East Shore scrambling to maintain health services

BY LORNE ECKERSLEY Advance Staff

The words from one of two narrators of Blowin’ in the Wind pack a powerful emotional punch. “I wonder how many guys back out? It seemed like a great idea at the time, but now … as I prepare to leave and pack my bags, I wonder if this is right? I’m terrified. Is it wrong to be afraid to die? Maybe I’m just selfish.” ARES students were treated to a Remembrance Day production to, well, remember, on Friday as Grade 7 students took to the stage to present an all-local play, Blowin’ in the Wind. Written by their teacher, Tanya Poznikoff, the play depicts young men marching off to war and leaving their wives, girlfriends and families behind. “I have always created drama productions with my classes for Focus on Youth, assemblies and the Remembrance Day ceremony,” said Poznikoff. “Once I know the students, I try to write something with their individual talents/personalities/struggles in mind. The narration or thoughts read by the two boys are experiences I think soldiers and those left behind would feel. A couple of the thoughts were real quotes, one by Khalil Gibran and one by Jimmy Carter. See ARES, page 3

DISCOVERY REAL ESTATE

The loss last year of a four-day-a-week health nurse on the East Shore of Kootenay Lake has pushed residents to demand better services, and to get creative in caring for one another. “We have been trying to show Interior Health that there is a significant need on the East Shore, and that the split of services provided from Nelson and Creston really complicates life for our residents,” said Verna Mayers-McKenzie, who chairs the East Shore Community Health Society (EKCHS). The loss of a health nurse compounds the loss of a physician who maintained a practice in Riondel until several years ago. Now, physicians travel to the East Shore Community Health Centre in Crawford Bay from Nelson to provide clinic-based medical services on Tuesday, Wednesday and Thursday. A health nurse travels from Nelson on an “asneeded” basis. “Outside of those office hours, we basically have very little ability to respond to emergent health needs,” said MayersMcKenzie. Health services

From page 1 A report from subcommittee to the ESCHS describes the East Shore as a 60-kilometre-long region “stretching from Kuskanook in the south to Riondel in the north. The region contains some 2,000 permanent residents, swelling to over 4,000 in the summer months. In addition, hundreds of motorists and passengers travel through the area every day in the summer via Highway 3A and the Kootenay Lake ferry. During the winter months, Highway 3A is the alternate route for east-west traffic when the Kootenay Pass on the Crowsnest Highway is closed and, on these occasions, there are many additional people in the area.” The East Shore population has a seniors’ population significantly higher than the provincial average, and it has one the province’s lowest income levels. In an effort to determine the medical services needs of the large area, a survey was undertaken and a series of public meetings were held. “There were never fewer than 25 people in attendance and we had as many as 45,” MayersMcKenzie said. “We also had lots of mail-in and email responses, and had a much higher than normal response to the survey. There are a lot of really sad stories of what happens when medical services aren’t available.” The health society pulled in Regional District of Central Kootenay Area A director Garry Jackman and former Area A director Larry Brierley to help with its efforts, and several initiatives have been taken. “We have created a network of first responders. We used to have six volunteers in Boswell who were trained in the use of ICDs (defibrillators),” Mayers-McKenzie said. “Now, with the help of the Riondel fire department, there are now 15 more people all along the lake who are outfitted with ICDs and trained in their use.” The society has also aligned with Selkirk College to form a partnership in which student nurses do practicum work at the health centre. Meanwhile, society and community members continue to lobby for a regularly scheduled health nurse, meeting with IH officials and Nelson-Creston MLA Michelle Mungall. While Interior Health CEO Dr. Robert Halpenny assured Mungall that “home health nurse services will not be diminished on the East Shore” last year, Mayers-McKenzie said that they have been diminished. “We won’t stop our fight,” she said. “But on the positive side, our community is now much more aware of what services we do have access to. We have learned that we have access to some services on paper, but that we have never been informed of them.”

ARES play

From page 1 “Before I wrote the play, I read excerpts from soldiers going to war and from mothers and wives left behind so I could get a variety of ideas and opinions. This way, the work reflects many views, not just my own. The students all come from different backgrounds but recognize that they must respect the anti-war philosophy, as well as the proud veterans who have served.” Poznikoff said she wrote the play so that it wasn’t set in a specific time, and in recognition of her class’s composition. “The play was intended to touch on the experiences of all wars and that is why we had two modern day women and a mishmash of uniforms,” she said. “Regardless of the time or the war the men were heading off to, the experiences remain the same. “We did discuss having women going to war and men being left behind. However, this is a class of 18 boys and I needed to ensure everyone had a role. We also chose Blowin’ in the Wind, which is a song that focuses on men. The song was appropriate because it suggests that nothing lasts forever — that people turn their heads when they don’t want to acknowledge something that is wrong, that we feel pressure to do what others think is right, and that the answers to life’s problems are right in front of us but we need to take the time to look. For this class, it was an appropriate message in many ways.” The result was profoundly moving, especially considering that the class had seven school days to learn lines and movements, and all rehearsals had to take place during school hours. “In the meantime, we had to cover all the other subjects so the students wouldn’t get behind,” she said. “It is an intense week and a half, and we practice about an hour and a half a day until the dress rehearsal, which was a full afternoon.” Poznikoff acknowledged the contribution of educational assistant Cindy Healey. “For years we have worked together to build these productions. I tell her my vision and she creates the backdrop and creatively comes up with ideas. She has the artistic ability, is an amazing painter and magically creates everything I have in my mind. We are a great team and have done so many productions together she can read my mind. She comes up with incredible ideas that add to the production.”

She also credited her mom, Pat Smith, who gathered all props and costumes, retired principal Rod Giles, who returned to help with lighting and technical requirements, and new principal Ken Wiens, “who is equally open to my drama pursuits and gave me the freedom to proceed with the idea.” And she admits taking on a project like this isn’t always easy. “Although it can be a challenge directing 30 students and, at times, chaotic, it is also the most rewarding part of my job,” she said. “Some of the most restless students say they will never be able to freeze for so long, but they surprise themselves. I also wonder how they will all manage backstage without an adult supervising, but they pull through. I like to be part of the audience when the play is performed, so I tell my kids they are on their own. “They love being in costume and can never believe the positive feedback they receive when the play is over. For many, the completion of a play is a significant loss in their lives and we all feel a bit empty for a while. “We do experience frustration when some students make rehearsals challenging, but in the end, these very students feel the most pride. The experience also allows the students to see their peers in a different context. The students who may struggle academically or behaviourally often end up shining in this type of activity. It is good for their classmates to see this change. Creating a production together as a class unifies us and creates a greater sense of loyalty. We all become closer. “Our school goal involves nurturing belonging, calmness, joyfulness, and responsibility throughout our school community, so students feel an enhanced sense of responsibility and I do believe a production such as our Remembrance Day play, Blowin’ in the Wind, does just that — for the students involved in the performance and for the classes who watch the final product.” Performers were Jessa Adams, Deejay Aldrich, Colten Andruchiw, Andre Beaucher, Hayden Becker, Brae Booth, Evans Daybell-Chambers, Cody Dinunzio, Jordan Dortman, Logan Eyre (narrator), Jacon Fehr, Ireland Greavette, Jayke Groenhuysen, Kaden Hanson, Cade Hine, Will Holm, Tiana Keith, Katyra Lam, Aidan Madsen, Regan McKinnonSanderson, Caleb Nicholson (narrator), Travis Overholt, Kyle Qualtieri, Sierra Simpson, Abbi Stewart, Kendelle Toland and Rebecca Wiens. Morgan Stevens, Isaiah Persad and Jackie-Lynn Huwer were absent but helped with rehearsals.

No more “X marks the spot” ballots. No more long waits as votes are manually counted. And a second chance to correct a spoiled ballot. Creston voters will be experiencing their first electronic voting ballots when they go to the polls to elect a mayor and six councillors on Saturday. Already, 273 voters (down 13 from 2011) have used the new, larger ballots, which they slid face down into a machine the size of an old office copier. A quick beep indicated their ballot had been scanned and accepted. “The biggest changes are in how ballots are marked and in tabulating the final vote count,” said chief election officer Bev Caldwell. Beside each name on the bal-

lot—mayoralty candidates on top and council candidates below—are two arrows pointing in opposite directions. Casting a vote is made by connecting the arrows. When placed in the vote counting machine, the ballot is rejected and spit back out if too many candidates’ names have been marked, or if the mark doesn’t join the arrows. “When the ballot is rejected by the machine, the reason for the rejection will be relayed to the voter and the voter will have an opportunity to take the ballot back and have a new one reissued,” Caldwell said. “If the voter wants to leave the ballot as is, then the machine can ‘override’ the problem and then the ballot will be accepted [as spoiled], but the machine will not count the portion that is incorrect in any way.”

Caldwell reminds voters that they are not obligated to vote for a mayor and six councillors. A ballot with even one preference marked is accepted by the counting machine. When the polls close at 8 p.m. on Saturday, Caldwell’s biggest task will be in clearing the room, ensuring only authorized persons are present. Then, she estimates by 8:30, she will press a button and the election results will be printed out within seconds. Unless, of course, the machine malfunctions (town hall has a backup generator in the event of a power outage). In that case, Caldwell and her team will collect the ballots from the locked box at the base of the voting machine and start counting manually, as they have in the past. That process can take a couple of hours.

Lower Kootenay Band members to vote on land agreement with RDCK BY LORNE ECKERSLEY Advance Staff

Lower Kootenay Band members will vote in 2015 on an agreement that will give them Kootenay Lake waterfront property and allow the Regional District of Central Kootenay (RDCK) to extend the life of its landfill site. An incremental treaty agreement (ITA) between the province and Ktunaxa Nation council proposes the transfer of 176 hectares of Crown land in two parcels to the LKB. One parcel is about three hectares of land known as Burden’s Cut, located on the south arm of Kootenay Lake about 45 kilometres north of Creston. The other parcel is adjacent to the first, and is about 173 hectares. In return, the LKB would sell nine hectares adjacent to the Mallory Road landfill site to the RDCK. “Through the co-operation of the province, RDCK, Ktunaxa Nation council, LKB and the federal government, our local Aboriginal community will have the long awaited homecoming to Kootenay Lake,” said Chief Jason Louie. “This is a very monumental moment in our history.” Transfer of the waterfront property is seen as being of

significant cultural importance to the LKB, whose direct connection to Kootenay Lake was severed in the late 1800s with the establishment of First Nations reserves. Negotiating the agreement was one of the last items on his political “bucket list”, RDCK chair John Kettle said before announcing he would not run in Saturday’s election. “On behalf of the Regional District of Central Kootenay I wish to congratulate all parties for making this effort a reality,” he said. “The working relationship forged with the federal, provincial, Ktunaxa Nation and local government is a testament to the new paradigms of this century. It is incumbent on us all to ensure for future generations that the opportunity for economic and social growth for the Ktunaxa Nation parallels those of the rest of society, ensuring equal benefits for all partieswhile recognizing the diversity of all of our citizens. This is a great day for us all.” In announcing the agreement, Aboriginal Relations and Reconciliation Minister John Rustad said he had witnessed firsthand the importance of the land transfer. “I visited Ktunaxa territory in May and learned firsthand

about the long and deep connection they have to Kootenay Lake,” he said. “This incremental treaty agreement provides an opportunity for the Lower Kootenay Band to reconnect to land on the shores of the lake, and we support their efforts as we move forward in this partnership.” The province introduced incremental treaty agreements to provide First Nations in the treaty process with earlier access to treaty benefits, in advance of a final agreement. The incremental agreements are intended build trust among the parties, facilitate immediate development opportunities, advance treaty negotiations and provide increased certainty over land and resources. “This agreement presents a tremendous opportunity not just for Ktunaxa, but for other governments and businesses to work together to foster a positive economic environment that benefits all residents in the Ktunaxa territory,” said Ktunaxa Nation council chair Kathryn Teneese. “I’d like to commend all parties who worked very hard to ensure that this agreement reflected the strong cultural, social and environmental commitments we hold as Ktunaxa people.”

Maybe just as importantly, the position gave him even more reason (and expense reimbursements) to schmooze with cabinet ministers from his beloved BC Liberal Party. That was a big deal for a man who I think has become one of the neediest politicians I have met. He loves rubbing shoulders with the big boys and girls. Back in the summer I suggested to Kettle that his “best before date” as a director had expired. Kettle said he didn’t want to run for re-election. “But I don’t know what I’ll do if Christy calls and asks me to run,” he grimaced. The call from premier apparently didn’t come, though, and he agreed to step back to let his alternate director for the last year, Tanya Wall, take his place. Whether or not Kettle would have influence over Action Creston candidates is open to question. When asked, I’ve told people that if they feel well served by a system that elects provincial and federal representatives who go off to Victoria and Ottawa to do their party’s bidding, then they should be thrilled with an effort to create a quasi-party system locally. I am not enamored of the way the party system has evolved, and I don’t support it locally. Better, I think, to have strong individuals at the table who are willing to listen to their fellow council members. If nothing else, it reduces the likelihood that one person, or any small group, can get privileged access to the workings of local decision making. Lorne Eckersley is the publisher of the Creston Valley Advance.

This is the final A Zen’s-Eye View column about the 16 precepts of ethical behavior in Zen Buddhist teachings, and it takes us right back to the first three precepts: to take refuge in and to cultivate deep respect for Buddha, the awakened one, for dharma, the teachings of awakening, and for sangha, the harmonious community. These refuges are often called “the triple treasure”. They are inseparable from one another. As Zen practitioners, awakening informs our daily practice and our community life, daily practice informs our community life and our awakening, and our community life informs our awakening and our practice. The word “buddha” means “the awakened one.” In one story, the historical Buddha was teaching a very large gathering that had come together because word got out that Buddha was teaching on a hill outside their town. The high priests of Brahmanism, the prevailing religion of the times, approached him hoping to challenge him. They stood over him as he sat with legs crossed and did not follow the ritual of bowing to him. They demanded to know, “Who are you? Are you a god?”

We meet as a community to study and practice the Buddha’s teachings of awakening, and then we take those teachings, as best we can, into the broader community — not to proselytize and convince others to practice as we do, but to live an awakened life that is based in these precepts. I want to let my readers know that for the remaining of 2014 I will not be submitting this column. I will resume the bi-monthly column in January and am planning to write from the many volumes of traditional Zen teachings that were produced in China in the Tang and Song dynasties and in Japan in medieval times. These teachings include stories of great Zen masters, the conversations that they had with their students, and the poems and essays that they wrote. Suggested practice: Meditate for at least 15 minutes daily. Walk mindfully. Remember these precepts of ethical behavior and make them a part of your daily life. Find every opportunity you can to cultivate and encourage awakening. Kuya Minogue is the resident teacher at Creston’s ZenWords Zen Centre. For more information, she can be reached at 250-428-6500.

“Why then, do so many gather here to listen to you? Buddha simply answered, “They come because I am awake, and I teach others the path to awakening.” I take great encouragement from this story since it tells me that Buddha was a human being just like me. He figured out how to awaken from the dream of suffering that pervades the human condition. I too am a human being and this means that I too can awaken from the dream of suffering if I follow his teachings. This precept encourages us to cultivate awakening in ourselves and in others through honouring the life and teachings of Buddha. This is what the Creston Zen centre is about.

Huscroft should have Toyota keeps attended town moving forward

our representatives. If that is not the case, why should we elect them? Dale Rumohr Lister

To the Editor: (Open letter to Creston Mayor Ron Toyota) The past six years have been an exciting time on council. You have accomplished lots of projects and have really got the job done. A big part of that is the team that you had around the table, six independent councillors debating issues and coming together with consensus. It’s been great seeing your leadership and vision for the community and how you are striving to make Creston all it can be. You are truly in it for the right reason, moving

Creston forward. I can’t even count how many times a controversial issue would arise and you would look at it, take it to the people, get input from them, your council and your staff, then make a decision. That is a mark of a great statesman. I have spent nine years on this council and sat under two mayors. The past six years, we have done some major changes in town hall and had some great accomplishments I know would not have happened without you guiding the ship. Those tough decisions have made town hall a better place and Creston is charting a path forward, not backward. We are still fixing the mistakes of the previous administration, which has cost the taxpayers of Creston dearly, but I know you can make it right. I wish you all the best in winning this election in Creston; I know you’re the right person for the job. We cannot afford to return to the days of the past. Keep up the good work and I look forward to shaking your hand after the election, congratulating you on your win! Coun. Wesly Graham Creston

To the Editor: (Re: “Trustee hopefuls find little to disagree about”, Nov. 6 Advance) It was very disturbing to hear that Rebecca Huscroft would choose to miss any opportunity to meet with a group of electors at a public forum. As School District No. 8 (Kootenay Lake) board member and chair, she should welcome any opportunity to gather information regarding the schools, students and staff that she represents and employs. The comment by Huscroft that teachers are “not representative of the voters of the Creston Valley” is a concern. Would she not attend if the group were only parents? The concerns of every person involved in the education of our children should be of interest to

Finding fragrance in the garden

A short time ago, I hopped out of my truck in a parking lot in Hope and said to myself, “Wow! This smells like I’m on holiday in Hawaii or California!” Fragrance and smell have a deepseated connection with memory. Of course, I went hunting around in the dark for what it was, much to my kids’ consternation. Years ago, at my first greenhouse job, I remember how awesome watering a greenhouse full of petunias smelled on a warm spring day. Petunias, pansies — as a young fellow at the time I could barely tell them apart. Even today, I still enjoy watering my greenhouse crops — the early morning sun shining and all the little annuals smell fantastic! I had my daughters grow some cut flowers in our garden this spring for fun. They were able to make some beau-

tiful bouquets that they sold at the farmers’ market over the summer. The extras were enjoyed by the family well into the fall — sweet peas, asters, zinnias and

spicy smelling carnations. I added a few stems of roses and sprigs of whatever interesting foliage looked good at the time. I’m sure that most people are aware many roses provide a strong fragrance. As the saying goes, taking the

time to stop and smell the roses is a great thing to do. Besides old-fashioned roses noted for their perfume-like scent, many of the new and easy-to-care-for roses smell great too. More low maintenance plants that smell awesome are the daphnes. There are a few different varieties or types of this shrub. Some are a little harder to transplant, so they come in a fibre pot you simply drop into your garden spot. Once established, they require no effort, even in a rock garden. We also carry plants like the dwarf Korean lilac and mock orange, which are drought tolerant (low water consumption) plants that smell wonderful. The aforementioned lilac has dainty leaves and flowers, grows well in sun or part shade, and has fall colour. See FRAGRANCE, page 8

Thunder Cats tied for third place in division BY BRIAN LAWRENCE Advance Editor

The Creston Valley Thunder Cats are tied for third place in the Kootenay International Junior Hockey League’s Eddie Mountain Division, following a weekend that included a loss and two wins. The Thunder Cats hosted the KIJHL’s second-place Nelson Leafs on Friday, in what head coach Jeff Dubois described as “one of our poorer efforts of the season.” Creston outshot Nelson 24-23, but scored no goals in the first and second periods, although Nelson scored twice in each. Tyler Fyfe scored twice for the Thunder Cats in the third period, followed by Nelson’s fifth and final goal of the night, for a 5-2 loss. The situation changed on Saturday when the Thunder Cats hosted the Fernie Ghostriders — who lead the Eddie Mountain Division with 29 points, three ahead of the Kimberley Dynamiters and seven ahead of the Thunder Cats and Golden Rockets — defeating the visiting team 4-0. With captain Marcel Fuchs, and high-scorers Carson Cartwright and Austin Steger out sick and/or injured, it fell to the line of Connor Kidd, Alec Wilkinson and Justin Post to lead the team, and they did — Wilksinson scored in the first period, assisted by Kidd and Post, and Post scored in the third period,

assisted by Wilkinson and Kidd. “But really, it was a full team effort,” said Dubois. Late in the third period, Dylan Hogue and Connor Ward (unassisted) scored the Thunder Cats’ final goals of the night. The Ghostriders outshot the Thunder Cats 34-20, and Dubois also credited goalie Brock Lefebvre with helping his team win. “Fernie is, no question, a top team in our league — lots of depth and talent offensively,” said Dubois. Creston hosted the Columbia Valley Rockies — at the bottom of the Eddie Mountain Division with 10 points — on Sunday, heading into their seventh game in 12 days with a low energy level. “We got outplayed for the most part through the first and second periods,” said Dubois. Ward scored the Thunder Cats’ first goal in the first period, and the Rockies edged past Creston with two goals in the second. “Things weren’t really going our way in terms of making the nice plays,” said Dubois. Nicholas Kovacik tied the score with 1:30 remaining in the third period, sending the game into overtime. With 1:53 left in the second five-minute period, Lien Miller-Jeannotte scored the game-winner. “Given the amount of games we played over two weeks, we were just pleased to get the result,” said Dubois. The Thunder Cats will enjoy

a lighter schedule this weekend, hosting the Spokane Braves on Friday and visiting the Rockies on Saturday. Dubois hopes the result will be different than last time, when the Braves beat the visiting Thunder Cats 3-0. “They’ve got a really fast, skilled team,” he said. “Hopefully the motivation level will be high to give them one back.” This will be the Thunder Cats’ third game this season

against the Rockies, and although Columbia Valley is at the bottom of the division, both pervious games went into overtime.

Single or double fragrant flowers with a scent reminiscent of orange blossoms, hence their name. Other fragrant plants include vines like Clematis montana var. rubens (“Tetrarose”) and the evergreen climbing hydrangea (integrifolia). Magnolia trees blossom and provide colour and fragrance in the late spring. We usually offer three or four kinds in the spring growing from something of a large shrub to a good-sized tree form. Crabapples offer a multitude of flower and leaf colour combinations with usually a fairly compact tree. My favourite smelling tree is probably the

The red flowering currant is both native and fragrant; “King Edward VII”, for the spectacular red flowers, grows to about five feet. Some perennials that smell great and don’t take up too much space are hosta (“Frangrant Bouquet”) and agastache (“Blue Fortune”), or how about wild ginger? Speaking of growing wild, every time I cut the grass in our backyard, I’m walking on spearmint that has escaped the flowerbed. I love it. How about some fresh rosemary on your chicken? Creston mayor candidates field questions about town’s future at forum BY LORNE ECKERSLEY Advance Staff

A crowd of about 150 was on hand Nov. 5 to hear from candidates in one of Creston’s most hotly contested mayoral races in memory. Sponsored by the Creston Valley Chamber of Commerce, the forum allowed candidates to respond to written questions, and gave them limited opportunities to rebut the statements made by opponents. The five candidates proved there is a wide range of choices available to voters. Bill Hutchinson is a former Town of Creston chief administrative officer. Tom Mann is a longtime regional director who returns to the political scene as part of Action Creston, a slate of four candidates who have united on a number of issues. A newcomer to the Creston Valley, Jared LeBlanc, promises to work to bring new economic opportunities to the area. Ron Toyota, mayor for the past six years, says his passion for the job is undiminished. Rhonda Barter says that her education and volunteer background make her uniquely suited to build and promote a more vital community. After brief introductions by Regional District of Central Kootenay Area B candidates Tanya Wall (who answered questions dealing with RDCK issues) and Jared LeBlanc, moderator Myrna Neilsen invited mayoralty candidates to respond to questions. What would be different in four years if you are elected? Bill Hutchinson: “A previous mayor’s goal for Creston said it all when she said, ‘A place where young people can find a job, raise a family and pay

a mortgage.’ And I would add, a place where senior citizens can afford to pay their taxes. I would also like to see our downtown businesses full and surviving. To that end I think we need cooperation with our directors throughout the valley.” Tom Mann: “It’s nice to be part of a team that is running for something, because that’s how you make it better. I’m pleased to be with a group of individuals who have a different view and vision of where we are going in this community and I thank you for that opportunity. The big thing that would change if I am your mayor is attitude. What I am hoping for is that at the end of the day, when you go to town hall, the attitude is, ‘Welcome. How can I help you?’ If you are a developer it’s, ‘How can I help you to become one of us? How can we help you to contribute?’ “Everything starts with a change of attitude, and when we go ahead and make this community welcoming it will solve the other problems. When we work together and focus on what brings us together, there is nothing that can stop us. If we want to focus on our diversities and our differences, we’re part of the problem.” Jared LeBlanc: “My vision in four years would be Canyon Street and local businesses would be bustling. We’d be involved in agriculture. A blue box recycling program would be in full swing.” Ron Toyota: “No promise. Just a vision to continue moving our community forward with positive energy and attitudes. If you look at my brochure, plus if you happened to save the one from three years ago, these are highlights. These aren’t promises. These are highlights and

opportunities, things that our council did over a six-year period. I am very proud of what we have done. What we have done, I want to carry forward, and make sure that we move forward in our community.” Rhonda Barter: “In four years, hopefully, Creston’s downtown will be vibrant. It will be the centre of agriculture and sustainable food, and that with it there are the secondary and tertiary industries that will pop up with that, because people will come for healthy food. This is in such high demand all over the world. Also an education destination, that many people do not have to go out of the valley to get higher education. “Also a beacon of healthiness, and that goes to our agriculture and sustainable food, where the land and the products, the lack of waste that includes our recycling, and the friendliness make it a friendly place to come here. A place that young people can stay here — they can get jobs here, get education here, they can grow old and sustain their income. It hurts that for so many old people the choice comes down to between food and taxes.”

Eighty to 90 per cent of all jobs are created within any given community. What will you do to support local entrepreneurship? Tom Mann: “First of all, council doesn’t create jobs except up in town hall, and our last councils have done a very good job of that. What council does is create the environment so that the businessman and the developers can create jobs. There is a number of things that we can go ahead and do to entice them. See FORUM, page 17

Images ART SHOW

& SALE

IMAGES

The artists who will display their work at the upcoming Images Art Show and Sale on Nov. 22 and 23 at Rotacrest Hall have enjoyed a year filled with inspiration found close to home. Creston’s agricultural and farm lifestyle has influenced Creston based painters, and this year, work of many of the Images artists was combined to become the exhibition Core Matters: Farm and Food, shown in June in Kimberley’s Centre 64 and in September and October at the Creston Valley Chamber of Commerce. Farming and agriculture will be part of the upcoming Images show, along with new and original artworks showing themes moving in individual directions. Gunda Stewart’s pottery, both beautiful and functional, represented the table as the final part of Core Matters: Farm and Food. This year, Laura Leeder will be the guest artist. Leeder has established her reputation as a painter in watercolour of china, laces and florals. Often, her table settings remind one of familiar patterns we have loved and used. About 2014 artists: Laura Leeder is a watercolour artist specializing in vintage-feel floral and still life paintings. By combining local produce with vintage teacups, porcelain and local pottery, she creates paintings that are both timeless and serene. “I am currently working on a new series of stylized watercolours that explores the use of ink designs and acrylic metallic paints,” she said. “The results are colorful and light hearted.” A few paintings from this new body of work will be included in the Images show and sale. Gunda Stewart: The seemingly endless variations within ash glazes continue to fascinate her. “Never entirely reliable, these glazes can produce the most beautiful surfaces or, on the other hand, run right off the pot,” she said. “Fortunately, the successes outweigh the disasters and several will be included in the upcoming Images show.” Carol Schloss said, “I've been doing a lot of reflecting this past year, so it’s not surprising that water and mirror images have crept into a lot of my artwork. Those quiet moments outside celebrating nature are so enriching and help me keep a balanced perspective, something I try to reflect back into my paintings.” James McDowell continues to enjoy painting the landscape and beauty surrounding him on the family farm in Creston. This year, his work is in oil and acrylic, primarily on hardboard. Summers find him in his garden, and fall and winter find him painting or building octave mandolins in his studio gallery, McDowell’s Hilltop Gallery.

Artwork by Carol Schloss (above) and James McDowell (below) will be part of this year’s Images Art Show and Sale.

During this past year, Eileen Hirota has been experimenting with painting on a three-by-four-foot canvas with larger-than-life flowers — sunflowers that came to life after our winter months. “By request, a painting of poppies has become part of a triptych, resulting in an overall wider painting,” she said. Aside from continuing with paintings with a variety of subject matter and sizes and various mixed media combinations, the extended surfaces have her intrigued with possibilities. Its been a busy year for Ute Bachinski — drawing cows, painting landscapes, painting flowers and voluptuous vegetables to her heart’s content. Everywhere she looks she sees beauty and ready-made paintings. Where to start? Her biggest

challenge is not to run off in all directions, but to follow her friend Elaine’s advice, “Bum in chair, brush in hand, just paint.” Andy Alfoldy said, “Another year is passing but not without presenting us with the visual temptations that the progression of the seasons gifts us with in our beautiful valley — always inspiring and the catalyst to letting the imagination roam.” Elaine Alfoldy noted, “I am proud of the show Core Matters: Farm and Food. I was inspired by the unique influences in the Kootenays our farming valley presents. It was a pleasure to work together with such wonderful painters and Gunda Stewart, whose pottery completes the food story. See IMAGES, page 13

Concert society presenting trio Vancouver Island’s Three Worlds is performing in Creston on Saturday.

CRESTON CONCERT SOCIETY The second event in Creston Concert Society’s 2014-2015 season happens Nov. 15 with the Vancouver Island roots music supergroup, Three Worlds and its interpretive blend of eastern, Latin jazz, blues, African, panAsian, and Celtic folk influences. On Saturday night, you don’t have to wake up early for work the next day and you can, as the Goldstream News Gazette said, “be “transported to another time and place, … from the shores of Ireland, through England to the south to Spain and east to India [on] a two hour musical journey steeped in tradition and rich in discoveries.” Comprised of award-winning guitarist Brad Prevedoros, acclaimed multi-instrumentalist Greg Joy and percussion master Niel Golden, collectively Three Worlds has over 100 years of performing experience, produced over 25 albums with a million copies sold worldwide and earned a number of Juno and Western Canadian Music Award nominations. Golden is known for his masterful interpretation of Indian classical music, blues and other world music styles. He played guitar as a teen, hauling it along on an overland trek from Europe to India, whetting his appetite for exotic music. He began his studies in world music and attended York University, specializing in ethnomusicology, and soon after became the disciple of the late tabla (hand drum) master, Pandit Sharda Sahai. After moving to Victoria, Golden immersed himself in the vibrant music scene, and helped form the world-folk fusion trio, New Earth, who represented Canada at Expo ’92 in Seville, Spain. He also performs and composes on the new and elusive hang, a fly-

ing saucer-esque instrument from Switzerland, and has also collaborated with many Canadian and international artists, including Celso Machado and Harry Manx. Hailing from Victoria, Joy brings a fusion of styles through his mastery of the hammered dulcimer, flute and guitar. While travelling Europe in his youth, he became interested in British Isles folk music, and discovered a guitar style known as folkbaroque. He then studied classical guitar and music theory at the Victoria Conservatory of Music, and performed extensively throughout B.C. in various musical groups focusing on lively Celtic music, English traditional folk songs and original compositions. During this period, Joy developed his unique acoustic guitar style that utilizes open tunings and is based on a synthesis of folk-baroque, classical, contemporary jazz and folkrock influences. Prevedoros, who was part of a previous Creston Concert Society season with Firedance, is renowned for his instrumental virtuosity and exuberant live performances, his original compositions and innovative

interpretation of works by other composers. His guitar style has been described as “an impeccable display of virtuosity, sureness of touch and a feeling of jazz improvisation drawing clearly on a classical background.” In his early teens, Prevedoros taught himself guitar basics and realized his two most important musical passions — the joy of playing a nylon string guitar and improvisation — which led him to study under the acoustic jazz group Oregon, one of the predecessors of today’s world music movement. Combined with studying jazz composition, arranging and recording techniques at Capilano University, these elements influenced his definitive style and provides the Latin, jazz and flamenco element to this shared musical adventure that is grounded in many traditions and yet brand new. Three Worlds performs 7:30 p.m. Nov. 15 at Prince Charles Theatre. Tickets are $22 for adults and $10 for students at Black Bear Books, Kingfisher Books and Creative Fix, or $25/$12 at the door. For more information on Three Worlds, visit www.threeworlds.ca.

This year has been a fun year for Karen Arrowsmith, painting on location both in the Kootenays and the Blairmore area in Alberta. She thinks there is just something special about being in nature with the elements and trying to capture the feelings and light and to depict the beauty around her. Arrowsmith feels

man is only a small part of nature, and that both are intertwined — our well-being depends on the health of all living things within our environment. This attachment to nature she hopes to portray in her work. The Images Art Show and Sale runs 9:30 a.m.-5 p.m. Nov. 22 and 10 a.m.-5 p.m. Nov. 23.

The rush of air escaping a tire is not a sound one hopes to hear deep in the outback. According to a tire industry study, 84 percent of tire failures incurred off-road are due to sidewall puncture, often rendering tires irreparable. BF Goodrich has done something about this deflating fact. High in Canada’s rugged Rocky Mountains is where they chose to launch their revised KO line of all-terrain tires. Termed “KO2,” the new boots bring forth many improvements to a tire already considered by many in the off-roading community to be the benchmark. That reputation was earned through a longstanding commitment to off-road racing and motorsports – winning the Baja 1000 more than all other tire manufacturers combined – and its advances in tire technology since introducing the first all-terrain tire back in 1976. The tire manufacturer claims that the KO2 sidewall is 20 percent stronger than the original KO tire, and incorporates an advanced deflection system de-

signed to prevent protruding objects, such as pointy branches, from snagging and splitting the sidewall. A handful of crusty auto journalists, more used to testing cars rather than tires, ventured to Lake Louise in the Rockies to put the tires through a reality test. BF Goodrich supplied a series of off-road exercises in which we pushed the limits of the KO2s, all of which were 20-inch 55-series tires shod upon new Chevrolet Silverado 4X4 pickups. It’s important to note that these weren’t extra-large off-road tires, they were typical replacements. The highway portion of our drive delivered a pleasant surprise; the KO2s produced much less road noise than expected given their heavy lug-based tread pattern. While likely not as quiet as the original-equipment tires on Chevy’s latest Silverado, their whine was modest and unobtrusive. Forty minutes after departing the majesty of Lake Louise and its aqua-blue waters, we exited Banff National Park and headed for private

conceivable surface one might face during an off-road excursion. Despite my best effort to burrow the KO2s deep into a mud pit, the putty-like ooze never overwhelmed them. With a little throttle prodding, the tires managed to clear away the earthen oatmeal, finding footing enough to pull 5,500 pounds of truck out of the quagmire with ease. Other testing locales included a rock crawl, steep ascents/descents, and a log pit with sharp upward-pointing knots, the latter reputed for inflicting sudden death on typical trail tires. Sidewalls are vulnerable, and are the weakest part of a typical tire. A truck was parked atop a pointy knot. Despite the pointy knot digging into the sidewall with extreme pressure, the tire never succumbed to the silent killer in the bush. Our day in the Rockies saw 20 Silverados – in other words 80 KO2s – performing exercise after exercise with zero failures. No flats and no stuck trucks. rrothwell@telus.net

“If we use the tools that are available in a creative way we can make the community vibrant and make the businesses more happy and have more products available to all of us.” Jared LeBlanc: “Working with local business would do wonders for all involved. I would also work closely with the Community Futures program and KES (Kootenay Employment Services), to see what challenges they have with the current program and if improvements can be made to attract entrepreneurs into the program.” Ron Toyota: “Encourage business by building a positive and open for business attitude. When the Ramada proposed to come here, our council created the revitalization tax exemption bylaw. There is a lot of detail in that bylaw and one of them is that you have to have a window, a timeline. You cannot be unlimited. It was a two-year

window that we extended a little bit. It was for anyone who wanted to build a new hotel and conference centre, minimum $1 million. The Ramada took advantage of that. Also, there were other hotels already existing and in there we had a clause that if you renovated or spent money on your facility in excess of $100,000 you could then take advantage of the same tax exemption. We had two hotels that did take advantage of that. After the window closed, we had two other hotels that got on the bandwagon and they spent money revitalizing their own operation. “The Ramada Inn received a five-year 100 per cent municipal tax exemption and they will receive a five-year 50 per cent municipal tax exemption. Ricky’s or anything else that’s built on that property is not part of the revitalization tax exemption.”

Rhonda Barter: “One thing that is happening right across Canada, and there is many articles on this, is getting the owners that own the building and giving them a tax break when they fill the building. I think it’s something that is needed because one of the things when you do own a business — I’ve owned businesses here in town — it’s difficult if your rent or lease is so high. “A lot of people get into business and they don’t have the business education to know how much working capital they need, how much inventory do they need, so they don’t go broke. I think that as a town council, we need to do everything we can to help those businesses. I’m willing to teach this, the college is willing to help. “People aren’t going to go into business with a plan to go broke. They really want to succeed and as councillors we need to get 100 per cent behind them.”

Bill Hutchinson: “There are tools in the toolbox that weren’t around years ago and I use Victoria as one example. There was a very depressed area they got after a five-year tax break with the understanding that they filled those businesses. The new tool is the tax bylaw. I think it’s great that we were able to help them (Ramada) build that facility that has a conference centre. For years and years and years, as CAO we brought in all kinds of companies and introduced them to that site, promised to get it out of the ALR (Agricultural Land Reserve). It’s a worthwhile venture and they deserve our support.”

From page 11 “One of the greatest things you can do is use your revitalization tax exemption bylaw. When you start up it’s not easy to get the cash flow to keep the business going. By using your tax exemption bylaw, you can put such criteria in so that a local hire gives you a tax credit. Buying products and services locally gives you a tax credit. When you start to go ahead and work with the community, making it easier for them to go ahead to start up, there is some short term gain as you create jobs and wealth in the community as it spreads along, and you create long-term increase in the assessment as that business becomes viable and stays around. It does us no good if they open today and close tomorrow.

Questions and answers, along with final two-minute closing summaries, went on until nearly 9:30 p.m. Local Internet station CROC Radio recorded the proceedings and the full forum can be heard at www.crocradio.com.

How to Improve Life for Rural Canadians Canada Post became a Crown Corporation to improve network services. The Canadian Postmasters and Assistants Association (CPAA) wants to ensure this multi-billion dollar public network remains viable and able to serve the public. We have found a way to make this sustainable. A recent study shows that nearly half of post offices outside of Canada’s big cities are in communities with no bank or credit union. In those communities that still have a bank or a credit union, many residents have to contend with limited, part-time banking hours. Our survey of Canada’s 3,300 rural post offices: “Why Post Offices should offer banking services” is available for free download at: http://bit.ly/1r8U3fj. Offering financial services in post offices would create a new revenue stream for Canada Post. Equally important, it would benefit numerous communities in Canada whose residents, in order to get to a bank or credit union, are forced to travel long distances. That costs time and money and stifles economic development. Many other countries similar to Canada, such as the United Kingdom, France, Switzerland, Japan, Italy and New Zealand, have very successful banking services right in their post offices. We, at CPAA, believe that our study is significant because of the value of this public asset. Canada Post is uniquely positioned to offer financial services throughout rural Canada. When Canada Post can make more money and offer more services to Canadians who need them, we have a perfect opportunity. Let’s not lose it. Please Support Rural Canada. Write to Lisa Raitt, the Minister in charge of Canada Post, and ask her to make this happen. Her letter of suggestion can be found at: http://bit.ly/1pxhMVZ. CPAA represents over 8,700 employees of Canada Post who work in over 3,300 rural post offices across Canada. These offices make up over 50% of all postal outlets. Our membership, consisting of 95% women, serves communities in every province.

Aina Maria Strom

It is with heavy hearts we announce the passing of Aina Marie Strom at the age of 77. Aina left us on November 3, 2014 in Creston BC. She was born to the late Arvid and Aina Strom in Nelson BC on January 30, 1937. Along with her parents, Aina was greeted in heaven by two brothers Edward and John. Aina was also preceded in death by her brother-inlaw, Buzz (Charles) Buchanan, infant nieces Lenore Elen and Karen, nephew, Kenneth Strom, and a great niece Jennifer Strom. She is survived by her sisters Linda Buchanan, Linea (Dwight) Jones, and her brothers Carl (Lorraine) Strom, Einar (Roswitha) Strom and Bill Strom and sister-in-law Myrna. Aina is also survived by many nieces and nephews and their families. Aina came to earth with a special purpose, to remind those around her to enjoy the simple things in life. Aina enjoyed social interaction and loved to be the centre of attention. When meeting a new niece or nephew she would ask how to spell their name and also wanted to know their birthdate. On the next visit, she would remind us that she remembered the information as it was important to her to keep track of her family as it continued to grow. Aina had a kind heart and a contagious smile and readily agreed to participate in whatever was asked of her, with a grin and a nod. For the last 33 years, Aina had the privilege of residing in group home settings in Creston, BC. First the Endicott Centre and then later moved to Purcell Place. Aina was able to blossom under the care and attention of dedicated staff who quite often ‘went the extra mile’. We are sincerely thankful to you. We would also like to thank the doctors and nurses who cared for Aina during her final days and ensured she was comfortable. Aina will be greatly missed by those who knew her.

Election 2014

Thursday, November 13, 2014 Creston Valley Advance

Council candidates make introductions at forum BY LORNE ECKERSLEY Advance Staff

About 200 area residents filled seats at Prince Charles Theatre on Nov. 4 to hear from all 13 candidates for Creston town council in the Nov. 15 election. After an introduction from Creston Valley Chamber of Commerce manager Jim Jacobsen, moderator Myrna Neilsen invited the candidates to introduce themselves: Evelyn Bradford: “I am running as an independent as I believe we need a variety of views and input when making decisions for the future of Creston. That being said, I believe in being a team player. Once elected, I may speak against or in favour of different motions or initiatives but once a decision has been made I will support council and move forward. “With my experience in local politics and my employment background I would be a logical choice on Creston town council.” Jim Elford: “I’ve been a resident of Creston for 35 years and was one of the managing directors of Herchmer Insurance for 30 years until my retirement in 2010. I raised three children in this town and have been married 42 years. I put my name forward for council this year because following my retirement I feel I have some extra time to dedicate to my town, a place that I’m very passionate about. Twenty-one years as a volunteer firefighter, 10 years as an auxiliary RCMP officer. Also served on the board of four different multinational insurance companies. I feel my experience in management on working on boards allows me to be a good candidate.”

Visit www.crestonvalleyadvance.ca/municipalelection for town council candidates’ responses to:

•What would be different in four years if you are elected? •The previous council granted the Ramada Inn tax concessions. Is it a good decision to grant individual businesses these concessions? •Do you believe the current tax rates are too high? If so, what are your plans to reduce them? •Are you in favour of developing an industrial park within town limits? Ed Vondracek: “I have lived here for 26 years. When moving to Creston from Regina, Sask., I continued my contracting business here. Upon retiring, in co-operation with others, we opened up a gift store on Canyon Street for 13 years. I have nine years of council experience and am community minded, having been a volunteer or board member of many local organizations. On council I took an active role in community health needs and especially the shortage of doctors.” Kevin Boehmer: “I am born and raised in this beautiful Creston Valley. Been back in Creston since 2010. I had moved away and did my bachelor’s degree in management at the University of Lethbridge with an accounting major. I then worked on and obtained my c h a r t e r e d accountant designation. I own my own company doing a chartered accountant-type practice. As well I have been a

director of finance for the Lower Kootenay Band for the past year. “I have four beautiful daughters, the oldest of which is nine, and a lot of the reason I am running is that I’m seeing a need for more business and industry in Creston. I want to make it so that my children and all of our youth can return to Creston and work with gainful employment.” Joanna Wilson: “I have served on Creston town council for the past nine years. I have lived in Creston since 2004 and worked here as a music teacher and photographer since the 1990s. I wish to continue to support the initiatives of council which enhance livability in our town and include the enhancing of past councils’ work that make a positive influence, such as the ongoing revitalization of downtown and advocacy for the arts. I am civic minded and currently am chair of the Blossom Festival committee and Creston auditorium society. I have served as the council representative on several groups, such as the Creston arts council, the affordable housing society and Creston-Kootenay Foundation. “With this experience I know the community, I know the issues and I have a vision.”

Lon Hansen: “I have been in Creston for the past four years with Shoppers Drug Mart and moved here from Smithers. I have a wife and three children and we want to make Creston our home. We love Creston and we love the valley. It’s close to our families, but as I’ve said to others, not too close! “The reason that I have run for council is that I desire a brighter future for my children, that they can stay in Creston or come back to something that is of value to them, so they can be close to my wife and I. I am part of the Action Creston group and as that group we can actually make commitments to make things happen that are important to you.” Daniel Geurts: “I served several years in the Canadian Armed Forces and then I did 25 years with the RCMP before I retired. After I retired, my wife and I decided to buy property here in Creston and we did so seven years ago and then we built our retirement home here. “If elected to your council, my concerns that I would like addressed are growth and economic development here in the Town of Creston. Fiscal management is another thing I would like addressed and the other things are job opportunities for the younger generation and yet still keeping in mind that we have a senior population that has to have a hope.” Arnold DeBoon: “My wife and I moved here with our family in 1990 and we raised our sons here. My wife was a community health nurse and I was a conservation offi-

From page 22 “I also put on fly-fishing schools here, charged people money and then donated the money to charity. “In my 26 years with the Ministry of Environment, I have had a great education in business planning, budget management and many other things that would help serve this community. I now have the time to serve on town council and my goal is to make Creston a prosperous place for my children to come home to.” Myrna Johnson: “I come with a varied background as I have been in the military as an air traffic controller and as an engineer. As a civilian I was a heritage interpreter and community developer and I have been involved with the community in many endeavours such as the Kraft celebration and was the Better at Home developer before that. I would like to be on town council and help our community move forward.” Karen Unruh: “I have nine years as a town councillor. Therefore I can honestly tell you that I will not be able to make a difference on my own. But with the efforts of community members, council members and regional district directors, we can make a difference. There are some residents who view Creston as a small, unique community and want to keep it that way. There are others who see it as a small town with a great potential for growth. Let’s find a balance. Just as plants need nourishment for growth, Creston needs investment and development that will fit the community plan. “I am an independent thinker and I make decisions based on the information made available. Being a council member, you must be prepared to debate issues, make decisions and move on. Where has Creston been and where does it want to go? How are we going to get there? Remember, the character of a community is defined by all residents, not only a few. Jen Comer: “I graduated with a bachelor of arts from the University of Victoria with a major in geography and focused mainly on sustainable community development and local food systems. After my husband and I both graduated in Victoria, we decided that we needed to move back to small-town

Creston where we really wanted to raise a family. “Since being back here, in 2010 I took over managing the farmers’ market, which we have grown into a thriving enterprise contributing $1.7 million to the local economy. It has also been a great platform for me to jump off to be involved in other community activities, such as the integrated community plan. I have also worked for our local MLA as a constituency assistant and have experience working in the provincial government in Victoria. I do have a good understanding of the local and provincial issues and I look forward to representing you on town council.” Penny A.P. Anderson: “I am an artist and I am also a business owner. I graduated Alberta College of Art in 1988. I volunteer extensively with community groups in and around the valley. I live in Yahk and I like to work with the valley — I do consider myself a valley resident. I owned property since 1991 and I moved to the

valley in about 2007. “I was RDCK (Regional District of Central Kootenay) Area B alternate director and I am also part of A c t i o n Creston. We are five likem i n d e d individuals who have agreed on five items, and it’s a contract with Creston and we would like to carry forward with you.” Joe Snopek: “I have been in Creston since 1982 running Snopek Auction. I have been on Glaser

Terrace Handy Capable Society for four years, I have been president of Restorative Justice for 13 years. I sit on the fall fair board, the Ka mi n o h o Friendship Society. “I spent 12 years — six on council, six as mayor — that’s why I have no hair!”
