Lake Country residents will be asking themselves whether it’s time for change or not, when they head to the polls this weekend in the B.C. municipal election, with choices on the ballot for mayor and council and only one ward council seat being filled by acclamation. Incumbent mayor James Baker is being challenged for the second straight election by realtor Jayson McCarthy while newcomer Matt Vader is the only council candidate who isn’t in a race for his seat as the lone person to come forward in Carr’s Landing to replace Barbara Leamont. “More of the same old rhetoric is not what we need,” said Vader, who took part in an all-candidate’s forum in Winfield, despite already winning the seat. “We need a council that can set
policy and not only stick to the plan but provide tenacious oversight to make sure the plan and vision is followed.” The election campaign in Lake Country has featured two candidate’s forums where the biggest issue raised was the restructuring that took place at Lake Country municipal hall as former administrator and council candidate Randy Rose has been able to push the issue to the fore-front, both in Oyama and in Winfield. Other issues raised by residents included the future of Pelmewash Parkway, infrastructure, development and future growth of the district as well as balancing that growth with the area’s small town history. In the mayor’s race Baker is running after three straight terms as the head of the council. A former councillor and retired professor, Baker says despite issues
Old hand or newcomer KEVIN PARNELL Voters in Oyama will be faced with a unique choice when they have a look at their voting card come election night and the vote comes down to a choice between a 25-year resident of Oyama or a newcomer to the local scene with ties to Gatzke Orchard. Incumbent Oyama councillor and self-employed home inspector Owen Dickie is being challenged by Keli Westgate, also self-employed and a current resident of
Coldstream. Dickie is coming off his first term as the Oyama representative, while Westgate says she is looking to move to Oyama in the near future. At candidates forums and in questions from the Lake Country Calendar, both candidates pointed to the new highway and its effects on Oyama, as well as the future plans for Pelmewash Parkway as big issues facing the area. that needed doing,” said Baker. “We’re in good shape. It cost money to reorganize but we save money in the long term. We were top heavy and now we’re not. We have
less administrative costs and we’re finding ways to get the work done with fewer people.” Baker denied it’s
time for change in Lake Country and said there is much work to be done to continue Lake Country’s growth. “If things aren’t broken why fix them,” he said. “I think we’ve done well as a small community. philosophy that turnover in local government is a good thing. He says he didn’t run again for council after two terms for that reason, stepping back to let other people come forward. This year he said he decided to run for mayor again to give a fresh perspective. “I think when you have been in the same role for an extended period of time you start taking certain things for granted,” said McCarthy. “With new energy and new perspective comes a new way to look at critic-
al issues.” Born and raised in Lake Country and with a background in several small and large businesses over the years, McCarthy has temporarily re-located to Kelowna to care for a family member. He called himself a Lake Country guy and says he will return to Lake Country as soon as his family matters can be dealt with. In terms of the restructure, he said the moves have had a big impact on the parks and recreation department and that is something he
is not in favour of. “I have significant concern about the decision of the district to dramatically move away from parks and recreation as a priority and there are a lot of people in the community that are really disappointed,” he said. “They didn’t consult with the community in any of those decisions. I would lead council to talk about understanding the balance between an investment in parks and recreation in conjunction with the other infrastructure issues.” VOTED

Incumbent Penny Gambell is looking to continue a long run on council, after nine years as a member of local government. “I am available to listen to the concerns of my constituents with an open ear,” said Gam-
bell. “As an independent thinker, I am keen to question and search out answers to help us make the best decisions for the future of Lake Country. Growth will come to this community without doubt, but how we manage the growth is the job that council needs to do well.” Most candidates during the election campaign pointed to infrastructure as one of the main issues facing Lake Country as it moves ahead.

The second (biggest) issue is waste water/septic. Interior Health has estimated that 50 per cent of the septic systems in Oyama are in some stage of failure.” For her part, Westgate, whose husband works at Gatzke Orchards, pointed to waste management and its connection to health and cleanliness of the area’s water as a major issue in Lake Country. Specific to Oyama she, said highway safety and signage with regard to the new and old highway 97 is big issue. With Westgate not living in Oyama, the issue of where a candidate lives has come up in candidate forums. Westgate said she lives just 10
minutes from the ward and has already formed strong ties to the area. “Only one person came forward to run in Oyama, so I decided to run,” she said. “I think you can be accessible if you don’t live there. I live 10 minutes away and my husband works in Oyama. I think it’s more important to be available to people and that doesn’t always have to be in person. I bring a fresh perspective and have up-to-date ideas that are rooted in solutions.” As for Dickie, who raised three children in Oyama, he says he has been available at all times during his first term as a councillor and believes his roots in Oyama are a benefit. “I have been proactive trying to see issues and problems before they surface and have worked to mitigate them in advance,” he said. “While I believe everyone should have a choice about where they live, I also believe that if you are going to decide where the boat is going, you should have a paddle in the water.”

A software developer and admitted non-politician, Rae was the only candidate to mention a lack of doctors in the area during either of the public candidate forums and also said the key to the area’s tourism industry is to find more niche tourist operations like the highly-successful kangaroo farm. Brenner, a deaf candidate who is running for the first time, is campaigning to improve Lake Country’s accessibility for people who need help with wheelchair access, hearing issues and other issues people with disabilities run into.
“I have concerns about water and transportation,” she said. “No one is talking about seniors. They should be our priority.”

Running for municipal council for the first time, Issler is running on a campaign to try and save the Aspen Grove Golf Course, sold last year to the Central Okanagan School District. A former engineer, he says he has done a site survey and feels there is ample room for a golf course as well as playing fields, as the school district has planned. “We can have the students using the kitchen to learn culinary skills and have them learn about irrigation in helping with the golf course,” he said. newsroom@lakecountrynews.net

The goal is to use the savings from the business system review toward infrastructure development in the near future. I think we’re on the right track.” On other key issues, Geier says establishing a permanent
location for the food bank and boys and girls clubs as well as pedestrian pathways in and around Peter Greer Elementary, improving safety on Okanagan Centre Road East and Robinson Road as well as re-aligning the Beaver Lake Road intersection are all priorities in Winfield. “I care deeply about the youth and would like to attract more young families to the area by providing them with opportunities and amenities that suit young, active, contributing community members,” he said. “I feel we must continue to support our arts and culture and lifestyle by encouraging growth that compliments our unique community.” Rose said he is prepared to transition from administrator to politician. Other priorities he includes are improvements to roads and expanding sewer into older neighbourhoods. “If I’m elected I won’t be snowed by the administrator,” said Rose. “I will get into the community to find out what people want and work hard to bring their issues to council.”

We wanted to have a discussion about that and have some consultation. We went to council and I fully expected to lose, but at least we would be heard. That was all. I support the beach being a park and being public. I don’t see it as an issue going forward. The bigger issue is everyone having a say.” Cameron says she listened to the majority of Okanagan Centre residents, who supported the removal of the items in a sector plan done for the area and says the issue now facing Lake Country is dealing with a lack of infrastructure such as roads and
sewer systems as development increases in the area. As well, she said access to the beach area for residents and boats is a big issue right through Lake Country “Water access is something that I hope we can address in Lake Country,” she said. “Moorage buoys is a big issue and how people access the lake, not only in Okanagan Centre, but in Oyama and Carr’s Landing and Winfield as well. We want residents’ input on how we address these issues and hopefully we can address it through our Parks Master Plan in 2015.” Ireland, a former long-time employee of Big White, said development tops his issues in the coming years as Lake Country continues to grow. “People are concerned about how the development will affect Okanagan Centre,” he said. “Roads are a major issue. The other thing I’m interested in is the growth of Lake Country. There isn’t enough tax money. Roads and water can take up every dollar but there needs to be a balance with parks and arts and culture and recreation.”
How to Improve Life for Rural Canadians Canada Post became a Crown Corporation to improve network services. The Canadian Postmasters and Assistants Association (CPAA) wants to ensure this multi-billion dollar public network remains viable and able to serve the public. We have found a way to make this sustainable. A recent study shows that nearly half of post offices outside of Canada’s big cities are in communities with no bank or credit union. In those communities that still have a bank or a credit union, many residents have to contend with limited, part-time banking hours. Our survey of Canada’s 3,300 rural post offices: “Why Post Offices should offer banking services” is available for free download at: http://bit.ly/1r8U3fj. Offering financial services in post offices would create a new revenue stream for Canada Post. Equally important, it would benefit numerous communities in Canada whose residents, in order to get to a bank or credit union, are forced to travel long distances. That costs time and money and stifles economic development. Many other countries similar to Canada, such as the United Kingdom, France, Switzerland, Japan, Italy and New Zealand, have very successful banking services right in their post offices. We, at CPAA, believe that our study is significant because of the value of this public asset. Canada Post is uniquely positioned to offer financial services throughout rural Canada. When Canada Post can make more money and offer more services to Canadians who need them, we have a perfect opportunity. Let’s not lose it. Please Support Rural Canada. Global warming stalled politically too
O
n most of the issues this column discusses, the feedback I receive is generally negative. One exception has been human-caused climate change, where my mail runs three to one in favour of a skeptical approach. Most express relief at having someone question the exaggerated or false claims advanced by environmentalists who strive to paint Alberta and B.C. as home to uniquely evil climate crimes. As mentioned last week, this is an urgent issue in B.C. as the government pushes to develop liquefied natural gas exports. The B.C. Liberal approach to limit only the “intensity” of greenhouse gas emissions from LNG production, and make no commitment on the majority of emissions from upstream gas production, looks like the effective end of Gordon Campbell’s crusade to lead North America in “cli-

Tom Fletcher mate action.” The government has also abandoned Campbell’s collapsed effort to set up a cap-and-trade system with various U.S. states to regulate emissions. Which brings me to a key reason for public skepticism. Going back to Jean Chrétien’s lip service to the Kyoto Accord, the world-wide effort to rein in fossil fuel emissions has been a smog of hypocrisy, hollow promises and failed experiments. The next grand climate summit is scheduled for Paris next summer, although the vast
international green bureaucracy will first have to jet to Peru for a pre-summit summit. The European Union has just agreed to a Campbell-like new target to reduce greenhouse gas emissions 40 per cent by 2030. But that’s dependent on the Paris summit reaching a legally binding international deal, something the United States remains unwilling to do. Meanwhile, Germany is building new coal-fired power plants. In Ontario, a grandiose scheme to replace coal-fired power with wind, solar and other renewables has produced steeply rising electricity rates and a political scandal over a cancelled plan to build gas-fired capacity. The public continues to be bombarded with ginned-up stories of environmental destruction. You may have seen shocking TV reports in October of a “haul-out” of thousands of walruses
on beaches around the Chukchi Sea in Alaska and Russia, with animals trampling each other. The World Wildlife Fund and U.S. biologists rushed to media to frame this as a crisis caused by a lack of sea ice. This claim has been demolished by Susan Crockford, an evolutionary biologist who teaches at the University of Victoria. If you Google “Walrus mass haulout hype refuted” you will find Crockford’s brief video showing a long, pre-industrial history of these events. She concludes that they are a sign of overpopulation in the now-protected walrus herds. Crockford’s website, polarbearscience.com, debunks similar claims made about supposedly disappearing polar bears that have been a mainstay over the years to drive the global warming catastrophe narrative. In terms of actual reduction of greenhouse gas emissions, there are
signs of progress. The United States has made considerable strides, thanks to abundant shale gas that has allowed it to switch from some of its 600-odd coal-fired power plants. Which brings us back to B.C.’s push for natural gas exports. The NDP claims to support this, but has spent hours in the legislature warning of a giveaway of the resource, imagined fracking disasters and LNG tanker explosions and everything else they can dream up to throw at it. This is the same party that campaigned against the carbon tax in 2009 and hasn’t had a coherent energy policy since. But this isn’t some partisan game. It’s about whether B.C. maintains its gas industry. And so far natural gas is the only thing that has substantially cut carbon emissions. its regulatory agencies, its international trade agreements, seems very far away. And yet roughly twice as many people make the effort to vote in federal elections than in municipal ones. Federal elections average a 60 per cent turnout. In the 2011 municipal election, only three B.C. cities managed to top 30 per cent. Why? Wouldn’t you expect immediate concerns to take priority over distant ones? Is it complacency— the universe is unfolding as it should? Is it apathy—the belief you can’t fight city hall? Most definitions of democracy focus on having the right to vote. I think that’s only a partial definition. Hong Kong has the right to vote. But not for candidates chosen by the voters. Only for candidates chosen by another

Campaign spotlights candidate’s life-long struggle–getting her point across
T
his year’s municipal election campaign has been quite a wild ride for Lake Country’s at-large candidate Arlene Brenner. Deaf from birth, Brenner has been fighting for better communication her whole life. So it likely wasn’t a e surprise to the Lake Country woman that she ran up against some pretty big challenges in her first run for muni1 cipal council and they all centred around communication. It began in Oyama where she was nearly skipped over by the moderator of the community club’s forum for taking too long, even though there was no way she could hear the bells and whistles used to indicate time was up. Brenner said she missed most of what was

She had to leave the head table to try and read lips of the other candidates and was going to miss her second time to speak before someone reminded the moderator that Brenner did, in fact, want to address the crowd again. At the more recent Lake Country Chamber of Commerce all candidate’s forum, Brenner was in better form and even got some help from
the chamber with a laptop and a person to point out questions and type answers from the other candidates so she could follow along. Despite the majority of the questions being about as hard-hitting as a limp noodle, the moderator of that forum decided to jump all over the place in his questioning instead of sticking to the numbered list provided to Brenner, apparently to confuse the candidates. Mission accomplished. “I missed a lot of what everyone was saying,” said Brenner. “I could do a lot better if we had full information for everyone. It would be really different. It just happened so fast. I didn’t talk about transportation. I wanted to talk about water. No one is thinking about our seniors. It’s very challenging. I have to think about ‘how do I
say this.’” In between the two forums this newspaper even jumped into Arlene’s world with headlines that labelled her with politically incorrect terms that went out in the ’80s. I emailed Brenner to apologize on behalf of our paper. She put together a video response and dropped by my office to accept the apology. It gave me a chance to talk to her one-on-one. “It’s been overwhelming,” she said. “But I’m starting to feel more like myself.” Brenner has avoided going door-to-door for the most part, trying to avoid the stress that comes when people who are used to talking and hearing have to communicate with someone who is deaf. She did go out on Halloween, carrying a sign that explained
who she was. She even has to watch she doesn’t get on the wrong side of the deaf community. “It’s hard for me. If I talk and don’t sign, if the deaf community sees me, they will be upset,” she said. But watching Brenner during the campaign you wouldn’t know she was struggling and doubting her performance. She has held her own, has spoken from the heart and has raised issues that are dear to her and the people she hopes to represent. “People came up to me after the forum and said ‘you speak so well’ and I ask them if they are just trying to be nice,’” she said with a big smile. “I’m proud of what I’ve done. It feels awesome. Everyday it feels

Despite campaign promises and policy platforms, no one ever knows how a candidate will act after getting elected. So you always vote for an unknown quantity, what my mother used to call “a pig in a poke.” And some do turn out to be pigs. But there is a solution. The alternative is to vote for a different candidate who will, you hope, turn out closer to what you expected.

Critical info withheld on Vintage Landing To the editor: On Nov. 4, I watched in horror as Kelowna city council unanimously approved major changes to the Vintage Landing project at a public hearing. This project sits on 870 acres of land along a kilometre of lakefront just north of the McKinley Landing neighbourhood and is limited to 1,000 hotel, motel and apartment hotel units for temporary tourist uses. What really horrified me was that council approved the changes knowing that prior to the hearing, critical information on the ultimate size, scope and density of the project had been withheld from public view. Citizens had issues with the lack of public notices posted on the property and with notices mailed to McKinley Landing residents. Others had issues
with the developer’s attempt to remove the 1,000 unit density cap on the project and to rewrite the zone to build as many units as he wished, without any public comment, review and oversight. The changes could have allowed up to 4,300 hotel units to be built. Others had issues with the lack of a traffic impact study to address public safety issues created on McKinley, Clifton and Glenmore roads. Still others wanted to know how much this project would ultimately cost taxpayers and ratepayers, since the developer wanted to build forms of housing more suited to permanent residences than for short-term tourist accommodation. During the meeting, city staff confirmed that project servicing would receive a 27 per cent public subsidy for roads
(15 per cent), parks (10 per cent), sewer trunk line (1 per cent) and sewer treatment (1 per cent). As well, taxpayers and ratepayers would have to pay the costs of off-site services used by any permanent residents such as policing, fire protection, transit, libraries and recreation. Staff failed to provide public cost estimates for these services. Only one person spoke out in favour of the project and he worked for a large developer in the area. Only Coun. Hobson questioned how many new units would actually be built. After much obfuscation, waffling and claims of less than 1,000 units, the developer finally admitted he wanted at least 200 more units. Surprisingly, every councillor, including
Mayor Gray and Colin Basran, voted for 1,300 units—not 1,200 units. Some councillors criticized the lack of public participation, project details, public costs and layout drawings but they still voted to expand the project and to give the developer more public subsidies without demanding any public accountability. Public hearings are not held to ignore real public concerns. Rather, they are held to listen to those concerns, to understand them and to act by placing public interests above private interests, which may involve delaying approval. After 15 years in office, it is sad to see that Mayor Gray’s legacy will be “Ignore the public— they just get in the way of business.” Richard Drinnan, Kelowna

B.C. looks to expand markets for wood products

n a time when electronic devices do much of our communicating for us, there’s something to be said for face-to-face interaction. That’s why trade missions are so important. It’s difficult to open up markets for B.C. products without setting foot in them. If you don’t understand your buyers, you don’t understand their needs or how you can fulfill them. Last month, I led my third forestry trade mission to Asia, joined by a

Columbia and Alberta. Much was accomplished during this 12-day trip. Jiangsu Province became the latest Chinese province to sign a memorandum of understanding with our government to increase the use of wood-frame construction. I also met with the vice-minister of China’s national Ministry of Housing and Urban and Rural Development to discuss renewing the memorandum of understanding set to expire in
March 2015.

At the same time, we celebrated the 40th anniversary of the Canada Wood Office and the B.C. Council of Forest Industries (COFI) establishing a presence in Japan. In attendance were many Japanese architects, builders and customers who have made Canada their preferred source for high-quality, sustainably-harvested wood products. At the event, Japanese officials announced an award for a 9,000 square metre elder care facility in Adachi Ward, Tokyo—the largest wood building of its kind in Japan. It will feature a midply shear wall system developed by FPInnovations and UBC. B.C.’s growing business relationship with Korea made it a fitting place to wrap up the trade mission. I helped cut the ribbon at the official opening of the GICO Community Centre, the centrepiece of a 141-unit woodframe housing complex, in a community east of Seoul. Canadian Maple Hall is so named, in honour of the Canadian contribution to the project. Trade missions are a critical part of our government’s strategy to strengthen and secure new investment and jobs. ••• On a personal note, I’d like to close by recognizing the contributions of Ross Gorman who passed away recently at the age of 93. This was a huge loss for our community. As the co-founder of Gorman Bros. Lumber, he built a very successful business with his brother John and a family-like culture within it. He was known as much for his philanthropy as his business acumen, and he will be missed. Steve Thomson is the Kelowna-Mission MLA and Forests Minister.

He states that 'oral health and general health should not be interpreted as separate entities. Oral Health must be included in the provision of health care and the design of community programs'. Fact: we are all living longer. If you doubt that ask your funeral director. He will tell you precisely how many people died per region month over month, and year over year. He'll give you the age, cause of death, and tell you how many funerals he did compared to every one of his competitors. Like our cars, we are lasting longer. Fact: science is getting more sophisticated exponentially. We diagnose better, we track better, we report better. We can draw the dotted lines between periodontal disease and heart problems, stroke problems, circulatory problems, and even Alzheimer's' Disease.

Is it a good idea to list our home during the holiday season?
We do not have an oral health component in the Canada Health Act, so this remains in the private sector and gets only a passing mention in public health programs because there are always bigger and more severe health issues to address. Dealing with anything in the 'prevention' mode is not as 'sexy' a subject as reporting a major breakthrough in cancer research. There used to be a saying that $100 worth of chrome sold more cars than $1,000 worth of safety features. For you readers who remember that statement, I ask you if your medicine cabinet is more filled than it was 30 years ago. Any changes in your health history change your medications – and this changes your oral health as your medication changes. I spoke to a patient yesterday who has been on blood pressure meds for 2 years and didn't think that was worth mentioning on his 'medical history' update! His rate of plaque buildup had dramatically changed for the worse, and he still thought seeing the hygienist once a year was adequate. We're not trying to ask anyone pointless questions – but if you don't provide all of your health care practitioners with accurate up to date information – none of us can do our job!

Can steroids affect my vision?
Steroids are anti-inflammatory drugs that are prescribed for several reasons, including rashes, allergies and arthritis. They can be taken orally, injected or applied as creams or ointments. While steroids can be extremely effective for managing a variety of conditions, they do have the potential to create visual side effects. In fact, steroids have been linked to causing or aggravating eye problems such as glaucoma and cataracts. Although benefits of these medications often times outweigh their risks, it’s very important that you are diligent about keeping up with eye exams to monitor visual changes and possible internal pressure spikes within the eye. We heard that we should not train our puppy until he is older than 6 months and has all his vaccinations. Is this true?
Puppies have the potential to learn a great deal in their first six months, including life skills that will set them up for a successful integration into the human world. We frequently see puppies being trained for specific jobs such as Seeing Eye dogs or police dogs out at a very young age, yet many companion dog owners resist such crucial puppy training. Unfortunately, this results in many young dogs seeking a second home. It is easier to teach acceptable behaviors and skills to puppies than to try to change the undesirable ones in an older dog. Vaccinations? We refer specific questions to your vet, but the benefits of a safe, well run puppy class far outweigh the low risk of the closed environment of a puppy only class.

The District of Lake Country is requesting expressions of interest from organizations interested in operating a Visitor Information Centre (VIC) in Lake Country from May 18, 2015 to October 15, 2015. Proponents may submit expressions of interest for a one or two year term of operations. The successful proponent will provide a facility, staff and management for a Visitor Information Centre within the District of Lake Country, operating in accordance with Destination BC requirements. The proponent will also be required to provide mobile visitors services to agreed upon locations. Also, a big thank you to the O’Rourke family for providing LCFD with full usage of a residential structure for a month. This provided the ability to practice and train Rapid Intervention Team response tactics and self-rescue skills sets – in a very real life environment.
