Harm Woldring has done his homework, but he’s far from knowing all the answers. He’s spent hours and hours poring over the books. He’s read spreadsheet after spreadsheet. And he’s still confused. The subject the candidate for New Westminster council is struggling
over is the city’s finances, a main focus of his campaign in the Nov. 15 civic election. From what Woldring can figure out, the city had $102.5 million in bonds with the Municipal Finance Authority at the end of 2013. He said New West also carried over $37.5 million and there’s another $40 million being put aside this year for a total of $180 million in reserves by his math. But the city, he said, also had $65
million worth of debt at the end of last year, and that was before the final figures on the Anvil Centre construction were in. “Why are we putting money into the bank and going into debt at the same time?” wondered Woldring. The owner of the Wine Factory on Front Street claims the city’s budgets don’t align with the financial statements. “What’s going on? They’re not transparent. The finances are so murky,” said Woldring.

The way he sees it municipalities, including New West, are collecting taxes in advance for capital projects, banking it and then using that money as collateral to borrow money to build infrastructure. “It doesn’t make sense. There is no economic theory to support it,” said Woldring. As for taxes, in doing his “homework” Woldring has produced charts to show New West has the highest commercial and industrial taxes and the third highest residential taxes.

A New Westminster parents group has endorsed only two incumbent school trustee candidates and three newcomers for the Nov. 15 civic election. Parents for Public Education in New Westminster (P4PE) have backed board of education chair Jonina Campbell and trustee MaryAnn Mortensen. Both are seeking just their second term on the board. Campbell is a New Westminster and District Labour Council-backed candidate. Mortensen is an independent who ran under the Voice New Westminster banner in 2011. The group’s members, at a meeting held Thursday night, did not endorse long-time trustees Michael Ewen and James Janzen who have support from the NWDLC. They also did not give their blessing to two-term trustee Casey Cook, who was also a Voice candidate three years ago. He based his numbers on the bill for a $450,000 piece of property. Owners of a residential property worth that much would pay nearly $2,800 a year, not including utilities. That’s a month’s pay for two working people, said Woldring. Commercial property taxes for the same $450,000 assessment would be $9,500, according to Woldring, with WOLDRING Pitt Meadows being the only other Lower Mainland community that even exceeds $9,000. Light industrial is more than $12,000 and heavy industrial is around $17,000, which is in the middle of the municipal pack. “Financially it’s a nightmare. Are there easy fixes? No,” said Woldring. “You can’t just lower taxes on one and not have consequences on others.” On top of all that, Woldring is not convinced New West has heard the last of the Anvil Centre office tower which the city built and then sold earlier this year. It was bought by Vancouver tycoons Suki Sekhon and Joe Segal for $36.5 million. They paid a $5 million deposit at that time, but the deal doesn’t officially close until Dec. 30. That’s when another $6.5 million is due. Full payment isn’t until the building is either 75 per cent leased or Dec. 30, 2017, whichever come first. No tenants for the office tower have been announced. “It’s not a done deal,” warned Woldring. He believes New Westminster should adopt Penticton’s policy of placing easy-to-understand quarterly financial reports on its website. “That’s what the people of New Westminster deserve. “When I was first elected we were the highest-taxed city in B.C. and now I think we’re about number nine in the region,” said Puchmayr. “For what your asset is worth I think your taxes in New Westminster aren’t extreme. “With the casino money we’re in a pretty solid fiscal capacity right now. But that doesn’t mean we shouldn’t do things to alleviate the burden on taxpayers.” Puchmayr said wages are a major driver of costs at city hall. For many years contracts were negotiated on a regional basis. But now each municipality is PUCHMAYR responsible for its own contracts. New Westminster was the first to settle under that system, which many have criticized as being too high. “The first contract we negotiated was one of the lowest CUPE wage increases in years and it set the benchmark for other communities. We were actually leaders in a wage increase that was closer to a cost of living,” said Puchmayr. “When people try to make it a blame issue that we led the precedent [of rising costs], it’s actually us that led the precedent [of controlling costs]. It’s actually a good news story.” He also took issue with the assertion New Westminster’s finances aren’t transparent. “That’s absolutely false. We’re mandated by law to engage in a procedure. Our five-year fiscal plan has to be revised every year. That process starts in October and goes for about five months. There are huge abilities for public consultation … Local government is more transparent than most corporations and it’s certainly more than provincial or federal governments.”

CHANGES TO SMOKING CONTROL BYLAW On January 1, 2015, the City of New Westminster will implement changes to the Smoking Control Bylaw No. 6263 which has been amended to reduce the impact of exposure to second-hand smoke in public spaces and to make our city a healthier community. The bylaw changes include the following restrictions: • Smoking is prohibited within 7.5 meters of doors, windows and air intakes for public and workplace buildings; • Smoking is prohibited on all restaurants and pub patios; and • Smoking is prohibited within 15 meters of outdoor sports facilities, playgrounds, off-leash dog parks and picnic areas within city parks. Building owners must take reasonable measures to post bylaw compliant signage, removing ashtrays and taking steps to ensure that smoking does not take place on their premises. ‘No Smoking’ signs must be prominently displayed so they are clearly visible. A limited quantity of printed signs and decals will be available for pick up at New Westminster City facilities including City Hall, Queensborough Community Centre, Century House, Centennial Community Centre, and the Fraser Health Public Health Unit, 218 - 610 6th Street. PEDESTRIANS AND CYCLISTS: STAY VISIBLE DURING THE WINTER MONTHS The City of New Westminster encourages pedestrians and cyclists to use high-visibility safety items during the winter months to make themselves more visible to drivers. Larry King’s tie chased him around America, from Atlanta to Los Angeles to New York. Arnold Schwarzenegger wasn’t allowed to sign his tie when he was governor of California, but he did wear it at a public event that was covered on the TV news. Every tie sold by Royal City Jewellers in the 18 years the Columbia Street store has been running its celebrity tie auction has a story, said Ken Basso. He’s in charge of collecting most of the ties for the November event. All the money raised by the auction goes to the Greater Vancouver Food Bank. Basso said sometimes elements of those stories are captured in the display frames crafted and decorated by staffers Marise Kwasnicky and Christine Thomas. Sometimes they become water cooler fodder in the store’s lunchroom. Basso said the effort to collect signed ties for the annual auction begins as soon as the last tie is sold online or the store’s Tie Day, which is being held this year on Sat., Nov. 29. who donated a tie, usually with a photo of how the tie was displayed. If the tie didn’t generate much bidding at the auction, well, that bit of news is glossed over, said Basso. Sometimes low-interest ties get donated back to the auction by their purchaser in subsequent years and end up generating a good amount of money in the long run, said Basso. Some celebrities even follow the fortunes of their own tie and will start placing online bids in an attempt to spark interest. The tie auction was the brainchild of Royal City Jewellers co-founder Howard Isman, who had a long history of charitable work until he passed away in 2010. Basso, the loans manager at the store, was quick to pick up Isman’s mantle. He starts soliciting ties in February, mining the long list
of contacts in the entertainment and sports industries Isman built up over the years. Friends of the auction, like local baseball aficionado Ken McIntosh, will also help out by bringing ties to appearances by athletes and stars at charity functions or banquets. In the auction’s early years it was ties signed by athletes that generated the most interest. Lately it’s been entertainment and reality stars that have brought in the best bids. Basso said all the celebrities are generous to a fault. Like Donald Trump, who’s always quick to send his tie back along with some encouragement despite his public image as a brash, hard-nosed tycoon. Or Pat Quinn, who was one of the first celebrity participants in the auction when he was still coaching and took the time to handwrite a letter on a game day to go along with his tie. Some of the stars even take the time to embellish their signed tie with hand-painted artwork. That trend was started by actor Kevin Sorbo. Now the likes of Sarah McLaughlin and Jann Arden are quick to add their own artistic flourishes to their ties. C

The cabinet of Manitoba Premier Greg Selinger is in revolt. Five of his senior minister’s have resigned. The revolt is centred around the premier’s decision to impose a one per cent boost in the provincial sales tax, after specifically promising not to do so in the last provincial election. While the five cabinet ministers all went along with the plan at first, they now say the premier is not listening to their advice, as the NDP government remains far behind the opposition Progressive Conservatives in the polls. Governments simply do not learn lessons that should be obvious from the mistakes of others. Selinger should have looked to what happened in B.C. when Premier Gordon Campbell imposed the HST on British Columbians, less than two months after an election when the government said bringing in the HST was “not on the radar.” He and his government did not listen to opposition from citizens and some business groups (others supported the HST) for months. The HST was killed off by a public referendum and Campbell’s goose was cooked. He had the good sense to resign and let others pick up the wreckage, but the damage done to his party and his reputation as a shrewd leader was enormous. Governments at all levels — municipal, provincial and federal— need to learn the obvious. It is not a wise move to lie to the public during an election campaign. In this day of cellphone video and social media, anything that you say will be dredged out as a reminder, should you stray from promises given. As for voters, they need to carefully scrutinize what politicians are saying, and their past deeds, if they are seeking re-election. If they take a 180-degree turn after the election, hold them to account. —Langley Times/Black Press

Global warming stalled politically VICTORIA – On most issues this column discusses, the feedback I receive is generally negative. One exception has been human-caused climate change, where my mail runs three to one in favour of a skeptical approach. Most express relief at having someone question the exaggerated or false claims advanced by environmentalists who strive to paint Alberta and B.C. as home to uniquely evil climate crimes. As mentioned last week, this is an urgent issue in B.C. as the government pushes to develop liquefied natural gas exports. The B.C. Liberal approach to limit only the “intensity” of greenhouse gas emissions from LNG production, and make no commitment on the majority of emissions from upstream gas production, looks like the effective end of Gordon Campbell’s crusade to lead North America in “climate action.” The government has also abandoned Campbell’s collapsed effort to set up a cap-and-trade system with various U.S. states to regulate emissions. Which brings

Going back to Jean Chrétien’s lip service to the Kyoto Accord, the world-wide effort to rein in fossil fuel emissions has been a smog of hypocrisy, hollow promises and failed experiments. The next grand climate summit is scheduled for Paris next summer, although the vast international green bureaucracy will first have to jet to Peru for a pre-summit summit. The European Union has just agreed to a Campbell-like new target to reduce greenhouse gas emissions 40 per cent by 2030. But that’s dependent on the Paris summit reaching a legally binding international deal, something the United States remains unwilling to do. Meanwhile, Germany is building new coal-fired power plants.

In Ontario, a grandiose scheme to replace coal-fired power with wind, solar and other renewables has produced steeply rising electricity rates and a political scandal over a cancelled plan to build gas-fired capacity. The public continues to be bombarded with ginned-up stories of environmental destruction. You may have seen shocking TV reports in October of a “haul-out” of thousands of walruses on beaches around the Chukchi Sea in Alaska and Russia, with animals trampling each other. The World Wildlife Fund and U.S. biologists rushed to media to frame this as a crisis caused by a lack of sea ice. This claim has been demolished by Susan Crockford, an evolutionary biologist who teaches at the University of Victoria. If you Google “Walrus mass haulout hype refuted” you will find Crockford’s brief video showing a long, pre-industrial history of these events. She concludes that they are a sign of overpopulation in the nowprotected walrus herds. Crockford’s

In terms of actual reduction of greenhouse gas emissions, there are signs of progress. The United States has made considerable strides, thanks to abundant shale gas that has allowed it to switch from some of its 600-odd coalfired power plants. Which brings us back to B.C.’s push for natural gas exports. The NDP claims to support this, but has spent hours in the legislature warning of a giveaway of the resource, imagined fracking disasters and LNG tanker explosions and everything else they can dream up to throw at it. This is the same party that campaigned against the carbon tax in 2009 and hasn’t had a coherent energy policy since. But this isn’t some partisan game. It’s about whether B.C. maintains its gas industry. And so far natural gas is the only thing that has substantially cut carbon emissions.

Three heritage houses at the corner of Fourth Avenue and Eighth Street will be preserved as part of a 73-unit residential project that received its development permit last week. The city and the property’s owners (Gurmeet Kulwinder and Rajwinder Gill and Kirandeep Dhillon) have worked out a deal with the city to retain and restore the three houses. They will renovate two of them into duplexes while keeping the third as a single-family unit. A new six-storey, 68-unit condominium complex will be built on the back of the property which is a consolidation of four previous properties. Two of the residences were built in 1911 and the other in 1910. They will be readjusted so they all face Eighth Street. They will be built on top of the underground parking structure. “It has been designed in a style that is contemporary and respectful to the heritage houses,” said a Nov. 3 staff report to council.

Its been one year since the United Way program - Better at Home was launched. A party was held at the Burnaby Museum to celebrate its success in the community and thank all the people involved. Over the last year the program has helped seniors, providing simple, non-medical support services. Joan Burrage (above) has been so grateful for the extra help, that has allowed her to remain at home and keep her independence. The service has connected seniors in the community with the help they need to live happy and independent lives. It might be light housework or some shopping or just a cup of tea with a friendly face. Unfortunately, many seniors are afraid to exercise for fear of falling. Many seniors stop being active for this reason. They are afraid physical activity will harm them. However, research shows that actually the opposite is true. Exercise is safe for people of all age groups. Older adults hurt their health far more by not exercising than by exercising. An inactive lifestyle can cause older adults to lose ground in four areas that are important for staying healthy and independent: Exercise is safe for people of all age groups. Stopping exercise can actually strength, balance, flexibility, and lead to more health problems. We must always be aware of our limitations, and the necessary adaptations, but there’s always a way to engage in safe, endurance. EXERCISES YOU CAN DO ANYWHERE, ANYTIME

Take five to prevent falls Because older people are more prone to falls, and a fall can have much greater ramifications as we age, it’s good to take some steps to prevent them whenever possible. Following are some helpful tips: • Check your home for tripping and slipping hazards. You can use our infographic as a starting point. • Bone up on calcium and vitamin D. It’s easy to add a glass of milk or handful of almonds to your daily routine. Check out the Osteoporosis of Canada Calcium Calculator to find out if you’re getting enough. Osteoporosis and weakening bones increase your chances falls and fractures. • Check your medications. If you are on more than three medications a day, or take pills that could impair your balance such as sleeping pills, anti-depressants or blood pressure medications, have a discussion with your doctor about how to best reduce your chance of falling.
• Get your eyes checked. Even if you’re not experiencing symptoms, the Doctors of Optometry of Canada recommend that you have your vision checked at least once a year if you are over the age of 65, or every two years if you’re younger. Vision impairments are a leading cause of falls. • Exercise to keep strong. Why not try tai chi? This gentle strength-building exercise works your core balance and has been shown to reduce the risk of falling. The Taoist Tai Chi Society of Canada says anyone can do tai chi—even if you use a wheelchair or are currently experiencing trouble with your balance. We can all take steps to protect ourselves and our loved ones from preventable falls. People with dementia experience difficulty with the tasks of prioritizing, timing, judgment, concentration and working with numbers. Sit down with the person with dementia to go through and organize his/her documents. Make a note of all bank accounts and credit cards, the names of financial advisors, and the location of important documents, such as wills and title deeds. This makes it easier in the future for someone to assist the person when the dementia worsens. PUT SYSTEMS IN PLACE
It’s best to offer help with managing the finances, but do not be surprised if you encounter some resistance as the person has likely been
managing his/her own finances for most of his/her adult life. It’s best to start at first, offering to assist with some of the simpler tasks. This will allow the person to get used to someone helping him/her. As the dementia progresses you can, with the aid of the power of attorney already in place and your knowledge of the person’s finances, be able to assume more of the financial responsibilities. This smooth transition allows the person with dementia to participate for as long as the illness allows him/her to and greatly reduces the risk of becoming a victim of fraud or unwittingly making any financial mistakes. If the person with power of attorney for the person with dementia is a long distance care giver (i.e. lives more than one hour away) or is too busy to help with all of these tasks, one should consider hiring a professional daily money manager to assist.

How to avoid financial fraud Elder fraud is a financial crime that targets older men and women who are often unable to recognize they are being victimized. Recognizing scenarios where fraud may be committed can help men and women protect their elderly relatives from being victimized by elder fraud. • Pay attention to your accounts. Unusually large withdrawals from automated teller machines or cashed cheques with signatures that do not match the signature on the account are both indicative of fraud. If you are monitoring a loved one’s accounts, question any surges of activity in accounts that are normally somewhat inactive. • Ask a loved one to keep you abreast of changes in their will. Abrupt changes in a will or other financial documents should also cause concern. Family members caring for a senior should be aware of any major changes to important documents. • Monitor a loved one’s purchases. Sudden purchases, whether it’s an updated insurance policy or unnecessary home repairs, may be indicative of elder fraud. Elder financial fraud targets an often vulnerable segment of the population, and it’s often up to loved ones to protect their elderly relatives from being victimized by such crimes.
