very Wednesday at 12:30 p.m., a group of teens gather at the VAST building on Redford Street for an h hour of knitting and convers conversation. Last W Wednesday, there were just und under a dozen girls there, some of them experienced knitters and others just starting out. MaKen MaKenzie Chester, 22, just started the program that day. “It loo looked interesting,” she said of h her reasons for joining. Heather Heath Wesley, 17, on the other h hand has been in the program progra for two years. She’s moved up from dishcloths to scarve scarves. “I le learned to knit when I was really r little and I just want wanted to learn again,” she ssaid, adding that she’s learn learned new patterns since join joining the group.” W While there’s yarn on the table and needles flas flashing, the conversation ve veers away from knitting to everything from boy pr problems to makeup to sp sports. But while the cconversation is llighthearted, the girls gget serious benefits from pa participating in the program program. Zoey M McGee, 17, joined the group in September. While she’s been knitting since her

‘I joined because it was less stressful for me...’ – Zoey McGee grandma taught her how as a child, she’s already seen improvements in her knitting. For McGee, the benefits range far beyond simple knitting. “I joined because it was less stressful for me, less people pressuring me to do things I didn’t want to,” she said. The mathematical component of knitting helps her control her anger. “I can count things when I’m mad so I get mad at the numbers instead of people.” Carey Creber, 18, also joined the program in September. “I’m excited to learn how to knit scarves, I think that would be really cool. “I’ve learned new [knitting] techniques, it’s fun, it’s relaxing. I’m a very stressed person and it’s a really good stress reliever, I find.” School trustee Rosemarie Buchanan has helped run the knitting group since it started in 2012. The group is open to all genders. While Buchanan is an avid knitter herself, she sees the benefits outside of knitting. She’s heard from many students that they feel a positive change in themselves

as a result of joining the program. “One of the girls in the first year said to me that [knitting] calmed her down so much that if she was in a stressful situation and started getting wound up, she closed her eyes and would feel the needles and the motion and she said that in itself would calm her down.” Diane Best, one of the group’s supervisors, agrees. “It’s not always just about knitting here, it’s the conversation that we have while we’re knitting.” Best sees parallels between mistakes in knitting and those in the girls’ everyday lives. “Do you want to go back and fix [the mistake]? How big is the mistake, is it going to have much impact overall?” “It’s a great time to chat. Sometimes it’s like being on a comedy show and sometimes we have really interesting, deep meaningful conversations,” added Buchanan. While the group is currently offered as an extracurricular choice through the VAST Education Centre, Best is looking to make the program an elective. “I’m in the process of starting to go through government documents to see how we can make this a credit for the Textiles 12 course. They’re putting time in so we want to give them credit.”

The fate of Canal Beach is still up in the air after Port Alberni’s outgoing council chose not to make a decision on whether or not to sign the indemnity agreement. The agreement would have the city “indemnify [Western Forest Products] from any liability arising from public use of Canal Beach.” Coun. City Solda expressed concern over the increase in insurance premiums that could result from Canal Beach’s use outside of the restrictive covenant. City manager Ken Watson said that

The Port Alberni Port Authority has purchased a narrow strip of land beside the Somass Mill and is eyeing a fuel dock for the end of the property. The land is approximately 2.3 acres and runs the length of the Somass property beside the water that is also Fisherman’s Harbour,

explained Dave McCormick, director of public relations and business development for PAPA. The port authority paid $319,000 for the land. PAPA has been in negotiations with Western Forest Products, owner of Somass Mill, since Brad Madelung was PAPA’s CEO, before the Fisherman’s Harbour improvement project started. As part of that project, PAPA bought and placed a green pontoon at the end of the Somass property. “Small Craft Harbours

[which owns the Fisherman’s Harbour facility] installed the Somass pier in anticipation of acquiring the Somass lands,” McCormick said. However, the multilevel approval process has been onerous. “We’re working with Small Craft Harbours on planning and both parties getting budgetary approval to deck the pontoons. A ramp needs to be installed,” McCormick added. Once that is in place the port authority will issue a request

City staff won’t be required to live within city limits as a condition of employment after a motion to adopt such a hiring policy was quashed at Port Alberni city council on Monday. The motion suggested all nonunion city staff hired after March 1, 2015 be required to live within city limits. Director of Corporate Services Theresa Kingston told council that enforcing residency requirements could be seen as discriminatory under both provincial and federal law. “In any of the protected categories [in the B.C. Human

Rights Code] it can be seen as discrimination against employment. As well, under the Canadian Charter of Rights and Freedoms in terms of interfering with a person’s choice as to where they live.” Kingston warned council that requiring residence within city limits could put the city into a “position of being taken to human rights tribunal... if a person was to pursue that under the discriminatory part of that particular requirement.” However, Coun. Jack McLeman, who originally brought the motion to council, said that he did not believe that the requirement was restrictive. “My concern, and

the concern of a lot of people that I talk to, is that if someone is making decisions and those decisions affect the mill rate of the taxpayer, that individual should be paying the same taxes and affected by the same mill rate. I believe people who make decisions and influence decisions should be living with those same decisions.” Kingston replied that “it is actually council’s decision as to what the mill rate is,” not city staff’s. Coun. Dan Washington brought up his concern that a residency requirement could lead to a less qualified candidate being hired. “If we have two candidates,

one living in the city and one living outside the city and the outside guy was better qualified and willing to work for the same amount of money as the guy in the city, do we deny our taxpayers the expertise and cave to the city’s living in the city policy?” Kingston said that the city’s preference has gone towards local hiring, “however, in some cases we don’t have people with the skills and qualifications to fill those positions.” She said it would be easier for an outof-towner taking a job to fulfill any such requirement than someone who lives in the regional district and gets hired by the city. “You want to hire the best people you can in the position.” The motion was defeated at council with a 4-3 vote. reporter@albernivalleynews.com

Following their Election Day success, Port Alberni’s first ever electoral organization has disbanded. Sharie Minions performed best, coming in third among the council candidates, Ron Paulson came in fourth and incumbent Jack McLeman was fifth. James Edwards, who was not elected, came in 12th. According to Minions, while Edwards didn’t make it in, the number of votes he received could well mean that Alberni First had a positive effect on his campaign. “What really struck me was how many votes Edwards got...

for somebody that’s very new to town that is a good amount of votes.” However, as McLeman, Minions, Paulson are well known throughout the community, it’s tough to tell how much Alberni First affected their results. “It didn’t hurt us, I don’t think and overall there was a very strong sentiment of citizens of Port Alberni that were behind that,” said Paulson, adding that “at the end of the day we were able to deliver our message of unity.” If that wish for unity on council is actualized it will be a change from the last council term which was marked by discord and tension, according

He said that he hoped that all the candidates would be able to work together and “stop the bickering” at council. “It wasn’t cohesive,” McLeman said of the relationship between the last council and mayor. McLeman said that he was committed to working with both the new council and mayor-elect Mike Ruttan. “I’m quite convinced that we won’t agree with everything but we don’t have to...he’s an intelligent person so we’ll see where he goes.” According to Minions, getting a majority on council was never the goal. “If we were going for a majority we would have endorsed six candidates because that would have given us a better opportunity to get a majority,” she said, adding that “the goal wasn’t to have a voting bloc where we could control everything, the goal was that we wanted to have this group on council because we had common ideas.” With the election over, Alberni First is honouring its promise to disband. “Alberni First is completely done. We’re just on council now.”

The Roger Creek culvert replacement is proceeding as planned, according to senior project manager Allan Galambos of R.F. Binnie and Associates. According to the Ministry of Transportation and Infrastructure, the project, which is being

Service clubs fill charity void Liquor changes could push up prices A significant hole in the charitable community will be left if declining enrolment in service clubs continues. A number of service clubs in Nanaimo and Port Alberni once saw their membership reach into the hundreds but now are challenged to get people out to a meeting. The Order of the Royal Purple, a service club for women, has closed its Nanaimo chapter after an unstoppable decline in membership. The clubs cite a change in society as a key reason for their membership decline. People are busier and less interested in the ritual of fraternal groups compared to the networking and establishing of business contacts offered by other organizations. As a result, long-time volunteers predict other fraternal organizations will face the same question of closure. In Port Alberni, the Elks Club closed its doors for good last week after 90 years of service in the community. There is no doubt a waning desire to join these service clubs, but there’s been no change in the need for what they do. These organizations help people afford guide dogs and hearing aids, offer students bursaries, support not-for-profits and contribute money to improve local parks. The Elks alone contributed thousands of dollars to the community, and last week handed out $100,000 to various charities. Our communities are better places because of the work these clubs do and if declining membership sees more organizations shut their doors, there will be a gap to fill in the charitable sector. As the membership ages, new people must be looked upon to step up and fill the void that will be left once the hard work and dedication from these clubs is lost. As the Royal Purple ends its chapter in Nanaimo and the Elks in Port Alberni, it’s a good time for us to recognize just how important these groups are and what new challenges we may face without them. — Nanaimo News Bulletin & Alberni Valley News

ICTORIA – When the B.C. government announced its latest changes to liquor distribution, the reaction was not what I expected. Private store representatives complained bitterly that the government is allowing further expansion of fridges and “cold rooms” in selected government liquor stores, and longer operating hours that include more Sunday openings. Those hours, along with non-union staff, are the private stores’ big advantages as things stand in B.C.’s hybrid liquor retailing system. The B.C. Government Employees’ Union didn’t seem at all perturbed that state-run stores’ key advantage was also going to be gone effective April 1. That would be

preferential wholesale pricing, in which the government’s monopoly wholesaler sells to them at cost and to private stores at higher rates. How much higher? Liquor Distribution Branch officials were carefully vague on that, and it varies depending on which of the 22 wholesale categories you look at. They released a graph that suggests the average wholesale cost to government stores might be going up 10 to 15 per cent to create a “level playing field” with private stores. That wholesale price difference is the main reason private stores have generally higher retail prices. And the majority of the province’s revenue of nearly $1 billion a year comes from this monopoly wholesale business, where the hidden tax is coyly termed a “mark-up.” When the new, simplified system comes

in next spring, a bottle of hard liquor will have a “mark-up” of 124 per cent. That’s right, LDB more than doubles the price with its wholesale liquor tax. And if it’s premium booze, anything valued at more than $21 a litre will get an extra luxury tax on top of that. Coolers and ciders will see a 73 per cent mark-up. Wines are taxed at 89 per cent, with extra luxury tax on premium wines. Beer gets a perlitre tax with ascending rates for small, medium and large breweries. Then of course there is federal and provincial sales tax applied to all of it. Cheers! Premier Christy Clark acknowledged that the first guiding principle of this overhaul is to keep that government revenue coming. The new BCGEU president, Stephanie

Smith, doesn’t sound like your bullhorn-toting socialist of yore. She insists she’s gung-ho to compete head to head with those private interlopers and get back some lost market share, particularly on the highvolume cold beer sales. The union has another ace in the hole. Its current contract stipulates that LDB can’t close stores. In some small towns there are government stores that lose money, particularly since they’ve had more private competition. But at least for the duration of this BCGEU contract, the government retail arm will continue to operate in some places as a perverse social program, subsidizing retail clerk jobs that pay nearly twice what private retail pays. And let’s face it, running a till at a liquor store is not rocket surgery. Private and government store staff have to take the same training, and liquor inspector sting operations have increased vigilance on ID checks in all stores.

After serving as the mayor in Port Alberni for the last three years, I would like to offer up the following few words to our community. Congratulations and thanks are due to all who ran and helped out in our election here in Port Alberni. Congratulations are also due to our citizens for increasing our public engagement, and increasing our voter turnout during this past election. I would like to pass on a special thanks to my wife Donna, and to all of those family, friends, and staff who helped me out over the past years. For all of those candidates who did not acquire a “seat” on council, I would like to offer up a recognition of their efforts, encourage them to get involved in the various committees which the city invites participation on ,and encourage them, as well as all of the public, to seek out more interaction with our city government. We now have a new, progressive mayor and a new team on council to move

our city forward. Please give them all of your support and engagement. Immediately after election day I had a phone conversation with our new mayor Mike Ruttan, to congratulate him and offer him whatever he wishes, to aid in a smooth transition. The next day I met with him for further orientation. There will of course be an official Inaugural meeting with the swearing in of council in early December, which I would encourage the public to attend. We now have the opportunity to move onwards and upwards to a new, positive Port Alberni. It was an honour serving as mayor and on council for six years. I am so pleased, after fighting for years to expose why Port Alberni’s old school politicians need to be replaced, that this task has finally been realized. Port Alberni voters have facilitated this by choosing a truly decent

representation of new leaders. This new council is formed with an exceptional array of people with their own visions of progress that demonstrate the diversity of needs in our community. Some have already proven that in the face of adversity they are strong minded, willing to stand up and expose issues searching for truth, ask the hard questions, get to the bottom of matters, and choose different courses of actions for what they believe is right. I really think we finally have what we need for growth and development in this new council. I hope they bring fresh new ideas and approaches, and will practise thoughtful processes that will help us develop by accessing all the possibilities our community has patiently been waiting for. I hope they will all be principled leaders who will research, share ideas, listen, ask the right questions and lead Port Alberni citizens with respect, dedication and attentiveness.

It is very easy for us to see Christmas, and the four weeks of Advent that precedes it as a time of ‘remembering’. We look back, and remember the birth of Jesus two thousand years ago, and often tell the story of the holy birth through a pageant. We remember the ‘white Christmases’ and fond memories of family, and meals, and gifts. But the word ‘Advent’ means a time of preparation, and look forward. In the same way, ‘remembering’ really means to ‘make present again’. So Christmas, using this way of looking at things, is not about nostalgia, or even a faith-based statement about how God became for us ‘Immanuel (God-with-us’) in Jesus. The real task of Advent is to prepare ourselves to make Christ present again, and ‘anew’ in our lives…. to receive Christ anew… to being ready to hear, and to act upon the ‘good news of glad tidings’ that God wants all people to receive.
