Three organizations in Victoria will be able to provide overnight extreme weather shelter for those in need this winter thanks to funding from the provincial government. Our Place Society, the Victoria Cool Aid Society and the Salvation Army will have a total of 120 spaces available. Province-wide, the B.C. government’s $1.6 million funding will help more than 90 communities in B.C. make additional shelter spaces available. “The winters can be really tough on people who are living in the street, especially when it is wet and cold,” said Grant McKenzie, director of communications at Our Place, which is able to offer 20 additional spaces with this year’s funding. For Victoria, the provincial government defines extreme weather as being -1 degree Celsius, said McKenzie. However, if it’s above that temperature but it’s windy and raining, it could still be classified as extreme weather. If an extreme weather warning is issued by the province, then the shelter will be open. During those times, Our Place has 50 mats set up downstairs for people to sleep, starting at 7:30 p.m. “At the same time, we have our drop-in so people who don’t want to sleep, but still want to have a dry place to be can come without disturbing the people who want to
sleep.” Our Place has hired outreach workers on contract who are on call to work overnight when the extreme weather warning is issued. Our Place also has hot showers available, as well as a clothing program and a food program. Recently, someone donated an industrial-sized washer and dryer to Our Place. McKenzie said this will allow them to recycle and reuse blankets for the first time. “We’ll take wet, dirty blankets and exchange them for a dry, clean blanket.” Last year, McKenzie said there were 36 nights of extreme weather. Unlike Our Place Society, the Victoria Cool Aid Society will be able to provide overnight shelter every night from November until the end of March. Starting on Nov. 1, people could get their name on the list for one of the 40 mats available at the Cool Aid Downtown Community Activity Centre. As long as they show up at 10 p.m. every night, people are able to sleep at the centre for the entire five months. At 10:15 p.m., mats will be given away to others who show up. The shelter is open from 10 p.m. To 6:30 a.m. each day. “We’re always at 100 per cent capacity,” said Joann Connolly, coordinator of Cool Aid Society’s seasonal shelter. “There is a need, and not just through the winter.” andrea.peacock@vicnews.com

VICTORIA NEWS - Friday, November 7, 2014
Victoria Votes: Election 2014
Your mayoral candidates: Ida Chong Ida was born and raised in Victoria as one of eight children born to a father who was Canadian born and a mother who emigrated from China. In 1984, Ida became a certified general accountant, and that same year formed the first allfemale accounting firm with a high school friend. She practiced in this small business for nearly 20 years before entering public service as a Saanich councillor in 1993. In 2006, she was made a “fellow” of the CGA Society of BC, and this year was elected as a life member of the society, which is its highest honour. Ida was elected as an MLA in 1996 and served four terms. She was appointed to cabinet and served as a cabinet minister over several ministries. She also served on the Treasury Board, where she had to ask tough financial questions and scrutinize spending requests. Her largest ministerial budget was $1.9 billion. She currently serves on the University of Victoria Board of Governors, the Victoria Dragon Boat Festival Society board of directors and is a member of the board of the Rick Hansen Foundation. Why should I vote for you? I am concerned about the current leadership’s disrespect for the taxpayer. I have seen property rates grow by 34 per cent in the past six years. Someone with a $500,000 house paid $1,670 to the City of Victoria in 2008, and is now paying $2,235, and if the current mayor is re-elected will be paying $2,630 at the end of his next term. What is most concerning is that taxes haven’t gone up to support important services and programs. They have gone up because capital projects like the blue bridge replacement, which is now $30 million over
budget, have spun out of control. Add to this is a downtown core that is no longer a source of pride. Vacancy rates have skyrocketed, and this has had the effect of creating an environment where seniors, families and tourists are no longer comfortable or feel safe in our downtown. We need to restore pride and energy in our downtown core. I am running for mayor to get Victoria back on track, to respect the taxpayer and to energize our downtown. Your main goal if elected? My overarching goal is to restore respect for the taxpayer. Over the last six years, current leadership has treated the taxpayer’s wallet as though it is the city’s Automated Teller Machine. This must stop. First, we will freeze property rates at their current levels. We will do this while ensuring critical services such as police, fire, engineering, garbage collection, parks and recreation and other frontline services are protected. Second, we will energize the downtown core through my five-year tax exemption for up to 94,000 square feet of heritage office space in downtown’s Old Town. This tax exemption will be available only to new businesses or to businesses moving into Victoria from other municipalities. This will bring up to 900 workers into Victoria’s downtown core, and they will energize our core. Third, I will end the blue bridge boondoggle. When the city recently hired an outside consultant to review the project, he found that no one was in charge of the largest capital project our city has undertaken. If I am elected mayor, I will take over responsibility for this project. I will be held accountable for capping the out of control overruns that have occurred under the current leadership.
Information has been submitted by Victoria’s mayoral and councillor candidates • Editor’s Note: No response was received from candidate Riga Godron
Jason Dean Ross
Jason grew up in prince Edward Island and moved to Victoria in 1996. He has had a life-long passion for computers and studied at Camosun College in their information technology program. He has worked as a consultant developing various software systems for the Province of B.C. during his programming career. Recently, he has taken up video recording and editing, focusing on local politics. Last year, he was living in Fort Nelson, during which time he was fortunate to travel up and down the Alaska Highway, including to the Yukon and Alaska. He also spent three weeks in the Northern Rockies, including two weeks on horseback. His two main hobbies are reading and playing board games. He loves science fiction and fantasy, and is always looking for a good story. He teaches graphic design students to build websites and drives taxi in the West Shore. Why should I vote for you? You should vote for me because I will make city hall an inviting place. Our meetings will be interesting and engaging and every issue facing our city will be discussed regularly and in a wellorganized fashion. I want to put key decisions such as neighbourhood planning into the hands of the residents and business owners in those neighbourhoods. I will make my first term a learning term, inviting the public in at the ground floor of a complete review of city operations, helping us all to understand what the city does, how it works and where the money goes. I will also push
for CRD reform, advocating for an elected board that manages such big issues as sewage treatment and transit improvements, instead of the appointed board that it is right now. With a background in information technology, I have the expertise to transform the city’s communication to the public and revolutionize public engagement. Your main goal if elected? I started getting involved in city politics during the last election. I recognized that no one was recording all of these public meetings across the region, so I set out with video cameras in hand to start recording and observing municipal politics. What I found was meeting after meeting of boring discussion with no introduction for the newcomer. City politics is a hostile place for the curious person, and I want to change that. Because there are so many issues and so much information surrounding each issue, newly elected officials frequently have no knowledge of the many key issues they are tasked with managing on a daily basis. Likewise, the public is invited to speak, but they are not tutored on the details of these issues or given an explanation for why things are being done the way they are. My main goal, if elected, it to make my term a “learning” term. I want to create a welcoming environment where we can all learn about how the city works and how it should work. I want to encourage cooperation and build consensus in our communities about how our city changes over the coming years.
Stephen Andrew Stephen is a resident of Victoria and lives in the Burnside Gorge neighbourhood. The former television and radio journalist’s work has been recognized by nine Edward R. Murrow awards, the Public Health Association of British Columbia, the Jack Webster Foundation and the Victoria street community. Stephen is active in the community, working with numerous charities
and currently serves on the board of Kidney Cancer Canada. Why should I vote for you? You should vote for Stephen Andrew, because I will stand up for Victoria. When I was in the media, I asked the tough questions, and I got answers. It’s hard to get straight answers anymore from the current mayor. I want to change that. I want
IN GRATITUDE
to head an open and transparent government. I want to share answers with you. Who is in charge of the new Johnson Street Bridge? How will we move forward to deal with our sewage issue, in a respectful and democratic manner? How can we be assured that we are spending your money wisely? As mayor of Victoria, I won’t waste your money.
Your main goal if elected? As mayor of Victoria, I will assign responsibilities to councillors to focus on key issues, including economic development, public safety and a sustainable quality of life. I want to see job opportunities created in a strong Victoria economy, so that our children do not have to leave our city in order to work. As mayor, I will be an avid advocate for homeless and social issues.

NEWS
Victoria Votes: Election 2014
Your mayoral candidates: Lisa Helps
Lisa has lived in Victoria for almost two decades. She has a background of community economic development, innovation in small business ventures, and social and environmental justice. Through working on her PhD on homelessness and housing in Victoria, she was drawn into the city’s non-profit sector which quickly began to take most of her time and dedication. She worked in Fernwood to revitalize the Cornerstone building and founded Community Micro-Lending – Canada’s first peer-topeer micro lending program. Lisa ran for office as a councillor in 2011. Despite being a first-time councillor, she was elected with a wide margin and a large support base. As a councillor, she has worked tirelessly to promote accountability and transparency. She voted against the Johnson Street Bridge, initiated a responsible multi-year budget, engaged citizens on city budgeting priorities, and promoted a more open and inclusive municipal government. Lisa is known for having a big heart, a wealth of experience and a history of getting things done. She works with others and is open, honest and inclusive. Why should I vote for you? This is a really exciting time! More people than ever before are taking an interest in local politics. Why? Because local politics is about putting people at the centre. It’s about creating connectedness and a sense of belonging. Politics done well inspires people to care about our city. Local politics should involve meaningful participation where people see their ideas reflected in a new policy or new playground. I felt this excitement when I worked in Fernwood to revitalize the Cornerstone building with my neighbours. I felt this energy when I worked with people from diverse backgrounds to found Community Micro lending, which works to create jobs and prevent poverty. As a city councillor, I’ve heard from thousands of residents, local business owners and community groups about the opportunities in our city. And, in many cases, I’ve been able to take action, but I’d like to address the deeper causes. To me, politics is about coming together, creating a shared vision and taking action. It’s this last step, taking action, that often doesn’t happen. I’m known as someone who gets things done – and it’s why I’d love your support on Nov. 15. Your main goal if elected? My main goal is to roll up my sleeves and work hard with you. Ultimately, I want to grow a strong regional economy and make city hall more open, transparent and accountable. I want to make Victoria an affordable place to live and do business, prosperous and sustainable for the long term. This all starts by fixing city hall. I will foster a culture of creativity and innovation. I’ll work with council and staff to transform city hall into an adaptive and proactive organization with clear, measurable goals for growing our local economy and improving quality of life. I will bring needed investment into our downtown core by creating an economic development office and making city hall a supportive promoter, not an obstacle to overcome. Regionally, I’ll work to create a mayor’s caucus to focus on regional economic development and transportation. Finally, affordability is the No. 1 problem facing Victoria. As your mayor, I will keep taxes in line with inflation, work with the private sector to create jobs, create affordable housing, and take care of our vulnerable citizens.
Information has been submitted by Victoria’s mayoral and councillor candidates
Dean Fortin
Dean was elected the 51st Mayor of Victoria in 2008, and was re-elected in 2011 with the strongest popular mandate ever received by a mayoral candidate in Victoria. Prior to 2008, he served two terms on council and spent 17 years as executive director of the Burnside Gorge Community Centre. Dean, 55, lives in the Oaklands neighbourhood with his wife and two daughters. He is a committed commuter cyclist and a volunteer basketball coach. Why should I vote for you? I am the only candidate with the proven ability to bring council together to get things done for the people
of Victoria. Since my election in 2008, I have led a diverse council forward together, and today Victoria is a more dynamic, vibrant and progressive city than it was only a few years ago. We’re growing a diverse economy, creating new jobs and attracting new industries. We’re tackling tough problems like affordable housing, and taking significant
steps to reduce homelessness. We’re revitalizing our downtown and neighbourhoods through smart development, improving bus service and creating more parks and green spaces. We’re making progress on all fronts, but there is still work to be done. In 2014, we brought in the lowest tax increase in 14 years, after bringing increases down each year since 2008. We did this while increasing support for community centres, seniors’ centres and libraries. Working together, we can keep moving forward on our shared hopes and aspirations for this extraordinary city – a livable, prosperous and progressive Victoria that
leaves no one behind.
and Changes the Clown wants people to join him in calling for something to be done about that. The provincial government continues to stubbornly ignore this glaring social crisis, year after year. Changes believes that, as the capital city of the province with the highest rate of child poverty in the country for nine of the last 10 years, the City of Victoria should demonstrate how this unacknowledged social crisis can be addressed at the municipal level, despite the fact that it formally falls under provincial and not
municipal jurisdiction.
Your main goal if elected? My main goal for a third term is not to lose ground on our fight to stop homelessness and build affordable housing. In the last six years, we’ve worked together with the province and BC Housing and built over 250 new supportive housing units and 450 new affordable housing units. That’s over 700 homes. This month, we’ve moved forward on building another 150 units of affordable housing. Building housing is the most important thing we can do to fight homelessness. Rent supplements and programs such as
Streets to Homes are important parts of the progress we’re making. But let me be clear: the solution to the crisis is building new housing. It is not to give tax breaks to private landlords, as others have argued. There are no gimmicks or short cuts that we can take. Creating new housing stock must be our focus, and it is my priority. We have worked closely with senior levels of government to deliver funding and build new housing since 2008. The Coalition to End Homelessness estimates that we need another 250 supportive units and 1500 more affordable units – I am committed to getting those units built.
Changes the Clown Changes the Clown is part of a local awareness campaign known as Clowns Against Child Poverty. Central to the Clowns Against Child Poverty message is the recognition that child poverty is not a reflection of economic conditions, but instead, a matter of policy choices and public priorities. Changes the Clown himself is a social scientist. Changes has one PhD in developmental psychology from the University of Waterloo (under the pseudonym Rob Duncan, 51) and is currently working parttime on a second PhD
in political sociology at the University of Victoria. Why should I vote for you? One in five children and one in two – that’s right, half – of children of single mothers live in poverty in Victoria,
David Shebib David is 71 years old, and since his first imprisonment at 14, he has seen the Crown as the monstrous fraud that it is. Through the many chapters of his life, he has run many businesses, but is most known for his work as the Garbage Guru junk hauler. He says he played a pivotal role in the Appeals Court of B.C. ruling that recognized the right to sleep and subsequently lead to the half-justice of sleeping being made legal, implicitly, in public during the day in Victoria. The people who love him love him a lot. Those who have condescending sentiment toward him are generally trying to maintain a lie.
Your main goal if elected? The two main planks of Changes’ election platform address this crisis of child poverty in our community. The first of these is an affordable childcare program at $10/ day, to be subsidized by the city. The City of Vancouver recently announced $30 million in funding for the new affordable childcare spaces at the municipal level, providing a clear precedent for initiatives of this kind. Changes’ second main platform plank
Why should I vote for you? As it stands, the current municipal regimes have been deteriorating in conventionalism, having more concern with their careers than breaking free from the controls that have us locked in and slaving. Responsible government does not push itself into debt, at all costs. I know how to delegate and ask questions. I will not be afraid of losing my job as I will not be signing the “Oath of Office” (because the Crown is a monstrous fraud). Accepting that my term will not be longer than 45 days, I can scrutinize the entire process without bias.
is a living wage policy similar to the one that’s been in place in the City of New Westminster since 2010. B.C.’s minimum wage is only 54 per cent of the living wage for Victoria. A full-time minimum wage worker makes just over $1,600 a month, and when we consider that the cost of full-time childcare starts around $800 month, it becomes clear why it is not possible for most single mothers to work, resulting in a simply astounding poverty rate of one in two children with single mothers.
Your main goal if elected? To give the people the hope that there is a way out of this slaving hell we’ve all been caught in. The days of retirements and vacations are coming to a close. If businesses cannot adhere to the required austerity, they will collapse. City hall will become a hub of survival expertise that recognizes community as the only thing that will see the people into the hard hard future, with a 24/7 meet and greet space that will look remarkably like a tent city. Every bylaw will be scrutinized for constitutional compliance and discoveries will be made public. Police will have mandatory sensitivity training with focus on recognizing conscientious behaviour and if the cop culture does not toe the line, they will be replaced by a volunteer force.

Your council candidates: Marianne Alto
Christopher Coleman
Marianne is a facilitator, active in the community for over 25 years. With law and science degrees, she is principal in Azimuth Research and Consulting, a firm specializing in organizational change, strategic planning and project management. City appointments include planning/land use, corporate/strategic services, cycling task force, UVic, DVBA, Tourism Victoria and Transit Commission.
Chris is completing his fifth term on council. He is 60 years old, and is married to Judith. He holds a BA and an MBA (UVic) and an LLB (UBC). Chris spent 16 years in marketing, and has taught sessionally for the School of Business at Camosun College. He has been repeatedly recognized for his work building community.
Why should I vote for you? I keep my word. In 2011, I pledged to create more affordable housing, a more transparent city government, and limit tax increases. So I supported new housing in every neighbourhood, protected Housing Trust Fund, instigated open data systems at city hall, capped tax increases at 3.25 per cent, and froze council salaries. Your main goal if elected? Make Victoria more affordable, rebuild infrastructure, stimulate business growth and social development, and strengthen neighbourhoods. I’ll limit property tax increases to annual inflation rate +1 per cent, invest to create jobs and housing, renew Victoria’s 20-year capital plan, revitalize Douglas Street, invest in arts and culture, accelerate neighbourhood land-use plans.
Why should I vote for you? I’m proud that others have said that that I’m “...the voice of reason, deliberation, and balance. He sees issues from many angles and offers up excellent advice to those who seek it.” My commitment is to continue to bring this perspective to all issues that Council deals with. Your main goal if elected? • more affordable housing solutions • safer streets • diversified economic growth • the infrastructure deficit • density in downtown • slowing the tax lift • greater regional co-operation/amalgamation

Steve Filipovic
James Harasymow
Steve is a small business owner who is a community advocate working with issue-based organizations in Victoria. His greatest contribution has been 18 years of working with the Earth Walk Committee, which involves a participatory parade and an environmental fair that showcases roughly 40 different cause-oriented non-profit groups.
James has lived in Victoria most of his life, and resides in beautiful James Bay with his wife and two children. He has owned and been fully involved in several small businesses in downtown Victoria. Very active in his children’s school PAC, he looks forward to adding some new energy to city council.
Why should I vote for you? Vote for me because of my serious commitment to the issues we are facing as a society. Many of them have remained little changed over the past 25 years. It is time for new perspectives and an open accountable city hall. We’ve been struggling for freedom of information since the ‘70s!
Why should I vote for you? A vote for me means you believe your city council should reflect its people. Victoria, so filled with wonderful diversity, should be equally represented in city hall. I believe I bring an open mind, a caring attitude and an appreciation for the beautiful here and now, and overwhelming excitement for the possibilities of tomorrow.
Your main goal if elected? My main goal as a councillor is to advocate for an equity gaining housing program to help renters stuck in over-market rental units, transitioning them into becoming owners of property. We can do this by reorganizing the city’s investment budgets for a win-win!
Your main goal if elected? My goal once elected will be to continue to heighten interest in municipal, as well as provincial and federal politics. I will find exciting and entertaining ways to draw people into what should be a priority in their life. I will focus on the downtown core and environmental progress.
Ian Hoar Ian is 33 years old and is a software developer in Victoria. His past involvement in politics was as a news camera operator for CTV Vancouver Island, where he got a behind-closed-doors look at Victoria’s political players. He comes to politics out of a love for Victoria and a desire to represent his generation in local politics. Why should I vote for you? I hope to join council as a pragmatist interested in downtown revitalization, alternative transportation and supercharging our creative economy. By day, I am a software developer in Victoria’s booming tech sector and I hope to be able to use my creativity and problem solving skills to help modernize our city. Your main goal if elected? My main goal is to reduce the administrative drag on entrepreneurs and creators. The most common criticisms I’ve heard about Victoria concern its slowness and its bloated processes. We should be a city that is saying “yes!” to new business and doing everything possible to enable our creators.
Hilary Groos Hilary is a fourth-generation Victorian and an enthusiastic individual. She has a strong record of volunteering, board directorships and fundraising for a great diversity of nonprofits. This enables her not just to keep informed of our community’s issues, but also to bring these issues to the table to discuss and find solutions. Why should I vote for you? Council needs to change and take important decisions towards moving Victoria successfully through the 21st century. I represent this kind of change. From my career in international organizations, I bring experience in governance, decision-making, policy, strategy, consensus-building and administration. Your main goal if elected? My aim is to make sure all decisions are fiscally responsible ones and that they are based on evidence, sot suppositions and perceptions. Good finances make for a good city.

OUR VIEW
Lest We Forget How will you mark Remembrance Day this year? In 2014, as we mark the 100th anniversary of the start of the First World War – so erroneously dubbed ‘the war to end all wars’ following the horrific conflict – we pause to reflect how different our world is today than when those young men and women left their homes for the far-flung battlefields of Europe. At the same time, we recognize that the risks today’s service men and women face remain all too real. As recent events in Quebec and Ontario remind us, our Armed Forces personnel are not only at risk when fighting on foreign soil. Each day, both at home and abroad, service personnel strive to keep Canada and Canadians secure; sometimes they put their lives at risk in doing so. It’s likely in response to this that local members of the Canadian Legion noticed a spike of early interest among those looking for poppies this year. In fact, as the number of veterans from those early battles dwindles each Nov. 11, we see renewed demonstrations of remembrance from younger generations – from soldiers, sailors and airforce personnel, their families and friends, and the community at large. Local author and historian Mark Zeuhlke, this week awarded the 2014 Pierre Berton Award: the Governor General’s History Award for Popular Media for his contributions to the promotion of Canadian history, has observed a shift in recent years not only to those participating at Remembrance Day services, but also those actively seeking the stories that formed such a significant part of our national identity. From the traditional readership of veterans and history circles who sought out his Canadian Battle Series titles, Zeuhlke has seen significant growth among younger readership, nearly half of which are women in the 35 to 65-year-old demographic. These are people interested in their family stories, the generations that came before, and how their experiences shaped the society we now enjoy. “I’m very heartened when I go to the cenotaphs on Nov. 11 and see all these families there with their kids; you didn’t see that 15 years ago,” Zeuhlke reflected. “I think people started thinking about remembrance more.” What do you think? In fact, when they looked at the employment multiplier – the number of jobs created per million dollars of increased output – they found that it was “by far the highest across all industries.” In other words, as a job creation tool, investment in early childhood education sets the gold standard. According to data from Statistics Canada, the NDP’s proposed investment in childcare will help create approximately a quarter million jobs. At the same time, the boost to Canada’s economy is estimated at $20 billion by 2020. Of course, affordable childcare not only lifts a burden from the shoulders of parents re-entering the workforce, it enriches the lives of their children. We know that access to high quality early childhood education programs leads to better social and economic outcomes for children. Quality care makes children more likely to graduate and find employment; less likely to be out of work, in jail, or in need of social assistance. Taking these many varied benefits into account, most analysts not only conclude that the program pays for itself, but find that for every dollar invested we see at least two dollars in shared benefits. Clearly, this is an investment that’s as good for our economy as it is for our children. It’s an investment we can’t afford not to make. Victoria Votes: Election 2014
Your council candidates: Ben Isitt Ben is a city councillor and CRD director, serving as secretary-treasurer of the Capital Region Housing Corporation and Island Corridor Foundation director. Professionally, Ben is an award-winning historian, author and legal scholar. He has visited 60 countries, gaining a deep appreciation of the world’s cultural diversity and natural beauty. Why should I vote for you? My track record as a city councillor standing up for people and the planet is clear. People from across the political spectrum have united behind the vision of social justice, ecological protection and good government. I will continue standing up for these priorities at city hall with your support. Your main goal if elected? My main goal is to ensure that local government is a positive force in our community, providing cost-effective infrastructure that supports people in leading healthy, active lifestyles, and pursuing development that creates affordable housing and economic opportunities while respecting Victoria’s heritage and leaving no one behind.
Jeremy Loveday My leadership style is to bring people together, to listen, to think critically, and then to act. I will work collaboratively to protect and expand affordable housing and advocate for alternative transportation. I will utilize my experience and energy to work hard on behalf of residents, neighbourhoods, and local businesses. Why should I vote for you? I have dedicated myself to building communities, to providing platforms for young people to express themselves and to speaking out about important local issues. I have the experience and energy to be effective on city council. I will be a strong voice for affordable living, alternative transportation and vibrant neighbourhoods. Your main goal if elected? I will work to keep Victoria affordable for everyone. You shouldn’t have to move to the western communities to raise a family. There are simple and effective changes that we can make to increase our rental and affordable housing that will help everyone to find a home that they can afford.
Gordon MacKinnon Gordon has worked in engineering and computing, on the board of Directors of CJSR-FM, lived in Greater Victoria since 1993, founding DataSure Services, presented at a 1996 NASA/ IEEE conference, two 2001 legislative assembly committees and the federal Finance Committee in 2007. He’s a recorded singer/songwriter, and on VEMA’s Cyclist Response Team. Why should I vote for you? I have a broad range of experience, continuing to learn and ask difficult questions. We can achieve the best outcomes by leveraging the community ethic. It is more effective to educate rather than legislate. I favour governance by sound judgement, not sound bites. There aren’t easy answers to challenges we face. Your main goal if elected? To provide strategic vision to help Victoria to provide the leadership the world needs in evolving a sustainable and inclusive community, and leverage and enhance our most valuable assets, human resources and quality of life to foster economic growth and self-actualization.
Erik Kaye Erik, 46, is a leader on expanding public transit and creating walkable neighbourhoods. He has worked on climate change and energy efficient policies and programs for the B.C. government. A past member of the Fernwood Community Association board of directors, he also serves on the boards of Together Against Poverty Society and the Sir James Douglas Out of School Club Society. Why should I vote for you? I would bring a fresh approach and new ideas to Victoria city council and the CRD board. My 17 years of experience in the B.C. public service has given me experience in managing budgets and programs. I will work hard to deliver on your priorities. Your main goal if elected? Ensuring we preserve and improve public facilities like Crystal Pool, by developing a 20-year infrastructure plan. I would consult Victorians on priorities like a new central library branch or performing arts centre, and work with mayor and council to develop a practical funding strategy to implement the plan.
Margaret Lucas Margaret is a respected executive leader in our city. Her work on the transformation of the Hotel Douglas to the Hotel Rialto shows that she is not afraid to get involved and cares deeply about her community. She is valued for her tireless work ethic, sage counsel and the ability to get a job done. Why should I vote for you? I will utilize my knowledge, skills, relationships and experience to create a positive change in our city. I have run successful businesses and managed large construction projects. I want to make our community healthy, engaged and culturally active. I’m the person to call when you want a job done and done well. Your main goal if elected? I want to ensure that our city is thriving with prosperous citizens, successful businesses and tourists all of which are indicators of a healthy and strong community. I want to know that after my term is completed that I have left the city in better shape than when I started.
John Luton John, 60, served on council from 2008 to 2011, and has worked in the community on issues related to cycling, walking and community design. He works as a transportation consultant and lives in Fairfield with his wife and two children. Why should I vote for you? I have experience and a record on council that shows I can work collaboratively on diverse issues to tackle the key challenges facing Victoria. We tackled homelessness, got started on key infrastructure needs and put the city back to work while balancing the need for new development against protecting our cherished heritage. Your main goal if elected? I want our city to get back to work on homelessness and affordability, on our infrastructure deficit, on plans for neighbourhoods and active transportation. We need balanced development to attract new business, protect traditional industries and share the load of financing our services and capital needs equitably.
Pamela Madoff Pam has made a substantial contribution to the development and implementation of forward-looking and sensible policies. Helpful and co-operative, energetic and enthusiastic, dedicated and concerned, she shows a considerable understanding of complex issues. She listens intelligently, does her homework, sticks to principles and does what is best for the city and its citizens. Why should I vote for you? As an experienced, energetic and inclusive councillor, I’ve listened to citizens and acted upon your concerns and ideas. I’ve supported forward-looking, sensible policies that serve the community, while balancing economic and social priorities. I have advocated for the arts, good urban design, heritage, social and environmental responsibility and affordable housing. Your main goal if elected? If re-elected, I will continue to work closely with citizens to ensure that council initiatives reflect the views and priorities of citizens. I would also encourage council to complete projects, in an orderly and timely manner, before embarking upon new initiatives. Let’s get things done and get things finished!

Your council candidates: Ryan Moen
Sean Murray
Ryan has called Victoria home for 15 years, serving his community through massage therapy for the last five. Witnessing our communities reluctantly pack up and move due to cost of living, he created ryanmoen.com, allowing his campaign to be shared, and your need for answers to be heard.
Sean has two years of university, covering a broad range of subjects. He feels he is wellrounded and understands the needs of all of society’s factions. He has lived in Victoria more than half his life. He currently does volunteer work in a seniors’ home.
Why should I vote for you? I offer a pragmatic and balanced approach to city council. As highlighted on the issues page of ryanmoen.com, I deliver facts to the public, allowing us to be active members in decision making. I want to be the first councillor you contact with your questions that need answering. Your main goal if elected? Invest in our aging infrastructure. Retain value for property owners and tax payers. We need to see our stable IT, legal, banking and government industries stay in Victoria by assuring them that there are long-term decisions being made. Our investments of today should not be the burden of tomorrow.
Why should I vote for you? The first thing I would do would be to look at the bridge project. I would also advocate for the R.I.T.E. Plan for sewage treatment. It is less expensive than what the CRD is proposing. Your main goal if elected? To guide our city on an intelligent path for the future; harmonize economic values with environmental and social issues.

ria needs councillors with that long-term personal investment and passionate drive to build a better today for a more prosperous future. Your main goal if elected? My main goal is to bring fiscal responsibility and account-
ability back to Victoria and to tackle the serious issues facing our city. Council focusing on lowering speed limits and banning skateboards while we have a $500 million infrastructure deficit and a 10 per cent commercial vacancy rate downtown is embarrassing and irresponsible.

Tahoe is up to the big towing tasks By Zack Spencer
The all-new 2015 Chevrolet Tahoe is part of a full suite of large trucks from General Motors. These range from the Chevy Tahoe and Suburban, the GMC Yukon and Denali and the Cadillac Escalade. Something of interest is the preference Canadians have for the GMC brand over the Chevrolet trucks, which are the most popular in the United States. More Canadians go for GMC and the US loves Chevrolet, the complete reverse.
Looks
In the Chevrolet family the Tahoe is the short wheelbase version and the Suburban is the longer wheelbase model, with much more cargo space behind the third row of seats. The Tahoe sits very high off the ground so the power side step is a wonderful addition along with a power tailgate and backup camera. How did we ever live without these amenities before? The biggest change is the front lighting package GM has used on this Chevrolet. LED daytime running lights make a statement and the monster grille with the big

Find yourself someplace new!
Inside
One of the biggest changes in the full-size pickup trucks is the level of refinement and ride quality and this has migrated into this Tahoe, the cabin is quiet and refined. This is done through a number of advancements; one of the biggest is the way the doors wrap into the roof to help shut out road and wind noise. The next big advantage is the attention to detail in the front cabin. There is a big screen, front and centre, with easy to use and access rotary dials and switches.
Drive
The two-wheel drive Tahoe is the value leader in the GM line of full-size trucks, starting at $51,900-- the GMC comes with a $2000 premium over the Chevy. Yes, this is an expensive vehicle but keep in mind that towing is a big reason why people purchase such big trucks. With a towing capacity of 3856kg (8500 lbs.) in two-wheel drive trim and 3765 (8300 lbs.) with four wheel drive, the Tahoe is up to the task of towing most pleasure boats
American Thanksgiving in Portland Sherlock Holmes & The Case of the Christmas Carol New Year’s on Catalina Island
and family campers with ease. The Tahoe uses the same 355hp 5.3L V8 engine found in the full-size pickup trucks. It uses direct injection technology and has the ability to switch off half of the cylinders to help save fuel. There is a small indicator light on the instrument cluster that tells the driver when the engine is running on just 4-cylinders. This helps the driver feather the throttle to keep the engine in this fuel saving mode as long as possible. When more power is needed, the engine automatically reverts to all eight cylinders for maximum power.
Verdict

Stingray. This system monitors the road condition up to 1000 times per second and adjusts the shock absorbers up to 100 times per second to improve ride and handling. TThe GMC Denali and Cadillac Escalade trucks have a larger 6.2L V8, which is much quicker and more capable. This Tahoe is just part of the fullline of trucks from GM that dominate the market, and for good reason. These are well-designed, well-made and supremely comfortable vehicles for a large family.

At home on the Serengeti and in the city By Ian Harwood
without damaging it. To my surprise, the vehicle performed just fine. I had driven on a steep side slope without and problem although my passenger was a little worried we were going to roll. I took it through a series of wellplaced ditches to test the articulation and managed to raise the passenger front tire easily three feet in the air while I teetered back and forth. A section of deep mud was no problem with the rear differential lock on. There was no chance of this being stuck. Besides there was no way I was calling
The recent Mercedes G-Class increased the aggressiveness of its physique. And, as a result, the G550 I tested can now navigate around the rhinos in the African Serengeti as well navigate the busy streets of downtown Vancouver without looking out of place! – Many would think you’re crazy to take a Mercedes off-road, but this vehicle has been exploring Africa and Asia for decades.
Looks:
It has a European look at the front end, with two marker lights on top of the fenders and LED light strips just below the headlights. A large Mercedes emblem is proudly displayed in the centre of the grille. The large wheel well openings and fender flares contribute to the aggressive look but serve a practical purpose in allowing for full travel of the suspension without letting the tires rub.
In The Cab:
Good vision on all sides. The cabin is extremely
well laid out. Controls are easily reached and I like the carbon fibre look over the wood burl. Three rocker switches on the dash control the centrifugal lock on the transfer case, the rear differential lock, and the front differential lock. When you engage these locks, an audible sound appears along with a light on the dash. The navigation screen is just above the centre stack on the dash. It looks a little out of place, almost if it
were an iPad placed there. I would have liked to have seen more of integration into the dash. The seats are very comfortable and controlled from the door panel. The steering wheel has a piano black lacquer on the smooth surfaces and the upholstery is ‘designo’ leather giving this space a luxurious feel to it.
Safety first:
Driver and front passenger air bag, side and rear head airbag. 4 wheel ABS,
traction control, electronic stability control, and brake assist. In the event of an accident the engine is automatically turned off, hazard lights are turned on, and doors are automatically unlocked. Now that is thinking! I had the opportunity to test this vehicle on the back roads. I have to admit I was a little sceptical of taking this vehicle through the mud and steep washouts
The G550 is equipped with a 5.5 Litre V8, which has an output of 382 hp and 391 ft lb of torque. The transmission is a 7G-TRONIC plus, that has been around since 1960, although updated to handle today’s requirements. Pump frequency:

Buying a used vehicle?
In celebration of the grand opening of Volkswagen Victoria, we’re hosting a special one of a kind “i ♥ VW” Superfan contest. Simply tell us why you love Volkswagen and show us your passion for the brand.
Contest closes November 10, 2014. Please visit vwvictoria.com for full contest rules.
I do not think people are going out to buy this luxury vehicle to drive some rough back roads but it would be comforting to know it can.
Look a little closer because that QR code on the B pillar could be a lifesaver. When a crash occurs and the vehicle is seriously damaged, the priority for the rescue services is to free the occupants. This can be extremely dangerous for both occupants and first responders since the vehicle is equipped with many potentially hazardous components such as high voltage wiring, fuel lines as well as airbags and SRS pyrotechnics, all of which can be compromised depending on the severity of the impact. While Mercedes-Benz information has been available to rescue teams for decades, it was traditionally provided in a printed format or downloadable as a pdf document. Today, it can be accessed by scanning a QR code with a smartphone, providing immediate access to a detailed rescue card which contains all of the structural details specific to a vehicle model, such as the location of airbags, battery, high strength steel (HSLA) and fuel tank. As part of its awareness campaign, Mercedes-Benz Canada has captured Kelowna’s Fire Hall No. 1 firefighters’ thoughts on Rescue Assist (http://bit.ly/10yVkWT).

says that pressure is amplified when, as a member of the military, he knows why he's playing. "It's a huge pressure playing for the memory of those that have sacrificed so much. It's very humbling to think of their stories and hear their stories, and to know that we're there remembering them, and honouring those that continue to serve," the petty officer (second class) says. "And while that can be a lot of pressure, it can also help give us a focus and direction to think about when we're doing it; to think about the heroism and the valour of all those that have been in the military before and continue to serve now." The 31-year-old comes from a musical family. He first started playing music in Grade 5 on the cello, but switched to trumpet for his school band in Grade 7. The musician pursued music performance in university, first obtaining a bachelors degree from the University of Prince Edward Island, and then a Masters degree from the University of New Mexico. "By the time I got to university, I was so in love with music I decided it was what I wanted to do full time: perform." McCrady joined the Naden Band in 2009. He will be one of a number of trumpeters and buglers performing The Last Post and Reveille at Remembrance Day ceremonies throughout Greater Victoria on Nov. 11. Downtown’s St. Ann’s Academy plays host to the Georgia Strait Alliance’s Wild & Scenic Film Festival Thursday. Featuring a collection of films from the annual festival held in Nevada City, CA, the festival focuses on films that celebrate the planet and explore its environmental concerns. Beginning at 7 p.m. Nov. 13, the festival showcases eight films, including award-winning STAND and North of the Sun. STAND is described as “a hauntingly beautiful examination of the people and culture of the Great Bear Rainforest – and the lives of those committed to defending its fragile ecosystems against the threat of oil tanker traffic on B.C.’s coast.” Canadian adventurer Norm Hann is featured in the film and will be on hand to speak about his experience
paddleboarding the 400km tanker route from Kitimat to Bella Bella. “We are excited to be a Canadian participant in Wild & Scenic On Tour and to be playing our part in spreading the importance of nature in our lives,” says GSA Executive Director Christianne Wilhelmson. North of the Sun chronicles the adventures of Norwegian surfers Wegge and Ranum who spent nine cold months on a remote arctic island off the coast of Northern Norway. With little food and meager shelter, they survived with their most important possession, their surfboards. The remote bay holds a well-kept secret; some of the world’s finest surfing waves. Festival tickets are $20 in advance or $25 at the door. For the full program visit www.georgiastrait.org/ files/share/WSFF_Program_Final.pdf

Grace’s new husband has only one rule: do not go into the small room at the top of the stairs. Will she succumb to the temptation as she is drawn to the mystery behind the door and his secret life? Directed by Naomi Simpson at Langham Court Theatre, Carole Fréchette’s openended parable The Small Room at the Top of the Stairs is a suspenseful psychological drama. Inspired by the old folktale Bluebeard’s Chamber by Charles Perrault, and starring Julie Forrest, Michelle Morris, Justin Carter, Wendy Magahay and Leanne Allen, “what lies behind the door will have you talking!” Fréchette is an award-winning Canadian playwright whose plays include The Four Lives of Marie, The Seven Days of Simon Labrosse, Helen’s Neck-

TOP TEN | Tips for every homeowner
Do-it-yourself home maintenance tips Laura Lavin News staff
Every homeowner knows the learning curve is never ending when you own your own home. Along with washing the dishes and sweeping the floor come routine maintenance tasks and minor repairs that occur both seasonally and when you least expect it. Welcome to Part Two of our Top 10 list of around the house chores and trouble shooting ideas that every homeowner should know. Stop a leaky faucet: Nothing is more irritating than the drip, drip, drip of a leaky faucet. Fortunately, it’s an easy fix. First turn the water off underneath the sink, then plug the drain to help keep loose screws and washers from getting away. There are four types of taps, compression (two handles), ball (contains a ball bearing), cartridge and ceramic. To fix a compression faucet, remove each handle, then use a wrench to remove the nut. Underneath is the stem, which sits on top of the O-ring, which is on top of a seat washer. The seat washer is made out of rubber which when worn out, creates a drip. Pull out the stem and replace the washer – making sure you have an exact fit. Then reassemble the tap. Re-caulk a window: This is best done in mild, dry weather. Start on lower windows and you’ll be an expert before you have

Prep carefully, removing old caulk, dirt and paint with a razor blade, cleaning the surface with a wire brush and make sure you have the right caulk for the job. Place the tube in the caulk gun and pull the notched rod back and turn it into place. Cut the tip of the tube about a 1/4 inch at an angle. Press the tip firmly against one corner of the window and apply caulk to the next corner in a continuous bead, just thick enough to fill the gap. Continue around all sides of the window, wiping excess caulk away
with a rag immediately. Repair cracks in the driveway: Heat, rain and tree roots can all take a toll on your driveway. To repair cracks in concrete, first power wash with a masonry cleaning solution to remove oil and grime. Mix your concrete to a doughy consistency. Use a sand mix for small cracks and gravel for larger holes and deep cracks. Pour the concrete in the cracks and use a trowel to fill in the holes, to remove excess and leave a flat surface. Allow it to dry overnight. When dry, apply a coat of resurfacing

concrete over the entire surface. Care for hardwood floors: Hardwood is beautiful and not difficult to care for. Make sure you clean spills when they happen, leaving water or other liquid will mark your floor. Vacuum with a brush or dust weekly and use mats to protect high traffic areas. Use furniture pads on the feet of all tables and chairs and avoid dragging items across the floor. When cleaning, never use ammonia-based products, bleach, wax, detergent or
vinegar. Keep your grout clean: Regular cleaning will keep grout looking fresh, but any grout will dull over time. Use a solution of hydrogen peroxide and baking soda mixed into a paste. Use a toothbrush to spread the mixture onto a small area of grout, two feet at the most. Allow it to sit for five to 10 minutes, then use the toothbrush to scrub the area. When you’re all done, remove the paste with a damp cloth and clean your tile as usual. editor@oakbaynews.com

City Car: Kia Soul EV & Smart ForTwo Electric Drive. Bob’s Pick: Both entries are small electric vehicles and they’re close in terms of performance, but the Kia Soul EV is my choice. It seats five (instead of two), has more cargo space and rides nicer, making it a more practical everyday car. Bob’s Pick: My clear winner here is the Acura RLX Hybrid, a large all-wheel drive luxury sedan that’s fun to drive, yet very easy on fuel. It uses a 3-motor hybrid powertrain with a front electric motor & twin rear motors. The drivetrain also includes a 7-speed dual-clutch transmission.
Regardless, all of these GM trucks represent the majority of full-size truck sales in Canada. GM kind of has a lock on big vehicles able to move a large family, tow a trailer and now do it with much greater efficiency. These are all based on the award winning full-size Chevrolet Silverado and GMC Sierra pickup trucks that arrived in 2014. GM has taken much of what made those some of the most comfortable vehicles to drive and baked it into the Tahoe and others.
Looks
In the Chevrolet family the Tahoe
is the short wheelbase version and the Suburban is the longer wheelbase model, with much more cargo space behind the third row of seats. Some might find the new design direction from GM to be a bit too slab-sided, with squarer edges and boxy shapes but I prefer the modern take on the classic design. The Tahoe sits very high off the ground so the power side step is a wonderful addition along with a power tailgate and backup camera. How did we ever live without these amenities before? The biggest change is the front lighting package GM has used on this Chevrolet. LED daytime
running lights make a statement and the monster grille with the big Chevrolet bowtie looks rough and ready.
There is a big screen, front and centre, with easy to use and
access rotary dials and switches. There are USB plugs along with regular power outlets just under the radio and more USB plugs inside the glove box and yet another behind the radio screen that slides up and away to reveal a hidden compartment. The back seats have an available flip and fold feature that automatically lowers or raises the second and third row of seats. What is surprising is the lack of cargo space behind the third row when it is in use, the bigger Suburban might be the way to go for really large families. Drive The two-wheel drive Tahoe is the value leader in the GM line of full-size trucks, starting at $51,900-- the GMC comes with a $2000 premium over the Chevy. Yes, this is an expensive vehicle but keep in mind that towing is a big reason why people purchase such big trucks. With a towing capacity of 3856kg (8500 lbs.) in two-wheel drive trim and 3765 (8300 lbs.) with four wheel
drive, the Tahoe is up to the task of towing most pleasure boats and family campers with ease. These tricks help improve city fuel economy by seven percent and highway consumption by ten percent.
Verdict
The Tahoe tested was the top LTZ trim with the magnetic ride control, the same system used in the Corvette Stingray. This system monitors the road condition up to 1000 times per second and adjusts the shock absorbers up to 100 times per second to improve ride and handling. This along with the smooth engine and quiet ride makes the Tahoe feel like a big, luxury sedan. It is no wonder that people who have
“

”
Zack Spencer
these big trucks love them. One thing to consider when choosing which truck to buy is the available engine. The GMC Denali and Cadillac Escalade trucks have a larger 6.2L V8, which is much quicker and more capable. This Tahoe is just part of the full-line of trucks from GM that dominate the market, and for good reason. These are well-designed, wellmade and supremely comfortable vehicles for a large family. zack.spencer@drivewaybc.ca

PRESS GREATER VICTORIA

BLACK PRESS GREATER VICTORIA- Friday, November 7, 2014
The priciest examples of the worst cars ever By Rob Sass
The classic car market has been on a tear for several years now. Some cars that you would never imagine breaking the five grand barrier have done so, often handily, with the best examples of some of the worst cars ever regularly breaking the bank on eBay. Here are some of our favorites: 1. 1990 Yugo GV ($9,100): Nobody restores a Yugo, right? Ummmm … wrong. This one was restored to better-than-new condition with great paint and interior. When new, these
communist-made transportation appliances with funny-smelling plastic interiors and negative numbers in every relevant safety measure sold for about three grand. This one brought almost three times that on eBay in August 2012. 2. 1985 Trabant convertible ($18,900): Yet another product of European communism, the smoky, twostroke Trabant was made from a resin-impregnated, cloth-based composite material that was rumored to be based on discarded East German military uniforms. A sign of the backwardness of the former Soviet bloc, the
juxtaposition of Trabants against 7-series BMWs after the wall came down was particularly comical. While it was an unusual “beach car” convertible variant, this was huge money for a terrible car. Sold on eBay in October 2012. 3. 1979 AMC Pacer ($12,433): Pacers had a brief moment in the collector car sun after the movie “Wayne’s World,” along with other “nerd cars” like the AMC Gremlin. This incredibly clean example with just 38,083 miles sold on eBay Motors in March 2014 for the huge sum of $12,433.
4. 1979 Ford Pinto ($4161): Saying that Pintos are “da bomb” is a terrible joke that we seem to have repeated. Known mainly today for their fuel tank positioning, which gave them explosive characteristics in rear-end collisions,
they really weren’t bad to drive. But the attending bad publicity ensured that, along with Chevy’s ill-fated Vega, American compacts failed to stem the tide of Japanese imports. This disco-era Pinto wagon, complete with a factory
porthole window, was just the thing for someone with a case of “Boogie Nights” nostalgia. Sold in November 2012 on eBay Motors. Trabant: 1985 Trabant convertible (photo courtesy of ebay)
