SURREY FIRST SWEPT 82% OF POLLS

$71 MILLION PLEDGED FOR SKYTRAIN FIXES

▼ ANALYSIS: OVERWHELMING WIN INTERRUPTED ONLY BY 11 POLLS TAKEN BY DOUG MCCALLUM AND ONE BY BARINDER RASODE KEVIN DIAKIW

Mayor-Elect Linda Hepner and her Surrey First team not only won the election, but they took more than four-fifths of the polling stations in the city. Hepner won 53 of the 65 polling stations. Her Surrey First team was also installed in all of those voting areas. There were 52 voting places on election day and 13 voting opportunities by mail and in advance of Nov. 15. Doug McCallum took 11 polling stations, eight of them in West Newton, and three of them in East Newton. He didn’t take a single polling station south of 63 Avenue. continued on page 3

TransLink is committing to $71 million in SkyTrain upgrades spread over next five years in response to 20 recommendations from an independent review into major system shutdowns during the summer.

The transportation authority says the changes aim to reduce the frequency and length of disruptions, quickly evacuate passengers and provide better communications to those affected. The major shutdowns July 17 and 21 stranded thousands of passengers for hours, prompting dozens to force open SkyTrain doors and walk unescorted on elevated guideways, causing even longer delays. Gary McNeil, a retired Toronto transit executive, said it’s critical the staff response and system upgrades give passengers confidence any shutdown will be quickly resolved so they won’t self-evacuate. A key promise announced by TransLink CEO

Ian Jarvis on McNeil’s recommendation is that SkyTrain staff reach stranded cars within 20 minutes of a shutdown and that there be much better communications with passengers to assure them help is on the way – a key failure in July. “We failed our customers last summer,” Jarvis said. “We can do better.” Jarvis said the extra money will be found from within TransLink’s existing revenues for capital maintenance and won’t affect the proposed transit expansion plan of area mayors that is to go to referendum in the spring. continued on page 3

▼ HALF OF SKYTRAIN DELAYS CAUSED BY INTRUSION ALARMS from page 1

The biggest expenditures include $15 million for an improved public address system and another $15 million digital signboards and speakers outside all stations to inform passengers when entrances are closed or lines spill outside the stations. McNeil said the lack of information for crowds outside stations in July caused “more aggravation and inconvenience.” Another $10 million would go to upgrade SkyTrain’s guideway intrusion system so false alarms like a newspaper blowing around in front of a train or a bird flying by no longer force a stoppage. Half of the delay incidents on SkyTrain are caused by guideway intrusion alarms, regularly halting trains for three to 15 minutes, and McNeil predicts augmenting the system with CCTV video and optical imaging technology should eliminate most of those stoppages. “You’ve got to get rid of those false alarms so that when there there is an alarm it’s really for a legitimate reason,” he said. His report noted are 450 guideway intrusion alarms and 275 emergency brakings each month, numbers that have risen sharply since the system’s sensitivity was increased a year ago as a safety precaution. It warns so many minor delays make the public less tolerant of major ones. An auto-restart function that TransLink opted not to get in the last upgrade of its train control system in 1994 will also be added at a cost of $5 million to help speed up the redeployment of halted trains, which can now take five hours. McNeil also found TransLink didn’t have enough staff on shift to handle huge crowds at stations during the shutdowns. Major problems will still exist and officials hope the promise of faster staff response times to clear halted trains will deter passengers from forcing open doors. Jarvis acknowledged that has become a pattern since the July Ian Jarvis incidents, with passengers forcing doors less than five minutes after a train comes to a halt. He said TransLink is acting on all McNeil’s recommendations and predicts better SkyTrain service will result. TransLink has already taken some steps, such as ensuring work on the central power supply or command and control systems happens only when passengers aren’t being transported. The July 21 failure happened when the control centre was shorted out by an electrician working on it and another recommended upgrade is an uninterruptible power supply that ensures trains and communications don’t lose power. Other changes include notifying bus drivers – who in July learned of SkyTrain shutdowns from passengers – so they can help inform riders of the situation and their options. McNeil said the challenges are somewhat unique for the driverless SkyTrain system, because most other rapid transit systems have drivers who escort passengers out when they must evacuate.

▶ NEW COUNCIL SWORN IN ON DEC. 8 from page 1

He also failed to garner any wins north of 96 Avenue, possibly due to his harsh campaign criticism of the popular new city hall in North Surrey. The polling stations where McCallum was favoured were situated in ethnically diverse neighbourhoods, and while voters there supported the former mayor, they didn’t back his Safe Surrey team entirely. Most votes in those polling stations went to four or five candidates with ethnic names and included those from Barinder Rasode’s One Surrey, Hepner’s Surrey First and an independent (Saira Aujla). Rasode faired quite poorly in the ethnic ridings, coming in third behind both Hepner and McCallum. Rasode only took one polling spot, “election headquarters.” Hepner was successful in a vast majority of the ridings, some by a much greater margin. She did extremely well in South Surrey and almost tripled McCallum’s votes in Cloverdale. She also fared well in Guildford, perhaps due to her promise of an at-grade commuter rail from the SkyTrain to that community, which she vowed to have in place by 2018. In 82 per cent of the ridings, Surrey voters overwhelmingly chose to keep the status quo.

Those results pair well with polls prior to the election that showed Surrey First Mayor Dianne Watts had a 75-per-cent job approval rating, which one pollster called one of the highest of any elected official in the country. Rasode said Tuesday the election result “speaks to Mayor Watts’ legacy.” And while it worked out well for Surrey First, figures show people were voting strategically, or “plumping” by voting for fewer than a full council. Figures show the average voter chose only 6.68 councillors of the possible eight. Part of the reason plumping occurs is to better ensure the candidates you vote for are elected. The other significant figure in this election was the voter turnout of 36.29 per cent. It was the largest turnout since 1990, even surpassing the electoral brawl between Watts and McCallum in 2005, which saw 35 per cent of the electorate come out and vote. Part of this year’s showing at the polls could be explained by having three strong candidates running for mayor who were working heavily to get the vote out. However, the mere fact that Surrey First won so many of the polling stations indicates some of that turnout will have been people showing up to defend the status quo. Watts leads one more council meeting on Dec. 1. The new mayor and council will be sworn in at the inaugural meeting on Dec. 8 at city hall.

One-party fifedom Surrey is a one-party town, with Surrey First and its allied Surrey First Education slate winning all seats on council and the six Surrey seats on the board of education in Saturday’s election. The potent effect of endorsements from outgoing mayor Dianne Watts and the well-oiled campaign machine ensured that Surrey First and Surrey First Education candidates mowed down anything in their path, with decisive victories. No one else came close. Rina Gill of the Safe Surrey Coalition came ninth in the race for the eight council seats. She was more than 8,000 votes behind eighth-place candidate Vera LeFranc, one of three newcomers on the Surrey First slate to be elected. Also elected for the first time were Dave Woods and Mike Starchuk. In the trustee race, incumbent Charlene Dobie finished ninth, but was more than 24,000 votes behind the sixth-place Surrey First Education winner, former councillor Gary Tymoschuk. Linda Hepner won almost 50 per cent of the votes and crushed her main rivals Doug McCallum and Barinder Rasode to win the mayor’s chair, and more than 100,000 people voted, which is almost certainly a record. Hepner has vowed to get to work immediately on dealing

with crime, the main thing on Surrey voters’ minds. She said Monday she will appoint a general manager of public safety at city hall – a long-overdue step which ensures that council hears from more than just the head of Surrey RCMP on crime-related issues. A more cohesive and comprehensive approach to crime issues is necessary. There must also be continued lobbying of federal and provincial representatives to help deal with issues such as mental health, long-term offenders and halfway and drug recovery houses. She is also vowing to have at least part of an ambitious LRT line built by the time the next election rolls around in 2018. The first phase will connect Whalley to Newton, with another leg to extend along 104 Avenue between Whalley and Guildford. While this project is part of the ambitious list presented by Metro Vancouver mayors to be funded through new taxes, if a TransLink referendum proposed for next year passes, Hepner said the project will go ahead even if the referendum fails. She cited the possibility of getting private sector funding and a federal infrastructure grant. Given that Watts will almost certainly be elected as a Conservative MP in the October federal

election, if the Conservatives win the election, that grant may indeed be coming. There is no doubt that transportation issues must get significant attention. Surrey cannot continue to grow without the inadequate transit offered in the city being addressed. TransLink has been hampered by lack of funding and if the referendum passes, it should be able to expand bus service in Surrey quickly. The LRT lines will take longer to build. SkyTrain advocates oppose LRT, saying it will not be a great deal faster than driving a car. They are correct, but if LRT is used for trips within Surrey, speed isn’t really the issue. SkyTrain is not used for trips within Surrey, except by very few people. LRT, on the other hand, would be and would take a significant number of cars off the road. Study after study shows that most trips within Surrey involve driving, because of inadequate transit. LRT has the potential to change that. Hepner and her Surrey First teammates on council have a lot of work to do in the next four years.

Bring in the transferable vote ▼ THAT WAY THE MAJORITY OF VOTERS CAN DECIDE ELECTIONS I was very glad to see so many others lined up with me to vote in the civic election on Saturday. As I’m writing this, it’s only 6:30 p.m. on Nov. 15, so I don’t know who was elected, but for the eight council and six school board seats, I’m sure our preferences as voters will be reflected

in the results. However, I don’t think that’s true for the mayor’s position. With seven people running for mayor in our current “first past the post” system, it’s conceivable that someone who received just a bit over one-seventh of the votes could become mayor. Of course that’s not likely, but if only four were running, the mayor could be elected by the votes of just over 25 per cent of the voters. This doesn’t feel

democratic, no matter who eventually wins the position. Please, city council, can we adopt a preferential ballot voting system for all mayoral elections? That way, we voters could specify our first, second and third choices for the position, and, if our first choice candidate has the least number of votes, then our second choice candidate would get our vote and so on, until one candidate has a majority of the votes. Sixty

per cent of B.C. voters voted in support of this transferable vote method for provincial elections in 2009; it’s used in Ireland, Scotland, India, Pakistan, Australia, New Zealand and Iceland. Let’s do it this way in Surrey too – and then we’d know that our mayor would always be the preference of a majority of Surrey voters. Geoff Dean Surrey

▼ STATUS QUO OF SECRECY CONTINUES IN SURREY Pollsters are having a difficult time predicting election results. It is clear the Dianne Watts machine is powerful. If former mayor Watts was a 10, then Linda Hepner is a four. Well, there will be puppeteers pulling the strings. Surrey will go on with status quo, secrecy and lack of openness with the public. ▼ VOTING IN ELECTIONS SHOULD BE MANDATORY As a citizen of Surrey for many years, I was once again appalled at the number of people who actually got out and voted. Only 35 per cent – how sad is that? All candidates did a good job and I commend each of them. I feel it is everyone’s obligation to vote. It should be made mandatory that everyone has to vote in elections. Either put up or shut up when issues are not addressed by city hall. I’ve heard concerns over illegal multiple suites, increased crime, no bylaw enforcement, illegal construction, lack of sufficient transit but, did you vote? I’ve had many dealings with the aforementioned issues and city hall chooses to turn a blind eye and deaf ear to them. The big houses will continue to be built with multiple suites and illegal construction. Laws will continue to be ignored. Law enforcement will not be able to get a handle on the increase in crime. Until the elected officials at city hall step up to the plate and start enforcing their bylaws for everyone to follow, nothing will change; it will continue to get worse. There are well over 10,000 files on infraction complaints that bylaw officers have not addressed and they continue to grow in number. So, in my opinion, the majority of votes that Linda Hepner did get were from the people who city hall turns a blind eye and deaf eye to when they break the laws. Kathy Martin, Surrey

Not more bang for the buck ▼ LRT WILL ACTUALLY INCREASE CONGESTION I’m very happy to see some residents understand SkyTrain’s advantages (“SkyTrain versus LRT,” Letters, Nov 17). However, it might be difficult to convince misled Surrey residents under the grip of over-enthusiastic light rail supporters. The most common argument from light rail supporters is that it gets you “more for less” (indeed, 27 kilometres of light rail costs the same as 17 kms of SkyTrain). They love to push capital cost and rail extent as if it were the heaviest weight, but they also left out these major issues: • Light rail is only one minute faster than the 96 B-Line. • Light rail will cut two 104 Avenue traffic lanes and cause traffic mayhem in

The disadvantages of light rail outweigh its advantages, a letter writer argues. FILE PHOTO Guildford. • Light rail is prone to service stoppages from blocked tracks as over 600 accidents occur each year on LRT corridors. • Travel times will triple

until light rail construction is complete. (Where do buses go when construction starts closing lanes? Answer: the remaining, congested lanes). I don’t think it’s worth

spending $2 billion with the end result of a single minute in time savings. And, if the city moves forward with its impulsive attempt to build LRT within three years – something no Canadian city building LRT has ever done – it will spend even more. When TransLink studied Surrey’s rapid transit options, they found that the same amount of money that proposed light rail requires, directed to a SkyTrain extension combined with Bus Rapid Transit (BRT) instead, will do more to get people out of their cars and into the community. It would generate twice the transportation benefits and have none of the aforementioned issues. I am confident that SkyTrain and BRT is a far better solution for Surrey. Margaret Halsey, a dog owner and artist who does pet portraits, argues well-behaved leashed and muzzled dogs should be permitted on public transit outside of rush hour, adding it would help reduce the number of cars on the road. “Most dog owners are very supportive of it, especially ones who prefer not to drive,” Halsey said. “It would help people get out of

their own neighbourhood and walk their dog at off-peak times.” Besides being on a harness, short leash and muzzle, Halsey suggests dogs be obedience tested by TransLink and approved dogs be required to wear a jacket that would help reduce allergens and identify the dog as authorized to ride transit. TransLink’s current policy, in place since 2001, allows only small dogs and other pets that fit into a cage or container on the passenger’s lap. Guide dogs are exempt.

▶ “It would help people get out of their own neighbourhood and walk their dog at off-peak times.” MARGARET HALSEY

Halsey’s dog – a 42-pound whippet named Smyth – is too big. “I can see him being very well behaved on the transit system, as would many dogs of responsible owners,” she said. “There are irresponsible dog owners, of course, and they won’t be interested in it because they don’t like transit anyway.” Spokesperson Jiana Ling said TransLink will consider allergy concerns, look at best practices in other jurisdictions, and consult with passengers, bus drivers and other stakeholders ahead of any decision to change the policy. BC Transit is also considering a request to allow dogs on buses in Victoria.

New rules coming for election spending â–ś WILL GOVERN SPENDING AND DONATIONS BY THE NEXT MUNICIPAL VOTE IN 2018 TOM FLETCHER

Municipal election campaigns pop up every few years, but voters remain largely in the dark about who’s spending how much money. That’s why the B.C. government waited until the first elections for four-year municipal terms were

Coralee Oakes held to examine how campaign spending should be regulated, says Coralee Oakes, B.C.’s minister for community, sport and cultural development. Oakes promised

there will be new rules on spending and donations from property developers, unions and other donors to municipal council and school board candidates by the next province-wide municipal vote in 2018. A legislature committee started working on it in October, with recommendations due by Nov. 27. “What we found is that for a lot of the organizations, if you’re not in election mode, they are not formed, Oakes said. “So we knew that if we were to do stakeholder engagement, we need to do it when the elections were happening. Some urban municipalities see substantial campaign donations from special interests, with only the requirement of disclosure long after votes are counted. In Vancouver, where developers and civic worker unions spend heavily, Mayor Gregor Robinson’s Vision Vancouver party and challenger Kirk Lapointe’s Non-Partisan Association were pushed to voluntarily disclose their major donors before Saturday’s vote.

Imposing campaign reform on local governments has been an awkward task for the ruling B.C. Liberals, who have not given up their multi-million-dollar advantage

▶ PAIR TO SERVE LIFE IN PRISON, WITH NO PAROLE FOR 25 YEARS from page 5

CANADA’S ECONOMIC ACTION PLAN

HELPING FAMILIES PROSPER

Across Canada, families are working hard. That’s why Canada’s Economic Action Plan is proposing new measures to help make raising a family more affordable, such as: • Introducing the new Family Tax Cut • Enhancing the Universal Child Care Benefit

• Increasing the Child Care Expense Deduction • Doubling the Children’s Fitness Tax Credit

To find out how your family can benefit, visit Actionplan.gc.ca or call 1 800 O-CANADA. Measures subject to parliamentary approval.

Haevischer and Johnston were found guilty in the Oct. 19, 2007 execution-style murders of rival drug dealer Corey Lal, his brother Michael, Ryan Bartolomeo, Eddie Narong, as well as Edward Schellenberg, who was servicing fireplaces in the Balmoral Tower apartment building that day, and Christopher Mohan, who lived next door to the death suite and was dragged from the hallway as he headed out to play basketball. Christopher’s mom Eileen Mohan was in court Wednesday and said she never believed the judge would stay the charges against Haevischer and Johnston. As bad as the police misconduct may have been, she said, they did not go to someone’s doorstep and take innocent lives. “My son’s life is way more precious than the mistreatment of these two criminals in prison,” Mohan said. “At some point, we have to come to a conclusion that if you are a criminal ... your rights do not supersede our rights.” Having Haevischer and Johnston’s guilty verdicts officially entered was meaningful for Mohan, who sat through months of often gruesome testimony since the trial began last fall.

“These two criminals had a hand in grabbing my son and mishandling him and in the end, taking his precious life, so this is very important to me,” she said, adding she will speak at the pair’s sentencing hearing. She said she will now prepare for the trial of Jamie Bacon, who is charged with first-degree murder and conspiracy to murder Corey Lal in connection with the Surrey Six murders. That trial is scheduled for May. Sophon Sek, is also charged with manslaughter in the case, but a trial date hasn’t been set. Another man, who can only be identified as Person X, pleaded guilty in 2009 to three counts of second-degree murder in relation to the slaughter and is serving a life sentence with no parole for 15 years. Michael Le was initially on trial alongside Haevischer and Johnston, but a year ago, pleaded guilty to conspiracy to murder Corey Lal and ended up testifying against his former Red Scorpion gang associates. A date for Johnston and Haevischer’s sentencing was to be set Thursday morning (after The Leader’s press deadline). First-degree murder carries a mandatory life sentence with no chance of parole for 25 years.

Surrey’s Christmas tree lights up this weekend ▜ SATURDAY’S ALL-DAY FESTIVAL FEATURES FREE FAMILY FUN AND MUSIC SHEILA REYNOLDS

Ready to seize that holiday spirit and sprint into Christmas? The City of Surrey’s annual Tree Lighting Festival is this weekend, featuring the annual lighting of the Christmas tree, in addition to a sleighful of family fun and music. Headlining this year’s event is Alyssa Reid, an 18-year-old recording artist whose high-energy beats and beautiful ballads have garnered her plenty of airplay and YouTube attention. Award-winning children’s entertainer Fred Penner will also grace the Surrey stage, bringing his memorable, feel-good tunes to kids of all ages. Other performers include Bobs ‘n’ Lolo, The Tourist Company, Praise Dance Team, Top Line Vocal Collective, Queen Elsa and Anna and Sweet Soul Gospel Choir. The event has changed locations this year and will be held at the new City Hall Plaza (13450 104 Ave.), with a satellite location nearby at Central City Shopping Centre. Free family activities will include road hockey, a life-sized snow globe, Story Time Igloo and a Letters to Santa station. And of course, the jolly man himself will also make an appearance. The festivities start at 11 a.m. on Nov. 22, with Santa arriving at noon at Central City and the rest of the celebrations taking place until 8 p.m. at City Hall Plaza. The tree lighting will be at 6:15 p.m. Outgoing Mayor Dianne Watts says the festival has become a holiday tradition for the city. “It is an opportunity for the community to come together and celebrate the spirit of the season. We have programmed the event with families in mind, and this year will not disappoint with top notch entertainment, great family activities, and of course, the beautiful Christmas tree, she said. last 10 years. However, the overall crime rate and the level of property crime is dropping the slowest in the region. Figures released last month by the B.C. Ministry of Justice show the number of crimes in all cities throughout the province, from 2004 to 2013. Surrey is doing much better than it had in the 2003-2012 snapshot at hammering down violent crime, reducing it by 25.5 per cent. The previous 10year trend, showed this city actually had a

10-per-cent increase, despite the fact it was dropping in other large cities in the province. Figures released from the RCMP last week indicate there have been increases in the number of murders, firearms offences and robberies, but the vast majority of other crimes has dropped significantly. Those include assaults, which dropped by 30 per cent, and criminal harassment and threats, which plunged by 40 per cent from 10 years ago.

However, more problematic is the total number of Criminal Code offences – which reduced by only 11.7 per cent, while other major cities in the province at least doubled that reduction. Burnaby and Abbotsford cut their Criminal Code offences by more than 50 per cent during the same time. The second-poorest performer among major cities in B.C. was Kelowna, which cut its Criminal Code offences by only 16.2 per cent. Delta and Langley Township cut their

BC Sikhs mark birthday of founder South Asian households across the Lower Mainland mark the birthday of Guru Nanak

E

ach year, approximately 4 to 6 weeks before Christmas, thousands of British Columbians commemorate the birth of another enlightened saint, one born significantly further from our shores than Bethlehem.

Families attend a special prayer reading that falls annually on this late Autumn full moon. Sikhs from across Canada, the UK, Asia and India, share in religious meditation and mark family bonds, returning to the basics to recognise the life of man who was anything but ordinary.

At 546 years old, Sikhism is arguably the youngest organised religion in the world — its recognised birth year of 1499, according to the eponymous Nanakshahi calendar, comes 7 years after Columbus stumbled upon America. Over his seventy year life, Baba Nanak, as he is affectionately known, became India’s religious iconoclast. While simultaneously in Europe, Martin Luther was initiating the Protestant Reformation by railing against the bartering of Catholic indulgences, Guru Nanak was agitating for social rebellion in India. He fought for universal human rights against the plutocracy of medieval India. It was an era of kings, nobles, feudal servants, and slaves - a time when equality of all people was anything but self-evident. His advocacy for egalitarianism in the face of India’s harsh caste system was as scandalous as Christ’s call to ‘love thy enemies’ from the infamous Sermon on the Mount.

Guru Nanak, or Nanak Bedi by his family name, was born in 1469 in a village that is located now in modernday Pakistan.

On an individual level, he encouraged people to seek truth through meditation upon god’s name and essence.

The full moon of November falls on a date that marks the annual Gurpurab, or the birth of Guru Nanak Dev ji. Indo-Canadian households across the Lower Mainland and Canada will be attending their community gurudwaras to mark the birthday of the founder of the Sikh religion.

Celebrations for the 546th birth anniversary of Guru Nanak Dev ji commenced on Friday November 14, 2014 at Gurdwara Dukh Nivaran Sahib, which is located on the corner of 68 Avenue and 152 Street. Extended evening prayers with special appearances by hymn singers from the Golden Temple take place 7 to 9 in the evenings. A drug , alcohol, and gang awareness seminar was held in the evening on November 16, 2014 with guest speakers Detective Khosa of the RCMP, Dr. Ahluwalia,

Repetition of religious rituals were as empty to Nanak when it came to righteous living as earning for oneself, (kirt kamaee), and sewagiving back to one’s communitywere necessary for it. Over his lifetime, Nanak inscribed his spiritual views through poetry that today forms the core of the Guru Granth Sahib - the Sikh scriptures or holy book at the centre of gurdwaras, or Sikh temple. True to his humanistic ideals, Nanak also published the poetry of a dozen other sages, from various faiths such as Hinduism and Islam, in the Sikh Granth. An analogy, unthinkable even in though given centuries of religious warfare, would be for the Bible to include passages written by Muslim saints. Truth for Nanak, a radical force, was not confined to within the borders of any one faith - an unsettling message for any orthodoxy. This singular decision, to transcend religious boundaries and create a movement based on universal humanism, gives Sikhism its defining characteristic of being an open and non-proselytising faith. Five centuries after the first Sikh congregations started gathering, anyone from any

and Dr. Gira Bhatt of Kwantlen University. Donations are being collected at the Gurdwara for the Surrey Food Bank to coincide with Guru Nanak Dev ji’s message to share with the less fortunate in advance of the holiday season shortage On Sunday, November 23, 2014, the celebrations wi ll end with a parade from 10 a.m. to 2 p.m. The parade will start and end on 68 Avenue on the west side of 152 Street. All Surrey residents are invited to join us along the parade route to celebrate Guru Nanak Dev ji’s universal message and enjoy free meals by residents along the route.

religious background is permitted to attend a Sikh temple - there is no expectation to convert. Despite Sikhism being the fifth largest organised religion in the world with temples across Canada, the US, UK, Asia and India, little is known, however, of Guru Nanak and his legacy outside of Sikh communities. And as intuitive as Nanak’s vision is of all humans being equals in one universal family, his ideals are still far from realised. In a world of open borders and mass immigration, Nanak’s message is more relevant than ever. In multicultural cities like Vancouver, Nanak’s path demands that we step out of our comfort zones, social cliques and cultural nooks. His vision encourages us to build shared spaces and communities that cut across ethnic, religious and cultural lines. Ironically, it seems the teachings of a 15th century sage from India hold the lessons required for us to become better Canadians. Article courtesy of Post Group Multimedia

Man seriously injured in fall from South Surrey cliff TRACY HOLMES

▶ FIVE AGENCIES JOIN THE RESCUE EFFORT ON BOUNDARY BAY

A man in his 20s suffered serious back and leg injuries in a fall from cliffs near Kwomais Point, above Boundary Bay, on Friday afternoon. It took a co-ordinated effort by agencies

– including RCMP, firefighters, paramedics, the Coast Guard and BNSF – to get him to safety. Deputy Chief Dan Barnscher said Surrey firefighters were alerted to the incident,

near 128 Street and 13 Avenue, just before 4 p.m. Nov. 14 by BC Ambulance Service. “From the sounds of it, he may have been in a tree and then fell… (or) he may have been just looking at the

trees and stumbled,” Barnscher said. “Regardless, he ended up about 20 metres down the embankment.” Eighteen firefighters, including the department’s eight-member technical rescue team,

were dispatched, along with police, paramedics, and Coast Guard hovercraft and RCMSAR5 (Crescent Beach) auxiliary crews. BNSF halted rail traffic along the line to ensure the evacuation route remained clear. The victim was located just above the railway tracks, in thick blackberry bushes. Firefighters effected a low-angle rope rescue, making their way down the slope to the victim, who was conscious and complaining of back pain and possible fractures. “Packaged” to ensure he was immobilized, the man was en route to a waiting air ambulance – which had landed on the rocky foreshore about 500

metres from the cliff base – within an hour. RCM-SAR5 spokesman Morgan Brewster described the incident as a good example of inter-agency co-operation. “Everybody was needed there,” he said. The Crescent Beach crew was initially called out to effect water access to the victim. As darkness fell, they, along with the Coast Guard hovercraft team, helped light up the scene for the extrication effort and air ambulance. The victim was transported to Royal Columbian Hospital. For safety reasons, the firefighters and their equipment were then transported by hovercraft to White Rock pier.

A man involved in a brawl with a busload of recent high school graduates in 2012 was convicted on two of four charges late last month. In a jury trial in Supreme Court in New Westminster, Emmannuel Dario was found guilty of two counts of aggravated assault, and not guilty of assault with a weapon and a third count of aggravated assault. The charges stemmed from an incident behind a gas station on the corner of Highway 10 and 176 Street. At the time, police said the fight occurred when a chartered party-type bus carrying about 50 men and women in their late teens – many of whom had been drinking – stopped at a gas station in Cloverdale. Dario and a friend were driving through the area at the same time and a confrontation erupted. Dario’s windows were reportedly smashed, bear spray was used and Dario was slashed across the chest before retaliating, hitting three people with a two-by-four and causing serious injuries. “This confrontation quickly escalated violently and was fueled by a toxic mix of alcohol, testosterone, and poor judgment,” said RCMP Sgt. Drew Grainger at the time. Dario’s sentencing is scheduled for March 5. This week’s feature:

Fantasy can become reality for Canadian craft beer fans and The Hobbit devotees. Surrey-based Central City Brewers + Distillers has signed an exclusive agreement to brew and distribute the series of beers inspired by The Hobbit Trilogy to the Canadian market. “We are extremely excited and proud to be the first Canadian brewery to get the exclusive brewing and distribution rights to The Hobbit Trilogy series of beers,” said Tim Barnes, vice-president of marketing and sales at Central City Brewers + Distillers. “With the last film of The Hobbit Trilogy coming out in December, we are working hard to get these beers in stores by Christmas.” As the exclusive Canadian partner, Central City will unleash the three beers selectively

These three beers will be in liquor stores by Christmas. CENTRAL CITY BREWERS tailored to emulate the characters from the films - Gollum (Smeagol), the Dragon Smaug and the vicious Orc Chieftain Bolg – to Middle-Earth British Columbia, Alberta, Manitoba and Saskatchewan. Central City is also working on distributing the beers to the East Coast. The Hobbit Trilogy Series of Beers are: • The Gollum Precious Pils: With flavours as smooth and crafty as Gollum himself, the beer (five per cent alcohol) is brewed in the classic Bavarian tradition, using two-row barley and hops from the Hallertau region of Germany. • The Smaug Stout (9.5 per cent) is styled after a classic Russian Imperial Stout, but with a subtle hint of

Habanero chilies to remind you of the fire and danger awaiting Bilbo and to the Company of Dwarves in their journey to The Lonely Mountain. • The Bolg Belgian Tripel (eight per cent), named after an Orc chieftain who ruled for

150 years – he seems like the kind who would drink his grog of choice and no one would tell him otherwise. The Hobbit Trilogy series of beers will be sold in 650-ml bottles and will be available at liquor stores.

B.C. seeks to calm mining fears in Alaska ▶ BILL BENNETT PROMISES ENVIRONMENTAL CONTROLS FOR PROJECTS NEAR THE BORDER TOM FLETCHER

Energy and Mines Minister Bill Bennett hopes for a closer relationship with Alaska after speaking to a mining conference in Anchorage and meeting one of the new power players in U.S. resource policy. Alaska Senator Lisa Murkowski is expected to take over next year as chair of the Senate Energy and Natural Resources Committee after her Republican Party won a majority in the U.S. Senate in the Nov. 4 midterm elections. Bennett’s trip was mainly to reassure Alaska’s fishing and tourism industries about environmental controls for six proposed mines in northwest B.C. watersheds that drain to the Alaska coast. Those projects are on Alaska’s political map after the Aug. 1 tailings dam failure at Mount Polley copper-gold mine near Williams Lake. “We talked about Mount Polley, we talked about the mining industry generally in Alaska and B.C.,” Bennett said after his meeting with Murkowski. “We talked about the current interaction between Alaska and B.C. on mining projects like the KSM project.” Seabridge Gold received a B.C. environmental assessment certificate in July to develop KSM, four ore bodies near Stewart and the Alaska border that contain gold, copper, silver and molybdenum.

Regan’s Walk combines forward-thinking design and lasting appeal that reflect both quality and style. The homes continue to set the pace with built in USB charging stations, spacious master bedrooms in select homes, and video surveillance in the underground parking.

The last unbeaten team in the Vancouver Metro Soccer League’s Premier Division has fallen. Running into history at UBC ▶ JACK WILLIAMS NAMED AII ATHLETE OF WEEK NICK GREENIZAN

Days after making school history, UBC Thunderbird runner Jack Williams was named male athlete of the week by the Association of Independent Institutions Conference (AII). At the AII men’s cross-country championships – held at Ashford University in Iowa – Williams, a graduate of Semiahmoo Secondary, became the first-ever UBC Thunderbird runner to win an individual AII title. He completed the eight-km course in a time of 25 minutes, 20.3 seconds, to place first – just over three seconds faster than Enrique Ramirez of California State University–San Marcos.

With the win, Williams – who is in his senior year at the Point Grey campus – helped UBC take second place in the team competition, just behind CSU-San Marcos. Next up for Williams and his teammates will be the NAIA Championships, set for Nov. 22 in Lawrence, Kansas. UBC head coach Marek Jedrezjek hoped the team’s performance in Iowa – which was hampered by injuries and a few “mid-race issues” – would spur them to an even greater showing at NAIA Championships. “Our men’s team, as a whole, had some difficulty getting into a rhythm (at AII championships),” he said in a news release. “If we can get fully healthy, we’ll be ready for our biggest race.”

wagon.) Back then, sales then were roughly 4000 per year and this year Subaru is on track to sell over 40,000 units, an impressive accomplishment. In order to highlight Subaru’s latest Impreza compact sedan and hatchback, Subaru needed a location that could show off the vehicle on dry roads and in winter conditions. The

It’s all about gaining traction for Subaru, not just on the pavement but also in terms of sales. For Subaru, traction and sales are related. When Subaru decided to switch its entire lineup of cars to all wheel drive (AWD) back in 1995, the company never looked back. (That was also the year Subaru introduced the Outback sport

hicle’s handling, power and design. It could be argued that Subaru has refreshed the outside of this new 2015 Impreza with WRX “light”. The new front grille, headlamps, air intakes and wheel options all make a much bolder statement. Sold a sedan or hatchback, both cars now have a sharper, more defined look. But Subaru also wanted to make a statement with what cannot be seen, the way the car is put together. One of the main areas of focus was sound insulation and reduced cabin noise. Thicker front and side glass is now used, along with wheel-well sound insulation, thicker door seals and under carpet baffling. Not the kind of advancements that get noticed initially but they are welcome. Inside The Okanagan is one of those spots that is defined by summer; it’s all about the hot, dry lakeside vacation. But after three days, in and around Kelowna, experiencing the first blast of arctic air, the place is just as magical at this time of year. Stories of the wine pickers getting ready for the ice-wine harvest makes it as appealing and delicious as ever. The Impreza had a similar one-dimensional attitude before this new model arrived. Yes, it is one of the most practical designs, with big doors that make getting in and out a breeze, the huge windows make outward visibility impressive but the car lacked sophistication. For 2015 Subaru has done a good job of remedying the situation. The radio head unit now looks like a polished, integrated feature, replacing what looked like an afterthought. There is a standard 6.2-inch unit or a larger 7-inch model for continued on page 42

cars equipped with navigation. A backup camera is now standard equipment along with Bluetooth connectivity and heated seats are standard on all but the base model. Drive Driving over ice covered roads on the way to Big White Ski Resort and then getting to push the Impreza as hard as it would allow on a snow covered handling course, gives a great sense of confidence in the cars AWD system. Traction is not an issue, the limit is really only defined by the type of tires the car is equipped with. For ultimate bite, a good set of winter tires along with the AWD system is impressive. The 148hp 2.0L 4-cylinder engine is carried over from the last car but now it is a Partial Zero Emissions Vehicle (PZEV), and the Environmental Protection Agency in the United States claims it is the “cleanest gas car on the market”, helping to reduce smog-forming pollutants. Other changes include a re-worked suspension and steering. The springs and dampening have been adjusted to reduce bouncing over big bumps and the steering ratio is quicker. This along with the much quieter interior makes this a good cruising car but the steering lacks feedback and under hard cornering, the car tends to under steer. The engine too is best suited for cruising; climbing mountain roads strained it at times. The good news is that enthusiast drivers have the excellent WRX as an option. Verdict The 2015 Impreza is all about small changes to an already good car. The continuously variable transmission (CVT) now has a thicker casing for quieter operation and it now features pre-set steps to help mimic a conventional automatic. And manual transmission owners will be pleased to know that all trim levels can be equipped with a stick, but it is only a 5-speed. On the top two trim levels the Impreza can be equipped with EyeSight, Subaru’s collision mitigation system that can detect objects and pedestrians and will brake the car to a stop if the drive takes no action. This has proven to be popular with drivers and is something typically found in more expensive cars. What Subaru has not changed is the price. Starting at $19,995 and topping out at $30,295, there is a trim and price for many Canadian buyers. The added backup camera, improved interior and the bonus of a PZEV engine is all just an added benefit that should help Subaru get even more traction with buyers. zack.spencer@drivewaybc.ca The Lowdown Power: 2.0L turbo 4-cylinder with 148hp Fill-up: 8.5L/6.4L/100km (city/highway) Sticker price: $19,995-$30,295

Darkly dressed pedestrians at night As kids we were always told to dress for the weather so how about adding the state of darkness/daylight to that piece of wisdom? I can’t believe the number of darkly-dressed pedestrians who jump out from the curb in the pouring rain on these fall nights when it gets dark so early.
