We need it. Kirsten Waller 8 year employee, Mill Bay Branch

Local business South Shore Cabinetry won a number of awards from the Victoria Residential Builders Association’s CARE Awards in September. The awards are held yearly and have a number of categories judged on “criteria such as architectural design, quality workmanship, creative use of space, and energy efficiency.” “We’ve always done well,” said Roy Sandsmark, owner of South Shore Cabinetry. This year, the business worked on a project with a designer that they’ve worked with in the past, and the collaboration was an award-winning one. The house, known as “Windjammer,” (photo above) won a number of awards. South Shore in particular won Gold in the Best Custom Millwork category, and Silver in the Best Custom Kitchen category. Sandsmark said that the recognition is great for the team. “It gives the guys here a little pat on the back to show that they’ve been
recognized for the work they’ve been doing. We’ve really had a philosophy of the importance of craftsmanship,” said Sandsmark. About working on large and interesting projects such as “Windjammer,” Sandsmark said “we find it really rewarding. It’s challenging, interesting and fun to be able to draw something and have customers give you the confidence to just go and do it.” As much as Sandsmark enjoys the challenge of such big projects, he also still loves to do work in the community. “We do all sorts of projects. We’ve done ones where we take a piece of lumber from someone’s property and make it into a special mantlepiece. I never want to come across as elite. It’s fun to do (big projects) but I also still want to service the community itself,” said Sandsmark. The awards ceremony was held on Sept. 26 at the Empress Hotel in Victoria. Sandsmark said that photos of “Windjammer,” which has been featured in several magazines, can be found online.

Local curling team to compete nationally Aspen Gainer
Lake CowiChan Gazette
Team Myrden, made up of four women from the Cowichan Lake area, will be going to Halifax in late November to represent BC in the 2014 Travelers Curling Club Championship. The championship sees club teams from across Canada competing for the title spot. Team Myrden consists of Diane Myrden (Skip), Tricia Mayea (Third), Kari McKinlay (Second), and Maria Elzinga (Lead). “This event is formulated for true ‘Club Championship’ teams. The objective is to support the development of curling across Canada,” said Mayea. She explained how they got to the championship level. “Team Myrden won the Wednesday night curling league in Lake Cowichan in 2014. This gave us the opportunity to compete in the
BC Club Challenge where club champions from across the province play against other club champions from within their region. We won the South Island Region Club Challenge in Nanaimo and from there went on to win the Pacific International Cup (PIC) held in Richmond in April. The Pacific International Cup is the BC Club Championships and we are proud to say that we went undefeated in this tournament. Being the winners of the Pacific International Cup gets us a trip to Halifax to represent BC in a national championship,” says Mayea. The championship will be held Nov. 24 to Nov. 29 at the Mayflower Curling Club in Halifax, Nova Scotia. Husbands of Elzinga and Myrden will accompany the team to lend support. Team Myrden says they are “excited and proud” to have this opportunity to represent BC. “This event puts little Lake
Cowichan on the map,” said Maria Elzinga. According to Mayea, the team has curled together for 10 years. “(Team Myrden) played against many wonderful teams from across the province making lasting friendships along the way. We are grateful for the opportunity to be travelling across the entire country to do what we love so much. It’s a great feeling knowing that there is a huge reward for all of our hard work and perseverance,” said Mayea on behalf of the team. Mayea goes on to explain that Travelers Canada is donating all profits from the Travelers Curling Club Championship to Spinal Cord Injury (SCI) so participants in the championship are asked to fundraise for this charity. Team Myrden’s goal is to raise $500. And the local curling team had a special message for their community. “Team Myrden would like

Election gives you a chance to vote
Dear Editor,
An election is just around the corner for Lake Cowichan. There will be a good slate of candidates. It will give us a chance for a change, which is badly needed. Last election was by acclamation. We never want that to happen again. Lake Cowichan has a very small tax base. Any raise in taxes for people on fixed incomes means they will shop where they get the best deal. Fernandez, Gill, and Rizk cost the town of Lake Cowichan annually roughly $300,000 a year. They have to be overqualified for this area. Are they on a contract? Referendums are the only protection ‘all’ taxpayers have against the spending of councils. Why shut off the people that are paying the bills.
Phase 1 of water meter installations. Ingram/ McGonigle voted against the motion Hornbrook/ Day voted for it. Mayor Forrest voted for it. That means that the mayor and two councilors can run council. That’s another reason for referendums. On a five-member council, quite often councilors must wonder why they are even there. In the last four or five years some houses, cost wise, have remained stable and some have gone down in value. The only thing that has gone up are our taxes. I would like to see more local employment. Some may have to be part time but out-of-town contractors are costly part-timers too. Buy or rent decent equipment. Fixed income people are getting hit with
higher costs for Hydro, ICBC Fire insurance, phone service, etc. The Fraser institute claims taxes are out of control in Canada and especially here in B.C. The highway coming into town used to be four-lane; now it’s two lanes with flowers planted in the middle with unnecessary, poor lighting. Does Hydro still have a contract with Lake Cowichan for their mercury vapor lighting along this two-lane highway? There are cement abutments cutting off lanes on either side of the highway–out-oftown cement companies appreciated that. Soon, salaries will rise to $12,000 a year for councilors and $20,000 for the mayor. Is this an income supplement? –Jack Holliston Lake Cowichan
Resident says ‘vote yes to support the aquatic centre’
Dear Editor,
Hello. My name is Judith Quinlan and I live in Area F. Until recently I was the physiotherapist in Lake Cowichan. Last spring I suffered a stroke, and that was followed by other health problems, leading to a number of surgeries, with more to follow. By September I found myself in the worst shape of my life, and decided it was time to practice what I preach. I availed myself of the services of our Primary Health Care Team, including
some circuit training and regular walks. We are so lucky to have this team available to us. Once a week I also go to the pool, where I join one of the many water exercise classes. As a physiotherapist I am well aware of the benefits of water-based therapies. Water can both resist and assist exercise, depending on the speed of movement. One of my problems is impaired balance, and I’ve had several falls so I’m a bit cautious about dry land exercising. This isn’t a problem in the
pool, and I can challenge my balance in the water, including trying to walk in the lazy river! After the exercise class I swim laps for a while, giving myself a good cardiovascular workout. The lap pool is always open as is the hot pool where I relax my muscles after the exercises, and use the water jets to massage my sore joints. Overall this is a very healthy and exhilarating experience, and is a key component in my rehabilitation. Now here’s the rub: As an Area F resident I pay double every time I use

So I am appealing to my friends and neighbours in Area F to help my rehabilitation by donating just $4. I know this is a caring community full of generous people - I’ve seen this in action many times. But instead of asking you to give me $4 directly, I’m asking you to vote “yes” to supporting the Aquatic Centre in the Nov 15 referendum! I know that many of you feel stubborn about voting “yes” for a lot of historical and principled reasons. I’m asking you to put aside these objections for the
sake of the benefits that this Centre offers. Maybe you don’t know me from adam fair enough. But I’ll bet you know someone who would benefit as much as I do from using the Aquatic Centre. Someone who lives with arthritis, or MS, or has had a hip replacement. Someone with a chronic back problem or, like me, has had a stroke. A senior perhaps with balance problems, or someone who’s trying to lose weight or improve their heart health. Maybe you have kids who would love to play in the wave pool, or would benefit from swimming lessons that last longer than a season. I invite you to check out the Aquatic Centre’s website and see all the

Will you be attending the All Candidates meeting on Nov. 3 at Centennial Hall?
Graham Fielding “I don’t know if I will, I have other things to do that night but I look to the paper for that information.”
Elaine McGinn “Yes, there’s a lot of issues in this town and it is important that everybody go to hear what all the candidates have to say.”
John Leach “Probably not, I will be voting though. I get my information from the newspaper and I know most of them, it is a small town.”
Lorraine Lawrence “Absolutely I will, I want to hear what the candidates have to say, how they feel about different issues.”
One COwiChan Back in the mid sixties at Mt. Douglas High School our teachers had some required reading for us that included George Orwell’s “1984” and Ray Bradbury’s “Fahrenheit 451”. They did not think the future described in these books was desirable and wanted to make sure our generation was aware of the dangers they portrayed. 1984 portrayed a world perpetually at war with pervasive government surveillance and manipulation of private citizens. Big Brother was in charge and his Thought Police made sure the policies of the government were correctly portrayed in all media. Bureaucrats had a “Memory Hole” slot near their desk where any intellectual property not in lockstep with government thinking was put to be incinerated. They were continuously revising history. Fahrenheit 451 (the temperature at which paper spontaneously combusts) portrays a world where books are banned and people spend all their spare time in front of wall-sized TVs. There is no connection to nature, critical thinking is discouraged and meaningful conversations about important issues seldom occur. In 1984 Firemen don’t put fires out, they start them.

Your votes shape Cowichan Lake for the next four years there was no time before the 5 o’clock news for the media to get the clearance necessary to talk to the federal agency most responsible for the operation. This is a good news story about DFO working with First Nations and NGO’s to save our salmon, what could possibly be sensitive about that? All of this serves to underline the importance of elections. We still have the right in Canada to determine who represents our interests. To do this requires some awareness and critical thinking. Municipal elections have traditionally seen voter turnouts in the 30% range. When this happens and you are not in the 30% you are letting others determine the future of your community. I admit to being guilty of not voting in municipal elections in the past. I had no idea about the issues and what the candidates stood for. I think this is a common reason for not voting and it has been addressed by One Cowichan. Over the summer One Cowichan interviewed 697 local residents about their priorities for our community. All candidates running for municipal offices in the Cowichan valley were then asked the same five questions based on the survey results. Their responses are now available at www. onecowichan.ca. One Cowichan is not endorsing any candidates; it is endorsing the election. Please take a few minutes to look at the information there and decide who you think should be leading your community for the next four years. Important decisions about our future will be made in the next four years. We all must be a part of this.
Jacob O’Coffey “Yes, I probably should if I am going to vote, so I know what is going on and who to vote for.”

*The word Mesachie (Lake) is purported to have been a First Nations word meaning wild, quick, unruly, fierce, lively or spirited. Since the lake itself, at times, was all of those things, the word Mesachie stuck. According to an April 1945 newspaper article, early First Nations people believed that a “spirit” dwelled in the lake which caused thrashing to the water which then caused huge whitecaps. (With three valleys converging at the lake, the wind would blow three ways at one time causing this extreme weather.) The belief was that the “whole place”, lake, land and surrounding mountains, including Mesachie Mountain, was “spirited”. In 1944, two Hillcrest Lumber Company (by then located on the shoreline of Mesachie Lake) employees, boom men who worked on the lake, claimed to have seen “strange fish with fins
like a propeller which made a whirling sound as it surfaced and lashed among the logs (stored in booms on the lake). Apparently the men tried to get the fish with their pike poles, “but it got away as spirits do” lamented the men. * The name Youbou (which had long been referred to as Cottonwood) was chosen many decades ago by J. R. Cameron, a manager of the western division of Canadian National Railways. It was his job to name new stations on the CNR branch line. He eventually settled on the first three letters of the last names of Mr. C.C. Yount and Mr. W. Bouton who were both associated with the ownership/ management of the lumber mill. Pronounced differently than now, it began as Yawboo before settling on Youbou, pronounced UBO / You Bow. * The small community of Paldi (located off Highway 18 between here and Duncan) was named after the birth place of Mayo Singh, who was born in the village of Paldi in the District of Hoshiarpur, East Punjab, India. Mayo established the Mayo Lumber Company and the small settlement of Paldi sometime in 1917. * Named after early pioneer Frank Green, Greendale Road is the last mile or so of the original winding trail (road) that was blazed by hand through virgin forest in 1885 by William

Forrest. The blazed trail began at Jordan’s Corner, which was already connected by road to Duncan and ended near the settlement of Cowichan Lake. For many decades the road was called Cowichan Lake Road (later the Old Cowichan Lake Road). In 1962 the closest section of road to the Village of Lake Cowichan was renamed Greendale Road after early pioneer Frank Green. * In the early 1900’s when land was cheap the first mayor (reeve) of Oak Bay, William Edgar Oliver, bought what today is known as Saseenos Point in Youbou. The section ran from the (since removed) railway tracks to the shores of the lake. Oliver called his land ‘Peninsular’. Today, descendants of Oliver retain a small piece of the original Oliver property, Peninsular, where they have a summer home. *Before the settlement now known as Lake Cowichan could have its own post office, it needed a name. No name, no post office. The postal authority of the day chose the name Riverside, then opened a small post office outlet in the old Riverside Inn. From Empire Day 1914, when the postal service officially opened to the public, until the name Lake Cowichan was adopted, the community was known as Riverside, BC.

Chamber non-partisan The local Chamber of Commerce has been under fire over the recent Business Showcase that has been in the planning stages since 2012 and recently hosted at Centennial Hall Oct. 18. Some have suggested the Chamber was not being non-partisan due to the fact that two candidates in the upcoming municipal election were allowed to purchase tables at the showcase, where they chose to use the opportunity to campaign for office. Chamber president Ron McKenzie stated: “The optics of having candidates at the showcase to some most certainly has left the impression that we have become politically involved in the upcoming election, but the facts are the Cowichan Lake District Chamber of Commerce has and always will be non-partisan. We regret what occurred at the showcase and we want to assure the community that we have no position on

Palsson Elementary School held a retirement ceremony for principal Jann Drake on Oct. 27. Drake has been principal at the Lake Cowichan elementary school since September 2013. Her last day is today. Drake shared that she’s worked with children for 40 years. “I do love working with children. My career started working with young children in Early Childhood Education and then I returned to school and
started teaching in the district for about 20 years. Within that 20 years I went back to school and obtained my Masters and then I started my principalship for the last five and a half years,” said Drake. Prior to her position at Palsson, Drake was principal at AB Greenwell for four years. When that school was closed, Drake moved into her position at Palsson. Drake loved many things about her job, like when students came to tell her stories. She loved seeing smiling faces when they arrived at school and was happy

to work with great staff. “I also enjoyed having the ‘Happy’ song played on the school PA system every Friday morning and all the students dancing in the hallways,” said Drake. She shares that she plans to fill her retirement by spending more time with her granddaughter and parents, and by working in her garden and on crafts. “I also may find a need to make some visits to the school,” said Drake. Mrs. Jan Bradley takes over as Palsson principal tomorrow.

Lake Cowichan Mayoral Candidates
Ross Forrest Occupation: Icemaker - Parks employee, Municipality of North Cowichan Why are you running for public office? I have had the privilege to represent Lake Cowichan as Mayor for the past six years. My reason for running now is the same as it was six years ago; I love my community and feel I have much to offer from the lessons I have learned over my time here. What are your top 3 issues and how do you plan to tackle these issues, if elected? 1. Health and safety of our citizens. We had great success replacing our doctors when they were leaving and now have many valuable additions to our health care providers. I would like to work towards acquiring a facility for our seniors to have assisted, and then fulltime care if required. 2. Jobs. The days when people just showed up with boots to get a job in the forest industry will never return. We need a steady transition away from that dependence and it has started. Improvements to our town have helped attract new business the past couple of years. We have had a number of new businesses join our community that are thriving. To name just a few: Tim Hortons saw the potential in our town; they are now located here and currently employ 27 individuals. South Shore Cabinetry continues to expand and currently employs 16 individuals. These two are examples of very good businesses recognizing the potential our communities offers and I will continue to encourage others to take advantage of our low commercial land prices. They are not only supporting other local businesses but they are employing a number of local residents and bringing new people to our community. If re-elected my goal is to continue supporting new business growth as well as educate the investors and business owners about the benefits of joining our community. 3. More opportunities for our youth. With proper collaboration I can see some good possibilities for a potential center for our youth to interact and learn. How do you plan to manage taxes and spending? Pay as we go. Avoid borrowing. Add value to our community in a responsible manner. Council for the past six years has had success in leveraging other sources of funding to afford many of the projects we have done to improve our town through revitalization. What do you think it takes to lead Lake Cowichan? The ability to work together with others. Our success can be attributed to our cooperation between council, staff, our public, and other governments and agencies as well as respecting each other to achieve positive results. Describe your leadership or co-working style. Provide an environment where we all are working together. It is important that council and staff realize they don’t work for me; but with me. One of first moves I made when elected was open the Mayor’s office to be available for Mayor and Council. Share our learning resources. I am consistent with what is best for our collective community. Our by-laws and policies are intended for everyone and my decisions will reflect that. How many council meetings have you attended in the last six months ? All meetings except one while attending convention for town. Is there anything else you’d like to add? I hope our electorate shows the respect our Town deserves and votes for the best candidates.
Wendy Klyne
Kyle Wylie
Occupation: I recently retired and I was a realtor for the last 7 years focusing on the Cowichan Lake area. Why are you running for public office? Now retired, I want to bring my knowledge, experience and understanding of the opportunities and challenges facing the Town of Lake Cowichan to Town Council. The Town needs a new direction to meet the challenges with taxation, fiscal responsibility, and the need to expand the tax base. The community needs to grow in a healthy and managed way benefiting the residents of our beautiful Town. What are your top 3 issues and how do you plan to tackle these issues, if elected? 1. New Direction – A New Direction for Town Council is required and will include a positive and supportive attitude taken by the Council and staff. This New Direction will ensure that the decisions being made are consistent and sensible. As a full time Mayor, I intend to have a strong Open Door Policy with increased opportunities for conversation with the residents. 2. Sustainability of our resources – This last couple of years have brought the need for water management to the forefront. This issue is not going away. It is very clear there is a water problem in the Cowichan Region and we need to be creative in addressing these issues. Raising the weir is definitely the first step, continual education about water use and conservation must start at the Town office and work its way through the residents. It needs to be integrated into the day to day living of the residents, not just during the summer. 3. Fiscal Responsibility – There is a need for more communication and input from the residents on the ongoing spending and new projects. While grants were available for many of the projects, the ongoing expenses of maintenance appear to be significant and worrisome to the residents. Community growth provides a bigger tax base and jobs that will provide better services and infrastructure. But we have to be smart about it. We have to make a plan to attract business and families without over taxing those who already call the Town of Lake Cowichan home. How do you plan to manage taxes and spending? We must be open to new business opportunities, remove red tape hindering the existing businesses and consistently apply the bylaws and regulations rather than a one-off response to enquiries or complaints. Community growth provides a bigger tax base and jobs that will get us better services and infrastructure. But we have to be smart about it. We have to make a plan to attract business and families without over taxing those who already call the Town of Lake Cowichan home. Describe your leadership or co-working style. My style will include an Open Door Policy as a full time Mayor and also extensive community consultative approach to Town Council. Involving the community in the management of the Town has been lax, residents want more information, want to be included in decisions that impact their taxes. How many council meetings have you attended in the last six months ? I have been at all Town Council meetings including Public Works Committee, Finance and Administration, CLEC, and other committee meetings for the last 3 months. And I am the only candidate, except the standing Mayor, who has been at any meetings. Is there anything else you’d like to add? My vision for the Town of Lake Cowichan is a vibrant business community, managed tourism industry, and fiscally responsible Town Hall. The water, sewer and infrastructure necessary to secure the long term viability of the community will be in place. A seniors care facility, light industry and expanded tax base will be part of my goal as a Mayor.
Occupation: Owner/Manager/Contractor Why are you running for public office? My family moved to Lake Cowichan 18 years ago, and it’s home. I feel we have a lot of room to make improvements. The last few years I have also lived and worked in other countries of the world and have acquired the knowledge for developing and moving a town forward by the sights and experiences abroad. I believe it is time to move our town forward and I want the opportunity of using my ideas and experience to enhance and put to use all that I have learned and seen thus far. With the cooperation of new ideas and experience of the other elected members of council, I know we can make the calculated leaps forward to make Lake Cowichan a place for our people to live and flourish. What are your top 3 issues and how do you plan to tackle these issues, if elected? 1. Spending as outlined in the answer below of managing taxes and spending. 2. Communication–We need to have more transparent and better communication with everyone. I will be able to spend many hours a week working in the town office to see and hear what people need to say. We need to make better use of social media, internet, message boards as well as more public forums/Q&A sessions, to a minimum of four times each year. 3. Representation/Relationships–I feel elected officials need to establish working relationships with individuals and groups both within our community and other areas to help bring new industries, businesses and money into town. One of the major reasons I am running for mayor is to take the mayor’s rightful seat on the CVRD, in order to make sure that our voice is heard so we will be getting what we deserve from our place in the regional district. How do you plan to manage taxes and spending? We need to plan with purpose. By doing this, spending should be kept to the important items. (Knowing what the needs are as opposed to the wants) The correct mix of paying off debt and saving is essential with a wellplanned budget. Having spent the last number of years working in finance I have the knowledge to make this a viable achievement. What do you think it takes to lead Lake Cowichan? Our town needs a leader that has vision, charisma, values, intelligence and a calm but determined attitude. I believe that I have all of these and can use them to the benefit of the town. Describe your leadership or co-working style. Over the years I have had countless opportunities to work on a number of different teams and for the past decade I have had many opportunities to manage or lead them. I pride myself in knowing that I have always been able to make different teams work even in unlikely situations. I especially look forward to working with a diverse group of people on the council. How many council meetings have you attended in the last six months ? 2 Council Meetings and 1 Public Q&A Is there anything else you’d like to add? I feel that I am ready to take on this assignment and anxious to make a difference by working hard to implement the council’s ideas for positive changes in Lake Cowichan. It is time and I feel that I am the person to make a difference of change for a better future for our community.

Lake Cowichan Councillor Candidates Occupation: retired Why are you running for public office? I believe with my past experience of over 30 years in the Cowichan Lake area that I will be an asset to the Town Council team. My organization skills are very good. I enjoy networking with people and researching items of interest. What are your top 3 issues and how do you plan to tackle these issues, if elected? 1. I would like to review the town’s finances and spending; 2. to see where the water/sewer upgrade is at; 3. to form a committee with interested residents/business owners that will focus on how to get new businesses established in our town. To tackle these issues I will bring them up at the council table and work toward getting them done in a timely fashion. How do you plan to manage taxes and spending? I will not promise to lower taxes because I don’t believe we can at this point. However, the water/sewer parcel taxes need to be reviewed. Taxes are used for wages and upkeep of the town and should be reviewed on a regular basis to see if we are over-spending in one area or another. Hopefully, we will not have to raise taxes in the near future and we must curb spending on unnecessary items just like we do at home when times are tough. What do you think it takes to lead Lake Cowichan? I believe it takes an honest, hard-working team of individuals with open minds that will make informed decisions in the best interest of the town and its residents. Describe your leadership or co-working style. I believe in teamwork with open consultation and positive communication. I see positive communication as the key to all successful relationships. How many council meetings have you attended in the last six months? I have attended one to make a presentation for the Cowichan Lake District Seniors’Association. However, in the past I have attended several per year as well as the town hall meetings. I do read the articles in this paper and minutes online and visit the town office to consult with the administrator from time to time. Is there anything else you’d like to add? I believe we need open consultation with constituents on a regular basis. I know they can attend all meetings, but many resident aren’t going to do that. So, I would like to see one afternoon per week advertised where the mayor or a councillor would be in the office to meet with constituents and listen to their concerns. We desperately need affordable housing for young families, single parents and seniors, and a senior care facility so people can stay in the community where they spent most of their life. If elected, I hope to research what the town can do, if anything, to get the ball rolling.
Carolyne Austin
Occupation: Produce Manager, Town Councillor Why are you running for public office? Lake Cowichan is my home and I would like to continue to play a role in the decision making process that will enhance and make this beautiful Lake and River community vibrant and sustainable for all ages for generations to come. What are your top 3 issues and how do you plan to tackle these issues, if elected? 1. The ability to age in place. We need to work on services that allow our citizens to stay in Lake Cowichan from birth to death 2. Business Attraction and Development. We need to let the world know we are here and what we are looking for in the way of new services and businesses by working together as a community and developing and executing a marketing plan. 3. Accessibility to forest lands for leisure activities. There are at least a dozen responsible groups that would like to have access to private forest lands for various activities and events that would most definitely have a positive impact on our economy. We must continue to work with private forest landowners to explore ways to bring this about. How do you plan to manage taxes and spending? Taxes are always a balancing act. The services we “need” come first then the “wants,” and somewhere in there is the balance which is what the community can afford. An effective Council will always keep their collective ears to the public and always consider their perspective in decisions around taxes and spending. What do you think it takes to lead Lake Cowichan? To lead Lake Cowichan takes commitment, compassion and an open and patient mind that pays attention to all the needs of all the citizens and the environment. Sometimes you have to make the right decision even though it is not popular with a few. Describe your leadership or co-working style. I like to work as a team and be open to all thoughts and opinions. I voice a strong, thoughtout opinion and in the end, am content with the consensus of a vote. How many council meetings have you attended in the last six months? Over the past six months, including committee meetings, I have attended approximately 36 meetings with Council.
Bob Day
Occupation: Retired Civil Engineer Project Engineer for both Alberta Transportation and the City of Calgary. Prior to retirement in 2002, I was the Materials and Research Engineer for the City of Calgary. Why are you running for public office? Frustration with the continuing waste of taxpayers’ money on projects that don’t make sense. What are your top 3 issues and how do you plan to tackle these issues, if elected? 1. High property taxes. Vote against any property tax increases in excess of the “Cost of Living Index.” 2. Tripping edges on sidewalks, waterline breaks. Vote for replacing deteriorated town services such as sewer, water, sidewalks and roads. 3. Ridiculous amount of stop signs. With the consent of the other council members, try to improve traffic flow by classifying existing roads and eliminating stop signs wherever possible and/or replacing same with yield signs. Stop and go traffic uses more energy and therefore pollute more. How do you plan to manage taxes and spending? Keep taxes to a minimum and use the majority of the taxes for the day to day running of the town, on replacing deteriorated infrastructure and on necessary capital projects such as water and sewage treatment. What do you think it takes to lead Lake Cowichan? Listen to residents and the town’s rank and file. Good ideas are not only thought of by Council members or by the town’s administration. Describe your leadership or co-working style. Co-operation, consultation and investigation. How many council meetings have you attended in the last six months? One or two.
Hubert Crevels
Occupation: I am Licensed Practical Nurse (LPN) working for the Home and Community Care unit in Duncan. Why are you running for public office? I have lived in Cowichan Lake for 6 years and love both the environment and the people. Since spearheading the group who successfully implemented the “opt into” for the Cowichan Aquatic Centre, I became committed to help my community grow in a sustainable manner. I feel we need an infusion of new blood into council - so we can have the historic perspective and a fresh look at our problems working together. What are your top 3 issues and how do you plan to tackle these issues, if elected? 1. Improvement to our local economy. I believe Lake Cowichan needs to attract small and medium sized, environmentally friendly businesses and to ensure that businesses have every opportunity to succeed. 2. Health care. Increasing the economy includes supporting the health needs of our senior citizens by building on the existing structures and services. As a member of council I would work to include special construction for independent living, assisted living, and long term care facilities. 3. I will be happy when #1 and #2 are successfully completed. How do you plan to manage taxes and spending? We have to invest in our communities in a financially responsible manner. As with owning a house, there is a balance between wanted expenditures and economic reality. Small towns across the country have the same problems so there are many opportunities to see different models. Any town that does not have a strong business and industrial base suffers from perceived high taxes in comparison to the services. By making this an area for ecologically sound businesses we can get the tax base we need without penalizing the citizens. What do you think it takes to lead Lake Cowichan? It takes courage and an open mind to make to the difficult decisions that are associated with running municipalities. I believe that I have what it takes to work towards a consensus rather than voting based on my personal bias. Describe your leadership or co-working style. Transparent: I believe that being open to the concerns of constituents and addressing their real needs rather than my perception of their needs is what is necessary. As a member of council It would be my responsibility to interact with my constituents in a fashion that is inclusive with communication being a two way street whereby I both explain what is happening at council level and solicit input from citizens on matters which are under discussion. The bottom line is that the council works for the citizens and we need to report to them as well as listen to their concerns. How many council meetings have you attended in the last six months? I have attended several council meetings during the Aquatic Centre debate. This experience has given me a personal understanding of the challenges petitioners face when approaching the council.

Lake Cowichan Councillor Candidates Occupation: Logger Why are you running for office? I am passionate about the future of our community, and feel I can contribute to the planning and implementation of its future successes. What are your top 3 issues and how do you plan on tackling these issues, if elected? 1. Seniors Care Facility-continue to lobby and collaborate for the need and placement of a seniors care facility so we can age in our own community. 2. Taxes-continue to manage our finances in a responsible manner, looking for alternative revenue sources with no borrowing for projects. 3. New elementary school-work alongside school trustees to ensure a new elementary school is still the number one capital project in our district.
Tim McGonigle
How do you plan to manage taxes and spending? Limit increases to a manageable level, with spending only done when sufficient funds are available. What do you think it takes to lead Lake Cowichan? I believe it takes an open mind, unbiased views, respectful debate and collaboration. Describe your leadership or co-working style. I am a good listener, open to all views. I am a doer, not a talker. How many council meetings have you attended in the past 6 months? As a sitting Councillor, I have attended all meetings I have been available for. Is there anything else you’d like to add? First I would like to say that I am humbled and honoured to have had the opportunity to represent my community and hope to be able to continue for another term. I would also like to congratulate and wish the best of luck to those who have chosen to put their names forward to represent their communities. Occupation: Retail sales Why are you running for office? I would like to see more dialogue and public consultation regarding town decisions. I always question local politics and I decided it is now time to learn the process. What are your top 3 issues and how do you plan on tackling these issues, if elected? 1. Affordable family housing: development of condo, townhouse or perhaps a manufactured home park may allow more young families to be able to stay in our community. 2. Community non-profit groups and local fundraising groups need more support from the town office to allow them to raise funds. Reconsider bylaws that restrict and deter these groups form fundraising, as these groups are valuable assets to this community. They help our young people build self-esteem and also how to give back by volunteering. 3. Derelict commercial buildings-Continued pressure from town and bylaw enforcement to bring these unsightly buildings to a safe and appealing presence as they hinder new investment and development in our downtown business district. How do you plan to manage taxes and spending? New council must attract new development and light industry to this area to increase our tax base, so we do not continually go to already over-taxed residents and businesses. Town services such as aging sewer, water and sidewalk upgrades should be a priority over parks and any further beautification projects. What do you think it takes to lead Lake Cowichan? A leader must lead by example: such as supporting their business district and local contractors by shopping and employing locally whenever possible. Dialogue and communication with residents is another strong requirement of a good leader, and it must be done in a respectful manner. Describe your leadership or co-working style. My leadership style is to create dialogue and listen to ideas and concerns. I have an approachable personality, whether with youth, seniors, business owners or residents. As a two-time treasurer with the LCS Grad as well as the Ohtaki parent group, I believe I have shown an honest and trustworthy quality which I will bring to the council table. How many council meetings have you attended in the past 6 months? I have followed council meeting minutes on the town website and have 51 back issues of the Gazette that I refer back to. Is there anything else you’d like to add? To my fellow candidates, thank you for the opportunity to run with amazing people who care so much for their community. I hope whether at the council table or not after the vote, that each and everyone of us will continue to work hard in our Town to keep it “a piece of paradise.”
Why are you running for public office? I am running for public office because I intend on making a difference in the growth of Lake Cowichan. I am the person who takes an idea and brings it all the way to successful completion. I don’t like the current way business is run in this town and I am putting my foot forward to say “NO” to bad town administration policy by having a vote in council. What are your top 3 issues and how do you plan to tackle these issues, if elected? To me, the top three priorities in Lake Cowichan are: 1. Improve local business conditions through initiatives that are progressive. Ie. Create special events that bring in tourists ( fall – winter – spring). We only operate at high volume during the summer when we have high tourist numbers. We need to enlarge our time frame and create exciting venues that will attract outside people here for a visit. 2. Address the issues that the children are having. Yes we do have children here, but they are not allowed to speak or be listened to by adults. The children do have a lot to say, like “ am I ever going to be able to graduate high school?”, “if you can’t give us a textbook to complete our studies, could you at least photocopy a few important pages. ?” Our children, on the whole are not given the respect or rights that they deserve. Parents are fighting for these rights, but often meet with dead end. As a town, we can do better for our kids. 3. Seniors are a very important issue to me. As a former home care worker, I was astounded when I saw the lack of care homebound seniors received. Many seniors are not well treated by agency workers. There is no place to complain to except agency of workers and it always gets swept away. This behaviour is not right and it should be looked into and rectified. All of these issues are important, but we need to “listen”. We need to be more connected, so people don’t feel there is nowhere to go or others to work with. How do you plan to manage taxes and spending? Taxes and spending needs to more open forum and tax payers deserve to be heard on these issues. We, the public, pay the bills, so we should be able to decide the priorities of where our tax dollars are spent. Open the books on the finance . What do you think it takes to lead Lake Cowichan? To be a leader, you need to listen, be open minded and take a genuine interest. Try to learn from others. You must be ready to move forward, implement changes and be open to suggestions and criticisms. Describe your leadership or co-working style. My leadership style is to be co-operative, honest and sensible. I like to get to know people and their issues, get like minded people together, and they can come up with solutions. How many council meetings have you attended in the last six months? I have never attended a council meeting. I work at nights to pay the taxes that other people receive to do their JOB on council.

CARDS OF THANKS
Thank you
Gus and I have so many people to thank for helping to keep Dorothy at home as long as we did The ďŹ rst big one goes to our local nurse practioner, Val Jefferd who came every week to see her at home. The girls in the drugstore and to the homecare workers who were in and out for the last 1 1/2 years. And where would we be without Helen, you were her friend ďŹ rst and house keeper second. You made her laugh every day! We also want to thank everyone who sent the beautiful cards with such nice notes inside, owers, goodies and all the phone calls. Gus’s buds who came to visit. We sure can see she was a very much loved and well respected member of this community who had many many friends and really what more could you ask for in life! Thanks again so much!
