Election 2014: Georgia Park lease concerns candidates

Civic politicians will be charged with deciding the potential lease of waterfront park within the first month of taking an oath of office, according to the city’s director of community development. The City of Nanaimo is working on a draft agreement to lease more than half of Georgia Park to developers of a proposed $100-million Hilton hotel. Dale Lindsay, director of community development, anticipates the repor t and lease will go to council “at the earliest in December,”
putting the decision on whether to move ahead with the agreement and the process for electoral approval in the hands of new elected officials. Last August, Nanaimo city council gave approval in principle for a 60-year plus lease that would allow hotel developers to build a loading dock and amenities like a grand staircase and patio into 900 square metres, or close to 60
per cent, of the parkland between Maffeo Sutton Park and Pioneer Plaza. City staff members have recommended moving forward with the document, and outlined the value of proposed changes at $1.5 million, in addition to a $1.2-million community contribution developers already plan to make for park improvements outside the lease area. Lindsay said the vast majority of upgrades for the lease area are for amenities and will remain open to the public. The city will also look to make the developer responsible for maintenance and rent.
While the details are now in the works, nothing substantial has changed since the agreement was first pitched to council and ultimately the electorate will need to approve the agreement before it can move ahead. City council could decide to put the issue to referendum or alternative approval process, which would require opposition from 10 per cent of eligible voters, or more than 6,000 people. The process doesn’t have to be tied to an election and could range from $40,000 to $100,000 depending on how council chooses to proceed.

Incumbent mayor John Ruttan said he’d look at both options. He also wants to see more information about the agreement, but said his understanding is that the intrusion would be a small paved area for service trucks and in consideration of that the company is prepared to develop the remaining part of the park. “I don’t know on a percentage basis what
amount they would require, but I think it’s eight or 10 or 12 per cent of the park,” he said. “The reality is the park is not well-utilized. Council candidate Bill Yoachim supports a referendum, especially if the proponent foots the bill, and said if the issue had been properly managed it could have been incorporated into this election. Coun. Jim Kipp also favours a referendum, pointing out a 60-year lease is an actual disposition of land and the only way to get it back is to break the lease.

Nanaimo school district student enrolment for the 2014-15 school year has fallen short of a January projection. The school district estimated that approximately 13,150 fulltime equivalent students would be enrolled for the current school year, but according to preliminary numbers, the figure will be about 12,913. Elementary class numbers for 2014-15 total 7,597 full-time equivalent students, which varied slightly from the initial forecast of 7,654. The difference in secondary schools was greater however, as the number of full-

time equivalents was 4,814, down from the projection of about 5,041. Despite the numbers, the school district budget shouldn’t be affected, according to Phil Turin, secretary-treasurer. “We’re under funding protection, so basically any shortfalls will be covered by that and so we’ll be OK for this year. The funding will be the same,” Turin said. He said the school district will also be under funding protection in 2015-16, but that is likely the last year and the school district is in the process of examining why there is a drop. Families moving out of the area, school closures and the teachers’ strike are some of the possible reasons, said Turin. Final numbers will come from the Ministry of Education near the end of the school year.

A Nanaimo man was airlifted to Victoria General Hospital after his motorized wheelchair collided with a pickup truck Tuesday. The crash happened at about 5:10 p.m. at the Poplar Street and old Island Highway intersection. Witnesses told police the wheelchair appeared to suddenly swerve into oncoming traffic and was hit by a northbound pickup truck driven by a 59-year-old man from Duncan. Police said the 62-year-old man in the wheelchair suffered lifethreatening injuries and was rushed to Nanaimo Regional General Hospital before being airlifted to Victoria. Police did not have an update on the victim’s condition available before press time Wednesday. The driver of the pickup was not injured and is co-operating with police. “Speed and alcohol have been ruled out, but weather was a contributing factor and the investigation is continuing,” said Const. Gary O’Brien, Nanaimo RCMP spokesman. It was raining, roads were wet and slippery, and visibility was limited at the time of the collision. Sections of the old Island Highway and Poplar Street were closed for several hours as Nanaimo RCMP and traffic analysts investigated the scene.

Find funding, fix intersection
Accidents happen. And to no one’s surprise, accidents happen frequently at the intersection of the old Island Highway, Boundary Avenue and Northfield Road, where the streets converge in abstract angles that only a trigonometry teacher could comprehend. According to ICBC statistics, there were 58 crashes there last year, making it Nanaimo’s second-highest-frequency crash site and third-highest on the Island. The municipality has been planning improvements to the intersection for a long time, but decided this month to hold off on the project and look into new sources of funding such as a rail crossing grant. The safety of citizens should be any city’s first priority. But public safety is the responsibility of all levels of government, and the provincial Ministry of Transportation has some oversight of the old Island Highway, too. Then there are the Island Corridor Foundation’s train tracks to consider, in addition to a wellused public walkway and significant bicycle traffic. Quickly, we see how an already-confusing intersection gets even more muddled, more so if we want to stand by the ideals of the city’s new Transportation Master Plan that trumpets walking, cycling and public transit. This intersection is a bad one, and it needs a fix, absolutely, but a quick fix isn’t easy – it will take a major redesign to make any sense of those abstract angles. Extended left- and right-turn lanes on Northfield are needed, and possibly a left-turn-only signal on the highway. And we have to manage all this without jamming up traffic or putting buses behind schedule. The fact that this project is being discussed indicates it’s on the city’s to-do list. We agree that the city should exhaust all outside funding opportunities, so long as this bad intersection, this public safety concern, stays at the top of that to-do list.

This new LNG income tax is nowhere near the biggest source. It’s bigger than the carbon tax that LNG producers will pay on fuel use, but only a fourth of what B.C. collects in royalties for selling the gas. The biggest source of revenue from this hoped-for plant is “other taxes,” which include sales tax and corporate income tax, which B.C. increased to 11 per cent last year. “If other provinces take the same view with respect to resource taxation, new levies would be applied to oil refining, forest product manufacturing, mining processing and a host of other activities linked to resource industries,” Mintz wrote last week in the Financial Post. If B.C. does get a substantial LNG export industry, it will include gas from Alberta, with royalties going there, not here. And companies are also wrangling with the federal government over its taxes, with local governments and First Nations still in line for their cut. Online voting makes sense I want to invite you to sign a petition to help us inspire one million Canadians to lobby the government to implement online voting.Voter turnout is dismal often less than 50 per cent (sometimes even 30 per cent) and that is our mission at We Vote Canada. Why can’t citizens be more involved in our democratic process? Should we hold public referendums on important issues? The results of referendums would certainly
assist our elected representatives in the decision making process. To represent the entire population, we need more public input into the democratic decision-making process. We need to know what the majority – and the minority – of people think about topics that affect us. We pay our taxes online, do stock trading online. Why can’t we vote online? Let’s create ‘active democracy’ in Canada.

Re: Italian fountain undergoes repair work, Oct. 7. With all of the tomfoolery and economic mismanagement with the money flowing like free water without any real concerns and consequences, I thought that I must be living in Las Vegas. A lot more so when $35,000 of the now-toooverburdened taxpayers of Nanaimo’s money is being wasted on this renovation project instead of going to fix up the infrastructure. The Port Place shopping centre and the friends of the fountain should be the ones who pay for it.

Re: Women must demonstrate leadership, Letters, Oct. 7. The letter writer accuses our two current women councillors of abdicating their responsibilities by simply deferring difficult decisions to either city staff or “the men in the room.” On the contrary, both women are very much in tune with the pulse of our city and are, and have been extremely thoughtful in their decisions and manner of voting. They have not made any more referrals to city staff than any other council members. I do however concur that city managerial staff, like our city council, should be balanced with knowledgeable women and men – so perhaps, in the future,

An interesting historical footnote, at one time (in the late 19th century, Edison was a community of Utopian Socialists known as the Equality Colony). Not sure if I’ll ever get completely comfortable with the central instrument panel in a Prius. A switch button on the dash that changed kilometres to miles, however, was brilliantly simple and perfect for this trip. My biggest beef with the Prius v was cabin road noise at high speeds. Depending on the highway surface it can be so loud that it’s hard to converse with a front passenger. Bigger and better, the Prius v offers the functionality and versatility of a wagon, for a relatively small price premium. The ultimate Rogue trip by Keith Morgan
Route 66 is a bucket-list road trip. We’ll pass through Illinois, Missouri, Oklahoma, Texas, New Mexico, Arizona and California. Along the way, we will visit many locations and attractions made famous through Hollywood and many a TV documentary, not to mention dozens of life-on-the-road books. Personally, I’m looking forward to spotting the roadside ghost towns that inspired the Cars movies, who said they’re just for kids? And in New Mexico and Arizona my eyes will

be scanning for locations featured in the Breaking Bad TV series. We’re camping under the stars in the Grand Canyon. Sheesh! The last time I was under canvas was about 25 years ago when I accompanied my son Niall to his Beaver camp. An overnight stay at the El Travatore Motel, in Bullhead City, AZ, where we pick a theme room, quickly follows that chill night. Elvis Presley or Marilyn Monroe? Wonder if this drive was on their bucket list.
The organizers suggested we swap partners part way across before fights break out. My drive buddy for four days will be Toronto Star scribe Mark Richardson. Second prize was eight days with my fellow Brit. Truth is neither of us will spoil another couple, well at least for four days. I’m currently watching as many episodes of the 1960s-era Route 66 TV series as I can and digesting every story about music inspired by the highway. Of course, I’m making a compilation tape, I mean picking a playlist for my generic MP3 player. I will be sharing my adventures with Driveway readers during and after the trip. Blogging begins on drivewaybc.ca this coming weekend and a full report will appear in print and online in late November. Off to get my kicks on Route 66. Adios … for now.

Driving all 3,945 kilometres of the famous Route 66 from Chicago to Santa Monica has always been on my bucket list. However, I’m hoping that after enduring a week on that often rocky and rough road that it will not be the last of my ever expanding must-do-before-I-die list. This week, I head to Chicago for a route briefing and meeting with Gary Fleshman, who has driven the route more than 100 times. I am one of 14 journalists from across Canada participating in the drive staged by Nissan Canada to launch the 2015 versions of the Altima sedan and Rogue sport ute. Interestingly, a few people plan to do only half of the journey … seems to me that’s like climbing halfway up Everest. The daily trek will range between 450 and 600 kilometres, getting us to California by the evening of Saturday, November 9.

When country singer Gord Bamford invited fan on stage at one of his concerts over a decade ago, it would mark the beginning of a new musical era for Darren Gusnowsky and Rob Shapiro. “He invited a girl on stage who happened to be a singer,” Shapiro told the News Bulletin. “That happened to be Stacie Roper.” At the time, Gusnowsky and Shapiro were both members of Bamford’s band and also had their own band. “Stacie Roper turned out to be a singer from her own band,” he said. Following the concert, Roper invited Gusnowsky and Shapiro to play in her band for a couple of shows. “She hired us for a couple of shows,” Shapiro said. “We figured that it sounded better with her singing, so we tried to convince her to join on our band.” Roper agreed to join the band and in 2002 the Edmonton-based country band Hey Romeo was born. “We’ve always just been a hard-working band that has toured all the time,” said Shapiro, the band’s keyboardist. Ken passed away peacefully at Tabor Home in Abbotsford with his wife by his side. He will be lovingly remembered by his wife Arlene of 45 years, his brother John Gammell, brother-in-law Richard Novis, nephews Oliver and Finbar Gammell and Tom Novis, niece Rebecca Allen, great nephew Keagan Novis and great nieces Charlee May Allen and Macy Novis. Ken immigrated to Canada from England in 1966. He was only here a week before he met Arlene in Kitsilano and they were married two years later on October 19. Ken was known for his great sense of humour and he loved to make people laugh even at his own expense. A sense of humour that he carried with him through the years as his dementia progressed. He was a kind, gentle man with a zest for life that had him pursuing many interests and adventures. He prescribed to the philosophy that “the one who dies with the most toys wins”. He built three houses, took courses on how to build log houses and geodesic domes, fished, skied, wind surfed, sailed on a racing yacht, built a camper, created abstract art, made a leather barrel chair, did some modeling, traveled to many countries and the list goes on. He was operations manager at Woodgrove Shopping Center in Nanaimo for the last eighteen years of his working life. When he retired he and Arlene golfed and travelled to Yuma, AZ in the winter for fun in the sun. Summers were spent in Black Creek on Vancouver Island. He moved to Abbotsford in 2011 to be closer to family. Many thanks to the staff at Maplewood House Day program for the love and joy they brought to his life the last few years. An open house and celebration of Ken’s life will be held at a later date.

Passed away peacefully in the Nanaimo Regional General Hospital on October 25, 2014. She is predeceased by one son Paul. Survived by one daughter Tricia, her grandson Joel; one son David and grandchildren Alex and Darren. One great-grandson Lyric. Geraldine was a volunteer for many years at the Ladysmith Hospital Auxiliary Thrift Store where she enjoyed many hours with her customers and many friends. Geraldine will be greatly missed. I’d take my eyes off my watch, & watch with my eyes. I’d take more hikes & fly more kites. I’d stop playing serious, & seriously play. I would run through more fields & gaze at more stars. I’d do more hugging & less tugging.
It is with great sadness that we announce the passing our beloved mother Vera. Coming from Swedish roots, Mom was born in Winnipeg, Manitoba and grew up in Saskatoon, Saskatchewan. The family later settled in Vancouver, B.C. where she met Dad. They married and moved to Nanaimo where they raised their family. Mom and Dad were founding active members of the Sons of Norway which they thoroughly enjoyed. She took on the position there of secretary for a number of years and was proud of that. Mom enjoyed sewing in her earlier years and was very good at it. In later years, Mom did some travelling including Scandinavia, Spain and Hawaii. Predeceased by her husband and our Dad Hilmar in 2012, also brothers Gus and Eric, she leaves behind children Judy (Doug), Ray and Carol (Serge), sisters-in-law Sigrid and Dorothy, grandchildren, great grandchildren, nieces and nephews. We would like to give special thanks to Connie and all the staff at Woodgrove Manor where Mom resided and especially nurse Sheila for her kindness and support. There will be a private family interment at Cedar Valley Memorial Gardens and Celebration of Life at a later date. Rest in Peace Mom

Not only was she aka “Momma K” my mother, but she was also my rock, my shoulder to cry on, and most importantly my best friend. Raising me as a single mother, she never complained or gave up as she pushed through adversity. She worked as hard as she could and always had a smile on her face, no matter how stressed or recently how sick she was feeling. When it came to others she would put her needs aside and do whatever she could to support them, even if that meant giving them the shirt off of her back, or the limited amount of money she had. Momma K made a special connection with every single person she met and never had any ill will against anyone. Everyone that she has touched will keep her alive through all the great memories that she has created. She always told me that I had many guardian angels watching over me, but until now I never really knew what she was talking about. Little did I know she already was my guardian angel and did look over me and truly was sent to this Earth to touch the lives of so many. I know she is looking down and sees all the people who cherished her love and friendship and I know she will be proud. I’ll never forget how much joy she had when she watched me graduate from university, and that joy and love will push me to continue striving for my goals. BEEF To the gasoline retailers of greater Nanaimo. The price of a litre of regular gas in Nanaimo was 125.9 cents, while in Victoria it ranged between 112.9-113.9. Bearing in mind that the Victoria price includes a transit tax that we don’t have, this discrepancy is disgusting. How can Nanaimo’s gas retailers justify this blatant greed?

VIU women on right track Starting the season with three losses is out of the ordinary for Vancouver Island University’s women’s volleyball program, and it raised some eyebrows. “For the general public that sees our program, everybody’s panicking except for me,” said Shane Hyde, the team’s coach. For the past six years at about this time, Nanaimo has officially honoured some of its most noteworthy sports personalities. That recognition has come by way of induction into the Nanaimo Sports Hall of Fame. The Hall, located in the lobby of the Nanaimo Museum, was established in 2008. Since that time, some 37 individuals and teams have been honoured with a spot in the hall. The last entry ceremony was in the fall of 2013, when the inductees were former NHL hockey player Gene Carr, Olympic field hockey player Susan Reid (Schellinck), longtime boxing coach Les Varro and the Margaret Fuller championship women’s curling team. This year, however, the Sports Hall of Fame committee made a decision to
