Know the law regarding aggressive panhandling The Quesnel RCMP continues to work closely with the City of Quesnel and the local business community in dealing with aggressive panhandling, primarily in the downtown core. The Quesnel RCMP would like to ensure that the public is aware of the provisions of the Safe Streets Act when it comes to people asking for money. The following elements qualify as offences under the Safe Streets Act: •soliciting in a manner that would cause a reasonable person to be concerned for their safety or security, including threatening with physical harm, by word, gesture or other
means; •obstructing the path of the solicited person; •using abusive language; •proceeding behind or alongside or ahead of the solicited person; •physically approaching, as a member of a group of two or more persons, the solicited person; •continuing to solicit the person; •soliciting within five metres of an automated teller; •soliciting someone who is using or waiting to use a pay phone; • soliciting at a bus stop, or anyone who is getting on or off a bus; • soliciting a person who is getting in or out of a vehicle, or is in a parking lot;

• soliciting the occupants of a stopped or parked vehicle on a roadway. In summary, a person can solicit for money if they are standing still and ask only once, but not near a bank machine, bus stop or pay phone, and not in a parking lot. The Quesnel RCMP would like to encourage
people to report any behaviour that breaches the Safe Streets Act or the Criminal Code. “While the RCMP continues to attempt to combat this behaviour, these instances are often reported anecdotally through social media or other means, but not actually reported to the police, so there is no record of the incident and no enforcement action can be taken without specific details. Instead of venting your frustrations on social media, take time to report this activity to police, so that our members can more effectively deal with this issue,” Quesnel Staff Sergeant Steve Vrolyk said. “It is important for the
public to be aware that the money generous citizens provide to panhandlers is not always used for the food and shelter that the Good Samaritan intends. In some cases, the spare change donated to panhandlers is used to fuel alcohol and/or drug addictions. Unfortunately, when this money is used to fuel addictions, it often leads to many residual issues including public intoxication, drug use and violence. Poverty and homelessness are concerns in our community. Let’s all do our part in supporting those in need by ensuring that they get the help and resources they really

If you do wish to provide direct support to a person asking for money, it is recommended you offer them food or a coffee instead of giving them money.

Referendum on HandyDart slated
A referendum is planned for Nov. 15, in conjunction with the local government elections. The referendum will ask residents if they support an increase to the maximum allowable taxation under the North Cariboo HandyDART service from $15,000 to up to $70,000. HandyDART, is a doorto-door shared-ride service. It uses specially-equipped vehicles designed to carry passengers with physical or cognitive disabilities who need assistance to use public transit. Current service levels to rural residents within portions of Electoral Areas A, B, C and I equate to approximately 1,469 service hours and 3,721 rides annually. It costs approximately $60,000
per year to maintain this level of service. Because the contribution from the Regional District has a maximum of about $15,000 the difference from the actual cost has been covered by the City of Quesnel as the local government partner with BC Transit for the service, which is no longer sustainable. If the referendum does not pass, the contribution from the Regional District will remain at $15,000 and the service will still be available to rural residents; however, the hours of service will be reduced accordingly. At the polls, residents will be asked the following question: “Are you in favour of the adoption of Bylaw No. 4917, which would increase the maximum annual taxation for a contribution toward the
cost of HandyDART transit services in rural areas to the greater of $70,000 or an amount raised by applying a tax rate of $0.07233/$1,000 to the net taxable value of land and improvements in the service area? (Based on 2014 assessed values, this translates to a maximum residential rate of $7.03/$100,000 to the net taxable assessed value of improvements.)” If successful, the referendum will allow for a new requisition limit of $70,000 which accounts for inflationary factors of at least three per cent for the next five years. Open fire ban lifted in Cariboo Effective at noon Friday, open fires will once again be allowed throughout the Cariboo Fire Centre’s jurisdiction, due to a decreased risk of wildfires. Members of the public will be permitted to: • Burn piles of
woody debris. • Burn stubble or grass. • Use fireworks, sky lanterns or burning barrels. The lifting of the current fire prohibition in the Cariboo Fire Centre applies to all BC Parks, Crown lands
and private lands, but does not apply within the boundaries of a local government that has forest fire prevention bylaws and is serviced by a fire department. Please check with local authorities for any other restrictions before lighting
any fire. Anyone who wishes to light a Category 3 open fire must first obtain a burn registration number by calling 1-888797-1717. Report a wildfire, by calling 1-800 663-5555 tollfree.

Our district in particular has many: the size of the district being one of the largest in B.C. makes it difficult for transportation; our buildings need major renovations or rebuilding; and the recent strike points at the way school composition and numbers are delivered. This, coupled with chronic underfunding by the government, makes for a very challenging environment. As a trustee, I have always strived to remain true to my beliefs.
I believe closing schools for example is not the most efficient way to education; it might be financially, but from my experience it’s always at the price of the local community and students’ wellbeing. I have always worked to improve communication and accountability so parents can feel engaged in school board governance. I feel, in future, it is imperative the board restructures the current system, so we can better
deliver our programs to students; this is a process I would like to bring to conclusion. Another program that needs support is the Breakfast Program, since I believe it makes a big difference for kids that need proper nutrition in order to focus. You can’t learn on an empty stomach. In conclusion I would like to thank you for trusting me with your support over the last 12 years and to vote on Nov. 15. Thanks you.

Hi, my name is Angela Mezzatesta and I’m running for a trustee position in Quesnel. I decided to run because, as a mother of five, I care about kids, education and my community. I’ve heard countless times the work is very challenging and demanding of one’s time. I’m going in with those things in mind and my eyes open to the hard work required of me in this role. I thank and applaud all trustees for their efforts and feel ready to carry the torch forward.
Angela Mezzatesta As a trustee, my ultimate goal will be to create a healthy learning environment, with good working conditions for teachers
and support staff, as well as a positive atmosphere so our students, no matter their need, can achieve success. I feel the biggest challenge and my priority will be to review and seek to change the funding formula currently in place. It, along with other policies, has been stated to ‘not meet the needs’ of the student population. In the other board positions I have held, it is my practice to educate myself about what is currently happening and what has
happened in the past. I seek to learn from others’ experiences in the role, the policies that govern the position and goals established so I know what work needs to be done going forward. I have strong knowledge of systems and I will bring that skill-set, plus a solution-focused attitude to the table. In our current climate, I see the need for boards to work differently, take a bolder approach, balance needs with wishes in order to reach a better place for our students. I understand
that change takes time, and I feel a four-year term is a good start for the work required to improve the education system. Education is vitally important to me. It opens doors to one’s future and places originally thought to be unreachable. I hope to be elected as trustee so that I can take action in a meaningful way to benefit our kids and community. If this is what you’re seeking from a trustee please elect Angela Mezzatesta for a position on Saturday, Nov. 15.
Experience, good will and common sense My name is David Chapman. I have had both the privilege and pleasure when given the opportunity to sit as a trustee on the Quesnel Board of Education. I bring a total of nine years experience from 2002 – 2011 inclusive. I chose to take a break in 2011 and upon learning this year that at least three experienced trustees were not going to run this term, I decided to let my name stand once again. While it is always important to welcome new trustees and learn
Dave Chapman from their own skills and abilities, it remains equally important that those people have some connection to the school
district they wish to represent. My personal commitment to this community is being a member of the first graduating class of Correlieu senior secondary as well as a 30+ year employee of the City of Quesnel. Once again this campaign comes with no promises or preconceived notions. What it does come with is a lot of goodwill and common sense. All decisions I participate in will be fully considered with all
available information. My priority will be is it good for our children? Furthermore, my campaign will continue to focus around the slogan it’s all about student achievement. What this simply means is encouraging every child to be the best they can be and ensuring supports are there when they are needed. It is essential that all trustees continue to lobby the provincial government to increase per student funding in a way that is greater than the cost of
current inflation. It is essential, as strong supporters of public education, every avenue is explored to ensure that we have a fully-funded education system. While both our children have graduated from Correlieu senior secondary, it will not be too much longer before our two grandchildren enter public school. I have both the time and energy. If the above noted comments are meaningful to you then I will have done my job.

Jackson seeking fourth term as trustee I have been happy to be a school trustee in this district these past nine years. I still enjoy the important work we do and as always I want to be part of doing what is best for all of our children. I spent some time going over the materials I had from the last four school trustee elections dating back to 2004 when I first ran. There were prominent themes that kept popping up, themes that are important to Quesnel and a public education system; partnerships, involvement of parents in their child’s education, class sizes, restructuring, aging facilities, declining enrolment, an underfunded education system, concerns from our teacher and support unions, student needs and other very important issues. One of the things I bring to the board table is a rural perspective. With a facilities review pending for this district,
I want to ensure that the district takes the time to do a thorough review that is responsible, caring and considerate of our students, families and community needs. I am committed to the work that we do and have been actively involved in my role as a trustee. I have chaired, at different times, the Finance and Education committees and am presently the Human Resources committee chair. I have represented the Board for BCSTA (BC School Trustees Association) and presently represent the Board for BCPSEA (BC Public School Employer Association). I have tried to be involved at one time or another with all the committees of the board. This involvement has allowed me to make my decisions based on knowledge and understanding the issues. I am proud to be a status member of the Lhtako
Dene Nation. Aboriginal education continues to be one of my priorities and I presently sit on the BCSTA Aboriginal Education committee. We have had many successes in this area because our district has made aboriginal education one of our priorities. Our vulnerable students and poverty are of concern to me. Programs that support our students are vital to their success. We have wonderful staff that are caring and compassionate and have a district that actively works towards additional supports for these students. When I first ran as a trustee, my daughters were much younger. Since then, I am proud to say they both graduated from Correlieu. My oldest daughter also graduated from the Registered Nursing program here in Quesnel and my youngest has started college here and is doing

Mount Polley IndePendent exPert engIneerIng InvestIgatIon and revIew Panel Call for Written SubmiSSionS The Mount Polley Independent Expert Engineering Investigation and Review Panel (the Review Panel) is calling for written submissions from the public and informed interest groups to provide information on the cause of the breach of the tailings storage facility (TSF) at the Mount Polley Mine on August 4, 2014. The Review Panel of three geotechnical experts was established to investigate into and report on the breach of the TSF at the Mount Polley Mine. According to its Terms of Reference the Review Panel is expected, in its Report, to identify: (1) any mechanism(s) of failure of the TSF; (2) any technical, management or other practices that may have enabled or contributed to the mechanism(s) of failure (and this may include an independent review of design, construction, operation, maintenance, surveillance and regulation of the facility); and (3) any changes that could be considered to reduce the potential for future such occurrences. The scope of the Review Panel’s investigation is set out in its Terms of Reference. Issues related to the environment or environmental damage or issues related to findings of liability are not within the scope of this investigation. The Review Panel is seeking written submissions by December 7, 2014. For more information on the submission process, the Review Panel and its Terms of Reference visit www.mountpolleyreviewpanel.ca. Economics at heart of issues
W
ith all of the signs around the city, it must be election time. I can’t believe I have been retired six years. Have you ever thought about the role of local government? It really is straight forward as long as there is focus. Responsibilities include roads, water, sewer, land use planning, policing, fire, garbage, recreation, no doubt I have forgot a few, they are related to safety and quality of life for residents. All of which come with a price tag. The economy of our community is of the utmost importance. One thing in particular that I always appreciated is the fact that budgets have to balanced – no deficit financing. During this election I have heard some interesting comments: How does one make a gradual shift from the cities heavy reliance on the industrial tax base? Considering all city funding is from taxes and revenues generated – someone must pay, would it be the residential taxpayer or small business? City reserves need to be increased – to pay for aging and replacing aging infrastructure – one way to increase city reserve funds would be to raise taxes, user fees or spend less on infrastructure needs – how else would it be accomplished? Doesn’t matter what it is called – bypass or truck route is still in the forefront of discussions. This discussion has been held repeatedly for at least 22 years that I am aware of – no doubt much longer than that. While on city council in 1992, I remember a press conference with the NDP announcing a truck route. I doubt there is a council that hasn’t had discussions and meetings with the government about
the truck route – no doubt there were discussions while Bob was an MLA, there were discussions when John Wilson was our MLA. I am certain the present council has had discussions with our current MLA Coralee Oakes – and ministry people, about this issue. Local governments need the ability to work with other levels of government, provincial or federal for assistance, which is critical if funding is required for infrastructure, ie,
West Quesnel land stability, a truck route, funding for the new arena. How many years did we lobby for the North Cariboo Community Campus. To be a critic doesn’t go along way in fostering good relations with others or furthering the needs of a community. Closer to home shopping in Quesnel, that discussion that was happening when I was Chamber President in 1994 – have I really been around that long? Perhaps one reason
is how easy travel is – to Prince George, or other places – let’s think about why we should shop at home. Local business employs many people and supports our community in many ways. To my knowledge there isn’t a mayor, councilor or CRD Director that I have met over the years that does not consider economic development and what it can do for the stability of their communities. The right tools to tackle the issue T
he secret is out. Prescription drug misuse is a crisis in Canada. So much so, that some very important research and monitoring boards in Canada, have united to form the National Advisory Council on Prescription Drug Misuse to address the ‘growing issue’. The fruit of their labour is a 10 year strategy titled: First Do No Harm: Responding to Canada’s Prescription Drug Crisis (2013). In the opening statements of the strategy it is stated that Canada has become the world’s second largest per capita consumer of prescription opioids. The strategy addresses, however, not just opioid based medicines, but all prescription drugs that have legal status and therapeutic uses, and have a high potential for harm. And believe me, the list is extensive. Also highlighted in the strategy, was the story of Webequie, an isolated Ojibway community of about 800 people in Northern Ontario, approximately 540 kilometres northwest of Thunder Bay, and only accessible by air or seasonal roads. Health officials found that 70 per cent of the population was involved with misuse of prescription drugs. The report was that if you weren’t affected by substance dependence personally, you were affected by the high levels of crime associated with drug misuse. Oxy pills were selling for $600 to $700 for an 80 milligram pill and desperate individuals were selling everything including the home appliances and furnishings, and children were starving. Seven provinces removed Oxycontin from provincial drug formularies in 2012 in hopes of
curbing dependencies. Unfortunately, due to the nature of substance dependency, opiate users looked elsewhere to treat unresolved pain. Non-medical use of prescribed opioids is now the fourth most prevalent form of substance use in Canada behind alcohol, tobacco, and cannabis. Canada and US lead all nations in prescription opioid consumption. In British Columbia, the Canadian Drug Policy Coalition put out a parallel report titled, Opioid Overdose Prevention & Response in Canada, (2013). This document relates the removal of Oxycontin to the rise of fentanyl analogues as a cheap alternative. Fentanyl is a very strong synthetic opioid which is roughly 100 times more potent than morphine. Lack of this knowledge among users caused an increased level of overdose events across British Columbia. In 2013, the BC Provincial Health Officer released an alert based on the BC Coroners Service’s preliminary findings
that there had been 23 deaths related to fentanyl use in the first four months of the year, as compared to 20 related deaths in all of 2012. Not all of these overdose events were what someone would call typical. In his article earlier this year, , ‘We need the right tools to tackle the overdose pandemic’, (14 April 2014), Andre Picard with the Globe & Mail warns us that, “The people using and abusing opioids (and dying as a result) are not all stereotypical ‘junkies’ shooting up in alleys. They are also grandmothers who take too many painkillers, labourers who get addicted after treatment for a back injury, teenagers who raid their parents’ medicine cabinet, kids who mistake pills for candy and recreational users who can be anyone from Bay Street brokers to squeegee kids.” If we remember the sad parting of the famous actor, Phillip Seymour Hoffman, we realize that prescription drug misuse has no
prejudice. A study underway in Quesnel, titled Opening the Doors to Harm Reduction surveyed a total of 199 people looking to measure all types of illicit drug use, illicit prescription drug use included. The study found that in the year prior to the survey 33 per cent of respondents had illicitly used prescription opiates. Another 15 per cent had illicitly used anti-anxieties, and eight per cent had illicitly used anti-depressants. In regards to frequency of use where regular use is defined as using a substance at least once or twice a week, or more often and casual use is defined as using a substance once or twice a month or less, the study found 15 per cent of respondents illicitly used opiates (not including heroin or methadone) on a regular basis (once or twice a week or more), and 21 per cent of respondents illicitly used opiates (not including heroin or methadone) on a casual basis (once or twice a week or less). Thus prescription opiates are used both
regularly and casually by different people in Quesnel. So what are the right tools to tackle this issue? The 10 year strategy mentions a range of prevention and education opportunities with healthcare, individuals, families, and industry. In specific to prescription drug use, it heeds users to not mix other substances with prescription drugs, to be aware of the appropriate doses and of course, the drug’s potential addictive qualities. These medicines can be viable treatments to chronic pain, but can easily become something larger. When Can You Retire? You may greatly enjoy your career and be in no hurry to retire. Or you may be looking forward to retirement so that you can pursue your hobbies, travel or even open your own business. But whatever your plans may be, you’ll need to ask yourself this: “When can I retire?” To answer this question, you’ll need to take three steps. First, you’ll have to identify your potential sources of retirement income. Second, you must determine if a gap exists between the financial resources you can expect and the amount you’ll need to retire comfortably. And third, you’ll have to decide how to fill that gap. Let’s look at these three steps in a bit more detail: • Identify your potential sources of retirement income. Your retirement income is likely to come from three main sources: the government, your workplace and your personal savings. From the government, you might be entitled to assistance in the form of Old Age Security (OAS), Guaranteed Income Supplement (GIS) and the Canada Pension Plan/Quebec Pension Plan (CPP/QPP). Depending on your employer, you may receive workplace pension coverage or participate in a company retirement plan. As for personal savings, you’ve got your Registered Retirement Savings Plan (RRSP), Tax-Free Savings Account (TFSA) and other savings and investment accounts. Typically, government and workplace programs provide about 25% to 40% of retirement income, so you can see how important it is to build your personal savings. • Determine if a “retirement gap” exists. You may have heard you’ll need between 70% and 90% of your pre-retirement income to live comfortably in retirement. While this figure may be generally accurate, it doesn’t take into account different retirement lifestyles. In other words, how you choose to live in retirement will determine how much money you’ll need. If you can develop a good estimate of your retirement income needs and then compare this figure to your estimated retirement income from all sources, you should be able to determine your retirement gap. Of course, these calculations can be challenging, so you may want to work with a professional financial advisor who has the tools and expertise to help you identify any gaps. • Decide how to fill the gap. If you have indeed identified a retirement gap, you can attempt to bridge it in a few ways. You could, for example, decide to scale down your lifestyle in retirement so that you’ll need less income. Or you could work more years than you had originally intended. But if you want to stick with your initial plan in terms of your desired retirement lifestyle and preferred age at retirement, you may need to invest more to your retirement and other investment accounts. But just boosting your contributions isn’t enough — you also need to own an appropriate mix of investments to help your money grow over time. Your financial advisor can help you choose the investment mix that’s appropriate for your risk tolerance and time horizon. But in any case, don’t wait too long before you tackle the “When can I retire?” question — because the sooner you start working on it, the better the answer you’ll get.

Suck it up
t’s tough out there, we all recognize and appreciate that fact. So what’s a “kid” to do with a university degree, student loan debt and no real job prospects? Volunteer. If you’re doing nothing else, why not? It seems productive, potentially lucrative and incredibly useful. And certainly if it’s free man-hours at a place of possible employment, what’s the issue? Aside from the paycheck of course. Recently the Bank of Governor Stephen Lopoz spoke to a House of Commons committee about the plight of many young graduates struggle to find employment in their field. His advice to these young, eager graduates was to volunteer in an establishment, hopefully related to their field. Sound advice and yet some advocates for young workers took offence to his advice. We’re all aware everyone has to live. We have bills, bills and more bills. But the fact of the matter is, if you’re looking to be gainfully employed, does it not stand to reason to work in any way possible to gain further experience, while maintaining a level of commitment and focus? Obviously if you’re facing eviction or starvation, you’re going to have to find a means to support yourself, regardless of the field. But there’s still an opportunity to offer your services free of charge on the odd Saturday or evening. The criticism of Lopoz speaks to a generation of laziness and unreal expectations. Graduating, be it from trades school or with your degree doesn’t guarantee employment in said field. You want to land the job? Do you want your resume to stand out? Then show your potential employer you’re willing to put in the hard work simply for the exposure and experience. –Autumn MacDonald, Observer

ore than 20 Halloweens ago I bought a pinstriped suit from Value Village, slit some holes in the jacket for my homemade cone-shaped bra to poke through, wore a high blonde ponytail, a headset microphone and six-inch platform stilettos. I won first prize for my inexpensive Madonna costume, but there was a higher price to be paid. That price was my eyebrows. In order to truly capture the iconic pop star’s look, I foolishly plucked half my hair follicles out so I could pencil in a thicker, more dramatic arch. What can I say? It seemed like a good idea at the time. Days later I realized the error of my ways when the stubble started coming back far less fully than before. That’s okay, I thought to myself, the hair will grow back to the way it was eventually. It did not. I can’t say I was never warned. Growing up with dark, thick eyebrows at a time when Brooke Shields was making that style an enviable fashion statement, my mom would counsel me to appreciate what I had and never over-pluck, like she did.

On A Brighter Note “You don’t want to end up with these,” she’d say, pointing at her reed-thin semi circles with irritation. “Leave them natural or you’ll regret it.” That was just one of the wise pieces of advice my mom gave me that I never took seriously. Consequently, not heeding her words of wisdom resulted in me filling in my brow line each and every morning for over two decades. But all that changed last month when I came out of my appointment with the experienced and accomplished cosmetic tattoo artist, Heather Polak. “What happened to your face?” my 14-year-old son asked when I picked him up from school later that day. “Your eyebrows are so black and shiny.” “They’re tattoos,” I said. “They’ll fade soon.”

“You tattooed your face?” Sam asked incredulously. “Why? Why would you do that?” I explained how tired I was of drawing them in all the time and how eager I was not to have to do it anymore. “I won’t sweat them off during a workout and they won’t wash away in the lake anymore,” I added. “They’ll stay put just like they used to.” “You kind of look like a clown, Mom,” he said genuinely concerned for my future. “I won’t in a week,” I said with more confidence than I felt. Despite Heather’s excellent track record and thorough explanation of the healing process, I was worried as well. “What if they stay this thick and dark?” I asked a friend who’d had her eyebrows, eyeliner and lips tattooed with phenomenal success. “They won’t,” she assured me. “As long as you’re happy with the shape, relax. My vote’s for Bob
In Quesnel, words not often spoken by anyone in any political arena, are now rightfully being said by mayoral candidate, Bob Simpson: “Vision, Leadership, Integrity.” Finally, after many, many years, we have an opportunity to vote for a mayor who, without any hesitancy, can pledge to the taxpayers of Quesnel that he will work with a firm adherence to a code especially in moral values… alias incorruptible. That’s integrity. Integrity includes honesty which means Simpson will be an openly fair and straightforward leader adhering to the facts (sincerity) – not (what I feel is) hiding facts in “a very small, off-camera mayor’s club.” In Webster’s Dictionary, the words: honesty, honour, integrity, and priority mean ‘uprightness of character or action’; then each is listed with its own aspect of that character: Honesty – refusal to lie, steal or deceive in any way; Honour – active regard for the standards of one’s position; Integrity – trustworthiness and incorruptibility to a degree that one is incapable of being false to a trust, responsibility or pledge; and Probity – tried and proven honesty and/or integrity. This last word ‘probity’ was not even a word that I knew; but, when I discovered in my dictionary, its full meaning I remembered how Simpson had been tried and proven. The way Simpson acted when two political parties tried to persuade him to speak within party policies/ rules was to become an Independent MLA. In that action, it allowed him to stay on the truth of the facts as he knew them to be. Simpson was not willing to taint his words because of pressure from other politicians – a very admirable aspect of his character, and proof of Simpson’s integrity. Yes. I, for one, would like to have a mayor to be proud of, a mayor who demonstrates these characteristics – not just to and with all of his councillors and all of the taxpayers. but, as a representative of the City of Quesnel. Vision is good. Leadership is great. But, integrity is extra special. Bob Simpson is no ordinary politician; he doesn’t just give you a political smile and string a political line to you. CFV/TRAC to raise profile of vets integrating back into civilian life ANNIE GALLANT Observer Reporter
P
aul Nichols says he’s a different person because of his association with horses and he’s taking that conviction on the road, bringing horses as the vehicle for awareness. As a former Calgary Highlander with service in the 2nd Battalion Princess Patricia’s Canadian Light Infantry in the Medak Pocket operation in Croatia in 1993, Paul is well aware of the troubles and loneliness which accompany veterans returning to civilian life. “I think we have a responsibility to bring awareness to Canadians and let them know that our veterans are living quietly among us every day. Some of our veterans need help adjusting and I personally know that timely help can change a life.” This Canadian Veteran is knee-deep in preparations for a cross-Canada tour which, through the use of horses, will bring awareness to Canadian communities of the great need to celebrate returning veterans and to also recognize the physical and mental health challenges of many of these veterans. Communities for Veterans (CFV) is a non-profit, charitable organization which Nichols started, with The Ride Across Canada (TRAC) as its sole project to date. “I think this is timely recognition of the Post Traumatic Stress Disorder and other illness and disabilities veterans experience as they return home to their communities,” Paul said. “It’s not like when people who signed up did so from their home community, now military personnel sign up in large centres and deploy out
of large central bases. When they return home they tend to be invisible and must try to fit into the community. Their experiences are difficult for civilians to understand.” Currently CFV/TRAC are working on the logistics of the project. Paul’s wife Terry and daughter Kirsten will also be on TRAC. Terry will be in advance of Paul, bringing a crew with horses, trailers and trucks. They will set up a base in a community and connect with veterans and provide basic horsemanship training. Kirsten will act as the groom, looking after the horses and helping her mother who is a fully trained therapeutic riding instructor. The training is free to veterans. Paul then arrives and he, along with three riding veterans, trained by Terry, will travel to the next community (average of 30 – 35 km a day), bringing visibility and awareness as they go. TRAC crew members will also collect stories from participating veterans which will then be organized and shared with people across Canada. They plan to have eight horses in total to allow for resting the horses and accommodating the training program. Others are invited to join on their own horses but must be cleared through Terry’s base of operations in each community. With plans to set off in April 2015, Paul hopes to be in Newfoundland for Remembrance Day 2015. Although the challenges of organizing such an ambitious tour are huge, Paul isn’t concerned. “It’s just like a route march in the military,” he said with a smile.
“I’ve done lots of that when I was deployed to Bosnia and other military operations. It doesn’t scare me. It’s all about how you manage it. You find the right people in the right job and then get out of the way let them do their job.” He added one thing the military does very well is move – people, equipment, artillery, etc. E-mails and Facebook contacts are flooding in every day with people stepping up and offering to assist in organizing in their area. He has considerable support in both B.C. and Alberta (where Paul deployed from when on active duty) and across the country people are hearing about TRAC and asking how they can help. “The word is out in the military community and spreading to the RCMP mounted divisions and others,” Paul said. In each community Terry and her crew will require a location where they can work with the veterans and the horses and other support, this is where local assistance will come from those who have offered to help. In addition to the equine activities, there will be awareness information and veterans will be asked to proudly display their military affiliation. CFV is also soliciting donations through a sponsorship package allowing community groups and businesses to help. “As well as donations on the road, anything above our expenses goes to veteran programs such as Wounded Warriors Canada, Soldier On and others,” Paul said. He was pleased to say Alberta Carriage Supply is contributing a carriage for veterans who are unable to physically ride. See PAGE A15

Kim McIvor fundraiser slated for Nov. 22

ANNIE GALLANT Observer Reporter In a catastrophic single motor vehicle incident, Kim McIvor of Quesnel was sent careening down a 100-foot embankment near Vanderhoof at about 8 p.m., Sept. 26. She was not found until noon the following day by a highway trucker who noticed something over the bank that was not right. It took about three hours to get her out of the vehicle and Kim was then taken to the Vanderhoof hospital where they had another twohour wait as the air ambulance was already in Prince Rupert transporting a patient to Vancouver. Kim finally arrived at Vancouver General Hospital about 20 hours after the accident. She sustained three broken vertebras and other injuries. Doctors repaired the vertebras over a couple of days. She was heavily sedated for about two weeks to allow her body time to heal. Recently hospital staff noticed a great improvement with the swelling going down and her lungs working better. She has been in communication with her brother who is a paramedic through writing and he visits her often. According to Kim’s
partner Pete, she was recently able to move to a wheelchair as they are trying to increase her mobility in her upper body. She has a five per cent chance of walking again. A fundraiser has been organized to assist Kim during
this difficult time, slated for Nov. 22 at the Elks Hall on Anderson Drive. The event includes entertainment by the band Bronco, doors open at 6 p.m., a pig roast barbecue dinner at 7 p.m. and a silent auction. Safe rides home are
also available. Auction items can be dropped off at the Co-Op and cash donations may be made at Integris Credit Union. Tickets are $30 at the Co-Op and Circle S Western Wear. For details contact Paul, 250-747-3864.

The Poppy Is a Symbol of Wartime Remembrance The poppy has stood as the official symbol of Canada’s Remembrance Day since 1921, a visual reminder of all those who made the ultimate sacrifice for war. Some may wonder why this small flower is used to represent the fallen soldier. Poppies and fallen soldiers have a long history together. The origins of the flower can be traced back to the Napoleonic wars in France. During these times of unrest and battle, many soldiers went on to final resting places in graves in Flanders, France. Ensuing literature describing how poppies grew so thickly and vibrantly over these graves — in soil that once could not produce much vegetation. Years later, a soldier would be instrumental in bringing the symbol of the poppy to the hearts and minds of Canadians. When John McCrae served in World War I as a Lieutenant-Colonel, he was stationed near Ypres, Belgium, the area traditionally called Flanders. McCrae observed how poppies grew so well among the makeshift graves of the soliders, which were marked by wooden crosses. When McCrae lost a fellow soldier and close friend, he penned a poem called “In Flanders Fields” and portrayed the picture of war and the poppy flower visual.

To this day McCrae’s poem remains among the most memorable war poems ever written. It also paved the way for the poppy flower to be one of the most recognized symbols of wartime remembrance. Thousands of poppies are placed on the Tomb of the Unknown Soldier, and Remembrance Day participants wear poppies on their lapels.

Most proud to be Canadian
A
while ago, my husband and I were fortunate to take part in a Canadian War Memorial Tour. I have to say that I have always been proud to be Canadian, but never as much as during this tour. The tour began in Paris, and driving into the countryside, I watched in amazement as we passed a vast number of cemeteries, their Canadian flags dotting the landscape. We stopped at Beny-Sur-Mer Canadian War Cemetery containing 2,049 headstones enclosed by pines and maples. The grave markers in this beautifully manicured cemetery were proudly and lovingly identified by families. However, I found myself pulled to those emblazoned “known only to God” wondering about the young soldier, who fought for his country, yet lay unidentified in a foreign land. As native Newfoundlanders, one of our most emotional memories was the stop at Beaumont Hamel. It was here July 1, 1916, the beginning of the Battle of the Somme, 801 Newfoundlanders went into battle and the next day only 68 answered the roll call. More than 90 per cent of the Newfoundland Regiment was lost. In 1916, bringing soldiers home to Newfoundland for burial was impossible so the women of Newfoundland purchased the site in 1925. Growing up in St. John’s, we visited the statue of the Caribou in Bowering Park, a local memorial to the Newfoundland Regiment. An identical Caribou stands over the site at Beaumont Hamel. Unlike most Canadian headstones
that are emblazoned with the Canadian Maple Leaf, Newfoundlanders’ graves are identified with the Caribou. Following Newfoundland joining confederation in 1949, there was a brief movement to change the symbol to the Maple Leaf, but the caribou remains to this day. Canada Day, July 1, in Newfoundland is also known as Memorial Day, a day observed by Newfoundlanders since 1917. We visited Vimy Ridge and the great monument to the brave soldiers who took this ridge in April, 1917. This was an amazing Canadian victory – a victory said to be responsible for the formation of our Canadian identity. We travelled to Flanders Fields and Essex Farm cemetery where John McCrae wrote his famous poem. The dressing station where Dr. McCrae treated soldiers still stands. It is said that while McCrae worked tirelessly to treat the victims, it was here when his best friend was not to be saved, he stopped and wept and wrote “In Flanders Fields.” The Menin Gate Memorial is in the small Belgium town of Ypres, near the site where thousands of soldiers passed on their way to the front line, many never to return. On this amazing memorial are the names of 54,896 officers and men of the commonwealth forces who died and who have no known graves. Nearby Tyne Cot Cemetery has another monument with 34,984 additional names of soldiers lost whose remains were also never recovered. Tyne Cot Cemetery is the largest British Military Cemetery in the world. See PAGE A14

from PAGE A13 It is in Ypres, every night since 1927 on the busy thoroughfare that is Menin Road, the police stop traffic at precisely 8 p.m. as the local Fire Brigade stand in the centre of the highway and play the Last Post. No matter the time of year or weather conditions, this has happened every night except during the German occupation during World War 11. Although, it is said that the day the Germans left, the last Post was played again that very night. This amazing city was virtually levelled during the war, but rebuilt, as before, except for the addition of a new road – Canada Lane. We visited Caen and Ardenne Abbey the headquarters of the SS Panzergranadier Regiment commanded by Kurt Meyer during World War 11. It was Meyer that ordered the shooting of eleven soldiers of the Nova Scotia Highlanders – shot and buried in the garden in which we stood. The retelling of this story by guest historian, Tom Douglas, brought him and many of us to tears. At Dieppe and the site of the actual beach battle, we paid tribute to 913 Canadian soldiers who died the morning of August 19, 1942. Their sacrifice was instrumental in the successful landing, two years later, on the beaches of Normandy where the Canadians liberated Dieppe. It was at the Canadian Cemetery in Dieppe where we found the uncle of a dear friend and placed poppies on his grave in remembrance.
Our travels took us to the beach of Normandy – in particular Juno Beach where Canadians landed on D-day June 6, 1944. It was an incredible feeling to stand in the very spot where young men stormed the beaches. I stood there on a bright sunny day, visualizing the landing craft, hearing the gunfire and picturing the sea running red. Reluctantly, I walked through a nearby German bunker still standing guard, looking out to sea, still existing like an aged sentinel. We climbed the hill to view the chain of beaches, Juno, Omaha Beach, Utah Beach, aptly named for the invasion which scored the bridgehead for the successful opening of the Western front. We visited the famous Pegasus Bridge secured by the British on June 6, 1944. This first house to be liberated in France still stands and is now a coffee house where the young daughter of the family remains in residence. Now generally when I return from my travels, I can’t wait to get my experiences on paper, however this was different and difficult to share this very personal experience. I found myself taking my time and pondering over every line. This amazing journey was made special by our fellow travellers, an amazing Parisian tour guide and, in particular, a Canadian historian, Tom Douglas, who was not afraid to weep, laugh and share from his writings. From B.C. to Bonavista Bay from PAGE A10 There will never be more than four official horses on the ride and Paul is confident he can manage green riders with good horses. He will be riding his own horse Zoe who has been with him since he began associating with horses. He credits her for changing his life as have his ever expanding connection to horses. The family farm Pen-Y-Bryn, south of Kersley, is a riding centre and they have partnered with Quesnel’s therapeutic riding centre (CHAAPS) to operate a successful program out of their facility. The farm is certified through both the B.C. Therapeutic Riding Association and the Canadian Therapeutic Riding Association. While Paul is on a year-long, leave-of-absence from his job at Cariboo Pulp and Paper and Terry and Kirsten are on the road, eldest daughter Jordan will be looking after the farm along with their bed and breakfast operation. Currently, Paul and Terry are looking for horses for the tour. In addition to young and fit, the horses must have the proper temperament and conditioning to endure the stress of continuous riding. “We have good people sourcing out the right horses – breed associations in Alberta, regional police departments and military ceremonial mounted groups – we’ll find them,” he said. The tour begins in Quesnel with Paul and three veterans riding to Pen-Y-Bryn farm. From there they’ll trailer everything to Vancouver and head east from there. As much as possible they plan to ride on trails and secondary roads. “We’ll be going all the way to Newfoundland and if we can arrange it, the three territories as well,” he said. “This ride can change the face of Canadian veterans. On October 31,2014 at the age of 94 years, Ethel Mary Sheppard passed away peacefully with son Gerald and daughter Glenda at her side. Born May 23,1920 in Atwater Sask. She resided in Quesnel from 1951 to 1991. At the time of her passing she resided in Langley at the Maple Hill Residential Care Centre. Survived by 3 children, Gordon (Gladys), Egmont, BC Gerald (MaryAnn),Surrey, BC Glenda (Jerry), Sherwood

Thanks Community Futures for the helping hand Quesnel River Archers were presented with a cheque for $250 from Community Futures. This money will go towards purchasing a new club bow. The Junior Olympic Program (JOP) is open to aspiring young archers up until the age of 21. The Quesnel River archers also offer adult classes for beginners and advanced archers. Bantam Thunder season off to a thunderous start WHITNEY GRIFFITHS Observer Reporter
Bantam Thunder faced the Williams Lake Timberwolves for their first two games of the season Sept. 20 – 21. Just like their younger counterparts, the Bantam team seemed determined to start the season off strong, winning both games first with a score of 2-1 followed by a score of 3-2. On Sept. 26, Bantam Thunder lost to the Prince George Tier 2, 1-4.
The following day of hockey proved fruitful for the Quesnel players. First taking on 100 Mile House in the morning, Quesnel dominated with a final score of 25-0. The afternoon game was played against Prince George Tier 3, with Bantam Thunder winning with a six point lead over there opponents. The Sept. 28 game against the Williams Lake Timberwolves would prove to be a challenge for Bantam Thunder. The teams were well matched, finishing the
game with a score of 5-5 for the Quesnel players first tie of the season. Quesnel Bantam Thunder travelled south to Salmon Arm for a weekend of hockey, Oct. 3 – 5. Bantam Thunder won the first game against Merrit with a solid 13-0 victory. In the game against Salmon Arm the final score was 5-0 in favour of Bantam Thunder. The Quesnel team brought in yet another two victories during the weekend with an 11-1
triumph over Cranbrook and a 4-1 win in the game against Kamloops Tier 3. Bantam Thunder suffered their first loss of the weekend in the game against Vanderhoof. Vanderhoof finished the match with a two-point lead for a final score of 5-3. In the game against Burns Lake, Oct. 17, Quesnel took advantage of playing on home ice and dominated the visiting team for a final score of 16-0. In the following game against Vernon
the morning of Oct. 18 Quesnel’s Bantam Thunder faced a 2-1 defeat to the visiting team. In the evenings game against Vanderhoof Bantam Thunder finished a staggering nine points ahead of their opponents. But in the Sunday game against Vernon the Quesnel Bantams suffered another loss to the visiting team from the South. Vernon won the game with a final score of 10-2. Blue collar on five-game winning streak I
t’s hard to believe that Blue Collar actually lost its first two games of the season as they are now on a five-game winning streak where they have outscored their opposition 3615. The latest example of their domination being a 6-2 defeat of Bear which is the rematch of the 13-4 “Bombing on Barlow” the last time the two squads met. Having two lines that can score and defend is always nice and this week the CIA line of Colin Clandestine Keis, Ian Infiltration Hannah and Rod Agent Albers combined for 11 points and all but one of their team’s tallies. Also getting into the multipoint madness were two vertically challenged and offensively gifted athletes as Darcy Doctor McGillivray and Les Knuckles Nylen had two assists each. Curling Ice Breaker The Quesnel Curling Center hosted it’s 6th annual ice breaker bonspiel last weekend. It was a fun filled weekend with 18 teams participating. This bonspiel is the first one of the year encouraging new curlers to try out the sport. The teams are drawn randomly so everyone gets a chance to meet and curl with new players. Winning the (A) was the Blair Hedden foursome with Blair Hedden as skip; Mae Ramsey as third: Brenda Logelin as second; and Jo Anderson as lead: winning the (B) was the Willard Bentley foursome with Willard Bentley as skip; Terri Matula as third; Linda Harris as second and Penny Yamamoto as lead: winning the (C) was the Shane Yamamoto foursome with Shane Yamamoto as skip; Anna Johnston as third; Donna Kilsby as second; and Jadine Ketter as lead.
It is with great sadness that I announce the sudden passing of my beautiful mother, Dorothy Ellen Healy. Dorothy was born on June 16, 1941 in Nelson, BC as one of four children. Shortly after graduating she began her career in nursing there and after moving to Vancouver in 1967, worked at Vancouver General Hospital for a few years before marrying and moving to Quesnel. She lived for 41 years at her home near Ahbau Creek where she made many close and dear friends. Dorothy enjoyed the company of others and had a great sense of humour. Never one to complain or give up too easily, she always had a kind word or thought to share even during many
personal hardships. She was preceded in death by her father Walter Anderson; her mother Edna Marion Hopkins and in 1999 by Omer, her husband of 30 years. She is survived by her daughter Lori (Chris) Eggimann, grandson Hunter and granddaughters Emma and Natalie. She will be missed more than words can say. At her request no funeral service will be held. A private family memorial will be held in Nelson, BC in the summer of 2015.
