Three Lake Country councillors said their goodbyes at their final council meeting at municipal hall in Winfield as one long-time councillor and two first-termers ended their service on Lake Country council. Ultimately it will be up to council whether the construction of the wall that encroaches on the district’s land can stay or will have to be rebuilt. “If council wishes to leave (the wall) as is they need to amend the development permit and make some sort of arrangement for the encroachment of the wall,” said Mark Koch, Lake Country’s director of community services. “Alternatively it would have to be reconstructed and built on (the owner’s) property.” Appearing at the council meeting on Iginla’s behalf was Chris Bataluk, a solicitor in the Edmonton offices of Iginla and Company, a personal injury law firm with offices in Edmonton and Calgary.

Bataluk was not able to address council as the file was deferred to a future meeting, but when contacted by the Lake Country Calendar, he said Iginla hopes to settle the issue with an encroachment agreement with Lake Country and hopes to keep the wall in its current location. “He would prefer not to do so but if it became necessary he would be prepared to (re-build it),” said Bataluk. “During construction of the wall the contractor had inadvertently crossed into the district right of way.” After initially approving the construction of four retaining walls on the property, staff noticed the configuration had changed in January of this year with the addition of a putting green to the property, to go along with the tennis court. Staff advised Iginla in August that a revised geotechnical assessment and revised landscape plan were required to complete the amendment application. However, as of early this month, the requested items had not been received. Staff also suggested safety railings be built at the top of the property. Those have not been built either. Neighbours of the Iginla’s say neither father nor son are at their Lake Country properties much, aside from a few weeks or a month or two in the summer.

More polling stations would be costly to the district KEVIN PARNELL With Lake Country’s voter turnout amongst the lowest in the Okanagan Valley, some residents and politicians are calling for voting stations in the wards for the next municipal election in four years time. But election officials say it’s not as easy as it sounds. Less than 25 per cent of the eligible voters turned out to cast ballots on Nov. 15 in Lake Country with Okanagan Centre leading the way with 32 per cent of the eligible voters from that ward casting ballots. Twenty-seven per cent of the eligible voters turned out in Oyama, while 21 per cent voted in Winfield and just 17 per cent cast ballots for mayor and councillor-at-large in Carr’s Landing with its council candidate acclaimed. The low voter turnout came as a bit of a surprise
to some involved, including election officials stationed at George Elliot School, a very busy place on election day as it was the only polling station available in Lake Country. “We were so busy and the turn-out was lower than the last election,” said deputy elections officer Willene Perez. “We were busy but we thought it was good because it meant the turnout would be good.” Failed candidate Randy Rose, who brought up issues that appeared to resonate with people at the all-candidate’s forums, said it was disheartening to see the turnout numbers. “There is a huge number of voters who are simply disengaged respecting our municipal government,” said Rose. “Despite my efforts to raise awareness, most residents don’t see the importance of holding

lived in but we had to look everyone up,” said Perez. “We can’t take the chance someone thinks they live in Okanagan Centre but they are in Winfield. That wouldn’t be fair to the candidates and wouldn’t be a fair election.”

Election officials admitted there were some long line-ups to vote and the new electronic voting system wasn’t as fast as they had hoped. But taking voting stations out to the wards isn’t a simple fix. There was $16,000 allocated to the municipal election from the Lake Country budget. To staff polling stations in the wards would take more paid officials than the 10 that were at George Elliot from 8 a.m. to 8 p.m. on Nov. 15. More voting machines
would also be needed as well as finding places to rent and be open for the election. “It’s not cheap,” said Perez. “We hear it every election, people are amazed we only have one polling station. Even if we added more tables, we wouldn’t have fit into the (George Elliot) gym. It would have to be another location, a bigger location.” Election officials will present a report to council, likely at the new council’s inaugural meeting on Dec. 2.
Grade re-alignment coming for schools in Central Okanagan District KEVIN PARNELL Schools in Rutland will be the first in the Central Okanagan School District to move to a new grade configuration and it could happen as early as the 2015-2016 school year. It will be the first area to move to a new configuration that is planned for the entire school district, including Lake Country. The school district held a series of public information sessions in mid-November in Rutland asking for feedback on a plan to change the way grades are configured. Currently elementary schools in the district are home to students from kindergarten through Grade 6 before kids enter middle
school from Grade 7 through 9 and then high school. But over the years the Central Okanagan is hoping to change middle schools to include Grades 6 to 8. “Based on our research the Grade 6 to 8 grouping (for middle schools) is seen as a having kids together at a similar developmental stage of early adolescence,” said school district superintendent Hugh Gloster. “By the time students are in Grade 9 our experience is they are ready to move on to more of a high school environment. You can really plan your middle school program in a far more focussed way with Grades 6 to 8.” In Lake Country, where elementary schools
have moved to K to Grade 6 with Grade 7 students now in a new annex at George Elliot and the high school teaching Grade 8 through 12, any changes won’t be made until a new middle school is constructed. Gloster said when a new middle school is built in Lake Country—fourth on the district’s capital priority list but still years away— it would open as a Grade 6,7 and 8 school. In Rutland, the superintendent said most of the public feedback to date has been positive with parents liking the grouping of Grade 6,7,8 together at the middle school level. While enrollment numbers at Rutland schools are allowing the district to plan for a possible change, the same can’t be said in the
rest of the Central Okanagan. Along with Lake Country, Central Kelowna, the Mission and West Kelowna would all have to see new schools built before the grade configuration could change. In Central Kelowna, KSS is at capacity and a new high school is needed before any changes could be made. West Kelowna would also need a new high school to change the grade configuration while the mission area of Kelowna is also on the list for a new middle school. council and I’ve met many friends and neighbours and for that I am grateful,” she said. The rest of council also took time to thank supporters as Mayor James Baker along with Councillors Rob Geier (Winfield), Owen Dick-
ie (Oyama) and Gambell (at-large) were re-elected. Geier said he was sad to see the three outgoing councillors leave. “We didn’t always agree on everything but we’re not supposed to,” said Geier. “That’s usual-

Liquor changes could push up prices W hen the B.C. government announced its latest changes to liquor distribution, the reaction was not what I expected. Private store representatives complained bitterly that the government is allowing further expansion of fridges and “cold rooms” in selected government liquor stores, and longer operating hours that include more Sunday openings. Those hours, along with non-union staff, are the private stores’ big advantages as things stand in B.C.’s hybrid liquor retailing system. The B.C. Government Employees’ Union didn’t seem at all perturbed that state-run stores’ key advantage was also going to be gone effective April 1. That would be preferential wholesale pricing, in which the government’s monopoly wholesaler sells to them at cost and to private stores at higher rates.

Tom Fletcher How much higher? Liquor Distribution Branch officials were carefully vague on that, and it varies depending on which of the 22 wholesale categories you look at. They released a graph that suggests the average wholesale cost to government stores might be going up 10 to 15 per cent to create a “level playing field” with private stores. That wholesale price difference is the main reason private stores have generally higher retail prices. And the majority of the province’s
revenue of nearly $1 billion a year comes from this monopoly wholesale business, where the hidden tax is coyly termed a “markup.” When the new, simplified system comes in next spring, a bottle of hard liquor will have a “mark-up” of 124 per cent. That’s right, LDB more than doubles the price with its wholesale liquor tax. And if it’s premium booze, anything valued at more than $21 a litre will get an extra luxury tax on top of that. Coolers and ciders will see a 73 per cent mark-up. Wines are taxed at 89 per cent, with extra luxury tax on premium wines. Beer gets a per-litre tax with ascending rates for small, medium and large breweries. Then of course there is federal and provincial sales tax applied to all of it. Cheers! Premier Christy Clark acknowledged that the first guiding principle of
this overhaul is to keep that government revenue coming. The new BCGEU president, Stephanie Smith, doesn’t sound like your bullhorn-toting socialist of yore. She insists she’s gung-ho to compete head to head with those private interlopers and get back some lost market share, particularly on the high-volume cold beer sales. The union has another ace in the hole. Its current contract stipulates that LDB can’t close stores. In some small towns there are government stores that lose money, particularly since they’ve had more private competition. But at least for the duration of this BCGEU contract, the government retail arm will continue to operate in some places as a perverse social program, subsidizing retail clerk jobs that pay nearly twice what private retail pays. And let’s face it, running a till at a liquor
store is not rocket surgery. Private and government store staff have to take the same training, and liquor inspector sting operations have increased vigilance on ID checks in all stores. With higher wholesale prices applied to government stores, this kind of artificial support will cost more. The only way LDB could maintain it without subsidizing it from the wholesale windfall would be to raise retail prices. The LDB says this new simplified system is “not intended to impact consumer pricing.” Note the careful choice of words. Oh, one last thing. There is another new tax in the works. We had a long talk. We didn’t attack geology, or evolution, or anthropology. We tried to say that the Bible wasn’t intended to be a scientific document. Much of it was based on myth and legend—ancient attempts at describing how we humans might have become the kind of people we are. Both sources of knowledge were valid, we said, but different. Our son must have bought our explanation. He went through with the ceremony. He answered all the formula questions: “Now I ask you, before God and this congregation…”

The week before his confirmation ceremony, he came to us. “I don’t think I can go through with this,” he said. We wondered why. “It’s this book,” he said, waving a hand vaguely at his Bible. “I’m supposed to say that I believe all this stuff. And I know that’s not how the Earth was formed.”

(Although the presiding minister did tell us, later, that he glanced down, during his address to the congregation, to see our son tying his shoelaces together.) In hindsight, though, I wish we had told our son that he didn’t have to believe either science or the Bible. That he didn’t have to believe everything science told him. That he was free to apply his own intelligence, to any and all scientific claims. He could hold in abeyance those “facts” that required further examination. He could accept the bits that built a more comprehensive picture of the uni-
verse he lived in, and reject the bits that didn’t. And in the same way, that he didn’t have to believe everything the Bible told him. That he was free to apply his own intelligence, to any and all religious doctrines. He could hold in abeyance those teachings that conflicted with his experience. He could accept the stories, the traditions, the practices that helped him to live a fuller and more compassionate life, and reject those that didn’t. I wish I had told him that. But I didn’t, and I couldn’t. Because I hadn’t gotten there myself yet.

First order of business for council: Address voter turn-out To the editor: Re: Lake Country civic voting results—2014. Once again the voters have spoken, and now those elected can claim to speak and act on behalf of the residents of Lake Country. But, can they realistically do that? Are they really representative of the whole community, when more than 75 per
cent of eligible voters did not vote. Less than 25 per cent of those eligible to vote actually got out to vote despite important issues affecting all our ward communities. And the results indicate an obvious drop in voter interest from the 2011 election when 29 per cent of eligible voters considered their voting rights important enough to exer-
cise, and that was a poor enough turn-out. Our elected representatives clearly have one big issue to address during their term of office, namely: Why do so few eligible voters actually vote in Lake Country? I would like to offer some thoughts for our new council to ponder. Firstly, the actual voting conditions were challenging. It took an in-
ordinately long time to vote when one arrived at the single polling station, and to most voters this was an unnecessary waste of their precious time. Voters were heard to say that they didn’t have the 45 minutes to spare to stand in a line up before voting. Surely in today’s electronic age a more efficient way of recognizing voters and registering
votes could be found, so that the whole process could be speeded up. Secondly, we have a ward system, with four wards, but the only location where voters could vote was in Winfield. Voters in Oyama, Carr’s Landing and Okanagan Centre would surely feel more included and motivated if they got to vote at a location within their own wards. The
extra expense would certainly be warranted. Thirdly, the voting system is very complicated and confusing. Candidates can live outside Lake Country, anywhere in British Columbia, but voters who need to reside in a specific ward only get to vote for four of the seven representatives who will make decisions on their behalf over the next four years.
That process seems back to front to me. I suggest all this is very confusing to voters, so they don’t bother to turn out to vote. By the way, my wife and I voted at one of the advance polls, and conditions were just as slow there. But we did vote.

Snow sports are a great way to keep fit during the winter months, stave off the seasonal blues, and enjoy the great outdoors. It is best to design a program that is the right fit for you, you body’s needs, and your goals for the season. A physiotherapist can help assess strength, flexibility, function and any imbalances to build an individualized exercise program. This is especially important if you have any prior or current injuries to work around and to rehabilitate. Many injuries can occur in the first days back on the hills, when expecting or trying to perform at the same level ▼ as you were on the closing weekend of last year. Even with your exercise regime, and staying fit over the other months of the year, start slow. Take breaks, and listen to your body when you are fatiguing. Remember to warm-up before headed down the slopes, before you slap on the skis or board. A good warm-up helps to prevent muscle strains by improving their ‘extensibility’ – that is, their ability to elongate. You may need to do this for a little longer on those particularly cold and windy days. Opening weekend is a very exciting time, but by going easier and slower on these days, you will be more likely to be in top form to enjoy the powder days later in the season! Food bank is the one in need of community help now
The current home for the Lake Country Food Bank could be sold at any time as it is up for sale by the Central Okanagan School District and volunteers trying to raise money for a new home say the public’s chance to help is here starting Dec. 1. The food bank cur,rently operates out of ,two small rooms—less than 800 square feet of space—in the basement of the former Winfield Elementary School serving some 600 Lake Country residents every month. It has long needed a new home and for three years the Lake Country Rotary Club has investigated every possible location that the food bank could move to—residential houses, office buildings, rental space in malls and more. But the campaign is focused on a new building that remains $150,000 short of being able to start construction. Residents are able to help by voting in a unique contest that could raise as much as $100,000 for the new building. The food bank has applied for a $100,000 grant from the Aviva Fund. Every year, Aviva
Insurance donates $1 million to worthy community projects, based on a competition for on-line voters. Community support in October put the Lake Country Food Bank project into the semi-final round of voting, which starts Dec. 1, 2014. In the previous round, 800 people voted— but most voted only once. Competition will be more intense in the semi-final round of voting. To win $100,000, the food bank will need every supporter to vote every day for 10 days. Although the Rotary Club has taken a lead in organizing this fund-raising campaign, this is a community project, not just a Rotary project. Everyone needs to get involved by voting. Voting is easy. UBCO students present options to make communities healthier Management students at UBC Okanagan are learning first-hand what makes a community healthy, sustainable and a good place to live. They’re also learning how to market their ideas. A semester-long project sent third-year students around the Central Okanagan, working with 17 community partners including the Lake Country Healthy
Planning Society, where they were asked to devise and promote projects that can make the region more liveable. “Our growing communities are currently faced with a series of seemingly diverse developmental concerns, which affect community well-being and the social sustainability of our residents,” said Eric Li, assistant professor of marketing.

Students have been working with OGO Car Share to help increase awareness about the car co-op program. Management student Brendan Sprague says the project initially seemed daunting, but as they became more involved, the students realized they could have fun
with the project and try out their newly-acquired marketing know-how. “Working with Okanagan Car Share has been a great experience to apply textbook material to a real-life situation,” said Sprague. “Okanagan Car Share allows users to not rely on their personal vehicles and they still have an efficient option to run every-day errands. Because of this, we believe it promotes a healthy community.” Li says the experiential learning program has been supported by the Okanagan Living Lab of the Faculty of Management and the Okanagan Sustainability Institute at UBCO. You Better Not Shout You Better Not Cry Can Christmas be just about upon us?Where did this year disappear? Some families travel to visit –some cook for the onslaught – and others simply wish it would hurry up and be over! In dentistry – something we believe is a cardinal sin occurs every single year, and we are vehement it shouldn’t be happening to you. Most of our patients have some sort of private or employer based health insurance, including a dental component. Let’s be clear about one thing – ‘insurance’ it isn’t. When most people think of insurance they equate that to their BC Medical card – which allows them to seek health care and not pay for it. Your contributions, either 100% on your own or shared with your employer – buy you a membership in our general health care program. Regardless of how ill you may become, or how frequently you require treatment – your trusty BC Medical Card comes to the rescue. Granted, if you desire a private room in the hospital this may be covered by a supplementary plan – but overall you are good to go. In the news this week a young woman from Canada gave birth prematurely on a Hawaiian vacation – and with complications ended up with a 6 week hospital stay and a bill in excess of $1,000,000 Canadian! When the average Canadian hears of this sort of thing, they thank their lucky stars we live in Canada.

Do you feel videography is relevant in marketing homes?
I have incorporated professional videography for years and have had proven success! Not only do my clients appreciate this added service, it makes home listing more attractive while also sharing unique attributes of the home that might not be best captured in still photos. Just this past month, a fellow working in Northern Alberta was very interested in one of my listings at The Lakes and he and his wife were unable to get here right away to view the home. Because this couple was very excited about making an offer, I was able to remotely educate them on the local market and the professional video was able to give them an excellent feel for the layout of the home. The video of the home was able to give them enough information to write an offer and, because they were comfortable with what they saw on the video, the home is now SOLD! For larger acreages, I also incorporate aerial photography and videography which allows potential buyers, even if they are local, to get a feel for the lay of the land and to experience the property from appropriate vantage points. When you are ready to list your home, make sure you ask the realtors that you interview if professional videography is a part of their marketing plan and how it can help you to best market your home!

Dental insurance is nothing like the BC Medical card we just described. It is simply a joint partial co-pay plan, with very limited benefits and dozens of restrictions – cooked up between your boss and an ‘insurance’ company. They have a vested interest in making it sound great, while limiting pay-outs wherever possible. They are not in business to ensure you collect every dime you are entitled to – but rather the insurance provider limits their benefit payouts to the bare minimum that the law will allow. They have recently implemented rules that in some cases legally prevent the dental office from speaking to the insurance company directly. I had cataract surgery a number of years ago, and now my vision feels cloudy again like it did before the operation. Is it possible for cataracts to grow back?
This is actually a very common question. What you are referring to is called posterior capsular opacification. Although it is sometimes referred to as a “secondary cataract” it is not actually a cataract. A true cataract is a clouding or opacification of the crystalline lens of the eye - the lens has been removed during cataract surgery, therefore a cataract can never technically “grow back”. The lens sits within a capsule and during surgery, the anterior portion of the lens capsule is opened and the lens is removed. The IOL (lens implant) is inserted into the posterior part of the capsule. Weeks to months to years later, the remaining capsule can become clouded, and cataract-like symptoms return. Visuallysignificant opacification occurs in about 25% of patients. The good news is that it can be diagnosed at your comprehensive eye exam, and is readily treatable. What is tinnitus?
It is the perception of sound without an external source. It is described as a ringing, buzzing, clicking, pulsating noise perceived only to the patient. Tinnitus affects approximately 10%-15% of adults and is the most frequent service-connected disability for veterans, and RCMP members What is primary tinnitus? It has no known cause and is usually associated with hearing loss. The intensity may vary depending on several factors such as stress, diet, noise exposure, medication, etc. What is secondary tinnitus? It is associated with a specific cause (which may related to medication, various neurological conditions, ear wax, middle ear infection, inner ear disease, vestibular conditions, head or neck trauma, TMJ disorders, allergies, diabetes etc..) What are the long term effects of tinnitus? Tinnitus can have a significant effect on quality of life. The association between depression and tinnitus has been studied with depression reported in 48%-60% of tinnitus sufferers. Many tinnitus sufferers have difficulty sleeping and/or concentrating. What should I do if I suffer from tinnitus: Consult a qualified audiologist for a comprehensive hearing evaluation. Initial treatment should be directed toward looking for a medically treatable cause. A referral to an otolaryngologist may be warranted. What are treatment options? As tinnitus occurs in the auditory nervous system, there is no direct cure; however, it can often be successfully managed. The various treatment options include: masking, high frequency amplification, counselling, diet changes, stress management and relaxation, support groups, auditory habituation (TRT). Universal research access to human genome bank a ‘game changer’

or several years I have expressed my excitement about the possibilities for medicine that will undoubtedly be unleashed as we more fully explore and understand our genetics. It seems that every new paper or bit of information is moving us closer and closer to an eventual ability to create much more targeted treatments for many conditions based on the individual’s genetic blueprint. I still believe this ability will be a game changer for many areas of medicine. And so it is with enthusiasm I have been reading about the latest genetic information pro-

dealing with space issues as to how to store such a vast amount of information. Just one complete genome takes up about 100 gigabits of space, but when that is multiplied by billions it becomes a
very large storage issue. Some have been skeptical of the whole project because of this storage problem—but given the speed at which technology has advanced in the past two or three decades, I don’t think this will be an issue for long. Even Google has pointed out that when the Genome project began it took 15 years and $3 billion for the first human genome sequence. Today it can be done in a day for about $1,000. Google’s long-term goal is to have all of this genetic information online for scientists to access and search as one centralized database. I think this is a great

When we have the capability of storing every person’s genetic identity online, we will undoubtedly encounter situations when a person is unexpectedly found to have a rare disease but has not asked for that information. Or when comparing genetic information, we will likely find family connections such as siblings the individual was not aware of or searching for. Not to mention insurance companies and other corporate interests that would love to use information for business purposes. These may present new ethical questions for

Your work of art could be chosen as District of Lake Country’s 2014 Christmas card The Lake Country Pubic Art Commission is inviting Lake Country artists to submit works of art to be in a selection process for the 2014 district Christmas card. Each year, Christmas cards are sent by the Lake Country mayor and staff to various other municipalities and correspondents. An artwork will be selected to be printed onto these Christmas
cards. Any type of painting can be used. The image can be of a subject of your choice, but if a landscape is used, it should be a Lake Country scene. This project is open to Lake Country artists. An artist may submit more than one image. Submit a digital version of your painting to the Public Art Com-
mission by sending it to Sharon McCoubrey, Chairperson at Sharon.mccoubrey@ubc.ca You can also deliver photographs of the artwork to the Municipal Hall. The chosen image will be purchased by the municipality to become part of its permanent collection. A maximum amount is designated for this acquisition. Submit by by 4 p.m. on Dec. 1.

PUBLIC ART CALL The Lake Country Pubic Art Commission is inviting Lake Country artists to submit artworks for the 2014 Christmas card. Each year, Christmas cards are sent by the Lake Country Mayor and staff to various other municipalities and other correspondents. An artwork will be selected to be printed onto these Christmas cards. Any type of painting can be used. The image can be of a subject of your choice, but if a landscape is used, it should be a Lake Country scene. This project is open to Lake Country artists. An artist may submit more than one image. Submit a digital version of your painting to the Public Art Commission by sending it to Sharon McCoubrey, Chairperson at Sharon.mccoubrey@ubc.ca You can also deliver photographs of the artwork to the Municipal Hall.
