Mayor-elect Nicole Read heard about needles during her campaign for the Nov. 15 civic election. People sent her pictures of needles found at Haney Nokai Park, on 222nd Street and from near Harry Hooge elementary, as well as the lacrosse box at Thomas Haney secondary. “This needles in parks thing is outrageous. Any place where children play, it needs to be free from drug paraphernalia. That’s a bare minimum.”
The Pitt Meadows landowner whose property is crucial to development of the North Lougheed Corridor has come out as critical of local politicians, and their support of the Katzie Slough restoration project. Pitt Meadows farmers stand to lose a critical source of irrigation and drainage to a Katzie Slough restoration project, says Bill Park, adding that municipal politicians who spoke so favourably about the slough restoration project during their campaign need to pump the brakes, and put farmers first. Mayor John Becker and all the members of his election team toured the slough with representatives of Watershed Watch during the campaign, and all voiced their support for the restoration plan. Park owns land that is critical to the proposed SmartCentres commercial development in the North Lougheed Corridor. He owns about 90 acres, and the developer is interested in purchasing about half of it. His interest in this issue has nothing to do with that transaction, he asserts. “I’m not doing this for any personal gain,” he said. “The slough doesn’t touch the land anywhere near where SmartCentres would be buying it.” The city envisions a mixed-employment and highway commercial development for a 50-hectare site near the corner of Lougheed and Harris Road – zoning that includes everything from a business hotel, as well as more shopping with big-box anchor stores.

he number of clean needles handed out to drug users by Alouette Addictions has more than doubled this year, from 18,000 to 50,000. That doesn’t mean, though, that the number of drug users has jumped by that amount. Part of the increase is because the service is handled solely now by the Alouette, whereas Fraser Health and outreach workers took part before. “What we’re seeing is that people are becoming
more aware of the service. People are becoming more aware of their health,” and are exchanging the needles to keep themselves and the streets cleaner, said Annika Polegato, executive-director of Alouette Addictions Services. Drug users exchange their dirty needles for clean ones so that when they inject drugs such as heroin, they minimize the spread of disease to themselves or others. Read The needle exchange has been running for three years, but Alouette Addictions doesn’t track how many needles each user is taking. The needles are exchanged with an addictions counsellor present, so a brief connection is made

‘You can’t farm with no drainage’ Slough from front
SmartCentres, which owns a large chunk of land in the corridor and bills itself as Canada’s largest developer and operator of “unenclosed shopping centres,” claims the development would bring 600,000 square feet of new retail commercial space and two million square feet of mixed employment uses to the city. The slough does not run through the property, but meanders along the proposed site’s western border. Park said he was motivated to speak up because he didn’t like the position local politicians were taking on the issue. “They don’t give a damn about farmers,” he said. “If there’s salmonid species in this slough, you can’t farm the way we have for 100 years.” First, the slough is essential to Pitt Meadows farmers. His family has owned a farm at the corner of Lougheed Highway and Harris Road for 110 years. “If you don’t drain the land in Pitt Meadows, you can’t farm it,” he said. What’s more, the slough is critical for irrigation. With increased production of cranberries, which are harvested in flooded fields, the demand for water is higher than ever. Park is best known as the former fire chief, but he was also a dairy farmer for 30 years, and was the chairman of the B.C. Dairy Producers. “Once you find salmon in your watercourse, the ballgame is changed,” he warns. There are rules about when farmers can spread manure, what they can use, setbacks and more. He said council has to get all the details before it decides to make the slough salmon habitat. He said his property’s value as farmland is already diminishing, and more restrictions would make it worse. “Why bother saving farmland if you put more and more restrictions on farmers?” he asks. Park said he has been approached by about 15 parties who are interested in purchasing his land – all developers, and not one a farmer. A plan to financially compensate farmers for being stewards of stream habitat is being looked at. The city can ask farmers to pay to replace the slough’s pumps, but can it fairly ask farmers to pay millions extra for fish friendly pumps, he asks. Park, 64, fished in the slough when he was seven years old. “We used to catch a lot of catfish, bullheads and carp,” he recalls, but contends it wasn’t known as a good place to lure a salmon. Scott Magri, who launched the slough restoration project, was shocked anyone would consider the slough’s current condition acceptable. “I’m not going to leave it just as a ditch – that’s not going to happen,” said Magri, who ran an unsuccessful campaign for city council.

He said the water in the slough doesn’t move because it is overgrown with vegetation, and farmers should want to irrigate with cleaner water. “All of the pesticides these farmers are using just sits there – what farmer would want to suck that water out of there?” Magri has butted heads with farmers over the slough remediation project before, but sees a lot of common interest. “When I first started this, I came up with a plan so that it wouldn’t impact farmers. I want them to get involved,” he said. “It’s the early stages of this project – there’s a way to do it.” Answering Park’s suggestion that the slough has primarily been habitat only for bottom feeders and coarse fish, Magri said there is a lot of local anecdotal evidence that there were salmon species in the slough historically. Lina Azeez of Watershed Watch said the slough would be important overwintering habitat for coho salmon. While some salmon fry species hatch and immediately swim for the ocean, coho spend a winter in warmer waters, feeding and growing, then migrate to the Pacific Ocean. Traditionally, that was the main function of the slough for salmonids. But it and other streams in the Fraser Valley have been lost to the coho. “There used to be a lot of them, but a lot are like the Katzie Slough, and a lot have been
drained or have disappeared,” said Azeez. Restoring that overwintering habitat is the goal. “We’re not trying to create a spawning creek there,” she said. Coun. Bruce Bell, who serves as council’s voice at the agricultural advisory committee, agreed with Park’s assertion that farmers have to be a prime consideration in any initiatives that impact the slough.

“Bill brings up a good point we should definitely look at,” he said. “This council is going to listen to everybody.” Bell said the notion that there is a technological solution to the problems of the polluted slough may be optimistic. “I’ve already been told that ‘fish friendly pumps’ is a misnomer,” he said. Adding gates and more modern pumps is a long-term project, and Bell estimates the time frame for these improvements might be 10 years. However, he said the slough definitely needs
to be “cleaned out,” and invasive species removed. “At the moment, it’s not even draining properly.” In Whatcom County, farmers are asked to leave setbacks of 10 to 55 meters from streams, but they are compensated financially by senior governments. Fraser Valley dairy farmer Detmar Schwichtenberg, who is also co-chair of the Fraser Valley Watersheds Coalition, is investigating a similar scheme for B.C. Monica Pearson, co-chair of the coalition, said the plan would be based on the principle of ecosystem goods and services – a term that acknowledges society benefits from a healthy environment. Because farmers control a lot of land along streams, so-called ecosystem services are managed by farmers. “We’ve been very interested in this idea, because we recognize farmers can have a positive impact, but it’s a challenge for them,” she said. Magri has done research on urban rivers, their value, and the loss of those that have been literally paved over. “People are realizing we can’t do this anymore,” he said. “You can’t just say ‘the Katzie Slough is destroyed – it’s just a drainage ditch.’ That’s unacceptable.” “Everyone’s got to work together to fix the damage we did – that’s the bottom line.”

Residents want safer streets’ Task force from front
She’s forming a mayor’s task force on homelessness and drug crime, but the more immediate goal is getting residents feeling safer. Better lighting and more frequent patrols of parks and playgrounds could be one way of reducing the number of needles left lying around. In her campaign literature, Read said she wanted to be tough on businesses or groups “if they profit one dollar off of the backs of our marginalized citizens.” Now she’ll need more information about how to do that. She’ll leave the banning of any additional pay day loan companies from opening in Maple Ridge up to incoming councillor Tyler Shymkiw, who campaigned on that. Read said in a campaign letter to the Salvation Army that there’s a pattern of prioritizing those in need in a way that overshadows some very legitimate concerns of Port Haney residents. After the election, that continues to be a concern. “I have heard from so many residents who are affected by property crime, which is suspected to be linked to drug addiction,” she said. “For years, residents in Haney have been complaining about feeling unsafe.” People still want to see Maple Ridge streets get better. “I really do believe that the community sees it as a priority.” According to Ridge Meadows RCMP, property crime in Maple Ridge is up 13 per cent from last year, mostly

Calls about unwanted people hanging around are up 59 per cent from last year, but that’s a result of police efforts to get people and business owners to call them more often. Police say there’s a link between drug addiction and property crimes and note that the drug seizures made in October, when five homes were raided, should reduce the amount of illegal substances on the streets and reduce property crime. As for physical threats, violent crime has been reduced by nine per cent compared to last year. Citing Metro Vancouver’s homelessness survey done in the spring, the new mayor said it should be possible to find homes for the 84 people considered to be living on the street. Once homes have been found, “I think we need to work on preventing more from ending up on the street.”

She said providing affordable housing throughout Maple Ridge is a way to achieve that, and that Maple Ridge can look at what other cities do, as well as lobby the provincial government for money and work with developers. Coun. Bob Masse, though, said much of the work that a mayor’s task force will take on is already underway. “Anything we can do to help improve the situation, I would certainly be in favour of. But, “It kind of sounds like what we’re doing already.” Masse said the new mayor needs to be given time to get oriented. “There’s going to be a huge learning curve for anybody who comes into that position.” He pressed for cleaning up the downtown during his first term on council and said he hasn’t seen any recent increase in crime. “I think there’s an ebb and flow.” John Griffiths, with Westridge Security, hired by the Downtown Maple Ridge Business Improvement Association, said the core area

is stable. “I do know that we’re still having a lot of issues with prostitution,” as well as people sleeping outdoors. During the summer, Westridge guards did patrols with RCMP. “I think that was really good for us because that set the tone. I think that was a big help to us.” All cities have similar issues, says Ineke Boekhorst, executive-director with the BIA, which has already contacted the new mayor and said it’s willing to look for solutions and welcomes a new task force. “I don’t think there’s any kind of a crisis. It’s something that’s going on and our businesses just have to deal with it,” Boekhorst said. Security can only do so much, she added. With colder temperatures, “we certainly notice there’s way less people on the streets.” Boekhorst disagrees that people are discouraged from shopping downtown, adding she doesn’t hear many complaints of people on the streets. “In the daytime, we don’t have an awful lot of problems,” she said. “Perception is a big thing, I think.” Read agrees with the long term plans to densify the downtown, but says there can be improvements made. “I don’t think we’re achieving the type of pedestrian community, where a lot of people are walking about, maybe getting a coffee or doing some shopping” downtown. She said the downtown plan needs to allocate more space to allow people to meet in public spaces.

Just before the civic election campaigns began, Coun. Corisa Bell wondered about the manager of Maple Ridge’s economic development department, Sandy Blue, seeking a seat on Abbotsford council. How could Blue have the time to sit on Abbotsford council while managing Maple Ridge’s economic development, Bell asked in September. On Saturday, Blue was elected to Abbotsford council, winning as part of the Abbotsford First slate that took four seats during the Nov. 15 elections. Bell said Maple Ridge’s new council should still discuss Blue’s election and will raise the issue with incoming mayor Nicole Read.
“The old mayor didn’t seem to have an issue with it whatsoever,� Bell said. In September, outgoing mayor Ernie Daykin said people have right to a life outside their normal job, to represent their citizens. Blue doesn’t plan on stepping down from her Maple Ridge position. “I acknowledge the perception that raises, that there’s going to be conflict,� she said. “I’ve been here since 2008, giving my all in management. I don’t see that changing.� Blue said her role as councillor is different from that of economic development manager. “I personally don’t see any conflict and I wouldn’t put myself in a position of conflict if it came up.� Company representatives or investors seeking to locate to Abbotsford would contact staff, not councillors, she said. It’s conceivable that
Abbotsford council could vote on, for example, tax exemptions for a company also seeking incentives in Maple Ridge. But if that situation came up, Blue would excuse herself from the council meeting and not Blue vote. “I’m not going to put myself in a position of conflict.� Blue said she’s never seen a situation where the same company is eyeing locations in two cities at the same time, but acknowledges that could happen. As Maple Ridge’s manager of strategic economic initiatives, Blue made $107,676 in 2013. As one of eight councillors in Abbotsford, she’ll make about $37,500 a year, $5,000 less than Maple Ridge councillors make. Blue said Maple Ridge’s placing as the
fifth-best city to invest in Canada, according to the Real Estate Investment Network, is drawing attention to this city. “ T h a t ’s something that’s an advantage, to Maple Ridge, to have that.� Blue said it’s not a question whether she’ll have time to do both jobs. Schedules shouldn’t conflict. Maple Ridge’s Monday morning council workshops, during which she sometimes gives presentations, start at 9 a.m., while Abbotsford committee meetings begin at 3 p.m. Blue doesn’t believe that doing one thing takes away from the other. “I think it builds,� she said. “For me, it’s never about taking away. It’s about adding on. I have really high energy and give everything my all.�

Not in plan The municipal elections are over, but another campaign is about to begin. Newly-elected mayors and many councillors will be lobbying voters to approve a referendum on TransLink funding, which will be held sometime in the first six months of 2015. Voices of dissent will be rare from elected officials, who never seem to have any trouble spending other people’s money. A 10-year comprehensive transit plan has been introduced, and it will likely be fine-tuned as the specific tax proposals from the mayors are laid out. The 10-year plan, introduced in June, called for $7.5 billion in spending over that time span. Spending plans include a hugely-expensive subway system down Broadway in Vancouver, from Commercial to Arbutus, to replace the busiest bus lines operated by TransLink, the 9 and 99. They also include two prongs of a LRT (Light Rapid Transit) system in Surrey, from Whalley to Newton and from Whalley to Guildford. Long-range plans call for extension of LRT down Fraser Highway to Langley City. Completion of that line is tentatively set for 12 years out. The 10-year plan also calls for expansion of bus and HandiDart service, and replacement of the Pattullo Bridge with a toll bridge. There would be B-Line service to Whalley and Coquitlam from Langley. At first glance, there are just a few crumbs in this plan for Maple Ridge or Pitt Meadows residents, perhaps a B-line bus route to the Evergreen SkyTrain line, and possibly a connection to Langley. The likely tax options will be a car tax; boost in sales tax or regional carbon tax. None sound worthy of support, with so few specific improvements to transit in Maple Ridge and Pitt Meadows. Were there a plan to implement a fair bridge tolling system, it might draw support here, but that seems unlikely. – Black Press

Abandonment of small streams T he Department of Fisheries and Oceans should “establish a strategy to collect and assess data necessary to monitor and report on the status of smaller stocks, and establish and make public a deadline for Along the Fraser doing so” – the 1997 Jack Emberly Auditor General’s Committee Report – Pacific Salmon: Sustainability of the Resource Base. “How do DFO’s numbers of spawners in the creeks this year compare with your counts as a patrol officer in 1979,” my wife said on our way back from Weaver Creek Spawning Channel two weeks ago. We’d driven up from Maple Ridge on our annual pilgrimage to check on an old sturgeon at Inches Creek Hatchery, named Arnold, and to estimate salmon in 12 productive streams (smaller stocks), including Whonnock and Silverdale in the west, Legace, Bouchier, at Mission, Nicomen Slough near Deroche, and Weaver along the Harrison River. My DFO catalogue of escapements covered 1947-1979. DFO diligently monitored “smaller stocks,” recorded the numbers for each

species, and noted factors that weakened the resource – logging, farming, urbanization. But, in 1980, DFO reduced counting efforts, threatening the resource base which in 1990 alone was, “a commercial fishery worth $265 [million], and the sports fishery brought in $228 million. “The alteration of salmon habitat leading to its loss is a significant factor on placing stress on the resource,” states the report. “Many small stocks are under stress or threatened,” because DFO abandoned its policy for habitat, one “designed to produce ‘net gain’ of places for fish to spawn and rear; one “guided by conservation, restoration, and development of fish habitat.” DFO was focusing instead on more lucrative “large stocks” of chinook and sockeye, such as the run that packs Whonnock Creek S. Channel. Small streams faced increased and unmonitored disruption and disturbance. “The alteration of salmon habitat leading to its loss is a significant factor on placing stress on the resource,” concludes the report. “Many small stocks are under stress or threatened.” It recommended DFO return to its “net gain” policy to avoid disaster. It didn’t. Counting small stocks slowed further, a fact concealed from the general public.

Then DFO officers stopped counting altogether. “We haven’t counted escapements since 1994,” a contact told me. “Cutbacks in staff and funding. Countings are done by the stock assessment branch now.” The branch doesn’t count fish in small streams, either. Its spreadsheets of numbers from 1994-2009 show counts for just three of the 12 creeks I gave them (Chehalis, Legace, Norrish), and only one (Whonnock Creek) in 2010. There’s one number for all salmon. Unlike my old catalogue, there’s no breakdown for species. Most streams are stamped, ‘NI’ (not inspected). Nobody came by. The branch relies on test nets at Albion, and counts taken at the Chehalis and Harrison rivers – a proxy or substitute to estimate the returning sockeye, spring, and coho; numbers for determining openings for commercial, sports and aboriginal fishing. Fisheries officers are saddened by fact they’re not counting small streams any more. It helped intercept environmental impacts on them, protect and enhance small stocks. “On an environmental basis, they’re just as important,” said Tracy Cone of the branch. “But you can only do so much. Unfortunately, it’s been that way for some time.”

Editor, The News: Once again we have slapped the puck in the net of the Caring Place for the issue of homelessness. The Salvation Army diverts the attention like a good goalie. The fans (Maple Ridge taxpayers) know their team sucks and has for years, but the Caring Place doesn’t care about the taxpayers and the mess it has created. It brings in all its homeless
warriors from other communities, believing all God’s children can play the game in our little hockey town, and just like the pup hockey league, It doesn’t keep score. The homeless warriors throw their weight around, steal the shirts off others and run our town into the ground. When does the referee (Maple Ridge council ) dish out a penalty? Can’t councillors hear the fans screaming?
No, it’s a one way game and they turn a blind eye for fear of rebellion.

The Harrison is one of the most productive areas. It gives a general indicator whether stocks are going well generally. The bulk of our work is focused on chinook and sockeye, on the economic value of the fishery. Chum are at the bottom of the list.”
But, on whose list? The environment was not “just as important” in the 1997 report, but crucial in sustaining the stock. It recognized the value of small stocks and their habitat, and urged DFO to honor them. Report writers emphasized the public’s wish to enjoy them forever. Whose list? In 1980, while DFO set out to ignore small stocks, school kids released chum fry – supplied by DFO – in small streams throughout B.C. They
still do. Have they been deceived by an agency that places no value on the fish they nurture? Whose list? Are hundreds of volunteer streamkeepers trying to restore small stocks, laboring under the allusion that DFO still has a policy of “net gain” for all wild salmon? We’ll ask them, next time. f someone was trying to find the ultimate combination of youthful energy and sage experience, covering the
whole political spectrum to run Maple Ridge, they might have come up with the current group elected on Saturday. “I think it’s great we have elected officials under the age of 30,” said
Corisa Bell, elected for a second term. “It’s a very good mix of different individuals, for sure.” She was referring to Kiersten Duncan and Tyler Shymkiw, both students,

That youth is balanced out by veterans Gordy Robson, a former Maple Ridge mayor who was voted in as councillor, and Craig Speirs, elected for a fifth term on council. Bell along with Bob Masse were returned to serve their second terms rounding out the six councillors elected while mayor-elect Nicole Read arrives with no council experience. Bell said the community has spoken in favour of a new way of running council. “I do believe that past councils and staff were most definitely doing their best. “But when you have new people around the table with new things to offer, it’s time to do things differently.” She said she was excited to work with the new mayor elect Nicole Read. “Just new leadership – fresh thinking.” Bell wants to focus on
property taxes and budgets and still wants Maple Ridge to go through a zero-based budgeting exercise in which expenses and costs are examined line by line. During the campaign, she did do some door-todoor campaigning with Sara Dawn Beckett and one day of campaigning with Craig Ruthven. Beckett missed being elected, finishing seventh in the race for six council seats. That doesn’t me she was part of a slate, just that she worked during the campaign with candidates who had similar views. “I ran completely independently and will continue to do so.” Shymkiw said he also knocked on lots of doors. He said his election win on to council, in which he took 6,133 votes, wasn’t a surprise. “We were confident we were going to be in the top eight. “We were getting a really good response on the door steps. We felt we were in the mix for sure.”

Maple Ridge councillors current salary is about $43,000 a year, while the mayor makes just under $100,000. “Hopefully, I would have three other votes to allow me to move my issues forward. I think everybody agrees that the homeless issue has to be addressed.” He supports mayorelect Read’s plan to create a task force on homelessness. “I just want to have a real positive start and the way to do that is with common goals.” Speirs said he didn’t notice any alliances during the campaign and he likes the new faces on council. Even the candidates who didn’t get elected im-
pressed Speirs. His advice to those people is to keep involved in local politics. “Don’t go away. The way to move yourself forward is to get yourself known before the election. There’s community work that needs to be done.” He’ll also miss the departing councillors, Cheryl Ashlie, Judy Dueck, who didn’t seek re-election, and Al Hogarth and Mayor Ernie Daykin. “It’s really a tough job. I’m going to miss Ernie because he’s a real solid guy.” Hogarth placed 10th in the running for a council seat while Daykin finished third, after Michael Morden, as Daykin tried for a third term as mayor. The election results also puts Speirs on council with former rival Robson. Another councillor likely will be sitting between the two at the council table, Speirs noted. “Electing both of us proves to me that voters have a sense of humour.”

A new condo tower planned for Brown Avenue will have a lit artistic landmark on its top, while the developer will chip in $50,000 for public art in the city and provide 15 affordable housing units, as well as 15 accessible housing units. Maple Ridge council looked at the revised proposal for the project Monday. It initially came to council last year. Bissky Architecture and Urban Design wants to build an 18-storey high rise at 22588 Brown Ave., just east of a three-storey tower planned for the corner of Brown Ave. and Edge Street. The complex will include six townhouse units, contained within three-storey structures at the base of the tower. Inside, views will be possible of the Fraser River, Mount Baker and Vancouver, staff say in a report. The exterior of the building will be similar to the complex to the west, being built by the same developer. The project involves the purchase of the City of Maple Ridge property at 22576 Brown Ave., which is currently used for parking.

Another feature that’s been added to the project since first reading in July 2013 is a shallow ditch adjacent to the laneway at the back of the property. The ditch will be used to catch rainwater that runs off the roof, so it’s discharged to the soil and water table, removing some demand from city’s storm sewer system.
According to the application, the project will have 146 parking spots, 11 more than required. There also will be parking for 73 bicycles. The accessible housing units will be built according to SAFER (Shelter Aid for Elderly Renters) Housing Standards, to allow seniors to remain in their homes as they age and mobility decreases. The project is also expected to improve things for pedestrians by providing sidewalks, a pedestrian corridor on the east side of the complex, as well as a back lane with some “pedestrian friendly” characteristics. Staff say the appearance of the building will be different than exisiting architecture and will have a more contemporary, international look that will use steel and glass and concrete, “a departure from the small-scale, less durable wood frame buildings typically seen in the town centre.” Monday, council forwarded the proposal to a public hearing. A developer’s information meeting was held Oct. 16, drawing residents. No one had any negative opinions apart from the loss of the city-owned parking lot that rents stalls to local businesses.

Donations are desperately needed for the Kids Only Gift Shoppe this year. The gift shop will be open to children of registered families with the Maple Ridge-Pitt Meadows Christmas Hamper Society, allowing them to pick out Christmas presents for their parents and caregivers. However, last year’s gift supply was almost depleted and volunteers are starting from scratch this season to collect enough items for the free shopping spree on Dec. 14. “Well, it’s such a big part of Christmas for me because the kids need to give something to their parents,” said Loraine Bates, co-chair of the Christmas Hamper Society. “It’s not a hard thing to do. It’s that box in the closet where somebody’s given you a gift and you’re never going to use it. So please re-gift it and give it to the Kid’s Only Gift Shoppe,” said Bates. New items are also welcome for mothers, fathers, grandparents or caregivers. The Christmas Hamper is looking for toiletries, jewelry and household

If it’s small, we put it together and gift bag it into something bigger,” said Bates. Donations for the Kids Only Gift Shoppe are needed before Dec. 10 and can be dropped off at the office on the Albion Fairgrounds. Registration has already started for the Christmas Hamper. So far registration has been slow, which is typical at the beginning, said Bates. On Nov. 16, the first registration date this year, only 41 families registered. Last year, a total of 575
families were registered by Christmas, with the same number expected this year. There are several registration dates yet to come. Families can register Nov. 23, 30 and Dec. 7, between 10 a.m. and 2 p.m. at the Christmas Hamper Office, off 105 Avenue on the fairgrounds, or Nov. 27 at the back entrance to the Royal Canadian Legion (12101 – 224th Street, Maple Ridge). The Christmas Hamper is a registered non-profit society and charity under the Canada Revenue Agency Charities Act and a member of the Lower Mainland Christmas Bureau. Every year volunteers ensure every registered family is provided a Christmas Day meal and every child up to 18 years old is given a toy or gift bag worth in between $75 and $100. The Christmas Hamper Society also administers the Good Neighbour Program, an adopt-a-family program, for which a whole family is taken care of for Christmas by a single donor. So far 31, Good Neighbours have been found and all have been given families. Last year, there were 104 Good Neighbours, and Tina Kirkpatrick, director of the Christmas Hamper Society, expects to need about the same this year.

raiser,” Mike LoVecchio, CP’s director of government affairs, said as he announced the stop at Pitt Meadows city hall on Tuesday night. “We’re thrilled to be able to bring the holiday train to Pitt Meadows.” Billed as “North America’s longest rolling food bank fundraiser, the Holiday Train started in 1999, and has generated $9.5 million in cash donations and $3.3 million pounds of food donations in communities along the tracks. The Holiday Train has made Maple Ridge a regular stop, and it will be in Haney that same night at 7:30 p.m., so local people could easily see the show twice. It will continue on to Port Moody and Port Coquitlam for its last shows of the season on Dec. 18. Mary Robson, executive director of the Friends in Need Food Bank, noted that the Holiday Train provides the food bank with its single biggest cash fundraiser of the year. Last year at the Haney stop, CP gave the local charity a cheque for $7,000, and there were further cash donations of $1,700 from local people at the event that night. Local firefighters also use the occasion to kick off their shake-a-boot event, during which they collect donations for Christmas charities at local grocery stores and other hightraffic locations. Last year, they gave Friends in Need approximately $9,000 in donations. In addition to the cash, she estimates the food bank takes in 1,000 pounds of food that night. With two stops this year, she anticipates local charities will be well stocked this holiday season. Robson also appreciates that the food bank’s cause is highlighted in such a high-profile way. “To raise public awareness is huge.” LoVecchio gave credit for the Pitt appearance to outgoing mayor Deb Walters, who asked CP to add the stop in recognition of the community’s 100th anniversary this year.

In Vancouver, where developers and civic worker unions spend heavily, Mayor Gregor Robinson’s Vision Vancouver party and challenger Kirk Lapointe’s Non-Partisan Association were pushed to voluntarily disclose their major donors before Saturday’s vote. Imposing campaign reform on local governments is an awkward task for the ruling B.C. Liberals, who have refused to give up their multi-million-dollar advantage in corporate donations over the NDP and other challengers. NDP leader John Horgan said Monday the opposition will soon table its annual private member’s bill calling for the elimination of corporate and union donations from provincial campaigns, as has been done in other provinces and at the federal level.

$71M for SkyTrain fix Shutdowns spawn upgrades By Jef f Nage l Black Press
TransLink is committing to $71 million in SkyTrain upgrades spread over next five years in response to 20 recommendations from an independent review into major system shutdowns during the summer. The transportation authority says the changes aim to reduce the frequency and length of disruptions, quickly evacuate passengers and provide better communications to those affected. The major shutdowns July 17 and 21 stranded thousands of passengers for hours, prompting dozens to force open SkyTrain doors and walk unescorted on elevated guideways, causing even longer delays. Gary McNeil, a retired Toronto transit executive, said it’s critical the staff response and system upgrades give passengers confidence any shutdown will be quickly resolved so they won’t self-evacuate. A key promise announced by TransLink CEO Ian Jarvis on McNeil’s recommendation is that SkyTrain staff reach stranded cars within 20 minutes of a shutdown and that there be much better communications with passengers to assure them help is on the way – a key failure in July. “We failed our customers last summer,” Jarvis said. “We can do better.” Jarvis said the extra money will be found from within TransLink’s existing revenues for

The biggest expenditures include $15 million for an improved public address system and another $15 million digital signboards and speakers outside all stations to inform passengers when entrances are closed or lines spill outside the stations. McNeil said the lack of information for crowds outside stations in July caused “more aggravation and inconvenience.” Another $10 million would go to upgrade SkyTrain’s guideway intrusion system so false alarms like a newspaper blowing around in front of a train or a bird flying by no longer force a stoppage. Half of the delay incidents on SkyTrain are caused by guideway intrusion alarms, regularly halting trains for three to 15 minutes, and McNeil predicts augmenting the system with CCTV video and optical imaging technology should
eliminate most of those stoppages. “You’ve got to get rid of those false alarms so that when there is an alarm it’s really for a legitimate reason,” he said. His report noted are 450 guideway intrusion alarms and 275 emergency brakings each month, numbers that have risen sharply since the system’s sensitivity was increased a year ago as a safety precaution. It warns so many minor delays make the public less tolerant of major ones. An auto-restart function that TransLink opted not to get in the last upgrade of its train control system in 1994 will also be added at a cost of $5 million to help speed up the redeployment of halted trains, which can now take five hours. McNeil also found TransLink didn’t have enough staff on shift to handle huge crowds at stations during the shutdowns. Major problems will still exist and officials hope the promise of faster staff response times to clear halted trains will

deter passengers from forcing open doors. Jarvis acknowledged that has become a pattern since the July incidents, with passengers forcing doors less than five minutes after a train comes to a halt. He said TransLink is acting on all McNeil’s recommendations and predicts better SkyTrain service will result. TransLink has already taken some steps, such as ensuring work on the central power supply or command and control systems happens only when passengers aren’t being transported. The July 21 failure happened when the control centre was shorted out by an electrician working on it and another recommended upgrade is an uninterruptible power supply that ensures trains and communications don’t lose power. Other changes include notifying bus drivers – who in July learned of SkyTrain shutdowns from passengers – so they can help inform riders of the situation and their options.

VICTORIA – B.C. government liquor stores are losing their wholesale price advantage next spring, but will also have the option of opening Sundays and evenings with chilled offerings to help them compete with private stores. The change to a single wholesale price for every product takes effect April 1, the same date B.C. is permitting private or government liquor sales in separate facilities inside grocery stores. Attorney General Suzanne Anton said the change is to create a “level playing field” for liquor retailing in B.C., after private store operators complained that the existing system gave government stores an unfair price advantage. Currently the Liquor Distribution Branch, the government monopoly wholesaler, sells products to government stores at cost and sets a minimum price for all retailers. The wholesale price for private retail stores is 16 per cent less than that retail price, rural agency stores pay 12 per cent less, and stores that sell only B.C. wine

Government Employees Union, representing government liquor store staff, welcomed the Sunday openings and increased hours to help their stores compete.
“The move to a single wholesale price will only be in the public interest if it protects and expands over time provincial revenue,” said BCGEU president Stephanie Smith. Premier Christy Clark said the government’s liquor policy review showed “people really like their government liquor stores” because of the wide selection and well-trained staff. Clark agreed with Smith that government stores are well positioned to compete with private outlets, which are generally not unionized and pay lower wages.

The government is also changing its tax system for breweries to eliminate the steep increase that applies when small breweries reach a certain level of production. Anton said that is designed to encourage growth of craft breweries, which currently employ 2,500 people in B.C. Liquor Distribution Branch officials are also working on a system of higher prices for highalcohol beverages, a measure long recommended by Provincial Health Officer Perry Kendall to discourage overconsumption.

Seniors flu clinics may be reinstated by Fraser Health Region reviews cuts after NDP raises issue By Jef f Nage l Black Press
Fraser Health is reconsidering its elimination of mobile flu shot clinics in seniors community centres after the NDP made it an issue Tuesday in the B.C. Legislature. The health authority had notified senior centres that previously hosted flu clinics that they would not be offered there this fall. Fraser officials say they’ve scaled down use of those clinics over the past three years as seniors increasingly use flu clinics offered in pharmacies and doctor’s offices instead. Mobile clinics would instead focus on harder
to reach people, including the homeless. “I understand Fraser Health is trying to make sure that the services for influenza vaccines are optimized, and they made a decision to concentrate resources for younger patients,” Health Minister Terry Lake said in Question Period. “I’ve asked them to go back and look at that.” Lake was responding to a question from NDP leader John Horgan, who called the result a victory for seniors who were about to be denied their usual vaccination option. Lake said flu shot access has greatly expanded since pharmacists were approved to perform them. Fraser Health spokesperson Tasleem Juma would not guarantee flu shots will now be reinstated at the same centres as last year, adding Fraser
Health will review where they are needed. She said fewer and fewer seniors have been using the mobile clinics that were cut, but was unable to provide statistics.
Colonoscopies OK Longer than recommended waits for colonoscopies are a significant problem for B.C. health authorities since the rollout of a province-wide cancer screening program, according to Health Minister Terry Lake. But Fraser Health officials say colonoscopy waits in this region are largely under control, with 88 per cent of patients getting the procedure within the recommended eight weeks. Publicly funded stool tests now available under the provincial co-
lon screening program, coupled with public education about the benefits of testing, has fueled a jump in demand for colonoscopies, as well as surgery for colorectal cancer. The program took effect in Fraser a year ago and Lake was under fire from the Opposition in the B.C. Legislature over patient complaints of waits of up to eight months in some other health regions. Fraser Health anticipated 450 people a month would test positive each month using the stool test (called a fecal immunochemical or FIT test), but it’s been contending with twice that number of positive tests triggering colonoscopies or surgery. Most patients now wait eight weeks after the initial FIT test for a phone assessment.

A backup camera is now standard equipment along with Bluetooth connectivity and heated seats are standard on all but the base model. • Drive: Driving over ice covered roads, then getting to push the Impreza as hard as it would allow on a snow covered handling course, gives a great sense of confidence in the cars AWD system. Traction is not an issue, the limit is really only defined by the type of tires the car is equipped with. For ultimate bite, a good set of winter tires along with the AWD system is impressive. The 148hp 2.0L four-cylinder engine is carried over from the last car but now it is a Partial Zero Emissions Vehicle (PZEV), and the Environmental Protection Agency in the United States claims it is the “cleanest gas car on the market,” helping to reduce smog-forming pollutants. Other changes include a re-worked suspension and steering. The springs and dampening have been adjusted to reduce bouncing over big bumps and the steering ratio is quicker. This along with the much quieter interior makes this a good cruising car but the steering lacks feedback and under hard cornering, the car tends to under steer. The engine, too, is best suited for cruising; climbing mountain roads strained it at times. The good news is that enthusiast drivers have the excellent WRX as an option.

The Okanagan was chosen for the wonderful twisting roads through wine country, but also snow-on-demand at Big White Ski Resort and the setting was perfect. • Looks: Earlier this year Subaru introduced the WRX, higher performance, Impreza-based sedan to accolades for that vehicle’s handling, power and design. The new front grille, headlamps, air intakes and wheel options all make a much bolder statement. Sold a sedan or hatchback, both cars now have a sharper, more defined look. Inside, one of the main areas of focus was sound insulation and reduced cabin noise. Thicker front and side glass is now used, along with wheel-well sound insulation, thicker door seals and under carpet baffling. • Inside: The Impreza had a one-dimensional attitude before this new model arrived. Yes, it is one of the most practical designs, with big doors that make getting in and out a breeze. The huge windows make outward visibility impressive, but the car lacked sophistication. For 2015, Subaru has done a good job of remedying the situation. The radio head unit now looks like a polished, integrated feature, replacing what looked like an afterthought. There is a standard 6.2-inch unit or a larger seven-inch model for cars

Cold day, warm thoughts By Alexandra Straub

onda has had a big year. Not only did it bring back the popular VFR800F, it released some all-new products. But the fun doesn’t stop there. With more motorcycles on the way for 2015, I thought now would be a good time to look back at some great bikes I rode in 2014. Besides, we might be deep into fall – with the accompanying frigid temperatures – but on sunny days, the roads aren’t without motorcycles. That’s definitely a warming thought. • CBR650F: Don’t let the “CBR” designation intimidate you. This all-new middleweight bike has the sporty flair that you’re used to but with a twist. With a curb weight of 211kg (465 lbs.) and a seat height is 810mm (31.8-inches), complete with a narrow middle profile, it allows a range of riders to feel comfortable atop its seat. What I really liked about this bike is that yes, you have the sport bike styling, but without the wrist and backache that can sometimes be experienced. The ergonomics are more upright so I was comfortable for much longer when I decided to go for an extended ride. Honda mentions that the development team included many engineers in their 20s. That’s a good thing, considering they want to attract a younger customer with the CBR650F. Furthermore, engineers decided early on that chasing peak power at redline was off their agenda. Strong acceleration from a standing start, low/mid range torque and mid-gear roll-on throttle response were targeted as the essential elements. Speaking of which, it’s powered by a liquid-cooled, four-stroke, DOHC, inline-4 engine. It comes in great colours like Sword Silver Metallic, and my test bike, which happened to be the eye-catching Candy Tahitian Blue The CBR650F has an MSRP of $8,999. • VFR800F: The wait is over and 2014 saw the re-introduction of the VFR800F. The legendary motorcycle is completely updated with a modern look, a brand new telescopic fork, Pro-arm swingarm, wheels and bodywork. Not to mention, there’s an adjustable seat height, standard-fit Traction Control
The Honda CRB650F. System, ABS, heated grips and Honda’s unique new self-cancelling turn signals. In the process, it sheds 10kg from the previous model, and has an engine re-tuned for greater low and midrange torque. The V4 engine configuration, which powers this sport-touring machine is unique to Honda and dates back four decades. The 782cc, liquid-cooled, DOHC 90-degree V4-VTEC engine allows for some great low-end power, but rev it higher and you dig into the VTEC, which will really put a smile on your face. Much like the VTEC in Honda vehicles, VTEC valve timing still operates one
pair of inlet/exhaust valves per cylinder at low rpm, and then switches to four as revs rise but the transition is now seamless. The seat is height adjustable (789mm/31-inches or 809mm/31.8-inches) using the tool provided and it weighs in at 239kg (527 lbs.) It’s not a svelte bike by any stretch, so urban riding wasn’t my favourite. But on the open road, it is just a treat. It has an MSRP of $13,499. • NC750XA: A bike I’ve been dying to get on since the NC700s came out two years ago. It’s the more adventurous
of two NC models (the S and X), with a taller ride height (830mm/32.6-inches in comparison to 790mm/31.1-inches) and a more upright seating position. This “different” breed of bike isn’t the high redlining sort Honda riders might be used to. It’s ideal for urban romping or a pleasure cruise. For 2014, an extra 75cc capacity was added to the liquid-cooled, SOHC 8-valve parallel twin- cylinder engine. With its engine mounted low to the ground, it naturally equates to a low centre of gravity and an easy-tomove-around type of riding dynamic. Furthermore, you can get upwards of 400km out of the 14L tank. Not bad. And it get’s better. With the fuel tank under the seat, you have that allows for a handy storage compartment in place of where you’d normally put in your gas; one of the coolest features of this bike. Back to the (rare) winter garden By Mike Lascelle
I
cut my lawn for the last time two weeks ago, and judging by the weather, I can confidently say that winter has finally arrived. I am not talking about the face-freezing, bury-my-car-in-snow and ‘heating bill that withers the bank account’ season, which places like Winnipeg have, but winter nonetheless. If we really want to rub it into those longsuffering Prairie relatives of ours, we could remind them that only 14 days ago it was still T-shirt weather here in Coastal B.C., but that would just be cruel. Truth be told, we live in a rare corner of Canada where we actually have a winter gardening season – a place of year-around Anna’s Hummingbirds and outdoor ice rinks (Robson Square) that need to be covered over to protect them from the rain. The season begins as the last of the leaves fall and the winter camellias begin to burst forth in fragrance and colour. These beauties are a little mixed-up as far as their true lineage (C. sasanqua, C. hiemalis, C. vernalis) is concerned, as many are hybrids. But you can expect flowers from late fall through to January, depending on the cultivar. On warmer days, you’ll also notice that many of these are quite fragrant, including ‘Jean May’ (dbl. shell pink), ‘White Doves’ (dbl. white) and ‘Apple Blossom’ (single white w/ pink edges). ‘Yuletide’ (single red) is a seasonal favorite, while ‘Bonanza’ and ‘Shishigashira’ both have double deep rose blooms that hold their colour well, even when fading. Skimmia japonica is another cold-weather performer, but it also personifies the battle of the sexes, and I am sorry to say that the males are winning hands down. It all goes back to that bigger is better scenario and, of course, I am referring to the size of the flower buds, which are much larger than the females. The dormant buds resemble berries and

often turn red (especially with ‘Rubella’ and ‘Rubinetta’) in the cold, opening to fragrant white flowers in March. While we are on the subject of fragrance, few shrubs can match the shade-loving Christmas Box or Sarcococca, which comes in dwarf (S. humilis) and arching upright forms (S. confusa or ruscifolia). All have glossy dark green foliage and tiny white flowers (often hidden in the leaves) that emit a powerful Jasmine fragrance from December through to February. Equally scented but much larger in scale is the impressive deciduous shrub Viburnum x bodnantense ‘Dawn’, which bears terminal clusters of pale pink tubular flowers (useful
for feeding overwintering hummingbirds) that are borne from November through to April, making it the longest-blooming of the winter flowering shrubs. White Forsythia (Abeliophyllum distichum) is another sweetly scented deciduous shrub, although it is a bit unruly in its growth habit – it bears white (occasionally pink-tinted) forsythia-like blooms in late winter. The Winter Hazels (Corylopsis) also bloom late winter to early spring, with pendulous pale yellow racemes dangling from the bare branches. These are sometimes mistaken for Witch Hazel (Hamamelis), although the latter is

often quite fragrant and the strap-like petals are borne throughout the entire shrub. Your standard choices here are the yellow Chinese Winter Hazel (H. mollis) or some of the x intermedia hybrids such as ‘Jelena’ (orange), ‘Arnold Promise’ (yellow) or ‘Diane’ (red). Last but not least on my winter favorite’s list is the Chinese Paper Bush, or Edgeworthia chrysantha, with the most popular cultivar being ‘Gold Rush’ (yellow/ white), a local introduction brought to us by Piroche Plants of Pitt Meadows. The steady parade of Maple Ridge Ramblers basketball stars taking their place in the prestigious NCAA continues this year, as Jane Grisley announced a full-ride scholarship with Seattle Pacific University. Seattle Pacific is a Division 2 school, and although there were first division hoops teams interested in Grisley, she said the smaller campus, so close to home, is a great fit for her. She visited the campus, and scrimmaged with her athletic and slick passing new teammates before making the decision. They made it an easy choice for her. Grisley said she’s already watching the Falcons games, and texting with her teammates for next season. “I’ve already made lots of great connections,” she said. What Grisley will bring is immediately obvious – height. At six-footthree, she will be the tallest woman on the roster next year.
But she has been working hard on her skills since making Team B.C. as an under-15 player, and winning the bronze medal at the national championships in Fredericton. It was then that she decided to become the best player possible. “I became more basketball smart and aware of what was going on around me,” she said. She has been selected for Team B..C. in grades eight to 11. She said the highlights of her career so far have been winning a silver medal at the Canada Summer Games in Sherbrooke, Que., while playing up with an under-17 team as an under-15 player, and also winning the Fraser Valley Championships with the Ramblers in her Grade 10 year. She has averaged 14 to 15 points per game, but wants to see that increase in this, her senior season. “I expect more of myself,” she said. “I’ve gained skills – not so much in one area, but all around.” Hitting the weights has improved her vertical. She’s at the rim, and now wants to go higher. “I can now touch the rim,” she said. “I want to be able to dunk at the end of university.” She is a classic post player, who can
face up and play one-on-one, and who is an accomplished passer. “I need to be more tenacious, play to my strengths and work on my weaknesses,” she said. This year’s Ramblers should be competitive she said. Kate Head will be another key player – a point guard who has committed to play with the UFV Cascades in the CIS next season. “We’ve got a whole bunch of girls who want to play basketball, and we have fun.” Coach Don Herman is back at the senior level, after taking a year to coach the Grade 8 girls team. “I love him. I’m so happy to have him back,” she said. “He just couldn’t stay away.” Herman runs a Ramblers program that always competes, and churns out elite players. Grisley is the latest in a string of his players who has gone on to compete in the NCAA. Grisley’s former teammate Kolbie Orum, a six-foot-three forward, is a sophomore with the Oregon State Beavers. Her comparatively quiet rookie campaign had its moments, including a game against Sacramento State
where she put up 16 points and eight rebounds in just 17 minutes of playing time. Felicia Wijenberg went to the San Diego Toreros, and the six-foot-tw post averaged 10.2 points and 7.3 rebounds per game in her senior year. Mae Woods, a six-foot-four centre, went to the University of Houston Cougars. She developed into an important defensive player in her sophomore season, and has now graduated. Grisley gives “Herm” a lot of credit for her success. “He was the first one who introduced me to the idea of really being good, and how to be a great athlete,” she said. His own dedication – opening the gym every day at 7 a.m. to so players can shoot around – rubs off on his players, she said. Seattle Pacific has about 3,600 students, whereas Grisley was courted by schools with as many as 50,000. She preferred the “community feel,” in Seattle. It’s also great that it is just a twoand-a-half hour drive away. “And I’m just happy and privileged to be able to play post secondary basketball.”
Curling deadlock Three rinks remain tied for first-place in Haney Masters’ Curling League play at Golden Ears Curling Club. Bill Hanula, Jim Maitland and Roger Fast all picked up victories Wednesday as they continue their battle for first spot. Maitland had the worse scare as he narrowly defeated the rink of Bob Asher, Stan Melanson, Bill Seminoff and Dick Lyster by a 5-4 score. Maitland’s rink of Hilly Boonstra, Svend Neilson and Jock Anderson were tied going into the final end when Maitland guarded a lone rock in the house to pull out the victory. Fast curled to a comfortable 9-6 win over Chuck Lilley (skip), Ed Belsey (third), William Ritchie (second) and Ed Brown (lead) while Hanula easily defeated Bob Gooden’s rink 10-4.

Jane Grisley gets a full ride with Seattle Pacific
The Meadow Ridge Moose and tied in games over the weekend, and moved into first place in the South Coast Female Amateur Hockey League. The Moose tied the South Fraser TNT 2-2 on Saturday, coming from behind twice to earn a single point. Rachel Dong and Madeline Cockrill were the Moose scorers. Ridge has now gone 8-23 on the season, and are two points up on the second-place TNT, but have played three more games. On Sunday in Langley the Moose beat the TWU Titans 7-1. Hayley Rodger had a four-point game on a goal and three assists, while Emily Jude and Vanezza Leuszler each had a pair of goals. Dong and Sara Boekringer were the other scorers.

Stirling Hart of Maple Ridge was part of Team Canada that took the silver medal at the Lumberjack World Championship in Innsbruck, Austria over the weekend. One swing of the axe, one second, was the difference between gold and silver, as Canada was edged out by Australia at the Stihl Timbersports Team World Championship, in which more than 100 lumberjacks from 21 countries competed. Hart, as Canada’s national champion, represented the team in the individual competition, placing fifth overall. “We pulled together as a team and showed Canada will be a force in the sport moving forward,” said Team Canada coach Gerry Rozo. “The Stihl Timbersports Series is gaining traction in Canada and we’re attracting more athletes and spectators every year. I couldn’t be more proud of this team.” The series takes the form of a relay competition. The four athletes in a team complete two disciplines with the axe (Underhand Chop, Standing Block Chop) and two with the saw (Single Buck, Stock Saw) one after the other. All the disciplines derive from typical forestry activities and they combine maintaining traditions with the demands of high-performance sport.

Ridge Racers on a Mission Ridge Meadows Racers short track skaters raced in Mission earlier this month, with good results. In Div. 1 Carina McDonald had personal bests all her distances. Action in Div. 3 saw Tim Song and Tahlon Flamma with a personal best in their 1000m race. In Div. 4 ,Annabelle Green saw a personal best in her 400 and she along with Shivani Bahdur, Lilah Croft, Amelia Janes and Stephania Kamagianis all personal bests in their 1000m races. In Div. 5 Catalina Shupe, Aliyah Adomi, Willa Ludeman, Hailey and Piper Friesen all saw a personal best in their 200 and 1200m races. Both Sammy Green and Mackenzy Clark saw a personal best in her 200M. Jack Hayhoe and Shay Jones saw the most personal bests in the division in their 200, 400,
and 1200m races. In Div. 6 Zayda Jones achieved all pb’s in her races and Zahara Adomi saw personal best in her 200 and 400m races. Nathan Adomi saw a pb his 400m and Fin Ludeman in his 200m race. Isaac Janes saw had pb’s in his 200, 300 and 400m distances.
