Baker was re-elected as Lake Country mayor on Saturday night, winning a closely contested race by 225 votes over businessman Jayson McCarthy. It will be Baker’s fourth term as mayor after he garnered 1,215 votes to McCarthy’s 990. “I’m really, really pleased,” said Baker. “I’m looking forward to the next four years. day night. “Jayson was a very good candidate. We had similar platforms.” Baker chalked up his success to the political connections he has made over his years as mayor. “I think I have made connections over the past nine years where I am able to collaborate with higher levels of govern-
ment. We have had considerable success in partnerships.” McCarthy, a former councillor who came up short to earn the mayor’s chair for the second straight election, said voter turnout was down from past years and that wasn’t good for his hopes.
“The turnout is significantly lower than three years ago,” McCarthy said after the tally was posted. “That’s disappointing to me and surprising. I was thinking there seemed to be a little bit more desire for change in the community than obviously there was.”

He says it was a disappointing result. “It was disappointing, it was a lot of effort to make the points I tried to make but at the end of the day my life goes on and the community goes on,” he said. “I was very excited,” Gambell said Monday morning of her reaction when getting the news of her win Saturday night. “I have to say I kind of yelled. I was very pleased. One thing we need to focus on is our front porch meetings and really getting public input, just not from certain people but from the general public. ‘Noticeably less’ voter turnout than rest of Okanagan Valley KEVIN PARNELL Voter turnout in Lake Country was down this year compared to the general election in 2011. There were 2,219 voters who cast their ballots in the municipal election on Saturday or in advance polls, a decrease from 2,692 who voted in 2011. Overall that’s only 24
per cent of the eligible vote (9,315) compared to 29 per cent in 2011. “I was disappointed in the turnout,” said Coun. Penny Gambell, who topped everyone in receiving 1,331 votes. “I was really surprised. I really thought there was more interest this year. It was noticeably less than the rest of the valley and that really struck me. I

able to vote at George Elliot school and had to travel in from the differ-
ent wards. Some complained of long wait times to vote. Election officials admit there were some growing pains this year with a new electronic voting system and they will also be looking at possibly having election stations in the wards for the next election. “This election we used an electronic regis-
tration system in an attempt to speed up the process,” said Reyna Seabrook, chief election officer. “Unfortunately it was not as quick as we had hoped and there were still some significant wait times for electors. “We heard the concerns of residents that came out to vote and we really appreciate everyone’s patience and con-
structive feedback to help us improve in the future,” Seabrook said. “One of the things we heard is that people want polling stations in the wards; so that is something that will be brought forward to council as it has a budget implication.” newsroom @lakecountrynews.net

I want to make an assessment, see what it looks like and add my voice to the six others in the room.”

Leading up to the deadline to file nomination papers to run for this year’s election, in-
cumbent councillor Rob Geier in Winfield was undecided whether he would let his name stand for a second term. A long-time teacher at George Elliot, Geier is retiring this summer and had thoughts of possibly teaching abroad. But in the end he decided to run against former administrator Randy Rose, winning the election with 783 votes to Rose’ 248. “There were a lot of people that urged me to run again,” said Geier on Monday. “I think more than anything they wanted someone to challenge Randy. You need to have at least two people running and it would have been nice to have more than two. Being
connected to the community as a teacher really helps. After 27 years you really become immersed in the community.” Rose brought forward the issue of the restructuring in Lake Country’s municipal hall during the campaign but in the end the electorate stuck with Geier in Winfield.
OKANAGN CENTRE
In Okanagan Centre, Blair Ireland successfully challenged Lisa Cameron in a race that seemed to come down to a long-standing issue of the removal of private docks along a public beach in the ward. Cameron was elected in 2011 on a campaign to clear the Okanagan Centre linear park of private
property, a move that rankled the feathers of some residents, including Ireland, who appeared at council with a petition trying to overturn the move. It was an issue that never truly died in Okanagan Centre and when the votes were tallied Ireland had 344 to Cameron’s 282. Cameron said she was disappointed in the re-

sults but proud of her track record. “I am proud of my achievements over the past three years,” she said. “I accomplished a lot, and not only did I listen to residents, but I acted to support them. My legacy will be returning Okanagan Centre beach back to our community where it belongs. It’s now up to residents to safeguard our public spaces, and ensure the new council values our tax dollars and has the vision to spend them wisely.” For Ireland it will be his first foray into local politics. He admitted he is nervous to start something new but excited for the opportunity. “I was pretty happy
with the results and I’m a little nervous. There is a lot of work to do and a big learning curve ahead of me,” said Ireland who denied it was an election over the beach issue. “It’s really not about the beach. It’s purely who’s going to represent the people and listen to everybody.”
OYAMA
In Oyama, Owen Dickie outpaced challenger Keli Westgate, with 278 votes to 127 in a race that featured the longtime incumbent challenged by a newcomer to the community. Dickie commended Westgate for a great campaign. “I would have to start by saying I was relieved,” said Dickie af-
ter the vote. “Keli ran an effective campaign. “I have to say it is an endorsement of the last three years. We have made some hard decisions and while they may not have been the most popular, people recognize they were needed.” Westgate, whose husband works at Gatzke Orchard and is in the process of relocating to the area, said it was a great learning experience running for council. “I wanted to give Oyama residents a choice on the ballot,” she said. “I thought I was able to bring forward some ideas. I’m very new to the area so I’m not surprised. I know a lot more about the process for next time.”

What to do with school boards? T he saddest manifestation of British Columbia’s modern democracy has produced its judgment, with the election of school trustees for the next four years. There are still independent, community-minded trustees, but mostly “boards of education” have become the neglected, exploited stepchild of B.C. politics. Teacher union locals and CUPE-dominated “labour councils” organize candidate forums and ask most of the questions, often to former teachers holding and seeking school board seats. Unions finance the campaigns of those who pledge to act as a bullhorn for constant demands for more provincial money, and instruct their members to vote for what should be called the Conflict of Interest slate. This has been going on for so long in B.C. it is seen as normal. Trustees who most

The public mostly doesn’t give a damn, since school property tax authority was centralized in Victoria many years ago, largely because of this special interest pressure. The classic case is in Coquitlam, where one could almost hear the theme from The Godfather as local CUPE boss Dave Ginter appeared before the board of education in February. He informed the elected trustees that their collective financial acumen
wasn’t up to his standards and some of them would have to go this fall. “Obviously, the chore I have is to find new trustees,” Ginter clarified in an interview with the Tri-City News as the union’s candidate selection machine stirred to life. Ginter seems to have made them an offer they couldn’t refuse on Saturday, with formerly union-blessed trustees turfed out in favour of a new group. Then there’s Vancouver Island, where the 1970s survived, at least until Saturday night. Cowichan school board got itself fired by the province in 2012 for refusing to submit a balanced budget. Two of the trustees who think the job is to flout the balanced budget rule and instead demand a “needs budget” ran again. They were joined on a slate by two others who apparently still believe the answer to every problem is to shout for
“more government funding.” They didn’t get in, as voters appear to have been unimpressed by seeing their school board replaced by a provincially-appointed manager for two years. That brings up a modest proposal. How about an appointed trustee for each of the 60 school districts? School boards have lost authority over taxation, curriculum (another area of constant union social engineering pressure) and now labour relations. Do we really need them any more? After the 2013 B.C. election, the Christy Clark government wasted no time taking control of union bargaining on behalf of school districts. Trustees were pushed out of the bargaining agency, no longer trusted to represent taxpayers for that duty either. The puppet role of some school trustees was evident in the recent teacher strike. When the province opted to pay parents for the disrup-
tion, there was a chorus of protest from those supposedly elected to represent the interests of parents and taxpayers. School tax rates are now set by cabinet order, and the B.C. Liberal government is considering a move to regulate local industrial taxes. (This would presumably be to keep union-influenced municipalities from trying to get too many golden eggs from those liquefied natural gas plants.) Would Education Minister Peter Fassbender and his team continue their remake by amalgamating or eliminating school boards? Not likely. With a rare teacher settlement in place, trustees will have less incentive to grandstand. And their meetings may become something more than union beef sessions. I find myself thinking about those jays, as I read that the Canadian Legion has suffered a serious membership loss. This, despite having had a record-setting year for selling poppies and receiving donations. The Legion is, of course, an organization for veterans of the Canadian Armed Forces

Join in the challenge to stay focused on your driving

came very close to cutting off an oncoming cyclist the other day while I was making a left turn. It was one of those “close calls” that had been regular features of my driving experience until the Spring, 2012, when I started using a tool to help me focus on the critically important task at hand. It is a simple tool: Making the conscious effort of keeping my hands at a certain position on the steering wheel. When my mind wanders, so do my hands. The movement of my hands to more comfortable positions alerts me d to refocus my attention. I stopped having those “close calls” that cause shivers down your spine with the realization that you have just about caused a crash. My

personal success led me, in spring 2013, to issue a challenge for all drivers to use the same tool. I called it “doing the 10 and 2” for the hand position I had been taught as a young driver. I have since learned that “9 and 3” or “8 and 4” might be more optimal hand positions, but the particular positioning you choose is irrelevant to the usefulness of the tool.
What happened the other day when I had another one of those “close calls?” I was having an animated discussion with my associate on the way to a mediation for an ICBC claim. My mind was focused on the factual and legal issues of the case. My driving turned into that dangerous, inattentive autopilot that causes crashes. Had I not been cautioned by my associate, I would have pulled directly in front of the cyclist who was clearly and plainly there to be seen. I wasn’t speeding, texting, talking on a cell phone, eating a sandwich, fiddling with the stereo or GPS, and I certainly wasn’t under the influence of alcohol. There were no “don’ts” about my driving behaviour, but at that moment I was demonstrating the

Massive Chinese waterpark order has implications in Lake Country

hen you think about big government priorities like growing our Asia-Pacific relationships, you might wonder how something that broad affects us here in the Okanagan. You might think that B.C.’s bigger urban centres are the only ones to benefit from these partnerships, but that’s simply not the case. Take, for example, the Richmond-based com-
pany WhiteWater West Industries, which bills itself as the world’s foremost waterpark designer and Waterslide manufacturer. The Okanagan Basin Water Board (OBWB) and Okanagan Nation Alliance (ONA) held a joint news conference early this month at Fascieux Creek Wetland in Kelowna’s Lower Mission area, welcoming new funding from Environment Canada towards Phase 2 of the Okanagan Wetlands Strategy project and some significant additional work by the ONA. While Phase 1 involved public outreach, data collection, prioritization, and mapping of Okanagan wetlands, Phase 2 includes two years of hands-on wetland restoration and rehabilitation. The goal is to com-
plete six projects (three by March 31, 2015, and another three by March 2016). In support of this effort, a total of $50,000 was granted to the OBWB for project management over two years, and another $50,000 was provided to ONA for hands-on wetland projects—both ONA-specific wetland projects, plus projects with the OBWB. Over the next two years, Tamblyn will be working with the ONA, plus many more partners to see these projects through, helping create communities that are more resilient to flooding, and pleasant to live in.” According to Tamblyn, Phase 2 recently kicked off with a fencing project at McLachlan Lake, helping protect a wetland holding only a small amount of water and in need of protection from cattle and off-road vehicles. In addition to the OBWB and ONA, partners in Phase 2 include the Regional District of Central Okanagan, BC Wildlife Federation, South Okanagan Similkameen Conservation Program, Okanagan Collaborative Conservation Program, Okanagan Similkameen Stewardship Society, and B.C. Ministry of Forests, Lands and Natural Resource Operations. This partnership will grow as more groups join in hands-on work (e.g. fish and games clubs, etc.) Phase 3 will involve the development of a comprehensive Okanagan Wetland Strategy document for future work, informed by the previous phases.

These students shared what inspired them most at the big We Day event in Vancouver and how they want to help both locally and globally this year. Our first fundraiser is a food drive for the Lake Country Food Assistance Society. As in past years, Mrs. Daniels is adding to this drive, by donating one dollar for every small baggie of unwanted candy the students donate.

SPIRIT DAY The school had a costume dress-up “ spirit day” this afternoon and the intermediates went bowling while the primaries stayed at the school for fun activities such as graphing Skittles by colour, icing and decorating cupcakes, spooky art, a healthy snack center, and other activities. All students who dressed up earned a point for their House Team.
HOUSE TEAM CAPTAINS who are wearing their own Leadership tees in the four colours of the Houses. Each week we have a “House of the week” and every fifth week we celebrated all of the Houses. House points are earned for participation in House Games, as well as spirit days, and for doing exceptional behaviours which show citizenship, responsibility, and respect.

Vernon’s new mayor says he’s ready to get down to business. Akbal Mund rose to the top Saturday with 3,714 votes, ahead of Victor Cumming in second place at 3,089. “It’s exciting,” said Mund, the former owner of the local Wendy’s franchise. Mund believes he won because he was able to resonate with residents. “There was a lot of the young voting crowd who came out who were engaged. People wanted change and a new direction,” he said. Mund, who will be sworn in as mayor on Dec. 1, will meet with the retiring Rob Sawatzky to get a sense of the mayor’s job. s “This is my first foray into politics and I need to do some homework,” said Mund. This was also a firsttime campaign for Cumming, an economist. “I’m pleased with how I did,” he said. “People wanted change and Akbal is well known in the community. Congratulations to all the winners of the election! December is near, as well as school Christmas and holiday concerts, office parties and of course, gift shopping. This newspaper is offering a special to advertise in our December 17 issue “Home for the Holidays” which will feature decorating ideas, recipes and other things to warm the heart. The annual “Season’s Greetings” edition will be December 24 and is the perfect avenue for businesses to wish their clients a happy holiday and thank them for a successful year. It’s also a great way for readers to wish their friends, neighbours and family all the best for the season. The Lake Country Food Bank is asking for your participation in an online fundraiser. They earned enough support in the Aviva Community Fund voting to earn a spot in the semi-finals, and will be entered into the competition as one of the 120 semi-finalists from December 1-10. LCAG affordable art sale The Lake Country Art Gallery presents its fifth annual Under 100 art exhibition and sale, starting with a preview event Friday, Nov. 21 from 5 to 7:30 p.m. There will be a plethora of art offered for sale at reasonable prices. The works of art have been created by Okanagan artists to fit the
bill of being small in size and affordable in price. The Friday night free admission preview features a First Buy raffle with tickets going for $10. All proceeds from the sale of the art will go to the artists and to support the Lake Country Art Gallery. The exhibition and
sale will continue until Dec. 21. The gallery’s winter hours are Wednesdays 8 a.m. to 6 p.m.; Thursdays and Fridays from 10 a.m. to 4 p.m. and Saturdays and Sundays from 11 a.m. to 3 p.m. The gallery is at 10356A Bottom Wood Lake Road in Winfield.

That’s the last day in the Central Okanagan for the curbside yard waste pickup program until collection resumes again March 1st, 2015. District of Lake Country’s sports fields are now CLOSED for the season Over the winter, District crews inspect sports fields to determine what repairs are required and perform annual general maintenance. The District of Lake Country is requesting expressions of interest from organizations interested in operating a Visitor Information Centre (VIC) in Lake Country from May 18, 2015 to October 15, 2015. Proponents may submit expressions of interest for a one or two year term of operations. The successful proponent will provide a facility, staff and management for a Visitor Information Centre within the District of Lake Country, operating in accordance with Destination BC requirements. The proponent will also be required to provide mobile visitors services to agreed upon locations.
