City beefs up new environment bylaw with new fines
Museum rated 10th-best in the country
Kristen Douglas Campbell RiveR miRRoR
City council has adopted a new set of laws and penalties that provide for protection of eagle nest trees. A series of fines that range from $250 to $500 were approved by council at last week’s Tuesday meeting and go hand-in-hand with a new Environmental Protection Bylaw. Terri Martin, the city’s environmental coordinator, said the bylaw protects the city’s natural environment including watercourses, trees, soils, lands and outstanding natural features. Martin said the bylaw also gives city staff the tools it needs to address issues around inadequate wildlife tree protection. “Staff are already responding to a wide array of environmental issues and development permit non-compliances,” Martin wrote in a report to council. “Without the appropriate tools to address these issues, staff spend considerable time seeking alternate routes and encouraging senior governments to take action on the city’s behalf, often with little success.” The most recent complaint was a high-profile case in February 2012 involving a resident who had Continued on Pg. 2

Campbell River’s regional, human history museum ranks among the biggest and the best across Canada. The Museum at Campbell River is rated as one of the top 10 Museums in Canada according to web-based Trip Advisor’s Traveller’s Choice Award 2014. Listed in the category of attractions, the Museum at Campbell River comes in at No. 10 behind the Royal BC Museum, the Royal Ontario Museum, the Canadian War Museum, the Royal Tyrrell Museum, (Drumheller) the Musée des Beaux-Arts (Montreal), the Museum of Anthropology (Vancouver), the Art Gallery of Ontario, the Canadian Museum of History and the Canadian Children’s Museum. “All these museums are much larger in scope, so we are justly proud of this award,” says Sandra Parrish, executive director. “At times, we feel like the little engine that could, as we are out there in an award category that includes provincial royal status museums with multimillion dollar facilities and budgets. “We offer an engaging experience that is highly commented on by visitors from over 32 countries. Visitors and locals are encouraged to enjoy, learn, experience and share the history of our area, told in fresh, interactive ways.” A spokesperson for TripAdvisor is quoted as saying, “It’s not a survey. It’s not a matter of voting. “Instead, we look at the quality, quantity and recency of reviews to Continued on Pg. 2

a Douglas fir tree with a large eagle’s nest cut down on his property. At that time, the province was in charge of enforcing eagle nest tree protection and levying any fines. The extent of the city’s crackdown on cutting down eagle nest trees only went so far as permit guidelines to restrict a property owner from causing a disturbance within a 60-metre area around an eagle nest. The property owner in the 2012 incident,
however, was eventually fined $10,000 through provincial court in 2013 while the city did not have fines or penalties written into law. Council asked city staff at that time to look into stricter rules and fines to deter and hold property owners accountable. The end result is a bylaw that, among other things, comes with a set of fines related to eagle nest trees. Removal of a bald eagle nesting tree without notifying an environmental protection official comes with a $500
penalty, as does damaging a bald eagle nest tree roots within the drip line and operating heavy equipment within the bald eagle nest tree’s drip line. Developing within 60 metres of a bald eagle nest tree without a development permit will also garner a fine of $500. The bylaw dictates that an eagle nest tree cannot be cut down, trimmed, root planed, topped, modified or removed unless a permit from the province has been obtained and that prior to cutting or removal, a
copy of the permit is provided to an environmental protection official. If an eagle tree is to be cut or removed for any reason other than it being a hazardous tree, the owner must submit to the city a habitat compensation plan. The bylaw also prohibits damage to the roots within the drip line of the tree, operation of trucks, backhoes, excavators or other heavy equipment over the roots within the drip line of the tree, and removal of soil from land within the drip line of the tree.

Shoreline cleanup and education partnership targets invasive species Blackberries are delicious, they just don’t belong here. That’s what Dionne Lapointe-Bakota, a grade six and seven teacher at L’Ecole Phoenix Middle School, and about 20 of her students were learning about and addressing on Monday afternoon alongside a few members of the Greenways Land Trust. “This is part of a unit we’re learning about in science on ecosystems,” Laponte-Bakota said after the kids had all gotten to work chopping up the vines that have overtaken that section of brush. “This is a beach I use as a learning tool quite frequently in my lessons,” she said. “We came down here and did a beach study. We also came down here to participate in a beach cleanup in September.” Part of Lapointe-Bakota’s grade seven Science course is also about the human impact on ecosystems, she said, and one of those human impacts is the introduction of invasive species. “I’m hoping the kids learn not only about how humans impact ecosystems, but also what we can do to try and reduce and lessen those impacts, as well.” “It’s a great partnership,” according to Greenways Volunteer Coordinator Libby King. “We’re always looking for more projects like this.” King said that one of her roles as volunteer coordinator is to explore
d i f f e r e n t p a r t n e rships, like the one with Lapointe-Bakota’s class, where they can explore the human-nature relationship in an educational and transformative way. “It’s really important that people recognize these issues, especially surrounding invasive species that don’t belong here,” she said, adding that Greenways does “a ton of work” addressing species like blackberry and broom, because, she said, they have a hugely negative affect not only on other plant life but also animal life like clogging up salmon spawning habitats in our streams. Lapointe-Bakota said it’s easy for people to overlook the negative consequences of some invasive species because we actually enjoy their presence – like the delicious blackberries produced by the thick vines they were hacking up on Monday. “Sure, sometimes even invasive species can offer us good things,” she laughed. “I go blackberry picking myself every August. But they don’t have any natural predators here and grow very prolifically and rapidly, and because of that they can take over the habitat of native species,” she admitted. It’s important to recognize them for what they are, take steps to address their impact on the environment and share that knowledge and appreciation with the next generation. King is hoping that Greenways could one day do something along
the shoreline similar to their “Adopt a Trail” program, where groups or individuals would “adopt” a section of shoreline and work to keep its natural condition intact, but for now, they will rely on partnerships like this one to do that work.
Those who would like to learn more about the impact of invasive species or would like to form an educational partnership with Greenways like the one Lapointe-Bakota is using in her classroom can contact King at volunteer@greenwaystrust.ca

If you explore the Vancouver Island backcountry, you’ve likely got something you ride on to help you do that. As of last Monday, Nov. 17, off-road vehicle (ORV) owners can now start voluntarily registering those vehicles in advance of the June 1, 2015 mandatory registration deadline. Registration of ORVs is integrated within the preexisting structure of the Insurance Corporation of British Columbia (ICBC) motor vehicle registry, in an attempt by the government to “reduce implementation costs and allow ORV owners to register at any of the 900-plus ICBC insurance brokers in the province,” according to the government release about the program. In order to register an ORV, you need to produce one of the following: A New Vehicle Information Statement or a Certificate of Origin of the vehicle was purchased new but never registered previously, a Bill of Sale or other documentation of purchase, a completed B.C. Consumer Taxation Branch Gift of Vehicle Form (FIN 319), a Title Certificate, Form 1 or B15 Accounting Document if the vehicle has been imported from the U.S., previous registration documents if it has been imported from another Canadian jurisdiction or a sworn statutory declaration (MV1484) about how you came into possession of the vehicle and what you did to try and get any of the above pieces of documentation. The benefits of registering your ORV ahead of the mandatory deadline next year, according to the government release, is mainly to ease tracking of vehicles in case they are stolen, but a registration plate may also allow your ORV to cross highways “if the ORV is also licensed and insured under the Motor Vehicle Act,” and enable operators to obtain extended-term operations permits of up to two years. The cost to register an ORV is $48.

Blaney to carry NDP banner into federal election Kristen Douglas Campbell RiveR miRRoR
C a mp b e l l R i v e r ’s Rachel Blaney is the new federal NDP candidate for the North IslandPowell River riding. Blaney was elected Saturday as more than 500 party members and supporters cast their vote at the Community Centre to choose a candidate to run in the next federal election, expected to be held sometime in October 2015. Blaney prevailed over challenger Dave Coles, a retired union leader who served as national president of the Communications, Energy and Paperworkers Union. Blaney, the executive director of the Multicultural and Immigrant Services Association of North Vancouver Island (MISA) which provides services to new Canadians, thanked all of those who put their trust in her.
“I’m thrilled, honoured and humbled to have been selected as the candidate for the next election,” Blaney said. “I’m so grateful to all my supporters and excited to join (NDP leader) Tom Mulcair and the NDP team, working to support responsible resource development, and healthy and sustainable communities.” If elected, Blaney will be responsible for representing the North Island’s interests in Ottawa on Parliament Hill. Blaney said she will advocate for strategic and responsible development of the region’s natural resources and for “improved protection of our forests, water, and air in conjunction with the development of a strong diversified industry that can not only provide good jobs but also support the social services that are needed in the Island and coastal com-

munities.” Blaney said she is committed to winning what will be a new North Island-Powell River riding. With changes to election boundaries announced last year, the North Island will be lumped in with Comox and Powell River, and Courtenay and Cumberland will join a new riding. Conservative MP John Duncan currently holds the North Island riding but will give up that seat to run in the newly formed C our tenayAlberni riding.

Our View
Exercising the right to protest Is there a place for acts of conscience in our society? Protesters on Burnaby Mountain have proven they feel strongly enough about stopping a proposed Kinder Morgan oil pipeline that they are willing to be arrested. No doubt there are many who will dismiss their protests as foolish and We say: Dissent But there are those, too, is not popular in misguided. who will view their actions as heroic our society but it and principled, and will privately wish they had the courage to take a is often necessary that stand against something they feel, on a very deep and fundamental level, is wrong. To those arrested, it is all the price of making a statement. It is not a price they wish to pay. It is one, they
say, they feel compelled to endure. Their actions force us to assess where we stand on the issue – or indeed any issue that disturbs us. They pose questions that are not easy to answer, that call for considerable soul-searching. How many of us would be willing to put our comfort and name on the line, to back our word – easily given – with unequivocal action? And what would be the tipping point that would compel each of us to similar protest? Although Kinder Morgan president Ian Anderson says the company wants to respect the “right of peaceful protest,” the fact is that our society gives scant respect to protest, peaceful or not. Many of us leap to label protesters ‘wing-nuts’ and bandy the term ‘professional protester’ as though the
existence of such a thing would nullify all right to protest. Dissent is not popular in our society. But who truly believes that governments always have good and just reasons to act as they do, that lies are never told to voters and that business interests always act for the good of humanity? We have discovered time and time again that governments can be wrong, and that conspiracies do exist. Protests may be discomfiting. Protests may be foolish. There may be better ways to argue the rights and wrongs without chaining ourselves to railings and trees. But without the right to dissent, without the right to protest, we have no business pretending we live in a democracy. – Black Press
Letters
Sterling observations As a former candidate for Council, I would like to offer some observations on the recent municipal election in Campbell river. Taxation was the issue that did split the community. I hope the comment “start crankin’ up those tax increases” is not taken up by the new council. It wasn’t so much the tax increases, but the way council handled the communications with the public. One example was the Peterson intersection traffic light. Normally the traffic engineer produces a traffic count, along with an accident report to justify either a four way stop or traffic lights. Sadly, one councilor when questioned stated “we install one set of lights a year because they are so expensive”. The point is that one should not spend tax dollars without reason. Did any councilor ask for the studies? Perhaps they did, maybe in camera. If so, then that debate should be held in the open. It was revealed during the campaign that 20 positions were currently vacant. It seems that dollars allocated to fill these positions are counted as surplus by the former mayor and commitments by the former “group of four.” Technically both are correct. Hopefully they will remain vacant unless a strong public case can be made for filling them. Continued on Pg. 7

Liquor changes could push up prices in B.C.
Tom Fletcher B.C. Views
When the B.C. government announced its latest changes to liquor distribution, the reaction was not what I expected. Private store representatives complained bitterly that the government is allowing further expansion of fridges and “cold rooms” in selected government liquor stores, and longer operating hours that include more Sunday openings. Those hours, along with non-union staff, are the private stores’ big advantages as things stand in B.C.’s hybrid liquor retailing system. The B.C. Government Employees’ Union didn’t seem at all perturbed that state-run stores’ key advantage was also going to be gone effective April 1. That would be preferential wholesale pricing, in which the government’s monopoly
wholesaler sells to them at cost and to private stores at higher rates. How much higher? Liquor Distribution Branch officials were carefully vague on that, and it varies depending on which of the 22 wholesale categories you look at. They released a graph that suggests the average wholesale cost to government stores might be going up 10 to 15 per cent to create a “level playing field” with private stores. That wholesale price difference is the main reason private stores have generally higher retail prices. And the majority of the province’s revenue of nearly $1 billion a year comes from this monopoly wholesale business, where the hidden tax is coyly termed a “mark-up.” When the new, simplified system
comes in next spring, a bottle of hard liquor will have a “mark-up” of 124 per cent. That’s right, LDB more than doubles the price with its wholesale liquor tax. And if it’s premium booze, anything valued at more than $21 a litre will get an extra luxury tax on top of that. Coolers and ciders will see a 73 per cent mark-up. Wines are taxed at 89 per cent, with extra luxury tax on premium wines. Beer gets a per-litre tax with ascending rates for small, medium and large breweries. Then of course there is federal and provincial sales tax applied to all of it. Cheers! Premier Christy Clark acknowledged that the first guiding principle of this overhaul is to keep that government revenue coming.
The new BCGEU president, Stephanie Smith, doesn’t sound like your bullhorntoting socialist of yore. She insists she’s gung-ho to compete head to head with those private interlopers and get back some lost market share, particularly on the high-volume cold beer sales. The LDB says this new simplified system is “not intended to impact consumer pricing.” Note the careful choice of words. Oh, one last thing. There is another new tax in the works. It will be applied to higher-alcohol beverages, in an effort to reduce adverse health effects. Tom Fletcher is legislature reporter and columnist for Black Press. For fifteen years the patients at Shoreline Orthodontics have been greeted by the sparkling smile of Donna McArthur. Donna managed the front office on her own until she was joined by her trusted sidekick, Colleen Krasman. Colleen’s compassion and concern for others was a natural fit for the Shoreline Orthodontics team. Together these women have ensured patients, family and friends of Shoreline Orthodontics have always received outstanding care and service. Their passion and exceptional service will be deeply missed.

Alitis Investment Counsel Nominated for two Small Business BC Awards The 2015 Small Business BC Awards opened for nominations on Oct. 1, attracting more than 307 British Columbiabased small businesses that have been nominated so far. Among the nominees is Campbell River’s Alitis Investment Counsel, a local investment management firm, nominated for Best Company and Premier’s People’s Choice. “Small Business BC takes great pride in celebrating entrepreneurs and helping them to become more successful,” said George Hunter, CEO of Small Business BC. “While individually small, these businesses have a big reputation across Canada and around the world. “I am delighted to see Campbell River’s vibrant business community
entering the Small Business BC Awards to be recognized for their achievements and impacts both locally and globally,” he said. Since its inception in 2003, the annual Small Business BC Awards have become one of the largest and most widelyrecognized contests in British Columbia. Last year, 470 local small businesses were nominated by the close of the contest, from 55 different communities across the province. The awards acknowledge the contribution that more than 400,000 small business owners and entrepreneurs in our province make to their local communities and the global economy. After all, 98 per cent of businesses in B.C. are small businesses, and Vancouver Island is

home to 70,300 of them. Nominations and voting will remain open until Nov. 30. To prove that they are truly among the best in B.C., nominated companies must gain as many votes as possible. The top 10 finalists will then submit an extended application to narrow down the competition. At that point, the top five will then face a Dragon’s Den-style panel of judges to pitch why they should be named the best in B.C. The public is encouraged to nominate and vote for their favourite small businesses, between Oct. 1 and Nov. 30, for a Small Business BC Award. SRD takes ownership of three wharves from federal government CAMPBELL RIVER MIRROR

Given under my hand at Heriot Bay, this 10th day of November 2014.
Wharves trade hands The Strathcona Regional District is taking over ownership and operation of three wharf facilities from the federal government. All three – at Owen Bay on Sonora Island, Surge Narrows on Read Island and Port Neville on Johnstone Strait – are within Area C, which is represented by Director Jim Abram. On Nov. 14, Dr. James Lunney, member of parliament for NanaimoAlberni, announced the transfer and presented Abram with a cheque for $2.89 million to cover operational costs and maintain the infrastructure for all three port facilities over an initial 10-year period, with a possibility of future extensions. The transfer of ownership, under the federal government’s Port Divestiture Program, was announced earlier this year at a regional district board meeting.
Area C Director Jim Abram, right, accepts a cheque for nearly $3 million from MP Dr. James Lunny, left, at the Strathcona Regional District offices in exchange for taking over maintenance and operation of three public wharves.
Abram said having the regional district take on responsibility for the wharves ensures they will continue to be available to the public. “These wharf facilities are of the utmost importance to coastal communities and the region as a whole,” Abram said in a news release. “Our acceptance of these sites will ensure the con-

tinued availability of critical access points for outer islanders and recreational opportunities for local residents and the boating public.” Russ Hotsenpiller, chief administrative officer of the Strathcona Regional District, said the regional district is pleased to be able to ensure the communities that rely on the three port facilities continue to be served. “We are pleased to have reached this agreement with Transport Canada and secured these facili-
ties for continued public use,” Hotsenpiller said in a news release. “The regional district is well positioned to operate these ports in the best interest of the communities we serve.” The Strathcona Regional District is just the latest local government to take on ownership of federal government port facilities. Since 1996, Transport Canada has transferred the ownership and operation of more than 80 of its public port facilities in B.C. “One call, and we’ll do it all”

Celebrating the right to play Children of all ages celebrated National Child Day last Friday at the Community Centre in a whirlwind of laughter, music, paint and play. There were arts and crafts, face painting stations, storybook readings, clowns making balloon animals, cardboard box tunnels and forts, and stage performances galore from 9 a.m. to 12:30 p.m. The whole event, as it is every year, was free to the public. Top left: Kids finally get the okay from their parents to draw on their faces with the help of the “Paint Your Own Face Table.” Middle left: A couple of younger children take advantage of the easels and paints set up in a side room to explore their inner Picasso. Bottom Left: (From left to right): Katelyn Revoy, Chloe Dobrinsky, Khalsa Sahota Elves, Heather Spetifore and Lexi Patton are part of the group of students in the once per week Musical Theatre class offered by RainCoast Creative Performing Arts performing “Sleigh Bells.” Bottom right: Emily Crawford (left) and Sylvie Johnston perform “Singing in the Rain” along with the rest of the Full Musical Theatre Performing Arts Program students from RainCoast Performing Arts. hat do you get when you mix swamp turnips and smart phones; legumes and labgoblins; a giant, a gulag and a gaggle of geeks? The answer could only be another side-splitting pantomime in the proud Theatre Quadra tradition! It’s Jack and the Beanstalk with a social media spin. Jack’s on a quirky quest with a kooky cast. Theatre Quadra’s production of Jack and the Beanstalk puts a modern spin on the traditional tale this Friday and Saturday.
Squeeze into cozy confines of the Merville Hall Winter is upon us so it is time for the ever popular Christmas Fiddle Community Contra Dance at the Big Yellow Merville Hall on Saturday. Pop on your favourite Santa hat, attach your whitest full length stickon beard, slide your sleigh up to the new timber frame entrance and prance into the warm and cozy Merville Hall where the Funtime Fiddlers are waiting to play your favourite Contra Dance tunes. Contra dances are fam-
ily friendly community dances where a caller directs all the dancers, including Santa’s elves, around the dance floor with much laughter and happiness. The steps are simple, well organized, and the caller brings even the grumpiest elves onto the floor. Single dancers are most welcome as they can pair up with anyone during the Contras. Before the dance, from 7-7:30 p.m., there will be a Contra Dance workshop as well as some instruction in basic waltz
patterns. The workshops are free of charge so plan to come early. At 7:30 p.m., the Funtime Fiddlers start the music with Contra sets lasting about 15 to 20 minutes per dance. In between the called Contra Dances, they’ll play waltzes, foxtrots, swing tunes and polkas. So on Saturday, Nov. 29, steer the Polar Express to the Big Yellow Merville Dance Hall, right on the Old Island Highway, between Campbell River and Courtenay. Doors open

with just his keyboard and a microphone. You will hear jazz standards from sultry ballads to cool Latin grooves to hot swinging tunes. As well as both acoustic and electric bass, Edwards also plays percussion and trumpet. He has appeared with countless local ensembles and productions in every genre from choral to musical theatre, big band jazz to classical. His f irst musical
love, however, lies with improvised music and he enjoys playing and composing his own jazz tunes. Edwards and Barrat have played many times together in duos, trios, quartets, septets, and enjoy covering the greats
from Frank, Chet, Duke, Mose, Monk, and Miles, and many more. As a duo, they are a complete band. Barrat croons and plays the keys. Edwards plays acoustic and electric basses, percussion, and trumpet.
Correction
The Royal Coachman Pub opened in its current location in 1988 not 1998 as it says in the current issue of Wave magazine and the weekly jazz event is every Sunday not Saturday. The Mirror apologizes for the errors.

Ultimate Members Sale The work of local artist Dan Telosky is like stepping into another world of rugged coastlines, fishing boats, majestic water and wilderness.
Island, Dan worked early on, with pencil sketches of the tugs, small freighters and fishing boats passing his home on Discovery Passage. He later experimented with watercolours & oil paints, but prefers using acrylics, for his landscapes & seascapes, His many years as a fishing guide, boom man & commercial fisherman, created a strong connection to the sea. Working boats are his favorite subjects. Dan finds that the many faces of the sea provide an endless challenge to try and capture. The beauty and strength of the marine scenes of Vancouver Island are both varied and spec-
tacular. “I can’t imagine living anywhere else. I am fortunate to live in this wonderful place, and to have the ability to paint the scenes that I see regularly, is a bonus. “ Telosky is a director of the Marine Heritage Centre in Campbell River, a member of the International Society of Marine Painters, and an active member of the Federation of Canadian Artists, and CR Arts Council. Telosky has participated in many festivals and shows on Vancouver Island including the Sidney Fine Arts Show (Honourable Mention), FCA Vancouver Landscapes and 365 (Award Winner), FCA Arrow-
smith Spring and Fall Show (Award Winner), and Tidemark Theatre ‘3 Artists, 3 Mediums, One Show’. His paintings reside as far away as Germany and Texas, but the bulk of his work is nearby, where he paints, on Vancouver Island.

T
he Campbell River Singers invite you to join them for their 36th annual Christmas Concert on Saturday Dec. 6 at the Tidemark Theatre. Under the direction of John Montgomery, the choir will be presenting a wonderful evening of music and song featuring “Let Heaven and Nature Sing Gloria!” This cantata brings together beautiful music, familiar Latin phrases, carols old and new, along with narration provided by wellknown local actor and teacher Brian Down. Other special guests joining the Singers this year are La Isla Guitar Ensemble. Students of Helga Hagen, La Isla has performed locally and abroad, most recently at the 23rd International Guitar Symposium in Germany where they were honoured to be one of only 10 partici-
pants chosen to play at the Finale Concert. The second half of the performance will be a colourful blend of carols, contemporary Christmas songs, and up lifting spirituals. Assistant choir conductor, Shelley Roberts, will be directing “Lully, Lulla, Lullay”. This beautiful and haunting lullaby, with words from the traditional carol, uses medieval text brought to modern day with simple, yet lush harmonies. For a totally different listening experience, Shelley will also be conducting the jubilant carol, and choir favourite, “Arise and Shine! Your Light Has Come!” You will be entertained with “Santa Claus Is Comin’ To Town”, a simple, yet fun treatment of this Christmas standard. “Have Yourself a Merry Little Christmas” will bring back the warm and sim-

While Dad held her hand and with family at her side, Mom passed away in the early hours of November 11. She had been living with Alzheimer’s disease for many years and throughout kept her sense of humour. Her smile always greeted her visitors when they came to New Horizons Care Facility. We cannot thank Mom’s caregivers at New Horizons and the 3rd Floor nurses at CR Hospital enough for their compassion and understanding. She leaves behind Lawrence, her husband of 62 years, children Cindy, Earl, David and their families. Julie so aptly described Mom on Nov 7. “While holding her hand last night I was telling her of all the wonderful things her hands had done in her lifetime. Knitted sweaters and baby blankets to keep her grandchildren warm, advent calendars to count down the days ‘till Christmas. Countless hours of games and pages of colouring spent with her children and their children.  Countless family dinners and home baked goodies. The greatest gift of all she gave with loving caring hands....the 25 years of teaching. She held their hands and guided them as she did her own family. The hands of a Mother, Wife, Grandma, Daughter and Teacher.  We are all blessed to have been touched by those hands. Please join us for Mom’s service Saturday, November 29 at 11:00 am at St. Peter’s Anglican Church.
Wanda passed away peacefully at her home in Campbell River on Saturday, November 22, at the age of 79. While we are heartbroken to have said goodbye, we take comfort in knowing that she can rest now and be with Phil again. Wanda was predeceased by her father Harold Herr (1936), her mother Alice (2003), and Phil, her husband of nearly 57 years (March 2013). She is survived by her brother Orval (Margaret) of Kelowna, B.C. as well as her three children, all of Campbell River, Debra Rafnkjelson (Warren), David Pedneault (Lynda), and Denise WestďŹ eld (Lorne). Wanda was also a loving “Grammaâ€? to four granddaughters, Kelsie (Jason), Rikki (B.J.), Carly (Ian), and Richelle (Jan). In recent years she was thrilled to be “Great-Grammaâ€? to three greatgranddaughters, Preslee, Blair, and Emerson, and, most recently, to two-month old great-grandson, Holden. Wanda also leaves behind her brother-in-law Dig (Lynn) of Texada Island, several nieces, nephews, cousins, childhood friends Pat Lorne (Ash) of Richmond, B.C. and Marietta Klobchar of Parksville, B.C., and her other longtime friends. Wanda was born in Okotoks, Alberta, but she moved to Vancouver at a young age and spent most of her early years there. She worked as a bookkeeper in Vancouver before marrying Phil in 1956 in Victoria. They moved to Bowen Island in 1957, where they stayed until 1964. Phil spent many years logging on several islands and in various inlets up and down the coast. Wanda stayed at home and worked hard to look after their house and kids during the times Phil was away for work. In 1968 the family moved to Campbell River, where they have remained ever since. Phil and Wanda were a couple that enjoyed doing many things together. After Phil retired in 1991, they enjoyed the simple things in life, including going camping, walking, puttering in their meticulously-kept yard, having family BBQs, and keeping up with and being part of all the goings-on of their children and grandchildren. When Phil passed away, part of Wanda went with him and we knew that she missed him so very much, despite the brave face she always put forward. She particularly enjoyed visiting with family while sitting on her sundeck, looking out at her beautiful gardens and hanging baskets and watching for hummingbirds at her many feeders. She always loved chocolate and had a sweet tooth right up until she left us. The family would like to sincerely thank Dr. Robert Ramsey and the nurses from Home Care. There will be no service by request. In lieu of owers, for those wishing, please make a donation to a charity for abused children.

There they grew 3 acres of strawberries and 2 acres of other fruit along with 2000 laying hens. War broke out and they were given two choices for relocation. One was to work in the sugar beet fields in Alberta or Manitoba and the other was to cut logs in the ghost towns of the Kootenays. The family chose Balmoral, Manitoba in the hopes of keeping the family together. His father had passed away in 1938, leaving a very young family. Riichi had said, “Let’s go as far as the train goes and see what’s there. Riichi and his family were very fortunate in being sent to work on the farm of Sidney Main who treated the family with kindness and respect. Since Emiko and her family were relocated to Emerson, Manitoba, Riichi and his family moved to Emerson in November of 1945. It wasn’t long before Riichi decided he would be a sugar beet farmer. With financial help from a couple area farmers, this decision was highly successful and at one time Riichi was the largest acreage sugar beet farmer in the Dominion of Canada. To his credit, he developed the space-seeding plate for beet seeds. He was the first beet farmer to use the deer-tong in conjunction with the single rib tire. He was a source of employment as he had an average of 50 employees once the crops were seeded until they were harvested. Having been evacuated, his children always knew the day would come when he and mom would “go home. That is, back to B.C. In 1977, they moved with their four youngest children to Campbell River and soon became the owner/operators of Lucky Louie Boat Rentals and Charters. Another thirteen great, fun years in his life! Riichi was an avid sportsman. He enjoyed hunting, fishing, being a Southpaw baseball pitcher, a lightweight junior golden glove boxer, and curler. He was a life member of the Emerson Curling Club and as a volunteer; he made curling ice for 27 years. He and his team had the honor of curling against four time world champions, the Ernie Richardson Team of Saskatchewan. Riichi also served on the council for the town of Emerson. Highly respected by those who knew him; forever loved and remember as: “Friend of All and Foe of None Our deepest gratitude to all of Riichi’s caregivers at New Horizons with special thanks to the original staff who cared for him at the beginning of his journey at New Horizon’s and also his former caregivers at Sunshine Lodge and Dr. deBruin. A Service of Remembrance will be at a later date. Island Funeral Services/Elk Falls Crematorium entrusted with arrangements. If you so desire, a donation to Canuck Place would be appreciated. Campbell River Storm upset by Oceanside Generals in OT The Campbell River Storm had their six game winning streak snapped in Oceanside Saturday night, losing 4-3 to the Generals. P J He ge r s c ore d the winner at 2:32 of
overtime on a wicked slapshot that went over the shoulder of Storm netminder Kyle Cheema and caught the top corner. It was only the fifth win of the season for the last
place Generals, and their new head coach, Chuck Kessler, says it was their best game of the season. “Our players are starting to believe in what we are trying to do here and that makes a big differ-
ence,” commented Kessler, who took over as head coach of the cellar dwellers a month ago, “If I had my choice we’d play against Campbell River all the time because they bring out the best in us.”
The loss overshadowed an outstanding performance by Storm forward Gavin Rauser who scored twice, including a spectacular short-handed breakaway marker in the third period. He also
added an assist on Kobe Oishi’s first period tally. Campbell River played without high scoring forwards Dane Feeney (injured) and Michael Olson (flu), along with defenseman Nathan

Browne (injured), and also lost two-way centreman Zack Sanderson to an ankle injury in the first period. However, Storm head coach Lee Stone refused to use the injuries as an excuse for losing. “Oceanside played a good game but we gave them the confidence to play that way,” he said, “Because we beat them badly the last two times, we came in here tonight thinking we were going to do the same thing again. It doesn’t work like that – you don’t just show up and expect to win, you have to earn it.” Goaltenders David Anderson of Oceanside and the Campbell River’s Kyle Cheema both had solid games as the Storm outshot the Generals 36-28. Friday night at Rod Brind’Amour Arena, Connor Logan scored twice as the Storm doubled-up on the visiting Saanich Braves 6-3. Third period goals by Gage Colpron, Gavin Rauser, and the first of the season by team captain Jordan Rauser broke open a close game as the Storm registered their 20th win of the season. Michael Olson also tallied for the locals, while defenseman Andy Stevens and first-year sensation Tyler Welsh each contributed a pair of assists. Welsh continues to lead all VIJHL rookies in scoring with 34 points. The first place Storm (20-2-1-1) take on Comox Valley (13-7-13) in a home-and-home series this weekend. The Glacier Kings are currently tied for second place in the VIJHL North Division standings with the Nanaimo Buccaneers.

All About Starlight Shopping By Jan Tees, BIA Events Coordinator jantees@hotmail.com
For the past 15 years the Campbell River Downtown Business Improvement Area (BIA) has held an event called Starlight Shopping which marks the beginning of the holiday season. This year the event is scheduled for Friday, November 28th when Downtown will come alive! Shoppers Row, Tyee Plaza, 11th Avenue and Pier Street businesses will decorate their windows and stores. Most stores are open until 11:00 pm offering special promotions, hot mulled cider, hot chocolate, cookies or appetizers to name a few – a thank you for choosing to shop Downtown. Entertainment in Spirit Square will feature Heartland, Shoo Shoo the Clown and Captain Thunderpants, Town Crier. Keep nice and toasty next to the roaring fire pit. Pacifica Ukes, the Salvation Army Brass Band, Job’s Daughters, the Girl Guides, Magical Faces, Party Mamas and Detailed Face Painting will liven up Tyee Plaza with music, face painting, taffy pulling, hot chocolate and cookie decorating. Children will enjoy pictures with Santa, free glow sticks, reindeer antlers, colouring books and candy canes. The tantalizing aromas of beef shawerma, falafel, hamburgers and fries, mini-donuts, Kettle Korn and candy floss will fill the air.

Message from the Chair of the Campbell River Downtown BIA Soon our streets will be filled with the festive sounds of citizens, young and old, enjoying the magic of the Big Truck Parade and Starlight Shopping. There is something very special about the people who help make this a great event and there is something very special about the combining of the great trucks who move our goods and services around, with the joy and spirit of our Christmas and winter season. This event is for all of the people in and around the city to enjoy with friends and family. Thanks to the hard work and dedication of people like Jan Wade, our city gets to enjoy this wonderful event. This years event promises to bring in more than 50 big trucks all lighting the night sky with their decorations. All of the Truck owners and those who help decorate these mechanical giants deserve a huge thank you and we hope that it is as much fun for them as it is for us. It is through this kind of community spirit that this city will thrive now and in the future. It is through this kind of community spirit that your children and your grandchildren will decide to stay and make this their home as you did. Please come out to support this grand effort and support the volunteers and local merchants who help make this the gift it is to you. Best of the Season, John Wheat Chairperson of the BIA

Rolling out the Starlight Shopping and the annual Truck Light Parade energize holiday shopping ❖ Story by Kristen Douglas, Photos courtesy the Downtown Business Improvement Association
It’s the most wonderful time of the year for Campbell River’s downtown business community. If you’re thinking Starlight Shopping, you’d be correct. Campbell River’s unofficial kick off to the holiday season, Starlight
Shopping, has been a tradition for local families for nearly 15 years. This year’s extravaganza takes place Friday, November 28. It’s a night where downtown shop owners will offer deals and savings to entice people to shop local. It doesn’t hurt that
Santa and Mrs. Claus stop by too. For Jan Wade, the Secretary Event Coordinator of the Downtown Business Improvement Association, it’s the busiest night of the year. “It’s the biggest business day of the year,”
Wade says. “In fact, when I go around and talk to the business afterwards they say ‘that day saved me.’ People are out in the thousands and there’s more people coming out now because of the big truck parade.” The truck parade is a relatively new staple to
Starlight Shopping. For the past five years it has opened the evening, with a cavalcade of semi-trucks, school buses, and fire trucks all lit up and dressed to the nines, making their way down the Island Highway to Spirit Square. The parade has come a long way since its humble
beginnings. The first year saw only 11 trucks and a condensed route. “We started out at the Maritime Heritage Centre – not a long route – and the police went so fast it was over in about two minutes,” recalls Wade. “If it wasn’t for Aztec Freight there wouldn’t have even

been a parade. They put in six or seven trucks. They really came through.” For Wade, the parade is a labour of love. She spends at least three months before the parade calling up local businesses to invite them to put a truck in the parade. While it was tough in the beginning, Wade said it gets easier every year and the truck drivers put a great
deal of effort into stringing the lights and decorating their trucks. “Some of the guys will take a week to 10 days,” Wade said. “They really put in a lot of work and it’s not inexpensive either.” A crowd favourite is always the cement truck from Cumberland Ready Mix which last year boasted 12,000 Christmas lights and a rotating drum.
Wade said this year she hopes to secure over 50 trucks for the parade which leaves the Island Highway and Rockland Road at 5 p.m. and finishes up in Tyee Plaza at 6 p.m. A select few trucks will remain on display in the shopping centre’s parking lot. Entertainment in and around Spirit Square will kick off at 5 p.m. with the first 300 kids receiving glow

sticks. There will be live music in Spirit Square throughout the evening and Captain Thunderpants will act as the town crier. New this year, the Tidemark will be offering a children’s show, featuring the Canadian musical group the Kerplunks, in conjunction with Starlight Shopping. At Tyee Plaza there will be cookie decorating, taffy,
face painting, pictures with Santa, Mrs. Claus and the elves, as well as hot chocolate and carolling with the Salvation Army to get you in the holiday spirit. Entertainment from the local high schools, as well as food vendors, will round out the docket. Banking on last year’s success, there will also be Christmas card making at the Art Gallery which last
year attracted 300 people. Wade said it’s really neat to see what Starlight Shopping and the truck parade has become and she’s proud of how the community has embraced it. “It’s the busiest business day of the year,” Wade said. “What I like is it’s becoming a tradition.”

DOWNTOWN Grant Jones
Photos with Santa Santa’s coming back to Tyee Plaza and I’m as excited to see him as anybody. It’s always fun to capture those moments when Christmas wishes are shared with Santa (or looks of concern from those who may not have been quite as good as they intended). Recording these all too brief experiences for families to enjoy in years to come is a great privilege. Hope to see you on November 28th. Best of the season, Grant Jones
Party Mamas
My name is Dianna, my husband Pat and I are raising our 3 beautiful girls in CR where I was born and raised! I couldn’t imagine living anywhere else even though my business is portable, Pat and I just opened CR Auto Center so now there is no way we will be moving! I started Party Mama’s 3 years ago when I was looking for something different to do for my oldest daughter’s birthday. It started with glitter tattoo’s, and feather extensions, I am now adding balloons and Jamberry nails as well as some party packages! The response from the community has been wonderful, I have so many repeat customers who love how long they last, that they are waterproof and the boys and girls love being able to design their own tattoo’s! I’ve also branched into doing community events and being hired for weddings, grand opening celebrations and Christmas parties! The thing I love most about my job is being surrounded by happy, smiling children, they say the funniest things and there is nothing better than to see the look on their face when they get to see the final results.
The Pacifica Ukes
The Pacifica Ukes ukulele ensemble from Campbell River is a unique musical group which has earned a reputation both locally and abroad for their versatility and quality of their musical performances. The ensemble is comprised of students ranging from grades 6 to 12, selected through an audition process based on their musical skills on the ukulele and voice. The group has performed at local schools, public events and venues, and throughout Vancouver Island and the lower Mainland. A performance tour to Hawaii every three years is the goal that keeps the students focused and engaged. Each performance by the Pacifica Ukes presents the audience with a varied selection of music, ranging from traditional Hawaiian to Contemporary. Their repertoire includes Classical, Jazz and Pop styles to suit any audience. Balanced with additional accompanying instruments, the Pacifica Ukes offers a subtle blend of delightful “light entertainment” for audiences young and old alike.

ENTERTAINMENT Captain Thunderpants
Captain Thunderpants is multi-faceted, multi-talented and multiplanetary children’s entertainer. He tells interactive stories, sings crazy songs and is the owner of the one and only ‘Wheel of Fun’. The Captain has been captivating and amusing audiences at festivals, school and library appearances and on his television segments for several years now. At a Captain Thunderpants show, there will be dancing, singing, silly games and activities that young kids and their parents will enjoy immensely, part game show, part Raffi, part craziness. Lots of spontaneity and interactivity and improvisation keep his show fresh and wild. After an engaging 45 minute or hour long show, the Captain usually likes to lead his audience in a parade to do the chicken dance here and there. Hailing from Edmonton and now residing on Vancouver Island he has been involved in many theatre productions, multiple bands and has been the family stage coordinator for the legendary North Country Fair for the last five years. The Captain has performed extensively for Vancouver Island Regional Library in multiple locations, various festivals including the Vancouver Island Music festival, the Wild Mountain Music Festival and most recently for Edmonton’s Downtown New Years Eve celebration to a sold out crowd. When the Captain wears a regular human earth suit he finds himself as a performing arts teacher on Vancouver Island and an educator for the Comox Valley Regional District. The Kerplunks are fronted by the dynamic female duo of Tina Jones (vocals, trumpet, trombone) and Dinah D (vocals, upright bass), and backed up by their talented male counterparts Aaron Cadwaladr (guitar, kazoo, vocals) and Phil Wipper (drums). The Kerplunks’ three award-winning albums, and award winning DVD are always a hit in any home or car, and the band loves to sign them for their fans after every show. The Kerplunks, like their little fans, are getting bigger every day!
