Candidates will be looking to win a little love from potential voters during a new “speedcampaigning” event. The Greater Nanaimo Chamber of Commerce has added a speed-campaigning twist to its all-candidates forum at the Vancouver Island Conference Centre today (Nov. 4) for voters to question contenders running for city council and school board. According to Kim Smythe, president and chief executive officer for the chamber, the idea came from a similar event tested in Cobourg, Ont., this year and gives voters the chance engage with candidates face-to-face without the filter of a moderator. He said he hopes the format gives the public a better chance to evaluate candidates. People will be able to choose which candidates they speak to and have between five to seven minutes to ask questions before a bell signals the need to switch tables. “Because we have a high volume of candidates, we’ve coined the term ‘speed campaigning’ to get as many people through all the candidates they wish to speak with,” Smythe said. “We expect that most people will come with a list of those candidates they’d like to speak to in person, rather than try to research all 59 candidates in one night.” School trustee and council candidates will sit down with voters at 5 p.m. in the Mount Benson Ballroom at the Vancouver Island Conference Centre. Voters have a one-hour window for one-on-one conversations with the city’s mayoral candidates, beginning at 6:30 p.m., before the contenders are invited to speak and take questions raised by the audience at 8 p.m.

B.C. Ferries won’t be lifting a 3.5-per cent fuel surcharge despite dropping oil prices. The additional ferr y charge came into effect in January due to fuel costs and according to Deborah Marshall, B.C. Ferries’ spokeswoman, car and
truck fuel is different from the fuel used by ferries. “One’s got to appreciate that while the price of gas at the pump has dropped, we haven’t seen the same corresponding decrease in local diesel fuel prices – it’s actually a different product that we buy,” Marshall said to the News Bulletin. “We’ve got fuel deferral accounts to help with the
volatility of fuel prices and currently, we’ve got approximately $3 million as a balance in [that] account, so we need to pay that down before we could reduce or eliminate the fuel surcharges,” Marshall said. She said B.C. Ferries is monitoring the situation and if the price of diesel drops and the deferral

The auditor general project looks at how school districts budget and control spending and Nanaimo was one of the school districts selected. Legislature. “The report will include the results of the examination and a guide on principles of good practice,” Rose said to the News Bulletin in an e-mail. “While still a ways out, the team is looking at a spring publication.” Phil Turin, school district secretary-treasurer, said he is looking forward to working with the auditor general and seeing the report. Project work commenced on Oct. 28, he said. The auditor general’s office will meet with people in finance and others, including learning services, superintendent Dave Hutchinson, board

Election 2014: candidates critique theatre expansion

A $4.6-million funding promise for a new studio theatre has landed in the crosshairs of two mayoral candidates this election, who say they would propose nixing the dollars if they win the seat. The Port Theatre Society is updating design plans for a new community performing arts centre and moving into a fundraising phase in the wake of a $4.6-million funding commitment by Nanaimo city council in September. But the city’s share for the 19,000-square foot studio theatre has its opponents, including two mayoral candidates who want to see the commitment pulled back. Other election contenders support the
project if the Port Theatre can fundraise the remaining share of the project cost. According to Chris Sholberg, the city’s culture and heritage planner, a new city council can do anything it likes with previously made decisions, but he believes the ball is currently in the court of the Port Theatre Society. The organization has been tasked with raising its $8-million share of the small-performance theatre by the end of 2015 and he believes the project will be a go or no go based on the results. If the goal isn’t met, it may require the new council to review whether the commitment still stands, if there’s willingness to
come up with a new arrangement or call it a day on the project, he said. With the fate of $12-million studio theatre in the hands of new leadership, the News Bulletin asked a handful of mayoral and council candidates where they stand on the issue. Mayoral hopefuls Gary Korpan and Al Thompson said they would propose to claw back the $4.6 million if elected. Korpan says frivolous spending needs to stop and this would be a good example off the start, adding for most taxpayers it’s not a high priority. He says if Port Theatre staff do see the project as a priority, they should find funding other than the Nanaimo taxpayers’ wallet. Thompson said there are enough theaters and another isn’t needed at this time. “We have millions
of things we could spend that money on rather than another damn theatre,” he said, listing food for “the young ones” and cheaper housing. “I go to the theatre, but this is just crazy spending.” The partnership has its supporters, including incumbent councillor Fred Pattje. He calls rehearsal space and a “decent s m a l l e r t h e a t re ” essential to the pillar of cultural vitality in the new strategic plan and a good opportunity. People can forget, or have trouble realizing how important arts and culture are to the community and that

we can manage our contribution there, but it would seem timely at the very least to have that new facility,” he said. Council candidate Tali Campbell said it’s good to see the city and its council directing more funding toward arts and culture. He would not challenge the financial contribution and would support the theatre’s effort to generate its portion of the building cost. Fundraising hasn’t launched yet and the project is already seeing donations, and “to me that shows your community is behind you,” he said.

Clark said the appointment follows a gathering in Vancouver in September with her cabinet and 400 First Nations chiefs. The premier said she came away with the message that, “It all begins with dialogue… “We can do this together. We have to do it together and we should do it together.” According to a press release, the shqwi qwal for indigenous dialogue at VIU will suppor t “engagement sessions” which include First Nations citizens and leaders, government representatives, industry leaders and non-indigenous citizens. “Recognition and understanding are fundamental to moving forward in the spirit of mutual respect, reconciliation and sharing,” said Atleo in a press release. “Through dialogue, we can together create new paths respective of our history that connect systems and support process innovation for social and economic benefits.”
The provincial government is working at relationship building with First Nations people, and some of that dialogue will take place in Nanaimo. B.C. Premier Christy Clark announced Thursday that Shawn Atleo will be the province’s – and Canada’s – first shqwi qwal (speaker) for indigenous dialogue. The office will be based at Vancouver Island University’s Centre for Pre-Confederation Treaties and Reconciliation. Atleo was formerly national chief of the Assembly of First Nations in Canada. “He’s coming home in part to start a dialogue between First Nations, business leaders and government policy makers,” Clark said. “To help us climb that path that will allow us to move for ward together, because we all want economic growth, we all want resource development.”

The B.C. government has sent out 165,000 cheques to B.C. parents to compensate them for school days lost in the teacher strike in September, accounting for more than half of the students eligible for the $40-aday payments. The finance ministry reports that nearly 230,000 families have registered for the payments, which cover 13 school days missed in September before a contract was reached and teach-
ers returned to work. Those families represent 295,000 children aged 12 and under enrolled in public school, or 97 per cent of the total eligible. Finance Minister Mike de Jong said the first batch of cheques went out Oct. 20. He said with the vast number of applications it’s possible there will be “glitches” due to data entry errors, and some applications are taking longer to verify. “For children who were not in public school last year, for example children
now in kindergarten for the first time, it will take a week or two longer to process those cheques,” de Jong said. CTV reported on one case Wednesday where separated parents both applied for the fund and are in a dispute over which should receive it. Parents and primary caregivers have until the end of January to register for the payments, online at bcparentinfo.ca or by phone at 1-877-3873332 to receive paper application forms. The payments are

VIU receives research funding Premier Christy Clark announced close to $500,000 in new research-anddevelopment money for Vancouver Island University. One project supports field research, including a mapping laboratory, for
resource management of coastal estuaries. The other project is a mobile facility to measure chemical levels in the air and water and make the information accessible through Google Earth.
Clark said the province is making sure it invests not only in trades, but also in research and development and hightech “in a diversified economy where we are very much going to push the boundaries for the future.”

Premier Christy Clark and Jason Kenney, the federal minister of employment and social development, both talked about the coming labour shortage during speeches at the 2014 State of the Island Economic Summit in Nanaimo last week. “A lot of folks say that … this is just a fiction of the imagination of businesses, who are inventing a labour shortage as an argument to defend keeping wages down. And I think nothing could be further from the truth,” said Kenney on Thursday afternoon at the Vancouver Island Conference Centre. “In certain sectors and regions, there are real skills gaps and real labour shortages. And with the aging of the population, those will only get worse.” Clark said next year in B.C., there will be fewer young people entering the work force than older people retiring. Her government foresees a million job openings by 2022,

Attack unites political foes Canada’s response to the shootings last month on Parliament Hill in Ottawa demonstrated exemplary action from the men and women who are tasked with protecting us and an immediate willingness to co-operate among all political parties. After Cpl. Nathan Cirillo was shot by Michael Zehaf-Bibeau, who then made a beeline for the Centre Block of the Parliament Buildings, the security forces there did their duty. They tried to stop him at the main entrance. They followed the man as he headed down the Hall of Honour until finally Sergeant-at-Arms Kevin Vickers was able to fire at him and bring him down. An investigation is underway, and it includes a detailed look at a video the shooter left behind. The federal government needs to take the same approach – move slowly and not overreact. The attack demonstrated a need for better security at the Parliament Buildings. Part of this may be due to a variety of forces being responsible for various aspects of security, but access to Parliament through the front door is too easy. It is also important to remember that, as tragic and troubling as Cirillo’s death is, many others have also lost their lives in service to their country. Warrant Officer Patrice Vincent, 53, was killed in a hit and run in St.-Jeansur-Richelieu, Que., two days before the attack on Parliament, by a man identified by the RCMP as a ‘high-risk’ traveller. The federal government has said the attack was linked to ‘terrorist ideology.’ That gives rise to a stronger need than ever for all political parties to co-operate. Parties can and should disagree, but they can also unite on many measures to make Canada safer and fight this new type of ‘lone wolf’ terrorism. Canadians would greatly appreciate a parliament that works for them, not just for partisan advantage.

If you trade stock or input your tax information online, there is an electronic trail of the transaction. You can either check online that your information was registered correctly or you receive a printout of the statement. With a secret ballot there is no such trail to check. If the White House, the Pentagon and Target can be hacked, why would you think Nanaimo’s municipal voting system would be immune? I worked in the computer industry for more than 34 years and there is no such thing as a totally secure system. an octogenarian I am amazed how our democracy means so little that one cannot find the time to get off their butts and go vote. Especially when you are allowed time from work without loss of pay. There are still many who are not computer literate and this applies to the senior citizens who are really the most conscientious voters of all and are aware that the price we pay for a democratic environment means you have to go to a polling station and mark an ‘X.’ There is not a bit of proof that online voting would increase the vote. The values of a democracy must come from the parents and the teachers and not the click of a mouse.

Yes, the Internet provides us with the ability to bank and pay taxes online, with compromised security never being an issue, right? And if some are truly concerned about the state of democracy in Canada, they need first to distinguish the difference between referendums and elections, between processes of inclusion in governance and those of exclusion from governance. For, if Canada were the democracy many purport it to be, every time everyone turned on CPAC they would see themselves, and everyone else, involved in the processes of their governance -- and not among the majority excluded from parliament, legislature and city hall. Democracy is not a spectator sport. Parliaments are spectator affairs, some members of which find its stage uncomfortable when playing without a large cadre of obliging electors in the gallery. Want to re-connect with voters? Don’t exclude them from their own governance.

Re: Park lease agreement falls to new council, Oct. 30. Some city councillors have offered the golf course at Beban Park as a precedent that justifies the long-term lease of Georgia Park on our waterfront. The minutes from the parks commission and council meetings back when the golf course was proposed show that the commission, its parks committee and the city parks department all offered convincing reasons why this was of considerable public benefit. Why has no such argument been made in support of this proposal for the 60-year lease of a waterfront park? What is the role of the city’s parks department here? Why haven’t they spoken up? Are they having trouble credibly saying that a hotel loading zone is just the thing every waterfront park should have?

The Nanaimo Winemakers aren’t content just to pour a glass and sip – they enjoy the whole process, from vine to wine. The club gathered outside the Cavallotti Lodge on Friday morning as a huge shipment of grapes arrived from the Okanagan. Club members unloaded 900 kilograms (2,000 pounds) of gewürztraminer grapes, 900kg of pinot gris, 450kg of cabernet franc and 450kg of cabernet sauvignon. They formed a sort of bucket brigade, sharing and weighing the grapes, pouring them through a crusher, bladder pressing some of the buckets and carrying pails of juice. “There’s a bit of chemistry, a bit of science, a bit of art in making a good wine,” said Dave Burt, club president. Nanaimo Winemakers seem to get the mix just right. The club’s Don Graham was grand champion at the Amateur Winemakers of Canada competition in Water-

loo, Ont., this year, winning gold in other dry red, chardonnay and sparkling divisions, and Don Holmes won gold for his dry red pinot. “Invariably our wines, in a blind tasting, come out on top of a $25 French bottle,” Burt said. “The return is quite good if you’ve got the mind and the patience and the perseverence.”
The group shows that winemaking doesn’t need to be an amateur pursuit. Different club members source barrels, corks and other equipment, and a grape team searches for bulk deals in the Okanagan, Washington State and California. The club is always looking for new members to join in the winemaking, educa-

Over the past10 years, Roberts has learned some hard lessons. “There were like five years where I didn’t make any money,” he said. In 2007, Got Pop? promoted roughly 100 shows on Vancouver Island. “I was helping anybody I could,” Roberts said. “I was just saying yes to any band that wanted to come, regardless of if they could draw or not or if they could bring people out.” Despite being helpful to anyone he could, Roberts was losing money. “I’ve learned from that,” Roberts said. “You can’t help everybody out.” In 2009, Roberts almost walked away entirely from the promotion business. “It was a lot of work and I was burnt out at the time. Roberts said. In November of 2011, Roberts promoted a relatively unknown singer named Carly Rae Jepsen for a concert at Headliners School of Music. “There were 75 people there,” Roberts recalled. “But it was the very first performance of her ‘Call Me Maybe’ song. It was the first time she performed that song and it was in Nanaimo.” A few months later, ‘Call Me Maybe’ would become one of the most popular songs by a Canadian artist and launch Jepsen into the international spotlight. Going forward, Roberts is planning to bring some big acts to the Nanaimo, including Big Sugar. Roberts would also like to one day organize a music festival, but noted that it wouldn’t be any time soon. “Everybody has always asked me to put on a music festival and I would like to,” he said. “It would be great to put on an outdoor festival but at the moment there are so many festivals going on.” arts@nanaimobulletin.com

It was a chance encounter with an animal that would forever alter the course of Mike Yip’s life. “In 2004 I spotted this weird looking duck,” Yip told the News Bulletin. At the time, Yip was enjoying life as a retired teacher, when he came across the odd looking duck. “I tried to take some pictures [of the duck] with my old Pentax Spotmatic, which was just film and none of the pictures turned out,” he said. “So, I had to get a proper camera.”

Since then, Yip has become a professional photographer and the author of multiple books on birds. On Friday (Nov. 7), Yip will release his latest book, Vancouver Island Butterflies. The book provides scientific information about the 70 different butterfly species that can be found on the Island and also includes over 60 photographs, mostly taken by Yip. “It’s designed for the public,” Yip said about the book. “I am not a scientist or a scientific person.” According to Yip, Vancouver Island is home to approximately 70 different kinds of butterflies, some of which are in decline and
haven’t been seen in decades. “Nobody knows much about the butterfly and that is one of the problems,” Yip said. “There population is declining rapidly, part of it is because nobody knows anything about them.” Yip, who has written a number of books on birds, decided to create a book on butterflies after he realized many of the species were endangered. “At first I wanted to take pictures for my own pleasure and learn about butterflies for my own knowledge,” he said. “But then once I realized that many of the species are in endangered and a lot of the populations are declining, I

Yip is the kind of person who shoots first and asks questions later. “I shoot and then look it up,” Yip said. According to Yip, there are a few spots that are ideal for butterfly spotting in the Harbour City. He was born in Gull Lake, Saskatchewan, November 3, 1933 to Andrew & Kathryn. He was pre-deceased by Sister Esther Hiebert, step daughter Lori (Kevin) MacSweyn, & brother Walter. He is survived by his wife Adelle, son Jeremy (Belva) of Nanaimo, step daughter Micki (Mac) Dennison of Medicine Hat, step son Kevin (Anita) Barrie of New Brunswick, & brother Del (Heather) of Victoria. Several grandchildren and great grandchildren. Clarence Calvin August 25, 1927 – October 28, 2014 Our beloved husband, father and grandfather sadly passed away on Tuesday October 28, surrounded by his family. Predeceased by daughter Roxanne, parents Annie and Charles, brothers John, Charles, Arthur, Leslie and Donald. He is survived by his wife of 59 years, Marjorie, son Greg and wife Chris, grandsons Chase and wife Tina, Jordan and Simone, sister Dorothy Familton, brother Dallas, brother-in-law Lon and wife Sandra Gaspardone, their children Michelle and Darryl, sisters-in-law Alice and grace, and numerous nieces and nephews. Clarence was born in Portage La Prairie, Manitoba and moved to Nanaimo in 1948. He was a master mechanic at Chrysler for most of his career. Clarence was a kind and caring man who was dedicated to his family and friends. Special thanks to Dr. Goodall, the wonderful people at NRGH and Home Support.

When the City of Nanaimo closed off nominations for mayor, city council and school board trustees there were a total of 59 individuals throwing their hats in the ring for the honour of serving you for the next four years. Within days, the chamber launched our 2014 municipal election website and social media presence for the Nov. 15 election. Municipal elections offer the best shot at direct democratic action by taxpayers. Every citizen gets a say in who serves as mayor and council and it’s often our neighbours and friends who are running. It’s your individual responsibility to choose from among them, and help choose who leads us for the next four years. It’s our responsibility as a community organization, to help make this happen. Plastic is making its presence felt on the waterfront. Early in October, Waterfront Suites and Marina announced
it had installed and tested the underwater fire suppression system, made from fused, high-density polyethylene pipe, for its new marina. The plastic pipe water delivery system is the first of its type in B.C. where standards, which vary by community, often require marina fire suppression systems to be made from galvanized steel piping, which deteriorates. Ennis Mond, chief fire prevention officer, said because the piping represented a variation from the local standard, Nanaimo Fire Rescue could only give its approval once an engineer had signed off on a successful pressure test. Mond said a similar system has been used in Anacortes, Wash., since about 1999 with no issues. “Time will tell,” Mond said. “I have confidence in it f ro m e v e r y t h i n g I’ve seen, otherwise we wouldn’t have allowed it.” The fire suppression system protects a marina dock that is also unique for the region. The system, produced by Poralu Marine of France, uses an aluminum frame on a polypropylene-coated foam floatation system. The decking is a composite plastic interlocking panel system that comes in various colours. Slotted panels allow light to pass through into the water – helpful to marine habitat – and the decking material is virtually maintenance free. The marina anchoring system also does away with conventional wood and metal pilings. The Poralu deck system was used for the property’s section of the waterfront walkway as well. VIU v-ball jumps into top spot VIU’s men’s volleyball team aced another test this past weekend to climb to top spot in the PacWest. Vancouver Island U n i v e r s i t y ’s m e n (5-1) swept a pair of matches against the Fraser Valley Cascades on Friday and Saturday at the VIU gym, winning 25-14, 25-23, 15-25, 16-25, 16-14 and then 25-19, 27-25, 25-21. VIU’s women (2-4) lost Friday night by scores of 25-14, 25-23, 25-17, but won Saturday afternoon’s rematch, 25-14, 24-26, 25-17, 25-15. The Mariners volleyball teams now have a bye week. Their next Pacific Western Athletic Association action is Nov. 14-15, when they visit the College of the Rockies Avalanche in Cranbrook.

The VIU Mariners soccer teams both finished in first place. At provincials, the women won gold, the men won silver. Both get to go to nationals. No matter what, it’s been a winning season. “We’ve achieved our goals up till now – the goal now is to win,” said Maddy Dawson, all-star midfielder. The M’s women’s and men’s soccer sides begin their respective Canadian championship tournaments on Wednesday (Nov. 5). The
ladies are in Medicine Hat, Alta., while the guys are in Oakville, Ont. “It’s so exciting and I can’t wait to just be there and step on that field,” said Samantha Rodgers, MVP defender, last week. The women begin play against the host side, and don’t have any scouting reports on the competition. Most teams they face at nationals will be unfamiliar. “It’s definitely different, because we’re so used to playing the same teams again and again,” Rodgers said. “Not knowing their playing
style, it’s a bit intimidating but we also know that we are a strong team and they should be worried about us, too.” Dawson said the Mariners are versatile, with players able to move around the pitch and play out of position if it helps the team. Rodgers said the M’s play physical and quick, or whatever style they need to play. She said the team is driven. “We are all so focused and we all want it,” she said. The Mariner men are sharply focused too, said allstar midfielder Renan Rebe-

The V.I. Raiders will steer their ship in a different course. Nanaimo’s junior football club fired head coach Brian Ridgeway last week after one season. The decision was made not because of on-field results, but according to Ridgeway, stemmed from a disagreement between himself and another member of the organization. “There was just some unfortunate circumstances that arose that made it difficult to continue with Brian and from a business perspective, to maintain the operations of the team,” said Kabel Atwall, club president. “It really came down to that … It was not driven by onfield results, that’s for sure.” The Raiders went 5-5 in B.C. Football Conference play, then lost their playoff semifinal game. Ridgeway said since the team didn’t win, he’s accountable, but he said his firing is “terribly disappointing.” “We had a group of guys that really cared about each other, were excited to get to work in the off-season,” he said. “We had a very good thing going. Now that momentum is gone. Now it’s insecurity, unknown.” Ridgeway said he’s grateful the Raiders gave him the opportunity and he wishes the team success. “I am disappointed that I don’t get to see it through,” he said. “I put in a lot of work and I was going to put in much more work, because I cared about what this program is, I cared about the community it’s in and I cared about what the players were trying to do.” He said he will not coach junior football next season. Atwall said there is a transition plan, and suggested the Raiders will immediately begin vetting coaching candidates and have “three or four” potential head coaches they would like to interview. The coach knows a little bit about what players to watch for on other teams, and said his team will need to be alert. “We have to make sure that the players are assigned jobs and
duties, then stick to them because at nationals, you blink and it’s in the back of your net,” he said. The flipside is the Mariners have guys who can do that to other teams. They have a roster designed to compete at
nationals. They will try to keep the game simple and stick to their strengths. “That’s what I tell our players – more than worry about the other teams, I say, let’s just go for it and let them worry about us,” Merriman said.
Rebelatto said no one will outrun the Mariners this week. He said the players put on their jerseys not only for themselves and their teammates, but also for those who have worn the jerseys in the past, and
