Extreme weather protocol put into action Andrea Peacock Reporting

For the first time this fall, the Greater Victoria Extreme Weather Protocol increased the amount of available emergency shelter mats beyond the standard amount on Monday. The coldest day was Sunday morning when the mercury registered at -3.7 C. By comparison, the recorded low on Nov. 30 last year was 6.5 C, according to Environment Canada. Overnight shelters in Greater Victoria were at over 90 per cent capacity on Sunday night, and Our

Place Society was no exception. “With the weather being this cold, we were filled to our capacity for sleeping mats,” said Grant McKenzie, communications director for Our Place Society. When shelters are at 90 per cent capacity or higher, the Greater Victoria Extreme Weather Protocol increases the amount of mats available to tier 1 and tier 2, said Jen Bacon, regional coordinator. The Greater Victoria Extreme Weather Protocol is a community program that addresses the shelter

needs of homeless people during periods of extreme weather. For Victoria, extreme weather is defined as being -1 C. However, if it is windy, rainy or snowy, for example, it could be classified as extreme weather. In tier one, Our Place has 30 mats available for sleeping, and in tier two there are 50 available mats. “This year we’ve definitely noticed a lot more people coming in,” said McKenzie. “It definitely seems to be busier than it was last year.”

McKenzie said the age range of people coming into Our Place has been more dramatic this year, from people aged 19 years old to senior citizens. As well, Our Place is seeing more people coming in who have casual on-call jobs, but do not necessarily have the best places to live. Our Place’s emergency shelter opens at 7:30 p.m. PlEASE SEE: Cool weather sends homeless inside, Page A5

Mayor urges residents to ‘shop local’ Andrea Peacock Victoria News

Thinking local is the future for Victoria, said mayor-elect Lisa Helps at the launch of Think Local Week. Think Local Week kicked off on Monday, and runs through to Dec. 7. “Once upon a time, this city was all local businesses; and going forward, we’re seeing a return to local,” said Helps. Think Local Week is hosted by Think Local First Victoria, an initiative consisting of Greater Victoria business owners that encourages residents to shop at local businesses. “What’s really thrilling about the Think Local movement is that it’s coming from the businesses themselves. And more than that, it’s coming from their

customers,” said Helps. “I don’t think people in Victoria should care, I think people in Victoria do care; and that’s why we see the emergence of the Think Local First movement.” Think Local Week is a chance to recognize local businesses and the role they play, said Gayle Robison, president of Think Local First Victoria and owner of Robinson’s Outdoor Store. “It is a celebration of independent businesses in Victoria, and the difference they make to our community.” Robinson said Think Local Week also aims to educate the public on the benefits of shopping local. “If you can spend 10 per cent of your money locally when it makes sense for you, you make a huge difference to Victoria,” said Robinson. “When you spend

he thinks local by buying materials for his projects from local businesses. “When we support a local business, we support our

Desjardins sets village project as priority Tammy Schuster Victoria News

Barb Desjardins … sets priorities

The Esquimalt Village Project is at the top of Mayor Barb Desjardins’ to-do list over the next four years. In her inaugural speech Monday night, Desjardins also listed economic development, wastewater treatment and improvement to transportation infrastructure as her priorities. “We heard from across the community and every member of council agreed,” said Desjardins in a phone interview. Desjardins sees increased voter turnout as an

indication that the community is engaged and aware of issues needing attention in the township. “Economic development is secondary, but it’s parallel because the village project is all about economic development,” said Desjardins. “The two go hand-in-hand.” First steps include reviewing what has been done so far, and what needs to be done in order to get to the ground-breaking stage so construction can begin. “This project will be happening – not a hole in the ground – by the end of this four-year term,” Desjardins said.

Desjardins said she will be forming a committee to help prioritize and implement planning so council can start making decisions and setting timelines. “I think it’s doable. We’ve done a lot of the work already,” she said. intern@vicnews.com

An education in rare dinosaur fossils isn't usually considered a hands-on affair, but Saanich entrepreneurs Carly and Terry Burbank are hoping they inspire a few budding paleontologists by opening up their collection to the public. The Amazing Traveling Dinosaur Show makes its debut Dec. 3 to 7 at Uptown Shopping Centre. Interactive displays mean kids and adults alike can feel the weight of a mammoth tusk, examine the replica heads of Maiasaura and T-Rex unearthed in the flats of Montana and Wyoming and help a good cause at the same time. "Ten per cent of our admission costs will go to Help Fill a Dream Foundation, which is based right here in Victoria," Carly said. The Burbanks restore fossils and work with museums and private collectors, but didn't think of bringing their dino bones, meteorites and minerals on the road until they held a fundraiser for a friend in Saskatchewan. "We set up a small fundraiser in a church community hall, and the response was so great," Carly said. "We though it would be kind of cool to take this on the road and take fossils to places that don't have natural history museums to give people, especially kids, a

show just seemed a natural fit. "Kids and dinosaurs are a match made in heaven," he said. Help Fill a Dream Foundation allows kids with life-threatening illnesses on Vancouver Island, the Gulf Islands and Metro Vancouver to apply for a dream: meet a celebrity, go to Disneyland or perhaps even fly their family in for a visit. "We had a very busy year this year, we filled 10 dreams. We have 10 more on the books for next year. We just had a little guy come back from Legoland, but Disneyland is still No. 1 on the list," Smith said. Another 90 kids have been helped this year through family assistance, quality of life purchases like wheelchair-ready vehicles and medical equipment, Smith added. "If mom or dad ends up over at B.C. Children's Hospital, there are lots of costs for travel, additional childcare costs at home and some healthcare that isn't covered," he said. "We often buy pumps for diabetic children or oximators for kids who need oxygen monitoring. All the things that just aren't covered by medical." The Amazing Traveling Dinosaur Show runs Dec. 3 to 7 at Uptown. Tickets are $10. See amazingtravelingdinosaurshow.com for more information.

Victoria ‘Mealshare’ program pays it forward Andrea Peacock Victoria News

Going out to eat is not usually considered philanthropic, until now. Thanks to a new organization, eating at a restaurant can result in a meal being given to someone in need. University of Victoria business grads Derek Juno and Andrew Hall created Mealshare with friend Jeremy Bryant. “Mealshare is a buy one give one hunger relief program that takes place in restaurants,” said Juno. After seeing how well Toms Shoes was doing with their buy a pair of shoes, give a pair of shoes campaign, Hall thought of how he could apply that concept to food. And so the creation of Mealshare in July 2013. More than 140 restaurants across eight major cities and over 30 small communities in Canada have

Derek Juno, co-founder of Mealshare, and Brian Bobiak, owner of The Village restaurant in Royal Oak, with a popular dish, the shakshuka. Buying a Mealshare menu item provides a meal to someone in need. Mealshare items on their menus. For every Mealshare item that is ordered, $1 is given to the Mealshare organization, with at least 70 cents of each dollar going towards local and international charities. To make it simple,

Juno said for every meal bought, one meal is shared with someone in need. “Here in Victoria, we work with Our Place, and then our international charity partner is Save the Children,” said Juno. “So half our meals stay locally in Victoria and half go

internationally.” Despite only launching the program under a year and a half ago, Mealshare has expanded rapidly. On Nov. 3, all 62 Original Joe’s locations came on board as the first restaurant chain to support Mealshare. Juno credits their success to the simplicity of the program. In Greater Victoria, 19 restaurants have Mealshare items on their menus. So far, more than 22,480 meals have been shared from those restaurants alone. “We wanted to make it as easy as possible,” Juno said. “People don’t have to pay any extra money; it’s built into the price, you don’t have to do anything extra. It just works.” Juno said their biggest accomplishment has been being able to help the community. “We’ve been able to provide over 130,000 meals to people in need

just by getting others to eat food.” Grant McKenzie, director of communications at Our Place, said Mealshare is a great way to not only raise money for Our place, but also to raise awareness. “It’s a simple, easy way to contribute to feeding the most vulnerable in Victoria,” McKenzie said. “Every donation helps.”

Since the start of the program, Mealshare has enabled Our Place to serve 7,000 more meals. Our Place currently serves 2,000 meals a day. The Mealshare team won the Calgary Chamber of Commerce Small Business Award for community involvement last month, and it has also been nominated for a B.C. Small Business Award.

Over the next few years, Juno said he hopes to expand Mealshare across Canada into even more communities and restaurants. “We’d really love to change the face of the hospitality industry in Canada.” For a full list of participating restaurants in Victoria, go to mealshare.ca. andrea.peacock@vicnews.com

In addition to overnight emergency shelter, Our Place also offers a warming station where people can get a hot drink and something to eat. “When the extreme weather protocol comes in, we bring in extra staff and we keep that going throughout the night,” said McKenzie. Currently McKenzie said Our Place is in need of warm winter clothing donations, including socks, toques, underwear, sleeping bags, blankets and

winter coats. Environment Canada said today’s (Dec. 3))’ high will be sunny with a low of 0 C and a high of 7 C and tomorrow will be cloudy with a low of -1 C and a high of 6 C, with a 60 per cent chance of showers. Emergency Weather Protocol uses Environment Canada’s daily 11 a.m. forecast to determine if the protocol will be activated or not, and whether it will be a tier one or tier two activation. andrea.peacock@vicnews.com

Doctors, nurses continue Enter to legacy of Norman Bethune

A group of humanitarian doctors and nurses, including representatives from Victoria, travelled to China last month to commemorate the 75th anniversary of the death of controversial Canadian doctor Norman Bethune. The group retraced the footsteps of the legendary doctor and held free medical clinics in some of the same remote, impoverished villages served by Bethune. Bethune, or Baiqiuen as he’s called in Mandarin, is still, arguably, the No. 1 foreign hero in China. In the late 1930’s he supported the Chinese in their War of Resistance against foreign aggression. An ardent despiser of fascism, Bethune travelled on foot in rugged guerilla terrain, his hospital equipment and supplies carried by horses. Operating rooms were set up in peasant huts or Buddhist temples as near to the front as possible. Bethune served the anti-fascist cause until he contracted septicaemia from an accidental surgical cut. He died Nov. 12, 1939. Now, the Bethune Baiqiuen Canadian Alliance is keeping the

Shopping local helps economy Promoting the importance of “shopping local” is nothing new. We all benefit when local stores thrive. This point is being driven home further this week with Think Local Week, hosted by Think Local First Victoria. Think Local First is an initiative consisting of Greater Victoria business owners that aims to encourage residents to shop at local businesses. About $4 billion is spent in retail sales every year in Greater Victoria, according to the Greater Victoria Development Agency. To make the point further, every $100 spent at a local store $68 stays in Victoria. That’s a big impact on our economy. In addition, when only 10 per cent of our money is spent in Victoria, 25 per cent more of the money stays in Victoria. Spending 10 per cent of our money in local businesses not only supports our neighbours and community members, but it also supports our city’s economy in general. Despite misconceptions, buying local does not always mean paying more for products and services. Many local businesses are competitive with their larger counterparts in both price and quality of service. Do not neglect local shops – do your research and think local first. Locally-owned retail shops, services and restaurants depend on vibrant local communities to thrive. Most small, locallyowned businesses invest in the community, helping to give our towns a sense of place and belonging. Frequently, it is the small retail person who is active in fundraising for local charities, for fire and rescue service, for local schools and in organizing holiday events. Local retail stores and mom-and-pop stores, face tough challenges right now. Competition from big box stores and online sellers makes the holiday shopping season all the more important to locally-owned retailers. So, how you shop – and where you shop – can make a big difference in your community. What do you think? Give us your comments by email: editor@vicnews.com or fax 250-386-2624. All letters must have a name and a telephone number for verification. The News is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. He seemed genuinely surprised that he has lived long enough to see the fruits of generations of labour. Gosnell recounted the 1887 paddling trip down the B.C. coast from the Nass Valley to Victoria to present the Nisga’a territorial claim, where the tribal leaders were turned away on the steps of the legislature by Premier William Smithe. It would take until 1910 for Prime Minister Wilfrid Laurier to promise a settlement, and until 1949 for Nisga’a Chief Frank Calder to be elected to the B.C. legislature. In 2000, when the treaty received royal assent in Ottawa, Gosnell took part in a ceremonial burning of the Indian Act and got to work on implementing self-government. And on Nov. 27, 2014, B.C. Liberal, NDP and independent MLAs voted unanimously to open the way to an industrial future for the Nisga’a. “That’s what being alive means to me today,” Gosnell said. “You’ve got to have big dreams. Maybe all those dreams won’t come true, but at least you have the ability to dream big. And boy, are we ever dreaming big.” ••• Tom Fletcher is legislature reporter and columnist for Black Press. LETTERS Judge Fortin on his accomplishments

Re: Good intentions paved defeat (Letters, Nov. 26) Gordon Pollard’s patronizing eulogy deserves a rethink. While Mayor Dean Fortin finessed a new and much needed policing agreement with Esquimalt, Pollard attempts to blame him with for the failure of a regional sewage deal. Clearly, these complex negotiations died when Esquimalt Mayor Barb Desjardins made the politically opportunistic

calculation to kill them. Pollard’s bridge story is equally simplistic. Fortin made a rare and brave choice six years ago. He invested in Victoria’s infrastructure. The politically expedient thing would have been to “kick the ball down the road” for some future council to pick up, when its replacement cost would have been even higher. Fortin negotiated $37.5 million from the federal government; this ensured the costs to local citizens remained static. Victoria has undergone

All the while, crime and homelessness are both significantly lower. Parks are better. Cycling is better. Festivals are better. And, lastly, the city’s finances are better. Fortin worked hard. His intentions were good. But please, let’s judge him on his results. Dan Reeve Victoria

Blood inventory in critical condition

On behalf of Canadian Blood Services, I’d like to sincerely thank residents of this community who responded to our recent urgent appeal for blood. When it really counted, you stepped up and helped ensure we could continue to meet patient needs across the country. We are fortunate to have such dedicated donors, some of whom experienced longer donation times during this critical period. Thanks to you we are no longer in a critical situation.

That doesn’t mean our work together stops here; the need for blood is constant. We look forward to welcoming regular donors back again soon. If you’re a new donor we hope you will consider making blood donation a regular part of your life. We want donors to have the best experience possible. As a means to achieve the perfect bronzed glow, tanning beds have become the latest craze over the last few years. What people may not factor in is the tanning devices, just like the sun, emit harmful ultraviolet (UV) rays. Besides the risk of skin cancer, these rays, after prolonged exposure, can damage cornea and Dr. Paulyour Neumann may cause cataracts or macular degeneration. City of Gardens Chorus won gold medals in international Sweet Adelines chorus competition.

Chorus earns sweet sound of success Victoria’s City of Gardens Chorus recently returned from Baltimore, with gold medals in international Sweet Adelines chorus competition. Judges awarded the chorus first place in the Harmony Classic Division AA category for mid-sized choruses, which was limited to the top five choruses worldwide. The Chorus’ 48 female singers performed a colourful Mardi Gras entertainment package. Master director Julie Smith and assistant director Diane Butler

directed the chorus. Their two competition songs were an uptune medley of Dancing in the Streets of New Orleans/Mardi Gras March and ballad He Was There. Completing the package was Blues in the Night and a medley of IKO IKO/When the Saints Go Marching In. IKO/Saints was enhanced by visually stunning choreography using flamboyant umbrellas and purple, green and gold flags. Colourful Mardi Gras eye makeup enhanced the flashy black hologram costumes.

City of Gardens Chorus has been entertaining and competing since chartering with Sweet Adelines International in 1967. Members from all over Greater Victoria and as far as Parksville travel to Tuesday evening rehearsals, which begin again in January 2014 at Gordon United Church hall, 935 Goldstream Ave., in Langford. For rehearsal inquiries, please contact Donna at donnadbass@gmail.com. For performance inquiries: Nancy at townmac@shaw.ca. editor@vicnews.com

Celebrate-a-life remembers loved ones Celebrate-a-Life invites people to step aside from the busy holiday rush to remember and honour individuals who have touched our lives. Visitors to the display at Hillside Mall can write a special message in a memorial book or on a tribute ornament that can be hung on one of the trees. Information and support

For many people, the holidays can be a difficult time of the year when dealing with the loss of a loved one. Victoria Hospice Celebratea-Life is an annual tradition running until Dec. 12 that provides individuals and families with a unique way to remember their loved ones during the holiday season.

is also offered by volunteers. While there is no charge to visitors, donations in support of patient care and programs at Victoria Hospice are gratefully accepted. “The holiday season is difficult for many bereaved people,” said Victoria Hospice bereavement counsellor Marney Thompson.

“Celebrate-a-Life gives those that are grieving a gentle, personal way to pay tribute to someone who’s died.” Celebrate-a-Life launched Monday at Hillside Centre. Victoria Hospice also has a Celebrate-a-Life tree at the Empress Hotel’s Festival of Trees until Jan. 6, in support of the B.C. Children’s Hospital.

SNOW CLEARING In the event of snowfall, property owners and residents are advised that the Township of Esquimalt’s Streets and Traffic Bylaw No. 2607 requires you to clear snow and ice from the sidewalk in front of your premises. Please remember your elderly or disabled neighbours who would appreciate your assistance with snow removal. The Municipality requests that when you clean your driveway and sidewalks that you place the snow on the right side of your driveway as you face the road. This will avoid the snow plows filling in your driveway as it passes. The Municipality will make every effort to keep major arterial collector streets and bus routes open and to clear snow from as many residential streets as possible. The co-operation of all property owners and residents in this matter is greatly appreciated.

Wrestler earns her stripes

Teen athlete makes her way in predominate male sport Don Denton Victoria News

Esquimalt High School wrestler Erin Geddie went from novice to a national bronze medalist in just two years. Coach MikeThompson made a recruiting trip to Rockheights Middle School when Geddie was in Grade 8 and his talk on wrestling captured her interest. Prior to that event the only exposure to any sort of wrestling had been watching WWE matches on TV with her father. Thompson said that she was one of the first in her class to sign up for wrestling and that “her potential was evident from the first moment she stepped on the mat.” The Grade 10 student is committed to her new sport. She practises with the wrestling team two nights a week and on Mondays her parents drive her to train with the Cowichan Valley Wrestling club near Duncan. While she does some weight training away from

wrestling practices, Geddie keeps her fitness levels high because she is a member of the school’s Rugby Academy and trains on the rugby field at least four days a week. She also attends hip hop dance lessons once a week and plays lacrosse in the offseason. She used to dance competitively but gave that up due to her wrestling commitments. Asked what appeal wrestling has, Geddie said she “just loves it, loves the fact you have to be both mentally and physically tough”. She ended up weighing in at 69.3 for her 70 kilo class. Geddie hopes to find a scholarship opportunity after high school at a university with a strong wrestling program, but for now the lone girl

From December 1, 2014 to approximately December 8, 2014, Capital Regional District (CRD) Integrated Water Services will be transferring the source of supply for the Greater Victoria Water system from Sooke Reservoir to Goldstream Reservoir in order to inspect the Kapoor Tunnel. As a result, low water pressure may be experienced in Langford, View Royal, and Saanich north of the TransCanada Highway. No interruption in service is expected. Residents may notice a slight change in the colour and taste of the water however, this does not affect the safety of our drinking water. RIDLEY, GEOFFREY (Arthur Carr)

December 4, 1916 - November 5, 2014 Born in Bournemouth, England, Geoffrey arrived in Canada on a cargo ship with his mother, Mabel Charleton Ridley, sister Muriel Connie Thompson, brother Jack Thompson, and brother Ivan Ridley in 1925. He lived in various neighbourhoods in Victoria, from Mount Douglas to Hollywood Crescent (Ross Bay), and the Gorge, finally hand building a house for his family on Portage Inlet. He spent his years working at various shipyards, from Victoria to Sidney BC; even building a boat in his own backyard. Coming into care with the help of staff at The Ritz Hotel and Cool Aid Society, he was lovingly supported by wonderful staff at Central Care Home. Heartfelt thanks to everyone who made Geoffrey feel like part of their family. Special thanks to Ginny York, Residential Care Administrator, for her support and advocacy during this time. Geoffrey’s ship sailed quietly out of the Inner Harbour to a place of Peace with his friend of many years, Marria Gauley, by his side. He will be lovingly remembered and stay forever in her heart. Geoffrey endeared himself to all he met. Although he never married or had children of his own, he was full of love. With his gentle soul many people called him Grandpa, including his dear friend Marria & her sister, Peggy’s children. His ‘grandchildren’ brought him great happiness over the years. A Graveside service will be held at Hatley Memorial Gardens, 2050 Sooke Road, Victoria on Friday, December 5, 2014 at 10:00 am. In lieu of flowers, donations to Heights at Mt. View (formerly Central Care Home) Resident Benevolent Fund or Dandelion Society in Geoffrey’s name will be greatly appreciated.

General Tom Lawson, left, chief of the defence staff, runs next to Rear-Admiral Bill Truelove, Maritime Forces Pacific commander, during the National Sports Day Race event hosted on the Canadian Forces Base Esquimalt on Friday.

Top general takes run in Sports Day This year’s Celebration of Lights has moved from the traditional first Tuesday in December to SUNDAY, DECEMBER 7TH. The parade starts at Canteen and Lyall Streets and winds it’s way towards the Esquimalt Plaza. Celebration takes place behind the Archie Browning Sports Centre where you can get a closer look at the parade floats and vehicles. The Esquimalt Lions will have hot chocolate and hot dogs by donation. This event is made possible by volunteers from the Celebration of Lights Committee, the Victoria Cougars Hockey Team, Esquimalt High School Leadership group, Esquimalt Lions and Esquimalt Residents. Donations of non-perishable food items will be accepted for the Rainbow Kitchen by the stage.

General Tom Lawson, chief of the defence staff, participated in a 5K run with approximately 1,300 personnel from CFB Esquimalt Friday to mark Sports Day in Canada. The Armed Forces organized more than 200 sports and recreational activities, with a focus on sports for soldiers on Friday and recreational activities for military families on Saturday.

“Physical fitness, activity and recreation are essential for promoting optimal health and wellbeing throughout our lives,” said Lawson. “Providing opportunities to participate in recreational activities is an important part of our commitment to families and to quality of life in the Canadian Armed Forces.” editor@vicnews.com
